- Description: The chief purpose of this study was to determine the role of the rural communities in the food security initiatives of the government in alleviating food shortages in the Marange communal area of Mutare district in Zimbabwe. The focus was on local community empowerment; ownership of food security initiatives by the communities; communities‟ independent analysis of needs and priorities; their involvement in designing food security programmes and the role of the government in linking with the communities. The data was gathered using a case study research design with the qualitative method being the main research approach. The primary data was obtained from focus group discussions held in three wards of Marange area and some in-depth interviews conducted with selected key informants. The findings indicate that the government designs food security strategies without considering the input of communities. The communities are introduced and expected to adopt these pre-conceived food security plans at the implementation stage. The results also show that poor community participation in the food security initiatives of the government, specifically during the initial stages, is a significant contributing factor to the continual shortages of food in the communal lands of Marange. It is the view of this study that unless community input in decision making at the planning and designing phases is given preference in the food security interventions of the government in rural Zimbabwe, food security will seldom be achieved. While the government has a significant role to play in food security measures, such interventions can make an important contribution if the use and development of community participation is made central to food shortage alleviation strategies. The principal conclusion of this study is that if food security is an intended ultimate goal in rural Zimbabwe, the communities must participate fully in the conceptualisation, planning, implementation, monitoring and evaluation of the government-initiated food security programmes.

- Description: The Ciskei was gradually ‘consolidated’ by a process of geo-political gerrymandering that included the incorporation of black dormitory townships dependent on ‘white’ cities outside the homeland for survival. By 1973, the Ciskei homeland’s de facto population was estimated at 602 000.4 Since then, the overcrowded rural population has been forced to absorb thousands of refugees removed from South Africa’s ‘white’ areas — including several ‘black spots’ now outside the boundaries of the homeland — and migrants from two districts (Herschel and Glen Grey) formerly in the Ciskei which were ceded by the South African government to Transkei. Any attempt at measuring the extent to which communication affects the political credibility of the present Ciskei homeland in the eyes of its inhabitants must be weighed against these historical realities. This monograph is divided into three parts: 1. An outline of the political system in the Ciskei. 2. The role of the mass media in determining attitudes towards homeland news. 3. Some observations on the status accorded oral channels of communication in the transmission and validation of political news in selected rural and urban areas of the Ciskei. In obtaining data for this study, five surveys were conducted in two rural villages, the biggest urban area in the Ciskei and the Ciskei Legislative Assembly. The villages of Gobozana (or Xengxe) and Nyaniso formed the basis of the rural surveys conducted in April — June 1976. - Description: This treatise is a study of the methodology and the thought processes followed when buildings are designed, in order to determine to what extent, if any, designers consider the need for buildings to be maintained long after they walk off site and part with the project. The concept of taking future maintenance requirements into account as part of the design process is referred to as “designing for maintenance” (DFM). It can be assumed that, from a professional perspective, designers must keep the client’s needs in mind when designing. Facilities managers face the challenge of balancing a budget with maintaining a functional building – a dream building would be a maintenance-free building. Armed with the knowledge of DFM it is hoped that future buildings will be designed in a manner that will facilitate maintenance, thereby achieving significant savings on the life cycle costing of buildings. Buys (2004) suggests that designers should adopt a more open-minded approach toward maintenance during the design stages of buildings. Maintenance, with reference to access, methods, material and funding, could benefit from this approach, with a positive effect on the life cycle costing of a building. In order of priority when starting a building project, the design process is at the top of the list. Because this process happens right at the outset of a project, it is important to address the level of maintenance awareness that goes into designing, at this stage. The research concludes that one of the methods which could have a permanent effect on designers’ awareness of DFM would be to include it in the subjects taught at schools where designers are trained. This idea was discussed with a number of lecturers in this field and they were all in favour of this approach. There is a perception that built environment practitioners and professionals such as architects and contractors in the various fields related to the built environment, often engage in their particular task as if they exist in isolation from the project as a whole and from the rest of the project team. However, it is becoming increasingly evident that all built environment aspects are interwoven and interlinked, and that all are part of a larger context. With reference to the built environment as a whole, no action or element exists in isolation from a larger web of activity. The challenge, to nurture within students an awareness of the range and interconnectedness of elements and processes that contribute to the holistic idea, rests with the educators in the design fields, because it is clear that the final impact of any project relies to a large extent on what was specified by the designers in terms of materials and construction methods. The impact of the world’s six billion inhabitants on the environment is clearly a critical issue but does little to influence the actions of most design professionals. Documented experiences should serve as valuable tools to guide designers towards making more educated decisions on building design. Built environment professionals should educate themselves about the range of issues involved in the analysis, design and production of the built environment and the interaction between these factors.

- Description: An empirical study of HRD, women, HIV and AIDS, and sustainable community development has been undertaken. Women make up approximately half of the population in the world. Taking this into account, there are many places where women do not have the same opportunities as their male counterparts. This is also true for most of Africa. Many people in Africa are deprived of basic education and often the majority of these are women. Even though the situation has improved for many girls and women in many areas, there is still a great deal that needs to be done in order to ensure equal opportunities for everyone within the labor market and society. In order to achieve this, it can be argued that sustainable development and sound human resource (HRD) policy implementation and strategies must be employed. HIV and AIDS damage society just as it does the human body: it begins by killing those parts responsible for building society: the women and breadwinners who sustain and look after the community as a whole. In this proposal, an outline of the structure of the dissertation will be given. The outline of four articles will be presented, as will the uniqueness and the similarities of the articles. For the purpose of this dissertation; different methodological research techniques will be employed according to the themes of the different articles in addition to the desired purpose of the research being conducted. Regarding the data collection, qualitative research will be used in the expectation of uncovering issues relating to women and HRD in Gqebera Township, Port Elizabeth, South Africa. The need for skills development and training in Sub-Saharan Africa is increasing in an area where unstable economies and high unemployment create challenges on many levels. Sub-Saharan Africa is faced with great poverty, skills migration, and HIV and AIDS, which are depleting the region of skilled workers in their prime working years. The region is facing numerous challenges in the development of skills and the ability to make use of the available human resources. It can be argued that the Sub-Saharan African region needs to increase the skilled labor pool and to develop communities. Perhaps most importantly, there is an urgent need for the region to face the impact of globalization on its own terms. This involves the fusion of African philosophy and management styles with the traditional Western theories with HRD strategies and policies that will be suitable for the developing economies in the region. Women in Africa face many difficult and complex situations in society, including difficulties entering the labor market. HIV and AIDS is a major challenge for South Africa and it brings people in the region much grief, sorrow and confusion as the rate of prevalence continues to rise. This article explores the social aspects of the HIV and AIDS pandemic in the communities and in the labor market and the extent to which women are affected on an individual, community and labor market level. HRD in relations to HIV and AIDS is examined in order to get an understanding of the role that HRD should play in the deprived South African communities that struggle to find resources to battle the social consequences of HIV and AIDS. An examination of feminist theory and HRD in Africa indicates the need to incorporate African feminism in the cause of advancing HRD theory. Because they are subject to multiple levels of discrimination, and because there are no country-specific policies to ensure their advancement, African women need to be protected from the patriarchal domination that prevails in the majority of African countries. Despite higher female involvement in African economies, they are denied opportunities and equal rights. If the development goals of Africa are to be achieved, HRD theory needs to incorporate both Western and African feminist theory, specifically related to gender inequalities that women experience in the realm of work. The level women’s understanding of sustainable development in Gqebera Township, South Africa is explored. Further the challenges and opportunities for sustainable HRD in the Sub-Saharan region is examined. Sub-Saharan African is facing numerous challenges including poverty, inequality, HIV and AIDS and high unemployment. All these factors are important to consider when planning HRD policies and strategies in the region. Sustainable development is a worldwide aim and on the agenda of many countries; especially the developing and least developed, the countries on the African continent. The conditions under and the degree to which women in Sub-Saharan Africa have been participating in the development process in the past have often not enabled them to fully develop their capacity in order to take part in the work towards sustainable development.

- Description: The potential of community-based organisations (CBOs) to provide lasting solutions in the field of Human Immune Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) has long been recognised. As interest in the role of CBOs has increased, so have attempts to build their capacity and increase their stability and sustainability. Capacity-building initiatives which aim to strengthen CBOs as if they were identical to formal, more established organisations have often proved ineffective, and even at times destructive, because they have ignored the very differences that make CBOs potentially the most effective agents of development change at community level. This study is a qualitative exploration of a new mentoring-based approach to CBO capacity-building, which is currently being used extensively with CBOs in the Eastern Cape of South Africa. The research is inductive, beginning with an exploratory, descriptive and contextual study of the personal experiences and perceptions of CBO leadership team members from four sample CBOs which have graduated from the Barnabas Trust mentoring programme. Data was collected using a combination of face-to-face unstructured interviews and focus group discussion, with the objective of exploring the subjects’ experiences and their perceptions of the impact of the Barnabas Trust mentoring programme on the sustainability of their organisations. The insights and findings arising from the research process are then applied as the basis for a series of recommendations for the adaptation of the Barnabas trust mentoring approach and materials. The findings of this study appear to show that the mentoring-based approach has been an effective strategy for capacity-building towards sustainability for the CBOs in the sample, bringing positive change at the individual, organisational and community levels.

It is the contention of this research that a socially critical Environmental Education approach to education can facilitate the above. Teachers of formal secondary school Geography Education are in the position to implement socially critical Environmental Education into their teaching. This study therefore investigates the perspectives of student teachers regarding the role of Environmental Education in secondary school Geography Education. This was done within the Interpretative Paradigm using a case study which involved five Higher Diploma in Education Geography method students. The research has revealed that even though the Geography method students have been exposed to an Environmental Education course, in their teaching preparation and are motivated to use it, they have limited understanding of the theory underpinning Environmental Education and how to apply it to their Geography teaching. The problems of bridging theory and practice was apparent. Recommendations are made as how to best facilitate the gap between theory and practice.

- Description: The Pericles Citizenship Law of 451 made citizenship contingent on an individual man having Athenian blood on both his father and mother’s side. Men with foreign mothers were denied any rights to the key institutions that conferred Athenian belonging, such as deme and phratry membership, as well as, of course, citizenship. When, however, the Peloponnesian War began in 431, the population of Athenian citizens was quickly diminished by military conflict and plague and they sought a solution to repopulate their numbers with as little change to the original law as possible. The result was an amendment in 429 allowing citizens with no living legitimate (γνήσιοι) heirs to legitimise their bastards (νόθοι) in their place. A year after this, Euripides wrote the Hippolytus, a play that deals very closely with the issues of bastardy, bastards’ place in the polis and the oikos, and their treatment by those who are legitimate. As the war went on, he proceeded to produce two other plays containing bastard characters, the Andromache (c.425) and the Ion (c.413), in which he similarly explored the consequences of illegitimacy. In all three plays his attitude towards bastards is overwhelmingly sympathetic and the way he chooses to present their situations suggests his disagreement with the arrogance and antipathy that continued to push many of these often very worthy individuals to the fringes of society. - Description: Climate change poses a major environmental challenge, due to its adverse effects on human settlement patterns and food security. The global phenomenon upsets seasonal shifts, leading to changes in planting dates and weather patterns. This unpredictability has severe and adverse effects on farmers and rural communities, as variable environmental factors govern activities related to daily sustenance and food availability. The kind of rapid and intense climate change that South African rural spaces are experiencing now, increase the likelihood of extreme weather events such as droughts, heat waves and floods. There are growing concerns that the rural poor will be unable to adapt. Rural livelihoods are therefore facing overwhelming and extensive environmental threats, while rural dwellers are finding it difficult to adapt and cope. As a result, climate change can thus be described as one of the most complex and dangerous environmental problems challenging rural livelihoods today. The aim of this study was to explore the impact of climate change on rural poverty at Binfield village in the Eastern Cape and to identify the livelihood activities practiced. Furthermore, the research was conducted to ascertain how rural livelihood activities are affected by climate change and identify and assess the effectiveness of adaption strategies employed by the households. The research also aimed to explore and establish further adaptation strategies. This study made use of a qualitative research method. Babooa (2008) argues that qualitative research is concerned with stories and accounts including subjective understandings, feelings, opinions and beliefs. The study used both primary and secondary data for data. The researcher adopted interviews and field observation for primary data whilst secondary data was sourced from journals, articles and internet sources. O‘ Leary (2004) describes the interview as a method of collecting data where the interviewer asks the Interviewee open-ended questions. The questions were based on the key areas of interest. Qualitative research methods are aimed at understanding the rich, complex characteristic nature of human phenomena. Qualitative methods are concerned with understanding human behaviour from the participant‘s own frame of reference.

- Description: Introduction and Relevant Details: This research investigates the impact of inbound logistics' activities on the operational performance of the business within the branches of the South African Post Office (SAPO) in the Eastern Cape Province. The study basically hypothesises a statistically significant positive correlation between inbound logistics' activities and the operational performance of the business with regards to revenue generation and operational costs in particular. A sample of 100 branch offices was randomly selected. A 50-item questionnaire was administered by mail to the branches to collect the data during September 2005, and statistical tests for correlation were conducted on at least five dependent variables; stock procurement costs, effects on revenue, number of stock variation occurrences, order variation occurrences and the stock holding effects. Results of Data Analysis: The results of 88 respondents (88%) showed the existence of the significant positive relationship between the inbound logistics activities and the operational performance of the business at the South African Post Office branches as proposed by the study. The Spearman Rank Correlation tests were above 0.7 for most of the tested variables, showing a strong relationship. The inbound logistics' activities were also found to be positively correlated to revenue generation as well as to the operational expenses of the business. Conclusion and Recommendations: The findings allowed the researcher to conclude also that whatever improvements are made to the inbound logistics will also impact on the operational performance of the business, while failures in the inbound logistics will do so negatively. Business endeavours to maximise revenue and minimise costs are directly affected by the inbound logistics' activities. The branches of the SAPO seemed to be dissatisfied with most of the services rendered by the Supply Distribution Centre (SOC) of the SAPO, and such services have negatively affected the achievement of revenue targets at the branches as well as the operational costs. Holistic approaches to developing positive perceptions in the branches together with improving service activities at the SOC are recommended. Collaborative initiatives between branches and the SOC, reviewing the lead-times and the establishment of proper structures to handle supply chain queries, enhanced by information system technology to provide accurate and up-to-date information to branches and related parties about stock order issues are required . Areas of further research highlighted include the inbound logistics' activities of the SOC and the effectiveness of company policies as a guide to Supply Chain Management (SCM).

- Description: On the one hand, according to Richard Rorty, Paulo Freire and others, education is the practice of freedom. On the other hand, according to Michael Foucault, Mary Midgley and others, ethics is the practice of freedom. How, then, are education and ethics related to one another and what do these authors mean by ‘the practice of freedom’? In this piece, I argue that education and ethics are two mutually constitutive aspects of the practice of freedom. Individuals who are able to engage in this practice can most properly be said to be the authors of their lives, that is, individuals who, to borrow from Neil MacGregor, are able to find their ‘place in things’. To find our ‘place in things’ is to do the necessary educative work required for becoming the authors of our lives, that is, for self-actualization (as Rorty and John Dewey have argued). To take on the authorial role is, moreover, to be able effectively to take control of our lives, to organize them into unities for which we are individually responsible. This, according to Midgley, is precisely what it is to be ethical. This work, moreover, requires ongoing development, that is, education, in Dewey’s sense. I further argue that professional education and skills training cannot be understood properly in isolation from these broader educational aims and I criticize mainstream educational practices for not paying sufficient attention to the intimate relationship between the vocational and non-vocational aspects of education.

- Description: Realists found in International Relations (IR) circles explicitly assign relatively minor importance to ethical ideals in their analyses of the international political domain, although a robust ethical ideal of sorts, implicitly for the most part qua ethical ideal, does guide their analysis of the international arena. For them, the key to order in the international arena is the balance of power reached between different nations aiming at asserting their wills, promoting their interests, in what is in effect perceived by IR realists as an international battle of wills guided primarily by the logic of power. As a purely descriptive claim regarding how nations, for the most part, actually behave, I have no axe to grind with the IR realist, or at least I do not have to grind an axe with them on this matter for the purposes of this paper, but the IR realist is committed to more than merely describing the behaviour of the international order. IR realists, implicitly and paradoxically, are forced, by the logic of their own position, to believe that the ethical ideal that ought to be guiding the international order is the balance of power between competing interests guiding the international behaviour of nations in their quest for power and (alleged) survival. The primary moral dictum of their position is that nations ought to pursue their self-interested interests relentlessly, but only to the extent that the fragile balance of power is not upset (which is, at any rate, a central ingredient for promoting national self-interest). IR realists do not altogether explicitly deny the role of ideals, but the role they assign to ideals is limited and, I will argue, ultimately incoherent, for ideals ought to be understood as flowing from the structure of our embodied existences and into every nook and cranny of our lives, understood individually and collectively, nationally and internationally. We are active creatures, as Aristotle observed, and activities are defined as such in relation to a functional ideal, an ideal of operation, which flows from our specific modes of embodiment. The norms or ends guiding the international political order ought to flow from this understanding of the human subject ideally conceived, as opposed to the largely Machiavellian pessimistic understanding of the human situation informing IR realism; a pessimism that stems from the fallacious move from raw observation to normative recommendation. To claim that our ends are Machiavellian, we shall see, is incoherent and this incoherence is at the heart of IR realism. The demands of reason, we shall see, should push us in the direction of a particular variety of optimism. By using a broadly Aristotelian teleological technique of analysis I will show that IR realists cannot be right. Without placing ideals at the centre of our understandings of our political lives we would be unable properly to understand the political domain, including the specific sphere of concern of IR specialists. The purely observational descriptions alluded to above do not provide the grounds for proper understanding. What does provide a proper understanding, we shall see, is observation through a conceptual lens informed by a teleological understanding of the human person (observation in the light of a conception of the good). That I think a robust conception of the good, of the set of ideals that out to be guiding rational human life, is necessary for properly understanding the international arena does not of course mean that I advocate any such conception of the good. As claimed above, the sort that I advocate, following Aristotle’s footsteps, flows from the specific configuration of our embodied lives. I refer to this form of idealism as realistic idealism.

- Description: Despite being eminently forgettable from the literary point of view, B. F. Skinner's novel, Walden Two, provides us with an excellent opportunity, not so much to show what is wrong with mainstream accounts of free will, as Robert Kane thinks, but rather to explore another key and importantly neglected condition for genuine agency; namely, that properly lived human lives are those that are and must continue to be vulnerable to unforseable reversals, as Aldous Huxley speculates in his Brave New World. In short, I argue, perhaps scandalously, that one of the central conditions for genuine agency is that our lives are and must continue to be, to a large extent, out of our personal control. The promise of too much personal control, not too little (as Kane thinks), is what is wrong with Skinner's social utopia.

These institutions are being pushed to conform to goals that are outside the traditional idea of a university, such as concerns that universities are being 'bureaucratized' and becoming corporations, instead of a place of learning open to all. In conclusion it can be said that the contemporary South African academic community has an opportunity to recreate itself as the end of apartheid created space for engaging in transformative epistemic projects. The transformation of the tertiary sector entails a transformation of institutional cultures.

Minimally, academics should aim at understanding, and a key component of understanding is to understand the ideal ethical purpose of what is being researched and taught. For instance, sadistic Nazi medical researchers and teachers—Mengeles of sorts—in addition to having reprehensible commitments,would be significantly ignorant about their own intellectual concerns by virtue of their abject (belief-expressing) commitments. I will show that insights drawn from extreme cases such as this one apply across disciplines and in less extreme cases.

- Description: In Black Skin, White Masks Frantz Fanon discusses the neurotic condition that typifies the oppressed black subject, their ‘psychoexistential complex’. He argues that this neurotic condition is closely related to another, the ‘psychoexistential complex’ of the white oppressor. Both of these complexes sustain and are sustained by social and economic injustice. But Fanon does not delve in detail into the nature of this second neurosis, for he was primarily interested in discussing this neurosis only insofar as it helps him understand the first. My aim in this paper is to provide an account of the white neurosis, and why it should be understood literally as a neurotic condition. Typical, white oppressors, not solely those who are militantly committed to oppressing others, are alienated from the world and from themselves, making their behaviour seem like that of soulless dolls, to use J.M. Coetzee’s image from Age of Iron.
