- Description: The neo-liberal restructuring of state assets and facilities, which has taken place internationally over the past three decades, as well as in South Africa, has been a matter of great controversy. Privatisation, in particular, has been a polarising issue, especially when applied to fields like healthcare. Supporters of privatisation view it as cutting costs, mobilising funding, expertise and innovation, resulting in improved delivery, and opening possibilities for a spread of ownership. Critics claim the process involves retrenchments, declining services for the (poorer) majority of people, and a focus on the elites as citizens become transformed into customers, and with any economic empowerment going to the already prosperous. This thesis examines these issues by looking at the privatisation of hospitals in South Africa, with a case study of the Netcare-Settlers Public Private Partnership (PPP) (also known as the Settlers Private Hospital) in Grahamstown, South Africa. Netcare is South Africa’s largest private hospital company, and also has substantial operations in the United Kingdom. The thesis sets out the context: a highly inequitable healthcare system in the country, the rise of privatisation in the apartheid and post-apartheid eras, and healthcare privatisation. In terms of the Netcare-Settlers PPP, the thesis examines how the PPP was structured and developed, focusing on the impact of the PPP on non-clinical operations. The thesis argues that the results of the PPP are mixed, that it has greatly improved areas like facilities, maintenance, cleaning and catering, performed less well in increasing the doctor/ patient ratio or in attracting specialists, and is associated with the widespread and problematic use of outsourcing of service workers like cleaners and security. Overall, the PPP has improved healthcare, with some effective sharing of resources between the public and private parts of the hospital, but also relies on a pool of relatively low waged, under-unionised, labour. In terms of the general debate over privatisation, the Netcare-Settlers PPP shows that both supporters and critics have some valid points, and that privatisation in practice is not an either/ or, black/ white, good/ bad proposition, but something more complex. The success and failure of PPPs depend on the details of the contracts, and these can be used to maximise the performance of both the public and private partners. Better contracts may help avoid the uneven results seen at institutions like the Netcare-Settlers PPP.

- Description: The construction industry is one of the most dangerous industries in the world, with many workplace fatalities every day. The existence of legislation that governs Occupational Health and Safety (OHS) is an intervention to ensure that all governments, employers and employees play their part in establishing and implementing policies that will help secure healthy and safe working environments. The study is qualitative and with the help of an interview guide, semistructured interviews were used to collect the data. The respondents were selected using purposive and snowball sampling methods. Ten managers from ten (five small, five large) construction firms, two employees from each firm, and the OHS inspector from the Department of Labour in Grahamstown were interviewed. Having explored management’s practices, communication methods, training and distribution of information, employee representation and participation, and industrial relations, several conclusions were reached. During the study it was found that there are a number of obstacles that are hampering effective OHS in the construction industry. Some of these include; management’s lack of commitment to a participatory approach in OHS decision-making, limited resources to invest adequately in OHS, and the lack of sufficient trade union involvement. In addition, we know very little about OHS in the construction industry, and the mere existence of OHS legislation does not help reduce the risks associated with construction work, especially when there is a shortage of skilled personnel to enforce the legislation and regulations.

- Description: This thesis is an investigation of the call centre labour process focusing on both the way work is organised and experienced by the operators and the management of employee relations inside a local government workplace – The City of Johannesburg (COJ) Call Centre. The City of Johannesburg is used to understand labour process dynamics in local government. Johannesburg was recently named the ‘World’s Second Most Inspiring City’ (by Global City Index, 2014) possessing economic and political influence within and around South Africa. Johannesburg is the economic hub of the country, contributing nine per cent to the South African GDP. But it needs to be emphasised that the focus of this thesis is on the labour process rather than the City of Johannesburg. The nature of work in the COJ local government call centre involves answering calls about water, electricity, refuse removal, accounts and other general municipal services. The government’s objective was to have a more customer centred service delivery plan in compliance with the Batho Pele (People first) framework (RSA, 1997, White Paper on Local Government). This resulted in a shift in the government ‘mantra’ and philosophy from viewing Johannesburg residents as customers rather than citizens. This shift from public administration to New Public Management (NPM) has meant the introduction of private sector business principles into public services. This seeks to improve organisational and individual performance to enhance service delivery within South African municipalities. This is also meant to promote responsive and performance management culture. The study uses Labour Process Theory set out in Labour and Monopoly Capital (LMC-1974) by Harry Braverman to argue for the need to contextualise the labour process debate within the socio-political understanding of work in South Africa. In developing the argument about the narrow analysis of public sector call centres based on economic lines I have reviewed literature on call centres which is influenced by Michel Foucault and Harry Braverman to understand the public sector call centre labour process. Inspired by Adesina (2002) and Mafeje (1981) this study uses a ‘complementarity’ approach to knowledge. This means the local context tends to complement the global trends though not without contradictions within the local context. The case study approach was used for in-depth analysis of the local context through different methods (semi-structured interviews, focus group discussions, observations and survey questionnaires) to collect data from different stakeholders within the City of Johannesburg between 2010 and 2013. The concept of a ‘(dis)connecting city’ is fitting for the COJ as this city connects the rest of Sub-Saharan Africa and South Africa to the world through its commerce and political influence. Based on the challenges experienced in this local government call centre I attempt to show the the politicised nature of the public sector call centre labour process. I use the differential power relations in the frontline between customer and Joburg connect workers to illustrate this point. The lack of emphasis on the politicised nature of public sector call centres within literature is informed by the de-contextualised nature of these call centres. In the end, I argue that public sector call centre labour process is multilayered, contradictory and complicated because of these workers’ role as citizens, customers, community members and service providers from a politicised community environment.

- Description: Amartya Sen argued that poverty was the “deprivation” of the capability to lead a “good life”, therefore ending poverty meant meeting basic physical and social needs, and enabling meaningful economic and political choices. The principal objective of this research was to investigate whether (and if so, in what ways) post-apartheid state-provided non-contributory cash social grants in South Africa reduced “poverty” in Sen’s sense. This thesis used Ezibeleni, a historically black working class township at Queenstown, in the Eastern Cape, as a reference area. Using in-depth interviews, it found that social grants did help reduce poverty, both in terms of helping meet basic needs and enabling grant recipients to make more choices, including facilitating job searches and small businesses. However, it was also found that grants fall short of ending poverty, as the grants were too small to adequately cover basic needs in the context of large family sizes, a serious and long-term lack of resources, persistent unemployment, and high indebtedness, and could also enable only a limited expansion of choices. The grants played a positive role, but were inadequate to remove the “unfreedoms” facing the poor.

- Description: The South African government has attempted to find a balance of interests between the employer and the employee by the introduction of the Labour Relations Act in 1995 and the Basic Conditions of Employment Act in 1997. It is critical to the health of the South African economy that these labour laws do not impact small businesses to the extent that the Gross Domestic Product of the country is negatively affected. There are conflicting reports as to how these labour laws affect small businesses. It is therefore important for government to be able to understand, define and measure the impact of its labour laws on small businesses, in order for it to strategise corrective measures, which may include reconsidering the application of the legislative directive, regulated flexibility, if required. The study was limited in the sense that it was solely based on evidence collected from employers. An interpretivist approach was applied as a research methodology to data collected through in-depth interviews. The main findings of the empirical analysis demonstrate that labour legislation does not heavily impact small firms. It was thus determined that extensive measures were not needed with regard to correcting the framework of regulated flexibility.

- Description: This thesis has identified and analysed the role of an NGO called Gadra Education in advancing education rights to the less advantaged people of Grahamstown in South Africa. Gadra Education’s role has been identified as twofold. Firstly as an educational NGO, Gadra Education’s initiatives directly impact on the lives of the less economically and socially privileged learners who, due to their previous learning environment in state schools, do not achieve academic results that ensure entry into tertiary level. Secondly its role is identified in its nature as an organisation that emerged due to the deficiencies in the state schooling system. It therefore stands de facto as a critical institution for critique of the state’s education system. The thesis concludes that without confronting the Department of Education or collaborating with it, Gadra Education offers a significant alternative approach which can potentially influence the state to improve the state schooling system. Its strategy of non-confrontation to the state, informal and non-corporatist is advantageous as an NGO that focuses on the actual provision of education. It focuses on instilling Ubuntu values of sharing and giving that are of critical significance in teaching and learning. The context of the thesis is located broadly within socio-economic rights and specifically on education rights. In South Africa where the state has not adequately met the educational obligations for the economically and socially less privileged citizens, the emergence of educational NGOs that focus on providing education to the poor is of vital importance. Although other NGOs that confront the state are important in pushing the state to deliver especially on school infrastructure, teacher deployment and other educational challenges, Gadra Education model ensures academic success for the learner. Lessons can be drawn from Gadra Education which can be potentially useful to state schools and other NGOs that seek to advance education rights to disadvantaged communities.

- Description: The purpose of this study is to explore the role of NGOs in land reform and post-settlement support in the Albany district of the Eastern Cape using a qualitative case study of Masifunde. To discover this role, civil society, land beneficiaries, Department of Agriculture and Department of Rural Development and Land Reform were proved to have interwoven relationships. The interactions and relationships between these entities underpinned their perceptions of each other. This study is set against the backdrop of a weakening land reform program due to frequent policy changes. Evidence presented showed how out of sync land reform is with its original mandate whilst civil society organisations have remained firmly rooted by theirs. The inability to have twin perspectives on this matter diverges the direction civil society and institutions involved in land reform take on. This separation in direction demonstrates the need for engagement between government and civil society in an attempt to assist in areas government is unable to reach or address. This thesis contends that there is definitely a role that NGOs do play and need to take on when it is evident that relevant actors are unable to deliver. Themes emerging from interviews necessitate civil society and government departments to combine their resources so as to maximise the impact for desired outcomes. These are views of both civil society and government, demonstrating that NGOs indeed do play a role in land reform and post-settlement support and need to continuously do so in an attempt to cushion the blows of uneven implementation of land reform policies.

The transition of Rhodes University graduates into the South African labour market : a case study of the 2010 cohort

- Description: Recent studies have shown that graduates from historically White universities (HWUs) experience better labour market outcomes than graduates from historically Black universities (HBUs). This is a result of the legacy of apartheid which promoted racial inequality in all spheres of South African society, more especially in higher education and the labour market. Post-1994, government dedicated large amounts for the restructuring of the higher education sector of South Africa in order to level out the playing field. However, graduates from HWUs still experience better labour market success than graduates from HBUs. That said, there is limited information about the labour market outcomes and experiences of graduates from a former White university (especially graduates from Rhodes University). Therefore, the central aim of this dissertation is to show that graduates from a historically White university (Rhodes University) experience varying and unequal outcomes in the South African labour market on account of (among other factors) their chosen fields of study, race and sex. This study is informed by the heterodox labour market approach, which is partly inspired by the critical realist account of the labour market. As a result, this theoretical framework allowed the researcher to use the Labour Market Segmentation (LMS) theory as a tool to inform this analysis. The study has adopted a quantitative survey design and has incorporated some of the key methodological lessons learned from the collection of international graduate tracer studies. The findings from this study indicated that ‘field of study’ is a strong determiner of the outcomes of Rhodes graduates in the labour market. This was visible in the persistence of a skills bias towards commerce and science graduates. Evidently, even when we controlled for race and sex, graduates from the commerce and science faculties experience better labour market outcomes than humanities graduates. This is a result of a skills biased South African economy, which has a higher demand for certain skills over others. However, the findings from this study also show evidence of pre-labour market discrimination and inequality (based on race and sex) in the supply-side institutions such as the family, schooling and university. The findings also show continuities and discontinuities of labour market discrimination (based on race and sex) in the outcomes of Rhodes graduates in the South African labour market. More importantly, this dissertation indicates that Rhodes graduates experience varying outcomes in the labour market as a result of (among other factors) their chosen fields of study, race and sex.

- Description: Rural farmers in Zimbabwe have been grappling with various changes and challenges occurring in the country since the early 1990s. Amongst these, climate variability has emerged as one significant aspect. It has introduced new challenges for these farmers who are already facing various difficulties in maintaining their insecure livelihoods. Yet, current adaptation theories and inquiries have failed to sufficiently account for and analyse the capacity of these farmers to adequately respond to changing climatic conditions. In this respect, a number of studies have been heavily embedded in deterministic concepts that regard rural farmers as passive victims who play only a minor part in decisions and actions that affect their own livelihoods and well-being. Similarly, although some studies have acknowledged farmers’ capacity to adapt and build elements of resilience, they have not adequately shown how farmers interpret changes in climate and the structures, processes and conditions underpinning adaptation. Following that, my study uses a case study of a rural community in a semi-arid region of Mutoko district in eastern Zimbabwe and Margaret Archer’s sociological theory to understand and analyse how farmers problematise climate variability and respond to it. The study utilises a qualitative approach to divulge the subtleties on how rural people interpret processes of change and adapt to such changes. The thesis found that farmers are encountering increasingly unpredictable and unreliable rainfall patterns as well as shifting temperature conditions which are inducing labyrinthian livelihoods conundrums. However, these climatic shifts are not being experienced in a discrete manner hence farmers are also discontented with the obtaining socio-economic circumstances in the country. Simultaneously, whilst farmers in large part conceived changes in rainfall and temperature to be caused by natural shifts in climate, they also ascribed them to cultural and religious facets. Importantly, the thesis reveals considerable resourcefulness by farmers in the face of nascent changes in climate variability. Farmers have therefore constructed versatile coping and adaptive strategies. What is crucial to mention here is that climatic and non-climatic challenges are negotiated concurrently. Therein, farmers are adapting to climate variability and at the same time navigating difficult socio-economic landscapes. All the same, the process of adaptation is ostensibly not straightforward but complex. As it evolves, farmers find themselves facing numerous constraining structures and processes. Nonetheless, farmers in this study are able to circumvent the constraints presented to them and at the same time activate the corresponding enabling structures, processes and conditions.

- Description: This thesis focuses on land reform in post-apartheid South Africa and specifically on land redistribution, as one of the main pillars of land reform. There have been many studies undertaken on land redistribution in South Africa and these studies offer deep criticisms of the prevailing land redistribution model (a market-led, but state-assisted model) and the ways in which this model has failed to meaningfully address colonial dispossession of land. Further, studies have focused on post-redistribution livelihoods of farmers and the many challenges they face. One significant gap in the prevailing literature is a sustained focus on the state itself, and particularly questions around policy formation and implementation processes pertaining to land redistribution. Delving into policy processes is invariably a difficult task because outsider access to intra-state processes is fraught with problems. But a full account of land redistribution in South Africa demands sensitivity to processes internal to the state. Because of this, it is hoped that this thesis makes a contribution to the existing South African land redistribution literature. In pursuing the thesis objective, I undertook research amongst farmers on selected redistributed farms outside Grahamstown in the Eastern Cape, as well as engaging with both current and former state land officials. Based on the evidence, it is clear that the policy process around land in South Africa is a complex and convoluted process marked not only by consensus-making and combined activities but also by tensions and conflicts. This, I would argue, is the norm with regard to what states do and how they work.

- Description: In 1994, racial domination in the form of apartheid ended in South Africa and the first postapartheid government was elected through a non-racial and democratic franchise. The new government inherited an entrenched system of racial inequality as well as widespread poverty amongst the formerly oppressed population, and it sought to address these challenges through policies of redistribution based on a new progressive constitution which emphasised the realisation of socio-economic rights. At the same time, and despite its redistributive measures, the post-apartheid government has pursued a macro-economic strategy with pronounced neoliberal dimensions. One of its critical redistributive measures focuses on social assistance to poor blacks, and this has entailed the construction and expansion of a massive social grant system including the child support grant which is received by millions of black South Africans on a monthly basis. The objective of this thesis is to examine and understand the livelihoods of child support grant recipients (or caregivers) in the context of conditions of extreme vulnerability marked by poverty. It does so by focusing on the small town of Riebeek East located in the Eastern Cape Province of South Africa. Though undoubtedly child support grant caregivers are victims of poverty, the thesis demonstrates that they are not without agency. They exist in structural conditions of vulnerability and poverty, but they nevertheless seek to manoeuvre and negotiate their way in and through their conditions of existence. This does not necessarily alleviate their poverty in any significant manner but it does show evidence of reflexivity, decision-making and responsibility in the pursuit of livelihood practices and outcomes. In making this argument, I draw upon the mega-theory of Margaret Archer (specifically, her morphogenetic approach) and the more middle-level perspective of the Sustainable Livelihoods Framework. Beyond contributing to the prevailing academic literature on the child support grant in South Africa, this thesis also hopefully makes a small contribution to controversies about structure and agency within sociology.

A critical analysis of agricultural innovation platforms among small-scale farmers in Hwedza communal area, Zimbabwe

- Description: Agricultural research has existed for many decades at national and global levels and research-based agricultural interventions, often driven by the state, have taken place across Africa over an extended period. But, overall, these interventions have not generated the high potential and kinds of outcomes expected of them in terms of enhancing agricultural productivity amongst small-scale farmers and improving the quality of their agrarian lives. In the context of neoliberal restructuring globally, new forms of agricultural interventions have arisen which highlight the significance of more participatory methodologies in which non-governmental organisations become central. One such methodology rests on the notion of an agricultural innovation platform which involves bringing on board a diverse range of actors (or stakeholders) which function together to generate agricultural knowledge and practices suitable to the needs of a particular small-scale farming community, with the small-scale farmers expected to be key actors in the platform. Such platforms are now being implemented in specific rural sites in Zimbabwe, including in communal areas in the district of Hwedza where farming activities have for many years now being in large survivalist in character. The objective of this thesis is to critically analyse the agricultural innovation platforms in Hwedza, but not in the sense of assessing the impact of the platforms on agricultural productivity. Rather, the thesis examines the multi-faceted social interactions and relationships embodied in the innovation platform process. In pursuing this, I rely heavily – but in a critical manner – on interface analysis as set out by Norman Long. The fieldwork for the Hwedza involved an interpretative-qualitative methodology based on methods such as in-depth interviews, focus group discussions, questionnaires and observations. The major finding of the thesis is that the agricultural innovation platforms, at least as implemented in Hwedza, do challenge top-down approaches to agricultural interventions by unlocking the possibility of multiple pathways of inclusion and particularly for small-scale farmers but that, simultaneously, they also involve processes marked by divergences, exclusions, tensions and conflicts which may undermine the legitimacy and effectiveness of the platforms.

- Description: The adoption of the primary health care approach by Zimbabwe in 1980 signalled the government’s intention to consolidate the gains of the liberation struggle by providing equitable health for all citizens regardless of race and class. This approach frames community participation as central to the design and implementation of responsive health systems. Having earned international recognition for its pro-poor policies in the social sectors after independence in 1980, the Zimbabwean government over the last three decades has overseen a progressive decline in the provision of health services and near collapse of the health sector. Participation of communities, whether in the form of organised groups or as unorganised members of the public, is argued to be an important pillar in the effective performance of a health system. There has been extensive research conducted on Zimbabwe’s implementation of primary health care in light of health status, accessibility and health services uptake. A few studies have been undertaken to demonstrate that the participation of communities in the health system is an important factor in improving the effectiveness of the health system in Zimbabwe. This thesis analyses the existing mechanisms for community participation in the health system in Zimbabwe and brings out multiple perspectives on the underlying contradictions, tensions and processes at play between policy and practice. This thesis makes a contribution to the growing number of studies on participation in health by offering an empirically rich critical analysis of community participation in the health system in one ward located in Goromonzi District in Zimbabwe. In examining the structural and procedural forms of the health system, insights concerning the nature and form of community participation in primary health care are brought to the fore. The thesis concludes that the ways in which community participation takes place in the health system in Zimbabwe is influenced by a number of socio-economic, political and societal factors and this in turn has a bearing on how health policy expresses itself in practice.

- Description: Buffington, Luibhéid, & Guy (2014: 1) argue that “in the contemporary world, our own sexuality and our sense of the sexualities of others colour all aspects of contemporary life, from interpersonal relations to foreign affairs.” In line with this statement, this study provides an account of how a person’s gay sexuality can possibly colour that person’s experience of acceptance by the Methodist Church of Southern Africa (MCSA) in Grahamstown. Samuel Hill (2008: 6) notes that there is an urgent need to create a dialectic between religious and secular discourse with regards to furthering our understanding of sexuality. Thus this thesis seeks to contribute to the body of scholarship that explores and discusses the disjuncture between one’s homosexual identity and one’s religious identity. Barton (2012: 2) notes that “gay people are often talked about but seldom listened to; rarely are they asked about their own oppression and the individuals and institutions oppressing them.” While adopting a qualitative approach utilising interviews to explore the stories of the respondents, this study applies Bourdieu’s concepts of field, habitus, social capital and symbolic violence in order to analyse the experiences of acceptance of gay men within the Methodist Church of Southern Africa (MCSA) in Grahamstown. With regard to the use Bourdieu’s concepts in the analysis of the experiences, the following dimensions were considered: i) construction of a gay identity within the field of Christianity as represented by the MCSA in this context, ii) the impact the field has on the ‘gay habitus’, iii) Social capital as an advantageous strategy in constructing a gay identity within the church, and iv) symbolic violence that gay men experience within the church. In analysing the conditions of the acceptance that gay men receive within the church, this study also uses Jacques Derrida’s concept of hospitality.

- Description: The thesis focuses on the survival mechanisms of the rural poor elderly in Zimbabwe. The situation of the rural elderly is looked at in the context of the ravaging HIV/AIDS pandemic. The focus is specifically directed on the increasing numbers of orphans who are generated following the rampant deaths of their parents (sexually active individuals). With Africa failing to effectively withstand the forcefulness of the pandemic, the community structures in Zimbabwe are being heavily shaken to the detriment of all social groups. It is within this continuum that the research is laid out to investigate the situation on the ground. In this case, a fieldwork exercise was carried out in the Hobodo ward of Mangwe district in Zimbabwe. An intensive and in-depth examination of the critical situation was pursued under the case study model. To make the study more focused, the elderly were placed under investigation with regards to their new role of providing familial care for the orphans. The manner in which they face such a towering task under strained resources and limited knowhow was explored. The well-being of the orphans was also investigated in close relation to the welfare efforts of the elderly guardians. The investigations were made in respect of the contribution of the local resources towards the innovativeness of the elderly guardians. The adaptivity of the elderly and the versatility of the orphans were examined within the confines of the social and the economic capitals of the Hobodo ward. It is within the natural, social and economic capital dimensions of the Hobodo rural locality that the applicability of the sustainable livelihoods framework in explaining the dire social situation of the elderly and the orphans was brought under spotlight. The study was pursued through the qualitative research paradigm. This was done to capture the social perceptions, beliefs and the innovative capabilities of the elderly in their natural environment; and under the fieldwork setting. Several data collection techniques were employed to unveil the subject under study. These included interviews, questionnaires, participant observations, focus group discussions. Sampling was used to produce the research framework. Participants in the research were largely identified through random sampling. In special circumstances, purposive sampling was used. Tape recording and note taking were largely used to capture the responses of the research participants.

Being a black mine worker in South Africa: the case of Anglo Platinum Mine

- Description: This thesis presents a decolonial perspective on the experience of being a black mineworker in post-apartheid South Africa with specific reference to the Platinum Belt. It seeks to understand what it means to be a black mineworker by unmasking and analysing the existence and prevalence of coloniality in contemporary South Africa despite the end of formal colonialism (i.e. apartheid). As a world-wide system, coloniality has different dimensions which all speak to and highlight continuities between the period of colonialism and the post-colonial period. These dimensions are coloniality of power, coloniality of being and coloniality of knowledge. The power structure of coloniality produces and reproduces the identity of the black mineworker in present-day South Africa as a sub-ontological being devoid of an authentic humanity such that the mineworker is depicted as incapable of rational thought and knowledge. The existential condition of the black mineworker is symptomatic of the generic experience of being a racialised subject of colour in the current global power structure predicated on the dominance and hegemony of Western-centred modernity. The black mineworker exists on the darker side of Western-centred modernity, living a life of wretchedness and continuing to suffer the colonial wound in the absence of formal colonialism and apartheid. The mineworker is disposable and dispensable and lives and works in the shadow of death. In pursuing this course of reasoning, I deploy the epistemic method of ‘shifting the geography of reason’ in order to read the experience of mineworkers in South Africa from the locus of enunciation of the oppressed subject within the scheme of a colonial power differential based on a hierarchy of humanity. This method allows me to speak with and from the perspective of the black mineworkers in the Platinum Belt as opposed to speaking for and about them. I reach the conclusion that being a platinum mineworker in post-apartheid South Africa is a racial and market determined identity of colonialised subjectivity that relegates the dominated subject (the black mineworker) to the realm of the subhuman. In setting the context for this claim, I trace the origins and development of the black mineworker in South Africa with reference to historical processes such as dispossession and proletarianisation. Empirically, the thesis is rooted in a contemporary case study of mainly Anglo Platinum Mine, which involved comprehensive fieldwork focusing on the present lived realities of platinum mineworkers. The dignity and humanity of these black mineworkers has still not returned despite twenty years of democratic rule in South Africa, such that race remains a crucial organising principle in postapartheid South Africa.

Biofuels and rural development: A case study of the Mapfura-Makhura Incubator and small-scale farmers in the Limpopo Province

- Description: The primary objective of the study is to examine the livelihood impact of biofuel production on small-scale rural farmers participating in the MMI project in the local districts in Limpopo province. The study is theoretically underpinned by the sustainable livelihoods framework which provides a nuanced analysis of the complex nature of poverty and livelihoods. The framework was used to examine how MMI as a structure with its own processes (incubator model) plays a role in creating a means for farmers to have more access to livelihood assets which would help them achieve improved livelihoods outcome. The findings of this study reflect what has already been articulated in literature about small-scale biofuel projects. This study shows that MMI’s incubator plays an important role for 73% of the farmers to access all of the livelihood assets and ultimately improving their farm income and food security. Furthermore, 90% of the participants admitted to have received support from MMI in a number of ways. This includes the provision of farming inputs, labour and access to markets in addition to training, mentoring and coaching. The study also found that despite the overwhelming support, both MMI and farmers face a number of challenges. Farmers still lack adequate farming inputs, transport, access to markets and vulnerability to natural disasters. MMI faces challenges in raising funds to provide inputs to all their incubatees and lack of adequate mechanization. Lack of transportation affects both farmers and MMI in that farmers find it difficult to access MMI service. In the same light, MMI has found it difficult to reach farmers for post-incubation, coaching and mentoring or delivering inputs; this can be challenging and a costly process. MMI’s biofuel production project has the capability for improving rural livelihoods through agriculture. The study concludes by recommending that MMI should improve its own capacity in order for them to better the lives of the farmers they assist. This study is significant for contributing to a field which has received less academic and research attention in South Africa. Its scholarly contribution will enhance the existing body of knowledge on biofuels and rural development in South Africa

- Description: This thesis sets out to answer the following central research question: what are the influences, challenges, benefits and costs of the Central Admission System (CAS) as an e-Governance initiative in improving undergraduates’ admissions service delivery and quality assurance in Tanzania’s higher education institutions?’ In answering this key question, three sub-questions were explored: (1) To what extent and in what ways does the implementation of the CAS influence the organisation of admissions work and workplace relations in higher education institutions? (2) What are the sociotechnical challenges of implementing the CAS? (3) What are the advantages of the CAS in improving admissions service delivery and quality assurance in higher education institutions? The sociotechnical theoretical framework is an ideal for exploring these issues as it accommodates the understanding of dual relationship between social and technological aspects of the CAS in line with the contextual issues in its implementation. The focus of the thesis is on Tanzania’s higher education institutions where the CAS is being implemented. The study is informed by data collected through interviews and documentary analysis. Data organization and analysis was done using NVivo 10 QSR software. The study demonstrates that, notwithstanding the fast development and uptake of Information and Communication Technologies (ICTs), the implementation of the CAS in Tanzania is hampered by the fact that most of the end-users of CAS (particularly applicants) have relatively low access to the ICT infrastructure. Several factors continue to have a significant effect on the implementation of CAS, which in turn lead to implications for the uptake of improved admissions service delivery and quality assurance. A digital divide, resistance to change by some higher education institutions (HEIs), poor ICT skills among applicants, the costs of internet services, unreliable electricity supply, and inadequate IT experts continue to frustrate the objective of improved admissions service delivery and quality assurance. As a technological innovation in the workplace, the CAS has led to a restructuring of admissions work tasks among admissions officers, a need to review job descriptions, introduced tighter controls over admission work processes, and has shaped admission workers’ professional identities and self-presentations.

Exploring perceptions on aesthetics and emotional labour experienced by women working in two different clothing retail shops in Port Elizabeth and Grahamstown

- Description: The retail industry is the fastest growing sector in the economy contributing trillions towards the global revenue. In a post-apartheid South African economy that is experiencing increased buying power, the clothing retail sector to be specific is consequently flourishing. However, the economy is faced by structural adjustments; an accompanying concern is how foreign direct investments and pressures of globalization impact the operation of clothing retail shops. The main focus of this thesis based on the qualitative research methodology is emotional and aesthetic labour being experienced by women working in two clothing retail shops in Port Elizabeth and Grahamstown. Empirical data shows that emotional labour is a dominant form of labour in the clothing retail shops under investigation. The women working as sales assistants are trained to exude a certain emotional aura when dealing with customers to build a relationship that will encourage the customer to purchase from the shop. Aesthetic labour on the other hand is an important public relations strategy used as sales assistants dress in a way that represents their company brand. Edgars employees dress elegantly because they focus more on formal dressing whilst Mr Price employees dress more casually because they focus on casual and relaxed fashion. Besides these external attributes, the study showed that certain aspects of the job are fairly similar. With codes of happiness and strings of dissatisfaction towards their job requirements, the women’s social lives suffer the atrocities of their long working hours and limited off-duty days.

Impact of sectoral determinations in previously unregulated sectors: a case study of domestic work in Grahamstown

- Description: Domestic labour is widely recognized as one of the most vulnerable labour sectors, both nationally and internationally. In South Africa, sectoral determination 7 was specifically developed to protect domestic workers’ rights and provide them with the means to negotiate with and hold employers to account. However, research over the past years has demonstrated that, while some areas of domestic labour have improved, many workers are still locked in exploitative labour relationships. This research shows that it may seem as if there are significant changes in this sector since the introduction of the sectoral determination, but paternalistic orientations, one-of-the-family myths, and food distribution suggest otherwise. The research concluded that continuities of exploitative and discriminatory practices are still prominent in the employment relationship when viewed through the lens of paternalistic care, food distribution, and the ‘one-of-the-family’ myth.
