- Description: Transnet is facing challenging market realities and a competitive operating environment. Performance management has been emphasised as a critical tool to guide Transnet in maintaining a competitive advantage. Performance management cannot be viewed in isolation from the organisational context and is inextricably linked to the Human Resources strategy, which in turn is aligned with the overall business strategy. Performance management may be defined as a systematic process by which an organisation involves its employees, as individuals and members of groups, in improving organisational effectiveness in the accomplishment of organisational mission and goals. For the purposes of this study, performance management was explored in terms of purpose, key role players, processes, criteria and challenges. The main research problem of this study was to determine the perceptions of non-bargaining unit employees of the performance management system at Transnet Engineering. The main research problem had three sub-problems which were addressed through the following actions: A literature study was conducted highlighting the importance of an effective performance management system which establishes a foundation for rewarding excellence by aligning individual objectives with organisational mission and objectives. In this way, performance management establishes clear expectations in terms of results, actions and behaviours. Through regular feedback and coaching, performance management provides a mechanism for detecting problems at an early stage and identifies ways in which to take corrective action. Perceptions of performance management are largely centred around fairness, and dependent on a number of issues, including openness, transparency, communication, and equitability, and the establishment of clear parameters of measurement such as whether both skill and effort will be evaluated. This is why it is important to link performance appraisals to employee goals. If mutually negotiated goals, which involve the participation of all stakeholders, are established at the beginning of the performance period and there is on-going feedback to employees about their performance, then performance appraisals may be perceived as objective, fair and reliable. The insights gained from the literature survey were incorporated into a survey questionnaire which was used in the empirical study to investigate the perceptions of non-bargaining unit employees of the performance management system at Transnet Engineering. This study revealed that most of the respondents were not satisfied with the performance management system within Transnet Engineering, that performance management could be enhanced by using multiple measures more frequently and that greater involvement of subordinates at each step in the performance management process would lead to a greater level of acceptance thereof.

- Description: The purpose of this study was to establish a common understanding of the implementation of urban housing reform in China and to examine the trends in housing development in China and its relationship with the national economy. The crucial role of the Chinese government in the development of housing, the necessity of government intervention in China and whether it should be involved in housing development at all, were also explored in this study. In order to achieve the aims and objectives of this study, it was necessary to analyse the success and failure of the urban housing reform implemented in a particular period in China, and to investigate the challenges and problems existing in housing development. As regards the significant contribution of the housing development to the national economy, Rostow’s stages of economic growth were used to investigate the relationship between the housing industry and the national economy in China. This model shows that the housing industry could become a leading sector in the Chinese national economy. The housing industry in China has not yet reached maturity, and direct regulation by government is still necessary. In an attempt to address the research problem and to fulfil the research objectives, an in-depth and comprehensive literature study was undertaken to provide a basic framework and conceptualization of the housing industry in China. The international scope of the findings, as well as the insights that were gained through the study, contributed largely to solving the identified research problems. The normative and positive nature of the study made it possible to recommend solutions for the problems in the development of housing in China. iv Recommendations were made with regard to sustainable and healthy strategies, regulatory instruments, housing finance, and the utilization of lightweight materials in housing development in China. Although Rostow’s model is one of the more structuralist models of economic growth, it de-emphasizes any differences in how leading sectors develop in free and controlled markets. However, Rostow’s consideration of non-western cases such as China show that, to some extent, modernization can be achieved in different ways, through a free market or controlled economic means, and still fit into his model.

- Description: Transfer pricing has become a very popular term in South Africa over the last few years, even more so since July 2013 when the Base Erosion and Profit Shifting (BEPS) Action plan was issued by the Organisation for Economic Co-operation and Development (OECD) and G20 (an international forum for the governments and central bank governors from 20 major economies). The OECD and G20 has issued the plan to address the perceived flaws in international tax rules, giving rise to profit shifting. Subsequently, the OECD has issued numerous reports and as a result has updated its 2010 Transfer Pricing Guidelines. Many countries have adopted these guidelines. However as South Africa is not an OECD member, there is no certainty that it will be adopted. The question is therefore: has the South African Tax legislation met the OECD guidelines and addressed the BEPS issue? Therefore, the objective of the research is to understand whether the current South African tax legislation is in line with the OECD Transfer Pricing Guidelines and BEPS Action Plan. The South African tax legislation provides South African taxpayers with no guidance as to how the OECD Transfer Pricing Guidelines needs to be implemented and interpreted. However, even though not legislation, the SARS practice note 7 and draft interpretation note on thin capitalisation provides taxpayers with a good basis of understanding the OECD Transfer Pricing Guidelines, as these documents provided by SARS is similar to that of the guidance in the OECD Transfer Pricing Guidelines, specifically relating to transfer pricing documentation. The issue that may result where the South African tax legislation is not in line with the OECD guidelines and the BEPS Action Plan is that Multinational Enterprises (MNEs) may use South Africa as the country to shift its profits to or from, thus effectively resulting in a loss to the Fiscus.

Volkswagen Group South Africa is facing increased competition in the South African and global marketplace. A search of the internet revealed that extensive research has been conducted into Lean manufacturing in South Africa. However, no research is noted with regard to the sustainability of Lean manufacturing at Volkswagen Group South Africa. The aim of this study is to analyse the sustainability of the lean manufacturing implementation at VWGSA.

- Description: The aim of this treatise is to provide an analysis of the tax implications of making use of limited real rights in tax planning. In order to understand the tax implications of making use of limited real rights it is necessary to understand the nature and legal form of these rights. The importance of this understanding lies in the determination of the tax legislation applicable to the right in question, and the subsequent tax implications. The next step in working through an analysis of the tax implications of making use of limited real rights is therefore to define the scope of applicable legislation. This required an analysis of the scoping provisions of our tax legislation. Once the scope of applicable legislation had been defined, it was then possible to move onto an analysis of the application of the legislation identified to the various “stages” of limited real rights. The conclusion from this analysis is that the tax implications of making use of limited real rights are spread fairly broadly across several different pieces of legislation, and need to be carefully and fully considered when making a decision to make use of limited real rights in a tax planning strategy. The conclusion on the analysis of certain selected tax planning strategies that make use of limited real rights is that it is possible to make fairly substantial cash flow savings when deciding to implement a particular strategy which makes use of limited real rights. But, that use of these strategies is not without risk. For example, SARS may examine a particular strategy in terms of the “new” GAAR. The financial implications of the successful application of the GAAR may be disastrous to the taxpayer, and the tax planner will need to have considered and advised on the possibility of such a challenge from SARS. In addition, in some of the strategies, there are risks associated with the anticipated life expectancy of parties to the tax plan being shorter than anticipated. The conclusion is that the use of limited real rights in tax planning can be effective and provide savings, but that the use of such a strategy requires, inter alia, a very careful consideration of the interaction and application of our tax legislation to the strategy.

- Description: The shipping industry is reliant on port authorities for the facilitation of safe entry and departure of ships at the ports. This role can not be fulfilled without the assistance of harbour tugs which are run by the marine operations section of the Transnet National Ports Authority. The tugs have to be safe and efficient in the process of pulling and pushing ships around the harbour. Harbour tugs are expensive to acquire and to maintain. The marine operations business has to make appropriate choices of tug propulsion design in order to realise the benefits of the tugs acquired by the ports authority. This can be achieved by analysing the current tugs that the operations are using, which will then serve as valuable information when the time for asset replacement is due. The researcher chose to use the two tug propulsion designs currently used by the Port Elizabeth harbour tugs as a basis for this analysis. The analysis links the three factors of maintenance management, equipment efficiency and equipment safety, to the minimisation of operational costs as perceived by the tug personnel, the pilots and the marine managers. This study seeks to verify the link between these factors and the perceived minimisation of operational costs. Available literature was reviewed and data was collected using a suitably designed questionnaire for this research. This research paper has led to recommendations that should inform the tug acquisition decisions and raise the awareness of the marine employees to relate the factors set out above to minimise operational costs.

- Description: Due to innovation, Information Technology (IT) is changing all the time. One of the fast growing IT innovations is cloud computing. The phenomenon of cloud computing has changed the way that business consumes IT and in particular Enterprise Resource Planning (ERP) systems. This phenomenon has led to a need for research in the field of cloud ERP systems. A review of the literature revealed a gap in research related to cloud ERP systems and particularly to the adoption of these systems in South African companies. Only a few studies have been done regarding the adoption of cloud computing in South Africa, and the extent of adoption of cloud ERP systems in South Africa is not known. This study set out to answer the research question “What is the extent of understanding and adoption of ERP system in South African companies?” The study will be useful to the ERP industry in understanding the level of adoption of and perceptions about cloud ERP systems by South African companies. In order to answer the research question a survey research strategy was adopted and was of an exploratory nature. The sample was composed of IT professionals and line managers in South African companies. Questionnaires were sent via web link and 41 complete responses were obtained. The results showed that the respondents had a good understanding of the advantages/benefits of cloud ERP systems. However, a lack of clear understanding of the disadvantages/drawbacks of cloud ERP systems was evident in the research data which could lead to non-adoption of cloud ERP systems. Adoption of cloud ERP systems was highest in the engineering, manufacturing and IT sector. It was evident that IaaS and PaaS have not been adopted at all. The majority of the companies (60 percent) that had adopted cloud ERP systems were SMEs. This is in line with international studies that show that SMEs are driving the change in IT innovation such as cloud ERP systems.

- Description: Among the world‘s ecosystems, estuaries have the highest total economic value per hectare. They are dynamic coastal biomes that provide a host of different goods and services to the surrounding terrestrial and aquatic environments and the people who utilise them. These goods and services include, inter alia, nursery areas for marine organisms, harvested natural resources (such as fish, shell-fish, bait organisms, reeds and mangroves), flood attenuation, water purification, nutrient and sediment sinks, waste disposal, transport, aesthetic beauty and areas for swimming, boating and fishing. Assessing the condition of estuaries is difficult as their state can change depending on what is being measured. Assessments have been carried out on the health of estuaries in South Africa with the results of these studies being used as inputs to the process of assessing the minimum water supply requirements for each estuary (ecological reserve) in order to maintain or improve its functionality. These ecological reserve requirements are assigned using Resource Directed Measures (RDM). These measures, however, have been criticised for being highly complex and too costly to implement for all South African estuaries within a reasonable time period. Another concern is that the levels of demand for recreational goods and services provided by the estuary are not taken into account when assessing estuarine value. It is important to understand that the use of estuaries for recreational purposes is inextricably linked to their health and sound ecological functioning. Although South African estuaries have been quite well buffered from impacts until only very recently, their use and pressures have escalated faster than what conservation authorities and policy makers have been prepared for over the last couple of decades. There is thus mounting pressure on estuaries as recreational outlets, which, in turn, has led to their functional deterioration as well as deterioration in the quality of the recreational experience as a whole. One implication for management is that more and more trade-offs have to be made in an attempt to balance the conservation and recreational use of estuaries.

- Description: The study is based on partnerships between a rural agricultural community of South Africa and a private dairy company based in the Eastern Cape Province. The Department of Rural Development took an initiative to revitalise all the schemes inherited from the former homelands. Although profits earned from agriculture tend not to be immediate but rather gradual, the advancement of agriculture stimulates economic activity in other sectors. Amadlelo Agri in partnership with the communities and Government have turned this into a multi- million-rand profitable business. The challenge is how to replicate the model to operate on a large scale. The current setup has its pitfalls, and these include cutting of fences and allowing village animals to graze in the pastures belonging to the Dairy. To ensure that the study was well articulated and to assess and address those challenges, the project utilised a case study inquiry of the Amahlathi local municipality in the specific partnership of Amadlelo Agri and the Keiskammahoek community in shared milk ownership initiative. Primary data was collected using simple mixed methods research approach to 8 community members as the instrument was more aligned to the qualitative nature of the inquiry. Gathered data was organised and cleaned manually for analysis. Following the review and discussion of the findings the main findings that the study observed in the assessment of the benefits of community partnerships or sharedownerships are as follows: female and youths are not participating in such types of programmes; contradiction exists between participants regarding the objectives of the initiative; there is a lack of clarity from the developer side with regards to the type of shared ownership initiative; farmers lack the know-how of appropriately handling funds, strategic planning and marketing skills; partnerships are very influential in the creation of work culture and coordination in the community; resource endowment is a crucial factor hindering small scale farmers; and farmers’ training, development and update is lacking consistency. Recommendations put emphasis on ensuring that training is consistent and rigorous to ensure that the community will gain experience of the value of the project which can motivate and ensure that protection is improved by the same community members due to sense of ownership.

- Description: The Fast Moving Consumer Goods (FMCG) industry in South Africa is now more than ever, facing a new era with strong competition and a need for innovative and sustainable distribution strategies to remain competitive in the market. Organisations are continuously searching for ways to increase their competitiveness and sustainability as markets change and develop, so do the strategies used to enter them. Organisations must therefore be able to choose the most effective approach to enter markets in order to remain competitive. Recent approaches require organisations to identify innovative distribution methods to meet consumer needs due to a considerable increase in competition, which makes it very difficult for organisations to differentiate their products solely on the basis of cost or quality. The research problem addressed in this study comprised an assessment of factors affecting distribution models from an FMCG perspective. This necessitated a comprehensive literature review of the various definitions, trends impacting on distribution as well as investigating the status relating to distribution models. Strategies and attributes of successful distribution models were evaluated to determine an effective distribution model to assist the organisation in challenging competition. The researcher found that a significant number of authors have suggested the following key attributes for a successful distribution model, namely operational excellence, performance management, strategic partnership, technology drivers, and relationship marketing. An empirical study was conducted after the appropriate measuring instrument was developed. The purpose of the measuring instrument was to validate the literature findings, identify the rank importance of the identified attributes and to evaluate the extent to which these factors are provided for in the organisation, based on the points above. The present study assessed innovation at Coca-Cola Fortune (Pty) Ltd., a local FMCG firm in an effort to develop a distribution model that would be successful for the company. The study comprised a sample of 40 Official Coca-Cola Distributors which form part of the distribution model of Coca-Cola Fortune (Pty) Ltd. Questionnaires were sent to each of the 40 Official Coca-Cola Distributors and a response rate of 100 percent was obtained. The major findings indicated that the respondents agreed with the literature in respect of the important attributes of a successful distribution model. Overall the majority of the respondents identified the distribution model between Coca-Cola Fortune and the Official Coca-Cola Distributors as a successful distribution model. The literature findings together with the empirical study findings resulted in the development of a strategic model to maintain a successful and competitive distribution model. The current investigation highlighted the overall perception of Coca-Cola Fortune’s distribution model and the importance of having a successful model. To sustain this distribution model the organisation must maintain the key attributes of a successful distribution model as identified in the literature to ensure competitiveness, sustainability and meeting changing consumer demands.

- Description: Information and Communication Technology (ICT) is a catalyst for economic development and has been seen to provide new business opportunities and a source of competitive advantage. The acute ICT skills gap in South Africa is widely acknowledged. Such a shortage has cost the South African economy dearly, resulting in the government adopting a multi-pronged approach to the problem. The various interventions have yielded limited success leaving room for other players to contribute to the solution. The Cisco Academy programme, executed through the establishment of Cisco Academies in educational institutions, is a professional education programme focused on the provision of computer networking skills and other basic information technology technical skills. Its comprehensive approach has seen it playing a complementary role to those of the government and other stakeholders. This study focused on the factors that affect Cisco Academy performance. The primary objective was to improve the academic performance of the Cisco Academies in South Africa. More specifically the study assessed the effect of instructor quality, use of technology tools, multi-culture needs, motivation, supporting infrastructure and accessibility on academy performance. The sample consisted of 166 respondents from five Cisco Academies in South Africa. Techniques such as multiple regression analysis, two sample t-tests and analysis of variance were employed on the empirical data. It was established that instructor quality and use of technology tools were the significant determinants of academy performance. It was also established that the Cisco Academy programme is making a significant contribution towards addressing the ICT skills shortage. A number of recommendations are made for the government, Cisco Academies and Cisco systems itself. Recommendations for future research are also provided.

- Description: Senior management positions at a South African-based logistics company Logistic (Pty) Ltd (pseudonym) are predominantly occupied by males which led to the primary question: why are females not better represented at senior levels within the organisation and why do promotion into these senior managerial positions appears difficult? The objective of this study was to determine factors impacting female advancement and to develop strategies based on identified influencing factors. Based on an interpretivist paradigm, the study used a phenomenological approach which was based on an appreciative enquiry research to understand experiences perceived and interpreted by individuals within the organisation. Various findings emerged in terms of the research questions of how management perceive and support female advancement, the perception of barriers experienced by females and the perception of the potential of the organisation promoting females in terms of providing an enabling environment. Findings which were not conducive to female advancement were identified as non-supporting organisational culture due to the inherent history of the organisation, tokenism by trying to rectify the phenomenon, transparent barriers experienced by females trying to ascend the corporate ladder and the lack of a pool of suitable candidates in the junior levels of the organisation which could be caused by the industry in which the organisation does business. Conclusions surrounding organisational intentions and actions were reached, which included recommendations for progressing towards the goals as agreed by the Commission for Employment Equity (CEE) and its strategic and sectoral stakeholders.

- Description: The small, medium and micro enterprises sector in South Africa is critical in addressing poverty, job creation and social instability inherited by the democratic government. The transformation of the economy has seen various pieces of legislation being enacted in order to promote a favourable environment for the growth of the SMME sector. As such, instruments such as the Industrial Development Zones were put in place to facilitate investment, create jobs and promote exports with one of the main objectives to grow the SMME sector. In this study, the case of the East London Industrial Development Zone (ELIDZ) in supporting the growth of the SMME sector in economic growth and addressing socio-economic challenges was analysed. The exploratory qualitative research methodology was used in the study. Structured questionnaires and a semi-structured interview guide were used to collect data from the 49 identified participants and an Executive Management representative from the ELIDZ in order to present the data obtained precisely. The study recommends that an integrated model of SMME growth by the private and public sector be developed in ensuring that there are clear expectations on the determinants of growth for the sector. In addition, the Buffalo City Metropolitan Municipality must have in place a consolidated database of SMMEs in order for the private and public institutions to elect the SMMEs which can be participants in their SMME development programmes.

- Description: When the current South African government came into power two decades ago they inherited a fragmented health care system whose main focus was on the tertiary care level. The strategy of the current government was to re-focus the whole health care system and prioritize primary health care system. That included setting up district health care systems and building primary health care centres in the areas within the communities in order to make health care accessible to everybody. Due to financial difficulties the majority of the people staying in these communities solely depend on these clinics as they cannot afford to buy health care services in the private sector. The study seeks to assess the current medication supply chain to these clinics with a view of coming up with recommendations that, when implemented, will ensure that the supply of medication by the clinics is able to meet the demands of their patients. Lean management is a system that was started in the manufacturing sector and because of its success there it was later adopted by the service industry. Lean is a system that seeks to eliminate all forms of waste and improve the quality of the service rendered to the satisfaction of the customer/patient. Literature review and discussion of lean implementation is discussed extensively. The findings of the study are presented, analyzed and discussed. In these findings it is noted that the system is functioning very well but there are challenges in these clinics that need to be addressed. Recommendations of how lean management can be implemented successfully to optimize the functioning of the current system are discusse The permission received from the Department of Health to conduct this study came with contractual obligations that the researcher promised to honour. One of those requirement stated clearly that the findings of the study should not be published anywhere without the permission of the Department (see addendums A & C). It is under that premise that the researcher wants to bring this to the attention of the relevant university departments, with the hope of ensuring that this contractual obligation is honoured.

An assessment of organisational change at S.P. Metal Forgings Uitenhage

- Description: The intention of this study was to investigate how organisational change was implemented at S.P. Metal Forgings Uitenhage, what the outcomes of the changes were and the effect on the organisational culture. In order to achieve this goal, the following actions were taken: · A literature study was conducted of various texts relating to organizational change and the associated topics with the intention to identify strategies and techniques to aid the successful implementation of organisational change. · An interview was held with the managing director of S.P. Metal Forgings to aid in understanding the need for organisational change at this particular facility and to have insight into how he implemented the changes. · A self administered questionnaire was distributed amongst a number of employees. The survey covered all levels of the organisation, from machine operators to departmental managers, to provide a comprehensive picture of how the employees viewed the changes and associated topics. The questionnaire requested responses from the respondents regarding their demographical details and their individual opinions regarding the organisational change, which covered the lead up to the changes and the manner in which the changes were made. The questionnaire also included sections covering change outcomes, which measured the success of the change efforts and lastly organisational culture on site at the time of the study. The results from the literature study showed that there are a number of accepted change models which can be adopted when implementing change. These models assist in driving the organisational change. The empirical study revealed that for the changes implemented at S.P. Metal Forgings Uitenhage, a change model was not adopted and that a number of vitally important areas associated with the change efforts were inadequately addressed. The organisational changes were introduced on this particular site with the intention of minimizing the loss situation and re-establishing the organisation as a profit generating entity. The empirical study showed a number of positive outcomes associated with the changes but also highlighted areas of concern and points which can be improved. The culture found within an organisation influences the organisation in many ways which include the ability of the organisation to accept change and the ease of implementing new procedures and equipment. The culture also influences the daily operations of a manufacturing facility such as this one. The study revealed that the respondents are not driven to perform at their best as a result of the lack of recognition which they receive and that the relationship between employees and management can improve. It was concluded that organisational change is not easy to introduce and that it needs to be well planned and executed. Change requires transformational leaders, a clear vision, an analysis and well-thought out and properly implemented actions.

- Description: This is a quantitative study. The primary research objective is to investigate the importance of hospital management’s involvement when implementing lean elements in healthcare. In reality, incidents and quality problems are prime reasons why healthcare leaders are calling for redesign in healthcare delivery and systems. This paper presents a proposal for developing a lean culture in healthcare facilities equipped with managers who will be able to drive the implementation of lean elements from the top down, making use of multidisciplinary teams, including physicians, to deliver value-added services. This study ultimately endeavors to indicate the importance of management, multidisciplinary teams and physician involvement in implementing lean principles in healthcare successfully. “If we keep doing what we’re doing, we’re going to keep getting what we’re getting.” – Stephen Covey. - Description: South Africa as a country producing certain commodities is experiencing profound changes as a result of globalisation. Globalisation refers to the sourcing of goods from locations around the world to take advantage of national differences in the cost and quality of factors of production, such as labour, energy, land and capital. By doing this, companies hope to lower their overall cost structure and improve the quality or functionality of their product offering, thereby allowing them to compete more effectively. To remain competitive in a global environment, having personnel who are accountable for what they have control over, can help revitalise the business character, strengthen the global competitiveness of corporations, heighten innovation, improve the quality of products and services produced by companies’ world wide, and increase the responsiveness of organisations to the needs and wants of customers. Continental Tyre South Africa (CTSA) is a local and global supplier of tyres, and the global sourcing for tyres by sales divisions, requires CTSA to remain competitive on price in the global market. The overall purpose of the research was to assess the current level of personnel accountability on all levels within manufacturing at CTSA and to formulate recommendations to address the shortfalls identified through the research. The research methodology for this study comprised of the following steps: Firstly, the contextual elements that define accountability were researched; Secondly, the appropriate research methodology techniques were researched and applied. The current level of accountability was assessed in an empirical study which involved completing a questionnaire during structured interviews with respondents; and Thirdly, the data obtained from the questionnaires were analysed showing some areas of accountability, but shortfalls in other areas. The final step of this study entailed the formulation of recommendations to address the shortfalls identified in the different levels and elements of accountability namely: Responsibility, Ability, Means, Authority and Measurement.

- Description: This study assessed the public participation strategies from the perspective of local government governance in encouraging community participation with specific reference to the Nyandeni Local Municipality (NLM). The research was based on the assumption that one of the biggest challenges facing most municipalities in South Africa is the lack of effective public participation strategies which results in service delivery protest actions. As a local municipality, the NLM has been entrusted with the responsibility to promote and encourage community participation.. . The purpose of the research study was to investigate and observe the public participation strategies with specific reference to the Nyandeni Local Municipality. The assessment of the public participation strategies of the NLM will therefore be fundamentally descriptive, but highly exploratory in nature. This research employed the quantitative method. An empirical survey was employed for purposes of the study and the research findings are described, interpreted, and analysed. Data was collected by way of a suitably constructed questionnaire which was administered to the ward committee members. The research has established that there is a good public participation approach in place but its functioning is inadequate, the ward committee members have little understanding of their roles and responsibilities in terms of the implementation of the public participation strategy, and they have failed to facilitate communication between the Municipality and the community. There was also an indication that the service delivery protest actions were fuelled by political motives and certain challenges and not solely by a lack of an effective public participation. In addition, the language used by the Municipality is mostly not understandable to the community as a whole. This research also identifies the strengths and the weaknesses of the public participation strategies as these are regarded as critical in promoting successful local democracy. It is envisaged that this research will assist the Nyandeni Municipality, and other municipalities country-wide to identify challenges with which they are faced and to deal with these accordingly in terms of the objectives identified in the public participation strategies. Furthermore, this research study envisages promoting effective public participation strategies within the Nyandeni Local Municipality as well as improving the efficiency and effectiveness of service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings, primarily from the literature review and empirical survey, on how the existing status quo of the NLM can be changed to enhance public participation. If these recommendations are adopted, the Nyandeni LM will be able to develop and implement effective public participation strategies.

- Description: State-owned enterprises are facing several challenges. The challenges are associated with several risks in the business environment. Risk management has become increasingly important in the day to operations of any enterprise. This study is conducted to assess risk management implementation and execution within a state-owned enterprise (SOE). The main reason behind this research is that very little is known about risk management in the SOE sector in South Africa, as can be seen by the perpetual failure of these organisations. Therefore, this research focused on assessing the implementation and execution of risk management at Transnet Engineering because it continues to suffer losses as a result of “state capture”. The study sought to find out the role of organisational culture on the adoption of risk management in a state-owned enterprise. the main objectives of the research focused on the impact of commitment on the adoption of risk management in a state-owned enterprise; the function of implementation on the adoption of risk management in a state-owned enterprise; and the impact of monitoring on the adoption of risk management in a state-owned enterprise. A qualitative research methodology was utilised to attain results for these research objectives.The areas focused on Transnet Engineering with it regions and excluded other subdivisions of Transnet such as Transnet National Ports Authority, Freight rail, Port Terminals Pipelines and Properties. Convenience sampling was used to select 10 appropriate participants who were willing to provide the needed information to furnish the study’s findings. Interviews were utilised to collect data for this study. The data that was collected in this study was analysed using thematic analysis. - Description: This thesis is based on an in-depth assessment of the three rural women co-operatives in the Tsojana village, within the Intsika Yethu Local Municipality, which is the largest and most rural municipality within the Chris Hani District Municipality. 95 percent of households in this municipality live in rural areas or villages (Integrated Development Plan (IDP), 2010-2011). Rural areas are characterised by high levels of poverty, deprivation, poor infrastructure, and poor linkages to markets. Rural women are the ones experiencing poverty at first hand due to the fact that they are less mobile; when food crisis hits, men tend to leave to look for work or income in towns/cities, while women stay behind to look after their families (Moyo-Mhlanga, 2001). In 1975, the World Bank addressed the question of how women can become effective in economic development, hence the establishment of Women in Development Projects to encourage them to be more involved in income-generating activities like rural projects, co-operatives (co-ops) and self-help groups. A co-operative is an autonomous association of people who join voluntarily to meet their socio-economic and cultural needs through a jointly-owned and democratically-controlled enterprise (International Labour Organization (ILO), 2002). The United Nations (UN) recognized the contribution cooperatives can make to achieve the Millennium Development Goals (MDGs) through productive employment, eradicating poverty, enhancing social integration and promoting the advancement of women. This research study was motivated by the fact that- there are various women development projects/co-operatives in Tsojana Administrative Area (A/A) which aim to improve the lives of the rural people for the better, but most of these co-ops are not sustainable and financially viable. Rural women have realized that in order to sustain development they have to integrate themselves into village development structures, as in various co-operatives, informal rural entrepreneurs and agricultural and non-farm income-generating activities. The study proposes to investigate the reasons for the failure of these co-ops to create sustainable rural livelihoods. The study further attempts to explore development strategies that will assist to transform and advance the co-ops towards sustainable development for all. It also aims to explore strategies that will alleviate poverty, create jobs, and address all factors of underdevelopment and deprivation. The overall methodological approach in this study is qualitative in nature, as it is based on the understanding of the situation from the participant‟s point of view, or perspective. It seeks to describe, investigate and explore aspects of development projects, and to also understand the aspects of socio-economic life of rural women. It combines three traditions of enquiry, i.e. case study, phenomenology, and ethnography. A non-probability type of sampling, in particular purposive sampling, was used for the study because the researcher‟s samples are based on her judgement. Interpretive research paradigm was used to allow the researcher to study meaningful social action, not just the external or observable behaviour of people, and various research tools were used to collect data. These co-operatives have been identified as struggling for survival, and lacking training, and material and financial resources. The co-operatives require support for expansion and modernizing their operations.
