- Description: Human-wildlife conflict frequently involves carnivores, mainly because of their large home ranges and dietary requirements. As such, carnivores tend to be the first animals to be lost in human-dominated ecosystems. This is significant because the removal of carnivores can alter the functionality of ecosystems. However, the conservation of carnivores depends as much on the socio-political and socio-economic landscapes as it does on the ecological one. The consolidation of vast, un-fragmented conservation areas in Africa and the world is unlikely. Thus, unravelling the factors (both biological and sociological) responsible for and influencing human-predator conflict is critical for carnivore conservation. The Winterberg district in the Eastern Cape, South Africa has been a sheep (Ovis aries) farming stronghold for nearly 200 years. Consequently, conflict between farmers and predators is commonplace and depredation of livestock by caracals (Caracai caracal) remains a perennial problem. However, the extent of this human-predator conflict (including a reliable assessment of caracal density) has not been quantified. This study used camera trapping to estimate the density of caracals (a nonindividually recognisable species) in the Winterberg and a structured questionnaire to gauge the general attitudes of the farmers of the region. Caracal density was estimated to be 0.20 caracals/km². This estimate equates to a population of approximately 54 caracals across the entire district. Therefore, caracals do not appear to occur at high densities in the Winterberg. However, the survey of the residents of the Winterberg Conservancy revealed that predators were rated as the greatest problem faced by farmers in the area. Although not significant, it also showed that the size of a respondent's property and sheep mortality due to caracals had the greatest probability of affecting attitudes towards predators. The farmers lost less than 10% of their stock to caracal depredation on an annual basis. Therefore, the general perception that predators were the most important factor in stock loss in the area does not appear to be fully supported by my data. The Winterberg is a male-dominated, multigenerational society and it is likely this propagates certain perceptions towards predators which are a reflection of long-held family traditions and beliefs. Such situations can result in reactions which are disproportionate to the actual scale of the problem. However, my study was limited to a sub-set of the landowners in the Winterberg. Thus, more intensive assessments of caracal space use and community attitudes towards predators are recommended.

- Description: Since the mid 1970s there has been an increasing effort to adopt community participation as a necessary instrument for people driven development. NGOs and governments have come to use this participatory approach not only to empower local people, but also to give them a platform to plan and implement their own development projects. However in Zimbabwe, the government has failed to fund most projects and it has created a gap for NGOs to provide most, if not all services in rural communities. NGOs have been seen as better institutions to facilitate development projects and to engage local people to actively participate in development issues. Community participation is a central component in development projects as the projects respond to the people’s needs and that local people are in full control and ownership of these projects. This study is an assessment of community participation in NGO development projects in Zimbabwe. The study investigates the extent of community participation in development projects and it is guided by the Participatory Development (PD) theory. Research findings reveal that community participation is minimal in development projects of Bulilima and Mangwe districts in Zimbabwe. Local people are just passive participants of the development projects who are told what to do. The local people’s contributions and influences are sidelined in the planning and decision-making processes; instead these are made by the rural elite who plan and make decisions on behalf of the local people. It is the view of this study that the purpose of community participation is to create opportunities for local people to participate in planning, decision making, implementation, allocation and distribution of resources. The development projects should be responsive to the people’s needs. Similarly, participatory development just like community participation is a process whereby communities are given the opportunity to determine their future in terms of their needs and resources. In this regard, it is relevant that rural communities actively participate in planning, decision making, implementation, monitoring and evaluation of development projects. By so doing, the projects become not only successful but also sustainable.

- Description: Staff turnover is a human resource management aspect which occurs in any organisation. It involves the replacement of incumbents who have vacated their posts and left the organisation by the appointment of new incumbents in those posts The purpose of the study was to investigate factors influencing the high staff turnover at Walter Sisulu University and to explore strategies which could be utilized to address it. Management has a responsibility of ensuring that staff turnover remains at acceptable levels within the organisation. Causes of labour turnover and their consequences were investigated. High staff turnover could have negative consequences for an organization. It can dent the image of the institution and also have a negative impact on the productivity, especially when it involves the loss of highly skilled and productive workers. Measurement of staff turnover and models of turnover are also discussed and analysed. Job dissatisfaction as a determinant of voluntary turnover is categorically discussed as well as its components. The relationships between management, job satisfaction, performance and turnover as well as the possibility of reducing staff turnover are also explored. An empirical study was undertaken to determine individual, job, organisational and environmental factors influencing staff turnover among staff at all levels at WSU. Interviews were used in gathering data and the findings include the fact that the high staff turnover at this university is attributed to, among others, job dissatisfaction, lack of job security, lack of development and promotion opportunities. Recommendations were made to address factors that may have an impact on staff turnover at WSU as well as strategies that could be utilised to retain staff.

- Description: Information and Communication Technology (ICT) is a catalyst for economic development and has been seen to provide new business opportunities and a source of competitive advantage. The acute ICT skills gap in South Africa is widely acknowledged. Such a shortage has cost the South African economy dearly, resulting in the government adopting a multi-pronged approach to the problem. The various interventions have yielded limited success leaving room for other players to contribute to the solution. The Cisco Academy programme, executed through the establishment of Cisco Academies in educational institutions, is a professional education programme focused on the provision of computer networking skills and other basic information technology technical skills. Its comprehensive approach has seen it playing a complementary role to those of the government and other stakeholders. This study focused on the factors that affect Cisco Academy performance. The primary objective was to improve the academic performance of the Cisco Academies in South Africa. More specifically the study assessed the effect of instructor quality, use of technology tools, multi-culture needs, motivation, supporting infrastructure and accessibility on academy performance. The sample consisted of 166 respondents from five Cisco Academies in South Africa. Techniques such as multiple regression analysis, two sample t-tests and analysis of variance were employed on the empirical data. It was established that instructor quality and use of technology tools were the significant determinants of academy performance. It was also established that the Cisco Academy programme is making a significant contribution towards addressing the ICT skills shortage. A number of recommendations are made for the government, Cisco Academies and Cisco systems itself. Recommendations for future research are also provided.

- Description: The role of inland fisheries as contributors to local and national economies in developing African countries is well documented. In South Africa, there is increasing interest in inland fisheries as vehicles for achieving national policy objectives including food security, livelihoods provision, poverty alleviation and economic development but there is surprisingly little literature on the history, current status, and potential of inland fishery resources. This lack of knowledge constrains the development of management strategies for ensuring the biological sustainability of these resources and the economic and social sustainability of the people that are dependent on them. In order to contribute to the knowledge base of inland fisheries in South Africa this thesis: (1) presents an exhaustive review of the available literature on inland fisheries in South Africa; (2) describes the organisation of recreational anglers (the primary users of the resource); (3) compiles recreational angling catch records and scientific gill net survey data, and assesses the applicability of these data for providing estimates of fish abundance (catch-per-unit effort [CPUE]); and finally, (4) determines the potential for models of fish abundance using morphometric, edaphic, and climatic factors. The literature review highlighted the data-poor nature of South African inland fisheries. In particular information on harvest rates was lacking. A lack of knowledge regarding different inland fishery sectors, governance systems, and potential user conflicts was also found. Recreational anglers were identified as the dominant user group and catch data from this sector were identified as potential sources of fish abundance and harvest information. Formal freshwater recreational angling in South Africa is a highly organised, multi-faceted activity which is based primarily on angling for non-native species, particularly common carp Cyprinus carpio and largemouth bass Micropterus salmoides. Bank anglers constituted the largest number of formal participants (5 309 anglers affiliated to formal angling organisations) followed by bass anglers (1 184 anglers affiliated to formal angling organisations). The highly structured nature of organised recreational angling and dominant utilisation of inland fisheries resources by this sector illustrated not only the vested interest of anglers in the management and development of inland fisheries but also the role that anglers may play in future decision-making and monitoring through the dissemination of catch data from organised angling events. Generalised linear models (GLMs) and generalised additive models (GAMs) were used to standardise CPUE estimates from bass- and bank angling catch records, which provided the most suitable data, and to determine environmental variables which most influenced capture probabilities and CPUE. Capture probabilities and CPUE for bass were influenced primarily by altitude and conductivity and multiple regression analysis revealed that predictive models incorporating altitude, conductivity, surface area and capacity explained significant (p<0.05) amounts of variability in CPUE (53%), probability of capture (49%) and probability of limit bag (74%). Bank angling CPUE was influenced by conductivity, surface area and rainfall although an insignificant (p>0.05) amount of variability (63%) was explained by a predictive model incorporating these variables as investigations were constrained by small sample sizes and aggregated catch information. Scientific survey data provided multi-species information and highlighted the high proportion of non-native fish species in Eastern Cape impoundments. Gillnet catches were influenced primarily by species composition and were less subject to fluctuations induced by environmental factors. Overall standardised gillnet CPUE was influenced by surface area, conductivity and age of impoundment. Although the model fit was not significant at the p<0.05 level, 23% of the variability in the data was explained by a predictive model incorporating these variables. The presence of species which could be effectively targeted by gillnets was hypothesised to represent the most important factor influencing catch rates. Investigation of factors influencing CPUE in impoundments dominated by Clarias gariepinus and native cyprinids indicated that warmer, younger impoundments and smaller, colder impoundments produced higher catches of C. gariepinus and native cyprinids respectively. A predictive model for C. gariepinus abundance explained a significant amount of variability (77%) in CPUE although the small sample size of impoundments suggests that predictions from this model may not be robust. CPUE of native cyprinids was influenced primarily by the presence of Labeo umbratus and constrained by small sample size of impoundments and the model did not adequately explain the variability in the data (r² = 0.31, p>0.05). These results indicate that angling catch- and scientific survey data can be useful in providing predictions of fish abundance that are biologically realistic. However, more data over a greater spatial scale would allow for more robust predictions of catch rates. This could be achieved through increased monitoring of existing resource users, the creation of a centralised database for catch records from angling competitions, and increased scientific surveys of South African impoundments conducted by a dedicated governmental function.

- Description: This thesis is based on an in-depth assessment of the three rural women co-operatives in the Tsojana village, within the Intsika Yethu Local Municipality, which is the largest and most rural municipality within the Chris Hani District Municipality. 95 percent of households in this municipality live in rural areas or villages (Integrated Development Plan (IDP), 2010-2011). Rural areas are characterised by high levels of poverty, deprivation, poor infrastructure, and poor linkages to markets. Rural women are the ones experiencing poverty at first hand due to the fact that they are less mobile; when food crisis hits, men tend to leave to look for work or income in towns/cities, while women stay behind to look after their families (Moyo-Mhlanga, 2001). In 1975, the World Bank addressed the question of how women can become effective in economic development, hence the establishment of Women in Development Projects to encourage them to be more involved in income-generating activities like rural projects, co-operatives (co-ops) and self-help groups. A co-operative is an autonomous association of people who join voluntarily to meet their socio-economic and cultural needs through a jointly-owned and democratically-controlled enterprise (International Labour Organization (ILO), 2002). The United Nations (UN) recognized the contribution cooperatives can make to achieve the Millennium Development Goals (MDGs) through productive employment, eradicating poverty, enhancing social integration and promoting the advancement of women. This research study was motivated by the fact that- there are various women development projects/co-operatives in Tsojana Administrative Area (A/A) which aim to improve the lives of the rural people for the better, but most of these co-ops are not sustainable and financially viable. Rural women have realized that in order to sustain development they have to integrate themselves into village development structures, as in various co-operatives, informal rural entrepreneurs and agricultural and non-farm income-generating activities. The study proposes to investigate the reasons for the failure of these co-ops to create sustainable rural livelihoods. The study further attempts to explore development strategies that will assist to transform and advance the co-ops towards sustainable development for all. It also aims to explore strategies that will alleviate poverty, create jobs, and address all factors of underdevelopment and deprivation. The overall methodological approach in this study is qualitative in nature, as it is based on the understanding of the situation from the participant‟s point of view, or perspective. It seeks to describe, investigate and explore aspects of development projects, and to also understand the aspects of socio-economic life of rural women. It combines three traditions of enquiry, i.e. case study, phenomenology, and ethnography. A non-probability type of sampling, in particular purposive sampling, was used for the study because the researcher‟s samples are based on her judgement. Interpretive research paradigm was used to allow the researcher to study meaningful social action, not just the external or observable behaviour of people, and various research tools were used to collect data. These co-operatives have been identified as struggling for survival, and lacking training, and material and financial resources. The co-operatives require support for expansion and modernizing their operations.

- Description: This study assesses service delivery challenges in Intsika Yethu Municipality with reference to water and electricity. This report presents the findings of a study conducted to identify the service delivery challenges related to the provision of basic services such as water and electricity, together with the recommendations on how these challenges can be resolved. This study was prompted by the huge number of backlogs experienced regarding water and electricity as well as complaints of non-service delivery and little understanding of the programme and plans within Intsika Yethu Municipality. The results of this study show that the communities do not fully participate in their development planning processes and they do not understand the purpose and existence of IDP document. The researcher hopes that this study will sensitise the community to participate in the affairs of their development that will change the quality of their lives. Intsika Yethu Municipality should improve their strategies and consultation structures in the implementation of water and electricity projects as well as the IDP processes.

- Description: The research investigated the impact of HIV/AIDS on the children’s right to education with special focus on OVCs. The main aim of the research was to assess the impact of HIV/AIDS on the children’s right to education through examining its impact on children’s experiences and opportunities for meaningful access to education in the Amathole district of the Eastern Cape Province. The study also sought to investigate how HIV/AIDS programmes can be made an effective part of the education system in terms of the rights-based approach. The study adopted qualitative methods of research and semi-structured interviews, direct observation and literature review as methods of data collection. The findings and responses of all the respondents were analysed and discussed within a rights-based framework. The study identified four pertinent issues which include denial of children’s rights to education, to non-discrimination, to parental care and to lack of protection from abuse as four structural issues that need urgent attention. Thus, the study found out that HIV/AIDS is indeed a development problem and that it can be dealt with using some existing development approaches such as the rights-based approaches. Key recommendations are that HIV/AIDS programmes which are meant to benefit children must be made an effective part of the education system in terms of the rights-based approach. The findings of this research can be used by the Department of Social Development (DoSD), Department of Education (DoE), Non-governmental Organisations (NGOs), social workers, Community Based Organisations (CBOs), Politicians and other professionals who work closely with the Orphaned and vulnerable children (OVCs). These findings can be used to broaden people’s understanding on the impact of HIV/AIDS on the children’s right to education.

- Description: The demise of apartheid and the ushering in of the New Dispensation in 1994 necessitated the dismantling of the old structures of government which divided the people along racial lines and building a united South Africa based on the principles of the new Constitution.Chapter 10 of the Constitution No. 108 of the Republic of South Africa gives guidelines and principles on how Public Administration should be governed. Section 195 provides for the basic values and principles which govern public administration. The Eastern Cape Department of Education is faced with a problem where the basic values and principles which govern public administration in schools had either not been observed or are completely compromised despite the involvement of labour unions. This is evident in the final results of matrics year after year which became a social concern and the national question. The state of affairs is not improving despite the involvement of labour unions and this prompted the National government to intervene through Section 100. This study will try to explore and mitigate this undesirable state of affairs. The involvement of labour unions is a critical question as to whether their involvement enhances proper governance and policy intentions in schools which will enhance service delivery and increase performance and output results. The researcher followed a multi-method approach to benefit from the diversity of opinions and understand the problem better.

- Description: The purpose of the study was to assess the implementation of intervention programmes that ensure the right to education for orphans in schools in the King William’s Town District. Data from the study revealed that there were a number of challenges faced by orphans with regards to accessing social grants and this affected their school performance negatively. Some of the challenges were (1) even though orphans were receiving the social grant, it was inadequate to provide for their home and school needs; (2) there was lack of information by applicants to access documents they needed to apply for social grants. This was an impediment to access to funds from social grants. (3) The long distances travelled by people to reach social services posed obstacles to those wishing to apply for grants. (4) Applicants lacked proper documentation such as birth certificates and parents’ death certificates which could impede application processes for social grants and (5) Lack of monitoring of social grants resulted in the misuse of funds by some caregivers. In the schools it was also established that there was irregular distribution of food parcels which resulted from some people who gave food to their families and friends, leaving the needy ones out. The No fee policy however was a success as most learners were able to remain in school. With regard to school attendance, some of the challenges were: (1) that some learners were struggling to buy school books as this was not covered by the policy. (2) There was slow implementation of scholar nutrition programme with some schools in quintile 1-3 still not being able to benefit from the programme. (3) Scholar transport was not available to most of the learners and (4) learners were without counseling services, since teachers were not trained in psychosocial support. Nonetheless, social workers were adequately trained to provide psychosocial support to learners. In addition, non governmental organizations contributed a vital service by providing orphans with uniforms and food. However their work was limited by resources and funding. The study was situated in the interpretive paradigm which seeks to construct detailed descriptions of reality. The qualitative methods were suitable for data collection purposes because they allowed the use of interviews which collected detailed, authentic information of what goes on in the schools. It was therefore the best method for the research study which seeks to assess implementation of intervention programmes for orphans as they related the challenges they encounter in the implementation of intervention programmes in their schools. Purposive sampling was used to select 8 orphans, 8 caregivers, 4 principals, 4 teachers and 4 social workers from the 4 schools in the district. The study recommends that the Child Support Grant be reviewed upwards and that monitoring be strengthened so that grants are not misused. It is further recommended that the department of social services synchronize its information dissemination strategies with other stakeholder departments, such as the department of education so as to benefit orphans. It is also recommended that the No fee policy be strengthened by such additions as providing books for orphans and other vulnerable children in schools. - Description: This study assessed the implementation of learner discipline policies in the Graaff Reinet District in four township Secondary schools. The study arose as a result of the decline of learner discipline in secondary schools. This study is located in the interpretive paradigm and adopted a qualitative research approach in the collection of data. It employed triangulation to collect data and obtained valuable information on the implementation of learner discipline policies. Four township secondary schools in the Graaff Reinet District were purposively selected for the sample in this study. Semi-structured interviews, focus groups of learners and parents Data has revealed that schools were using different strategies to implement learner discipline such as Code of Conduct, Disciplinary hearing, Safety and Security Committee, Educators, Corporal Punishment, Alternative methods to Corporal Punishment and the role parents. Data revealed that there has been no success in implementing learner discipline strategies. There were a number of limitations in implementing policies to maintain learner disciplines which were identified in the study. There were inconsistencies like educators not supervising learners in detention classes, some of the educators were sabotaging the system by not putting into practice the measures and strategies which were put in place to maintain discipline and so forth. The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.

These allegations include poor governance, maladministration, corruption and poor delivery of services. Certain municipalities are unable to deliver sufficient services to the communities of their geographic areas due to maladministration, political interference and corruption. This study undertook an assessment of the implementation of the Local Government Turnaround Strategy with emphasis on the Umzimvubu Local Municipality. The study comprises of five chapters and was motivated by the National Cabinet‟s decision to turn around the image of South African municipalities. The study includes an overview on the development and transformation of local government in South Africa as a point of departure. This is followed by an assessment of the implementation of the Local Government Turnaround Strategy, with specific reference to the Umzimvubu Local Municipality. The quantitative research methodology was employed for purposes of the study and the interpretation of the research findings are analyzed and described. A number of conclusions that were arrived at during the study, followed by specific recommendations are proposed in the final chapter. These are based on the findings primarily from the literature review and empirical survey.

- Description: The assessment of the motivational value of rewards in the world of work is interesting but difficult to understand. Variations in research reports and inadequate comprehension of the efficiency and motivational value of rewards have brought about confusions, controversies and contradictions among authors, researchers, consultants and practitioners in the field of Industrial and Organisational Psychology (Mangham, 2007; Muula, 2006; Muula & Maseko, 2005; Palmer, 2006; World Bank, 2004). As a consequence, organisations are applying theories and models of motivation selectively depending on their beliefs, ideological framework of values and assumptions (Dzimbiri, 2009). The study was therefore carried out as a positive contribution to the existing knowledge and debate on the motivational value of rewards for health professionals in the public health sectors of the developing countries. Through a systematic sampling method, 571 health professionals were sampled for the study. Data were collected through the use of a self-administered questionnaire which was composed based on the data collected from desk research/literature review, focus group discussions and interviews. The findings of the study revealed that the Malawi‟s Ministry of Health (MoH) is failing to attract, motivate and retain health professionals; there is perception of inequity of the rewards among the health professionals; health professionals develop coping strategies to supplement their monthly financial rewards; health professionals engage in corrupt practices to supplement their monthly financial rewards; and there is erosion of industrial democracy in the Malawi‟s Public Health Sector. While the statistical testing of the hypothesized model proved a lack of fit between the variables, the statistical testing of the re-specified model suggests that there is a positive relationship between financial rewards and reward-related problems being faced by health professionals in the Malawi‟s MoH. Through the Structural Equation Modeling (SEM) exercise, an inverse (negative) relationship between financial and non-financial rewards was deduced, and scientifically and graphically demonstrated. Both the re-specified and graphical models symbolize a pragmatic departure from the theoretical model whose authors (Franco, Bennett, Kanfer & Stubblebine, 2004) are largely inclined to the use of non-financial rewards and suggest that financial rewards should be used with caution. These findings also reject the Herzberg‟s two factor theory (Herzberg, 1960) which claims that financial rewards (salaries) are not a motivator. The major recommendations of the study are that the Franco et al.‟s (2004) model should be adopted and adapted in the Malawi‟s MoH with the view that the value of both financial and non-financial rewards (as motivators) varies from individual to individual due to individual differences and prevailing factors/forces in both the work environment and wider society in which the MoH operates; a hybrid reward system combining the strengths of time-based, performance-based and competence-based reward systems should be developed and implemented; the results of scientifically testing the re-specified model and the inverse (causal) relationship established between financial and non-financial rewards (as demonstrated in a graphic model) should be re-tested with other samples in the public health sectors of the developing countries; and the motivational value of non-financial rewards should be scientifically established and compared with the motivational value of financial rewards used independent of each other in business organisations to make an objective conclusion on the rewards-motivation debate.

- Description: This study aimed to analyse the potential and challenges for ecotourism development and how it can be applied as an integrated tool to provide economic incentives and better opportunities for community development, while improving natural resource management and conservation in Isimangaliso. The capital assets, the context of vulnerability of the local communities along with other significant attributes of the supply side were investigated in-depth. In addition, the potentials and challenges for ecotourism development in the selected Isimangaliso, Khula Village were studied. The impacts of ecotourism on local livelihood improvement, biodiversity resources and natural environment, and management and conservation of the area were also explored through sustainability concepts. However, the focus of the study was not only on ecotourism potentials and opportunities but was also on the development of sound guiding principles for planning and management of ecotourism development in Isimangaliso in a sustainable manner. It was found that community‟s willingness to participate in local development and natural resource management remains a questionable issue to be achieved. This is because local communities are strongly influenced by vertical network of the state administration. The study reveals that there is a strong interaction and interdependency between local livelihoods or poverty and the status and effectiveness of natural resource management in Isimangaliso. The study indicates that the area has plenty of potential natural and cultural resources. These resources signify three fundamental elements for ecotourism destination: quantity, quality, and fascination. The natural attractions consist of vital and sensitive biological and scenic values of the destination area.

Furthermore, the study seeks to find ways through which the relationship between traditional leaders and ward Councillors could be managed to harmonize the relationship between them in order to improve service delivery in Mnquma Local Municipality. Most municipalities which are based in rural areas in South Africa are faced with a lot of challenges which has left development staggering and thus in long run inefficiency in service delivery is caused. As a result of poor service delivery Mnquma Municipality is faced with the challenge of instability towards its management, whereby several Mayors have been chased away through protests, as result service delivery has been hampered and delayed. These challenges are the results of the poor relationship between traditional leaders and ward Councillors over land ownership, control and authority of resources for development. The legislations that govern traditional leaders are ambiguous or rather vague when it comes to their roles and functions in development and service delivery in the new democratic government of South Africa and thus cause the traditional leaders to feel that they are undermined by the ward Councillors whom according to traditional leaders feel they that ward Councillors are more recognized than them. It is in this context that this study seeks to investigate the causes of conflict between the traditional leaders and ward Councillors and how the conflict impacts on service delivery and development and also can it resolved to harmonize the situation. The researcher used a qualitative method to collect data, the questionnaires and interviews were conducted to Municipalities, Traditional Leaders, Municipal Managers, Ward Councillors, Ward Committees and the community. Data was collected and analysed using descriptive method. The researcher came out with the following summary of the findings: The management of relationship between traditional leaders and ward Councillors over ownership of projects, control, land distribution and authority is very poor. Traditional leaders felt that the present democratic government has given too much power to the ward Councillors for most development programs. There is no absolute proper consultation of traditional leaders by neither local government officials, municipalities and ward Councillors before any development is done in their areas. Poor recognition of traditional leaders by ward Councillors and other politicians. There is allegation by the community members and traditional leaders that ward Councillors are bias in delivering services, preference is given to the group that belongs to their party of interest. When there is development projects employment opportunity is not given to the local communities of that area. Traditional leaders are not allowed to actively participate in council meetings.

- Description: Nutrition is one of the basic sciences that underlie a proper understanding of health and human sciences. The National School Nutrition Programme (NSNP), which is of focus in this regard, is government’s project that responds to problems such as poor nutrition and hunger amongst learners. Originally this programme was designed to provide direct services to primary school learners, to reduce hunger and alleviate the effect of malnutrition on their learning capacity through improvements in the nutritious status of school children. The research on the assessment of the role of NSNP took place at Siyanda SPS in Butterworth. Siyanda SPS was selected because of its geographical location, as it was observed to be one of poverty stricken informal settlement. Key informants for data collection included interviews, direct-observation, content analysis and focus group discussions and photographs. The study provides best practice for implementation of the programme in Yako informal settlement, and encourages local economic development within community members. The study may also add consciousness on matters related to government intervention in human capital development projects, as well as benefiting communities, through initiatives such as employing local women as food preparers and using local food suppliers. The NSNP endow the community with nutritional education, empowering rural dwellers with awareness, and capability to grow their own food. Community members are also well-informed about the benefits of a healthy diet. The NSNP creates chances for learners from underprivileged communities to concentrate better in class, so that they get better results, which possibly will lead to better lifestyles in future.

- Description: An ecosytem-based spatial conservation plan for the South African sandy beaches. Sandy beaches are valuable ecosystems. They support a collection of species that is unique, comprising many endemic species, and provide a number of key ecosystem goods and services, including scenic vistas for human recreation, nesting sites for turtles and birds, and important areas for biogeochemical recycling, water filtration and purification. However, sandy beaches have not been well understood or appreciated as ecosystems, and consequently have a legacy of poor coastal management. In many instances this has lead to a "tyranny of small decisions", where multiple, seemingly insignificant management decisions and actions have resulted in complete transformation and degradation of the shoreline in several places. In addition to inappropriate management strategies, beaches are also poorly represented in conservation areas. Further, where they are recognised as being "conserved" in marine protected areas, this often is a false sense of protection because the far more sensitive dune portion of the littoral active zone is invariably not included in the reserve. In short, there is a need for a new way to approach sandy beach conservation and management that includes the system (dunes, intertidal beaches and surf zones) as a whole. On one hand, the approach should make provision for use of the abundant natural resources and opportunities associated with sandy shores in ways that are sustainable and contribute to biodiversity stewardship - through ecosystem-based management and marine spatial planning. But, on the other hand, it must simultaneously contribute to securing a sufficient amount of the key ecological attributes of beaches (habitats, biodiversity and processes) in a network of reserves, to ensure that the ecosystem, natural resources, and services all persist in perpetuity - through systematic conservation planning. The aim of this Thesis is to integrate these into a single approach, which I call ecosystem-based spatial conservation planning for sandy beaches, using the South African sandy shores as a case study. To achieve this broad aim, the Thesis is divided into three parts. Part 1 deals with establishing baseline information by quantifying spatial patterns in sandy beach habitats (Chapter 1), biodiversity, key assemblages and processes, and outstanding physical features (Chapter 2). First, mapping sandy beach habitats is a challenge given the vast, linear extent of shorelines and significant resources required to complete the project. Therefore, a novel approach was derived using statistical techniques (conditional inference trees) to identify physical features of beaches that can be observed on Google Earth (or similar) imagery, and that can provide good predictions of beach morphodynamic (habitat) types. Based on the results of this analysis, sandy beaches (and all other coastal habitat types) were mapped digitally in ArcGIS. Second, spatial patterns in sandy beach biodiversity (vertebrates, macrofauna, microflora and foredune plants) were mapped by compiling existing data on the distributions of key species that have been well studied or mapped previously (vertebrates and foredune plants), and by niche modelling (macrofauna and microflora). For the latter, data from all previous sandy-beach sampling events in South Africa were compiled from published and unpublished sources, and supplemented with additional sampling of 23 beaches along the national shoreline, targeting macrofauna and phytoplankton. Altogether, the macrofauna database comprised data from 135 sites and 186 sampling events, and the microflora (phytoplankton and microphytobenthos) database comprised data from 73 sites and 510 samples. The probabilistic distribution of each "resident" species (present at 10 or more sites) was modelled in MaxEnt version 3.3.3k, probability thresholds were determined statistically (to convert the data into predicted presence-absence), and displayed as a digital map. A composite biodiversity map was compiled, and key trends in species richness and endemism along the national shoreline were quantified. To supplement biodiversity proper, additional valued-features of sandy beaches were mapped, including: important assemblages; unique habitat features; and sites associated with key ecological processes. Part 2 considers threats to sandy beaches in the context of deriving an appropriate management strategy that seeks to provide for use of the coast, but in a way that has least overall impact to the ecosystem. A method for assessing cumulative threats to sandy beaches is adapted from an existing framework (Chapter 4). This entailed compiling a list of threats to beaches, and scoring these (out of 10) in terms of the severity of their respective impacts to beaches, and how long it would take the ecosystem to recover should the threat be removed. The scoring was based on the collective expert opinion of the scientific community working on sandy beaches, at a workshop during the VIth International Sandy Beach Symposium 2012. To standardize the scores and ensure broad applicability, a base case scenario of a pristine beach was established, and maximum theoretical scores were provided for this context. The method for integrating these scores into a spatial, cumulative threat assessment was then determined. In Chapter 5, the maximum theoretical scores (from Chapter 4) were down-scaled to suit the current threat regime to the South African sandy beaches, and the cumulative threat assessment methodology was applied. From this analysis, the most threatened beaches in South Africa, and the most important threats were highlighted. A decision-support tool for managers was derived from the site-specific cumulative threat-impact scores, based first on the degree of permanent habitat transformation, and second on the cumulative impact of other stressors where the impacts these stressors have could potentially be mitigated or ameliorated. Part 3 concerns conservation of beaches explicitly. It addresses how much of which valued features of beaches is required to ensure their long-term persistence, and the design of a network of beaches in South Africa that are of ecological importance and should be set aside as reserves. Conservation targets are set in Chapter 6, using species-area curves to determine a baseline percentage-area required to protect sandy beach habitats, which is modified using heuristic principles based on habitat rarity and threat status (from a recent national assessment). A fixed target was applied to all species, also modified by heuristic principles, and another fixed target was applied to key assemblages and processes.

- Description: In 2008, the global economy went into recession. Millions of jobs were lost, confidence in the financial markets fell and billions of dollars were lost by investors. Prior to the onset of the recession, the major economies of the world (USA, and Western Europe) had experienced a period of economic boom and expansion. Austrian Business Cycle Theory proposes that the roots of the current financial crisis and recessions in general, are found the actions of central banks through credit expansion and manipulation of interest rates. Central banks manipulate interest rates causing them to fall below the natural level, leading to credit expansion and malinvestments. Austrian Business Cycle Theory is based in capital theory. Capital theory incorporates the elements of time and money and allows the setting of a microeconomic foundation. The theory recognises that investment is not an aggregate (as do Keynesians and Monetarists). Opposition to empirical testing by Austrian economists has meant that few statistical analyses of Austrian Business Cycle Theory have been carried out. The apprehension toward empirical testing of Austrian Business Cycle Theory stems from some Austrian economists who argue that human behaviour cannot be captured in statistical terms. Recently, some Austrian economists have begun to do empirical research Austrian Business Cycle Theory and the thesis adds to that growing field. The thesis tests empirically for ABCT in South Africa by using Vector Error Correction Model and Granger causality techniques and the results are as follows: The Vector Error Correction Model shows that any disequilibrium adjustment in the structural equations influences correction mostly through changes in Manufacturing. The disequilibrium adjustment process for Investment is also found to have statistical significance. The results propose that Investment in South Africa is not inert. The Granger causality tests show that credit expansion causes interest rates to be artificially lowered leading to mal-investments. The main policy recommendation is that business cycles can be prevented by not manipulating interest rates and by not increasing credit availability.
