- Description: Municipal solid waste management is gradually becoming a major challenge that is confronting governments in all spheres. This can be attributed to urbanisation and startling population escalation. Each and every member in a community is a contributor to this dilemma and a generator of waste. The essence of this study is to investigate whether the utilisation of education programmes can assist to improve how communities handle and dispose their household waste and its contribution to the effectiveness of the integrated solid waste management system for the New Brighton Township in the Nelson Mandela Bay Municipality. A theoretical framework is developed using the systems theory in trying to address the challenge. The study used the qualitative research method. Data were gathered using questionnaires and face-to face interviews. The empirical survey was employed for the purposes of the study and the interpretation of the research findings were analysed and described. As a metropolitan municipality, it is envisaged that this research will assist the NMBM, to identify how to manage solid waste efficiently and effectively and thus enhancing service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings of the study. It is hoped that these recommendations If are adopted, the NMBM will be able to deal more effectively and efficiently with the challenges that the NMBM is faced with in dealing with waste management issues thereby enabling the NMBM to deliver the most basic need to the communities of the New Brighton Townships.

- Description: The purpose of this study was to investigate community development through the ward committee structures in the Northern Areas of the Nelson Mandela Bay Municipality. Community development through the ward committees is the key principle in the democratisation process, as well as the promotion of good governance. Community development is an opportunity for both local government and the community to strengthen the democracy that is being enjoyed; and simultaneously to promote accountability. In terms of the Local Government: Municipal Systems, 2000 (Act 32 of 2000), the role of local communities in the particular interests of their municipality must take place, among other things, by the ward councillor – as well as all other suitable procedures, mechanisms and processes set up by the municipality. Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. If implemented, these recommendations could also enhance community development through the ward committee structures. Thus, the relationship between the ward committees and the ward councillor should be harmonious; and subsequently, they should also strengthen trust between them. Then the flow of communication will improve.

The key research objectives of the study is to investigate and evaluate the implementation of Supply Chain Management in service delivery with specific focus in procurement processes of goods and services in the Eastern Cape Department of Local Government and Traditional Affairs This study has demonstrated perceptions in the implementation of Supply Chain Management (SCM) within the Department of Local Government and Traditional Affairs in the Eastern Cape Province, South Africa. The overwhelming majority of participants have shown dissatisfaction with the implementation of SCM. Service providers argue that there is no opportunity for them to develop as Small, Micro and Medium Enterprises (SMMEs) and only those service providers who are fully developed benefit from SCM. - Description: This study seeks to investigate the efficiency and effectiveness of the process for providing government social grants to people with disabilities in the South African Social Security Agency (SASSA) Amathole District Municipality in order to determine the need for any improvement measures. Taylor’s scientific management theory and the Total Quality Management (TQM) concept were used to interpret efficiency in the functional activities of the officials working in the Disability Grant Unit in Amathole District. The study also sought to answer the question of whether exit programmes existed that were designed to assist the beneficiaries to support them and cater for their needs related to their disabilities. The study followed a qualitative method. Face-to-face interviews were conducted and the sample of this study consisted of ten participants who are working at Grant Administration. These participants included one General Manager; one District Manager; one SASSA doctor; one Head of Grants Administration in the district and six officials who are at lower levels of the hierarchy at Amathole District Municipality in East London service office. Thematic analysis was used to identify themes from the interviews. The findings of this study revealed that the majority of the respondents experienced challenges such as lack of assessment doctors, turn around-time, corruption, poor consultation, lack of managerial commitment and doctors regarding the assessment of applications. In this regards, the study made a set of recommendations on the measures and strategies that could improve efficiency in the provision of this service.

- Description: The local governance system has undergone positive changes since 1994 when the Government of National Unity took over power in Rwanda. The government has instituted democratic changes in the structure and functioning of local government through decentralisation. Since 2000 when the decentralisation policy was launched, Rwanda has evolved a model of local governance that has come to be emulated by its neighbouring countries. Since 2000, when the Local Government Act affected the decentralised structures of local government, some changes have occurred, challenges have emerged and constraints have been experienced in the implementation of the policy of decentralisation. Methodology used in the impact assessment study The researcher administered questionnaires, conducted interviews and documentary analysis. The assessment covered (3) three districts which were purposively selected on the basis of criteria that were considered sufficiently representative and based on the rationale of the study. Key findings of the study The study established that the restructuring exercise streamlined the structures of local governments, aligned mandates to the structures, and graded jobs in line with responsibilities. These reforms have improved the performance of the local governments. Despite notable improvements, the study established that there were still gaps in the local government system that needed to be addressed. These included: i. There is a big skills gap in most local governments. Some positions in local government are not filled due to inadequate resources. ii. Some local governments are finding it difficult to attract qualified and competent personnel to take up jobs at technical and managerial levels. iii. Local government lack attractive working environments. iv. There are limited career growth opportunities in local government service. xiv v. There is low local revenue. This has imposed limitations to accountability, supervision and monitoring of local government programmes. vi. Professional staff in local government is not adequately facilitated to do their work efficiently and effectively. vii. The existing capacity building programmes contribute marginally to career growth of individual staff members. viii. New reform programmes for improving service delivery such as results oriented management (ROM) and fiscal decentralisation strategy (FDS) have been rolled out but are not yet utilised in some of the local governments.

- Description: Since 1994, the South African local government has been obligated to consult with its citizenry in respect of the processes of relating to service delivery. The South African Government has developed a wide range of legislation that ensures that communities are consulted on a continuous basis with regard to how services need to be rendered. Communities have a right to be consulted and to give input into issues affecting them. Public consultation as envisaged in the South African legislation has, however, not yielded the desired results which is evident in the spate of service delivery protests over poor or non service delivery. Therefore, this study seeks to analyse the effectiveness and efficiency of pubic consultation in the Northern Areas of the Nelson Mandela Bay Municipality. The researcher used qualitative research methods since it would provide the reader with more insight into how public consultation is implemented in the Nelson Mandela Bay Municipality. The communities, senior municipal officials, and councillors have been interviewed in a structured manner and a content analysis has been made of the minutes of the ward committees in the Northern Areas, the annual reports of the Municipality’s Oversight Committee and a range of other reading material. A number of findings has been made during this research project with the most pertinent being the non-compliance to certain sections of legislation by the Municipality. The communities in the Northern Areas generally felt that efficient and effective public consultation would reduce the number of service delivery protests in that part of the Municipality. A number of interventions need to be made by the political leadership with regard to public consultation and more resources need to be committed towards those processes.

- Description: Information literacy is universally considered one of effective means through which one’s information skills are developed, more especially at higher education Institutions. It has been part of the WSU library’s tradition to promote and offer units of Information Literacy instruction to all students at WSU, although it was initially on ad-hoc bases until 2010 when the Faculty of Education introduced it as a module or a program as a credit-bearing subject to all first year level Bachelor of Education students. The study is intended to understand the perceptions of students that are currently enrolled in Bachelor of Education Degree level one regarding the Information Literacy Program at Walter Sisulu University. The Information Literacy Program is offered in two campuses of WSU, that is Mthatha and Butterworth campuses. This study was conducted using first year level B. Ed students in Butterworth campus only. This may be regarded as a limitation of the study. The study is largely informed by a literature review of scholarly journal articles, books, internet sources and academic libraries in South Africa. The study applied quantitative method using semi-structured questionnaires as the main data gathering instrument. The sample was drawn from 80 first year B Ed students. A total of 80 questionnaires were distributed and 65 were received back. In the study the significant changes in the higher education in the post-apartheid South Africa are discussed. The historical evolution of information literacy as a course in South Africa and internationally is also discussed. The study reveals that information literacy has contributed positively to students’ study approaches. It has helped the students to learn how to apply computing and internet skills to improve on their studies. More importantly, the study reveals that information literacy has helped the students to learn different ways to search for and use information for the purpose of working on their assignments and enhancing their knowledge generally. Furthermore, the study reveals that it has helped the students to know how to tailor their search for information using specific databases such as OPAC, PROQUEST, EBSCOHOST, and SABINET etc.

- Description: The performance management system has been introduced in the South African public service with the intensions of monitoring, reviewing, assessing performance, developing underperformers and recognising and rewarding good performance. This study was undertaken as an attempt to assess whether the Lukhanji municipality performance management systems contribute to the improvement of service delivery and employee productivity. The literature review undertaken in this study, shows that there is a general poor understanding of performance management systems in Lukhanji municipality. The literature review further establishes that there are several challenges that hinder the effective implementation of a performance management system in the municipality. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

- Description: This study assessed the public participation strategies from the perspective of local government governance in encouraging community participation with specific reference to the Nyandeni Local Municipality (NLM). The research was based on the assumption that one of the biggest challenges facing most municipalities in South Africa is the lack of effective public participation strategies which results in service delivery protest actions. As a local municipality, the NLM has been entrusted with the responsibility to promote and encourage community participation.. . The purpose of the research study was to investigate and observe the public participation strategies with specific reference to the Nyandeni Local Municipality. The assessment of the public participation strategies of the NLM will therefore be fundamentally descriptive, but highly exploratory in nature. This research employed the quantitative method. An empirical survey was employed for purposes of the study and the research findings are described, interpreted, and analysed. Data was collected by way of a suitably constructed questionnaire which was administered to the ward committee members. The research has established that there is a good public participation approach in place but its functioning is inadequate, the ward committee members have little understanding of their roles and responsibilities in terms of the implementation of the public participation strategy, and they have failed to facilitate communication between the Municipality and the community. There was also an indication that the service delivery protest actions were fuelled by political motives and certain challenges and not solely by a lack of an effective public participation. In addition, the language used by the Municipality is mostly not understandable to the community as a whole. This research also identifies the strengths and the weaknesses of the public participation strategies as these are regarded as critical in promoting successful local democracy. It is envisaged that this research will assist the Nyandeni Municipality, and other municipalities country-wide to identify challenges with which they are faced and to deal with these accordingly in terms of the objectives identified in the public participation strategies. Furthermore, this research study envisages promoting effective public participation strategies within the Nyandeni Local Municipality as well as improving the efficiency and effectiveness of service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings, primarily from the literature review and empirical survey, on how the existing status quo of the NLM can be changed to enhance public participation. If these recommendations are adopted, the Nyandeni LM will be able to develop and implement effective public participation strategies.

The primary purpose was to assess the current state of service delivery in the Department of Home Affairs and to ascertain how continuous monitoring and evaluation could be factored in to enhance the delivery of services. The target population was the employees and clients of the Department of Home Affairs. Employees were selected randomly and asked to participate in the study. The sample was a convenient-purposive sampling and a quantitative research questionnaire was used.

- Description: The study focussed on the effectiveness of control measures for dealing with absenteeism of educators with specific reference to selected schools at Libode District in the Province of the Eastern Cape. It identified the policy framework including rules and regulations relating to the absenteeism of educators. It assessed the effectiveness of control measures which are currently at the disposal of the selected schools and it also investigated the challenges faced by school principals in addressing the challenge of absenteeism of educators in the selected schools. A qualitative research methodology was used in undertaking the study. Purposive sampling was used to select the schools and participants for the study. Participants were comprised of school principals and Education Development Officers. Data was collected through structured and semi-structured interviews. Literature study showed that the management of educator absenteeism is an important aspect of Human Resource Management in schools. Furthermore, the study found that control measures for dealing with absenteeism are not properly applied in many schools and there is no consistency in the manner in which they are utilised by school principals. The study also found that school principals are struggling to manage absenteeism to the extent that some of them are not sure how to deal with educators who abuse leave. The study recommends that school principals should be empowered on leave management through various forms of training which include workshops.

- Description: The objective of the study was to investigate challenges affecting the effective implementation of the Public Finance Management Act, 1999 (Act No. 1 of 1999 as amended by Act No. 29 of 1999) in the Eastern Cape Province with specific reference to the Provincial Department of Public Works. The research study has been conducted in such a manner that the reason to send a team of experts by the DPSA on approval by the President to come to the Eastern Cape and assist the ailing administrations of four departments is determined. The four departments that had a problem were: 1. Department of Roads and Public Works 2. Department of Health 3. Department of Education and 4. Department of Social Development The roads function of the Department of Roads and Public Works was later transferred to the Department of Transport and the Department of Roads and Public Works changed the name to Department of Public Works in September 2004. The team that was sent to the Eastern Cape together with the Director-General of the Province and the Superintendent-General of the Provincial Treasury formed up the IMT. The objective was to introduce turnaround strategies that would enable the four departments to effectively and efficiently implement the PFMA to the best interest of the South African Government. The PFMA is part of the broader strategy on improving public financial management in the public sector in the Republic of South Africa. It prescribes measures to ensure responsibility, accountability and transparency in national and provincial departments. Qualified Auditor-General’s reports for the previous financial years compelled the President in 2002 to establish Interim Management Team (IMT) in the Eastern Cape, comprising of experts from national government, to assist the ailing administration in four provincial departments, including the Department of Roads and Public Works. Questionnaires to employees, Auditor-General, Provincial Director-General, Superintendent-General of Provincial Treasury and as well as to the Accounting Officer of the Department of Public Works, were designed and issued out for completion. Interviews were also conducted to some of the employees. The assumption is that the majority of employees do not understand policies and procedures of the department and they displayed this by remaining neutral in questions asked and disagreed with some of the statements. During the interview process, the majority emphasised their protest against over usage of consultants by the department. Preference given to candidates from outside the department when senior posts are advertised instead of looking for excellently performing candidates from the internal ranks of serving employees, has been outlined as one of the elements contributing to low moral and low productivity in the workplace. Over usage of consultants and a big number of employees who disagreed with statements and remained neutral signify incapacity of the management to perfectly implement the PFMA for sound public financial management in the department. It has been established that regular risk assessments are not conducted, poor organisational structure with many posts that are not filled, no Anti-Corruption Unit to implement Public Service Anti-Corruption Strategy and, no clear managerial lines of accountability due to poor planning, ineffective internal controls and procedures, all render the department incapable of becoming one of the best provincial departments that get unqualified audit report from the Auditor-General. The findings provide clear indication that drastic transformation of the department into an institution that can perfectly implement the PFMA is necessary. The implication is that mismanagement of financial resources and fraud and corruption defeat service delivery objectives. Strategic objectives of the department are not achieved. The Eastern Cape Provincial Departments are obliged to align their strategic plans to the Provincial Growth and Development Plan (2004 – 2014). Therefore the implication is that, poor performance by the Department of Public Works impacts negatively to this provincial objective. Lack of effective control systems has negative implications on the administration of the department and renders it vulnerable to fraud and corruption.

- Description: The study assessed the training of invigilators at Walter Sisulu University. It covered the period from 2010 to 2011. The purpose of the study was to assess the awareness of invigilators regarding rules and regulations pertaining to their duties; whether there are pertinent differences between invigilators who have been trained and those that have not been trained and investigate the challenges that invigilators face during examinations. Following the literature study on training, a qualitative research methodology was employed in undertaking the empirical study. Through purposive sampling, trained and untrained invigilators as well as some examination section managers were selected for participating in the study. Structured and semi-structured interviews were used for collecting data. The study found that a limited number of trained and untrained invigilators were not aware of the rules and regulations regarding invigilation and this had a negative impact on their work performance. Although the study also found that invigilators were experiencing some challenges during the examination periods, it could not find crucial differences between the trained and untrained invigilators in this regard. The study recommends that the quality of training of invigilators should be improved in order to address the challenges experienced by invigilators and it should include all invigilators.

- Description: The investigation of this study focused on the ability of provincial government departments in South Africa to spend allocated revenues on activities adequately, with a direct bearing on social and economic development. The research presents an analysis of two selected Eastern Cape Provincial Government departments’ expenditure for a three-year timeframe (the fiscal years from 2009–2012), with a focus on the oversight role played by the Provincial Planning and Treasury department in instilling fiscal discipline in the provinces, and the potentially detrimental effect of under-spending on provincial service delivery. Among other things mentioned and discussed are, firstly, the fiscal policy; secondly, the funding of provincial departments; thirdly, the role and responsibilities of the Provincial Planning and Treasury department. The study adopted a qualitative methodology which focussed on the perspective of the insider who has experienced first-hand the activities or procedures under scrutiny in the selected provincial departments. Further, the qualitative researcher believed that first-hand experience provides the most meaningful data. In support of this, the respondents were asked twenty-two questions, the first five of which were based on the need to understand their personal particulars. A semi-structured questionnaire was distributed to 43 officials and 22 of those questionnaires were returned.

- Description: The aim of the study was to evaluate the effectiveness of the Integrated Development Plan of Joe Gqabi District Municipality. The research instruments used in the study included the interview schedule and the questionnaire for both focus group and individual research participants. Research participants included the Community Development Workers (CDW's), Municipal officials, organised community structures, community representatives, ward councillors and ward committees, and interviews with representative groups. The research has revealed that there was non-involvement of the private sector and other social partners in the planning of the municipal programmes. There was also no practical integrated planning among the Local, Provincial and National spheres of government, as well as, a lack of alignment between the Integrated Development Plan, budget and Service Delivery and Implementation Plan. In conclusion, the IDP process needed to be as inclusive as possible to cater for the needs of all the communities and speed up service delivery.

- Description: The research took the form of a qualitative interpretative case study focusing on the study sample of 9 municipal officials responsible for monitoring the payment of government debt as the consumer type. Data was collected through face to face interviews by means of completing the questionnaire based on the responses from the respondent. The study examined the underlying and related causes of non-payment of government debt. The study revealed that municipalities in the Eastern Cape lack support from the other spheres of government in ensuring timeous payments of outstanding debt. Growth in debtors indicated the failure by the municipalities to implement proper debt management processes and the lack of political will to collect debts. The study recommended that municipalities need to waive interest on disputed debt and the debt in that regard be reported on the suspense account to avoid over estimation or debt that might not be recovered in the long run.

- Description: The aim of this study was to evaluate the efficiency and effectiveness of the Performance Management System, since its inception and to date, with regards to the advancement of organisational goals and objectives through employee development, as well as resource allocation for service delivery to the residents of the Amathole District Municipality (ADM). The concept of performance management is key for achieving organisational goals and objectives, since it seeks to develop employees by identifying areas of strengths and weakness. The study is based on the assumption that although municipalities are different, and their approach to performance management particularly individual performance differs. This study therefore is based on the assumption that, levels of poor service delivery, and the consequent service delivery protests experienced in the ADM, can be ascribed to a poor linkage between annual performance planning and the assessment of municipal officials. Annual organisational performance, and individual performance planning and output, is not commensurate. Furthermore, a lack of correlation between these variables has led to the poor implementation of basic services and good governance, which has resulted in low levels of citizen satisfaction with the ADM. The empirical survey and research methodology used in the study is described and explained and followed by the data collection in a form of questionnaires. The research findings from the empirical survey are then analysed and reported accordingly. Recommendations are presented in the last chapter based on the empirical survey findings through the respondent’s inputs in the questionnaire. Recommendations are therefore also presented on how Amathole District Municipality can improve its business to achieve the objectives performance management. The key recommendation that came from the study is that ADM planning should be executed in collaboration with other government departments, government agencies, municipalities, private sector and NGOs, in order to maximize chances of achieving effective and efficient service delivery in communities.

- Description: The objective of this research is to establish how non-adherence of Amathole District development projects to the Department of Social Development’s Community Development Systems and Operational Manual has contributed to failure of these projects. The background to this research lies in the deliberate policy efforts of the post 1994 democratic dispensation in South Africa to drive development through community-based development approaches. Explicitly pro-poor public policies, development plans and fiscal frameworks were anchored on the concept of community empowerment. The Reconstruction and Development Programme was the first such policy and strategy framework that sought to enshrine the principles of community empowerment and participation. As such, Provincial and Local government are often seen as key strategic drivers of community empowerment initiatives and interventions. South Africa’s governance model is still evolving, but it is clearly committed to local development and service delivery through a decentralised system of government that espouses community involvement. Government strategy has been heavily focused on speed and delivery in order to deal with the historical socio-economic backlogs it inherited. In the focus area of youth development projects, one recognises that poor management has dramatically reduced the effectiveness of many interventions. This research explores how non-adherence of these projects to policy guidelines set out in the Community Development Systems and Operations Manual has contributed to their failure. The research does this by looking at the various management procedures that are supposed to be undertaken during both the initial planning phases and during the subsequent implementation phases of youth development projects. Actual methodologies are compared against this standard. The research is undoubtedly a contribution to the field of strategic management of youth development initiatives which have as their primary intention the reduction of youth unemployment. Research surveys on this topic are limited, and the objective is to enrich the discourse on effective youth projects management practices.

- Description: In this Treatise, a study is undertaken to analyse and examine the role of school principals in the success of their schools; with specific reference to township high schools in the Port Elizabeth district (P.E. district). The study assumes that P.E. district principals, as leaders and managers should deliver essential services effectively, efficiently, and with optimal use of resources to attain maximum results in school performance. The same is expected of their counterparts in any part of the country, it is not exclusively demanded from PE district principals. In terms of the current education legislation and policy framework, the principals have to account for the performance of their schools. To this end the National Department of Education introduced legislation in 2007 to ensure that principals account to the Head of The Department of Education of the relevant province. Section 16 A of the South African Schools Act (SASA) was introduced by the Education Law Amendment Act 31/2007. The provisions of this section deal with “the functions and responsibilities of principals of public schools.” Specifically section 16A (1) (b) states that “The principal must prepare and submit to the Head of the Department an annual report in respect of: (i.) The academic performance of that school (ii.) The effective use of available resources.” Since the enactment of section 16 A as referred to above, the Provincial Departments have begun to make principals account for the success or failure of learners, for human resource development, financial management, parent involvement in school matters and the active participation of school governing bodies. What should be clear is that the above encompasses all the critical and fundamental aspects that have an impact on the progress of any educational institution. The combination of the two requirements stated above reflects the extent to which the Department of Education is committed to making certain that principals in their respective schools create an environment where learners can achieve their full potential. It is such creation of conducive environments that will enable all learners in the country to achieve equal opportunities in society irrespective of their original backgrounds. This ideal is consistent with section 9 of the Constitution, 1996 which provides for the right to equality of all people. The research, also assumes that leadership is about direction and purpose, while management lays emphasis on effectiveness and efficiency. Leadership and management are fundamental aspects of those duties and responsibilities associated with the position of a school principal. It is further postulated that, a good principal understands that circumstances determine the proportion of each of these elements that is required by any given situation i.e. whether more of leadership or bigger dose management is appropriate in dealing with a certain set of circumstances or not. The study identifies variables that make a school principal a strong leader and good manager and lists the following as the critical focus areas: Balancing instructional and managerial leadership Strengthening the connection between school and home Developing effective leadership Effective teaching practices Staff development The study also assumes that township schools are no exception to those in different parts of the country. Despite some serious daily challenges peculiar to the township situations, these schools still have to perform satisfactorily like all other institutions of learning. The legislative and policy framework applies equally to all schools. The study argues primarily that all schools can perform well and develop the potential of their learners to the fullest. The difference lies in the leadership and management of the respective institutions by their principals. All stakeholders are presumed to posses the potential, the ability and the urge to do their utmost best to render quality services that would lead to the attainment of excellent results. It is worthwhile for the system that those who show themselves to lack these attributes should be identified, not to weed them out but to assist so that they acquire the necessary skills and expertise. After all it is by strengthening the weakest link that a chain becomes strong.

- Description: The aim of this study was to assess community members’ knowledge levels regarding Drug Resistant TB and HIV and AIDS. The study was conducted at ward 40 in Green bushes area in Nelson Mandela Metropolitan Municipality (NMMM). A quantitative research method was used in this study. Random sampling is the type of probability sampling method that was used in this study. The sample consisted of 100 respondents above 18 years who were randomly selected from the beneficiary list of for the RDP houses in Green bushes area in the Nelson Mandela Metropolitan Municipality. Data for this study were collected using close ended questions which were administered by the researcher to the selected participants. Data was analysed using bivariate and descriptive statistics according to the identified themes. The study revealed that community members had high knowledge levels regarding Drug Resistant TB and HIV and AIDS prevention, transmission modes and diagnosis and treatment methods. The findings revealed that community members were highly knowledgeable and aware of the fact that abstaining and practising safe sex were means of preventing the spread of HIV and AIDS as it was spread through unprotected sex, while opening of windows and minimisation of close contact with HIV positive people and children with people infected with Drug Resistant TB are infection control measures or methods of preventing the spread of the disease. Additionally, the study indicated that female respondents were more aware and knowledgeable about prevention, transmission modes and diagnosis and treatment of Drug Resistant TB and HIV and AIDS than male respondents. Furthermore, the findings revealed that the respondents were highly knowledgeable and aware about transmission of Drug Resistant TB and HIV and AIDS; knowledgeable about prevention and less knowledgeable about diagnosis and treatment. A high percentage of female respondents knew that there was no vaccine to neither prevent nor cure HIV and AIDS and that antiretroviral drug were used to manage it. The study also showed that female respondents knew that all people irrespective of race and economic class can be infected with Drug Resistant TB and HIV and AIDS. It is important to note that the respondents between 41-60 years possessed more knowledge regarding Drug Resistant TB and HIV and AIDS than the respondents who were between 18-40 years. Lastly, the study showed that there were significant differences in gender and knowledge and no significant differences in age and knowledge of the respondents regarding Drug Resistant TB and HIV and AIDS. It is recommended that in future, research regarding knowledge levels about Drug Resistant TB and HIV and AIDS be extended to other wards in the Nelson Mandela Metropolitan Municipality (NMMM). Accurate knowledge should be provided by ensuring that educational materials that are developed, are appropriate for the various levels of literacy, and that more appropriate and relevant information regarding these diseases is made more accessible to community members in their home languages. The researcher further recommends that during training interventions and educational campaigns more emphasis should be put on prevention, diagnosis and treatment of Drug Resistant TB and HIV and AIDS.
