- Description: The work began with the production by the author of a geological map of the area, since this essential task had not previously been undertaken. A detailed study of the settlement plan, containing both European and African smallholders, was then made. This proved a very fruitful field of study, because within the area the settlement plan is undergoing dramatic changes which are having an effect on the land use pattern within the area. This study was concerned mainly with the production of a detailed land use map and a quantitative analysis of the land use distributions revealed by this map. The classification used fer the categories on the land use map closely resembles one used in the land use map of 'The Border Region' produced by the Border Regional Survey (1957/8) which was in turn based on the World Land Use Map classification. Accompanying this text are seven maps produced by the author, three of the land settlement plan (1: 50,000), one each of the geology (1: 50,000) and rainfall (1:125,000) and two of the land use (l: 50,000 and 1: 125,000) in the area. The field sheets (1: 18,000) which show the land use of the area in great detail, are to be found in the library of the Geography Departmont, Rhodes University in atlas form.

- Description: This study seeks to understand land use decision-making dynamics on large residential plots in Fingo Village, Makhanda (Grahamstown). Fingo Village was selected as a study area because it is one of the poorest urban settings in South Africa where urban poverty is observed alongside access to land. A dominant economic perspective not only suggests that land use decisions are motivated by economic motives, but also implies that access to land would enable people to generate income from its use to improve their livelihoods. This study argues against an uncritical embrace of this assumption. Lefebvre’s production of space thesis provides a holistic understanding of the factors involved in the making of land use decisions. The focus of this study is on the dialectic process in the spatial triad– spatial practice, representational space and representations of space. This involved the reading of government policies and legislation together with local lived experiences to gain an understanding of the particular spatial practices seen in Fingo Village. Snowball and convenience sampling were used to select 36 household plots in Fingo Village. Primary data was gathered by means of semi-structured interviews and participatory mapping while additional information was sourced from secondary sources and desktop analysis. The findings of the study show that there is no uniform pattern of land use and success. Different land use activities found on the selected residential plots, including the main house, backyard flat or flats, spaza shops, a funeral parlour, livestock keeping, cultural use (a kraal for ancestral worship) and food gardening. These activities are motivated by residents’ perceptions and attitudes towards their spaces, as well as the value and meaning they attach to the land which is not limited to economic factors, but is also influenced by socio-cultural, political and biophysical considerations. Although some spatial practices are prohibited by the government, they are important to the residents. Other participants fail to use the land as would be expected by a conventional economic perspective, due to spatial conflict relating to different interests as a result of collective land ownership and the failure of municipalities to enforce policies and regulations. The fact that numerous factors influence households’ land use decisions means that access to land does not always directly translate into economic benefits. It is all about what people think or do about their land, as well as what the state lays out in terms of policy and legislation, that will influence whether those people with large plots of land will ‘prosper’ or not. , Thesis (PhD) -- Faculty of Science, Geography, 2021

- Description: An investigation of the relationship between the physical, pedological and anthropogenic influences on landslide occurrence on the midslopes within and outside Mt Elgon National Park was carried out. One of the landslides occurred in a protected pristine forest environment within the Park while the other two were located at sites deforested for cultivation within and outside the National Park. Field based surveys, GIS techniques and laboratory tests were used to collect and analyze the data. A household survey was undertaken to establish the main community livelihood strategies, the drivers of land use change and implications for land degradation on the mid slopes of Mt Elgon. Aerial photographs taken in 1960 and orthophoto maps formed the benchmark for the analysis of the respective land use changes between 1995 and 2006, using 30m Landsat TM and 20m SPOT MS images in IDRISI Andes GIS environment. Landslide sites were mapped using a Magellan Professional MobileMapperTMCX and terrain parameters were derived using a 15M Digital Elevation Model. A hybrid supervised/unsupervised classification approach was employed to generate land cover maps from which the areal extent of three land cover classes (agricultural fields, woodlands and forests) was calculated. Particle size distribution and atterberg limits were used to test the hypothesis that soils at the landslide sites are inherently ‘problem soils’ where slope failure can occur even without human intervention. Shear strength parameters (internal of friction and cohesion) were used calculate the slope factor of safety to ascertain slope stability at pristine and disturbed landslide sites. Results from the socio-economic survey revealed that smallholder subsistence agriculture and encroachment on the National Park resources are the main sources of livelihoods for the communities surrounding the Park. The communities also have a strong socio-cultural attachment to the National Park, as it is the source of items used during traditional rituals like circumcision. Encroachment is driven by the high population pressure and the prevalent political climate. Farmers mainly use slash and burn technique to prepare land for cultivation and those close to the National Park are reluctant to adopt appropriate farming and soil conservation practices due to the uncertainties surrounding their future on such plots. Slash and burn iii techniques were observed to accelerate various forms of erosion including rills, gullies and sheet. Soil and water conservation techniques were mainly practiced on privately owned farms. The period 1960 and 1995 was characterized by minimal land use changes and no encroachment into the designated Mount Elgon National Park. Conversely, the period 1995 – 2006 marked a significant loss of woodlands and forest cover particularly on steep concave slopes (36º – 58º) within the National Park. The land use change trends were attributed to the prevalent land politics and exponential population growth in the region. The encroachment onto the critical slopes was noted to have induced a series of shallow and deep landslides in the area. Deforestation on Mt Elgon was reported to have both onsite and offsite climate variability and implications in the form of drought, heat waves, flash floods, economic dislocation, crop failure and associated malnutrition in surrounding low lying areas. The soils on pristine and disturbed slopes contain high amount of clay (>10 percent), are fine textured (>50 percent of the material passing the 0.075mm sieve) and highly plastic. These soil attributes imply low permeability, excessive water retention and high susceptibility to expansion and sliding. The vertic nature of soils at Nametsi was confirmed by the extremely high plasticity indices (averaging 33percent), while, high liquid limits at Buwabwala (53 percent) and Kitati (59 percent) qualified the soils as vertisols which are associated with landslides. The results point to the fact that soils at landslide sites are inherently ‘problem soils’ where slope failure can occur even without human intervention. Therefore, the hypothesis that soils at three landslide sites are inherently ‘problem soils’ where slope failure can occur even without human intervention is accepted. Notwithstanding the fact that the study was focussed on mid-altitude slopes of Mt Elgon, the results are in tandem with investigations carried out earlier on the lower densely populated slopes, thus confirming the widespread nature of problem soils on Mt Elgon. There is an urgent need to control human population growth and restore forest cover on the heavily deforested steep slopes particularly within the National Park, and restrain communities from encroaching on the pristine slopes of Mt Elgon. This will be achieved if the politicians, Park Authorities and local communities jointly participate in the design and implementation of CFMs. Future research could focus on climate change implications of deforestation of Mt Elgon environments and quantification of carbon loss related to deforestation and soil degradation in the mountain environments.

- Description: This thesis summarises research on the implementation of land restitution policy in the old West Bank Location, in East London. Apartheid legislation dispossessed many Black people of their land. After 1994, the new democratic government implemented a land reform programme, land policy was reviewed, and people were compensated for the loss of land either financially or through restoration of their land. The original cut-off date for claims was 1998, but the window for claims was reopened in July 2014 because of difficulties in implementation. The period for the lodging of claims was extended to end June 2019 to allow people who had not yet been able to do so to participate in the process. In case of the old West Bank Location claims, compensation was in the form of land restoration, including houses which would be built for the claimants. This study documents the successes and challenges encountered in the implementation of land policy in the old West Bank Location. Triangulation of methods was used: data were collected from documents, interviews with claimants, interviews with government officials, and observation of meetings. Recommendations with regard to land policy are made on the basis of the research findings.

Land rental policy and land market in Mashonaland East Province, Zimbabwe: implications on farmer decisions, efficiency and equity under A1 and A2 models

- Description: Government promulgated the land rental policy starting in the year 2007. The policy required that A1 (market residual) and A2 (indigenous commercial) farmers pay rentals to the state. Since then, there has also been an emerging trend in which farmers have been renting in and out land, resulting in an informal market for land rentals. The study therefore assessed farmers’ perceptions of land rental policy and evaluated the possible association of this policy to farmers’ decision making on land rental markets as well as its implications on farmers’ efficiency and equity. The study was carried out in Mashonaland East Province of Zimbabwe, covering two districts, Goromonzi and Marondera. The focus was specifically on A1 and A2 farmers, as the rental policy was directed at these resettlement models only and much of the informal land rental markets were prevalent among these categories of farmers. Data collection utilised the survey approach. This was supported by key informant interviews and focus group discussions, with a final sample of 339 households selected using multi-stage sampling method. Survey data were transcribed on CsPro 6, and analysed using Stata, SPSS and Frontier 4.1. Results showed that about a third of household respondents was from Marondera and twothirds was from Goromonzi, while 79% and 21% was A1 and A2 farmers respectively. About 80% was male headed households and the remainder was female headed households. About half of the households were not participating in land rental markets while the other half was split almost equally between those renting-in and renting-out land. In general, A2 farmers were better in agricultural productivity than A1 farmers. It was concluded that farmers had a fairly good knowledge of the agricultural land rental policy enunciated in the Finance Bills. A1 farmers were more knowledgeable than A2 farmers, but no vii significant differences were observed between male and female headed households and farmers involved and not involved in land rental markets. Farmers’ attitudes in relation to policy were categorised as fair, with significant differences based on gender and land market participation. Practice scores showed a poor adherence to policy for all categories of farmers. Overall perceptions of farmers on rental policy was inferred as fair with significant differences existing between land rental market participants and non-participants (autarky). The results of a bivariate Tobit model results showed that the decision to rent-in land was significantly influenced by gender, household income, permanent labour, cultivated area, tenure certainty, irrigable land size and crop diversification. On the other hand, age, permanent labour, irrigable land size and crop diversification significantly influenced farmers’ decisions to rent-out land. The conclusion was that household characteristics, land endowments and transaction costs significantly influenced the decision to rent-in land while the former two were strong in influencing renting-out decisions. Results from the linearized Cobb Douglas model showed that economic efficiency for most farmers was above 50%. Farmers renting-out land under A1 were found to be the most economically efficient, followed by those who were renting-in and least efficient were farmers not participating in land rental markets, though the differences were marginal. For the A2 model, renting-in farmers were the most efficient, followed by those in autarky position, while renting-out farmers were the least. Overall, the most efficient farmers were those renting-in, followed by those renting-out while farmers in autarky were the least efficient. Overall efficiency was higher for A2 farmers than for A1 farmers. For farmers not participating in rental markets, the sources of inefficiency were crop type, crop area and labour. For farmers renting-in, it was proportion of irrigable land, size of irrigable land, crop type, crop area and viii labour, while inefficiency drivers for renting-out farmers were crop type and associated area. Equity analysis showed that participation in land rental markets reduced inequality for farmers in the two districts and male and female headed households. Inequality was increased among A1 farmers and remained unchanged among A2 farmers. Overall, the emerging position was that participation in land rental markets resulted in higher efficiency and reduced inequality in land holding among the sampled farmers. It is recommended that government should be consistent on land rental policy and bring into place effective administration of land rental policy. Government may also consider formal acceptance of land rental markets in light of the marginal efficiency and equity benefits shown in the study. However, formalizing land rental markets alone may not be a panacea to improved efficiency and needs to be supported by other productivity measures given the average efficiency values for farmers. - Description: This treatise begins with a discussion of different clauses of the Bill of Rights in the South African Constitution and the land reform policies of the South African government. The inequality and injustice caused by decades of apartheid land law forms the background of the land reform programme. The treatise addresses the consequences of this legacy on the implementation of the South African Constitution including the right to property. The discussion includes the three key elements of the land reform programme namely restitution, redistribution and tenure reform. The content of this treatise ranges over these three elements of land reform, applying constitutional issues to the relevant case law, The balancing and the reconciliation of rights and interest between the individual and the public in a just manner will be the barometer. The conclusion shows that the Constitution both protects existing rights and authorises the promotion of land reform within the framework of Section 25 of the Constitution, and that every aspect of the property clause has to be regarded as part of a constitional effort in balancing individual interest and public interest in terms of a constitutional order. It is my sincere hope that this treatise will contribute toward the achievement of equity, stability and by the values of an open and democratic society based on human dignity, freedom and human rights.

- Description: South Africa’s land redistribution policy (1994-2008) has been widely publicised, and has come under scrutiny of late from the public, private and government spheres, highlighting a need for research in this area. The research examines progress in South Africa’s land redistribution programme in two of KwaZulu-Natal’s district municipalities, Uthungulu and iLembe. Specifically the research investigates whether the government has paid above market prices when purchasing sugarcane farmland for redistribution in these districts. Moreover, it is illustrated how productivity on redistributed farms has been affected with the changes in ownership. To investigate the research questions, reviews of theories pertaining to property rights, land reform and market structures were conducted. Moreover, two cases studies were conducted in the districts of Uthungulu and iLembe, with assistance from the Department of Land Affairs, Inkezo Land Company and the South African Cane Growers Association. The case study data indicate that above ordinary market prices have been paid (2004-2006) by the government for sugarcane farmland in the districts concerned, and further that productivity has been negatively impacted ‘during’ and ‘post‘ transfer, in the majority of cases.

- Description: A largely agricultural country, land remains an important factor of production and a critical element in the livelihoods of rural Zimbabweans. Small-scale farmers rely on land for food and income. The post-independence development of Zimbabwe has been tied to land holding. As such, land reform aimed at addressing colonial racial land inequalities and rural underdevelopment became an imperative. In the post-independence era, Zimbabwe undertook two phases of land reform – the first occurred between 1980 and 1999 and was known as the Land reform and Resettlement Programme (LRRP). This was based on the ‘willing-buyer and willing seller’. The second phase which took place from 2000, known as the Fast Track Land Reform Programme (FTLRP), took a radical approach. However, due to a variety of reasons, including the dominance of small-scale farming and challenges of land reform, agricultural productivity remains low. Moreover, despite land reform, including massive land redistribution, the process appears incomplete and inconclusive. This is so essentially because the land reform neither increased food production nor reduced poverty. Accordingly, sustainable development remains a distant reality, especially among rural small-scale farmers. The study aimed at assessing the impact of the fast track land reform (FTLRP) on poverty reduction and sustainable rural development in Zimbabwe. Despite undertaking one of Southern Africa’s largest post-colonial redistributive land reform to date, the provision of land on its own has not been sufficient to address rural poverty and achieving meaningful rural development. This is so because the land reform has not articulated integrated growth as remoteness and poverty remain endemic, which is connected to the land. So, resolving the land question still remains crucial for sustainable rural development in Zimbabwe.

Land reform and rural livelihoods of evicted farm workers: a case study of Radway Green Farm Project

- Description: The land issue has remained a contentious one more than two decades into a democratic South Africa. With the dispossession of the indigenous people from their land stretching back as far as 1913, eviction of farm workers and farm dwellers has increased tremendously even in the post-Apartheid era. Thus, the main goal of this study is to analyse the impact of the eviction on the Radway Green farm workers’ community and to examine the factors affecting the generation of livelihood activities in their new settlement. In doing so, I used the Sustainable Rural Livelihoods Approach (SRLA) as my theoretical framework as it conceptually grounds my area of study. It was employed to analyse data gathered from the field through in-depth interviews, focus groups, key informant interviews and descriptive observation of the case study. The centrality of the SRLA concept is on rural development, poverty eradication and the ability or sustainability of the vulnerable and poor to cope with stresses and shocks as they make a living (Scoones, 1998: 5). In that regard, the theoretical framework became an important cornerstone in analysing the impact of eviction of the Radway Green farm workers’ community and examining the factors affecting the generation of livelihoods activities in their new settlement. To analyse the research findings, various themes were utilised Forced Evictions and Resettlement; Eviction or Displacement; The Struggles of Recreating Livelihoods; The Need for Security of Land Tenure and Access to Infrastructure. Under these themes, the study revealed how the eviction was detrimental to the livelihoods of the farm workers and farm dwellers as they lost the land that was a primary source for the construction of their livelihoods. They lost employment, homes, agricultural land for food security and natural resources, social and family structures and most importantly cultural disruption. It is well documented that the rural poor who constitute the farm workers and the farm dwellers are some of the vulnerable people who need constant governmental support through the promulgation of laws that protect them and assist in livelihood construction. Thus, this study also served to examine how the evicted workers and their families have settled into their new homes and how they, in conjunction with the Department of Rural Development and Land Reform and any other government agencies are faring in terms of the establishment of income generating projects for their livelihoods at the new settlement.

- Description: Land reform, as enshrined in the constitution of the Republic of South Africa, aims to foster conditions which enable citizens to gain access to land on equitable basis. Section 25(6) of the constitution states that ‘a person or community whose tenure of land is legally insecure as a result of past racially discriminatory laws or practice is entitled, to the extent provided by an Act of Parliament, either to tenure, which is legally secure, or comparable redress. In addition, section 25(7) states that a person or community dispossessed of property after 19 June 1913 as a result of past racially discriminatory laws or practices is entitled to the extent provided by an Act of Parliament, either to restitution of that property or to equitable redress. Within this context, this study assessed the impact of land reform on the livelihoods of subsistence farmers in Great Kei Local Municipality. The study adopted a qualitative approach in order to get an in-depth understanding of the farming activities of land reform beneficiaries, the contribution of farming activities to agro-based sustainable livelihoods and the general challenges faced by subsistence farmers. The sample comprised of thirty (30) farmers, two focus group discussions which comprised of six (6) farmers each and five key informants from the Department of Rural development and Agrarian Reform, a councillor and a community leader from the local municipality. The study found that most farmers who were allocated land were from different disadvantaged backgrounds. Many of the farmers came from farming backgrounds hence they had the requisite skills and knowledge. Those with relatively limited knowledge and skills were technically supported and subsequently improved their production and livelihoods. Those farmers that were trained in various farming aspects did well as they improved production. However, it was found that those farmers that did not receive training and adequate support yielded negative results in both crop and animal production. Drought has been another major contributor in the decline of the production. It was also found that the post settlement grants, such as Comprehensive Agricultural Support Programme and Recapitalization and Agricultural Development, are not enough and regular for infrastructural development on the farms.

- Description: South Africa is a new democracy that has had to deal with many historical remnants of apartheid. One of the main remnants has been land dispossession and massive inequalities along racial lines of access to land for agricultural purposes. In countering this, the post-apartheid state has pursued land redistribution programmes since the end of apartheid in 1994, as part of a broader land reform project. Simultaneously, post-apartheid South Africa has been marked by significant state restructuring notably a process of state de-centralisation including the positioning of municipalities as development agents. Amongst other goals, this is designed to democratise the state given the authoritarian and exclusive character of the apartheid state, and thereby to democratise development initiatives and programmes. Land redistribution and state decentralisation in South Africa are different political processes with their own specific dynamics. They have though become interlinked and intertwined but not necessarily in a coherent and integrated manner. Within broader global developments pertaining to state decentralisation and land redistribution, the thesis examines the complex relations between these two processes in South Africa. In particular, I analyse critically the decentralised character of the land redistribution programme in South Africa. In order to concretise and illustrate key themes and points, I discuss a particular land redistribution project called Masizakhe located in Makana Municipality in the Eastern Cape Province.

- Description: The desire to transfer 30 per cent of commercial farmland into the hands of black South Africans has progressed slower than anticipated. Politicians and government officials have blamed the market approach to the purchase of land for the challenges and failures in the process. An analysis of the transfer of sugarcane land in two districts in KwaZulu-Natal over the period 2000 to 2006 permitted a comparison of the prices paid to commercial farmers both in private transactions and in the case of sales to government. Data did not support the contention that the slow rate of transfer was due to a manipulation of land prices by landowners in an attempt to stall the process. It was concluded that the state lost most of its bargaining power in the land reform market due to the drawn out nature of the land valuation processes.

- Description: An under-reported consequence of the democratic transition is the impact on land management (LM) within communal areas of South Africa (SA).Yet land is an essential natural resource, both for the survival and prosperity of humanity, and for the maintenance of all terrestrial ecosystems (FAO&UNEP,1997.)This study focuses on land management in the Wild Coast with special reference to indigenous people in Coffee Bay.Using the concept of the land management paradigm, the study adopts an intensive research design for the analysis and interpretation of data.The study aims to examine how land as a 'resource'is managed by the local indigenous people with special reference to wether it is moving towards or away from sustainability.The study discusses LM in the rural-built up environment with emphasis on land based activities, land tenure, gender issues,indigenous knowledge systems, changes in land use and degradation.The study looks at the indigenous people's participation in the new LM policy formation as predetermined by the grand scheme of democratization and decentralization.It highlights that indigenous knowledge systems are at the centre in rural sustainable LM, and equity in land issues forms another breakthrough for communal tenure system in the new SA.Indigenous people's views in policy formulation are not necessarily matched with national policy objectives due to poor public consultation.In general, the study provides an understanding of how indigenous people grapple with new policy changes in LM, to ensure sustainable land management in the rural South Africa

- Description: This study investigates the constructions of land expropriation without compensation (LEwC) in the discourses of two mainstream media, Moneyweb and City Press, and two ground-up platforms, Afriforum and the African Farmers’ Association of South Africa (AFASA). It follows the February 2018 adoption by Parliament, of LEwC as a policy to reorder the country’s unequal and racially bifurcated economy. The motivations for, and opposition to the policy locate land as ‘the issue’ in conquest and capitalism. How land is signified therefore, is important to the understandings of ‘restitution’ and/or ‘resolution’. The news platforms selected here are diverse: Moneyweb focuses on investments. City Press concerns itself with politics. Afriforum and AFASA are alternative sphericules linked to ethnically- polarised quotidian concerns with land as a key focus. Discourses are central to how citizens see and construct themselves and one another as subjects. As such, media frames can be connected to justice and inter-‘race’ complexities. This is a study of media influences in cultivating certain meanings and understandings of tenuous and fractious political situations characterised by inequality and interracial enmity. The thesis draws from the Epistemologies of the South as well as Marxism to constitute the locus of its enunciation of colonisation, liberal capitalism, land question, justice, ideology, discourse, and framing. This framework is geared towards emic understanding of interrelated local and global contexts of the land question. Conceptual clarity is key to the development of an emancipatory imagination. Qualitative framing analysis and critical discourse analysis are used in this study to examine a diachronic corpus of 124 articles from the four platforms covering 167-days, from the adoption of the LEwC motion through the initial round of public hearings. The findings suggest a strong influence of the structures of coloniality in discourses across a wide political spectrum. The frames and counter-frames in the four platforms are simultaneously divergent and similar. Some are reactionary and conservative, others are liberal-transformational and even radical-prefigurative. All however, orbit around abyssal, North-centric, liberal capitalist normativity as the centripetal centre. The study proposes rethinking of the land question, a radical exorcism from land discourses, of structures of coloniality of power, knowledge, and being. Their mobilisation, predominance and naturalisation in political communication is anti-transformation and helps keep Black South Africans to this day, under the heavy yoke of an oppressive colonial and Apartheid reality as perpetual economic slaves. , Thesis (PhD) -- Faculty of Humanities, Journalism and Media Studies, 2022
