A comparative exploratory analysis of vigilante occurrences in two communities in Port Elizabeth (Kwazakhele and New Brighton)

- Description: The study explores and compares the incidents of vigilantism in two selected communities in Port Elizabeth. However, the word ‘vigilantism’ as utilized in the study can be explained as the group of people in a community who take the law into their own hands and punish alleged societal offenders on the spot. Vigilante activities have become a regular occurrence in many communities in Port Elizabeth and in South Africa as whole. This phenomenon as reported by several authors has destroyed many young men’s lives and ambitions. This is a paradoxical situation that violates human rights because South Africa is a country with a Constitution that prioritizes human dignity for all, and citizens that are totally free from violence of any kind. The aim of the study is to explore, analyze and compare the incidents of vigilantism in New Brighton and Kwazakhele communities in Port Elizabeth. The intention is to educate and enlighten the members of the selected communities, together with the public about vigilantism and its impact on communities. The researcher achieved the aim of this study by asking the following questions: • What are the motives of individuals/communities who take the law into their own hands? • What impact do vigilante incidents have on communities? • Which effective preventative measures can be utilized to combat vigilantism? To answer these questions, questionnaires for data collection were utilized. The study was conducted using a total population of one hundred (100) participants who were divided by two. Each community had a sample of fifty (50) participants. The participants were selected by utilizing purposive sampling technique which is non-probability sampling. The participants were the community members of the selected communities. The researcher applied a qualitative research methodology in order to obtain in-depth information and utilized content thematic analysis and SPSS software for the analysis of the data gathered. Two theories a) Differential Association Theory and b) Social Learning Theory were employed to interpret the findings of the study. iv The results of the study demonstrate that there has been an escalation in vigilante activities in Port Elizabeth communities since 2000 and 2010. In many vigilante actions that occurred, males (ages between 18 and 30 years) were found to be the majority of the people who were more likely to be victims of vigilantism because of the crimes they commit. The results also demonstrate that an increase in vigilante incidents in New Brighton and Kwazakhele have been reported to be a result of the ineffectiveness of visible policing, easy bail conditions and frustration and anger of the community members, who do not see the criminals being arrested. These vigilante activities have been reported to have negative impact in these communities specifically on children. Based on this issue of vigilantism, several strategies that could assist to combat vigilante actions were made. The participants suggested that government should improve the criminal justice system as a whole in order to reduce vigilantism. The respondents also indicated that government should create jobs for the youths because other people become involved in criminal activities, because of poverty and lack of employment opportunities. Furthermore, the participants proposed that government should enact tough laws on offenders. v.

- Description: The study sought to investigate the management of medical records for healthcare service at the Victoria Public Hospital in the Eastern Cape Province. The objectives of the study were to describe the present records management practices in Victoria Hospital; find out the existing infrastructure for the management of patient medical records at the Victoria Hospital; determine the compliance of patient medical records management in Victoria Hospital with relevant national legislative and regulatory framework; find out the security of patient medical records at the Victoria Hospital. Quantitative and qualitative approaches were employed. The sample was drawn from the service providers and from the healthcare service users. Questionnaires, interviews and observation were used to collect data. The findings showed that Victoria Hospital uses manual records management system in the creation, maintenance and usage of records. In the findings, there were challenges related to misfiling and missing patient folders which sometimes lead to the creation of new patient folders. Also, the study discovered that the time spent in the retrieval of patient folders could negatively affect the timely delivery of healthcare services. The study recommended the adoption of electronic records management system as most public healthcare institutions in the country are rapidly shifting to electronic records management system. The use of electronic records management system is believed to be efficiently and effectively promoting easy accessibility, retrieval of patient medical records and allows easy communication amongst the healthcare service institutions and healthcare practitioners.

- Description: The study considered the prevalence of risky sexual behaviour in child headed families that usually affects the adolescents in South Africa. This study aimed at exploring the prevalence of risky sexual behaviour in child headed families, determining the causal factors of sexual promiscuous behaviour and effects of promiscuity. The area of investigation was Qora Village which is in a small town called Idutywa, Eastern Cape. This is an area that is characterised by poverty, illiteracy and unemployment. The sample was comprised of 50 participants and the study was conducted in two phases using mixed methods approach. Social exchange theory underpinned the study. Findings highlighted that these child headed adolescents had a role of caregivers and due to poverty they practiced risky sexual behaviour to bridge the economic gap. Furthermore, teenagers living in child headed families were likely to engage in risky sexual behaviour with people who are older than them; others are forced and coerced; while others perceive such act as a better option to bridge the economic gap that existed within their family backgrounds.

- Description: This study took the form of an evaluative study of the effectiveness of public libraries as a means of providing information to school children, and was conducted at the Queenstown Public Library in the province of the Eastern Cape in South Africa. The research endeavoured to evaluate the effectiveness of public libraries in the role which they play to provide information to school children, despite the widespread belief that the role of libraries is now being replaced by Information and Communication Technologies, or ICTs. This study is also significant for the factors which contribute towards school children being prevented from receiving the full range of benefits which libraries have to offer and the recommendations which it makes to improve the effectiveness of the role played by libraries in this respect. The study could also be of benefit to the staff of libraries, as it could serve to inform them with respect to what needs to be done in order to improve the ways in which libraries make information available to school children. In this respect the research could also provide valuable insights into the strategies which need to be developed and adopted in order to make public libraries more effective providers of various types and forms of information to school children. It is to be hoped that the study will also make a valuable contribution to the existing body of knowledge concerning public libraries as a means of providing information to school children. It is the fervent wish of this researcher to make a credible and articulate case for the great value which public libraries have for school children, despite the fact that general perceptions no longer accord libraries the value which they were once commonly held to possess.

- Description: This study highlights the cultural underpinnings of specific indulgences pertaining to land ownership with reference to widowhood in the rural Eastern Cape. The study does this by examining the narratives of widows about their experiences of land dispossession in Nqadu Administrative Area. Nqadu Administrative Area is a rural community in Mbhashe Local Municipality in the Eastern Cape Province of South Africa. The study focuses on widows’ experiences relating to the cultural practices of the community regarding land ownership. A qualitative, case study design was adopted. To uncover the widows’ narratives, the study utilised in-depth interviews and focus group discussions, with a sample of 50 widows. Further empirical data were obtained from four members of the municipal Land Committees, two Ward Councillors, four Traditional Leaders and two officials from the Eastern Cape Department of Rural Development and Agrarian Reform, using in-depth and key informant interviews. The study found that widows were vulnerable to land ownership violations and dispossessions, and that these violations were perpetrated by community members, particularly relatives of deceased husbands. Low levels of education and fear of antagonising clan relatives played a vital role in preventing widows from fighting for their legal rights. The failure of widows to fight for their rights increased their chances of being heavily exposed to dispossession of their land rights. Cultural practices within the communities catalysed abusive practices against widows, particularly against those whose marriage was not ‘recognised’ due to various stated reasons. The study also revealed that widows who had married as second wives and those who did not bear children experienced egregious abuses. Another finding was that men from Nqadu Administrative Area were given priority during the allocation of land, based on cultural and traditional practices, and were given land of their own choice depending on availability. The study thus highlights the impact of cultural practices and the ways in which these became instruments of gender abuse, despite the existence of laws designed to prevent specific social cruelties.

- Description: The issue of human settlements has recently gained much momentum particularly in cities across the world due to rapid rates of urbanization. The housing crisis is manifesting mostly in the cities of the developing countries; the urban poor population is left with no option, they are continuously living in substandard and unsustainable housing conditions due to the desperate housing need. There is a growing trend of migration into urban centers in the developing countries as well as natural population increase in the cities. The inevitable development is the rapid growth of urbanization. The theories on urbanization suggest that the responsible government and local council authorities must be prepared to address socio-economic issues such as the provision of formal housing, infrastructure development and employment creation. The governments in developing countries are struggling to balance economic development and the provision of social services. As a result, the human settlement sector is suffering lack of prioritization when it comes to budget and resource allocation. The resultant factors are the overcrowding of the urban population, high housing backlogs and dilapidation of infrastructure visible mostly in the major cities of the developing countries.

- Description: In South Africa, just like in any other country within the African continent, traditional healing remains an integral part of many communities and this is not just restricted to the rural communities only, as is sometimes assumed. The main aim of this research was to explore the approaches of traditional healers in the treatment of HIV/AIDS in the Chris Hani District Municipality, Eastern Cape. The following research objectives were followed regarding the approaches of traditional healers in the treatment of HIV/AIDS: (i) to assess how traditional healers and people living with HIV/AIDS in Tsengiwe village understand HIV/AIDS, (ii) to investigate the reasons people living with HIV/AIDS consult traditional healers in Tsengiwe village, (iii) to assess Tsengiwe village traditional healers’ treatment strategies for HIV/AIDS, (iv) to establish how traditional healers view their role in the treatment of HIV/AIDS in Tsengiwe village. A qualitative research design was utilized, using in-depth interviews with traditional healers and focus group discussions with caregivers and people living with HIV/AIDS respectively. A type of non-probability sampling known as purposive sampling was used. A total of sixteen (16) participants were interviewed. The findings in this research revealed the following themes: (i) HIV/AIDS is incurable and it is understood by symptoms, (ii) belief system entrenched in traditional healing, (iii) cleansing rituals and traditional medicinal remedies and, (iv) strengthening relations between stakeholders. While traditional healers expressed a willingness to work with biomedical professionals in the management of HIV/AIDS, caregivers and people living with HIV/AIDS preferred going to clinics and hospitals for treatment. Furthermore, people living with HIV/AIDS in this research never admitted to consulting traditional healers for their ailments, only saying that they choose to self-medicate.

- Description: This research was an investigation of victims’ perspectives of ukuthwala practice in Mbizana Local Municipality. The aim of the study was to describe the consequences and experiences of ukuthwala practice relating to infringement of Human Rights, to identify the modus operandi men use to abduct (thwala) these victims, to investigate the reasons that hinder victims from reporting the practice to the police officials and to investigate programs that can be implemented to prevent the ukuthwala practice. This study focused on victims’ perspectives of ukuthwala practice, which seemed to be on the rise in Mbizana Local Municipality. The study used the feminist theory and the social exchange theory. The study is qualitative in nature and it employed the exploratory research design. The study collected data from married and divorced females aged between 16 and 45 years, who were residing in Mbizana Local Municipality at the time of the study and who were also victims of ukuthwala practice. The study used snowball non-probability sampling. In non-probability sampling, the chances of selecting a particular individual are not known. The study collected data using semi-structured in-depth interviews. Thematic analysis was used to analyze the data. The research findings show that there are a number of women and girls in Mbizana Local municipality who are in forced marriages. The study also found that the practice of ukuthwala (forced marriage) is still practiced in rural areas of Mbizana Local Municipality and victims face many challenges in these marriages. The findings reveal that girls as young as twelve years are forced to marry older men, in some cases with the consent of their parents or guardians. Most victims are unaware that the ukuthwala practice is illegal. Those who are aware are afraid to disappoint their families. The findings of the study also show that community members are keen help stop the ukuthwala practice. The study shows the important for the relevant government stakeholders to intervene. The study recommends that government departments and community members should work hand in hand in order to fight the issue of ukuthwala practice in the municipality.
