- Description: Smallholder agriculture contributes to poverty alleviation through food price reduction and employment creation. Smallholder farmers have the potential of creating employment because they are labour-intensive. Most small holder farmers in the Amathole District practices dual farming system i.e. crops and livestock production. However these farmers are faced by a number of constraints amongst these are land tenure security, lack of capital, drought, diseases, lack of access to markets and production inputs. The objectives of this study were: to investigate land tenure security impact on-farm investment and on-farm productivity by the smallholder farmers; to assess constraints encountered by the smallholder farmers, to identify factors influencing on-farm investment by the smallholder farmers and to identify factors influencing on-farm productivity by the smallholder farmers. Eighty smallholder farmers were interviewed using a structured questionnaire. The data was analyzed using descriptive statistics (frequency, percentages) and regression analyses. Data was for coded and processed for analysis using Statistical Package for Social Sciences (SPSS). The results revealed that generally, the household demographic characteristics have an influence on the decision to investment in the farm thus on farm productivity. These included age, gender, marital status, educational level and household size of the smallholder farmers. However the findings revealed that smallholder farmers were not much concerned with the land tenure security of the land as they see themselves as owners of these lands. The reason being that they always had access to their land and there were no perceived tenure insecurity threats. The majority of the smallholder farmers were not worried that they might lose their land in the future as they felt that their land tenure was secured. Although, the majority of farmers had some sense of security they still preferred a freehold tenure system as form of land tenure security. This suggests that there was a sense of insecurity among some of the smallholder farmers caused by their current tenure forms. Majority (66%) of the farmers held their land under freehold whilst leasehold and communal hold farmers constituted 5 % and 29 % respectively. Even though majority had freehold tenure system, they could not use their land as collateral when required for funding from the lending institutions because the title deeds were not registered in their names but those of deceased family members. As a result the majority was constrained by lack of credit and had low income. Lack of cash suggests that the farmers have difficulties in purchasing farm of the survey suggest that the household demographics and socio-economic variables may have an influence on the on-farm investment and on-farm productivity by the smallholder farmers. Furthermore, besides the challenges with land tenure, there are other factors that are likely to influence on-farm investment and on-farm productivity. The results of the survey revealed that smallholder farmers were faced with lot of challenges. These included lack of access to markets, grazing land, credit, farm implements, productions inputs and irrigation water. In addition to this the smallholder farmers were faced with both crops and livestock production constraints. Crop production constraints included lack of access to labour, transport, capital, storage facilities, pests, diseases, lack of management skills and severe drought. Livestock production was constrained by diseases, theft, attack by wild animals, lack of fence in the camps, labour, vaccines, dipping facilities too far and severe drought. For both crop and livestock production diseases and drought were major concerns for smallholder farmers since they were dependent on rainfall for their farming activities. With regards to improvements and investment there was little or not much investment that has been made by the smallholder farmers. One of the reasons mentioned by the farmers as the main cause for little or no investments is the lack of capital to make such improvements or investments. The study also employed empirical analysis through employing on-farm investment and on-farm productivity models of the study on the factors influencing the on-farm investment and on-farm productivity by the smallholder farmers in the study area. In both models, the independent variables were tested for their significance and it was found that some variables were significant whilst others were not. With regards to the dependent variable on-farm investment, household socio-economic factors such as household size, educational levels and farm size, had a positive influence in on-farm investment and were also statistically significant. On the other side, factors such as land tenure security, age, gender, household income and access to markets did not have any influence and were not statistically significant. From the perspective of on-farm productivity variables such as farm size, access to credit and access to extension services had a positive influence. However, variables such as land tenure security, age, household income, educational levels, access to implements, were negatively influencing onfarm productivity by the smallholder farmers. - Description: Official statistics suggest that as many as 40 percent to 60 percent of people in South Africa are living in poverty, and the 15 percent poorest are in a desperate struggle for survival. Since 1994, Government has been making an effort to help smallholder agriculture through numerous programmes, including those that address land ownership and provide credit and grants for farms and households, but very little change has taken place. Understanding the sources of livelihood and opportunities to improve the contribution of farming within available food chains is therefore an important practical need. The study investigated sources of livelihood and mapped the livelihoods profile of the farming households in parts of the Eastern Cape. The study was conducted in the Alice and Peddie communities in the Amathole district municipality. A set of structured questionnaires were used to interview the sample of 80 farming households selected through a random process within two irrigation schemes and communities that were selected purposively in line with the focus of the larger project on which this study is based. The resulting data were analyzed by means of descriptive statistics and multiple linear regression. The descriptive results indicated that members of most rural households were old, married, uneducated and unemployed. Farming was primary livelihood strategy employed in these areas. Rural households were also dependent on remittances, social grants and pension funds because the farming strategy could not meet all their household needs. The major crops that were grown for income and food security to sustain their livelihoods included maize, potatoes, onions and butternut. Factors that had significant influences on outcomes were extension services, grants, pension and remittances, land productivity, type of irrigation system, market accessibility, output price difference and value adding. The available opportunities were land productivity, irrigation facilities, government or NGO programmes and working as a group. For improved livelihood of rural communities in Alice and Peddie, government needs to strengthen agricultural activities and equip farmers with market information, improve their access to irrigation schemes, provide training on value adding and also improve access to extension services.

- Description: Rural Internet connectivity projects aimed at bridging the digital divide have mushroomed across many developing countries. Most of the projects are deployed as community centred projects. In most of the cases the initial deployment of these projects is funded by governments, multilateral institutions and non-governmental organizations. After the initial deployment, financial sustainability remains one of the greatest challenges facing these projects. In the light of this, externally funded ICT4D interventions should just be used for “bootstrapping” purposes. The communities should be “groomed” to take care of and sustain these projects, eliminating as soon as possible a dependency on external funding. This master thesis presents the design and the implementation of a generic architecture for the management of the costs associated with running a computer network connected to the Internet, The proposed system, called the Network Revenue Management System, enables a network to generate revenue, by charging users for the utilization of network resources. The novelty of the system resides in its flexibility and adaptability, which allow the exploration of both conventional and non-conventional billing options, via the use of suitable ‘adapters’. The final goal of the exploration made possible by this system is the establishment of what is regarded as equitable charging in rural, marginalized communities - such as the community in Dwesa, South Africa.

- Description: In today’s dynamic technological landscape, wireless communication networks have become an important part of economic development. The emergence of wireless technologies raises hopes to extend communication to remote areas that have not seen any tangible deployment to date. As developing nations pin their hopes to wireless technologies, cost models for wireless communication networks are becoming vital to support the emerging technologies. However, varying cost changes raise critical challenges to the estimation of both capital expenditure and operational expenditure. The network deployment process has numerous events that may cause adjustments to initially estimated project costs. These adjustments are necessary for a cost management plan and this plan includes monitoring cost performance and ensuring that only appropriate changes are made to the network project. The incidents that may cause cost changes can not be entirely predicted as their distribution tend to change dynamically from time to time. Estimating network deployment costs in such a dynamic environment necessitates cost models that can adapt to random occurrence of cost changes. Widely used cost models are usually performed by experienced personnel whose engineering experience is derived from deploying similar networks. In this approach experienced personnel add a certain percentage to the cost estimate to cater for contingency costs. Certainly such an approach depends on individual opinion, making it subjective and void of mathematical estimating relationships which are of paramount importance in ensuring that estimated deployment costs are sufficient to deal with cost uncertainties. We observe that existing approaches can only explore a limited solution space and hence can lead to cost overruns if implemented in dynamically cost changing environments. This thesis presents a wireless communication network deployment cost model that incorporates uncertainties into the final cost estimate. The model is adaptive to unpredictable cost changes since it allows adjustments of confidence levels when calculating contingency costs. This allows dynamically updating the cost changes without the cost model being reconstructed from scratch. We make use of the Poisson process in modeling the occurrence of incidents that are responsible for causing cost changes during network deployment. We also show that the occurrence of the incidents causing cost change are random and tend to follow the Poisson distribution. Using different levels of confidence we model various cost contingencies and make sensitivity analyses to identify the probability of cost overrun when given different contingencies. The dynamic adaptive cost model can be used either at the strategic level to understand the cost of a particular technique or at the operational level, as a way to show how Poisson process in network deployment can compare with engineering experience and other estimating techniques. We believe that the model is useful for remote areas where deployment costs are volatile and the distribution of incidents causing cost change to original cost estimates are diverse and dynamically changing. Further we expect that our research improves the knowledge base of information about the costs for rural communities to connect to the Internet, consequently providing useful input to future policy debates. This work is further poised to be a utility function to help those planning internet infrastructure deployments in least developed regions.

- Description: Considering the backward and forward linkages, the agro-industrial sector contributes about 12 percent of South Africa‘s GDP, and employs approximately 8.5 million people. In the Eastern Cape Province, the sector contributes about 1.9 percent of the Provincial GDP, and over 3 million people derive their livelihoods from subsistence smallholder farming. Despite its importance, agricultural productivity has stagnated for several years across the Eastern Cape rural communities. There have been several attempts by the government to improve the agricultural productivity on smallholder farms since the end of apartheid, especially through the establishment of small-scale irrigation schemes, subsidization of farm inputs, and provision of credit facilities and enacting a number of land reform policies. In spite of the government support, most rural communities like Qamata and Tyefu are still faced with high levels of poverty affecting 76 percent and 91 percent of the population, respectively. This research evaluated the current smallholders‘ production efficiency, and the link between smallholder farmers‘ human dimensions (entrepreneurial spirit and positive psychological capital, goals and social capital, and other efficiency related variables) with production efficiency and household commercialisation index/level. The study used participatory approaches for site selection, sample selection and data collection. The analysis was based on both information from informal interviews and formal primary data collection. The Data Envelopment Analysis and Stochastic Production Frontier techniques were used to determine the relative efficiencies of individual farmers and to identify the major factors that influence the efficiency of production. Overall, 158 farmers were interviewed both at Qamata and Tyefu irrigation schemes. Descriptive statistics of this study indicated that most of the farmers were men with an average age of 61 years, and mean household size of 4 persons with the household head having at least obtained some primary school education. Farming is the major source of livelihood for smallholders with an average income of R4527.49 per crop season. Smallholders use improved seeds, fertilizers and tractor for ploughing with less use of pesticides and herbicides. Although smallholder irrigators generate more gross margins from maize and cabbage enterprises, generally both categories of farmers exhibited a low average household commercialization index for maize and cabbage at 0.41 and 0.22, respectively. Both Data Envelopment Analysis and Stochastic Production Frontier results indicate that farmers are about 98 percent technically efficient in maize and cabbage enterprises, respectively. However, farmers were allocatively inefficient as they were under-utilizing seed and pesticides while over-utilizing inorganic fertilizers. Factors that are positively associated with technical efficiency in maize production included household size, farming experience, off-farm income, use of agro-chemical; gross margins and commercialisation level of maize output. Determinants of technical efficiency in cabbage enterprise included farming experience, amount of land owned, use of agro-chemicals, group membership and gross margins accrued to cabbage sales. Farmers‘ human dimensions that could be more positively and significantly associated with production, efficiency and household commercialisation level included risk taking (hope), innovativeness (confidence) and optimism for entrepreneurial/positive psychological capital. Farmers‘ goals included self-esteem and independence, and only external social capital which were identified to be more positively and significantly associated with farmers‘ production efficiency and commercialization level. The transition from homestead subsistence to commercial oriented small-scale irrigation farming is inevitable since smallholder irrigators earn more incomes from maize and cabbage and are relatively food secure. However, the key policy options that must be considered to address inefficiencies and improved commercialization level to aid the transition include: agricultural policies geared toward attracting youth in farming, improved quality of extension services, speeding up the land reform process, and formation of cooperatives and participatory policy formulation that takes full cognizance of the farmers‘ human dimensions. Since farmers‘ human dimensions as defined in the literature and this study are not things that are amenable to direct policy intervention, they can only be modified indirectly through policy actions that affect their determinants. This means that a number of the demographic and socio-economic characteristics such as age, sex and education level of household head, farming experience, size of land owned, crop incomes, source of water for irrigation and location of the irrigation scheme that govern the way people perceive reality and respond to them must be the focus of concerted policy actions over the medium to long term.

- Description: In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. - Description: This study demonstrated that the demographic profile of the Eastern Cape Province portrayed high levels of poverty and underdevelopment in the mostly rural population. This is despite the fact that the Eastern Cape is characterized by a rich endowment of natural resources, hosting a wide range of natural plant species, numerous rivers, water springs from mountains and no less than six biomes due to the variety of climatic conditions prevalent in the Province. In contrast, the natural resources found in the Province were regarded to have a high potential to grow and transform the economy of the Province. In this study, the integrated approach was conceptualized, developed and implemented in action within the rural communities selected with varying degrees of success, as a function of the material and objective socio-economic conditions prevailing in each community. A model for rural enterprise development based on agricultural production utilizing the principles of Community-Public-Private Partnerships was conceptualized and executed with the assistance of specialist professionals from various disciplines and organizations. Case studies structured on the basis of methodologies derived from the integration of natural sciences and indigenous knowledge systems were conducted to demonstrate the feasibility of the conceptual framework of the study as indicated by the following case studies. The first case study undertaken was the development of agricultural enterprises in the selected rural communities in joint ventures through the commercial production of food and vegetable crops for local markets and to provide nutrition for the rural communities as the first line of therapy against the HIV/AIDS infection and other diseases associated with malnutrition. The second case study was the establishment of an agricultural enterprise in partnership between rural communities, government agencies and agricultural specialist for the commercial production of grain crops, namely, Sorghum alternating with Wheat to satisfy the demand of local markets for these crops. The third case study was the establishment of a community-based enterprise through the commercial production of two Pelargonium plant species, namely, Pelargonium reniforme and P. sidoides. The two species had a high market demand in the pharmaceutical industry; hence, the plant species were V domestically cultivated to satisfy the industry demand and to ensure the survival of the plant species. The enterprise succeeded in sustaining the livelihoods of the rural communities and conserving the plant species. The fourth case study was the commercial production of essential oil-producing plants in six selected rural communities providing employment for some of the members of these communities even though the initial phase of the start-up enterprise was a trial cultivation to determine the suitability of the environmental and climatic conditions for the propagation of the selected essential-producing plants. The demand for essential oils in local and international markets was determined to relatively high. The incorporation of Indigenous Knowledge Systems of the rural communities in the planning and implementation processes in the areas of Commercial Agricultural Production and Primary Health Care resulted in a gradual paradigm shift on the part of rural communities from a dependence mindset to one of self-reliance that is critical for sustainable rural economic development and the improvement of rural livelihoods. An integrated approach in the strategic planning and execution that involved the rural communities by government stakeholders, the academic community and other stakeholders from the Private Sector was piloted. The recognition of Indigenous Knowledge Systems by all the relevant stakeholders and their essential role in rural enterprise development, food production and primary health care as a pre-requisite for a successful transformation agenda was highlighted as never before. An all-inclusive approach that accorded the rural communities the status of equal partnership had a positive impact on most aspects of planning and implementing programmes for sustainable rural economic development and biodiversity conservation. Working in partnership with rural communities was found to be a challenge; hence, an understanding of the sub-cultures and the social dynamics that often manifested themselves in the form of internecine conflicts became necessary for successfully initiating the research programme in the rural communities. Furthermore, recognition of the rural communities as an integral part of the solution towards biodiversity conservation and the sustainable exploitation of natural resources was found to be a critical component for an effective strategy to ensure the continued survival of the endangered plant species. This attitude underpinned the co-operation of the rural communities and the overarching goals of rural transformation towards the consistent and sustainable improvement of rural livelihoods. Theapproach also marked a radical shift from all the preceeding practices in biodiversity conservation and the management of sustainable natural resource utilization. The study demonstrated that the integration of Indigenous Knowledge Systems and Natural Sciences for sustainable rural economic development with the ultimate strategic objective of contributing towards the reduction of poverty, the improvement of the quality and cost-effectiveness of primary health care and adequate food production is feasible.

- Description: One of the factors that contribute towards slow rural development is the presence of the digital divide. An area where the digital divide is still prevalent is the administration of justice within traditional contexts. One of the areas affected by this problem is the Dwesa rural community, situated on the Wild Coast of the former homeland of Transkei, in the Eastern Cape Province of South Africa. To address this problem for the Dwesa community, a research project on developing and implementing an e-Judiciary service was undertaken. The primary objective of this project was to develop a web application to support traditional justice administration in the Dwesa community. Due to the lack of a proper legal environment in this community, the e-Judiciary service acts as a portal for safe-keeping of judicial information. Such a system also serves as a platform for the administration of minor offences that are solved by the traditional courts. Furthermore, it provides a better working environment for traditional judicial leaders and eliminates the difficulty of accessing legal information by the rest of the community. Through the availability and use of the service, community members are provided with understanding and knowledge about judiciary operations and services in their community.

- Description: Second economy people in developing countries are people living in communities that are underserved in terms of basic amenities and social services. Due to literacy challenges and user accessibility problems in rural communities, it is often difficult to design user interfaces that conform to the capabilities and cultural experiences of low-literacy rural community users. Rural community users are technologically illiterate and lack the knowledge of the potential of information and communication technologies. In order to embrace new technology, users will need to perceive the user interface and application as useful and easy to interact with. This requires proper understanding of the users and their socio-cultural environment. This will enable the interfaces and interactions to conform to their behaviours, motivations as well as cultural experiences and preferences and thus enhance usability and user experience. Mobile phones have the potential to increase access to information and provide a platform for economic development in rural communities. Rural communities have economic potential in terms of agriculture and micro-enterprises. Information technology can be used to enhance socio-economic activities and improve rural livelihood. We conducted a study to design user interfaces for a mobile commerce application for micro-entrepreneurs in a rural community in South Africa. The aim of the study was to design mobile interfaces and interaction techniques that are easy to use and meet the cultural preferences and experiences of users who have little to no previous experience of mobile commerce technology. And also to explore the potentials of information technologies rural community users, and bring mobile added value services to rural micro-entrepreneurs. We applied a user-centred design approach in Dwesa community and used qualitative and quantitative research methods to collect data for the design of the user interfaces (graphic user interface and voice user interface) and mobile commerce application. We identified and used several interface elements to design and finally evaluate the graphical user interface. The statistics analysis of the evaluation results show that the users in the community have positive perception of the usefulness of the application, the ease of use and intention to use the application. Community users with no prior experience with this technology were able to learn and understand the interface, recorded minimum errors and a high level of v precision during task performance when they interacted with the shop-owner graphic user interface. The voice user interface designed in this study consists of two flavours (dual tone multi-frequency input and voice input) for rural users. The evaluation results show that community users recorded higher tasks successes and minimum errors with the dual tone multi-frequency input interface than the voice only input interface. Also, a higher percentage of users prefer the dual tone multi-frequency input interface. The t-Test statistical analysis performed on the tasks completion times and error rate show that there was significant statistical difference between the dual tone multi-frequency input interface and the voice input interface. The interfaces were easy to learn, understand and use. Properly designed user interfaces that meet the experience and capabilities of low-literacy users in rural areas will improve usability and users‟ experiences. Adaptation of interfaces to users‟ culture and preferences will enhance information services accessibility among different user groups in different regions. This will promote technology acceptance in rural communities for socio-economic benefits. The user interfaces presented in this study can be adapted to different cultures to provide similar services for marginalised communities in developing countries

- Description: South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

- Description: The broad objective of the study is to investigate the impact of Land and Agrarian reforms on poverty alleviation in Joubertina. Purposive sampling method (non-probability sampling) was carried out mainly on two groups of people, land reform beneficiary in Jay Dee Rovon and non-beneficiary in Mon Desire. Moreover, the stratified random sampling method was also applied in Jay Dee Rovon to choose a sample of 60 households from 129 land reform beneficiaries in Jay Dee Rovon and simple random sample of 60 applied to Mon Desire household subsistence. Binary Logistic Regression model was used to test factors that influenced beneficiary on level of production. Results indicated that age and farming experience were significant variables. Age had a negative coefficient value, meaning an increase in age was less likely to cause beneficiary to produce at commercial level. Descriptive statistics revealed that farming activities in the study areas seems to be performed mostly by relatively medium age people followed by younger people and lastly by the older people. Moreover, farming experience with positive coefficient revealed that it is highly likely to influence the beneficiary to produce at commercial for marketing. The older the farmer the more the experience s/he had in farming activities. However, descriptive revealed, medium and young age people with little knowledge tend to be more active than older people on farming activities but on the other hand they are more capable of carrying out physical activities. The results revealed that land reform beneficiaries likely to influence the level of production for marketing while non-beneficiaries produce for home consumption and little for sale in local market. An improvement on yield results an increase on income and thus leading to a change in ownership of household’s durable assets. An increase in yield also indirectly results employment recreation, increasing real wage and improve farm income thus leading to poverty reduction in JDR as compare to MD. The study recommends that the government should also assist non-beneficiaries in MD with agricultural infrastructure to improve their level of production and food security at household level.
