- Description: In 1994 South Africa took a new direction towards democratic governance. This led to a change of government principles and approaches in leading the country. The people became the centre of the country’s development, resulting in the adoption of people-centred development and people-driven strategies. A special focus highlighted women as in the category which had endured poverty the most in South Africa. The South African government, through its various departments, has a responsibility to improve the lives of South Africans, and the Eastern Cape Provincial Department of Social Development is one of the departments which has committed itself towards changing the lives of women in the community. As a strategy to implement community development, the Provincial Department of Social Development is funding women cooperative programmes. Women cooperatives are a relatively new endeavour to address poverty within the democratic South Africa. The study supports the notion and attempts to show the impact that women have on community development. The researcher began studying the trends and realized that the funds allocated and the funding process of community development programmes by Provincial Department of Social Development is not working towards empowering communities. A purposive sampling method was used to select two women cooperative programmes in the Chris Hani District Municipality to explore the role of women in community development in the current context of democracy and social welfare transformation in South Africa; to explore the impact of gender through women cooperatives on community development and to explore strategies for the empowerment of women through community development intervention. The design of the study is qualitative, exploratory and descriptive in nature. The study also adapted evaluation and gender analysis methods to verify the effectiveness of women programmes. The study recommends that women be empowered with skills, knowledge, resources and opportunities to enable them to be more effective in community development.

- Description: The development of electronic commerce (e-commerce) is the most visible business use of the World Wide Web. The primary goal of an e-commerce site is to sell goods and services online. This project deals with developing an e-commerce platform for marginalized communities of the Eastern Cape region, South Africa. An online “shopping mall” to support the marketing of art and crafts from disadvantaged communities is presented, with Linux-Apache-MySQL-PHP (LAMP) as the development environment. Free and Open Source Software has been chosen to develop the virtual shopping mall system because the use of Open Source allows easy localization and extensions to the system developed and long term sustainability, as the source code is available. Also, it might start a “virtuous” circle, whereby young members of the communities hosting art and craft makers become involved in maintenance, and then production, of software systems. One important design constraint from the e-commerce platform presented in this thesis is the possibility for the art and craft makers to manage their shops directly, from the initial loading of their wares to the day-to-day maintenance, such as changes of price or items. The user requirement elicitation and initial field testing were conducted in Dwesa, an area on the wild coast, South Africa. The system currently comprising two shops is live at the time of writing this thesis at www.dwesa.com.

- Description: This study demonstrated that the demographic profile of the Eastern Cape Province portrayed high levels of poverty and underdevelopment in the mostly rural population. This is despite the fact that the Eastern Cape is characterized by a rich endowment of natural resources, hosting a wide range of natural plant species, numerous rivers, water springs from mountains and no less than six biomes due to the variety of climatic conditions prevalent in the Province. In contrast, the natural resources found in the Province were regarded to have a high potential to grow and transform the economy of the Province. In this study, the integrated approach was conceptualized, developed and implemented in action within the rural communities selected with varying degrees of success, as a function of the material and objective socio-economic conditions prevailing in each community. A model for rural enterprise development based on agricultural production utilizing the principles of Community-Public-Private Partnerships was conceptualized and executed with the assistance of specialist professionals from various disciplines and organizations. Case studies structured on the basis of methodologies derived from the integration of natural sciences and indigenous knowledge systems were conducted to demonstrate the feasibility of the conceptual framework of the study as indicated by the following case studies. The first case study undertaken was the development of agricultural enterprises in the selected rural communities in joint ventures through the commercial production of food and vegetable crops for local markets and to provide nutrition for the rural communities as the first line of therapy against the HIV/AIDS infection and other diseases associated with malnutrition. The second case study was the establishment of an agricultural enterprise in partnership between rural communities, government agencies and agricultural specialist for the commercial production of grain crops, namely, Sorghum alternating with Wheat to satisfy the demand of local markets for these crops. The third case study was the establishment of a community-based enterprise through the commercial production of two Pelargonium plant species, namely, Pelargonium reniforme and P. sidoides. The two species had a high market demand in the pharmaceutical industry; hence, the plant species were V domestically cultivated to satisfy the industry demand and to ensure the survival of the plant species. The enterprise succeeded in sustaining the livelihoods of the rural communities and conserving the plant species. The fourth case study was the commercial production of essential oil-producing plants in six selected rural communities providing employment for some of the members of these communities even though the initial phase of the start-up enterprise was a trial cultivation to determine the suitability of the environmental and climatic conditions for the propagation of the selected essential-producing plants. The demand for essential oils in local and international markets was determined to relatively high. The incorporation of Indigenous Knowledge Systems of the rural communities in the planning and implementation processes in the areas of Commercial Agricultural Production and Primary Health Care resulted in a gradual paradigm shift on the part of rural communities from a dependence mindset to one of self-reliance that is critical for sustainable rural economic development and the improvement of rural livelihoods. An integrated approach in the strategic planning and execution that involved the rural communities by government stakeholders, the academic community and other stakeholders from the Private Sector was piloted. The recognition of Indigenous Knowledge Systems by all the relevant stakeholders and their essential role in rural enterprise development, food production and primary health care as a pre-requisite for a successful transformation agenda was highlighted as never before. An all-inclusive approach that accorded the rural communities the status of equal partnership had a positive impact on most aspects of planning and implementing programmes for sustainable rural economic development and biodiversity conservation. Working in partnership with rural communities was found to be a challenge; hence, an understanding of the sub-cultures and the social dynamics that often manifested themselves in the form of internecine conflicts became necessary for successfully initiating the research programme in the rural communities. Furthermore, recognition of the rural communities as an integral part of the solution towards biodiversity conservation and the sustainable exploitation of natural resources was found to be a critical component for an effective strategy to ensure the continued survival of the endangered plant species. This attitude underpinned the co-operation of the rural communities and the overarching goals of rural transformation towards the consistent and sustainable improvement of rural livelihoods. Theapproach also marked a radical shift from all the preceeding practices in biodiversity conservation and the management of sustainable natural resource utilization. The study demonstrated that the integration of Indigenous Knowledge Systems and Natural Sciences for sustainable rural economic development with the ultimate strategic objective of contributing towards the reduction of poverty, the improvement of the quality and cost-effectiveness of primary health care and adequate food production is feasible.

- Description: In recent years, concern about food safety linked to health issues has seen a rise in private food safety standards in addition to the regulations set by the Food and Agriculture Organisation (FAO) in collaboration with the World Health Organisation (WHO). These have presented challenges to producers and exporters of agricultural food products especially the producers of fresh fruits and vegetables. In spite of the food safety-linked challenges from the demand side, the vast range of business-environment forces pose equally formidable challenges that negatively impact on the exporting industries’ ability to maintain or improve their market shares and their ability to compete in world markets. The objective of this study was therefore to establish the competitiveness of the South African citrus industry in the international markets within this prevailing scenario. Due to the diversity of the definitions of competitiveness as a concept, this study formulated the following working definition: “the ability to create, deliver and maintain value and constant market share through strategic management of the industrial environment or competitiveness drivers”. This was based on the understanding that the international market shares of an industry are a function of forces in the business environment which range from intra-industry, external and national as well as the international elements. The unit of analysis were the citrus producers engaged in export of their products and the study made use of 151 responses by producers. The study adopted a five-step approach to the analysis of the performance of the South African citrus industry in the global markets, starting with the analysis of the Constant Market Share (CMS) of the South African citrus industry in various world markets, establishing the impact of the business environmental factors upon competitiveness, establishing the costs of compliance with private food safety standards, determining the non-price benefits of compliance with the standards, as well as highlighting the strategies for enhancing long-term competitiveness of the industry in the international markets. South Africa is one of the top three countries dominating the citrus fruit export market. Since its entry into the citrus fruit exports market in the 1900s, the industry has sustained its activity in the international market. The Constant Market Share Analysis shows that, amidst the challenges on the international market side, and the changes in the business environment, over much of which the industry has limited control and influence, the industry has maintained its competitive advantage in several markets. The CMS shows that South Africa’s lemons are competitive in America. Despite a negative trend, the South African grapefruit has been competitive in France, Greece, Italy, the Netherlands and Spain. Oranges have been competitive in the Greece, Italy, Portugal, UK, Asian and Northern Europe markets. Competitiveness in these markets has been due to the inherent competitiveness of the industry. Competitiveness in such markets as the Middle East has been attributed to the relatively rapid growth of these markets. The South African citrus industry has similarly undergone many major processes of transformation. The business environmental factors influencing its performance have ranged reform to the challenges beyond the country’s borders. These factors directly and indirectly affect the performance of the industry in the export market. They have influenced the flow of fruits into different international destinations. Of major concern are the food safety and private standards. Challenges in traditional markets as well as opportunities presented by demand from newly emerging citrus consuming nations have seen a diversification in the marketing of the South African citrus. The intensity of competition in the global market is reflected by the fluctuations in the market shares in different markets as well as the increase and fluctuations of fruit rejection rates in some lucrative markets such as America. A combination of challenging national environmental forces and stringent demand conditions negatively impact on revenues especially from markets characterised by price competitiveness. This study identified cost of production, foreign market support systems, adaptability, worker skills, challenges of management in an international environment and government policies such as labour and trade policies as some of the most influential obstacles to competitiveness. Some of the most competiveness-enhancing factors were market availability, market size, market information, market growth and the availability of research institutions. However, compliance with private standards still poses a challenge to the exporters. The different performance levels of the industry in various markets prove the dissimilarity of the demand conditions in the global market. These are supported by the negative influence associated with the foreign market support regimes as well as the challenges associated with compliance with private food safety standards. While market availability, market growth, market information and size were identified as enhancing competitiveness, the fluctuations and inconsistencies in the competitiveness of the industry in different foreign markets require more than finding markets. Resource allocation by both the government and the industry may need to take into account the off-setting of the national challenges and support of farmers faced with distorted and unfair international playing fields. Otherwise, market availability is not a challenge for the industry save meeting the specifications therewith as well as price competitiveness which is unattainable for the South African citrus producers faced with high production costs. For the purposes of further study, it is recommended that account should be taken of all the products marketed by the industry (including processed products such as fruit juices) in order to have a whole picture of the competitiveness of the industry in the international market. This study also proffers a new theoretical framework for the analysis of the business environment for the citrus industry and other agro-businesses. This framework takes into account the indispensability of the food safety standards and measures as well as the diversity of the global consumer and the non-negotiability of food trade for the sustenance of the growing population.

- Description: The introduction of Information and Communication Technologies (ICTs) for rural development in rural marginalized societies is vastly growing. However, the success of developing and deploying ICT related services is still in question as influential factors such as adaptability, scalability, sustainability, and usability have great effect on the rate of growth of ICTs in rural environments. The problem is that these ICT services should be maintained and sustained by the targeted communities. The main cause for rural marginalization is the fact that some communities situated in rural settings are educationally challenged and computer illiterate or semiliterate in comparison with urban communities. An ICT for development (ICT4D) intervention in the form of an e-Commerce platform that targets the social and economic growth of rural marginalized communities has been developed and field tested at Dwesa, a rural community located on the Wild Coast of the former homeland of Transkei in the Eastern Cape Province. The e-Commerce platform is known as “buy at Dwesa” and can be visited at this URL, http://www.dwesa.com. The aim of the e-Commerce platform is to motivate small entrepreneurs in rural areas to market their products and themselves to the global market as they lack the skills and resources for marketing their art and crafts. Virtual stores are created for a small group of entrepreneurs who will maintain and sustain the stores on their own. These entrepreneurs are often elderly women with limited education and little to no computer literacy - meaning that sustaining the stores may prove difficult for them. In this research we discuss the re-design and re-development of the virtual shop-owner interfaces of the e-Commerce platform to make them more culturally and linguistically localized. The virtual shops allow shop-owners to upload their artifacts to advertise and sell on the customer’s end of the e-Commerce platform. For multilingual and multicultural communities, adoption of the software interfaces to the user’s cultural and linguistic needs and modes of expression is important as failure to do so may reduce the level of benefits of e-Commerce initiatives.

- Description: Information and Communication Technologies (ICTs) have been widely deployed in developmental programs and this has lead to the creation of a new field – ICT for Development (ICT4D). Within the context of ICT4D, various e-services are being developed, including e-Commerce, e-Government, e-Health and e-Judiciary. ICT4D projects allow Small, Medium and Micro Enterprises (SMMEs) in rural areas to increase sales and gain a market share in the global market. However, many of these ICT4D projects do not succeed, because they fail to bring enough financial value to SMMEs due to the form they currently have. An obvious example is e-Commerce, which should be a source of revenue for business organizations, but most often is not. This thesis presents the design and implementation of a rewarding and negotiation application for a shopping portal to improve the marketing of products for rural entrepreneurs. The shopping portal has been set up for the Dwesa community, a marginalized area in the Eastern Cape province of South Africa. The proposed system, called the Dwesa Rewarding Program (DRP) enables customers buying online to get points for some of the activities carried out on the shopping portal. It also allows customers to negotiate and make offers whilst purchasing and get rewarded for buying online. The novelty of the system is in its flexibility and adaptability. One achievement of this system is the establishment of negotiation rules which allows fairness in rewarding customers. This should in turn lead to increased sales on the e-Commerce platform in marginalized areas and subsequently increased effectiveness of ICT4D for socio-economic development

- Description: Traditional methods of providing public services to disadvantaged rural communities in South Africa have, over the years, proven to be inefficient and in most such communities, simply non-existent. Although the South African government has taken initiatives to make these public services cheaply and conveniently available online at national level, access at local municipal level is still lacking. The goal of this study is to develop a cost-effective e-government system that will contribute to improved provision of public services to the Dwesa area, a rural community in the Eastern Cape province of South Africa, by the government. A prototype construction approach was used, to develop a cost-effective four-modular web application. Interviews were conducted in the field, resulting in four e-government system modules, based on open-source software, developed and integrated to form a single, dynamic web component that will act as a one-stop shop for Dwesa community members. These are the Dwesa Online Application Centre (DOAC) to apply for important government documents and grants, the Dwesa Online Reporting Centre (DORC) to report various grievances to the responsible agencies, the Dwesa Forum Corner (DFC), a digital community, and the management back-end module. The Dwesa e-government portal was developed using Linux-Apache-MySQL-PHP (LAMP) technology, a Zoop framework to model the individual components and a JQUERY JavaScript library to increase the responsiveness of the user interfaces. The most significant contributions of this thesis have been the development of a cost-effective, integrated e-government functionality, applicable to disadvantaged communities, and the greater understanding this has given of the tools and methodologies that can be used to deliver public services efficiently to citizens. The final evaluation of this e-government system gives significant evidence that the e-government portal provides a solid foundation that will allow e-government implementation to raise the provision of public services to a higher level.

- Description: Traditional leadership is a contested field in social and political environments. The new, democratic government has created an environment that accommodates the existence of traditional leadership by introducing policies that guide their functioning. The White Paper on Traditional Leadership of 2003 spells out the roles and responsibilities of traditional leaders. This document when used with the Municipal Structures Act 117 of 2003 may minimise the existing tensions between the traditional leaders and the democratically elected councillors. The White Paper on Traditional Leadership of 2003 has been designed accordingly with the Bill of Rights. Equality and prevention of unfair discrimination, has been entrenched in the Bill of Rights of the Republic of South Africa. Traditional leaders, therefore, do have a space in the governance of South Africa. They are expected to participate in development programmes and in promoting service delivery. This study used the method of a case study. It is a qualitative study. Questionnaires and interviews are tools used to collect data. Various observations and findings were made with proposed recommendations. Most important to note is that, the traditional leaders are aware of the White Paper on Traditional Leadership but do not know what to do about it. This reveals that there is a gap between practice and policy. is the recommendation of the study that, the officials from Local Government and Traditional Affairs and those from the municipalities workshop and mentor the traditional leaders as well as the democratically elected councillors. Such a practice could minimise if not eliminate the tensions that result in poor service delivery.

- Description: This thesis addresses software design within the field of Information and Communications Technology for Development (ICTD). Specifically, it makes a case for the design and development of software which is custom-made for the context of marginalised rural areas (MRAs). One of the main aims of any ICTD project is sustainability and such sustainability is particularly difficult in MRAs because of the high costs of projects located there. Most literature on ICTD projects focuses on other factors, such as management, regulations, social and community issues when discussing this issue. Technical matters are often down-played or ignored entirely. This thesis argues that MRAs exhibit unique technical characteristics and that by understanding these characteristics, one can possibly design more cost-effective software. One specific characteristic is described and addressed in this thesis – a characteristic we describe here for the first time and call a network island. Further analysis of the literature generates a picture of a distributed network of access nodes (DANs) within such network islands, which are connected by high speed networks and are able to share resources and stimulate usage of technology by offering a wide range of services. This thesis attempts to design a fitting middleware platform for such a context, which would achieve the following aims: i) allow software developers to create solutions for the context more efficiently (correctly, rapidly); ii) stimulate product managers and business owners to create innovative software products more easily (cost-effectively). A given in the context of this thesis is that the software should use free/libre open source software (FLOSS) – good arguments do also exist for the use of FLOSS. A review of useful FLOSS frameworks is undertaken and several of these are examined in an applied part of the thesis, to see how useful they may be. They form the basis for a walking skeleton implementation of the proposed middleware. The Spring framework is the basis for experiments, along with Spring-Webservices, JMX and PHP 5’s web service capabilities. This thesis builds on three years of work at the Siyakhula Living Lab (SLL), an experimental testbed in a MRA in the Mbashe district of the Eastern Cape of South Africa. Several existing products are deployed at the SLL in the fields of eCommerce, eGovernment and eLearning. Requirements specifications are engineered from a variety of sources, including interviews, mailing lists, the author’s experience as a supervisor at the SLL, and a review of the existing SLL products. Future products are also investigated, as the thesis considers current trends in ICTD. Use cases are also derived and listed. Most of the use cases are concerned with management functions of DANs that can be automated, so that operators of DANs can focus on their core business and not on technology. Using the UML Components methodology, the thesis then proceeds to design a middleware component architecture that is derived from the requirements specification. The process proceeds step-by-step, so that the reader can follow how business rules, operations and interfaces are derived from the use cases. Ultimately, the business rules, interfaces and operations are related to business logic, system interfaces and operations that are situated in specific components. The components in turn are derived from the business information model, that is derived from the business concepts that were initially used to describe the context for the requirements engineering. In this way, a logical method for software design is applied to the problem domain to methodically derive a software design for a middleware solution. The thesis tests the design by considering possible weaknesses in the design. The network aspect is tested by interpolating from formal assumptions about the nature of the context. The data access layer is also identified as a possible bottleneck. We suggest the use of fast indexing methods instead of relational databases to maintain flexibility and efficiency of the data layer. Lessons learned from the exercise are discussed, within the context of the author’s experience in software development teams, as well as in ICTD projects. This synthesis of information leads to warnings about the psychology of middleware development. We note that the ICTD domain is a particularly difficult one with regards to software development as business requirements are not usually clearly formulated and developers do not have the requisite domain knowledge. In conclusion, the core arguments of the thesis are recounted in a bullet form, to lay bare the reasoning behind this work. Novel aspects of the work are also highlighted. They include the description of a network island, and aspects of the DAN middleware requirements engineering and design. Future steps for work based on this thesis are mapped out and open problems relating to this research are touched upon.

- Description: Rural communities have limited access to health information which is made available on the internet. This is due to poor infrastructure (i.e., lack of clinics or Internet access) and that gives them problems in accessing information within the domain of health. The availability of Information and Communication Technologies (ICTs) in a rural community can provide the community with a number of beneficial solutions to their problems as they maximize the potential of knowledge sharing and delivery. This research seeks to make use of ICTs deployed in the community of Dwesa, in order to contribute to improving the health standards of the community. It seeks to accomplish this by carrying out an investigation and literature review with the aim of understanding health knowledge sharing dynamics in the context of marginalized communities. The knowledge acquired will then be used in the development and implementation of a semantic web-based e-Health portal as part of the Siyakhula Living Lab (SLL) project. This portal will share and deliver western medical knowledge, traditional knowledge and indigenous knowledge. This research seeks to make use of a combination of Free and/or Open Sources Software in developing the portal to make it affordable to the community.

- Description: In today’s dynamic technological landscape, wireless communication networks have become an important part of economic development. The emergence of wireless technologies raises hopes to extend communication to remote areas that have not seen any tangible deployment to date. As developing nations pin their hopes to wireless technologies, cost models for wireless communication networks are becoming vital to support the emerging technologies. However, varying cost changes raise critical challenges to the estimation of both capital expenditure and operational expenditure. The network deployment process has numerous events that may cause adjustments to initially estimated project costs. These adjustments are necessary for a cost management plan and this plan includes monitoring cost performance and ensuring that only appropriate changes are made to the network project. The incidents that may cause cost changes can not be entirely predicted as their distribution tend to change dynamically from time to time. Estimating network deployment costs in such a dynamic environment necessitates cost models that can adapt to random occurrence of cost changes. Widely used cost models are usually performed by experienced personnel whose engineering experience is derived from deploying similar networks. In this approach experienced personnel add a certain percentage to the cost estimate to cater for contingency costs. Certainly such an approach depends on individual opinion, making it subjective and void of mathematical estimating relationships which are of paramount importance in ensuring that estimated deployment costs are sufficient to deal with cost uncertainties. We observe that existing approaches can only explore a limited solution space and hence can lead to cost overruns if implemented in dynamically cost changing environments. This thesis presents a wireless communication network deployment cost model that incorporates uncertainties into the final cost estimate. The model is adaptive to unpredictable cost changes since it allows adjustments of confidence levels when calculating contingency costs. This allows dynamically updating the cost changes without the cost model being reconstructed from scratch. We make use of the Poisson process in modeling the occurrence of incidents that are responsible for causing cost changes during network deployment. We also show that the occurrence of the incidents causing cost change are random and tend to follow the Poisson distribution. Using different levels of confidence we model various cost contingencies and make sensitivity analyses to identify the probability of cost overrun when given different contingencies. The dynamic adaptive cost model can be used either at the strategic level to understand the cost of a particular technique or at the operational level, as a way to show how Poisson process in network deployment can compare with engineering experience and other estimating techniques. We believe that the model is useful for remote areas where deployment costs are volatile and the distribution of incidents causing cost change to original cost estimates are diverse and dynamically changing. Further we expect that our research improves the knowledge base of information about the costs for rural communities to connect to the Internet, consequently providing useful input to future policy debates. This work is further poised to be a utility function to help those planning internet infrastructure deployments in least developed regions.

- Description: This study investigates the impact of ICTs for agricultural development in the Alice rural community. The rationale for carrying out the study has to do with the limited access to ICTs by farmers residing in this rural community which in turn affects their productivity and increase in the volume of agricultural production. The core argument of the study is that the use of ICTs has positive spinoffs on agricultural development which leads to improvement in the quality and quantity of agricultural production. Conversely lack of access to ICTs can result in inability to enhance agricultural productivity in rural areas such as Alice. Furthermore, it is argued herein that technological information devices such as ICTs are essential communication and information tools; and as such, should be regarded as useful communication media for disseminating relevant agricultural information to farmers residing in rural communities. In conducting this study theoretical frameworks such as Rogers’ diffusion of innovation and development theories encompassing both the participatory approach and development support communication were presented and argued for as approaches suitable for the study. Triangulations of research methods, such as, qualitative and quantitative methods, were utilized for the collection of data for this study. As is common practice, the triangulation method was used in cross checking and supplementing data/information collected through the utilization of each of the methods. Interviews and questionnaires were used as data collection tools for this study owing to their ability to generate clear and precise responses or answers to the questions posed. The key findings of the study show that the limited access to ICTs in the Alice rural community was caused by factors such as low level of literacy, age and language barriers which in turn affected the adoption of ICTs amongst the Alice farmers. Amongst the recommendations emanating from this study is the idea that the adoption of ICTs for agricultural information can be fast-tracked through the implementation of telecentres/kiosk and information centers for easy access to information and communication services in the rural community.

- Description: This project aimed at assessing and evaluating the extent to which deployed ICTs in the rural area of Dwesa have impacted on the lives of the residents there. This occurred between February 2008 and December 2009. The ICTs are an initiative collaboration of University of Fort Hare and Rhodes University, sponsored by Telkom SA, the Government of Finland and other market players. This research started by reviewing the extent to which rural areas in general have lagged behind in terms of accessing ICTs, paying closer attention to governmental policies and initiatives towards rural development. The project then looked at the currently available ICTs in Dwesa and trying to measure the extent to which they have been useful or rather complicated the lives of the people there. Also important was a review of the efforts made by the technology innovators towards ensuring that relevant and appropriate technologies were made available to the rural people. The project also looked into issues of sustainability, maintenance and general running of the project to ensure its success. Important key findings on access, appropriateness of ICTs, use and knowledge about the ICTs, literacy levels, education standards and readiness of community to use ICTs were made during this research. Also included in the findings are issues on state of infrastructure, already present services, and current uses of ICTs as well as notable positive ICT impact in Dwesa. The most important findings of this research were to assist in providing a detailed prediction of future impact of various possible new technologies that can be introduced to Dwesa. This research also had to be able to bring out a monitoring and evaluation system that should measure the impact of the ICT interventions over the past 5 years. This project was initiated in 2005 and is identified by the name Siyakhula Living Lab. The concept of a living lab is a new term for providing ICTs in an area where their usefulness can be tested based on the natural environment in which they are being used.

As a developing nation, South Africa is badly affected by the so-called Digital Divide. This aims to empower the Dwesa community for skill development and supports the user-driven innovation. The Internet and Telephones are the most popular technologies that are widely used in our daily life for purposes of communication and information access. Voice over Internet Protocol (VoIP) integrates these two separate technologies (Internet and Telephones) to produce real-time multimedia communication services such as Interactive Voice Response (IVR) systems. In addition, the ability of VoIP presenting information through voice plays a crucial role, more especially to those who do not have web visual access or those who are computer illiterate.

- Description: This study examines the socio-economic impact of fair trade on black emerging citrus fruit farmers in the Eastern Cape Province of South Africa. It is a comparative analysis of farmers involved in fair trade and those who are not. Farmers from Riverside Enterprise and Sundays River Citrus Cooperative were examined to evaluate the impact of fair trade. Such impact was analyzed through looking at access farmers have to foreign markets and their ability to receive high income returns from these markets. The study also discusses the influence fair trade has on the social and economic development of the farmers’ communities. The findings of the study indicate how most fair trade communities have benefited financially and through public infrastructure such as crèches, learning centers and access to computers for both farmers and workers. Such public developments are funded through the fair trade social dividend which is a premium farmers receive for selling their fruit under fair trade. However, the study findings also indicate the limitations of fair trade; farmers have to incur high costs to become fair trade accredited. The study also examines the commodity value chains (hereinafter referred to as CVC) for citrus fair trade farmers and non fair trade farmers. This analysis reveals the procedure of value chains, their benefits and constraints.

- Description: In recent years, immense effort has been channelled towards the Information and Technological development of rural areas. To support this development, telecommunication networks have been deployed. The availability of these telecommunication networks is expected to improve the way people share ideas and communicate locally and globally, reducing limiting factors like distance through the use of the Internet. The major problem for these networks is that very few of them have managed to stay in operation over long periods of time. One of the major causes of this failure is the lack of proper monitoring and management as, in some cases, administrators are located far away from the network site. Other factors that contribute to the frequent failure of these networks are lack of proper infrastructure, lack of a constant power supply and other environmental issues. A telecommunication network was deployed for the people of Dwesa by the Siyakhula Living Lab project. During this research project, frequent visits were made to the site and network users were informally interviewed in order to gain insight into the network challenges. Based on the challenges, different network monitoring systems and other solutions were deployed on the network. This thesis analyses the problems encountered and presents possible and affordable solutions that were implemented on the network. This was done to improve the network‟s reliability, availability and manageability whilst exploring possible and practical ways in which the connectivity of the deployed telecommunication network can be maintained. - Description: The adoption of the Millennium Development Goal 1 (MDG1) of reducing the rate of poverty to half of the 1990-level by 2015, the advent of democracy in South Africa, among other things, have raised concerns over the potential role of the agricultural sector. There is a belief that the sector has the capacity to successfully reduce poverty among the rural masses and contribute to addressing the problem of inequality in South Africa. In line with that thinking, South Africa‘s agricultural sector has attracted considerable fiscal policy interest. For instance, South Africa‘s statistics show that public investments in agricultural development programmes have been growing. In spite of this, rural poverty is still a major concern on an overall basis. However, this might not be the case in the Eastern Cape Province and the situation might be different for each district municipality. This study assesses the linkages between public agricultural investment, agricultural growth and poverty reduction in the Eastern Cape Province. The study also addresses the question whether Eastern Cape Province is on course to meet several regional development targets. The study also aims to provide an estimate of the amount of agricultural investment required to attain the agricultural productivity growth rate which is sufficient to meet MDG1. The study reviewed the various theories of public spending, linkages between public investment and agricultural growth and how these components affect the incidence of poverty. The conventional wisdom that public expenditure in agriculture positively affects economic growth and this growth consequently reduces poverty was noted. The reviews also revealed that in many developing countries, the current level of public agricultural investment needs to be increased significantly for countries to meet the MDG1. This study employed the decomposition technique and growth elasticity of poverty concept to estimate the response of poverty to its key determinants. The size of public spending, prioritization of public spending and the intensity in the use of public funds emerged as important in increasing agricultural production. The relationship between government investment in agriculture and agricultural GDP shows iv that public funds were largely behind the province‘s success in increasing agricultural production throughout the period from 1990s to 2010. Agricultural spending went to sustainable resource management, administrative functions and then farmer support programme. Exceptional growth in the size of spending was recorded in respect to agricultural economic function, structured agricultural training, sustainable resource management and veterinary services. Overall output from the agricultural sector fluctuated, and the sector contributed less than 5 per cent to the total provincial GDP. Correlations between growth in agricultural sector and changes in the incidence of poverty in Eastern Cape show that during the period 1995 to 2000, increases in the agricultural GDP per capita may have failed to benefit the poor as poverty increased in all the reported cases.–However, for the period between 2005 and 2010, the situation was different and it was observed that increases in agricultural GDP per capita and were associated with reduction in the incidence of poverty. Growth elasticity of poverty (GEP) estimates reveal that agricultural GDP per capita was more important in reducing poverty in 5 out of the 7 district municipalities. Non-agricultural GDP per capita was only important in two district municipalities. It emerged that most of the district municipalities are not in a position to meet any of the regional set goals. This situation is largely attributable to the province‘s failure to boost agricultural production which is an outcome of low and inefficient public expenditure management, inconsistent and misaligned policies and failure to fully embrace the concept of pro-poor growth. Varied provisional estimates for the required agricultural growth rate and the increase in public spending on agriculture required in order to reach MDG1 were calculated for each district municipalities. All the district municipalities of Eastern Cape will need to increase public investment in agriculture for them to achieve MDG1.

- Description: The study Assess the role of Cooperatives in Poverty Alleviation in the Eastern Cape Case Study of Amathole District Municipality how cooperatives are conducted in the Amathole District Municipality and establishes the perceptions of staff and members of the public about the service rendered by the municipality, and developing the mechanisms that can be used to identify cooperatives activities and how to improve the services rendered by the municipality, and if there are any challenges, they must be resolved. The research was also to look at how the support from government and other government agencies are used to enhance the cooperatives governance. Lastly, the research was to find the best model for cooperative development and what needs to be done to enhance the capacity of the cooperatives. The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

- Description: Although food insecurity is said to have decreased in South Africa in the past years particularly at the national level, however, at household level a substantial proportion of households remains at risk of food insecurity and are experiencing hunger particularly in the Eastern Cape Province were poverty is rife. Food insecurity in the Eastern Cape Province is attributed to the fact that agriculture, the mainstay of the rural economy is no longer given the value that it should carry, does not help the situation. Despite much research on food (in) security in South Africa, the link between poverty and household food security is not at all clear. This study seeks to fill this gap specifically by looking at the linkages in the main between food security and poverty especially in the community level. Amidst the various programmes and initiatives that are in place in South Africa, there is continual prevalence of food insecurity facing the majority of South African households. The major aim of this study was therefore to examine the impact of one of these programmes, the Zanyokwe irrigation scheme in enhancing food security not only for the farmers but also for the surrounding communities. This study adopted a qualitative approach to research. The study unearthed that even though Zanyokwe irrigation scheme has played an indispensable role in enhancing food security for the smallholder farmers and the community at large challenges such as market challenges, road infrastructural issues, land tenure issues, lack of proper coordination amongst the farmers as well as farmer empowerment are a major limitation to the growth of the irrigation scheme and the farmers. Thus, the study recommended that farmer support services, training, agriculture subsidies, improved infrastructure as well as addressing market related challenges will go a long way in reducing the plight of the Zanyokwe farmers as well as enhancing food security

- Description: Smallholder agriculture is faced with so many challenges despite all the policies and programmes that have been channelled towards ensuring improvement in this sector. Improving smallholder agricultural productivity requires that smallholder farmers gain access to reliable and adequate farmer support services such as physical infrastructures like good road network, functional irrigation facilities, extension services, finance and efficient marketing system. However, these support services are lacking in a vast majority of the rural communities in which the smallholder farmers live and work. This study is centred on governance within the food value chains, with specific focus on butternuts and chicken value chains;with a view to identifying those factors preventing smallholder farmers from accessing the mainstream market. Ciko and Mbozi villages in Mbashe local municipality were used as the research sites for the study. Data were collected across the two villages through sampling of 100 individual farming households based on random selection; questionnaires and checklist of questions were used as tools to access information from farmers through focus group discussions, personal interviews and key informants. In addition,Ciko Santrini project and foundation community project, which are the two agricultural community projects located within the study area were also investigated. Conceptual and analytical frameworks were employed in the research analysis. Williamson’s 4-level of social analysis and the sustainable livelihood frameworks were used to conceptualize the analysis. The results showed that factors such as; assistance from government agency, partnerships with private and public institutions and farmers’ decision due to access to information were significant at 1% level for both butternuts and chicken production. On the other hand, factors such as provision of input subsidy and farmers’ membership of agricultural development projects are significant at 5% level. The findings suggest that adoption of any or combination of the significant factors could serve as good support structures for farmers and they could directly help them market their produce efficiently.
