"Agile enterprise architecture" is the term used in enterprise architecture to describe an architecture that caters for future unknowns, enabling change to occur rapidly without undue resource utilization, yet in a controlled manner and with minimal adverse impact. Some enterprise architects still use outdated, rigid approaches to enterprise architecture which are incompatible with today‟s business environment. In addition, there is limited research into methods that can be applied to measure the agility of enterprise architecture. The current environment is such that there is a need for a more agile approach to developing and measuring enterprise architecture. This work will lead to the creation of a Framework for The Development and Measurement of Agile Enterprise Architecture. In support of the main goal of the development of the framework, a literature review will be conducted focusing on the necessary sub-goals of the research. The first sub-goal of the literature review is to develop a comprehensive definition for enterprise architecture (referred to as EA), as well as discover how it is currently practiced. Thereafter, the literature review will investigate a comprehensive definition for agility and research why it is emerging as a critical topic. The next chapter of the literature review will research how agility fits within the context of EA, uncovering a comprehensive definition for agile EA and the best practices in agile EA development. The final chapter of the literature review will investigate suitable measurement techniques that can be used to assess the level of agility of EA. On completion of the literature review, a preliminary framework will be created using the most important contributions from the literature. An empirical study will be conducted to explore the definitions for EA, agility, agile EA, the methods to measure the agility of EA and the concepts for the development of agile EA summarised in the preliminary framework. Data analysis follows an interpretive and qualitative approach based on four case studies through interviews with systems experts in four South African organizations in one province. Each interviewee was interviewed once. The initial interview with a Principal Consultant on Enterprise Strategy Consulting at organisation # 1 formed the basis of an exploratory study; the results of which were used to refine the research instrument and preliminary framework. Thereafter, a more rigorous empirical study focused on interviews with the Chief Architect, Senior Manager in Advisory Services and an Enterprise Architect at organizations 2, 3 and 4 respectively was conducted. The research follows an inductive approach to capture the interpretive experiences of participants and develop theoretical propositions from them. Following the exploratory pilot study it became necessary to make changes to the preliminary framework and initial survey instrument created. Thereafter, the empirical study consisting of the remaining three cases was conducted to test the important aspects of the framework and literature definitions. The analysis of the results of the empirical study prompted further changes to the theoretical framework and definitions created. The interviews conducted with each of the organizations confirmed the factors for agile EA development as well as the effectiveness of the definitions created in the literature review. The research uncovered that the need for a more agile approach to developing EA and a way to measure the level of agility of EA has become more and more significant in organizations. This begins with a better understanding of EA, agility, how agility fits within the context of EA, as well as appropriate methods to measure agility.

A South African perspective on the tax implications of virtual asset accumulation and transactions stemming from persistent virtual worlds

Accompanying the ever-increasing subscription numbers is an increase in real money trade transactions stemming from these game worlds. The research question to be addressed in this thesis is whether transactions stemming from virtual worlds have real-world taxation consequences. The goal of this research is to determine the taxability of virtual assets obtained in structured as well as unstructured virtual environments and to attempt to establish the differences between capital and revenue receipts in these virtual realms, taking into account the nature of a receipt. The general deduction formula is applied to establish the deductibility of expenditure incurred whilst participating in these virtual environments. Sundry matters such as Value-Added Tax, donations tax, the withholding tax on gambling gains and tax avoidance will also be addressed. The methodology adopted for the research could best be described as interpretative, aimed at analysing and interpreting the relationship between real world taxes and persistent virtual worlds and the transactions that stem from participation therein. The research is based purely on documentary evidence. After applying relevant tax legislation to virtual economies it became evident that merely because virtual assets only exist in virtual reality does not necessarily preclude them real world tax consequences. It was concluded, however, that it is not practical for the South African Revenue Service to monitor all virtual world transactions or for participant taxpayers to calculate the real world value of each and every asset acquired in-world. As a result, it was concluded that real world tax consequences should only be applied in situations where participants actually convert their virtual assets into real world currency.

- Description: Low domestic saving rates make South Africa highly dependent on foreign capital inflows to fund higher investment levels. These inflows are highly volatile and may prove to be unsustainable in the long-run. This study analyses the determinants of private saving in South Africa, with specific reference to the decline in private saving rates that occurred at a time of higher economic growth prior to the 2008 global financial crisis. The Johansen cointegration method is used to estimate separate vector error correction models (VECM) in order to assess the effect of specific variables on both corporate and household saving. The results obtained that are common to both corporate and household savmg show that the govemment budget balance negatively impacts private saving rates though the offset is less than one. The real prime overdraft rate positively impacts private saving, although the result is small . The impact of real Gross Domestic Product (GDP) is positive. In recent years, however, private saving rates fell alongside higher economic growth, which may reflect a structural change in corporate saving behaviour. The results distinct to the corporate saving model show that commodity prices have a negative impact on corporate saving. This does not conform to a priori expectations, but is supported by the behaviour of these two variables in recent years. Foreign savings were found to impact negatively on corporate saving. This result is important, since the dependence of the South African economy on foreign capital inflows to fund higher investment levels is reflected by high current account deficits during recent periods of economic growth. Evidence of financial liberalization negatively impacting on private saving in South Africa due to the removal of borrowing constraints was found. A negative relationship was found between corporate saving and investment demonstrating that corporations have reduced levels of retained eamings for funding investment expenditures. The results distinct to the household saving model provide evidence of a negative wealth effect in South Africa, with rising housing wealth found to increase consumption. Evidence of households "piercing the corporate veil" in South Africa was found. Therefore, households view corporate saving behaviour as essentially being conducted on their behalf. This finding and the finding that the offset between the budget deficit and private saving is less than one suggest that counter-cyclical fiscal policy will be an important policy response for achieving higher domestic saving rates in South Africa.

To determine whether the economic situation in South Africa is comparable to the eight countries selected for the research, a high-level comparison was made of the economic profile of South Africa and the eight countries, based on certain demographic, macro-economic, health expenditure and health status indicators. The health care financing mechanisms used in the eight countries was also analysed. International trends suggested that health care should be financed primarily through pre-payment systems, that financing mechanisms should preferably be progressive in nature and that a large share of funding should be from government sources (albeit shared between general tax revenue and specific health care contributions). The financing mechanisms under consideration in South Africa reflect these norms. The health systems in the eight countries analysed all exhibited elements of "good performance" and also complied, to a large extent, with international trends, but the frnancing models used for funding health care in the eight countries were country-specific and could therefore not be compared directly or used to recommend a system for South Africa. Areas not addressed by this thesis include the implications of a centralised healthcare system, the implications of a single-payer system, the benefit package to be offered and its cost implications, the role of private healthcare providers and how the significant human resource scarcity and infrastructure backlogs will be addressed.

The research was conducted by means of a critical analysis of documentary data with specific reference to the Income Tax Act, annual amendments to the Income Tax Act, statistics relating to tax collections, the National Budget and the Annual Budget Speeches as tabled by the Minister of Finance. These sources were utilised to analyse the amendments to the Act that have taken place over the last sixteen years, where they impact on the tax liability of an individual. A hypothetical example incorporating all the variables identified in the analysis of the tax amendments was used to provide a detailed analysis of the tax payable by an individual on an inflation-adjusted year-on-year basis. The research found that, whilst personal income tax is still the largest contributor to the national budget of South Africa, its contribution has decreased from 40.2 percent in 1996 to 34.3 percent in 2010. This decrease is partly attributable to the extensive tax reforms undertaken by Government with respect to the tax tables, resulting in a reduction in the marginal tax rates and increased tax rebates which had the effect that the individual taxpayer (as illustrated in the hypothetical example) experienced a decrease in the average rate of tax. In contrast to this, the increase in the taxable income of the hypothetical taxpayer exceeded the average rate of inflation over the period. Furthermore, the actual revenue collected by the government from personal income tax has increased by approximately eleven percent per annum, which far exceeds the average inflation rate of 6.23 percent. The research indicated that this could be the result of the increase in the taxable value of fringe benefits, specifically medical aid contributions and company cars, as well as the inclusion of the full amount of allowances in taxable income and the limits placed on the deductions an individual may claim. The result is a broadening of the tax base of the individual taxpayer. Therefore, although the government may have achieved its goal of a fairer tax system, the amendments made to fringe benefits, allowances and deductions have resulted in an increase in the average taxable income of individuals.

The research indicated that this could be the result of the increase in the taxable value of fringe benefits, specifically medical aid contributions and company cars, as well as the inclusion of the full amount of allowances in taxable income and the limits placed on the deductions an individual may claim. The result is a broadening of the tax base of the individual taxpayer. Therefore, although the government may have achieved its goal of a fairer tax system, the amendments made to fringe benefits, allowances and deductions have resulted in an increase in the average taxable income of individuals.

- Description: Given the increasingly important role that non-family employees working in family businesses play in the success of these businesses, as well as the challenges they are faced with, it is surprising that little is known about their experiences in the family business. This study therefore was aimed at contributing to the more effective functioning of this important stakeholder group in South Africa by identifying the factors that impact on their levels of job satisfaction and organisational commitment in family businesses. As such the primary objective of this study was to identify the factors that impact on non-family employees’ levels of Job satisfaction and Organisational commitment to the family business in which they are employed. This study sought to incorporate prior findings and theories on job satisfaction and organisational commitment into a comprehensive theoretical model. In addition, support for these theories was sought in the literature. The literature review revealed three main categories of constructs, namely, relational-based, organisational-based and reward-based factors, as influencing the levels of Job satisfaction and Organisational commitment of non-family employees working in family businesses. Within these three categories, 15 independent variables were identified and hypothesised to influence the levels of the dependent variables Job satisfaction and Organisational commitment. Of the 15 independent variables, 6 were categorised as relational-based, another 6 as organisational-based and 3 as reward-based factors. All of the constructs in this study were clearly defined and operationalised. Operationalisation was done by using reliable and valid items sourced from measuring instruments used by prior studies. In addition, several items were selfgenerated items based on secondary sources. The convenience snowball sampling technique was used to identify respondents, and a structured questionnaire was made available to them. The data collected 280 usable questionnaires and was subjected to various statistical analyses. The validity and reliability of the measuring instrument was assessed by means of exploratory and confirmatory factor analyses, and Cronbach-alpha coefficients were confirmed for this purpose. v The 6 relational-based factors could not all be confirmed as initially intended. Of these factors, 5 were confirmed. Similarly, the organisational-based factors could not all be confirmed by the exploratory factor analysis. Four factors were confirmed in this regard. With regard to reward-based factors, these factors did not load as originally intended. Instead, a new factor (Job security and compensation) emerged. In this study, a number of statistical procedures were utilised to assess the relationships between the independent and dependent variables. These included descriptive statistics which was used to summarise the sample data. Pearson’s Product Moment Correlation was also undertaken to establish the relationship between the various factors under investigation. However, the main statistical procedure that was used to test the significance of the relationships hypothesised between the independent and dependent variables was the Multiple Regression Analysis (MRA). From the analysis, 7 submodels were identified and subjected to further testing. The following independent variables were identified as influencing the dependent variables in this study: Fairness; Personal needs alignment; Interpersonal relationships; Family harmony; Nature of the work; Working conditions; Job involvement; Governance; Job security and compensation. In addition, an Analysis of Variance (ANOVA) was performed to establish the influence that the various demographic variables could have on the dependent variables. The test included the use of Benferroni post-hoc test that was used to vi assess the statistical difference, while Cohen’s d-values were calculated to assess the practical significance between mean scores. Ownership of shares by non-family employees of the family business in which they are employed, the positions that these employees hold, as well as ethnicity of the respondents have been found to have an influence on the independent and dependent variables in this study. This study has empirically investigated the challenges non-family employees working in family businesses are faced with, and has thus added to the limited amount of family business literature on this valuable stakeholder group. The theoretical model developed in this study has made a significant contribution towards understanding the factors that influence the levels of job satisfaction and organisational commitment of these employees. This study therefore presents recommendations and suggestions to assist family business leaders/owners in attracting and retaining non-family businesses in such a way as to give them a sense of belonging and to enhance the performance of their businesses.

The issues regarding the carry forward of assessed losses in terms of section 20 is complex and in terms of the said section, a company is only entitled to set off its assessed loss from the previous year against its taxable income in the current year, if the taxpayer has carried on a trade during the current year and has derived income from that trade. Under the provisions of section 20(2A), a taxpayer other than a company can utilise an assessed loss even if no trading has been conducted. Assessed losses of natural persons, may however be ring-fenced. The aim of this treatise was twofold. Firstly it was to gain clarity on the „trade‟ and „income from trade‟ issues and secondly to compare South African legislation with that of Australia, with a view to recommending a change in our rules regarding the treatment of assessed losses in the context of companies. The critical lessons to be learned from the cases presented, is that liquidators, creditors and others must ensure that the company continues trading in order to x keep the assessed losses valid. Realisation of assets (including stock), and the collection of outstanding debts during liquidation does not constitute the carrying on of a trade in terms of s 20(1). The continuity of trade is an important element in regard to the carry forward of assessed losses to be utilised in the current and future years. Therefore it is important that a company carries on some activity that falls within the definition of trade. In the landmark case of SA Bazaars, it was held that a company did not have to trade continuously throughout the year to qualify for the set-off of the assessed loss or carry forward of the assessed loss, that is, to trade for say part of the year. The court however left open the issue of whether it was necessary to derive income from that trade. In order to clarify the issues regarding assessed losses, SARS issued Interpretation Note 33 granting taxpayers a concession in certain cases where a company has traded, but not derived income from that trade. But in ITC 1830, the court ruled that a company must trade and must derive income from that trade in order to carry forward its assessed loss, which effectively means that SARS cannot apply Interpretation Note 33. SARS does not have the authority to make concession which is contrary to the wording of the Act. xi In Australia, operating losses can be carried forward indefinitely to be set-off against future income, provided a company meets the more than 50% continuity of ownership test. Where the continuity test fails, losses can be deducted if the same business is carried on in the income year (the same business test). From the research conducted and in order to solve the issues surrounding the carry forward of assessed losses it was suggested that one of the following be adopted :- The method used in Australia for the carry forward of assessed losses., or A decision of the Supreme Court of Appeal is needed for a departure from the literal meaning of the words pertaining to the requirements regarding the carry forward of assessed losses. Furthermore, to clarify the definition of „income‟, as used in the context of s20, is it gross income less exempt income or taxable income?. If section 20 relates to taxable income, then an assessed loss will never be increased, which it is submitted, is not what the legislature intended. - Description: Recent studies have shown an increasing impact of online social networks such as Twitter on sports media. The following study aims to provide insight about communication patterns of athletes during the Olympic Games 2012 in London. Drawing on literature from traditional fields such as social capital (Field 2003), the 'uses and gratifications' approach (Katz, Blumler and Gurevitch 1974), self- presentation (Goffmann 1971) and recent studies about social media in sports (Kassing and Sanderson 2012), a Twitter-analysis of ten athletes was conducted during the Olympic Games 2012 in London. Following a content analysis of 1042 tweets (including 246 pictures), the research findings of this study reveal that athletes predominantly use Twitter as a platform for self- presentation. Furthermore, the analysis showed the possibility for fans to use Twitter in order to overcome the parasocial orbit (Kassing and Sanderson 2012) of virtual space and engage in actual social interaction with athletes. It is concluded that linkages of athletes with various stakeholders and the official framework of social media guidelines by the International Olympic Committee (IOC), result in self- restricting communication patterns of the athletes during the Olympic Games 2012.

The following study aims to provide insight about communication patterns of athletes during the Olympic Games 2012 in London. Drawing on literature from traditional fields such as social capital (Field 2003), the 'uses and gratifications' approach (Katz, Blumler and Gurevitch 1974), self- presentation (Goffmann 1971) and recent studies about social media in sports (Kassing and Sanderson 2012), a Twitter-analysis of ten athletes was conducted during the Olympic Games 2012 in London. Following a content analysis of 1042 tweets (including 246 pictures), the research findings of this study reveal that athletes predominantly use Twitter as a platform for self- presentation. Furthermore, the analysis showed the possibility for fans to use Twitter in order to overcome the parasocial orbit (Kassing and Sanderson 2012) of virtual space and engage in actual social interaction with athletes. It is concluded that linkages of athletes with various stakeholders and the official framework of social media guidelines by the International Olympic Committee (IOC), result in self- restricting communication patterns of the athletes during the Olympic Games 2012.

Although these facilities are independently operated and managed, they are viewed as one distinct disamenity, and there is strong local opposition to their continued location in the harbour. The negative environmental impacts (for example, water and air pollution) caused by the ore dump and tank farm have been well documented. This pollution takes the form of oil leaks from the oil tank farm, and ore dust pollution from the manganese ore dump. The air pollution caused by the manganese ore dump is a result of the dump currently being an open air handling and storage facility. The ore dust is dispersed into the air due to strong prevailing winds in the Bay and has resulted in respiratory illnesses of residents living in close proximity to the facility. Oil pollution, due to leakages experienced at the oil tank farm, has extended far beyond the periphery of the harbour. Inter alia, there has been a decline in local fish populations, as well as a decline in passive and active use satisfaction associated with the adjacent beach area, i.e. Kings Beach. These oil leakages, first reported in 2001, could have a detrimental effect on the Blue Flag status of this beach, as well as the Blue Flag status of other beaches situated further up the coast. The lease agreements for the oil tank farm and manganese ore dump are set to expire in 2014 and 2016, respectively. As yet, there is no consensus on when these disamenities will be (re)moved. In order to mitigate the secondary impacts of these facilities, both of them should be removed. Although these impacts should be the focus of public policy debates and cost-benefit assessments, no direct valuation method exists to value the economic cost to affected communities. Instead, non-market valuation methods, such as the contingent valuation method (CVM), are often applied to assign values to these economic costs. This study seeks to determine Nelson Mandela Bay households‟ preferences for the immediate removal of the manganese ore dump and oil tank farm from the Port Elizabeth harbour. This case was selected since it represents a current public policy debate issue that has not been resolved. Monetary estimates of people‟s preferences for the removal of pollution-creating activities can assist policy-makers and other stakeholders when locating industries in an urban setting. These estimates can also be of use in understanding the benefits associated with air and water quality improvement projects. The primary valuation technique used in this study is the CVM. This method was chosen as it is capable of measuring the economic significance of lost passive-use values of individuals affected by negative externalities. Both a non-parametric and a parametric estimate of mean willingness-to-pay (WTP) were derived. On average, a respondent was willing to pay a once-off amount of between R47.09 (non-parametric estimate) and R93.21 (parametric estimate). Non-parametric estimation (via the Turnbull estimator) was conducted to test the sensitivity of the parametric results (via a logit model). The logit model‟s results showed that the probability of a „yes‟ answer to the referendum question varies with a number of covariates in a realistic and expected way, which offers some support for the construct validity of this CV study. Household income, education, age, and disamenity awareness were significant determinants of individuals‟ responses to the WTP question. A summary of the findings of WTP estimates for both parametric and non-parametric analysis is provided in Table 1. Three primary recommendations stem from this study. Firstly, the study used a relatively small sample size. Although it was sufficient for a pilot study it is recommended that future research into this issue should aim for a much larger sample size to ensure more precise estimates of the WTP for the removal of the disamenity. Secondly, the conservative non-parametric mean WTP estimate should be used as opposed to the higher parametric mean WTP estimate. Third, the aggregate WTP estimation constitutes only a partial analysis of cost. A number of other factors and value streams need to be analysed and compared with the cost estimates generated by this study if adequate holistic decision-making is to take place with regard to the removal of the manganese ore dump and oil tank farm. More specifically, the total WTP estimated in this study should be viewed as only one input into a comprehensive social cost-benefit analysis to determine the desirability of the removal of this disamenity for wider society.

- Description: The perception that someone has of an entrepreneurial career ultimately influences his/her decision to pursue such a career path. By investigating employees' perceptions of owning a business, this study provides insights regarding the question of why so few South Africans embark on this path. Entrepreneurship is regarded by many as the solution to South Africa’s employment and economic problems. As such, an understanding of the reason why some people become entrepreneurs and others do not could provide solutions on how to stimulate entrepreneurship among all South Africans, and hopefully increase the levels of entrepreneurship in the country. The purpose of the study was to contribute to the field of entrepreneurship by investigating the perceptions and attitudes that employees have regarding an entrepreneurial career, that is, to ask employees what they think having their own business might be like. By investigating these perceptions, the researcher looked for reasons why many individuals remain in the employment of others rather than embarking on an entrepreneurial career, as well as establishing whether these employees had intentions of starting their own businesses, Therefore the primary objective of this study was twofold, namely to establish the perceptions that employees have regarding self-employment, running their own business or following an entrepreneurial career, and to establish the influence of these perceptions on their entrepreneurial intentions. After conducting a comprehensive literature study and examining the various models of intentions, attitude towards the behaviour was identified as having the strongest influence on entrepreneurial intentions. Attitude towards the behaviour is the extent to which an individual makes a favourable or unfavourable evaluation of the behaviour in question, and additionally is a function of beliefs applicable to the behaviour. Attitude towards the behaviour is closely related to perceived desirability, and “desirability” is a form of value. More specifically, work values have the propensity to significantly predict career choice. For the purpose of this study, the 14 work values identified by Farrington et al. (2011) served as the factors to be investigated in establishing the perceptions of an entrepreneurial career. The independent (work values) and dependent (entrepreneurial intentions) variables investigated in this study were defined and operationalised. Reliable and valid items were sourced from existing studies. Respondents were identified by means of convenience and snowball sampling, and a structured questionnaire was made available to the respondents. The data gathered from the 184 usable questionnaires was subjected to various statistical analyses. The validity and reliability of the measuring instrument were confirmed by means of an exploratory factor analysis and calculating Cronbach-alpha coefficients. Descriptive statistics were calculated to summarise the sample data distribution. Pearson’s moment product correlations were calculated to establish the correlations between the various work values and entrepreneurial intentions. Furthermore, a multiple regression analysis was undertaken to investigate whether relationships existed between the perceptions of an entrepreneurial career in terms of several work values and entrepreneurial intentions. The following work values were identified as influencing the entrepreneurial intentions of employees working in small businesses: - Stimulating; - Stability and advancement; - Flexibility; - Autonomy. The more the work values above were perceived to be experienced when following an entrepreneurial career, the more likely it was that the respondents in this study reported intentions of following such a career. In order to investigate the influence of the various demographic variables on the independent and dependent variables, an Analysis of Variance was performed. In addition, the post-hoc Bonferroni test was done to identify significant differences between the means scores of the various categories within each demographic variable. The practical significance of these differences was assessed by means of calculating Cohen’s d. The results showed a significant positive relationship between the demographic variable Population group and the dependent variable Entrepreneurial v intentions. In addition, relationships were identified between Population group and the intrinsic work values Challenging and Stimulating, the extrinsic-related work values Financial benefit and security and Stability and advancement, and the social-related work value Serving the community. A significant positive relationship was also reported between the demographic variable Entrepreneurial parents and the intrinsic-related work value Stimulating, the extrinsic-related work value Future prospects and the social-related work value Serving the community. The demographic variable Age showed a significant positive relationship with the extrinsic-related work value Financial benefit and security. This study has contributed to the field of entrepreneurship research by focusing on employee perceptions of entrepreneurship, and the influence of these perceptions on their intentions to become entrepreneurs. As far as can be established, no other study has adopted this perspective for understanding entrepreneurial behaviour in South Africa or abroad. Furthermore, no study has specifically focused on investigating entrepreneurial intentions among employees of small businesses.

This dissertation investigates financial contagion and its effects on South Africa after the 2007 global financial crisis. In particular, it examines whether South Africa experienced contagion from the United States stock market to its own over the period 1 July 2007 to 1 April 2009 within the strict definition of contagion or otherwise: the fraction of exceedance events in the stock market that is left unexplained by its own covariates but is explained by the exceedance from another region. This is tested empirically with a binomial-nominal logistic model. In addition to this, various financial and trade transmission mechanisms are tested to empirically determine through which channels the crisis was propagated. The analysis makes use of quarterly data from January 2002 to April 2009, within an OLS framework, with a dummy variable differentiating the periods before and after the collapse of Lehman Brothers. The findings suggest that contagion was in fact not present in this crisis, which speaks to market rationality and indicates that the South African stock market did in fact react rationally to a changing macroeconomic environment over this period. The transmission mechanism analyses indicate that there was a change in the interdependence relationship between the two stock markets following the crash of Lehman Brothers in September 2008. It is apparent that both trade and financial variables played significant roles in the propagation of this crisis.

Financial liberalization, financial development and economic growth: the case for South Africa

- Description: Financial liberalization in South Africa was a process that took the form of various legal reforms very a long period of time. This study uses quarterly financial data from 1969 quarter one to 2009 quarter four to analyse this process. The data used was pertinent to the financial liberalization theorem by McKinnon (1973) and Shaw (1973). The examination of the relationships between the various macro economic variables has important implications for effective policy formulation. The empirical analysis is carried out in four phases: the preliminary analysis, the principal component analysis (PCA), the cointegration analysis and pair wise Granger causality tests. The preliminary analysis examines trends over the sample period and reports the on the correlation between the selected variables. The PCA analysis was used to create indexes for financial liberalization, taking into account the phase wise nature of legal reforms. The generated index was representative of the process of financial liberalization from 1969 to 2009. A financial development index was also created using the various traditional measures of financial development and through PCA which investigated interrelationships among the variables according to their common sources of movement. Cointegration analysis is carried out using the Johansen cointegration procedure which investigates whether there is long-run comovement between South African economic growth and the selected macroeconomic variables. Where cointegration is found, Vector Error-Correction Models (VECMs) are estimated in order to examine the short-run adjustments. For robustness, many control variables were added into the model. The results showed that there are positive long run relationships between economic growth and financial liberalization, financial development and a negative relationship with interest rates. The Granger results suggested that the MS hypothesis does not manifest accurately in the South African data. The implications of the results were that financial liberalization has had positive effects on economic growth and thus any impediments to full financial liberalization must be removed albeit with considerations towards employment and local productivity. Thus, financial development must be improved primarily through liberalizing the banking sector and spurring savings.

- Description: Financial liberalization in South Africa was a process that took the form of various legal reforms very a long period of time. This study uses quarterly financial data from 1969 quarter one to 2009 quarter four to analyse this process. The data used was pertinent to the financial liberalization theorem by McKinnon (1973) and Shaw (1973). The examination of the relationships between the various macro economic variables has important implications for effective policy formulation. The empirical analysis is carried out in four phases: the preliminary analysis, the principal component analysis (PCA), the cointegration analysis and pair wise Granger causality tests. The preliminary analysis examines trends over the sample period and reports the on the correlation between the selected variables. The PCA analysis was used to create indexes for financial liberalization, taking into account the phase wise nature of legal reforms. The generated index was representative of the process of financial liberalization from 1969 to 2009. A financial development index was also created using the various traditional measures of financial development and through PCA which investigated interrelationships among the variables according to their common sources of movement. Cointegration analysis is carried out using the Johansen cointegration procedure which investigates whether there is long-run comovement between South African economic growth and the selected macroeconomic variables. Where cointegration is found, Vector Error-Correction Models (VECMs) are estimated in order to examine the short-run adjustments. For robustness, many control variables were added into the model. - Description: There is consensus that Eskom, South Africa’s main energy supplier, needs to expand its energy generating capacity in order to satisfy the growing demand for electricity, but there is less agreement on how it should do this. The existing supply is heavily reliant on thermal generation using coal, but the combustion of fossil fuels for electricity generation may contribute to climate change because it causes harmful greenhouse gases to be emitted into the atmosphere. This emission is something South Africa has committed itself to reducing. One way of achieving this is by the adoption of cleaner technologies for energy generation. One of these technologies is harnessing wind energy. The problem with harnessing wind energy is where to locate the turbines to harness the wind because these turbines ‘industrialise’ the environment in which they are located. They are a source of increased noise, a visual disturbance, cause increased instances of bird and bat mortality and the destruction of flora or the naturalness of the landscape in the areas in which they are located. The residents located near wind farm developments are most negatively affected and bear the greatest cost in this regard. A proper social appraisal of wind turbine projects would have to take this cost into account. Before such developments are approved there should be an assessment made of the impact on the residents, these impacts should be incorporated into the cost-benefit analysis. The negatively affected residents should also be compensated. The objective of this study was not to undertake a cost-benefit analysis of such a wind farm proposal, but to estimate the negative external cost imposed on nearby residents of such an industry, and thereby calculate appropriate compensation to be paid to these residents. Quantifying preferences for proposed, but not-yet developed, wind farms may be done by applying non-market valuation techniques, e.g. through one of the stated preference methodologies, such as a discrete choice experiment. The selected study site for providing guidance was one where Red Cap Investments Pty (Ltd) has proposed the development of a wind farm - in the Kouga local municipality. The basis for drawing conclusions was the analysis of the response samples of two groups of Kouga residents, distinguished by socio economic status; 270 from each group, 540 in total. The methodology applied to analyse the responses was a discrete choice experiment. The questionnaire administered included attitude, knowledge and demographic questions as well as a choice experiment section. The choice experiment section of the questionnaire required that the respondents choose between two different hypothetical onshore wind energy development scenarios and a status quo option. The hypothetical scenarios comprised different levels of wind farm attributes. The attributes included in the experiment were determined by international studies and focus group meetings. These attributes were: distance between the wind turbines and residential area, clustering of the turbines (job opportunities created by the wind farm development for underprivileged respondent group), number of turbines and subsidy allocated to each household. Three different choice experiment models were estimated for each socio-economic group: a conditional logit (CL), nested logit (NL) and a random parameters logit (RPL) model. It was found that, in the affluent respondent group, the simpler CL model provided the best fit. In the underprivileged respondent group, the RPL model, with the number of jobs created by the wind farm project as a random parameter1, explained by the gender of the respondent, provided the best fit. The estimated models identified distance as an important factor in both sampled respondent groups. Both respondent groups preferred that the wind farm be located further away from their residential areas. In addition to distance, the underprivileged respondent group also valued new job opportunities as an important determinant of choice. The affluent respondent group were very sensitive to densely clustered turbines but were almost indifferent between two of the effects coded levels of the clustering attribute “moderately close together” and “widely spaced apart”. Welfare estimates for the significant attributes in each socio-economic group were computed from the best fit models. Table 1 shows the resulting willingness to accept (WTA) compensation measures for distance in both socio-economic respondent groups.

Economic freedom was also found to Granger-cause economic growth. The results underline a significantly positive relationship between economic freedom and economic growth which is consistent with existing literature. The impact of economic freedom on domestic investment and foreign directs investment was then examined. With regard to domestic investment, economic freedom was found to be statistically significant and positive in all specifications of the model, thereby implying that a unit increase in the economic freedom index increases domestic investment by values of between 0.50 and 0.69 dollars in the CEMAC. The results obtained were consistent with most findings on the relationship between economic freedom and investments. With regard to the relationship between economic freedom and foreign direct investment inflows, economic freedom was unexpectedly statistically insignificant in most specifications of the model. The latter implies that economic freedom does not have a significant impact on foreign direct investment in the CEMAC. However, the study revealed that economic freedom Granger-causes foreign direct investment but foreign direct investment does not Granger-cause economic freedom. This means that economic freedom precedes foreign direct investments, and foreign direct investments do not precede economic freedom. The study strongly recommends an improvement of institutions in the CEMAC in order to enjoy greater levels of economic freedom and therefore foster economic growth and domestic investment in the region.
