- Description: Industry 4.0 is impressively creating a lasting impact on the manufacturing industry and on the industry outlook on the benefits of the implementation of new technology. The concept currently trending entails merging cyber systems, the Internet of Things, and the Internet of Systems all together to construct the revolutionary ‘Smart Factories’. The use of advanced technologies brings about new methodologies to improve the results of manufacturing. Complex activities will be performed by machines equipped in using intelligent information systems and new technology to improve productivity, enhance quality, and reduce costs of manufacturing products. South Africa is at the height of the ‘Fourth Industrial Revolution’ (4IR) which will essentially change the way we work. This innovative rubric of high-tech modernisation is characterised by a merging of technologies from the physical, digital, biological, and neuro-technological spheres. The hesitation over jobs being substituted with co-bots, a robot envisioned to actually cooperate with humans in a communal workplace, is profound. Skills volatility is estimated to affect all industries. There are uncertainties that the underprivileged and non-skilled would be thrust into an even profounder deficiency with the upsurge of the digital age. Organisations regard robotics and modern technology as strategic corporate tools that are utilised to enhance short- and long-term profitability and achieve operating goals. In dissimilarity, the application of robotics and modern technology in the place of work increases labour stability concerns, anxiety of downsizings and terminations within the workforce. The purpose of this research was to heighten the comprehension of smart factories in the manufacturing industry by conclusively embracing a methodical examination of the factors which influence the outlook of those involved concerning smart factory implementation and also of assessing the readiness of the South African manufacturing industry for 4IR towards 2030. The ‘golden thread’ running through the study is the significance of the impact of the 4IR on the workforce and the creation of new jobs for the future, the reskilling of the workforce and the enhancement of capabilities of future factories in embracing the implementation and the incorporation of advanced manufacturing principles in production processes. This must form a substantial consideration in the preparation of the vision of the “Incorporation of smart production in future factories within the fourth industrial revolution towards 2030”. The results of the in-depth analysis of future studies practice and theory in this research study give credibility to the argument that the way in which planning for the future of the 4IR in the South African context is taking place requires insightful adaptation by all stakeholders. The development of new insights through the application of futures studies is vital to this planning process, as is progressively demonstrated in the propensity for present-day business to enable collaborative decisions and strategies that are established on, and informed by, futures studies. This research has attempted to gain insight into the possible future of the implementation of 4IR elements within the future manufacturing factories in South Africa through the creation of four scenarios towards 2030. These are defined as follows: The Fifth Element, which is the ‘best case’ scenario, and to which the country aspires; the ‘worst case’ scenario, in which everything goes badly; the outlier future founded on a surprising, disruptive, emerging matter; and ‘business as usual’ in which no change takes place. The research additionally made efforts to determine the preferred future for the 4IR from a South African perspective, as a base for the Future Vision of the 4IR in the South African manufacturing industry towards 2030. Throughout this study, Inayatullah’s (2008) pillars of futures studies were implemented as a guide in mapping the present and future, further deepening and widening the future through the development of scenarios and, lastly, by transforming the future by narrowing it down to the preferred future. The South African manufacturing sector must select which path to follow in the decisions surrounding the acceptance of the 4IR as the country progresses towards aligning itself with the global players in technology acceptance. Through a unique and innovative approach, the establishment of an atmosphere of trust and the sharing of purpose, values and benefits, a collective Future Vision of the implementing of 4IR elements such as smart production in future factories within South Africa towards 2030, is achievable. All stakeholders must be committed to operating in collaborative partnerships, with government, society, local communities and the workforce all treading boldly together into a sphere of technological, commercial, environmental and social innovation.

- Description: Unemployment is a global threat and has been identified as a crucial factor affecting South Africa s economy. Unemployment rate is one of the key indicators of South Africa s economy and reports by Statistics South Africa have indicated an increase in the unemployment rate. Studies done by the International Labour Organisation (ILO) has ranked South Africa amongst the worst in the world for unemployment and that poverty manifests not as a financial indicator but as a result of lack of employment opportunities. In response to the challenge of unemployment, South Africa has introduced numerous policies and strategies to combat unemployment and alleviate poverty. The vision of the Expanded Public Works Programme (EPWP) is to assist South Africa with its challenge of poverty eradication and to ease the unemployment statistics while simultaneously promoting skills development for its participants and the main focus of this policy is to provide income relief for the unemployment. The aim of this research was to assess the impact of EPWP in alleviating unemployment in Grahamstown, by assessing whether or not the EPWP has had any significant influence on job creation and skills development. This study focused on programmes implemented during the period 2014-2017 which is under phase 3 of the EPWP. This study adopted a qualitative research method and followed a descriptive approach. The research method did not seek to prove a true cause-effect relationship between the variables but rather demonstrate the correlation by means of case studies, archival research and content analysis. The research results revealed the potential of the EPWP projects in job creation in the area, and that there are areas of development and challenges in order to achieve the overall purpose of the EPWP.

As a result of a recent increase of complaints regarding projects delivered by Vodacom Eastern Region. The research started with a structured literature review, followed by a qualitative case study research design using embedded units of analysis, providing useful insights in sustainable project management in Vodacom Easter Region, RSA. The outcome of the research was in the form of a sustainable project management body of knowledge model for Vodacom in the Eastern Region of RSA, which highlighted five focus areas, namely; team structure, project organisational structure, stakeholder management, attributes of team members, communication and information technology enablers. The study concluded with practical recommendations for a relevant and sustainable project management model under the five focus areas.

Commercial maritime higher education needs in South Africa

- Description: Seaborne cargo trade accounts for over 80% of the physical volume of global trade. Maritime transport thus fulfills an integral function in the economy of the world. South Africa generates approximately 3.5% of the world’s seaborne trade by value and 1.61% by tonnage, but the business of shipping all that cargo is undertaken by foreign firms. Operation Phakisa, the Comprehensive Maritime Transport Policy, and the South African Maritime Road Map, in pursuance of the National Development Plan, aim to revive the commercial maritime sector. In order to meet the demand for the skills and innovative abilities sought at executive and managerial levels in the commercial maritime sector, higher education in the knowledge of maritime business is increasingly becoming a prerequisite. Investment in higher education of quality and relevance in the maritime field would contribute to achieving the goals of the government for harnessing the potential of South Africa’s blue economy. The literature is researched in order to establish an authoritative view that the knowledge and the inspiration for entrepreneurial activity in the maritime sector can be imparted through higher education; and for example, that a viable shipping sector can contribute to the growth of a country’s economy. The South African maritime sector is then described. The commercial maritime higher education available at universities and other institutions of higher learning in South Africa, as well as in other African countries and elsewhere in the world, is examined, in order to be able to identify the degree and diploma courses available. Maritime courses imply not only the content of the educational material, but also the method whereby the knowledge is instilled in learners, and which extends well beyond the classroom. A survey, by way of the personal interviews of leaders in maritime business, maritime government affairs, and academics teaching maritime topics, is then undertaken to ascertain their views on the education required to promote the maritime sector in South Africa, using the list of subjects available for study worldwide, to assist their choice. The literature research and the interview survey by design also enable the secondary aims of the study to be achieved. Those aims include determining how awareness of the maritime domain could be raised and how co-operation between academia, business, and government, known as the triple helix could be organized, to promote the growth of the maritime sector. The results of the survey are analyzed and tabulated, in order to illustrate the extent of the agreement between those interviewed and the conclusions reached. These conclusions establish: (i) that the commercial maritime education currently available in South Africa, is inadequate to meet the aim of the government to the sector; (ii) that a post-graduate degree iv in the specified maritime studies incorporating a period of internship, and following on the first degree in business subjects, is required; (iii) that a triple helix of co-operation between academia, business, and the government is essential to grow the commercial maritime sector in which South African entrepreneurs educated in such business will have the advantage; (iv) that greater awareness of the maritime domain is essential in South Africa if entrepreneurship in maritime business is to be cultivated; and (v)that such awareness can be cultivated in various ways; but it should start by including more maritime topics in the current school curricula.

- Description: The insurance sector within the financial services industry faces a significant human capital dilemma due to its largely aging workforce. Over the last decade, the financial services industry has been plagued by enormous and complex change. This plethora of change is as a result of changing regulatory landscape, the evolving digitalisation of the world and the state of the declining youth African economy. This uncertainty and instability has the potential to impact the career aspirations of financial advisors in the insurance sector as they experience many hurdles to growth. This volatility also impacts organisations as attraction into the role diminishes. Human Resource Management practices which are meant to fulfill strategic partnership role within organisations are meant to guide business accordingly to attract and retain top talent. This paper presents an investigation of Human Resource Management (HRM) practices within an insurance company and the impact of Human Resources Management practices on the organisational commitment of financial advisors. An empirical study, consisting of an online questionnaire, was conducted amongst 102 employees from an insurance company in Kwa-Zulu Natal. The analysis revealed that the relationship of HRM practices to organisational commitment outcomes in the insurance company was exclusive in that only three of the five HRM practices being recruitment and selection; training and development; and workplace culture and climate, were found to be positively and significantly related to the organisational commitment of advisors. It was concluded that recruitment and selection plays an important role in matching the right skills, abilities and personality for the job. There is a critical need for the shift in focus from academy classroom learning to on-the-job practical training and mentorship from senior advisors. Thirdly, workplace climate and culture is a key determinant into whether an employee will stay and creating a space which is diverse, flexible and harnesses work-life integration will be more critical moving forward.

Influence of the jobs fund on the unemployment rate in South Africa

- Description: Since the dawn of its democracy, South Africa has experienced multiple changes in its key economic policy. These changes were meant to address the poverty, inequality, and unemployment in the country. The post-1994 years have seen economic policies change from the Reconstruction and Development Programme (RDP) in 1994 to the Growth, Employment and Redistribution framework (GEAR) in 1996. Then came the Accelerated and Shared Growth Initiative for South Africa (AsgiSA) in 2006 and, most recently, the New Growth Path (NGP) and the National Development Plan (NDP) in 2010 and 2013, respectively (Chibba and Luiz, 2011). Despite numerous efforts made to change economic policy throughout the years, South Africa is still faced with the challenge of a high unemployment rate. To manage this issue, the South African government has introduced several interventions, such as the creation of a Jobs Fund in 2011, which meant that an initial investment amount of R9 billion was contributed by the government towards the attainment of its objectives. The research methodology used in this study was quantitative and, more specifically, based on the descriptive method of research.The primary objective of the research was to investigate the influence and effectiveness of the Jobs Fund through its job creation and skills development initiatives that were mechanisms to reduce the unemployment rate. The research aimed to assess the success of the Fund thus far in providing funding towards sustainable job creation and long-term employment. In addition, the study analysed the Fund’s influence in reducing in unemployment. In answering the primary objective of the research, it was not entirely possible to measure the influence of the Jobs Fund on the unemployment rate in South Africa, as other key factors need to be taken into consideration when making such an assessment. This is highlighted by the fact that, even though close to R7 billion has already gradually been committed to job creation activities by the government since 2011, the unemployment rate has continued to grow. Therefore, a study of the influence of the Jobs Fund on the unemployment rate would need take into consideration other key factors that influence unemployment.

- Description: This research explored an employee performance management and development system in the context of the public health centres in the Eastern Cape Province of South Africa. The study reviewed the literature on EPMDS in the public health sector of South Africa, noting the shortfalls, challenges, and ways in which it could be improved. The major findings from the study include the need to review the entire policy, revise the pay-scales, and co-create a new EPMDS policy creating space for the representation of the views of the employees. Without completing the development and performance evaluation, grade progression cannot be implemented despite years of service; hence the problem doctors face with their salary levels. The current EPMDS was found to be ineffective due to the wide discrepancy that exists between doctors and other health professionals in public health institutions. Among the commitment motivators highlighted by the respondents, was the need to develop an organisational culture that permits employees to recognise that they are appreciated. Future research must consider using mixed research methods, in the context of other South African Provinces and include a larger sample of research participants.

- Description: Globalisation, technological advancement and currency regulations are key motivators for companies to invest in foreign countries. As new entrants enter the market companies are faced with the threat of market share loss due to increased competition. The increase in the global competitive landscape has a direct impact on the rise of Mergers and Acquisitions (M&A). The growth potential of companies that experienced mergers has resulted in the boom of M&A over the past three decades. In most cases M&A have resulted in job losses and in some demotions. It is no surprise that these transactions result in an anxious and stressed workforce. The merger of the three soft drink bottlers in South Africa namely: CCF, Shanduka and ABI has brought about changes that have left some employees feeling anxious about the future. The combining of different cultures from the different entities can have a negative effect on employees as they would need to adapt to a different culture of the new formed entity. M&A were first introduced in the United States during the eighteenth century and moved into Europe in the nineteenth century. A large body of research has been concentrated in the United States and European markets to understand phenomena relating to such activities in developed countries. M&A activities have also transcended into developing countries. Over the past few years M&A transactions have become a critical gateway for investment in Africa for both local and universal market players. The aim of the study is to understand the employees’ state of mind in the workplace after the merger. The results of the study show that employee morale prior to the merger was higher when compared to post the merger, which implies that employee morale has declined post the merger. The results indicate that after the merger there was a significant decrease in trust, motivation, employee well-being and job satisfaction.

- Description: South Africa’s disappointing economic performance over the last decade has resulted in a socio-economic crisis, with unemployment and inequality rates being of the highest rates anywhere in the world. Furthermore, unemployment is concentrated among the young, unskilled, and previously disadvantaged population posing a considerable threat to South Africa’s new democracy. Internationally, a method to absorb job seekers into the economy is to make small business the engine-room of economic growth and development. Consequently, the South African Government has identified in its National Development Plan the establishment of small businesses as a priority, including the development of small businesses in rural and marginalised communities. As rural communities in South Africa experience systemic problems such as the lack of infrastructure, financial capital, skills and potential markets, establishing enterprises in rural settings is often more complex than those more advanced parts of the economy elsewhere where fewer constraints exist. This makes the task of establishing and growing rural entities particularly challenging, suggesting bespoke policy and support is required. This study analyses the literature to gain an understanding of economic development theory and how this intersects with and informs small enterprise development policy. It then looks at South Africa’s strategy and policy framework pertaining to enterprise development. Specifically, the literature examines the role of rural enterprise development to establish whether this enables people to move out of poverty or further entraps people in poverty. The study collates data from a rural and marginalised community through observation and interview techniques. Firstly, multiple in-depth interviews were conducted with nineteen entrepreneurs in a rural community to collect data on business opportunities and explore the type of support entrepreneurs would require from government. Secondly, a focus group interview was conducted with entrepreneurs that had experienced institutional support to understand how well current policy and programmes support rural enterprise development. The primary data was analysed in conjunction with the literature on economic theory and enterprise development using the technique of triangulation to avoid logic leaps and formation of false assumptions. The insights and findings from the analysis reinforced certain facts within the body of knowledge pertaining to enterprise development, but there were also some interesting new insights that emanate from the data. South Africa has been able to introduce a wide range of policy initiatives and has multiple programmes and strategies to support small enterprise development. It has achieved firm success and impetus as well as experiencing certain failures. The study clearly highlights both and makes recommendations to improve policy promoting rural enterprise development as a means to alleviate poverty.

A framework for price tariffs in the costing structures of South African private hospitals

- Description: The increase of South African health care costs can be extrapolated into the global healthcare cost challenge, with various factors contributing to this problem. One of the factors viewed as being central to the rising cost of health care is the inability of health care provider organisations to accurately measure unit costs of resources used to treat a patient for their medical condition and patient outcomes. The measurement of an accurate unit cost and patient outcomes is imperative to improving value, which is seen as an improvement in outcomes for every rand spent. The determination of price tariffs and the price tariff payment model used to onward bill the price tariff for medical services have also been identified as having a central role in improving value in health care. In order for price tariffs to improve value, they should be reflective and be based on an accurate unit cost that reflects the cost of resources used to provide efficient and effective care for a patient’s medical condition. For the price tariff payment model to improve value, it needs to reward providers for delivering superior patient outcomes at a lower cost by making price tariffs contingent on achieving specified outcomes as well as incorporating performance payments or holdbacks based on outcomes achieved. This study provides a framework for price tariffs in the costing structures of South African private hospitals. Secondary research was conducted in the form of a comprehensive literature search in order to do an interpretative analysis of the strengths and weaknesses of the various combinations of unit costing models and price tariff payment models used to determine prices in private hospitals. The literature review was followed by primary research that involved three phases, all of which used a qualitative research approach. In Phase 1, primary data were collected using unobtrusive measures that consisted of a data request first, followed by unstructured interviews with representatives of Hospital A and Hospital B to obtain an analysis of the combinations of unit costing model and price tariff payment model used for a laparoscopic appendectomy. In Phase 2, data were collected by means of an unstructured interview with a surgeon describing a laparoscopic appendectomy procedure in detail and based on this process description, the approximate costs for the various resources that were sourced from different suppliers could be calculated. The data analysis and interpretation were done in three phases, with each phase having different research objectives. The data were first coded and then interpreted. In the first primary research phase, the combinations of unit costing models and price tariff payment models used by private Hospital A and Hospital B were evaluated. In the second phase, the recommended combination of unit costing model and price tariff payment model was applied to a hypothetical example and evaluated. In the final phase, based on the outcome of the first and second research phases, a combination of unit costing model and price tariff payment model for private hospitals was recommended. The results showed that the recommended combination of unit costing and price tariff payment model namely time-driven activity-based costing with the global fee price tariff payment model was the most appropriate to determine price tariffs in private hospitals when compared to the unit costing models and price tariff payment models used by Hospital A and Hospital B for a laparoscopic appendectomy. Furthermore, the recommended combination of unit costing model and price tariff payment model was found to be usable for the determination of price tariffs in the costing structures of private hospitals. The time-driven activity-based costing model and global fee price tariff payment model should be adopted or used as guidelines for determining price tariffs in private hospitals in South Africa. Price tariffs would be more transparent as they would reflect the actual resource cost of treating the patient and the resources used and treatment provided could then be assessed against the delivery value chain that charts the principal activities involved in a patient’s care for a medical condition to ensure that patient best-practice protocols are followed. The proposed framework enables the determination of price tariffs based on an accurate unit cost reflecting the actual resources used to provide efficient and effective care and also improve value for the patient.

- Description: The increase of South African health care costs can be extrapolated into the global healthcare cost challenge, with various factors contributing to this problem. One of the factors viewed as being central to the rising cost of health care is the inability of health care provider organisations to accurately measure unit costs of resources used to treat a patient for their medical condition and patient outcomes. The measurement of an accurate unit cost and patient outcomes is imperative to improving value, which is seen as an improvement in outcomes for every rand spent. The determination of price tariffs and the price tariff payment model used to onward bill the price tariff for medical services have also been identified as having a central role in improving value in health care. In order for price tariffs to improve value, they should be reflective and be based on an accurate unit cost that reflects the cost of resources used to provide efficient and effective care for a patient’s medical condition. For the price tariff payment model to improve value, it needs to reward providers for delivering superior patient outcomes at a lower cost by making price tariffs contingent on achieving specified outcomes as well as incorporating performance payments or holdbacks based on outcomes achieved. This study provides a framework for price tariffs in the costing structures of South African private hospitals. Secondary research was conducted in the form of a comprehensive literature search in order to do an interpretative analysis of the strengths and weaknesses of the various combinations of unit costing models and price tariff payment models used to determine prices in private hospitals. The literature review was followed by primary research that involved three phases, all of which used a qualitative research approach. In Phase 1, primary data were collected using unobtrusive measures that consisted of a data request first, followed by unstructured interviews with representatives of Hospital A and Hospital B to obtain an analysis of the combinations of unit costing model and price tariff payment model used for a laparoscopic appendectomy. In Phase 2, data were collected by means of an unstructured interview with a surgeon describing a laparoscopic appendectomy procedure in detail and based on this process description, the approximate costs for the various resources that were sourced from different suppliers could be calculated. The data analysis and interpretation were done in three phases, with each phase having different research objectives. The data were first coded and then interpreted. In the first primary research phase, the combinations of unit costing models and price tariff payment models used by private Hospital A and Hospital B were evaluated. In the second phase, the recommended combination of unit costing model and price tariff payment model was applied to a hypothetical example and evaluated. In the final phase, based on the outcome of the first and second research phases, a combination of unit costing model and price tariff payment model for private hospitals was recommended. The results showed that the recommended combination of unit costing and price tariff payment model namely time-driven activity-based costing with the global fee price tariff payment model was the most appropriate to determine price tariffs in private hospitals when compared to the unit costing models and price tariff payment models used by Hospital A and Hospital B for a laparoscopic appendectomy. Furthermore, the recommended combination of unit costing model and price tariff payment model was found to be usable for the determination of price tariffs in the costing structures of private hospitals. The time-driven activity-based costing model and global fee price tariff payment model should be adopted or used as guidelines for determining price tariffs in private hospitals in South Africa. Price tariffs would be more transparent as they would reflect the actual resource cost of treating the patient and the resources used and treatment provided could then be assessed against the delivery value chain that charts the principal activities involved in a patient’s care for a medical condition to ensure that patient best-practice protocols are followed. The proposed framework enables the determination of price tariffs based on an accurate unit cost reflecting the actual resources used to provide efficient and effective care and also improve value for the patient.

Strategies to improve employee financial intelligence

- Description: South African employees are largely indebted, with the majority of their disposable income used to service debt. The potential causes of this problem include the levels of education of individuals, how investors perceive the political climate in the country, levels of disposable income and the spending habits of individuals. This study aims to assist organisations to improve employee financial intelligence by investigating what influences financial intelligence. To ascertain these influences, the respondents’ level of financial literacy is to be determined as well. Financial literacy is assessed by determining a respondents’ knowledge of numeracy, risk diversification, compound interest and inflation. Additional factors such as debt management, saving culture and access to digital information too have an impact on financial literacy. An empirical study, consisting of a questionnaire was conducted among employees of a state-owned enterprise (SOE) in the Eastern Cape Province of South Africa. These employees represent both the management and junior employee profiles. The study found that 75% of the respondents were not financially literate. Financial literacy rates globally are at 51%, however, in a major emerging economy such as South Africa, the rate is between 48% and 51%. The results of the study however indicate that it is much lower than the global average as well as for that of similar developing countries. The results of the study indicate that age, gender, job grade, level of education, access to digital information, a savings culture, budgeting and debt management do not significantly influence financial literacy in the context of SouthAfrica.The research indicates that the respondents are, however, willing to learn and be educated to increase their financial knowledge and awareness. Possible strategies which could assist in improving levels of financial intelligence are:•Financial literacy courses offered by employers;•Research undertaken by employees themselves could increase their financial literacy; Employee wellness programmes, such as debt counselling, could improve the financial literacy of employees;•Completion of online courses would improve the employees’ level of financial literacy;•Budgeting and money management courses;•Financial advisors to be appointed by employers;•Debt counselling of employees.

The lack of proper operating procedures can result ininefficiencies that often lead to the collapse and eventual failure of these businesses. Van Vuuren,a professor at the University of Pretoria,mentionedin a round table dialogue that in South Africa the early stage entrepreneurial activity rate has been recorded as9.2% whereas in similar developing economies such as Brazil early stage entrepreneurialactivity isapproximately 40%. The study utilised a quantitative research design and employed a Likert scale questionnaire on a sample of 64 black-owned small, medium and micro enterprises (SMMEs) chosen by means of a random probability samplingmethod. QuestionPro was used to analyse the data and discuss the findings of the study.The various factors identified and highlighted indicate the integral challenges faced by the black-owned SMMEs remain prevalent. The success or failure is dependent on dynamic interventions that are taken into consideration and implemented for the improvement of the environment and business life cycle of black-owned businesses.

- Description: Electricity access is fundamental for satisfying elementary human needs, raising living standards, preserving satisfactory human health, assisting in the relief of poverty and helping expedite sustainable development. Furthermore, access to electricity helps to uplift communities and empower businesses, contributing to an all-round positive environment ultimately leading to the development of a country. Worldwide, electricity is generated at identified areas and by specific entities such as Eskom in South Africa, Nampower in Namibia and LEC in Lesotho. Electricity generation, transmission, and distribution are a business just like any other business and its main goals are to service the needs of its customers as well as to make a profit and look after the interests of the shareholders. Although electricity must be made available for use by all the citizens and businesses in a country, it is not a free service and must be paid for. An electricity meter is used to measure the amount of electricity used and bill the consumer accordingly. Tampering with any electrical meters in order to avoid paying for electricity is illegal and a criminal offense. Electrical meter tampering and the economic impact it has on a utility is a massive overall problem. An initial review of the problem revealed that there are studies and published statistics for electrical meter tampering in South Africa on a national level, but that there is a lack of focus and results on a regional level. The purpose of this study is to assist regional municipalities and determine how to challenge electricity meter tampering and therefore influence the economic effect it might have on such a municipality. This study looks at investigating regional municipalities with a specific focus on municipalities situated within the Western Cape. To initiate this study, secondary data was collected from academic sources and presented in the form of a literature review. The literature review addresses research questions and objectives around the background, nature, and extent of managing electricity, electrical meters, the importance of solving the problem and the potential causes of electrical meter tampering. An interpretive research philosophy was followed and primary data was gathered through a qualitative study by interviewing eleven (11)participants from ten (10)local Western Cape Municipalities. Furthermore, it was identified that the two qualitative approaches best suited to this research was a case study and grounded theory. In order to analyse the primary data gathered, a sophisticated software programme called ATLAS.ti was used to identify themes and codes emanating from the data. The analysis of the primary data was presented in the form of columns, bar and pie charts and the key findings interpreted with reference to the secondary data gathered earlier in the study.The treatise was concluded with recommendations to municipal managers of how to challenge electrical meter tampering and what economic impact meter tampering has on their municipalities. It was left to the municipal manager’s discretion to decide if they want to share the results of the study with their senior and middle managers who acted as participants in the study.

- Description: The idiosyncratic allure of cryptocurrencies, in particular Bitcoin, has attracted widespread, if reticent, attention in the financial markets. Since Bitcoin’s introduction in 2008 there has been a growing interest in digital assets possibly supplanting traditional payment methods. Two conceptual questions raised regarding cryptocurrencies are firstly, whether cryptocurrencies meet the traditional functions of money; secondly, what is the future of cryptocurrencies? This dissertation seeks to examine the future of cryptocurrency by reference to money and monetary policy. The further question, whether cryptocurrencies meet the traditional functions of money, is tested via a combination of theoretical and empirical analysis. The study explores both statistical and empirical models, in illustrative comparative detail, provided by analysis which included ADF and KPSS test models, alongside an ARMA(p,q)-GARCH(1,1) model. Cryptocurrencies present both significant benefits, alongside immense shortcomings. They provide the novel ability to conduct anonymous international transactions on a decentralised platform with lower transaction fees. However, the very nature of that anonymity could provide their downfall as much as they open a market for illicit activities. In addition, cryptocurrency’s significant energy consumption through the mining of cryptocurrencies is of concern to environmentalists. The empirical section of the dissertation consists of a comparative analysis between Bitcoin/USD time series to the Rand/USD time series, with specific attention devoted to the level of volatility of each time series. This was important in determining whether cryptocurrencies fulfil the store of value function of money. The dissertation concluded that Bitcoin/USD time series exhibited identifiable adverse characteristics of autocorrelation and ARCH effects, thus suggesting that Bitcoin/USD is strongly associated with volatility. The Rand/USD signified the same effects although of significantly lesser order than that of Bitcoin/USD. Consequently, cryptocurrencies are seen to act more as an asset than a currency. Nonetheless, cryptocurrencies seem likely to grow as a medium of exchange as more and more businesses gain knowledge of the innovation and seek to adopt innovative ways to become more efficient and follow technology trends. Currently, fiat currencies remain superior in the financial market, simply because cryptocurrencies are perceived not to fulfil the traditional functions of money. However in the future, the market share of cryptocurrencies is likely to increase, and so the future of the financial markets will surely include a coexistence of both fiat and cryptocurrencies, as people’s preferences determine where they feel safe to hold their money.

Five districts in the province of the Eastern Cape, South Africa were used in the study. The study had three objectives- the first being to identify the various approaches used to manage HIV/AIDS by NGOs; the second was to consider the influence HIV/AIDS policies on the health sector NGOs and finally the third objective of the study was to explore the monitoring and evaluation mechanism set in place to track progress, or lack of, in HIV/AIDS programs. The research design followed a qualitative methodology and data was gathered from ten participants through semi-structured interviews and supported by a document analysis of existing HIV and AIDS policies from both a national and provincial level which were qualitative. The findings showed that a lack of adequate or delayed funding affected the overall performance of NGOs as well as approaches such as home-based care and educational support programs. Resource mobilization and fundraising ought to be diversified so that there is a committed and varied pool of funds to enable the execution of HIV/AIDS services and programs. The government and other stakeholders should build on local capacity to implement these various programs and build financial, social and organizational sustainability.

In addition, the negative stigma associated with HIV/AIDS has been a looming issue since 2004 which continues to undermine efforts of NGOs in their means to manage HIV/AIDS. The consequences of stigma from the findings are treatment adherence issues and little to no attendance of HIV/AIDS programs provided by the respective NGOs. Effective planning and management along with capacitated staff and volunteers increased the positive outcome of HIV/AIDS programs and services offered by the NGOs. From the study findings, it is recommended that the planning of HIV/AIDS approaches should consider resource planning to avoid abandoning projects midway due to a lack of resources. The management and monitoring of NGOs within the health sector, dealing with epidemics such as HIV/AIDS need to build on flexibility in implementation and have effective risk assessments in place as a contingency, so that corrective action is taken. Resource mobilization and fundraising ought to be diversified so that there is a committed and varied pool of funds to enable the execution of HIV/AIDS services and programs. The government and other stakeholders should build on local capacity to implement these various programs and also build financial, social and organizational sustainability.
