- Description: This study analyses racism against black players in the English Premier League. To that end, this thesis studies online articles published between 2018 and 2021 by two British tabloids, namely, The Daily Mail and The Sun, to make sense of the various ways in which black soccer players experience racism. This thesis uses the theoretical concept of “racial xenophobia” to analyse and understand expressions of antipathy towards black players playing in the Premier League. A key finding in the thesis suggests that fans and players racially abuse black players in the stadiums by liking them to animals and treating them as sub-human. Another finding in the study is that fans use the bad performances of black players as an excuse to racially abuse them via social media platforms. Social media in the 21st century has now accelerated the rate at which racism is perpetrated as fans now have more access to players through their accounts. The study also found that tabloids do not only report about racist abuse but are also guilty of portraying black players in racially stereotypical ways. This research concludes that racism against black players remains a constant feature of football in the English Premier League from the time black players started to feature in the sport in the 1970s. , Thesis (MA) -- Faculty of Humanities, Political and International Studies, 2023

- Description: South African International Relations (IR) is a prominent source of China-Africa research and analysis, producing reports, journal articles and books that seek to illuminate the emerging relationship between China and Africa. It plays an important role in the framing of the relationship, as well as how it is perceived outside of the discipline. However, critical concerns have been raised about the context within which South African IR operates. It is therefore important that IR research, including its assumptions, dominant concepts, professed values and aspirations to studying the China-Africa relationship, be critically examined. The aim of this thesis is to contribute to critical thinking in South African IR by opening up for future discussion the new directions and possibilities for China-Africa IR. Utilising a critique located in Critical International Relations Theory (CIRT), this thesis critically reflects upon both the context of South African IR’s China-Africa research and the perspectives it has produced. The thesis argues that in spite of many descriptive and empirical studies, China- Africa research is theoretically underdeveloped in South African IR. Further, it argues that theoretical work is marginalised despite the fact that both historical and contemporary research relies on concepts drawn from IR theory. South African IR’s focus on policy relevance is advanced as a reason for the prevalence of theoretical underdevelopment. This thesis concludes by reviewing arguments for the improved use of IR theory in China-Africa IR, which will lead to a better understanding of this important relationship.

- Description: The international dilemma of child soldiers is a humanitarian concern throughout the world. The Coalition to Stop the Use of Child Soldiers (CSUCS) began in 1998 and is currently the leading collaborative movement to address the issue. However, because of its emphasis on a universal 'Straight 18' approach and support of the Optional Protocol of the Convention on the Rights of a Child (CRC), the CSUCS ignores contextual realities that affect the implementation ofthe international legislation and the development of norms concerning child soldiers. This research project will examine the current international nongovernmental organization (INGO) response to child soldiers- focusing on the CSCUS - and formulate suggestions for potential avenues to further INGO involvement with policies and projects. The argument is based on a neoliberal institutionalist platform that argues in favour ofiNGOs' ability to successfully influence actions taken by state actors to address human right issues. Highlighting the successful INGO influence on states during the International Campaign to Ban Landmines, I will present this example as a potential model for the Coalition to Stop the Use of Child Soldiers, and explore the feasibility of this model whilst making suggestions for more effective involvement of INGOs with regard to the issue of child soldiers.

- Description: This thesis explores the difference between the vision of citizenship within education policy and the actual experiences and understandings of citizenship by Matric learners. Citizenship as envisioned in policy is shown to differ significantly to citizenship as understood and experienced by the interview participants. The citizenship envisioned in policy presents the goal of an equal and united citizenry whereas interview participants described citizenship as unequal and hierarchical. In particular, the racial hierarchy enforced under Apartheid was found to dominate the learners’ experiences of citizenship. Despite progressive legislation, distribution of opportunities remains heavily weighted in favour of those in high-income environments. Education policies that determine the overall structure of the South African education system were selected for analysis. These are the Constitution, the South African Schools Act and the National Education Policy Act. These policies are analysed and a vision of South African citizenship is described as possessing the following characteristics. A common, equal citizenship in a united and transformed South Africa. A citizenship encouraging and mandating critical engagement, dialogue, openness and transparency. A citizenship founded on quality of life for all and developing the potential of each individual. A citizenship in which both state and citizen are responsible and accountable and operate within the rule of law. A citizenship underpinned by human dignity and freedom and security of the person. A citizenship in which there is respect for difference and self-determination and in which ‘unity in diversity’ plays a key role. Matric learners were drawn from three different schools in an area of Kwazulu-Natal. Each of these schools represents a ‘type’ of school in South Africa: a former Model C school, an independent school and a school based in a rural or township area. The interviews aimed not only to understand citizenship from the perspective of these learners, but also to understand how experiences of citizenship varied depending on race, gender and class.

- Description: This thesis is about the relationship between local government, grassroots organisations and the organisation of power resulting from the interaction of the two. Exploring this relationship this thesis investigates whether the actions of grassroots movements can bring local government in line with their developmental role as accorded to them by the Constitution. The assumption embedded in this question is that the current balance of power at the local level exists outside of the service of the historically disadvantaged. Following on from that, the thesis explores, through different modes of analysis, theoretical and historical, the policy and constitutional framework for local government, and then it unravels the context set by the political economy of South Africa. The aim is to make a significant attempt at understanding the possible implications of the interventions grassroots movements make in the public space. The thesis does this also by looking at the strengths and weaknesses of the strategies of the UDF to makes an assessment of the possible endurance of post-apartheid grassroots movements. Since civil society ‘suffers’ from nationalist politics, with its own corporatist institutions, the thesis searches deep within or arguably 'outside of civil society', subjecting AbM and UPM to academic critique, to see how movements embedded among the poor and carrying the political instrument of anger and marginalisation, can dislodge the power of capital. More importantly, the thesis situates the post-apartheid moment within postcolonial politics; navigating through the legacy of Colonialism of a Special Type (CSP), the thesis explores the limits and opportunities at the disposal of grassroots movements. From a different perspective, the thesis is an examination of the organisation and movement of power and the spaces within which power and ideas are contested. Drawing on the political and economic engagements, dubbed the Dar Es Salaam debates, in the 1970’s and 1980’s spurred on by Issa Shivji, the late Prof Dani Wadada Nabudere and Mahmood Mandani, the conclusions of this thesis develops these engagements, essentially making a case for the continued centrality of the post-apartheid state. However, the thesis also asserts the indubitable role that both grassroots movements and civil society need to play, not necessarily in the democratisation of the state, though that goes without saying, but in taking the post-colonial state on its own terms. Consequently, the thesis puts forward the idea that issue-based mobilisation does exactly this, and in the manner that acknowledges the state’s centrality and makes paramount the self-organisation (popular assemblies) of ordinary people in public affairs. The thesis categorically concludes that the centrality of the post-apartheid state and its progressive outlook (constitutional values) is contingent on organs of popular assemblies which need to take the state on its (progressive) terms.

- Description: Taking insights from the domestic work literature both locally and internationally, this study explores the lived experiences of room attendants who work as cleaners in the students’ residences at Rhodes University. The study focuses on the housekeeping division of Rhodes University. Data was generated from in-depth individual interviews and focus groups with 26 women and 3 men participants (aged between 28 and 60) who work as room attendants, and who were recruited from the residences across the university. The phenomenological approach allowed the participants to articulate in-depth, their experiences of working as room attendants in intimate spaces. This study used a triangulated conceptual framework, which amalgamated the concepts of pain, social space and intersectionality, and exploitation under the umbrella concept of positional suffering. Within a higher education transformation agenda which has marginalised the experiences of unskilled workers at the university, the study seeks to bring insights to the understanding of transformation at Rhodes University through the experiences of the being-in-the-world of room attendants.

- Description: Women are subject to a number of societal recommendations about what it means to be an 'ideal' woman. These recommendations take the form of social scripts, constructing an idea of ideal femininity, which women must perform in order to be socially accepted and successful. 'Emphasized femininity', a white, Western, script of femininity is dominant and has been critiqued by feminists, social theorists, and individual women for the limits that it places on women's behaviour. As a result a number of alternative scripts of femininity have arisen. These scripts can provide alternatives to restrictive understandings of female sexuality and beauty - they can serve to challenge 'appropriate' feminine behaviour and hence allow women to live more freely. Raunch femininity is a contemporary alternative that uses sexually explicit public performance, and encourages specific body and dress norms, in an attempt to challenge the norms of emphasized femininity. This thesis looks at raunch femininity, specifically its norms of sexuality and beauty, in the hopes of understanding what the effects of such a script are on women's behaviour. Theoretical understandings and explanations of women's lives are often contradicted by reports that women provide of their lived experiences. For this reason, this thesis investigates the lived experiences of women who self-identify as subscribers to this script in order to assess to what extent superficial expressions of freedom have deeper effects on women's freedom. The tension between theory and empirical reports is evident. However, in many cases, the reports of research participants reveal that the script of raunch femininity, like other scripts of feminine behaviour, has its own limits that women must abide with in order to be accepted. - Description: This thesis is structured around two main and interwoven assumptions operating at two levels. On the one level the external dimension of security threat in Southern Africa is assumed to be the most critical factor for regional renewal and stability. It hinges on pertinent regional issues such as negative trade balances, economic dependence, poverty, unemployment, poor economic growth rates and so forth. The corollary of this assumption is that within the operative framework of SADC, Southern African states are assumed capable of effectively integrating their economies through trade and related arrangements with dominant external actors in the highly competitive global economy. The European Union (EU) and the United States (US) are used as the focal points for illumination. A structured interaction between SADC and the EU within a revised North-South framework of interaction is hypothesized and critically examined. On the other hand, SADC-US interactions are assessed within the context of the new US Africa policy. At another level, the assumption is also made that the post-apartheid democratic state possesses both the political will and the wherewithal to provide regiol].al Leadership. This latter assumption is put to test within the framework of South Africa's regional foreign policy. Adopting an explicit regional unit of analysis, the study utilizes international regime theory as the theoretical and conceptual point of departure. The realist conception of the international system and the underlying assumptions usually considered as obstacles to international cooperation are critically examined in the context of the post-Cold War expanded security agenda. Regime theory is used to provide insight on the motivations that lead states to cooperate in situations of mutual dilemma by institutionalizing patterns of interaction at the regional and international systemic levels. Interstate economic relations at these levels are explained as state actions that are influenced by certain norms and that such norm-governed behaviour is wholly consistent with the pursuit of national interest. Application of the theory explains why such foreign policy behaviour of states is particularly relevant in the post-Cold War era. The thesis has argued that SADC states are capable of conducting a coordinated trade foreign policy in which regional positions are elaborated and adopted. It is argued further that a regional capacity to institute trade and economic policies that reflect local circumstances (necessary for effective integration with the world economy) calls for strong regional developmental democracies in the tradition of social market economy. Regional leadership by South Africa is considered indispensable where Sbuth Africa must find a sustainable balance between its national and regional interests.

- Description: Throughout South Africa’s post-Apartheid history, the ANC-led government has undertaken a distinct nation-building program in pursuit of “a truly united, democratic and prosperous South Africa” (ANC, 2007). This is reflected in a two-pronged approach, coupling political and socioeconomic transformation with the social-psychological aspect of forging a broad and inclusive national consciousness. The ANC’s “rainbow nation” approach embraces cultural diversity through what I shall call the practice of “interculturalism”. Interculturalism is a way of recognizing commonalities, reducing tensions and promoting the formation of social partnerships among different cultural groups. The ANC has also promoted a civic culture based on the principles of liberal democracy, non-racism, equality and the protection of individual rights. Interculturalism and civic nationalism are critically important factors to South African nation-building since together they foster a shared public culture and support meaningful participation in the creation of a truly just and democratic South Africa. Unfortunately, in many ways South African society remains deeply divided by race, ethnicity and economic inequality. This thesis analyses various theoretical approaches to national identity and nationbuilding with the aim of identifying several concepts which arguably throw light on the problems of South African nation-building and national identity formation. It is argued that interculturalism and civic nationalism are context appropriate approaches which have been adopted by the ANC to further an inclusive sense of shared public culture and promote participation in the creation of a shared public future. These approaches have led to the limited emergence of a broad South African national identity. However, South Africa’s commitment to socio-economic transformation has been less successful in generating widespread support for a broad national identity. While some of those previously disadvantaged under Apartheid have benefited from poverty alleviation schemes, service delivery initiatives and black economic empowerment programs, many continue to suffer from homelessness, unemployment and worsening economic conditions. Increasing economic marginalization has caused growing discontent among South Africa’s poor and constitutes the biggest threat to the formation of a cohesive national identity in South African society. Ultimately, it is argued that while interculturalism and civic nationalism have played an important role in fostering the growth of a broad national identity, true South African social cohesion will fail to emerge without a massive and sustained commitment to wide-ranging socio-economic transformation.

Post-conflict states have been transforming to replicate liberal states due to assumptions of liberal states being more peaceful and less likely to fall into conflict again than non-liberal states. There is growing criticism regarding the effectiveness of this approach as its initiatives have not always translated to sustainable peace. This failure is attributed to its minimal inclusion or exclusion of local actors in the peacebuilding process as well as its application of standardised approaches in complex contexts. In response to these shortfalls, international peacebuilding scholars propose an alternative approach that would combine the liberal and the local to produce a hybrid peace, which is inclusive and context-specific. This thesis tests the decisiveness of these approaches by examining the successful peacebuilding process in Sierra Leone. It then concludes that the peacebuilding interventions of Sierra Leone demonstrate how liberal peacebuilding initiatives have little or limited success when conducted without the inclusion of local actors. - Description: This study is a contribution to the on-going debate about the path that Africa has taken in realising the vision of its renewal. The central theme of the study is the idea of Africa's 'new partnership' with the industrialised North, which is envisaged under the New Partnership for Africa's Development (NEPAD). Acknowledging that asymmetrical partnerships have existed between Africa and the North, particularly in the last century, the question this study poses is: to what extent does the idea of the 'new partnership' represent something new? The study argues two points. Firstly, it argues that the idea of the new partnership has become a terrain of contestation between the Africanist and the post-modernist social forces. Secondly, the study argues that it is unlikely that conceptualising the idea of the new partnership in post-modernist terms will result in sustainable development and rebirth of Africa. That is particularly the case, because post-modernity suggests a certain degree of loyalty to the prevailing and asymmetrical global order. Against this background, the study concludes that the extent to which Africa will enjoy the benefits of a truly revised partnership with the North, and thus fulfil the vision of its rebirth, will be determined, by and large, by the modalities of accommodation and struggle between these social forces.

- Description: Using notions of change developed by Thomas Kuhn, the thesis argues that the rise of globalisation and the end of the Cold War presented the Westphalian or state-centric paradigm of international relations with a Kuhnian paradigm “crisis”. As a result, both the theory and the practice of international relations are in the midst of (what Kuhn calls) a “paradigm shift”. Emerging from this shift is (what is described in this work as) “Access World” and “Denial World” – a particular global configuration of the practice of international relations. Kuhn’s idea of “incommensurability” seems to typify the relationship between the two components of this bifurcated configuration of the international. Both intellectual risk-taking and political courage are required if the ontological struggle raging between “Access World” and “Denial World” is to be settled. This will pave the way for a new paradigm to emerge. Kuhn provides us with the insight that, to achieve this ontological breakthrough, a fundamental change in our vision of the discipline of International Relations, but also of the world of everyday international relations, is required. This entails recasting the study of International Relations as an emancipatory project and by recognising the centrality of human beings in the practice of international relations. Only if this is done, will we be able to arrive at a cosmopolitan political bargain that is appropriate for the 21st century.

- Description: In this thesis I discuss three normative claims that I take to be central elements of Charles Taylor’s political thought. The first of these is Taylor’s contention that, in contemporary pluralistic societies, justifying socially prevailing norms by appealing to universally binding moral values is unlikely to promote social solidarity. Because this approach tends to downplay the goods that people realise through membership in particular associations, Taylor believes we must adopt a model of justification that does not prioritise universal over particular goods if we are to further social co-operation. A second claim Taylor defends is that commitment to the liberal value of collective self-rule implies treating patriotically motivated public service as a non-instrumental good. We should not, Taylor argues, regard collective association as nothing more than a means to satisfying private goals. Taylor advances a third claim, that is, he maintains that liberal toleration for diverse ways of life may require a perfectionist state that supports particularistic ways of life when they are threatened by decline. I offer a qualified defence of the first two claims, but suggest that the third is less compelling. I attempt to do this by evaluating Taylor’s claims against the standards of lucid argumentation that he himself lays down. In discussing social and political norms, which he describes as “advocacy” issues, Taylor argues that our normative commitments necessarily rely on an underlying social ontology. More specifically, Taylor argues that the political values we defend are those that enable us to secure the interests we have as the bearers of an identity possessing both individual and collective dimensions. In setting out the conditions that favour integrated and free identity formation we may thereby reach a clearer understanding of the political norms that we wish to endorse. I argue that, while Taylor’s ontological reflections might well incline us to accept his model of justification and his account of patriotic social commitment, they do not of themselves dispose us to accept state perfectionism.

- Description: This study attempts to make a contribution to the critique of contemporary capitalism. This has been conceptualised through a Foucauldian critique of neo-liberalism, that is, Foucault’s concepts of power and governmentality have been used to criticise neo-liberalism. The study argues that neo-liberalism is a hegemonic and oppressive politico-economic social system. This has occurred in two ways; firstly, neo-liberalism came to dominate the global economy and, secondly, neo-liberalism has become the dominant politico-economic discourse. An attempt is made to expose the discourses and institutions that buttress the neo-liberal project by undertaking a Foucauldian critique. According to Foucault, knowledge shapes the social space through its ‘mechanisms’, discourses and institutions. In order to critique neo-liberalism, it is necessary to expose its power-knowledge base, which is what gives it legitimacy. By analysing and exposing neo-liberalism’s power-knowledge base, its oppression becomes clear through an observation of the material effects of neo-liberal ideology and policy. This study also evaluates to what extent Marxism is a viable alternative to neo-liberalism, in order to ascertain what Foucault adds to already existing critiques of capitalism, and neo-liberalism, in particular. It concludes by arguing that even though Marxism provides a useful framework in which to understand neo-liberal domination, its labour based social theory is somewhat outdated in our contemporary age of the information society. Therefore, it is Foucault’s concept of power-knowledge that is most pertinent in providing an effective critical theory of neo-liberalism in the age of the information society, as it focuses on the primacy of power-knowledge in matters of domination.

- Description: In South Africa, the right to protest is under constant threat as a result of the state response. Increasing cases of forceful policing and sometimes unlawful procedural prohibitions of protest attest to this. This study aims to firstly describe this situation through securitisation theory, essentially arguing that South Africa has become a securitised state. It also aims to understand how this is sustained by the state and why the state needs to use a securitised response to maintain power. Interviews were conducted with members of different communities and organisations. Their responses helped to illustrate the frustration of the right to protest or brutal policing during a protest. This provided primary evidence to support the claims of the study. The research shows that claims to protest are being delegitimised under the guise of security as protestors are being constructed as threats to the state. This is further substantiated by looking at how the reorganisation and remililtarisation of the South African Police perpetuates the criminalisation of protestors which necessitates a forceful response from the state. Furthermore, it shows that there is a distinct relationship between the prohibition of protest and the recent increase in ‘violent’ protests which legitimate forceful policing thereby creating a state sustained cycle of violence. The larger implication of this treatment is that these protestors are treated as non- citizens who are definitively excluded from participating in governance. In understanding why this is taking place, it is clear that a securtitised response is an attempt to maintain power by dispelling any threats to power, a response which is seen to have a long history in the African National Congress (ANC) when examining the politics of the ANC during exile. Maintaining power in this way distracts from the larger agenda of the state, which this thesis argues, is to mask the unraveling of the ANC’s hegemony and inability to maintain national unity. In other words, the increasing dissatisfaction of some of the citizenry which has manifested through protest greatly undermines the legitimacy of the government to provide for its people.

- Description: This study examines the prominence of the term governance and its use in multilateral organisations, in particular the New Partnership for African Development. It argues that the term governance is contentious and needs to be reviewed. This is in light of the elevation of governance as a requisite for development, which has come about through the development of NEPAD. This is primarily a study on the position of the state in multilateral regimes and how governance will affect the state and non-state actors. The politics in and around governance are therefore important in any assessment of African development as governance becomes a developmental necessity. The African Rennaisance and African Union have become ‘beacons of hope’ for Africa and these have been discussed here. We can see NEPAD as a historical development that fits into the African Renaissance. This has been a mechanism to ensure state survival and the states that drive NEPAD have played a significant role in providing legitimacy to Africa’s calls for development. This thesis attempts to explain the shift in developmental policy in that NEPAD has seemingly become the first African development strategy that has the support of the West. Through this thesis, we will examine the role that the Post Washington consensus has played in getting this phase of African development started. What becomes significant here is the way in which governance has been accepted as the gauge for support in development. This study therefore aims to offer a means by which to analyse governance in multilateral organisations. As the term is contentious, three paradigms on governance will be provided in order to refine governance in such a way that it can be applied in analysis. This thesis shows that governance can be refined into corporatist, prebendal and conciliar forms. The form of governance that NEPAD will take has implications for the type of reconfiguration of the state brought about by governance.

- Description: This study attempts to investigate the extent to which environmental sustainability has been integrated into the curriculum of the Humanities Faculty at Rhodes University as well as the barriers and prospects for further integration. This thesis argues that the integration of environmental sustainability has been very limited. The three main components of environmental sustainability, namely environmental content, interdisciplinarity and participatory curriculum formation, are all lacking in most departments' curricula. This is despite all departments' affirmation that environmental issues are among the most critical problems the world faces today. Most of the departments are arguably only paying lip-service to environmental issues while making little to no effort toward integrating the environment into their curriculum. A lack of space in the curriculum is a frequently suggested barrier to introducing environmental sustainability into a course. However, this thesis argues that the environmentally conscious transformation of a curriculum cannot be achieved simply by adding content to the existing syllabus, but requires a restructuring of the curriculum itself. Many of the other barriers found by this study can be overcome through sufficient will on the part of departments to change their curricula. However, generating this will is difficult, as students are not ostensibly interested in environmental concerns. It is then incumbent on the lecturers themselves to educate the students on critical environmental issues, as well as on students to urge their lecturers to bring about change.

- Description: Uncertainty as to the future of the liberal international order and the position of the United States within an international system in which it is not the hegemon remains a topic of debate amongst scholars of International Relations (Acharya: 2017; Duncombe and Dunne: 2018; Ikenberry: 2009, 2011, 2014; Nye: 2012 and Monteiro: 2011/2012). Fukuyama’s (1989: 4) “end of history” has not happened and a resurgence of populist leaders within established liberal democratic countries has contributed to a rapid decline of moral and ethical leadership and has further compromised the future of the liberal international order (Duncombe and Dunne, 2018: 27). As the relative power of the United States declines and the future of the liberal international order becomes increasingly uncertain, support for its future must be sought from outside the West (Duncombe and Dunne, 2018: 25 and Ikenberry: 2009). This thesis seeks to locate where potential non-Western support for the future liberal international order may be found. It does so through an analysis of how Islamic states who are part of the Organisation of Islamic Cooperation vote on the United Nations Human Rights Council (UNHRC). The OIC has a significant presence at the UNHRC and can influence the direction of the liberal international human rights regime. The evidence examined in this research project suggests that the future liberal international order and human rights regime can indeed expect some form of cooperation from the OIC. However, the OIC, and by extension Islamic states, would likely offer more support at least for human rights, if a more common understanding were to be found.

- Description: The post-apartheid government of South Africa has committed itself to achieving fundamental transformation of the education system. The government has adopted policies and measures that aimed to bring about the goals of equity and redress, and to enhance democracy and participation of all groups in development and decision making processes at all levels. It is acknowledged that the democratic government has accomplished a lot in education within this short period and has made numerous strides in enhancing equity, redress and social justice; providing high quality education for all the people of South Africa; bringing about democratisation and development; and enhancing effectiveness and efficiency. However, despite these apparent achievements, this study shows that there have been a number of setbacks and contradictions in the policies which have affected the process of bringing about fundamental changes and transformation in the education sector. The setbacks and contradictions resulted from factors which have affected the type of policies developed to transform the education sector. They also affected the formulation and implementation of the policies, thereby limiting the achievements of the goals of transformation agenda in education. Hence, this study examined the politics of transformation and change in the education sector by examining the type of policies that have been put in place; their formulation, implementation and outcome. The main research questions are: • What kind or type of policies have been put in place to transform the education sector? • How and by whom were the policies formulated? • How are these policies being implemented and what have been the outcomes of the process? Transformation and in particular the policy process is beset with continuous debate, contestation and struggle for the success of ideas and interests which are pursued by individual actors, groups and policy networks through the institutions. During these different stages policies are modified, constituted and reconstituted. As a result, they give rise to intended and unintended outcomes which are likely to support or contradict the objectives of those policies. Hence, the process cannot be explained using only one approach or theory. Therefore, this study has been situated in ideas, group and network and institutional approaches or theories to examine the factors that have affected education policies, their formulation and implementation and the overall transformation of education in South Africa. It contends that policy change and variation result from interaction of ideas and interests within patterns of group and policy networks and preset institutions. The study adopts qualitative interpretive methodology in order to question, understand and explain institutions; interests groups and ideas; socio economic and power relations involved in the process. It also appraises the framework for action. In addition to conducting literature review, unstructured interviews were held with officials from provincial and national Departments of Education, members of national and provincial legislatures, principals, teachers, members of school governing bodies, learners, Non-governmental organisations, Community based organisations, Faith based organisations, teachers’ and workers’ unions. Observations were made during meetings of school governing bodies. The study draws reference from the Eastern Cape Province between 1994 and 2002 and looks at the school level (Basic and Further Education levels). Reference is also made to selective policy instruments namely, the South African Schools Act (SASA) (1996), Curriculum 2005 and Norms and Standards for School Funding (1999). Overall, the findings of the study have shown that various factors have led to setbacks and contradictions in the policies that were adopted in education. They have also affected the formulation and implementation of the policies, hence exerting certain limitations on the achievements of the goals of transformation in education. The factors identified in the findings are the outcome of the negotiated settlement and subsequent changes made by the apartheid government in education before the 1994 elections; constraints and unequal participation of different groups in education policy development in various established structures and avenues; drawbacks in the implementation of education policies by decentralised structures and agents at various levels. This was exacerbated by lack of capacity, lack of adequate resources, lack of commitment and will among some of the civil servants coupled with corruption and mismanagement. The legacy of apartheid and the homeland governments, together with existing backlogs added another layer. Consequently, there were challenges in the economic policy which led to inadequate funding for education. The findings of this study show that competing ideas and interests advanced by groups and networks have impact on decision making, policy content and implementation. Therefore, some policies will reflect and maintain the interests of those individual actors, groups and policy networks that exerted most influence. The findings also reveal that institutional norms and rules, inadequate resources, lack of capacity and skilled human resources and economic environment, constrain decision making, policy content and implementation.
