- Description: The Bring Your Own Device (BYOD) phenomenon has become prevalent in the modern-day workplace, including the banking industry. Employees who own devices have become the unintended administrators of the organisation’s information as their mobile devices often carry information belonging to the organisation. The unintended administrator is not necessarily schooled or aware of the information security risks and challenges that are associated with the BYOD. This inadvertently shifts the management of organisational information security from the information technology (IT) administrator to the unintended administrator. This shift leaves the organisation at risk of information security breaches that can permeate the organisation, which result from the behaviour that the unintended administrator displays when operating the mobile device. This study introduces the BYOD Information Security Behavioural (BISB) model. The model constructs are a combination of individual and organisational traits of the unintended administrator. The purpose of this study is to mitigate the risks posed by the unintended administrator in organisations through the implementation this model. The risk that the unintended administrator poses in relation to the BYOD phenomenon results in chief information officers (CIOs) being unable to totally control these mobile devices. Traditional endpoint information security management tools and methods can no longer secure devices in the BYOD the way they can in the traditional network where they are confined to the organisation’s IT administrator. This results in the organisation’s information security becoming the responsibility of the unintended administrator. This study was conducted in the banking sector in Zimbabwe. It is noteworthy that the BYOD phenomenon has become prevalent in the banking sector among other organisational sectors like education, health or even government departments. Information security is also an important component of the banks as such and a choice was made to conduct the study in the banking industry. The design science research paradigm was followed in this study and included a survey of 270 bank employees in Zimbabwe, which received 170 complete responses. A literature review on both employee behaviour and organisational culture was conducted, followed by a case study of a commercial bank in Zimbabwe. The literature review culminated in traits that were then classified as individual traits and organisational traits. Six constructs –, knowledge, attitude, habit, environment, governance and training – were identified from the literature and combined to form the BYOD information security behavioural (BISB) model. Statistical calculations were conducted on the survey results which informed the reliability, validity and rigour of the model constructs. An expert review including industry experts was conducted to evaluate the BISB model. This study concludes by recommending that organisations in Zimbabwe should make use of the BISB model to mitigate the information security risks that are posed by the unintended administrator. While there are technical solutions for managing the information security risks that come with the BYOD, this study points out that without harnessing the individual and organisational traits that make up the BYOD information security behavioural model for the unintended administrator, technical solutions alone will not be effective.

A comparative study of the in vitro antidiabetic properties, cytotoxicity and mechanism of action of Albuca bracteata and Albuca setosa bulb extracts

- Description: The search for cheap, non toxic and readily available antidiabetic drugs has been a challenge for researchers and the pharmaceutical industries. Diabetes mellitus is a metabolic disease characterized by defects in the synthesis of insulin and/or insensitivity to the action of insulin at the target cells. The disease has been on the increase mostly in developing countries where large proportions of the population have little access to good medical care due to either accessibility or non availability of synthetic drugs. This has led to the use of medicinal plants to treat diabetes because it is safe, cheap and with few side effects. There is little scientific evidence on the dosages, active compounds, mechanisms of action and toxicity of these traditionally used plants. Two of the most frequently used plants; Albuca setosa and Albuca bracteata were investigated in this study. The qualitative analysis of different extractions of these plants revealed the presence of phenolics, alkaloids, tannins and saponins. The antioxidant properties of aqueous, acetone and methanollic extracts of Albuca setosa and Albuca bracteata were investigated using models such as Diphenyl-1-Picrylhydrazyl (DPPH), 2, 2’-azino-bis (3-ethylbenzothiazoline-6-sulphonic acid) (ABTS), Ferric ion reducing antioxidant potential (FRAP), Nitric Oxide and Hydrogen Peroxide (H2O2). Both plants revealed inhibitions against DPPH in a concentration - dependent manner with Albuca setosa (0.330 mg/ml) showing higher activity than Albuca bracteata (0.647 mg/ml) determined from the IC50. The aqueous extract of Albuca setosa showed a higher inhibition against DPPH radical compared to the Albuca bracteata aqueous extract at all concentrations investigated. The isolated saponins from Albuca bracteata had a higher DPPH scavenging activity than the crude methanolic extract of the plant in a concentration - dependent manner but are significantly different from each other at 0.4, 0.6 and 1.0 mg/ml only. The IC50 of the saponins was also observed to be higher than the crude extracts and standards.The Albuca setosa aqueous extract showed a higher percentage inhibition of ABTS radicals than Albuca bracteata at all the concentrations investigated. Overall, the Albuca setosa aqueous extract (0.0809 mg/ml) showed maximum activity against ABTS radicals. The iron reducing power was significantly higher (P < 0.05) in the methanolic extract of both plants compared to the aqueous counterpart. Overall, the Albuca bracteata aqueous extract (0.344 mg/ml) showed maximum activity as indicated by the IC50. The aqueous extracts of both plants also revealed percentage inhibitions in a concentration - dependent manner against NO2. The aqueous extract of Albuca bracteata bulb was more active against nitric oxide and hydrogen peroxide inhibition. In this study, the cytotoxicity of the extracts was evaluated at a high dose of 100 μg/ml on Chang liver cells and determined using MTT, crystal violet, glucose consumption, lactate production and lactate dehydrogenase release and FRAP. The aqueous extracts of both Albuca setosa and Albuca bracteata were non-toxic on Chang liver cells at the concentrations investigated. The MTT revealed that the aqueous extract of Albuca setosa bulb had the optimum cell viability of 108.09 percent while the acetonic extract of Albuca bracteata showed the least cell viability (37.72 percent) compared with the control. The crystal violet test also revealed the acetone extract of Albuca bracteata to have the least percentage of cell viability at 31.47 percent, while the aqueous extract of Albuca setosa showed the maximum cell viability at 112.5 percent. The aqueous extracts of both plants showed higher percentage cell density on the second day of incubation from the proliferation assay. All the tested samples were observed to consume more glucose than the blank except for the methanollic and acetone extracts of Albuca bracteata bulb. The aqueous and methanolic extracts of Albuca setosa bulbs produced the highest lactate with 120.2 μg/ml and 113.7 μg/ml respectively. The acetone extracts of both Albuca setosa and Albuca bracteata revealed toxicity with a higher lactate dehydrogenase release compared to the control.

- Description: A number of theoretical and empirically proven studies have shown that the media exert varying degree of influence on audience members. The South African media framing and coverage of foreign nationals is a good example of this. Media critics and scholars hold that the way and manner foreign nationals are represented in South African media landscape contributes to the endemic xenophobic outbreaks in the country. (Endong, 2018; George & Aidoo, 2017). This study aims to critically analyse the influence of media reporting on xenophobic behaviours among students in selected South African universities. Part of its aim is to assert if there exist xenophobic behaviours among students learning in South African universities, which are influenced by the manner in which media reports have stigmatised foreign nationals. Therefore, this study looked at three South African universities, namely the University of Fort Hare, Alice campus, the University of KwaZulu Natal, Howard college campus and the University of Johannesburg, Soweto campus. Data for the study were collected using the qualitative methods, particularly the focus groups discussions and in-depth interviews. The findings of this study have revealed that xenophobic behaviours were evident among students, in lecture-rooms, as well as student residences. The participants also confirmed that the media’s focus and reliance on negative stereotypes and generalized information when representing foreign nationals were the main contributing factors to xenophobic behaviours, including its previous adopting of the words like Amakwerekwere, Aliens and Amagrigamba. In an attempt to discourage xenophobic behaviours, this study has therefore recommended peace journalism and Ubuntu journalism as alternative models for reporting xenophobic violence and conflict.

- Description: The aim of the study was to critically assess the implementation of community development projects in mitigating youth unemployment in Mashonaland province of Zimbabwe. The study used the mixed method which dwells beneath a social phenomenon in order to draw substantiated findings. Data was collected using three method and these include, individual face-to- face interviews, focus group discussion and questionnaire administered to youth, government officials and the local authorities. The study was underpinned by the asset based community development theory and sustainable livelihood approach. Findings highlighted that the participants and the respondents meet the characteristics and criterion for selected community development projects aimed at mitigating youth unemployment. The study revealed that there has been lack on youth involvement in the planning and initiation of the youth community development projects which aim to mitigate youth unemployment and poverty eradication. It has been found out that the implementation process of the youth community development projects was surrounded by lack of knowledge and lack of the involvement of the youths, which resulted in the failure of mitigating youth unemployment and eradication of poverty. Although accessibility (to youth) of these community development projects was for all the community youth who were unemployed, it emerged that the access was not as indicated due to factors like, lack of funding, partisan distribution of resources. The study also realized that due to lack of involvement and proper implementation, the youth community development projects were not sustainable, which was evidenced by the high rate of youth unemployment and poverty levels. Furthermore, the study revealed that effectiveness of youth community development projects in v alleviating youth unemployment in the province has also been marred with pitfalls. Thus, there has been an increase of youth unemployment and poverty. Last but not least, the findings of the study revealed that there were a couple of challenges, which are rooted in partnerships, lack of youth inclusion and involvement, as well lack of involvement of other stakeholders with expertise on implementation of youth community development projects to eradicate poverty and alleviate youth unemployment. Regardless of the brilliant ideas and strategic interventions, the government lacks the practicality of the implementation of these intervention strategies. The study found that interventions were there. However, intervention entails a process which has different facets and obligates the government to function systematically to avoid default in the process of service delivery. It is recommended amongst others that the government and various stakeholders should take cognizance and develop mechanisms and strategies for poverty alleviation, growth, development and employment creation for the youth.

- Description: African countries have become synonymous with policy drafters and abortive policy implementers. After independence from long period colonialism, slavery and apartheid, African states policy administrators began putting in place policies to improve either the living conditions of citizens or the inequities emanating from the administration of colonial governments. However, these policies do little to naught to meet the aforementioned goals. The Free Education Systems in Nigeria and Ghana, and the Indigenization Policy in Zimbabwe are examples of policies that experienced miscarriage of policy implementation in the past. This study therefore, aspires to explore the Broad Based Black Economic Empowerment policy implementation in the forest sector and specifically identify bottlenecks in the implementation processes in South Africa. Qualitative approach was used in order to meet the primary and secondary objectives of the study. Semi structured interview questions were administered to relevant companies, institutions and the municipality which were purposely sampled to capture the processes of the BBBEE implementation. The study revealed that measured entities are complying with the prescript of the policy but that finance and a continuous policy amendment presents a bottleneck in the implementation dynamics. Lastly, labour intensive measured entities find it impossible to meet the skills development element due to high cost of training. These results suggest that the value envisaged is not being met. The study also found that verification agencies are effectively providing their watchdog function in the implementation of the policy however the use of technology is non-existent in monitoring the process. Finally the study found that agencies are hired by measured entities to verify their BBBEE status which presents a huge inducement for both parties to collude. It also found that the policy is implemented in a top-down approach hence municipalities have been relegated from the implementation process. The study recommends decentralization of the policy in a strategy called Local Economic Equity for the Disadvantaged (LEED) which involves the expertise of white South Africans and permanent resident people in order to build truly inclusive society envisaged by the Constitution of South Africa. Additionally, it recommends the use of technology dubbed e-BBBEE to implement the policy.

- Description: There is a gap in healthcare service delivery within low resource settings of South Africa. These areas are under-serviced because of poor health infrastructure and few available medical experts. This contributes immensely to poor health care delivery especially to chronically ill diabetic patients and increases mortality rates. However, innovative remote patient monitoring (RPM) systems have been developed to curb the above challenge in recent years. Unfortunately, most of these systems are standalone and are incompatible with one another. Most of them relay on Internet for connectivity which is imminent in low resource settings. This makes continuity of care of chronic ill patients a great challenge. Additional, the efficacy and feasibility of RPM using mobile phones in low resource settings of South Africa are still unknown. It was also noted that none of these systems have been developed for a clinical trial. The goal of this study was to provide a standard framework that allows optimal design of mobile RPM systems which are interoperable. The objectives were to investigate the RPM system efficacy and reliability in low resource settings and determine its effects on clinical management, self-care and health outcomes. The framework was validated with a clinical trial to remotely monitor diabetic adults in Limpopo province of South Africa. A prototype system was developed based on sound user centric design process and enterprise architectural principles to remotely monitor diabetic elderly patients using cellular technologies and existing hospital infrastructure. It was evaluated using a controlled, randomized clinical trial for 6 months. There were 120 patients who took part in the study and were categorized into two groups, the intervention Group X and the control Group Y. Each group comprised of 60 participants. Evidence from this study justified the feasibility and possibility of long term implementation of RPM system to cater for chronic ill patients in low resource settings worldwide. Results showed that the self-care and normal blood glucose levels improved for both groups whereas quality of life improved only for Group X. It was shown that extensive self-care knowledge with the help of RPM system improved self-care and helped normalize their glucose levels. The hospital admissions and mortality between the two groups did not differ much. However, the intervention group had more hospital visits than the control group because the participants were requested to visit the hospitals in case of emergency. The users perceived the RPM system as feasible and effective way of clinical management and self-care. Due to wide acceptance, some patients were even willing to continue using the system after the trial. Home measurements proved to be reliable and helped improve self-care. In future, a standardized and unified framework based on rule set would provide comprehensive remote healthcare allowing continuous patient monitoring at a reduced overall cost thereby decreasing mortality rates.

- Description: The level of access to educational information is pertinent to the attainment of quality education by learners. Librarians play a key role in facilitating access to such information. Access to educational information equips the possessor with the power of knowledge to assert their rights under any right regime, and a right to education cannot be fully exercised without corresponding access to educational information. Set in the Fort Beaufort Education District of the Eastern Cape Province of South Africa, this study evaluates the level of access to educational information as an enabler of quality education. Research revealed that despite the acclaimed educational improvement in South Africa, the quality of education in many black constituencies and provinces remains low. Therefore, the objectives of this study include inter alia an investigation of the educational information needs of high school learners in the Fort Beaufort Education District, the educational information available and accessible to them, how the learners access information, the services and technologies accessible to the learners, challenges confronting their access and means of improving learners’ access to educational information in the district and by extension in South Africa.

- Description: Reading is an integral part of education from which one gets access to information. Unfortunately, reading ability among primary school pupils, the foundation level of education, is at its lowest ebb. These pupils when they get to secondary schools eventually fail external examinations-a situation which according to National Examination Council, is caused by inappropriate teaching methods. Consequent upon this, this study assessed active learning strategies used by teacher during English reading comprehension lessons in six selected primary schools in Nigeria. The main research question was: How do teachers employ active learning strategies in teaching English reading comprehension? The study adopted qualitative approach and case study design. With the use of purposive sampling technique to select six head teachers, six primary VI teachers, two members of the School Basic Committee, the Director Local Government Education Authority and six focus groups. The study used interviews, documents and focus group interview as research instruments to collect data. Data were analysed based on interpretivism paradigm which interpreted participants’ views according to the word view of the participants. The study found out that teachers have good knowledge of active learning strategies and use them in teaching English reading comprehension lessons but are faced with some daunting challenges such as non-availability of instructional materials, lack of library, lack of qualified teachers and lack of time. The study concluded that students fail woefully in English reading comprehension because teachers do not use appropriate teaching techniques. The study recommend that teachers must use active learning strategies effectively and more often during English reading comprehension, more time should be allocated for English reading comprehension, effective use of instructional materials should be considered and the government should employ specialist teachers to teach English reading comprehension.

- Description: The aim of the study was to investigate agriculture educational programme and the promotion of job creation skills in the OFS FET College. The interpretivism paradigm and design approach were adopted in this qualitative research. The sample consisted of three final year students, three facilitators and one coordinator. The non-probability and purposive sampling techniques was used for the qualitative research. The qualitative data was descriptive, and thematically analysed. The study found that there is a big demand for agricultural professional in South Africa but very few are choosing this career. The quality of education in agricultural sector is not where it should be. The demand for skilled people in the sector is growing, while the number of students enrolling in agriculture-related training continues to decrease. Africa’s agricultural education is failing to produce a new wave of farmers. The study found that FET colleges did not train and provide enough skills to students to enhance development in agriculture sectors and therefore make students non-productive at labour market. The study also found that the FET colleges had left a trail of low skills, partially educated and jobless youth behind. The study also found that the curriculum tended to be outmoded, irrelevant to adequately address the challenges facing modern agriculture .The curriculum still focused on farm production rather than encompassing all segments of agricultural value chains, entrepreneurship, and agriculture business processing market. Agriculture forms the basic food security of every country .It contributes a large proportion of gross domestic product in many developing countries and is the source of income and subsistence for many of the poorest and most vulnerable individuals and households.

An assessment of energy use as a rural development strategy: the case of Chiwundura communal area, Zimbabwe

- Description: Households in Chiwundura Communal Area continue to depend on traditional biomass fuels, that is, fuelwood, agricultural residues and in some cases dung. This is despite the fact that grid electrification has been introduced in the communal area. A few households have been able to adopt the grid electrification whilst the rest remain rooted in the use of the inefficient and polluting traditional biomass. Some of those who have adopted the grid electricity only use it for lighting and entertainment whilst they continue to use fuelwood for cooking. A number of households that have connected to grid electricity have reverted to the use of the traditional biomass. This means that the generality of people in Chiwundura Communal Area continue to be subjected to energy poverty, which is a constrained access to modern energy services such as electricity. As a result these households will not be able to meet the millennium development goals among many other achievements. This state of affairs motivated the researcher to conduct this study. The study wanted to find out why the transition from traditional biomass energy forms to modern energy services was slow in Chiwundura Communal Area. The study also wanted to establish the factors that influenced household en ergy choices as well as establish the ways in which the traditional biomass energy forms had affected the livelihoods of households in the study area. In order to get information on the above mentioned questions, this study which was a case study of Chiwundura Communal Area utilised the triangulation of both qualitative and quantitative techniques. These methods were meant to complement each other and benefit from the strengths of each method. The study used questionnaires, interviews, observations, transect walks, focus group discussions and content analysis. The researcher spent up to three months in the study area so as to get first hand information on the issues under study. A total of 215 households and 106 school children were conveniently sampled to respond to the questionnaires whilst fifty household heads participated in the interviews. The study looked at three energy theories namely the energy ladder, the leapfrogging and the multiple fuels use models as well as consumption and decision making theories to open this discussion. The study made a number of critical findings. Firstly, there was very little transition as most households remained as users of biomass energy; hence they were at the lower rungs of the energy ladder. Those that had moved up the ladder tended to back switch to the use of fuelwood. This made them multiple fuel users. Generally fuelwood was the dominant source of energy as it was used mainly for cooking, space and water heating, space lighting and other domestic needs such as smoking meat. About 22% of all respondents were connected to the grid and used electricity mainly for lighting. Candles, paraffin, gensets and solar energy were part of the energy mix. It was established that income was the most important determinant in the energy choices made by the different households. Most of the households were peasant farmers who could not harvest excess crops for the market. A few households with members in paid employment or obtained remittances from relatives in South Africa or the Diaspora were able to get connected to the grid or could afford to purchase fuelwood from vendors. Households could not procure solar house systems as the start up costs were beyond their reach. Those who were able to acquire generators could not run them for many hours as they could not afford to refuel them regularly. Household characteristics such as age and education of household- head were also important factors. It was however established that cultural and traditional factors were as usual not given the attention they deserved yet they were very significant in determining the type of fuel a household chose. Food preparation and taste always played an important role in determining whether a household chose traditional fuels for certain cuisines. It was also realised that failure by numerous households in the study area to access modern energy sources meant that they could not attain the millennium development goals by 2015. They could not move out of abject poverty as they lacked irrigation schemes to assure them of food security. Universal access to education was affected by lack of light to use for studying and reading after hours. Adult education was also frustrated. The boy child was worst affected as he came to school late or at times missed school altogether collecting fuelwood for the household. In Chiwundura Communal Area men and boys were responsible for collecting fuelwood. This signified a shift in gender roles. Men and boys took it upon themselves to have these responsibilities as women and girls could not walk the long distances. The health of the household particularly women and children who spent several hours close to the fire was compromised as most huts were poorly ventilated. They therefore could not adequately deal with indoor air pollution challenges. Other MDGs were also likely not to be achieved by the families. The study also found out that men were not dictatorial in determining the fuel that a household used. Some form of democracy existed within homes and negotiations between husband and wife often took place away from the public domain. Oftentimes women often aped their colleagues who owned modern energy technologies within the villages; hence they pressurised their husbands to buy them SHSs and gensets. This was conspicuous consumption. The study established that there was need for modern energy in the study area. Grid electricity was not the panacea for this as it was beyond the reach of many. It was therefore important to look at renewable energy forms such as gel fuel, SHSs and biogas. It was also pertinent to educate and make households aware of dangers posed by indoor air pollution. The government and different stakeholders must give it equal importance and publicity as that given to HIV and AIDS as it kills several children annually. Housing interventions should be made so that households build huts with proper ventilation.

An assessment of public accountability mechanisms towards eradicating corruption in the Eastern Cape

- Description: The study critically examined the implementation of Public Accountability strategies and mechanisms: A case of Buffalo City Municipality. The problem statement gave emphases on the multiple cases drawn from stats reflected in domestic surveys that shows how corruption and maladministration have impacted the province negatively as well as the extreme poverty lines that dominate the communities in the republic and also the province. The New Public Management Theory was used to interpret the manner in which the participants were expected to give their views on leadership and accountability among others key issues. The objectives of the study were to; To assess the mechanisms implemented by Buffalo City Municipality., To explore the challenges affecting public accountability enforcement mechanisms in Buffalo City Municipality towards eradicating corruption, Determine the manner through which the Buffalo City Municipality can adopt tried and tested mechanism from Regional, national & international case studies on how to effective enforce public accountability for the sustainable management and curbing of corruption for effective and efficient service delivery and to recommend new mechanisms which Buffalo City Municipality can utilise in enforcing public accountability towards eradicating corruption in its institutions in order to encourage sustainable community development through service delivery. The study adopted a case study approach based on a mixed method paradigm where data was collected through a questionnaire, interviews and document analysis. Case studies are normally associated with qualitative research, but can also be used as a method of inquiry employing a positivist epistemology and ontology. A total sample of 50 participants was chosen through a non-probability sampling technique. The major findings of the study reflected that there is a huge break in communication between government and the citizens in the locality while also establishing that the mechanisms currently being used were only as good as the factors influencing their implementation among other issues. Major recommendations included community engagement, capacity building and skills development, retention and expansion, lack of resources, promote individual independence of the community and the enhancement the Public Participation Unit.

- Description: Tanzanians continue to demand improved performances and better-quality services from public organizations and the government at large. Since independence in 1961, the Tanzanian government continued to undertake a restructuring of different policies, laws and regulations in public services to improve performances and service delivery. Among the results of the restructuring was introduction of Performance Management System(PMS) across public organizations. The system meant to address and redress not only the concerns of the public on improved performances and better services, but also inculcate performance-oriented culture and accountability for results. Despite such efforts by the government, some of the problems existed before the introduction of PMS such as among others weak incentives and accountabilities, and management skills continue to impede issues of improved performance and service delivery in public organizations. It is from this context that the researcher was encouraged to research on issues of performance management system, highlighting specific areas of its effectiveness to improve performance, motivational factors, use of performance appraisal results on different decisions-making and factors for underperformances which affect organizational performances in public organizations. This study employed a mixed method research design involving both quantitative and qualitative strategies. For the qualitative strategy, data were gathered using in-depth interviews and document reviews; and for the quantitative strategy, questionnaires were used in which the relationship of different variables for the study were statistically analyzed using the SPSS Version 22. In the overall, the study evidences show a strong pressure of support at government level in terms of formulating policies, laws and regulations to back up performance management system to improve performance quality service delivery, but there is less support in public organizations levels. It became clear that many problems still make PMS effectiveness not pragmatic: Political interferences to management of public organizations, government bureaucratic procedures in amendments of outdated laws, inflexible scheme of services important for rewards and incentives and the use of manual voting system for good performances are among problems that the study identified. Furthermore, evidences have shown that a top-down management approach bottlenecks the overall implementation of performance enhancing tools for performance management system effectiveness. There is lack of workers’ participation and ownership of tools such as, strategic plans, client service charters and open performance reviews and appraisal system and the general system, and thus becoming hard to implement it in the public organizations. The study suggests practical initiatives by the government to establish highly strict quality service delivery satisfaction tracking system to allow both employees and citizens to evaluate internal and external performances of the public organizations. The findings upheld vulnerability of PMS to improve performance and service delivery, and therefore more attention and adherence to principles of performance management and laws that are biting to issues of underperformances are imperative.

- Description: The purpose of this study was to assess the needs of a mentoring model for public service Training Facilitators. The study followed a qualitative interpretive research design whereby semi-structured interviews were used to gain answers from the three constructs addressing the research questions. The results of an assessment that was conducted by the researcher in this study indicate that there is a lack of a mentoring programme for FHS Training Facilitators and that the development of competencies and skills for Training Facilitators through mentoring is non-existent. It was through the findings that the need of mentoring was envisaged, leading to the creation of a comprehensive mentoring model for Leadership Development training. Findings relating to questions regarding the purpose of mentoring, knowledge of presenting training programmes on Leadership Development and requisite competencies and professionalism of Training Facilitators indicate that there is need for a mentoring programme for Leadership Development training at FHS. This study is therefore significant in that a mentoring model has been developed. The study is a new line of inquiry and will make an original contribution to literature on mentoring, proactive training methods and Leadership Development. There is little known on proactive training methods for Millenials on Leadership Development both in South Africa and internationally. This study had a bias towards the qualitative approach. It was conducted in the Eastern Cape Province. For this research, respondents were only Training Facilitators at FHS. The empirical study was limited to male or female Training Facilitators working for FHS and Training Facilitators who have worked for FHS for at least more than a year. The Management of FHS and administration staff members were excluded from the study since the study included only Training Facilitators from the Human Capital Training and Development Unit at FHS. The main focus of the study is mentoring, and does not include related aspects, such as career coaching, executive coaching, action learning and learnerships.

- Description: The study assessed the role of guidance and counselling in promoting learner discipline in secondary schools in the Oshikoto region of Namibia. The study used the mixed methods approach, which resulted in providing qualitative and quantitative data to provide an understanding of the problem. The instruments for data collection were questionnaires for principals, teachers, teacher counsellors and learners, as well as one-on-one interviews with learners. Thirty-one (31) principals, ninety-eight (98) teachers, thirty-seven (37) teacher counsellors and four hundred and eighty-nine (489) learners participated in the study. Results from the questionnaires were analysed by using descriptive statistics in the form of frequencies and percentages. Data presentation took the form of tables and bar graphs. Qualitative data collected from interviews were transcribed and put into themes and categories. The study revealed that schools experienced a wide range of disciplinary problems. It was further revealed that learners are affected by issues emanating from the environment, namely, schools and societies which influence their behaviour negatively. The principals and teachers believe that exclusionary and punitive methods are effective in managing learner indiscipline, while teacher counsellors and learners were against the use of such methods. In addition, principals, teachers and teacher counsellors all have a major role to play in maintaining discipline in schools through guidance and counselling. Suggestions were thus made to strengthen the use of guidance and counselling in promoting learner discipline in secondary schools by: improving training for teacher counsellors/Life Skills teachers in guidance and counselling, sensitisation of school managers about the roles and responsibilities of teacher counsellors, including the role played by teacher counsellors in learner discipline, improved leadership from school principals, strengthening the co-ordination and communication among the school personnel, and by strengthening the referral system from teachers to teacher counsellors and from teacher counsellors to outside agencies. It was recommended that the use of guidance and counselling in promoting learner discipline would be strengthened if teacher counsellors’ training is improved, school principals are sensitised on the roles of teacher counsellors, including their role in learner discipline as well as improved co-ordination and communication among school personnel regarding learner discipline. The study further recommended that the referral system of learners experiencing problems from teachers to teacher counsellors and from teacher counsellors to outside agencies should be strengthened.

- Description: At the core of this study is the quest to understand the role leaders play in the successful implementation of performance management in the Eastern Cape municipalities, in the Republic of South Africa. Among the triggers for the study, was the Auditor-General’s lamentation that leaders did not set the correct tone by implementing sound performance management processes, evaluating and monitoring performance in the South African municipalities. He attributed this failure, inter alia, to the lack of employees’ and leadership commitment to the sound implementation of performance management. In an attempt to gain a deeper understanding and possibly respond to the Auditor-Generals’ concern, the researcher sought: To assess the role of leadership and ascertain the extent to which the identified leadership roles were demonstrated in the successful implementation of performance management in the Eastern Cape District Municipalities. Following a review of literature and the conducting of a mixed-methods, empirical study, numerous revelations and findings were made, among which were that, the literature on the leadership-performance link continued to be fragmented and lacking in uniformly defining the concepts, let alone the link between leadership and performance. Because of the multi-dimensionality and the multi-faceted nature of the leadership concept, there still existed a need for more detailed studies on the nature of the leadership-performance link. The eight roles of innovator, broker, producer, director, coordinator, monitor, facilitator and mentor suggested by Quinn, do not provide an exhaustive list of roles, although they provide a starting point on which leader capacitation could be anchored. Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

- Description: Inclusive education has become a global trend in the 21st century and is seen as a way of addressing barriers to learning for children with diverse backgrounds, needs, abilities and learning styles. The key to the success of the implementation of inclusive education lies in teacher education as this is where teachers are trained. Teacher education is thus expected to equip pre-service teacher trainees with relevant and effective strategies to enable them to implement inclusive education effectively in the schools in response to learner diversity. This study therefore focused on assessing the strategies for implementing inclusive education that teacher educators equip their pre-service trainees with in the primary teacher training colleges in Zimbabwe. The research was grounded in the pragmatist paradigm and the mixed method approach was employed. Data were collected from two primary teacher training colleges in Zimbabwe and in primary schools in the Harare Metropolitan Province. The participants were lecturers (teacher educators), pre-service trainees in the final phase of the course and qualified teachers who trained with the two colleges and are teaching in the Mbare-Hatfield District of the Harare Metropolitan Province. The study found out that most of the lecturers, pre-service teacher trainees and qualified teachers knew about inclusive education although some had a narrow view of the extent to which learner diversity entails. Therefore, this could affect the way these educators perceive inclusive teaching strategies in the implementation of inclusive education. The main finding was that the teaching strategies that pre-service trainees were equipped with were not quite effective for inclusive classrooms. The study also unveiled that lecturers in the primary teacher training colleges were aware of different teaching strategies with which pre-service trainees can be equipped and exposed to in order for effective teaching and learning to take place. They, however, did not differentiate between those strategies for regular classes and those for inclusive ones. Although the lecturers were aware of inclusive teaching strategies, they did not do much to equip their trainees with these due to challenges which include lack of coordinated programmes in lecturing in the different subject areas; lack of integration in topics taught in the different subject areas; loaded timetables in the teacher education curriculum; the nature of the teacher education curriculum which is not flexible as it focuses on examinations; inadequate resources and high lecturer-student ratio in the colleges; and high teacher-pupil ratio in the primary schools where the pre-service trainees do their teaching practice. The researcher made some recommendations from the conclusions drawn from the research findings. The recommendations included that there is need for adequate teacher preparation and training to enable teachers to be flexible, accommodative and reflective in their practice in terms of employing teaching strategies. The researcher also recommended a review of the primary teacher education curriculum in its entirety to accommodate fully the teaching of inclusive education.

- Description: The study sought to assess the role of Life Orientation teachers in promoting Career Guidance and Counselling for learners in secondary schools, and to establish strategies that can be implemented to improve their practice. The study followed a qualitative approach with case-study research design. The population consisted of Life Orientation teachers and learners from secondary schools. Purposive sampling was used to select 18 Life Orientation teachers who are teaching the subject in six secondary schools. A total number of 12 learners from Grade 10- 12 were selected to participate in the study. The study employed three data collection instruments; namely, one-on-one interviews, focus group discussions and questaviews. Data were categorised into themes, analysed and discussed accordingly. A number of findings emanated from the study. Life Orientation teachers understand their role but despite their understanding of such roles, they lack the necessary skills to fully equip learners with relevant knowledge so that they are able to choose careers that match with their subjects of specialization. The study revealed that Life Orientation teachers experience challenges, lack of training, lack of support by different stakeholders, the negative attitude towards the subject by both learners and Life Orientation teachers, the shortage of Life Orientation teachers, the subject is not valued like other subjects, poor parental involvement by parents and constant rotation of Life Orientation teachers. As a result, learners were not fully equipped in terms of knowledge and skills to choose the right subjects for specific careers and instead, some relied on their intuition while others relied on their peers. The study recommended that the Department of the Basic Education should appoint competent staff to address the unique academic/educational, psycho-social and career/vocational problems faced by learners in school, and for them to train the Life Orientation teachers as well. The subject should be taught by permanently by qualified teachers without being shifted to other subjects and to ensure that such teachers gain experience in the subject. This would add status and value to the subject.

An evaluation of the implementation of the South African Police Service Sector policing in the Eastern Cape

- Description: This study focussed on the evaluation of the implementation of the South African Police Service sector policing in the Eastern Cape province of South Africa. A mixed methods approach was used to gather, collect and analyse data for this study. The data were collected through semi-structured in-depth interviews, focus groups discussions and a survey. The quantitative approach dominated in data collection, whilst the qualitative approach was used to corroborate the quantitative findings. For the quantitative approach, 265 questionnaires were administered to 121 volunteer participants targeting the station commanders, cluster commanders and sector commanders. A hundred and forty questionnaires were also administered to the Sector Crime Forum chairpersons who were selected using simple random sampling from 32 police stations. The sector commanders were used for in depth interviews. The rationale behind was that the sector commanders are playing a key role in the implementation of sector policing. Simple random sampling was used to select the participants. The study area was in the Eastern Cape, where the research sample and participants were drawn. The findings of the study indicated that although sector policing minimum standards have been achieved by many stations, the study found out that there are some stations that have not yet attained the policy goals in terms of optimal implementation of sector policing in the Eastern Cape Province. The study established that the farm and rural and remote police stations were not complying with the minimum standards laid down in the National Instruction 3/2009. The problem of non-compliance emanates from the shortages of resources. Further findings on this study were based on the experiences and challenges of the implementers of sector policing. The study found that there were challenges confronted by them in the implementation process. Although some of the participants were indicating their enjoying working closely with their communities, there were some major challenges that they experienced in the process of executing their duties. The results of the study indicate that resources were not adequate to ensure that this new policing strategy is properly executed. Another important finding which was identified by the study was the fact that sector policing, as a new policing strategy, was not adequately communicated and marketed for it to be accepted and to for it to achieve the necessary buy in from stakeholders. The study further established that training, development and capacity building were lacking to capacitate the implementers of the new policing strategy. Further, sector to sector collaboration was identified as another challenge by the study. Team work was very much limited. The study further revealed that command and control was not enhanced by the sector commanders in their sectors. The sector patrol reports were not available in the files and AVL reports were also not retrieved and monitored. The factors highlighted above have a negative bearing on the reduction of crime. Poor police visibility and stakeholder participation in crime prevention programmes are not reducing crime.

- Description: Although the issue of leadership is a sensitive subject especially when dealt with it in the context of State Owned Entities operations, avoiding the need to highlight the seriousness of plights and challenges hampering adequate development of current and prospective leaders may be regarded as an act of ignorance. It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

- Description: The majority of SMEs have adopted the use of information communication and technology (ICT) services. However, this has exposed their systems to new internal and external security vulnerabilities. These SMEs seem more concerned with external threat related vulnerabilities rather than those from internal threats, although researchers and industry are suggesting a substantial proportion of security incidents to be originating from insiders. Internal threat is often addressed by, firstly, a security policy in order to direct activities and, secondly, organisational information security training and awareness programmes. These two approaches aim to ensure that employees are proficient in their roles and that they know how to carry out their responsibilities securely. There has been a significant amount of research conducted to ensure that information security programmes communicate the information security policy effectively and reinforce sound security practice. However, an assessment of the genuine effectiveness of such programmes is seldom carried out. The purposes of this research study were, firstly, to highlight the flaws in assessing behavioural intentions and equating such behavioural intentions with actual behaviours in information security; secondly, to present an information security policy compliance reinforcement and assessment framework which assists in promoting the conversion of intentions into actual behaviours and in assessing the behavioural change. The approach used was based on the Theory of Planned Behaviour, knowledge, attitude and behaviour theory and Deterrence Theory. Expert review and action research methods were used to validate and refine the framework. The action research was rigorously conducted in four iterations at an SME in South Africa and involved 30 participating employees. The main findings of the study revealed that even though employees may have been well trained and are aware of information security good practice, they may be either unable or unwilling to comply with such practice. The findings of the study also revealed that awareness drives which lead to secure behavioural intents are merely a first step in information security compliance. The study found that not all behavioural intentions converted to actual secure behaviours and only 64% converted. However, deterrence using rewards for good behaviour and punishment for undesirable behaviour was able to increase the conversion by 21%.
