- Description: The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

- Description: Local Economic Development (LED) is an applied economic development strategy which seeks to address site-specific needs through locally appropriate solutions. In this thesis, the faith being accorded to the potential of LED in South Africa is critically examined. The study is based on a detailed examination of the experience of regional development and several emerging cases of LED in the Eastern Cape Province of South Africa. High levels of poverty and unemployment necessitate and justify innovative approaches to address such problems. The thesis examines the potential of LED strategies and identifies applied policy guidelines which can help address the Province's development needs. The theoretical framework of this research is based on a critical examination of international and South African literature dealing with development issues, LED and localities theory. A detailed documentary examination of early LED endeavours and the experience of regional development in the present century was undertaken. Results suggest that LED is not a new concept and that regional development, through its political bias, achieved only limited success. Contemporary examples of LED were identified and examined through detailed site-specific investigations. This was carried out through the use of semistructured interviews supplemented by participatory rural appraisal and questionnaire surveys which served as a means to triangulate the results. The research findings indicate that regional development, as applied in the study area, did not lead to the establishment of a permanent industrial base. In terms of the concept of LED, it is apparent that it has allowed for socio-political empowerment but has only improved economic conditions in the more well-endowed case-studies. In these areas, positive antecedent conditions and the key role played by community supportive nongovernmental organizations is apparent. Despite the limited degree of success which many initiatives attain, the thesis regards LED as a development alternative for areas which are unlikely to draw in external investment. Some of the key contributions of the thesis include the advancement of a refined typology of LED, the development of a research schedule to investigate and assess LED initiatives and the postulation of appropriate development guidelines and theoretical constructs.

- Description: This thesis provides a provincial perspective on the limits of policy challenge within the post-apartheid South African state. This perspective is located in the Eastern Cape Province of South Africa, which is one of the poorest of the nine provinces into which the national territory was divided during the constitutional negotiations prior to the landmark democratic elections of 1994. The empirical foundation for this perspective is an analysis of the process of developing the Eastern Cape Provincial Growth and Development Plan 2004-2014 (PGDP), which took place in 2002-2004. Starting with a broader theoretical discussion, followed by a brief contextual analysis of the South African economy, the structure of the post-apartheid South African state, and key growth and development policies, the more detailed engagement with the PGDP process is undertaken. Drawing on Jessop’s (2008) strategic-relational approach, this thesis argues that the PGDP process arose within a particular spatio-temporal context where new opportunities for policy challenge were possible, but that such challenge had to be negotiated on a strategically selective terrain on which that challenge was neutralised. The PGDP process unfolded as a complex dialectic of agency and a range of path-dependent institutional processes with varying temporal and spatial horizons (cf. Pierson, 2004, 2005) in which no particular outcomes were guaranteed, but in terms of which some outcomes were more likely than others. Although the organisation of state power was expressed in the content of the PGDP, that power had to be understood as fractured across a range of state and non-state institutions, but with the state as the primary site of the contingent organisation of power. The provincial sphere of government faces particular constraints with the South African state, which has implications for its policy scope and the possibilities of policy challenge, even where wider social support is achieved.

- Description: The study set out to establish the effects of CBO’s programmes on poverty eradication in Dutywa Mbhashe Local Municipality, Eastern Cape Province. Poverty is rife in rural areas of Dutywa and community. Community members suffer from both absolute to relative poverty. Community organizations, especially in developing countries, have strengthened the view that these bottom-up organizations are more effective in addressing local needs than larger charitable organizations. This study was done through the reviewing of the implementation of early childhood development programmes, family preservation programmes, victim Empowerment programmes, home community based care programmes (HIV/AIDS), as well as care and support to older person’s programmes by community based organizations with the aim of alleviating poverty. The selection of the district and CBOs was done purposively and data was gathered through focus group discussions, structured and unstructured interviews. Purposive sampling technique was also used in selecting participants who took part in the study. Data analysis was carried out through charts, frequency tables and percentages. Qualitative analysis was carried out through establishing the emerging themes and comparing responses in order to check the validity of the data collected. Quantitative analysis was done through the application of the Statistical Package for Social Science (S.P.S.S). Two objectives were quantitatively analysed and two objectives were qualitatively analysed. The findings revealed that the programmes rendered by the CBOs were effective in the fight against poverty in Mbhashe, Dutywa and it was recommended that there should be an effective monitoring and evaluation of community development programmes and identification of sources of support most especially local sources. It was also recommended that community programme should be aligned with the community cultures.

- Description: Second economy people in developing countries are people living in communities that are underserved in terms of basic amenities and social services. Due to literacy challenges and user accessibility problems in rural communities, it is often difficult to design user interfaces that conform to the capabilities and cultural experiences of low-literacy rural community users. Rural community users are technologically illiterate and lack the knowledge of the potential of information and communication technologies. In order to embrace new technology, users will need to perceive the user interface and application as useful and easy to interact with. This requires proper understanding of the users and their socio-cultural environment. This will enable the interfaces and interactions to conform to their behaviours, motivations as well as cultural experiences and preferences and thus enhance usability and user experience. Mobile phones have the potential to increase access to information and provide a platform for economic development in rural communities. Rural communities have economic potential in terms of agriculture and micro-enterprises. Information technology can be used to enhance socio-economic activities and improve rural livelihood. We conducted a study to design user interfaces for a mobile commerce application for micro-entrepreneurs in a rural community in South Africa. The aim of the study was to design mobile interfaces and interaction techniques that are easy to use and meet the cultural preferences and experiences of users who have little to no previous experience of mobile commerce technology. And also to explore the potentials of information technologies rural community users, and bring mobile added value services to rural micro-entrepreneurs. We applied a user-centred design approach in Dwesa community and used qualitative and quantitative research methods to collect data for the design of the user interfaces (graphic user interface and voice user interface) and mobile commerce application. We identified and used several interface elements to design and finally evaluate the graphical user interface. The statistics analysis of the evaluation results show that the users in the community have positive perception of the usefulness of the application, the ease of use and intention to use the application. Community users with no prior experience with this technology were able to learn and understand the interface, recorded minimum errors and a high level of v precision during task performance when they interacted with the shop-owner graphic user interface. The voice user interface designed in this study consists of two flavours (dual tone multi-frequency input and voice input) for rural users. The evaluation results show that community users recorded higher tasks successes and minimum errors with the dual tone multi-frequency input interface than the voice only input interface. Also, a higher percentage of users prefer the dual tone multi-frequency input interface. The t-Test statistical analysis performed on the tasks completion times and error rate show that there was significant statistical difference between the dual tone multi-frequency input interface and the voice input interface. The interfaces were easy to learn, understand and use. Properly designed user interfaces that meet the experience and capabilities of low-literacy users in rural areas will improve usability and users‟ experiences. Adaptation of interfaces to users‟ culture and preferences will enhance information services accessibility among different user groups in different regions. This will promote technology acceptance in rural communities for socio-economic benefits. The user interfaces presented in this study can be adapted to different cultures to provide similar services for marginalised communities in developing countries

- Description: The study investigated the role of local economic development in job creation in the Dimbaza Township. Despite a plethora of policy provisions to give strategic direction for the implementation of local economic development in the Republic of South Africa, in the general and local government spheres in particular, local economic development has not benefited local people in terms of creating job opportunities as envisaged. The study consulted the legislative framework governing local economic development (LED) in the Republic of South Africa, investigated the implementation of LED and how it benefited local citizens as well as the cause of failure of the LED intervention strategies, and also provided recommendation to enhance the implementation of local economic development. Scholarly articles provided valuable insights on the centrality of local economic development in socio-economic development. A qualitative approach was used to enable the researcher to explain local economic development and show how it influenced job creation and well-being of the local citizens of the Dimbaza Township. Purposive sampling was chosen as the method to select cases that were informative for this study and to create an understanding of the research problem. Respondents mainly included the ward committee members and ward councillors, who are instrumental in the implementation of local economic development in their respective wards. Self-administered interviewing schedules were used to glean information and to obtain the views, opinions and ideas about the extent of the challenges regarding the topic of discussion. The study found that, despite policy interventions on LED, unemployment levels remained persistently high due to the poor conceptualisation and understanding of LED, the lack of adequate funding and support and the reduction of LED stature from job creation to poverty alleviation projects. Based on the above findings, the study recommended the following: (a) institutionalisation of LED, (b) strengthening intergovernmental cooperation and partnerships, (c) development of a coherent LED strategy, (d) improving stakeholder capacity and participation so that intervention strategies are not externally imposed, (e) strengthening accountability and responsibility, (f) provision of adequate funding for LED interventions, and (g) the establishment of a local economic development agency (LEDA).

- Description: The participation of communities and community organizations in Municipal governance is set in terms of the law as a mechanism to deepen democracy. Municipalities are required to develop a culture of governance that complements representative democracy with community participation. However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

- Description: Twenty-three years into our new democracy the government is still to address the challenges of insecure land tenure in one of the former Bantustans, Transkei. South Africa still has a dual system of land rights, although addressing land rights and accessing land is a constitutional imperative. The study examines the state of communal land and the extent to which unresolved communal land affects development of the area. The study also examines how insecure tenure in communal land can be an impediment to development to some extent. The key research question, which underpins the study, relates to the absence of legislation that deals with securing the land rights of the people in the rural areas: Can South Africa, as a unitary state, continue to have a dual system of tenure rights. What is the cost of the delay in taking the correct decisions of securing tenure rights for people in the communal areas. The antithesis of having people with uncertain land rights in the communal areas, while people in the urban areas have land rights that are legally recognized, is a cause for concern in a new democratic dispensation. The aim of the study is to assess how unresolved land tenure has affected development in the former Transkei. The government is addressing the matter albeit not much progress has been made to this day. Finally, the importance of securing land tenure rights for communities in the former Transkei will go a long way in addressing the legacy of apartheid, the land question. Securing communal land rights will also go a long way in addressing problems associated with development of this land.

- Description: In South Africa, since 1994 when democratic government came into power, the issue of development was raised as one of the priorities of government. Government promised citizens livelihoods to be improved through quality, effective and efficient services. Rural development was identified as one priorities of government to ensure better life for all the citizens. The issue of rural development was still a challenge in South Africa especially in the Eastern Cape Province. Amahlathi local municipality is not an exception from these challenges. Transformation of rural communities in this area through rural development is very slow. It is quite evident that although rural development was a priority initiative this municipality is still facing challenges. There are factors and constraints inhibiting rural development. The primary objective of this research was to obtain a better understanding of poverty and development in rural areas and also to identify the underlying factors and challenges inhibiting rural development. The study had three objectives. The first objective was to identify factors inhibiting rural development in the Amahlathi Local Municipality; the second objective was to identify the constraints on economic activities in Amahlathi Municipality. The third objective was to ascertain what has been done to address the needs of rural people in Amahlathi Local Municipality by agents of development, such as government and non-governmental organisations. The study employed a qualitative approach for an in-depth understanding and verification. Source of documents included academic and non -academic books, journal articles published and unpublished dissertations, official documents of the government and the magazines and the internet were used as sources of secondary data. The main finding in terms of the research objective is that there a number of factors inhibiting rural development include lack of basic infrastructure, lack of access to markets, low employment, and training and capacity building. Infrastructure such as roads, transport and irrigation is crucial for improving and stabilising the livelihoods of rural households and providing access to markets and key social services in the Amahlathi Municipality. The recommends that a serious interventions by the states should be employed and also has to encourage investment in infrastructure using labour-intensive methods to reduce service backlogs in underserviced areas in Amahlathi. Government has to develop service-improvement programmes that generate income and employment in order to reduce poverty in Amahlathi Municipality. This includes empowerment of people.

- Description: This study is about the analysis of Community Participation in Local Government Integrated Development Planning with reference to Sabata Dalindyebo Local Municipality. The focus on the study was on full participation of community in the IDP processes. This report presents the findings of a study conducted to identify the strategies and consultation structures used in the development of IDP processes, together with the measures of effectiveness of these strategies. This study was triggered by the non attendance of the communities in the IDP road shows, the complaints of non service delivery and little understanding of the IDP concept. The results of this study show that the communities do not fully participate in their development planning processes. The communities do not understand the purpose and existence of IDP document. The researcher hopes that this study will sensitize the community to participate in the affairs of their development that will change the quality of their lives. King Sabata Dalindyebo Local Municipality should improve their strategies and consultation structures in their IDP processes.

- Description: The broad objective of the study is to investigate the impact of Land and Agrarian reforms on poverty alleviation in Joubertina. Purposive sampling method (non-probability sampling) was carried out mainly on two groups of people, land reform beneficiary in Jay Dee Rovon and non-beneficiary in Mon Desire. Moreover, the stratified random sampling method was also applied in Jay Dee Rovon to choose a sample of 60 households from 129 land reform beneficiaries in Jay Dee Rovon and simple random sample of 60 applied to Mon Desire household subsistence. Binary Logistic Regression model was used to test factors that influenced beneficiary on level of production. Results indicated that age and farming experience were significant variables. Age had a negative coefficient value, meaning an increase in age was less likely to cause beneficiary to produce at commercial level. Descriptive statistics revealed that farming activities in the study areas seems to be performed mostly by relatively medium age people followed by younger people and lastly by the older people. Moreover, farming experience with positive coefficient revealed that it is highly likely to influence the beneficiary to produce at commercial for marketing. The older the farmer the more the experience s/he had in farming activities. However, descriptive revealed, medium and young age people with little knowledge tend to be more active than older people on farming activities but on the other hand they are more capable of carrying out physical activities. The results revealed that land reform beneficiaries likely to influence the level of production for marketing while non-beneficiaries produce for home consumption and little for sale in local market. An improvement on yield results an increase on income and thus leading to a change in ownership of household’s durable assets. An increase in yield also indirectly results employment recreation, increasing real wage and improve farm income thus leading to poverty reduction in JDR as compare to MD. The study recommends that the government should also assist non-beneficiaries in MD with agricultural infrastructure to improve their level of production and food security at household level.

The study articulated the background of municipal planning in terms of the provisions of enabling pieces of legislation. It further provided a conceptual and theoretical framework for integrated development planning within the local government sphere. The literature raised critical issues revolving around the importance of the district municipality in achieving congruence of development plans of the district and those of its local municipalities. The data was collected using a combination of qualitative and quantitative approaches, to realize the objectives of the research study. The methods used to collect data included, document study, interviews, observation, and questionnaires. The study findings showed that, there is a lot of planning efforts put into achieving alignment of the IDPs of the District and local municipalities under it. The study concluded that, with this good planning by the district municipality a correlating hands on support and monitoring by the municipal unit needs to be firmed up. The recommendations are an evidence that there are processes deliberately put in place by the District municipality to ensure alignment between the IDP of the District and those of its Local Municipalities.

- Description: The study explores the suitability of the evaluation criteria used in Microprojects Programme Trust (MPT), by looking at hard and soft components of the development programme. In this sense hard components of development refer to those components of projects that are tangible and can be physically observed and can bring material changes to the life of the community. Soft components of development refer to those components of projects that bring qualitative transformation to the life of the community, i.e. increased levels of awareness, human well-being and the empowerment process that addresses the community's abstract needs, these are not tangible and often cannot be physically observed. Midway through its contract periods MPT evaluate all projects. The purpose of these mid term evaluations is to make recommendations to MPT on future approaches and methodology for community development and operations. The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves. It is strongly believed that this study will provide a valuable contribution towards increasing the ability of MPT programme to bring about both material and qualitative transformation to the I ives of the disadvantaged community of the Eastern Cape whilst ensuring that the mid-term evaluations are developed and shaped to become an appropriate instrument to measure and guide MPT programme approach to community development.

- Description: Rural Internet connectivity projects aimed at bridging the digital divide have mushroomed across many developing countries. Most of the projects are deployed as community centred projects. In most of the cases the initial deployment of these projects is funded by governments, multilateral institutions and non-governmental organizations. After the initial deployment, financial sustainability remains one of the greatest challenges facing these projects. In the light of this, externally funded ICT4D interventions should just be used for “bootstrapping” purposes. The communities should be “groomed” to take care of and sustain these projects, eliminating as soon as possible a dependency on external funding. This master thesis presents the design and the implementation of a generic architecture for the management of the costs associated with running a computer network connected to the Internet, The proposed system, called the Network Revenue Management System, enables a network to generate revenue, by charging users for the utilization of network resources. The novelty of the system resides in its flexibility and adaptability, which allow the exploration of both conventional and non-conventional billing options, via the use of suitable ‘adapters’. The final goal of the exploration made possible by this system is the establishment of what is regarded as equitable charging in rural, marginalized communities - such as the community in Dwesa, South Africa.

- Description: People have their own different understanding of the meaning of participation. Thus cannot put one meaning to participation. As a woman who grew up in the rural areas for most of my life, I have witnessed the problems in most of the rural development projects. I have first ‐ hand experience of how the unavailability of these projects has affected the rural communities at large, at the same time, I have witnessed how those who have managed to get some of these projects started have benefitted more ways than one way in these rural development projects. Some of these projects have become a success and some have failed dismally. What contributed to the success or failure of these very important projects needs to be examined. More importantly, the level of community participation needs to be evaluated. Relatively few studies have been conducted to evaluate community participation in rural development projects. Some, if not most of the remote villages in the Eastern Cape Province are still without those basic necessities the government has promised, such as the building of houses and provision of clean water. Another sad story is that not enough is done to educate and empower rural communities about their basic rights and needs. Hence, one of the focal points to the study is to scrutinize the level of participation of the community, as some may be suffering from ignorance, apathy and lack of motivation. to scrutinize their level of participation (community participation). Community capacity-building in question? : finding a "missing" variable in the integrated development planning process in Berlin, Eastern Cape, South Africa

- Description: This study explored the measures adopted by Buffalo City Metropolitan Municipality for capacity building of rural community members to participate effectively in the Integrated Developmental Planning (IDP) process. Focus was on the rural areas of Berlin. Existing studies suggest that, due to low literacy levels and lack of knowledge and understanding about local government issues and the benefits of participation, rural residents have little knowledge of their rights, roles and responsibilities in the IDP process, and do not know the structures designed to enhance participation. The present study was conducted against this backdrop. A mixed-methods research approach was employed, utilising quantitative and qualitative research techniques. A survey was conducted with members of four rural villages in Berlin in the Buffalo City Metropolitan Municipality, Eastern Cape, South Africa. Questionnaires, with open and close-ended questions, were utilised, while in-depth interviews were conducted with IDP officials at Buffalo City Metropolitan Municipality. The findings show that, while the Municipality did have community capacity-building measures in place; these were more about building the capacity of local government councillors and other local government officials and not rural community members. Whereas the municipality believed the capacity building of councillors would translate to building the capacity of rural community members, capacity building of rural community members did not happen. Community members appeared not to understand the IDP process, an indication that whatever capacity-building measures were targeted at them had no real effect in terms of engendering meaningful participation.

- Description: This study investigated the challenges faced by the Masizame Bakery as a cooperative in Steynsburg. The co-operative sector, tracing back to the 1800s, has become recognised as a key vehicle for community development and poverty alleviation. According to the Department of Trade and Industry (2012), international practices show that countries which have achieved economic development also have a vibrant and a dynamic co-operative sector, contributing substantially to the growth of their economies. The sector’s international success and foundations in agriculture have found resonance with the post-apartheid government in achieving social transformation and alleviating poverty in South Africa. The co-operative model in South Africa proved a success during the apartheid era in the agricultural sector with a turnover of about R22.5 billion. Post-1994 the government hopes to achieve the same level of success through the sector to transform the country’s socio-economic landscape. The co-operative sector’s principles of self-help and self-reliance have become synonymous with democratic South Africa’s government plea to active citizenry in development – Vuku’zenzele. Some South Africans have responded to this call to change their economic conditions through co-operatives. However, investment in the co-operative sector has found varying degrees of success and failure across South Africa’s provinces, with the Northern Cape, the Eastern Cape, and Free State experiencing the highest mortality rates. The areas’ rural hinterland has been attributed to this high failure rate, thus posing the need to investigate the challenges faced by co-ops in small towns such as Steynsburg. The study provides an overview of the sector’s history, including its growth in countries across the world. The role of co-ops in poverty alleviation has also been discussed. This role was interrogated in discussions held through interviews and focus groups with both members of the Masizame Bakery and other projects in the area, including public officials involved in both community.

- Description: Planning for economic development at the local level has become increasingly important in many countries of the world. South Africa is no exception and has had the local focus entrenched through constitutional provisions for developmental local government. This developmental approach has been intimately linked to, and influenced by, the broader legislative, policy and planning context within which the development challenges of post-Apartheid South Africa have been addressed. It has also been implemented in a context of far-reaching transformation of public institutions aimed, in the final analysis, at the effective functioning of three spheres of government. In this thesis, the Mbashe Local Municipal area is used as a case study for an examination of the linkages between economic development planning at the local, provincial and national levels. It is not a case study in the sense that an in-depth analysis of practice is undertaken; it is used rather as a lens through which the economic development planning activities of the three spheres of government are viewed. Its value as a lens lies in its location in the former Transkei, which is characterised by high levels of unemployment and poverty and low levels of service infrastructure, and in its status as one of the newly demarcated local municipalities in South Africa. Mbashe is a pilot site of the Promotion of Rural Livelihoods Programme, which has been linked to the Eastern Cape Province's Integrated Sustainable Rural Development Programme. It also includes one of the nodes of the Wild Coast Spatial Development Initiative, which has, since 1998, been promoted as a vehicle for economic development in the former Transkei. Research comprised extensive documentary research, individual interviews with key role players in the Mbashe Local Municipality, the Promotion of Rural Livelihoods Programme and the Wild Coast Spatial Development Initiative, and a group interview with members of the Local Economic Development Sub-Committee of the Mbashe Local Municipal Council. An attempt was made to understand the complex layers of policy and planning frameworks that guide planning at the national and provincial levels and within which local level economic development is situated, and to explore the responses that have been forged by agents within the Mbashe area. Key in this endeavour has been the initiatives developed under the guidance of the Mbashe Local Economic Development Sub-Committee. It is argued that the severe resource constraints faced within Mbashe, combined with limited knowledge of and participation in larger planning and resource mobilisation frameworks, lock Local Economic Development within the top-down and investmentled approaches, rather than the more integrated approach that is promoted in terms of legislation and that is required if poverty is to be addressed successfully. The limitations on state fiscal expenditure and the market-led approach to service provision and economic development, implemented in terms of South Africa's macroeconomic framework, combined with limited synchronisation of planning cycles in which integrated development planning at the local level is privileged, leave little scope for endogenous economic development at local level. There is scope for creative engagement with the interlocking local, provincial, national and continental economies by actively shifting resources in support of integrated, endogenous approaches. Such approaches could serve as counter-narratives to the dominance of neoliberalism and allow for the establishment of local economic development practice that addresses the needs of the poor and that builds integrated local economies under the control of democratic institutions. It is only with such a shifting of approach that economic development within Mbashe will shift the structural conditions that lock it into economic dependence and poverty.

- Description: Income-generating projects represent one strategy adopted by the Department of Social Development to alleviate poverty. This study assessed the impact of income-generating projects funded by the department of social development in Uitenhage, Eastern Cape. The study is based on five specific objectives which sought to: assess the effectiveness of income-generating projects in Uitenhage; evaluate the formulation, implementation and overall management of income-generating projects by the Department of Social Development; 3)determine the involvement of the beneficiaries in improving their welfare; assess the roleplayed by the Department of Social Development in capacitating the project; and examine the possible challenges that the projects face that hinder them from achieving the alleviation of poverty. A sample of 22 people was selected to represent the income-generating projects members population. Non-probability sampling techniques were used in choosing the sample. Specifically, purposive sampling was one of the non-probability techniques used to ensure that all the projects were included in the research. Data were collected using questionnaires. The collected data were analyzed by using the documentation method. The result from this study showed that there are different income-generating activities and that all have need for regular monitoring and evaluation visits from officials from the Department. Project members also need training in financial management so that they do not mismanage their project finances. The research findings further indicated, clearly, that strategies currently used by the Department are not effective enough to achieve the desired goals of poverty alleviation.
