The theoretical basis of democratic education decentralization policies were outlined and the argument for and against the policy discussed. Thus the dissertation explored the concept of education decentralization policy with specific reference to the notions of democratization and participation in Zimbabwe. Besides the qualitative and the quantitative research methods employed, the study was complemented by the observation on the ground and document analysis. The thesis unearthed that; the democratic education decentralization policy is characterized by some successes and problems during implementation of the policy as indicated by the paucity of the teaching and learning resources. The research findings revealed that, there is prevalence of poor learning outcomes at ‘O’ level in schools; the SDCs/SDAs are underutilized sources of school development because they are not fully empowered by the education system since they had a minimum role in participating towards the implementation of the policy in order to acquire the teaching and learning resources at the schools in Kadoma District. The above findings long-established the view held by critical theorists of the Participatory Governance Model that there is a complementary relationship between the participation of the SDC/SDA in acquiring the teaching as well as the learning resources and the academic performance of learners. - Description: Selecting actors to appear in an advertisement is an important decision which has a crucial impact on the effectiveness of an advertising campaign. The same message, delivered by different actors, produces varying outcomes among consumers. This dilemma concerning the choice of actors occurs particularly in multi-racial societies, such as South Africa, where advertisers have to target different sectors of the community. In multi-racial societies, the choice of actors in advertisements goes beyond the usual commercial reasons. Indeed, two dimensions are generally conferred to multi-racial advertising. Firstly, the use of multi-racial representations allows for the targeting of a wider population that also owns a wider purchasing power. Marketers who want to market their brand use, for example, white and black actors so that white and black consumers can identify with the actors and recognize themselves as the target of the advertisement. Secondly, the multi-racial representations of this type of advertising hold a social role that counteracts the segregated depiction of the society. Consumers who are exposed to a multi-racial advertisement might perceive this social dimension and attribute a social responsibility to the advertisement. The purpose of this thesis is to examine the influence of the above dimensions on the effectiveness of a multi-racial advertisement. On the one hand, this study investigates the Identification Process followed by a consumer exposed to a multi-racial advertisement. On the other hand, it examines how consumers attribute a social responsibility to a specific multiracial advertisement and how this attribution, in turn, influences their responses to the advertisement and brand. Finally, the impacts of both of these dimensions on consumer behaviour are compared and the most persuasive dimension is identified. This thesis draws on Attribution Theory and Identification Theory in arguing that there are strong economic imperatives for adopting a multi-racial advertising approach. The thesis develops a conceptual framework and tests empirically hypotheses regarding the key constructs and moderating variables. The empirical results point out that both dimensions symbiotically influence the effectiveness of a multi-racial advertisement. Specifically, the results highlight that the social responsibility attributed by the viewers to the advertisement influences their behaviour more than the Identification Process.

- Description: Foreign direct investment (FDI) is seen as a way to provide the needed capital inflow to stimulate growth in a domestic economy. FDI can also result in increased employment levels, managerial skills and increase in technology. In efforts to attract FDI, host countries have undertaken various policy incentives to attract foreign investors. This study analyses the trends and determinants of inward FDI to South Africa for the period 1975-2005. The study starts by reviewing FDI literature on its determinants and provides the macroeconomic background and FDI related policies undertaken in South Africa. The trend and sectoral analysis provides the actual nature of FDI flows to South Africa. An empirical model linking theoretical and empirical determinants of FDI is estimated using the Johansen cointegration and VECM framework. The study also augments the cointegration framework with impulse response and variance decomposition analyses to complement the long and short run determinants of FDI. Dummy variables are used in each of the estimated FDI models to take into account the possibility of structural breaks. Results show that relative to the size of the economy and to other developing countries, South Africa still receives low levels of inward FDI. Only are few years are exceptional i.e. 1997, 2001 and 2005. From the sectoral distribution, the financial sector is now the major recipient of FDI followed by the mining and manufacturing sectors. The emergence of the financial sector could suggest that FDI motives could have shifted from the natural resource seeking and market seeking to efficiency seeking FDI. The United Kingdom emerges as the major source of FDI to South Africa followed by United States of America and Germany. Empirical analysis indicated that openness, exchange rate and financial development are important long run determinants of FDI. Increased openness and financial development attract FDI while an increase (depreciation) in the exchange rate deters FDI to South Africa. Market size emerges as a short run determinant of FDI although it is declining in importance. Most of the impulse response analysis confirmed the VECM findings. Variance decomposition analysis showed that FDI itself, imports and exchange rate explain a significant amount of the forecast error variance. The influence of market size variable is small and declining over time.

- Description: Mathematics has become increasingly important, as it is a pre-requisite for careers like architecture, science, engineering and medicine. Therefore it becomes imperative for the learners to understand and love it. In other words a sound foundation of mathematical skills and knowledge in the early stages is required. Often we hear learners asking questions like "when and where are we going to use these symbols x and y in our lives? " These questions might indicate that learners cannot link mathematics with daily life occurrences or even their own background experiences. This study is an exploration through hands-on activities of mathematical concepts embedded in beadwork artifacts. Learners' background experiences on bead work artifacts are acknowledged and explored for mathematical understanding. It is a case study, consisting of 44 learners in Grade 9 in two schools in Grahamstown. An interpretive approach is used. In order for the learners to be able to explore beadwork artifacts, they visited the Albany Museum (AM) and Msithandane Women's Project (MWP) in the community. Learners gathered information from these two sources. Beadwork artifacts in this study were used as a mediation and integration tool between culture and mathematics. Beadwork artifacts are found in the learners' cultures serving different purposes. In this study the focus was on Xhosa bead work artifacts. The hands-on activities posed challenges to learners because of their different background experiences. Some were able to draw designs but were unable to thread what they designed, whereas others were able to thread beads but were unable to draw designs. In this study learners had to use both completed bead work artifacts and drawn up designs for the investigation of mathematical concepts. Learners were able to identify symmetries in dress and in South African flag designs. Number patterns discovered were linked to their prior number pattern knowledge. The economic value of beadwork artifacts linked mathematics to the economics learning area. This study ties up with the new curriculum (C2005) and RNCS, which advocate the inclusion and integration of learning areas. In this instance, art and culture were used in mathematical activities. - Description: The following is a case study report on the Cape Town business unit of Standard Bank Properties. The research project falls within the ambit of services marketing which introduces several unique management challenges for service businesses that sell services as a core offering. The principal aim of the case study is to gain an understanding of why customers bank at the business unit and to discover what aspects are critical to customer satisfaction. A further goal of the research is to examine how the business unit could improve customer satisfaction and to highlight any impediments to further improving customer satisfaction at the business unit. It is generally regarded that quality customer service is essential to building customer relationships and hence the research project emphasis on services marketing and customer satisfaction within a financial services context. The paper commences with an overview of the South African Banking Sector and its unique challenges such as the Financial Service Charter and newly introduced legislation such as Financial Intelligence Centre Act. The case study will specifically investigate the property finance industry and a detailed analysis of the business unit's operations and process flow will also be undertaken. The reason for this background information is to assist the reader to understand how the business unit operates. The research project will investigate four unique differences between goods marketing and services marketing whereafter three theoretical propositions are introduced, namely the dyadic interaction and service encounter, the Service Profit Chain and finally Relationship Marketing. Evidence in the form of a narrative will be led from insights obtained from interviews conducted with customers and staff at the business unit against these propositions with support (or otherwise) from independent surveys and documents from the business unit. The result of this analysis is the identification of several areas of concern specifically: New employees and the service encounter, Problems with FICA, Lack of a customer complaint handling system, Empowerment issues, Turnaround times, Reliance on key staff These insights together with the evidence from the literature review will be analysed and several recommendations made to improve customer service and ultimately customer satisfaction at the business unit. Several recommendations for further research are offered as well as the identification of limitations including but not limited to the specificity of the case study report.

- Description: The following is a case study report on the Cape Town business unit of Standard Bank Properties. The research project falls within the ambit of services marketing which introduces several unique management challenges for service businesses that sell services as a core offering. The principal aim of the case study is to gain an understanding of why customers bank at the business unit and to discover what aspects are critical to customer satisfaction. A further goal of the research is to examine how the business unit could improve customer satisfaction and to highlight any impediments to further improving customer satisfaction at the business unit. It is generally regarded that quality customer service is essential to building customer relationships and hence the research project emphasis on services marketing and customer satisfaction within a financial services context. The paper commences with an overview of the South African Banking Sector and its unique challenges such as the Financial Service Charter and newly introduced legislation such as Financial Intelligence Centre Act. The case study will specifically investigate the property finance industry and a detailed analysis of the business unit's operations and process flow will also be undertaken. The reason for this background information is to assist the reader to understand how the business unit operates. Various 2-aminoalkane resins were prepared, with variation in the length of alkane group and synthesised by the two different solvents. The latter resulted in two sets of resins with not only differing compactness, but also having significantly different properties with reference to platinum specificity, HCl effect and stripping potential. This global monitoring report drew attention to issues of educational quality, and raised the problem that physical access to education does not necessarily lead to epistemological access to knowledge or to relevant education being offered to learners. In the foreword to the 430-page assessment of educational quality issues, Koïchiro Matsuura, Director General of UNESCO, stated that ‘although much debate surrounds attempts to define educational quality, solid common ground exists … Quality must be seen in light of how societies define the purpose of education’ (UNESCO, 2004: Foreword). He went on to explain that there seem to be two mutually agreed upon purposes for education in the world today: cognitive development of learners, and creative and emotional growth of learners to help them acquire values and attitudes for responsible citizenship. He also pointed out that ‘quality must pass the test of equity’ (UNESCO, 2004: Foreword), emphasising the importance of equity of opportunity to access and participate in education and learning. Relevant to the field of environmental education, is the inclusion of educational quality as a major thrust of the United Nations Decade of Education for Sustainable Development (UNDESD) (UNESCO, 2004).

The renewed interest in values in both educational and corporate environments in South Africa places new pressures on members in leadership positions especially in school life. Schools are described as the ‘nurseries’ of values. The understanding of the abstract nature of values, as well as instrumentalising and implementing values in vision statements and organisational life, poses challenges to present and future school leaders. This study, based in the interpretive paradigm, is an in-depth investigation into the role of values at a former model C primary school in the Eastern Cape. Through the use of observations, document analysis, focus groups and interviews as data collection tools, this research highlights the importance of values in school leadership and how this impacts the life of the school leader. This case-study research combines theoretical and contextual frameworks to question the nature of values in leadership and uses the real-life experiences of these school leaders to resonate with current understandings of values in leadership and organisational culture. The importance of understanding these complexities in the lives and experiences of these school leaders cannot be underestimated. My findings highlight the tensions between leading successful schools (task/person efficiency) and remaining congruent with the need for leadership for social justice in post-apartheid educational institutions. The uniqueness of the school environment (‘families’ and ‘communities’) is also featured and resonates with previous literature. Through the lens of emerging leadership trends, we discover these school leaders’ understandings of values in their daily lives: they do what they are and this is reflected in this school’s unique organisational culture, which could be said to ‘transcend’ present leaders’ influence. Finally I propose that further research is necessary in order to broaden our understanding of the unique role of values in educational leadership in South Africa.

- Description: This study explored the experiences of mature women undertaking Master’s degrees at a Historically Disadvantaged Institution of Higher Learning in South Africa. Attaining a Master’s degree is a significant milestone in education and the process may take from one to three, or more, years. The study aims to describe aspects of the women’s experiences of their research journeys and the goal of the study is to present descriptions of these experiences. The methodology is qualitative and uses a critical feminist approach, appropriate to exploring the research questions. A critical feminist stance holds that women experience the world differently to men given the patriarchal structure of society. Emphasis is placed on the primacy of the co-researcher’s perceptions of their experiences. A single method research design was followed using semi-structured interviews. The analysis resulted in the emergence of a number of central themes. Together these reflect the experiences of the co-researchers, although they did not automatically share all the experiences. The findings show that postgraduate study, in the form of a Master’s degree, was found to be transformative, meaningful and worthwhile, although not without difficulties; mainly the demands required of multiple roles within home, community, work, and the university. This study contributes towards the larger body of research within education, in particular in the understanding the experiences of mature women within the field of postgraduate study.

Another aim of the study is to compare the findings of this research to the recent findings on isiXhosaspeaking students’ language attitudes at the University of the Western Cape (Dyers 1999) and the University of Fort Hare (Dalvit 2004). Qualitative and quantitative methods were used: data was gathered using a survey that employed a questionnaire and interviews (individual and focus group). The questionnaire data is analysed through using percentage scores as well as mean values coupled with Chi-square tests, while the interviews are analysed qualitatively to further confirm the results of the quantitative analysis. Results are also compared with other recent surveys at South African universities. The results reveal that respondents had a generally positive attitude toward English as LOLT, based mainly on instrumental motivations. More importantly, there was a positive attitude toward the use of isiXhosa alongside English. The motivations for the use of isiXhosa were both instrumental and integrative in nature. The majority of respondents who supported a bilingual arrangement did not, however, believe that a fully-fledged bilingual policy would be practical, mainly because of the multilingual nature of Rhodes University. They felt, however, that providing English and isiXhosa exam question-papers, bilingual tutor support and isiXhosa definitions of discipline-specific technical terms would facilitate learning. Most of the variables mentioned above had an influence on the relevant language attitudes, often confirming the findings of other studies. For instance, schooling background greatly influenced the language attitudes of respondents. Those from previously advantaged English-only schools showed very positive attitudes toward an English-only policy, while most respondents from formerly disadvantaged DET bilingual schools were favourably disposed toward a bilingual policy of English and isiXhosa at Rhodes University. Current perceptions of participative management on the part of teachers in Namibia are therefore of topical interest. This study set out to explore such perceptions among teachers in a Namibian primary school. The study is an interpretive case study focusing on six individual teachers’ understanding and experience of participative management within their place of work, a primary school in the Oshikoto region of Namibia. The study revealed a strong sense of commitment among the respondents to participative management and its accompanying practices, such as shared decision making and broad stakeholder involvement. Participative management was implemented chiefly through a committee structure for school organisation and government. Respondents also highlighted challenges facing participative management, such as the persistence of autocratic leadership, conflicts of interest in decision making, laziness and unwillingness among staff members, and a lack of understanding among parents concerning their role in the schooling of their children. HIV/AIDS was also seen to pose challenges to the free and frequent participation of stakeholders. The chief recommendation arising from these findings is that school leaders and managers’ understanding of tenets of participative management, such as site-based management and democratic management approaches, requires improvement and development.

The chief recommendation arising from these findings is that school leaders and managers’ understanding of tenets of participative management, such as site-based management and democratic management approaches, requires improvement and development.

Pre- and post-test analysis was performed at the Biokinetics and Sport Science Unit. The whole body vibration training (experimental) group, trained three times a week for a period of ten weeks, performing exercises on the vibration platform with progressive increments in the intensity, duration, and number of the exercises. The control group remained sedentary throughout the intervention period. The dependant variables were analyzed using descriptive statistics. ANOVA was done to determine pre- and post-test differences for both the experimental and control groups for all the variables. Post-Hoc analysis was done to determine and compare differences which may have existed between the experimental and control groups, with practical significance being determined by Cohen’s D analysis. The analysis of the results revealed significant improvements in systolic blood pressure, muscular strength, muscular endurance, and aerobic endurance.

- Description: The success of C₄ plants lies in their ability to concentrate CO₂ at the site of Rubisco thereby conferring greater efficiencies of light, water and nitrogen. Such characteristics should advantage C₄ plants in arid, hot environments. However, not all C₄ subtypes are drought tolerant. The relative abundance of NADP-ME species declines with increasing aridity. Furthermore, selected species have been demonstrated as being susceptible to severe drought showing metabolic limitations of photosynthesis. However there is a lack of phylogenetic control with many of these studies. The aims of this study were to determine whether the NADP-ME subtype was inherently susceptible to drought by comparing six closely related C₃ and C₄ (NADP-ME) Panicoid grasses. Gas exchange measurements were made during a natural rainless period and a controlled drought / rewatering event. Prior to water stress, the C₄ species had higher assimilation rates (A), and water use efficiencies (WUE[subscript leaf]) than the C₃ species, while transpiration rates (E) and stomatal conductances (g[subscript s]) were similar. At low soil water content, the C₃ species reduced gs by a greater extent than the C₄ species, which maintained higher E during the driest periods. The C₄ species showed proportionally greater reductions in A than the C₃ species and hence lost their WUE[subscript leaf] and photosynthetic advantage. CO₂ response curves showed that metabolic limitation was responsible for a greater decrease in A in the C₄ type than the C₃ type during progressive drought. Upon re-watering, photosynthetic recovery was quicker in the C species than the C₄ species. Results from whole plant measurements showed that the C₄ type had a significant whole plant water use efficiency advantage over the C₃ type under well-watered conditions that was lost during severe drought due to a greater loss of leaf area through leaf mortality rather than reductions in plant level transpiration rates. The C₃ type had xylem characteristics that enhanced water-conducting efficiency, but made them vulnerable to drought. This is in contrast to the safer xylem qualities of the C₄ type, which permitted the endurance of more negative leaf water potentials than the C₃ type during low soil water content. Thus, the vulnerability of photosynthesis to severe drought in NADP-ME species potentially explains why NADP-ME species abundance around the world decreases with decreasing rainfall.

Depriving women of property inheritance rights has untold consequences. This study focuses on the property inheritance rights of widows in Zimbabwe in the Sikalenge Ward of Binga District. The aim of the study is to understand how property grabbing affects widows and to find possible solutions and intervention strategies social workers may use. The literature reviewed in the study was drawn from both the legal field and social work to create a link between the fields. The study was shaped by radical feminism for conceptualising property grabbing while the formulated intervention strategies utilised the empowerment model. The study is qualitative in nature using interviews to collect data from ten widows and five social service providers who constitute the total of fifteen participants in the study. Data was analysed qualitatively using interpretive approaches and presentation is textual rather than statistical. The main finding of the study is that widows are still being denied their inheritance rights despite the provision of such rights by the Intestate Succession Laws promulgated in November 1997 by the government of Zimbabwe. Moreover, the widows are not aware of the inheritance laws of Zimbabwe and hence did not seek any professional intervention. The few who attempted the legal process for recourse were not successful. Even though it was minimally attempted, the study established that the main form of failed intervention tried by the women was legal in nature and suggests and emphasises an eminent need for Social Work intervention to supplement legal intervention.

This project deals with developing an e-commerce platform for marginalized communities of the Eastern Cape region, South Africa. An online “shopping mall” to support the marketing of art and crafts from disadvantaged communities is presented, with Linux-Apache-MySQL-PHP (LAMP) as the development environment. Free and Open Source Software has been chosen to develop the virtual shopping mall system because the use of Open Source allows easy localization and extensions to the system developed and long term sustainability, as the source code is available. Also, it might start a “virtuous” circle, whereby young members of the communities hosting art and craft makers become involved in maintenance, and then production, of software systems. One important design constraint from the e-commerce platform presented in this thesis is the possibility for the art and craft makers to manage their shops directly, from the initial loading of their wares to the day-to-day maintenance, such as changes of price or items. The user requirement elicitation and initial field testing were conducted in Dwesa, an area on the wild coast, South Africa. The system currently comprising two shops is live at the time of writing this thesis at www.dwesa.com.
