Research and development of a preliminary South African voluntary carbon standard for landscape restoration projects

- Description: The mandatory and voluntary carbon markets have both developed around the increasing trade of carbon offsets. In order to add legitimacy to an otherwise intangible commodity there has been a rise in the development of third party carbon certification standards, particularly in the voluntary market. These standards aim to provide independent, third party certification to projects that are developed specifically to generate and sell carbon offsets. South Africa has the opportunity to engage with these markets, but current participation in and certification of projects is sluggish. These projects have not taken off mainly due to the high transaction costs and lag times surrounding the current certification of projects', complex baseline methodologies, accounting uncertainty and the often bureaucratic systems surrounding the current voluntary carbon certification standards and methodologies. In order to overcome these pitfalls this project aimed to address these challenges through initiating the development of a preliminary South African voluntary carbon standard. This was done by: a) undertaking a critical assessment of the development of current carbon markets, with a particular focus on voluntary markets and third party certification, b) critically analysing the current voluntary carbon certification standards for best practices, pitfalls and weaknesses. To provide a better understanding of the historical development of voluntary certification standards, various established certification standards were evaluated, including the Forestry Stewardship Council (FSC), Marine Stewardship Council (MSC) and ISO 14000 standards. This analysis focussed on the challenges they faced in acceptance and in particular how they have managed to operationalize sustainable development within the certification process. In order to explicitly ensure the incorporation of a sustainable development assessment of projects under the proposed standard, an expert workshop was held with 14 experts from a wide variety of disciplines. These experts identified the crucial sustainable development challenges facing South Africa. They identified 12 sub-themes and 44 indicators that could be used to measure and incorporate sustainable development indicators into the certification process. These were then further developed through using the 'Input – Output – Outcome – Impact' framework model which allowed the indicators to be organised and understood and thus practical. The analysis of the voluntary certification standards and the development of the sustainable development indicator framework were ultimately incorporated into the development of the proposed South African voluntary carbon standard. The key approach to this standard is the incorporation and focus of the proposed standard to ensuring the generation of net SD benefits and placing them at the same level as carbon within the project design and development, validation and verification process. The full and effective integration of these has been missing within current fully fledged voluntary carbon standards, as they often rely on a mixture of project design standards to achieve this. Offering the inclusion of all components into one standard, specifically designed for South Africa, will not only assure SD credentials but also increase transparency and understanding, and reduce costs. This thesis allowed for the development of innovative new ideas and process focussed specifically at including and mainstreaming South Africa’s developmental challenges into the certification process. This is the hoped that the standard will effectively certify South African based landscape restoration projects, but also decrease costs and increase efficiencies in order to encourage the development of these projects. This preliminary standard not only aims to incorporate and address all the issues identified but also has the end goal of acting as the basis for future debate and development surrounding a potential South African voluntary carbon certification standard.

- Description: Contemporary conservation and development understanding in both policy and academic circles espouses that natural resources have a significant contribution to the livelihoods of local people and that knowledge of this can better foster conservation policies that are consistent with livelihood and ecological needs. This thesis is based on research conducted in the southern Kalahari region, South Africa among the San and Mier communities bordering Kgalagadi Transfrontier Park. It looks at the importance of natural resources to the San and Mier community groups and ascertains the extent of resource use and its value within broader livelihood portfolios. It also focuses on the cultural values of natural resources and interactions among institutions and actors and how these shape natural resource governance and livelihood outcomes. Overall, natural resources represent an important livelihood source contributing up to 32 % and 9 % of the total income of the San and Mier respectively or up to 46 % and 23 % if livestock incomes are included. However, the dependence on, diversification patterns and distribution of natural resource income vary substantially between and within the two communities. With regards to the cultural values attached to natural resources by the San and Mier, the findings show that these arise from an incredibly diverse and sometimes conflicting array of values that punctuate the two communities’ way of life and they are inextricably linked to resource use. Lastly, governance of natural resources in the co-managed Park and communitymanaged resettlement farms is characterised by complex institutional arrangements, compounded by the existence of multiple actors that have multiple and sometimes conflicting objectives – as shaped by different meanings and interpretations of natural resources. Heightened inter- and intra-community conflicts are common, notably resource use conflicts between the San and Mier and between the San ‘modernist’ and ‘traditionalist’ groups. This demonstrates that the communities’ livelihood dynamics in general and the dependence on natural resources in particular, are closely linked with ecological, economic and social factors including history, culture and present livelihood needs. By exploring the social-environment interactions, the study highlights the complexities and diversity of resource use for livelihoods that should be taken into consideration for both conservation and development policy interventions and research. The main argument of the study is that the contribution of natural resources to local livelihood portfolios in co- and community-managed areas, can be better understood through a consideration of cultural dynamics and institutional arrangements since these condition natural resource access, value and use.

- Description: The Eden To Addo Corridor Initiative aims to connect formally protected areas in a conservation corridor from the coastal area of the Eden District near Plettenberg Bay, Western Cape, South Africa to the Addo National Elephant Park, Eastern Cape, South Africa. The corridor will incorporate government and privately owned land, and will be an attempt to maintain ecological processes at a range of spatial and temporal scales. The Langkloof Valley lies between the Baviaanskloof World Heritage Area and the Tstitsikamma National Park; two formally protected areas that will be incorporated into the Eden To Addo Corridor. Spatial prioritization analyses allow conservation planners to select areas that should be targeted for conservation action based on a range of criteria. Historically, ecological criteria have been included mostly alone in spatial prioritization. Recently, the idea of ‘conservation opportunity’ has emerged in the field of conservation planning; the notion suggests that a range of different types of data should be included in processes to spatially prioritise for conservation. By including those data defined as ‘human’ and ‘social’ data into prioritising activities, the feasibility of conservation plans can be accounted for, but historically conservation planners have failed to do so. I conducted a literature review that demonstrated that although the importance of human and social data are acknowledged in the conservation planning literature, these data that define opportunity are rarely actually included in spatial prioritisation analyses. I then carried out a social assessment that allowed me to define the social and human context of our study area and, specifically, what stewardship instruments land managers in the Langkloof would be prepared to engage. We found that land managers were generally willing to engage, but lacked the financial capacity to adopt conservation methods. Using a subset of the social and human data that were collected in the social assessment, I trialled a new Decision Support Software to fuse those data with ecological data in a novel attempt to identify priority areas for conservation action based on ecological integrity and feasibility. We also scheduled (ranked) land managers to approach for conservation action with a focus on local champions and clusters of land managers displaying strong conservation characteristics. Two corridors were identified; a major corridor in the western region of the valley and a secondary corridor closer to the middle. The members of the Initiative have been briefed on the outcomes, which provided them an opportunity to provide feedback; it is hoped that the framework of this study can be used for planning future connections. The Eden To Addo Corridor Initiative sent out a stewardship extension officer in February 2011 to approach those land managers areas that were identified. This planning exercise is a good demonstration of how, by collaborating effectively, academic conservation planners can contribute to supporting decision making by organizations that are implementing conservation action.

- Description: The project was initiated by Eastern Cape Parks (ECP) as a request for the construction of inventories of priority species and their population levels inside three nature reserves on the Eastern Cape Wild Coast, South Africa, and to develop a strategic management plan to manage these natural resources in each reserve. Thirty key species were identified by local communities in and around Dwesa-Cwebe, Silaka and Mkambati Nature Reserves through community workshops. For forested areas belt transects of 100 m x 6 m where used. The basal circumference of key tree species within the belt transect was measured as well as the height of saplings (height < 150 m). Tree species were categorized based on densities, size class distribution (SCD) curves and values, and spatial grain. For grassland areas straight transects of 200 m long were used, along which ten 3 m x 3 m quadrates were placed at 20 m intervals. Within each grassland transect the height of herbs or tuft diameter of grasses was recorded and percentage cover estimated. Grassland species were categorized based on density, SCD curves and percentage cover. All species were placed into harvesting categories based on analysed ecological data that was collected in the field. Category 1 species were very rare or not found in the reserve and it was recommended that species be conserved and monitored. Category 2 species had low densities in the reserve indicating declining populations and was suggested that these be monitored and not harvested. Category 3 species had high densities and have potential for harvesting with strict limitations. Category 4 species were most abundant with very high densities and can be harvested within management guidelines. These categories were grouped further using social and ecological data such as harvesting risk, frequency of collection, use value and number of uses. This highlighted which species have conservation priority within each category and a decision can be made as to how intense or limited extraction should be. By incorporating GIS the distribution of each species was looked at and harvesting and non-harvesting zones established to determine where species can be extracted. Monitoring plans must consider the quantity of plant material collected, fire regimes, optimal harvesting rates and harvesting zones, and be able to pick up changes in populations. Also, it is important that the community be involved in conserving and monitoring these species. Adaptive monitoring and management must be used to steer harvesting practices in the Wild Coast reserves. This allows for the development of harvesting practices through ‘learning by doing’, and the evolution of good questions to guide monitoring decisions

- Description: The commercial mining of asbestos occurred in four Provinces of South Africa (Northern Cape, North West, Limpopo and Mpumalanga). It was initiated in the late 1800's and lasted for over a hundred years into the beginning of this century. As a producer of amphibole asbestos, South Africa far outpaced every other country being responsible for 97% of global production. The last crocidolite mine closed in 1996 and chrysotile in 2002. Anecdotal information concerning environmental contamination as a result of the former mining activities and the improper disposal of mine waste tailings has been reported by a variety of authors. Few comprehensive or systematic surveys have been conducted to date to document this issue and very little quantifiable research has been completed on the communities located in close proximity to the former mine sites to determine the extent of contamination. In 2004-2006 communities were surveyed within the Northern Cape and North West Provinces to determine the extent and severity of environmental contamination. This research developed and applied a methodology to select those communities suspected of environmental contamination, a targeted survey methodology, and a protocol for rapid sample laboratory analysis. A total of 41 communities were initially predicted by the model to be suspected for environmental asbestos contamination. Based on the inclusion of local knowledge, a final 36 communities were selected for a screening-level field assessment, 34 of which were found to contain environmental asbestos contamination at rates ranging from 20 to 100% of the surveyed locations. A total of 1 843 samples of soil and building material were collected in the screening level assessment. One community (Ga-Mopedi) was selected as being representative of the total cohort and a more detailed house to house survey was completed. A total of 1 486 samples were collected during the detailed survey. Results of the detailed survey revealed 26.2% of the homes were contaminated with asbestos containing soil and/or building material. A theoretical quantitative cumulative exposure assessment was developed to estimate the disease burden within the study area population of 126,130 individuals within the surveyed communities resulting in a predicted range of 25-52.4 excess deaths per year from lung cancer and mesothelioma due solely to environmental exposures to asbestos pollution.

- Description: Globally, ecosystems provide services of almost twice the value of global gross national product (Costanza et al., 2006). The Buffalo City Municipality (BCM), South Africa contains biodiversity of national and international importance (Pierce, 2003; Pierce et al., 2005). Despite this, the municipality continues to experience loss of both urban and rural biodiversity (Buffalo City Municipality, 2006a). This study sought to determine the status of biodiversity, and the potential for ecosystem services to contribute to conservation, within the BCM. Biodiversity features, including ecosystem type, species of special concern and biodiversity processes, were identified and mapped using a GIS to produce a biodiversity priority index for the BCM. Current transformation status was then mapped to determine the level of ecosystem degradation within the BCM. Priority biodiversity areas as well as individual biodiversity features were spatially overlain against current transformation status and protected areas and analysed using a GIS to determine the level of degradation and protection of BCM biodiversity. In total 3.5 % of total BCM biodiversity was protected. Of the 24 ecosystem types, 11 (45%) had less than 1% under protection, while 16 (67%) had less than five percent protected. Not restorable areas, thus completely lost to biodiversity conservation, comprised just less than a quarter of the total BCM area while un-impacted areas comprised just 12.3%. Twenty five ecosystem services were identified as being provided by intact natural ecosystems within the BCM. The natural capital providing these services was identified and mapped to produce an ecosystem service index (ESI) using a GIS. This ecosystem service index and the biodiversity priority index were overlain to determine their level of correlation. Overall ESI correlation with priority biodiversity was weak although several individual ecosystem services, including carbon sequestration, showed correlation. Using the above data layers an implementation plan and conservation framework was proposed to assist the coordination of local conservation action within the BCM. It is concluded that ecosystem services are a potentially useful tool for conservationists at the local level seeking to ensure that biodiversity has relevance to and receives protection from broader society.

The impact of forest degradation on carbon stocks of forests in the Matiwane area of the Transkei, South Africa

- Description: This study focused on assessing the condition and creating a carbon inventory of forests in the Matiwane area of the Transkei. This entailed the use of aerial photography in tracing forest cover change from 1942 to 2007 coupled with ground-truthing to assess whether the forests have in any way endured degradation over the years with a potential reduction in carbon stocks as a result. This study revealed both the loss and gain of biomass in the area with a general trend of forests being continuously converted to agricultural fields resulting in reduced forest area, stem density, tree density and carbon loss in different pools of the forests, reflecting that these forests are degraded. The conversion has resulted in the reduction in the number of species from a mean of 11±0.57 species/200m² in intact forests to 1±0.23species/200m² plot in degraded forests. It was also revealed that approximately 5.2 % (791 hectares) of 15 352 hectares of forest area was lost as a result of the conversion of forest land to agricultural fields from 1942 to 2007 with 99 % of the clearing occurring in the last 33 years (1974-2007) and of which 60 % ( 4 77 hectares) occurred from 1995 to 2007, indicating that forest degradation in these forests is on the increase. The assessment also revealed some areas that were nonforest in 1942 that have accumulated woody biomass (BAA), composed mainly of Acacia sp accounting for 51.18 MgC.ha⁻¹ (Megagrams of carbon per hectare) and total carbon stocks of 0.02 TgC (Teragrams of carbon). The degradation of these forests induced a reduction in carbon stocks from 311.68±23.69 MgC.ha⁻¹ (to a soil depth 0-50 cm) in intact forest to 73.46±12.34 MgC.ha⁻¹ in degraded forests. The total carbon stocks in the degraded forests were approximated at 0.06 TgC and the BAA areas 0.02 TgC with 4.7 TgC in intact forests. The degradation of these forests has resulted in the net carbon loss of 0.19 TgC between 1942 and 2007 but 4.76 TgC is still locked in these forests. The large difference in carbon stocks between intact and degraded forests indicated the need to reduce the degradation of these forests to prevent further carbon loss and reduction of the carbon sequestration potential of these forests.

- Description: Municipal commonage in South Africa offers previously disadvantaged, landless residents access to both direct ecosystem goods and services (EGS) that provide additional income options and indirect social and cultural services. Given that EGS production is a function of ecosystem health, it is imperative that commonage land be managed to maximize current local benefit streams while ensuring future options through the maintenance of natural ecosystem functions. The payments for ecosystem services (PES) model potentially offers an opportunity for contributing to local economic development while providing fiscal incentives for environmentally sustainable natural resource management. PES depends on the demonstration of quantifiable changes in EGS delivery due to improvement in or maintenance of high ecosystem health that are a verifiable result of modifications in management behavior. This thesis therefore compared spatial variations in (i) ecosystem health and (ii) nine direct and indirect EGS values derived from natural resources on the Bathurst municipal commonage and neighboring Waters Meeting Nature Reserve (NR) to explore how different land use intensities affect ecosystem health and the resulting provision of EGS. The results indicate that the total economic value of annually produced EGS on the study site is nearly R 9.8 million (US$ 1.2 million), with a standing stock of natural capital worth some R 28 million (US$ 3.4 million). Nearly 45% of the total annual production is attributed to Waters Meeting NR, with roughly 34% from the low use zone of the commonage and the remaining 22% from the high use zone. Of the total annual production value on the study site, roughly 59% is derived from indirect (non-consumptive) uses of wildlife for the study site as a whole, though this proportion varies from 25% in the high use zone of the commonage to 94% on Waters Meeting NR. The two largest annual production values on the study site derive from ecotourism (R 3.5 million, US$ 0.4 million) and livestock production (R 2.6 million, US$ 0.3 million), suggesting that while increased production of indirect EGS could generate significant additional revenues, especially on Waters Meeting NR and in the low use zone of the commonage, direct (consumptive) EGS will likely remain an important component of land use on the commonage. A PES project to support the adoption of silvo-pastoral practices could provide positive incentives for improved land use practices on the commonage and potentially be financed by conservation-friendly residents of the Kowie River catchment and/or increased ecotourism revenues from Waters Meeting NR. Allowing carefully designed and monitored local access to natural resources within Waters Meeting NR could also reduce pressure on commonage resources. Together, these approaches could lead to a more sustainable subtropical thicket landscape and ensure that critical natural resources remain available to support local livelihoods in the long-term.

- Description: Internationally there is an increasing focus on involving local communities in natural resource management and monitoring. Monitoring methods which are professionally driven appear to be inadequate to deal with the monitoring of natural resource use and biodiversity conservation, globally. This is especially evident in areas such as South African rural communal land. Two community based natural resource management (CBNRM) programmes in areas which are communally governed in the Eastern Cape, South Africa, namely Nqabara and Machubeni, were used as part of this research study. This thesis identified and tested potentially simple and cost effective monitoring methods related to the utilization of the local rangelands and indigenous forests. The criteria that were tested include 1) appropriateness and effectiveness in measuring change, and 2) contribution to building adaptive capacity among local land managers through learning. The criteria were assessed using a scoring system for each monitoring method in order to evaluate their strengths and weaknesses . This was done by using both quantitative and qualitative data. Contribution to building adaptive capacity was assessed by evaluating technical capacity gained, local ecological knowledge contributed and learning by participants. This was done using qualitative data. The results show that the monitoring methods had different strengths and weaknesses in relation to the criteria, making them more appropriate for different priorities such as effectively measuring change or building adaptive capacity. It is argued that an adaptive approach is a useful component in the participatory monitoring process. An adaptive framework was developed from lessons learnt in this study for collaborative monitoring. Challenges such as low literacy levels and adequate training still need to be addressed to strengthen efforts towards participatory monitoring. Factors such as incentives, conflict and local values may negatively affect the legitimacy and sustainability of participatory monitoring and therefore also need to be addressed.

- Description: Lake St Lucia in northern KwaZulu-Natal, South Africa, experiences severe ecological stress during dry periods largely as a result of diminishing freshwater supplies and conditions of hypersalinity. Possible intervention involves diverting the Mfolozi River to the St Lucia Lake system. However, due to high sediment loading, water from the Mfolozi river requires considerable filtration before a link can be established. A suggested option considered in this study is to restore the existing sugarcane farmlands on the Mfolozi Floodplain (~20 800 ha) to previous wetland conditions to reinstate a sediment removal function amongst other benefits. Proposed restoration will have a direct impact on the industries currently supported by the iSimangaliso Wetland Park and the Mfolozi Floodplain (tourism, sugar, conservation). to understand a measure of such impacts, ecosystem services for both Lake St Lucia and the Mfolozi Floodplain were analysed (flood alleviation, water provision, water purification, sediment regulation, tourism, fisheries, vegetation for harvest, existence, cultural and research). Annual economic values for each ecosystem service were determined by means of valuation methods that included benefit transfer and replacement cost. Results showed a current annual minimum value of the Mfolozi Floodplain and Lake St Lucia as greater than R21 million and R1.1 billion respectively. Partial restoration of the floodplain (~6 000 ha) is expected to increase the sum of all ecosystem services values by approximately 26% for the Mfolozi Floodplain and by 23% for the St Lucia System. Full restoration (~20 800 ha) increases the total ecosystem services value by 88% and 50% for the Mfolozi Floodplain and St Lucia System respectively. Results showed that economic values for existence, fisheries, tourism and water provision increase by the greatest percentage for the St Lucia System under both restoration scenarios. Partial and full restoration of the floodplain will result in the greatest increases in economic value for the services existence, tourism, fisheries and the harvesting of vegetation on the Mfolozi Floodplain.

- Description: Through collaborative monitoring and case study comparison, this thesis explores conceptual and methodological approaches to monitoring transitions toward adaptive co-management. In so doing, a number of knowledge gaps are addressed. Firstly, conceptual and methodological frameworks are developed for monitoring transitions toward adaptive co-management. Secondly, a conceptual and practical approach to monitoring the processes of collaboration and learning is developed and tested. Thirdly, a conceptual and practical approach to monitoring the governance outcomes of adaptive co-management is developed and tested. Fourthly, a conceptual and practical approach to monitoring the livelihood outcomes of adaptive co-management is developed and tested. Based on the outcomes from these four components of the study, this thesis explores the ways in which transitions toward adaptive co-management might be initiated under the resource poor conditions that characterise South Africa's communal areas. The four case studies explored in the study are described as 'resource poor' in terms of institutional capacity, ecosystem productivity and social vulnerability. From a resilience perspective these case studies can be described as being in the re-organisation phase of the adaptive cycle following multiple disturbances over time, largely due to South Africa's historical 'separate development' policies. Scholars have suggested that it is in this re-organisation phase that innovation and novelty might occur. The lens of social learning is applied to analyse collaborative processes within these contexts. Results indicate that the institutional innovation necessary for transitions toward adaptive co-management relies on careful facilitation by an 'honest broker'. Equally important is finding a balance between maintaining key individuals and knowledge holders within decision making networks, and preventing rigidity and vulnerability within communities of practice. The results point to an over simplification in the rhetoric that currently surrounds the learning outcomes of multi level networks. The governance outcomes of the initiatives are explored through the lenses of adaptive governance, social capital, adaptive capacity and self-organisation. Results indicate that under resource poor conditions creating the conditions that facilitate self-organisation is the major challenge facing transformations toward adaptive governance. Long term access to reliable information and capacity and financial support for adaptive management are key constraining variables. The livelihood outcomes of the initiatives are analysed through the lens of resilience and diversification. Results suggest that flexibility, rather than livelihood diversity, is the key livelihood strategy employed by households in situations were options are limited. Interventions that enhance opportunities for households to specialise in situ by actively dealing with structural constraints, such as access to markets and credit, is vital to encouraging innovation during transitions toward adaptive co-management. Based on the results from monitoring, this study identifies key focus areas that require a great deal more attention if transitions toward adaptive co-management are to be initiated under resource poor conditions.

- Description: [From Introduction] The majority of households in South Africa, especially those in the rural communal areas, live in abject poverty. Some 70% of rural households can be classified as poor, while 18-24% fall into the chronically poor category. Unlike many other developing nations, South Africa's rural communal areas are characterised by relatively poor availability of agricultural land, with only about 40% of rural households involved in field cropping. This results in high levels of integration and dependence on the cash economy. Unemployment levels are amongst the highest in the world at about 30%. Unemployment amongst women tends to be greater than amongst men resulting in a poverty rate amongst rural female-headed households of over 60%; double that of male-headed households. The scourge of HIV/AIDS is devastating already poor households' ability to cope. More than half of HIV/AIDS affected households have insufficient food (UNDP 2003). Impacts of the pandemic include not only the loss of income, but also increased expenditure particularly on medical care and funerals. The need to care for ill household members or orphaned children also limits the choices of occupation that other household members can pursue, and may restrict labour availability for food production. Household assets are often sold for cash eroding the few safety nets people have. HIV/AIDS is expected to contribute to a chronic impoverishment of 26-33% more households than would be the case in its absence (Aliber 2003). , Endnote: This policy brief is based on the original brief made available for a workshop in August 2006. - Description: [From Introduction] Globally, the growth of urbanised areas continues at an exponential rate, and most spectacularly in the developing world. The global urban population will increase from 2.9 billion in 2000 to 5.0 billion by 2030. The mean rate of urban growth in non-OECD countries between 2000 and 2005 was just under 3% per annum, compared to 0.5 % for rural regions of the same countries (UN-Habitat 2006). Although the proportion of Africans currently living in urban areas is the lowest in the world (+ 40%), because of this low base it is not unsurprising that the rates of urbanisation are among the highest at approximately 4.3% per annum. Projections vary, but sometime in the mid- 2020s over 50% of Africa's population will be living in urban areas, as compared to just 15% in 1950 and 34% in 1994. As urbanisation takes place another important trend is revealed, namely the locus of poverty in Africa is slowly shifting from rural to urban areas. For example, it is estimated that more than 56% of the world's absolute or chronic poor will be concentrated in urban areas (WRI 1996). Since as much as 60-80% of the income of the urban poor is spent on the purchase of food (Maxwell et al. 2000), the issue of food supply, both its quantity and quality, is increasingly a central issue in poverty reduction debates and strategies. In rural areas, a common strategy to alleviate poverty is to call for measures to boost small-holder food production. Surprisingly, this is less common in urban poverty alleviation programmes, despite the widespread promise of urban and household agriculture in contributing to improved food security.

- Description: The semi-arid forms of subtropical thicket in the Eastern and Western Cape have been heavily degraded through unsustainable pastoralism over the last century or more. The degraded areas exhibit a significant loss of above-ground and belowground carbon stocks, and consequently provide an opportunity for restoration through the formal and informal carbon markets. A prerequisite for the attainment of carbon credits is to ensure sound carbon stock baselines prior to effecting restoration. I report on the carbon stocks (including sub-pools) for a number of intact subtropical thicket types, as well as the differentials between the intact and degraded states (including the sub-pools). Total carbon stocks (TCS in t C ha⁻¹) for intact vegetation (to a soil depth 0–25 cm), ranged from 87.73±6.51 to 70.64±17.24. For degraded vegetation (including old lands), TCS (t C ha⁻¹) ranged from 34.05±3.61 to 21.03±2.70. For all vegetation types, the differentials in TCS along the degradation gradient (0–25 cm) are highly significant and strengthen the possibility for carbon credit financing to catalyse the restoration of the degraded semi-arid subtropical thickets. This study has shown a mean loss of 57.23 t C ha⁻¹ in Baviaanskloof spekboom thickets, when measured to a soil depth of 25 cm. Portulacaria afra is a key species within the semi-arid subtropical thickets, being a canopy dominant and a driver of soil nutrient status, but has been largely lost from the degraded landscapes. Degraded semi-arid subtropical thicket vegetation lacks regeneration via seedling recruitment; restoration therefore requires the manual replanting of P. afra using cut truncheons. Survivorship trials were undertaken infield in 2005 to establish restoration protocols for P. afra, with survivorship being recorded in 2006 and 2008. Overall survivorship for all treatments was found to be 43.2±2.8% in 2006, dropping to 35.8±2.7% in 2008. Planting posture (flat or upright) showed the most significant results of all the factors tested in 2006 and 2008. Micro-damming also influenced survivorship in that micro-damming was associated with marginally higher survivorship (47.4 ±2.0% with damming vs. 39.1±1.5% without damming in 2006, and 39.3±1.9% vs. 32.3±1.5% in 2008). Higher planting density only showed a significant positive impact on survivorship in 2008. Neither stem diameter nor clumping significantly affected degree of survival. A key finding in the study has been the non-static nature of P. afra truncheon survivorship, even after being well established (three years since planting). The results from the study will guide the restoration protocols for the restoration of degraded subtropical thickets, where P. afra requires replanting.

- Description: To redress past discrepancies in land tenure, the ANC government acknowledged that land needs to be made accessible to the previously disadvantaged, announcing that commonage would be a pillar of their land reform programme. Municipal commonage is land granted by the state to municipalities for urban households to use. Presently many urbanites in South Africa seek a livelihood from commonage. However, there has been no livelihood valuation of the contribution commonage makes to previously disadvantaged households. Thus there is a need to calculate the benefits of the commonage programme. Through a two phase approach, this thesis investigated firstly, the proportion of township households which use commonage; and the main characteristics of those households. Secondly, the thesis looks at the extent to which commonage contributes to users' livelihoods and the dominant livelihood strategies pursued by user households. Data was collected for three towns in the Eastern Cape province of South Africa; Bathurst, Fort Beaufort, and Grahamstown. Firstly it was found that between 27-70% of households used commonage, with the largest town having the lowest proportion of users, and vice versa for the smallest town. In terms of household characteristics, each study town was unique. Both Bathurst and Grahamstown user households were poorer than non-using households, however all Fort Beaufort households were considered poor. To assess the benefits of the commonage programme, the marketed and non-marketed consumptive direct-use values of land-based livelihoods on commonage were calculated via the 'own reported values' method. Commonage contributions to total livelihoods ranged between 14-20%. If the contributors from commonage were excluded, over 10% of households in each study town would drop to living below the poverty line. Additionally, commonage was being used productively, with the productivity at each study town being worth over R1 000 per hectare and over R4.7 million per commonage. Finally, a typology of subsistence/survivalist commonage users is presented, with four types being identified. Overall, results suggest that commonage use has increased over the last decade. Moreover, due to food inflation and urbanisation the use of commonage is expected to increase further, highlighting the need for holistic commonage management plans to be created, which should include strategies such as sustainable grazing regimes and natural resource management.

- Description: Two and a half billion people mostly in sub-Saharan Africa and southern Asia remain without improved sanitation facilities despite the Millennium Development Goal 7's target to halve this number by 2015. While it might be tempting for developing countries such as South Africa to implement the cheapest and most rapidly constructed sanitation services simply to meet the desired target, this could have significant negative implications on human health and the environment over the long-term. As a result, there is a need to ensure that the most appropriate sustainable sanitation technologies are selected during the planning stage. The purpose of this research was therefore to document the development and pilot application of a flexible context-specific decision-support tool for sustainable sanitation technology selection within Buffalo City Municipality (BCM) in the Eastern Cape Province of South Africa. The first step in the development process was to ascertain the current status of sanitation within the municipality, with a specific focus on the main challenges related to the provision, maintenance and performance of these technologies. Thereafter, a participatory approach was employed involving BCM stakeholders to develop a series of sustainability criteria and indicators that took into consideration economic, social, environmental and technical concerns as well as legal requirements. The development process resulted in a list of 38 BCM sustainable sanitation selection criteria that were applied in a pilot study involving rural, urban and peri-urban communities within BCM. Certain criteria related to topographical features and the availability of piped water and land were considered useful for 'coarse screening' while others were applied during 'fine screening'. In order to enhance the context specificity of criteria, each was weighted, through consultation with key BCM stakeholders. This research confirmed that the sanitation situation in BCM was poor and preliminary evidence indicated that sanitation systems were negatively impacting on the quality of water resources within BCM justifying the need for a sustainable sanitation decision support tool. Based on the pilot application of the BCM Sustainability Selection Criteria List, the urine diversion technology was considered the most sustainable technology option in each study site. There were however, certain social criteria that received relatively low sustainability scores and these would need to be addressed prior to the approval of this technology for implementation. The approach adopted in this thesis was considered highly context-specific yet flexible and appropriate for adoption not only by BCM but other municipalities on a range of spatial scales.
