Risk management has become increasingly important in the day to operations of any enterprise. This study is conducted to assess risk management implementation and execution within a state-owned enterprise (SOE). The main reason behind this research is that very little is known about risk management in the SOE sector in South Africa, as can be seen by the perpetual failure of these organisations. Therefore, this research focused on assessing the implementation and execution of risk management at Transnet Engineering because it continues to suffer losses as a result of “state capture”. The study sought to find out the role of organisational culture on the adoption of risk management in a state-owned enterprise. the main objectives of the research focused on the impact of commitment on the adoption of risk management in a state-owned enterprise; the function of implementation on the adoption of risk management in a state-owned enterprise; and the impact of monitoring on the adoption of risk management in a state-owned enterprise. A qualitative research methodology was utilised to attain results for these research objectives.The areas focused on Transnet Engineering with it regions and excluded other subdivisions of Transnet such as Transnet National Ports Authority, Freight rail, Port Terminals Pipelines and Properties. Convenience sampling was used to select 10 appropriate participants who were willing to provide the needed information to furnish the study’s findings. Interviews were utilised to collect data for this study. The data that was collected in this study was analysed using thematic analysis. The purpose of the study is to construct an integrated service excellence model, in order to improve service quality in the South African Police Service as a whole and to continuously improve service excellence in the assistance provided in the Northern Cape in particular. Furthermore, the study was intended to identify gaps in the quality of services provided by the SAPS to the various communities in the Northern Cape. The development of a service excellence model for the assessment of the services provided by the SAPS is justified, because it is an essential means to improving the services rendered, which will be beneficial to both the SAPS and the community. Service failures negatively impact relationships and marketing efforts and thus complicate service providers’ relationship-building efforts. Therefore, service providers endeavour to restore customers’ post-recovery satisfaction through service recovery efforts to retain their customers. However, the influence that customers’ relationship intentions have on this process has not been considered. Previous research on relationship intention in South Africa focussed only on developing a valid and reliable relationship intention measurement scale. This study employed both the quantitative and qualitative research approaches to validate the research questions and authenticate the problem statement. The triangulation approach allowed the researcher to effectively engage the strengths of both research methodologies. The research findings from the empirical survey were statistically analysed using statistical procedures. The data analysis, derived from the qualitative research approach, involved thematic content analysis. The sample populations for the study comprised ward councillors, selected senior officials and community members. For the quantitative approach, questionnaires were distributed to respondents. The state and civil society in building a capable developmental state : a case of the National Department of Social Development and the Non Profit Organisations sector in South Africa

- Description: The challenges in the relationship between the Department of Social Development (DSD) and Non Profit Organisations (NPOs) in South Africa pose a risk to their ability to partner successfully in order to deliver government’s Constitutional obligations in meeting citizens’ developmental social welfare needs. Some contemporary theories of the state (such as pluralism and corporatism) as well as approaches to Public Administration and Management (such as co-production) support a collaborative approach between governments and civil society in order to address development challenges. Peter Evans’ (cf. 1995, 1997, 1998, 2008; 2014) expansive scholarship on embedded autonomy and building capable developmental states, suggests that a state that is sufficiently embedded in an intimate partnership with nonstate actors is more likely to achieve its development goals. However, these relations must also be autonomous and unfettered by private or sectional interests to circumvent the risk of neopatrimonialism and state capture. In view of growing critiques of economic growth as the primary marker of a developmental state, which prioritises the state’s relationship with private capital, Evans (ibid.) also argued for a more expanded definition of embedded autonomy. Building on Evan’s perspective, this study examines the relationship between the DSD and the NPO sector in South Africa to address the gap in the literature on how other forms of embedded autonomy (beyond the state-private sector nexus) may function in a developmental state. Its purpose is to make an original contribution to knowledge by examining how the achievement of South Africa’s Developmental Social Welfare (DSW) outcomes and the building of a capable developmental state may be affected by weaknesses in embeddedness, autonomy and state capacity. It argues that a relationship of trust and solidarity between the state and civil society that prioritises the well-being of people as the primary indicator of development, is a necessary feature of the capable developmental state. The study therefore provides insights into the interventions required to ensure collaborative and integrated service delivery between the state and civil society in South Africa. This is forged from an examination of the deeply held conflicting beliefs and expectations around the execution of the DSW mandate, the current tensions in the relationship, its intersections with the history of the non-profit sector in the apartheid welfare state and the challenges of transformation since 1994. In this respect, it fills a further gap in the literature by focusing on expanded, non-traditional state-society ties imagined by Evans’ conceptual framework of embedded autonomy and the developmental state. Furthermore, the study makes an elemental contribution to knowledge around co-production, which remains poorly formulated despite increasing interest and research in this area of Public Administration and Management (Gawlowski, 2018:72; Osborne, Radnor & Strokosch, 2016:644). This study used a qualitative design to derive meaning from indepth interviews with twentythree (23) knowledgeable experts representing the DSD (current and ex-staff members), NPOs, members of the Ministerial Committee for the 2013-2016 Review of the White Paper for Social Welfare (1997), NPO umbrella bodies and social justice activists. These were supplemented by a Focus Group Discussion comprising of nine (9) activists based at a grassroots NPO. Employing both an interpretive and constructivist approach, the design facilitated an in-depth examination of participants’ perceptions of the state’s constitutional obligation towards social justice through delivering DSW services in collaboration with the NPO Sector. The researcher used thematic content analysis to explore how weaknesses in the inter-play between embeddedness and autonomy in the DSW sector may explain the tensions between the DSD and NPOs. An analysis of the literature also helped in drawing linkages between weaknesses in embedded autonomy, building a capable developmental state and achieving the country’s DSW outcomes. The study found that the adversarial relationship between the DSD and NPOs has a negative effect on the rendering of DSW services to citizens, which places South Africa’s pursuit of a capable developmental state at risk. Applying a strategic-relational conceptualisation of the state, it argued how South Africa’s commitment to a participatory and people-centred approach to public policy and the protection of the socio-economic rights of citizens requires a fully engaged civil society, balanced by autonomy. - Description: Post the 2008/09 global economic and financial crises, increased calls have been made for exploration and consideration of alternative sources of funding for economic development at a local level. To limit dependence on restricted and sometimes dwindling public finances from central government, many countries in the world have considered various alternative forms of financing. In South Africa, only four of the eight metropolitan municipalities (in short metros), have introduced municipal bonds primarily to finance their infrastructure development initiatives. Having noted the reluctance of metros and secondary cities in South Africa to explore alternative sources to finance their local economic development (LED) initiatives, this study advocates for the use of municipal bonds in the Mangaung Metropolitan Municipality (henceforth Mangaung Metro), as an alternative source of finance for its LED initiatives, especially its infrastructure development programme. The study further presents evidence for the other metros in South Africa, where municipal bonds have worked as an additional and/or alternative source of finance. Using analysis of socio-economic conditions as well as selected financial ratios, the study compares Mangaung Metro to the other four metros that have issued municipal bonds in order to assess the state of readiness and the viability of a municipality bond for the metro. On the analysis of socio-economic conditions, this study found that on the one hand, the Mangaung Metro lags all the other metros under review on almost all the indicators, whilst the economic and labour market data highlights the development potential of the metro. - Description: Only 12% of the world's published plastic research includes references to Africa despite it being a significant contributor to the global plastic waste and mismanagement problem (~88.5% of Africa's plastic waste is mismanaged). Ocean plastics are transported from land by rivers to the sea. However, source contextualization is complex. Many African rivers predominantly run alongside human settlements that host informal waste dumpsites. In this study a simple cost effective, easily deployed, consistent and replicable survey methodology was employed. The study quantified macro plastic in three rivers discharging into Algoa Bay, South Africa. The results indicated that industrial Swartkops and metropolitan Baakens Rivers both illustrate moderate plastic pollution (>3000 plastic particles/day), with the relatively natural Sundays River to showing minimal evidence of river macroplastic (<100 plastic particles/day). - Description: Third-party logistics (3PL) providers have continued to be key players in the supply chain network and have witnessed a growth in the usage of information technology. This growth has enhanced the volume of structured and unstructured data that is collected at a high velocity, and is of rich variety, sometimes described as “Big Data”. Leaders in the 3PL industry are constantly seeking to effectively and efficiently mature their abilities to exploit this data to gain business value through data-driven decision-making (DDDM). DDDM helps the leaders to reduce the reliance they place on observations and intuition to make crucial business decisions in a volatile business environment. The aim of this research was to develop a prescriptive model for DDDM in 3PLs. The model consists of iterative elements that prescribe guidelines to decision-makers in the 3PL industry on how to adopt DDDM. A literature review of existing theoretical frameworks and models for DDDM was conducted to determine the extent to which they contribute towards DDDM for 3PLs. The Design-Science Research Methodology (DSRM) was followed to address the aim of the research and applied to pragmatically and iteratively develop and evaluate the artefact (the model for DDDM) in the real-world context of a 3PL. The literature findings revealed that the challenges with DDDM in organisations include three main categories of challenges related to data quality, data management, vision and capabilities. Once the challenges with DDDM were established, a prescriptive model was designed and developed for DDDM in 3PLs. Qualitative data was collected from semi-structured interviews to gain an understanding of the problems and possible solutions in the real-world context of 3PLs. An As-Is Analysis in the real-world case 3PL company confirmed the challenges identified in literature, and that data is still used in the 3PL company for descriptive and diagnostic analytics to aid with the decision-making processes. This highlights that there is still room for maturity into using data for predictive and prescriptive analytics that will, in turn, improve the decision-making process. An improved second version of the model was demonstrated to the participants (the targeted users), who had the opportunity to evaluate the model. The findings revealed that the model provided clear guidelines on how to make data-driven decisions and that the feedback loop and the data culture aspects highlighted in the design were some of the important features of the model. Some improvements were suggested by participants. A field study of three data analytics tools was conducted to identify the advantages and disadvantages of each as well as to highlight the status of DDDM at the real-world case 3PL. - Description: Eskom Holding is a public limited liability company that supplies electricity. It supplies approximately ninety-nine percent of the electricity used in South Africa, and approximately forty-five percent of that used in Africa. Eskom generates, transmits and distributes electricity to its customers. The Project Execution Department is a department in the Transmission Division that executes the capital and refurbishment of projects. The objective of the study was to discover the opinion of the project team members, on whether there is a lack of project-team efficiency in delivering the projects on time, and within the budget. Descriptive research methodology was used to investigate the objectives of the research. The data were obtained through the structured questionnaires that were hand-delivered and emailed. The research is limited to the Project Execution and Procurement Department in the Transmission Division. The research excludes the Capital Expansion Department (CED) project (Medupi, Kusile and Power Development Projects). The findings of the study showed that, Eskom’s Transmission Project Execution and Commercial Departments need to work hand-in-hand. This will avoid any unnecessary procurement delays which would have an impact on project delivery time. Continuous communication among the project team members could improve the efficiency and serve to build good relationships. Currently, projects are delivered late and over budget. This situation could lead to the outsourcing of departments or even to the redeployment of Senior Management. The study employed a cross-sectional, correlational design to achieve the objectives. Additionally, a non-probability convenience sampling method was used. Data was collected from retail employees in Gauteng, Pretoria through a composite self-administered paper-and-pencil questionnaire which incorporated a biographical questionnaire, the PCQ-24 and the PWS. To determine whether a relationship exists between the constructs, Pearson’s product-moment correlations were used. To further determine demographical differences, the analysis of variance (ANOVA) was utilised, and post-hoc Tukey HSD tests were used to determine where the differences lie. Results indicated that PsyCap was positively correlated with wellness; and significant differences in the means for both PsyCap and wellness were observed for demographic variables. However, even with the RCMA of 1998 that is set to regulate customary marriages, customary marriage conflict remains rife across various ethnic groups in South Africa. The RCMA of 1998 leaves a lot of room for interpretation by different cultures and some elements that certain ethnic groups consider as crucial in fulfilling customary marriages are excluded. So, to contribute to Conflict Studies with reference to customary marriage conflict, this study investigated customary marriage conflict among Ndebele speaking people in Mathula Village in Limpopo. The purpose of this study was to investigate the causes of customary marriage among Ndebele speaking people in Mathula Village in Limpopo. Data was collected through semi-structured interviews and analysed through content analysis, coding, and thematic analysis. During the interviews, non-participant observation was used. Purposeful sampling was used to select participants. In the final analysis, this study provides some recommendations with the view of addressing some of the challenges that were identified. Some of the recommendations include that there is a need to rethink the process of customary marriage in relation to the payment of lobola. - Description: Universities, like other organisations, are challenged to manage corporate identity and reputation to maintain a competitive edge. Few studies in Africa focus on the impact of internal communication on corporate identity and reputation management during organisational transformation. Thus, this study interrogated how a transforming and complex university in Kenya managed the corporate identity, image and reputation for competitive advantage. The purpose of the study was to establish how Multimedia University of Kenya (MMU) management communicated with its employees to nurture the corporate identity, image and reputation during a ten-year period of transformation. The study draws insights from in-depth interviews with 23 university management members, 178 self-administered questionnaires through random stratification of MMU employees, and content review of two MMU strategic plans ranging from 2011 to 2021. The findings suggest that MMU management used formal and interactive channels to create awareness of organisational transformation. These channels included face-to-face engagements, formal meetings and mediated communication through telephone conversations and intranet that facilitated record keeping. The management engaged in top-down and bottom-up communication to build employee trust, while employees expressed reservations of bottom-up information accuracy, suggesting information exclusion. On the contrary, the employees preferred digital and interpersonal channels for internal communication, which included telephone conversations, social media, personal visits by MMU management, and university events. Publicity activities were to disseminate information to prospective students and sponsors through selected private television, vernacular radio, and MMU radio stations, traditional print media, and the MMU website to communicate the MMU brand and image. Employees acknowledged that MMU brands itself as a leader in telecommunication, technology, mechanical, manufacturing, and media training through state-of-the-art equipment, robust faculty, and problem-solving ventures through research. The current study proposes stronger employee involvement, executive packaging and positioning, coaching successful faculty members as brand ambassadors, retraining employees, and employee participation in policy formulation to enhance new culture. In addition, these opositions will enhance the corporate identity, brand, as well as university performance, product quality, policy and processes to enrich the corporate reputation during transformation. The findings challenge university management to actively engage the corporate communication function, emphasise employee participation, and focus on the continual improvement of corporate identity and reputation management practices for competitive advantage. The current study proposes a participative, multi-layered and multi-dimensional communication model for efficient and excellent internal communication. - Description: The car rental industry in South Africa is a highly competitive sector. The industry’s players are constantly faced with the challenge of finding ways in which to enhance their competitiveness. One of the most important challenges for organisations operating in this industry is to deliver the best service to their customers, hence ensuring they retain customer loyalty, growth and securing future profitability. While a number of competitors may rely on various competitive strategies such as lower prices, it could become increasingly challenging for others to adopt similar approaches without comprising profitability. To overcome this challenge, together with Barloworld, Avis has implemented various employment engagement strategies with the aim of attracting, empowering, and retaining an engaged workforce. Research has shown that employees provide organisations with sustainable competitive advantage. More specifically, it has shown that engaged employees outperform disengaged employees. The differentiating factor for organisations in the pursuit of competitive advantage would therefore be an engaged workforce. In order to remain competitive, Avis realised that their employees area source of competitive advantage. In the year 2013, Avis packaged and introduced EVP as a human resources strategy towards winning an engaged workforce. Some of the objectives for taking on this strategy were to increase job satisfaction and motivation amongst employees and thus result in higher job performance. The main purpose of this study was to measure the impact that the introduction of EVP had on employee engagement at Avis. Introducing a structured EVP plan within this organisation was aimed to increase employee engagement and thus, this study aimed to measure the impact of this intervention. A literature review was conducted to expand on the various definitions of EVP, employee engagement and the elements that influence and impact these variables. This research revealed that engaged employees make positive contributions to key business outcomes such as financial performance, productivity and customer satisfaction. An empirical study was conducted by means of a survey with a questionnaire as data collecting tool. The purpose of the structured questionnaire was to validate the findings obtained from the theoretical overview and to assess employees’ perceptions of the EVP elements, engagement factors and the impact of engagement on the organisational success. The population comprised of 142employeesand 65% a response rate was obtained. The key findings of the study indicated that in general employees are engaged and committed to the vision of the organisation. It also indicated that the introduction of EVP improved the manner in which employees’ viewed their leaders and created a leadership culture that was conducive to the success of the organisation. Furthermore, the study validated the existence of a strong positive relationship between EVP, employee motivation, leadership culture, employee retention, compensation and employee engagement. - Description: The basis for youth employment and development in rural areas encapsulates transformation which brings about freedom in terms of economic growth as well as social stability. nevertheless, research provides evidence that one of the complex dilemmas in South Africa and across the globe is youth unemployment. Statistics South Africa in 2019 estimated that 70,9% of the total number of unemployed citizens are youths, with consequences that have a far-reaching impact on their quality of life and future prospects; thus, a social problem that requires urgent redress. In addition, there is evidence that youth unemployment is more prominent in rural than urban areas. It is for this reason that this study focused on the lived experiences of unemployed youth in Mhlontlo Municipality, a rural locality in South Africa to better understand the complexity and multifaceted unemployment phenomenon. Youth unemployment requires an understanding of its nature; especially, when considering and/or implementing interventions. Although the youth may share common denominators such as their culture, being unemployed and have a need for development and empowerment, youths experience their world as individuals and differently. Ensuring positive development and thriving requires insightful understanding about lived experiences of unemployed youths, as well as the immediate effect and long-standing impact caused by the nature of interaction between youths and their broader ecological environment. The research findings in this thesis highlight that whether as a source (self) or re-source (cocreator) of human capital, unemployed youth have the capacity to thrive and/or to enable thriving. Psychological capital and burnout in the financial service sector

- Description: The purpose of this research study was to determine the relationship between PsyCap and burnout in a service-related working environment that is somewhat unexplored, including the non-banking financial services sector. To achieve this purpose, a correlational research design was employed and the convenience, non-probability sampling method was utilised as the technique for sourcing participants. Data was collected by way of an online survey comprising of the PCQ-24, OLBI and a Biographical Section, which was distributed among 380 non-banking employees in the sample company, and a final sample size of N=88 was achieved. The two psychometric instruments utilised were both proven to be valid and reliable, thus increasing the credibility of the data obtained. The raw data was processed and analysed through statistical calculations, performed by a qualified Statistician, and included descriptive and inferential statistics in the form of cronbach’s alpha coefficients, pearsons correlations, t-tests, ANOVA’s, and linear regression for the data interpretation. The results revealed that there was a negative, statistically significant relationship between PsyCap and burnout, and that PsyCap explained 18% of the variance in burnout scores amongst the sample. In addition, statistically significant differences were found between burnout, disengagement, and position, as well as between PsyCap and some of its dimensions with gender, educational level, position, and department in terms of the demographic variables. The researcher has considered the ethical principles of autonomy, confidentiality, anonymity, and ownership of the data throughout the research process, and the research paper was submitted for assessment and ethical approval before commencement of this study.
