- Description: Marxism was central to the understanding of South Africa’s struggle for freedom. This article provides a critical analysis of Marxist literature on South Africa since the 1970s, drawing out its relevance for contemporary analyses of the post-apartheid state and for radical politics today. It suggests that while the literature offered important insights into the character of the apartheid state, it failed to provide a critical appraisal of the state per se. Moreover, the capturing of state power by the liberation movement was not grounded in an understanding of the oppressive character of the state-form. The undermining of mainstream Marxism under neo-liberalizing conditions in post-apartheid South Africa has opened up the prospects for anti-statist radical libertarian thinking (including autonomist Marxism), and this thinking is consistent with the practices of certain autonomist popular politics currently emerging. Social theorizing on South Africa has had a complex relationship with Marxism. This article is interested in drawing on this experience in an effort to understand its implications for the ‘new’ South Africa where, 20 years after apartheid’s formal ending, social transformation remains caught in the logic not of Marxism but neo-liberalizing capitalism.

- Description: For decades, most anti-capitalist and anti-imperialist movements identified radical social transformation with the capture of state power. The collapse of supposedly enabling states led recently to a crisis of left and working class politics. But this has also opened space for the rediscovery of society-centred, anti-capitalist modes of bottom-up change, labelled as ‘at a distance’ politics. These modes have registered important successes in practice, such as the Zapatistas in Mexico, and have involved strands of anarchism and syndicalism, and autonomist Marxism. This article, an introduction to a collection of papers emerging from a 2012 conference of academics and activists in South Africa, aims to help articulate an understanding of social transformation from below that has been analytically and politically side-lined not only in South Africa (and Zimbabwe), but globally. In doing so, it provides a preliminary attempt to map and create a dialogue between three major positions within the broad category of ‘at a distance’ politics.

Western Marxism emerged in the 1970s in South Africa and Marxist activists became deeply involved in the liberation movements. With the unravelling of apartheid, the main liberation forces made a social pact with capitalist forces and former Marxists embraced a statist project. In the context of the rise of ‘new’ social movements, radical thinking of a more Libertarian kind is emerging in contemporary South Africa.

A large strap-like form is described as a new species, Yeaia africana.

- Description: Prior to 1994, 21 million people were without access to sanitation in South Africa. Progress towards the backlog elimination started after 1994, but was slow-paced. From 1994 until 2011, the sanitation backlog has been decreased by between 29.8 and 79.2 % from the 1994 levels, depending on the province. Mechanisms were created for implementation of sanitation projects, but this was marginally successful and risk of environmental pollution from sanitation persisted. The period between 2009 and present day seemed to have brought on a significant fast-tracking of sanitation project around South Africa. This coincides with the transfer of oversight and partial implementation responsibility to the Department of Human Settlement and the launch of the Rural Household Infrastructure Programme. It also originated from the integrated programmes which drew in input from all stakeholders at the national and local government levels. Limitations still exist in maintenance and sanitation skills’ portfolio of some local municipalities, mainly in the Eastern Cape and Limpopo Province. However, the present status is still in partial conflict with government aims, legislation and policies. Novel tools such as the Technology Assessment and the Environmental Technology Assessment will have to be implemented in the sanitation decision-making and the novel strategies for skills development will have to be devised. If sufficient maintenance skills are developed in a local municipal area, then this will prevent negative environmental effects and results in lowered sanitation-related environmental contamination. Improvement in can be expected from the new national Department of Water Affairs and Sanitation.

- Description: The current population of South Africa has been migrating into informal urban settlements that lack adequate sanitation service delivery, caused at least in part by the lack of the necessary skills in the local government sector and the lack of buy in from the community into the provided sanitation facilities. The authors report results of policy research into the relevant disaster management options that could be applied to improve the sanitation service delivery in South Africa. The best policy option was identified as the draft Disaster Management Regulations: Disaster Management. Local government can use these tools through the formation of the volunteer units from the nongovernmental organization sector, the business community, and from among the end users of sanitation facilities. Formation of the volunteer unit should follow the principles of cooperative governance and participatory approach to disaster management. Implementation should be facilitated through the adoption of locally specific municipal by laws.
