Budget Deficits, the Savings Gap and Current Account Deficits in the Southern African Development Community

- Description: This study examines the validity of the triple deficit hypothesis for a selected number of SADC countries, utilising secondary annual data for the period 1996-2018. Based on previous studies and theory, current account deficit was chosen as the dependent variable and budget deficit and the savings gap as the independent variables. The study makes use of both first generation and second-generation unit root tests to examine the time series properties of the data. The empirical results show that the data is integrated of different orders. Kao, Pedroni and Westerlund cointegration tests were carried out to examine the long-term relationship between the variables of interest. The empirical results revealed that there is a long-term relationship between current account deficit, budget deficit s and the savings gap. The long-run model under the Autoregressive Distributed Lag test revealed that, a positive and significant relationship exists between budget deficit and current account deficit at a significance level of 10% and a negative and insignificant relationship exists between savings gap and current account deficit in the long run. This suggests that an improvement in the current account balance in SADC countries requires fiscal stringency

- Description: This thesis is a reception analysis using qualitative interviews to investigate the formation of cultural groups around computer-game LANs present in Rhodes University. It also looks at how issues of social inequalities evident on the university's campus impact on the participation of students in these LANs. The findings of this study are that the participants have established a community around the practice of computer LAN-gameplay based on values developed through the combination of the material and gameworlds. It serves as a home-on-campus for them; where they can fully explore their passion for games thus reaffirming their identity as gamers on a campus where being a gamer is viewed negatively. In this light, computer-game playing is not just a practice these participants perform, but a culture they live out every day. This is a culture predominantly lived out by men. One of the reasons for this is because most women have been raised to believe to have negative predispositions about digital gaming e.g. that it is childish, addictive and anti-social, but also that computer are meant to be used by men - women use them only when it is absolutely necessary, for example, that it is childish, for academic-related purposes. As a result, not many of them will use computers for any otherreason for fear of being socially criticised. In addition, the gaming culture being dominated by whites is due to the fact that admittance in to this community is still unaffordable for the majority of black students on the Rhodes University campus as a result of their social backgrounds.

- Description: The objective for this study was to explore the relationship between inflation and growth with an understanding of the effects of unemployment on growth. The primary objective of this paper was to investigate the existence of Phillips Curve, Okun’s Law, and Taylor Rule in Zambia on the basis that Zambia is a youthful economy, with a growing population, which is expected to temper with unemployment rates, as an increase in the supply of labour might be too high for the demand for jobs available. To be specific, the study aims at determining the relationship between inflation and growth and seeks to understand what policy measures have been undertaken to curb inflation and reduce unemployment in Zambia. To achieve this, a quantitative research was undertaken using the ARDL cointegration model in conjunction with sensitivity tests to cater for structural changes in the economy with 2007 standing as the break point, as well as paying attention to the fact that different policy regimes employed during the course of the data covered, that being, 1996 to 2017, would affect that rates of unemployment, inflation and growth of the country, across period under review. The study revealed that Zambia faces a Hybrid New Keynesian Phillips Curve during the period under study which is dominated by a mixture of both back-ward and forward-looking aspects of inflation. This specifically, paints the effects of inflation persistence as well future expectations of inflation on growth. Further, a cointegration relationship was established between unemployment and output, while Taylor principles were found not to apply to the Zambian economy, which have proved in other economies to be foundation blocks for good economic growth and as such significant to both fiscal and monetary policy authorities of the economy. The researcher therefore recommends that Zambian policy makers, that is, both the fiscal and the monetary authorities, work together in order to attain minimal and optimal levels of inflation to help achieve a conducive economic environment for the country.

The impact of good news and bad news on South Africa’s sectoral stock return volatility: an asymmetric GARCH analysis

Understanding the different impact of news on stock return volatility in different economic sectors has important implications for investors’ risk management practices, portfolio allocation strategies and asset pricing. The study employs data of daily closing prices for nine sectors and three benchmark indices for the period 2nd January 1997 - 17th August 2016. The data was split into sub-samples of pre-, during and post-global financial crisis, as well as the overall sample period. The incorporation of sub-samples was to help explain the outcomes of the overall sample period. To capture the different impact of good news and bad news on stock return volatility for each sector, asymmetric GARCH models namely, TGARCH and EGARCH were employed. The findings from this study revealed that volatility asymmetry was present in all sectors and benchmark indices of South African equity market. Bad news had more impact on stock return volatility for all sectors except the Oil and Gas sector, than good news of the same magnitude. In the Oil and Gas sector, good news was found to have an amplified effect on return volatility compared with bad news of the same magnitude. High volatility persistence was also found to be present in the Consumer goods, Financials, Industrials, All-share index and Mid-cap index. High differential impact of good and bad news were found in the Industrials, Financials, Basic materials, Consumer goods and the All-share index. Since the main objective of this study was to provide explanations of volatility asymmetry found in the South African sectors, the following were proposed as possible explanations of the findings. Within sectors, volatility asymmetry was explained by financial leverage, the role of the media, loss-averse investors and the behaviour of traders (overconfidence and extrapolation bias). Volatility asymmetry across sectors was explained by information flow, the uneven distribution of information by the media, investor sentiments, investor expectations and trading volumes. Overall, the results indicate that the stock return volatility of individual sectors of the South African equity market is driven mainly by bad news (except for Oil and Gas) and that leverage effects exist in all the sectors and in the benchmark indices.

- Description: This thesis examines the narrative situation within Herman Charles Bosman’s “Oom Schalk Lourens” series of stories, focussing on the nature of the relationship between author and narrator. In particular, it seeks to trace the source of the multiple ironies at work in the texts. It has been customary for critics in the past to claim that the irony within the stories stems from Bosman, operating authorially ‘above’ Oom Schalk. In terms of this theory, Oom Schalk is read as being largely unaware of the inconsistencies and contradictions within his narrative. It is the claim of this thesis, however, that Oom Schalk is the self-aware creator of the texts’ ironies much of the time. Chapter 1 commences with an attempt at defining irony, and provides a brief overview of the history of its deployment within South African literature before discussing the literary genre which Bosman was to exploit as his ironic vehicle: the “oral-style” short story. Chapter 2 examines Wayne C. Booth’s notions of “stable” and “unstable” irony: the irony of the Oom Schalk stories has, in the past, been classified as belonging to the former category, but this thesis attempts to show that its inconsistent deployment within the stories consigns it more accurately to the latter. Chapter 3 offers an assessment of the extrinsic contexts relevant to the analysis: the context of the stories’ publication, and the likely composition of Bosman’s reading public. Chapter 4 begins to examine the distance between implied author and implied narrator in the stories. Chapters 5, 6 and 7 subject stories dealing with the themes of art, race and land to detailed analysis in order to examine the shifting – and progressively, though unevenly, diminishing – distance between Bosman and Oom Schalk. The thesis concludes that the degree to which the ironic distance between author and narrator fluctuates within, and between, the stories, results in a narrative situation which must be classified as fundamentally unstable.

What are the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province? Which strategies can the Eastern Cape Department of Education adopt to improve the effectiveness of the curriculum reforms in the public schools in the Eastern Cape Province? Findings that some of the curriculum changes brought about by the Democratic System of Government in the South African Education System were associated with review and change of the language used in education and learning, technology, computer education and data handling. From this analysis of the interview findings, it is evident that curriculum reviews and change not only influenced the change of language policy in the South African education system to support diversity and multiculturalism, but also new technologies and science in teaching and learning. Even though it was evident from the responses of most of the teachers that enormous successes have been achieved, it also emerged from the findings that there have also been challenges and impediments. It emerged from the analysis of the interview findings that some of the factors limiting the effectiveness of curriculum effectiveness in the public schools in the Eastern Cape Province are associated with lack of resources, lack of skills, lack of text books, poor review and modifications of the syllabus, and poor consultation and involvement of relevant stakeholders. However, findings still revealed that as much as there are some limitations, the curriculum reviews and change undertaken since the 1994 democratic dispensation significantly influenced the improvement of the performance of the contemporary South African public education system. The analysis of the interview findings revealed the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province to be associated with improved pass rates, improved performance in science and data handling, and improved responsiveness to changing needs and demands of the contemporary world. Considering the findings of this study, it is argued that the directors in the Eastern Cape Department of Education must evaluate the decision to apply the following strategies to influence improvement of the successful implementation of the curriculum. Such strategies would involve situational analysis, curriculum and syllabus development, investment in relevant key success factors (skills, technology & infrastructure), teaching and learning methods, and measuring and improving. Future studies can still explore and develop a framework for measuring and improving the implementation of curriculum reform.

- Description: By researching visual traditions of representing widows in relation to a social role, I explore how these may be related to processes of mourning and memory. My study begins with an historical reading and, along with an analysis of Renaissance widow portraiture, I trace the experiences of widows in the Cape of Good Hope. For the purposes of this thesis, I have selected images of widows to investigate memory-work particularly when speaking of loss. I re-view these memory processes through recent historical and art historical discourse with reference to contemporary South African artworks in order to understand how public memory is formed by way of visual documentation. These narratives around widowhood have informed the subject matter for my Master’s exhibition and shed light on my own experience as a widow. The interaction between objects and memory are of particular interest and manifest in my studio art practice.

My study begins with an historical reading and, along with an analysis of Renaissance widow portraiture, I trace the experiences of widows in the Cape of Good Hope. For the purposes of this thesis, I have selected images of widows to investigate memory-work particularly when speaking of loss. I re-view these memory processes through recent historical and art historical discourse with reference to contemporary South African artworks in order to understand how public memory is formed by way of visual documentation. These narratives around widowhood have informed the subject matter for my Master’s exhibition and shed light on my own experience as a widow. The interaction between objects and memory are of particular interest and manifest in my studio art practice.

In this research, the goal was to investigate how a School Management Board responds to the challenges of managing an Inclusive School. This research is a qualitative interpretive case study based in one of the pilot schools in Mbabane in Swaziland. The study used document analysis, semi‐structured interviews and focus groups to collect data. The study revealed that the school has done much in accommodating IE as there are changes in management structures and approaches, organizational culture and operating procedures. On the other hand, there are still significant challenges such as a lack of knowledge of inclusion and negativity on the part of learners and parents. Other challenges include inadequate training for educators and lack of suitable infrastructure. The study concludes by recommending improved staff development programmes, infrastructure upgrades, acquiring appropriate teaching and learning resources and employing multidisciplinary personnel.

Individual interviews were conducted using Wright, et al.’s (2006) instrument for exploring the nature of students’ conceptual understanding of multiplication. Wright, et al. (2006) argue that the topics of multiplication and division build on the students’ knowledge of addition and subtraction, and also multiplication and division provide foundational knowledge for topics such as fractions, ratios, proportion and percentage, all of which are core and essential areas of mathematical learning typically addressed in the primary or elementary grades. Researchers agree that learners have to be exposed to various strategies so that they are able to see that there is a difference between additive reasoning and multiplicative reasoning. In order to classify learners’ conceptual understanding of multiplication an analysis of the data was done and learners were allocated levels according to the Wright, et al. (2006) levels of achievement. For the classification of learner dispositions, the data was analysed in terms of the elements of productive disposition as defined by Kilpatrick, et al. (2001) and Carr and Claxton (2002). The key findings of the study indicate that for conceptual understanding most of the learners depended on using concrete materials in solving multiplication and they also used basic strategies and methods. The findings for productive dispositions were that most of the learners saw themselves as competent in doing multiplication but the aspect of sense making and steady effort was less developed. The acquisition of graphic skills has been influenced by traditional developmental perspectives; increasingly the assumptions underpinning these have been challenged by more recent international research findings. The draft Curriculum Framework for General and Further Education and Training (1996: 18) identifies graphic literacy as one of the critical outcomes of the new South African curriculum. For graphic literacy to be an achievable outcome of the new curriculum, we need to investigate the skills and concepts underpinning this form of communication. The goal of this research is to investigate graphicacy as a form of communication in South African primary schools. However, given the scope of a research project of this nature, it was decided that rather than dealing with graphicacy per se, pictures as the most frequent and concrete type of graphic communication encountered by young learners would be focused on. In seeking to investigate pictures, the first stage of the study is concerned with diagnosing and illuminating children's graphic skill development through identifying: what skills they use; how they use and apply these when communicating through and interpreting symbols; and the difficulties they experience when, firstly, encoding spatial information through a series of practical and drawing tasks; and secondly, when reading and interpreting pictures. The second stage of the study investigates the extent to which children's early childhood experiences may or may not have impeded or enhanced the acquisition of skills necessary for understanding and communicating about space. The Autoregressive Distributive Lag (ARDL) was employed towards deducing the relationship of exchange rate volatility and manufacturing production. This study made use of monthly data to examine the relationship of exchange rate volatility and manufacturing production. However, the data frequency selected, ensured an adequate number of observations and results revealed that exchange rate volatility has a negative relationship with manufacturing production in the long run, nonetheless considering South Africa as an export economy the results were consistent with Ayinde (2014) who found that this relationship is seen to exist. A positive relationship was noted within the short run period. The unstable business environment in South Africa has been worsened by the political climate and unstable policies that has a ripple effect. Due to this aspect the study recommended the need for stabilizer policies for monetary, fiscal, trade and exchange rate management. The government should properly manage the exchange rate and design suitable policies that will reduce the deviation of the exchange rate thereby encourage production. Exchange rate stability is viewed to be key for export-oriented manufacturing sectors in a macroeconomic environment. The South African economy has felt such heaviness of political unrest and polices that do not result in stability. It would be key for policymakers to be vigilant and implement such measures to get the economy ticking in the right direction.

Responding in particular to David Heyd's Supererogationism - but also to J. O. Urmson, Susan Wolf, and Jonathan Dancy - I develop an account of the principle "Good implies Ought" that does not entail absurd over-obligation. I argue that this Anti-Supererogationist model stands up to the four strongest arguments against such a position, and that it embraces a more accurate account of the relation between values and oughts than Supererogationists are capable of supplying. Finally, I sketch a detailed eudaimonist account of the principle umuntu ngumuntu ngabantu - that our commitment to the good of others stems from our flourishing being caught up with theirs.

The trouble with culture : Plato's critique of poetry

- Description: In this thesis I argue that Plato's critique of poetry, taken in its proper context, is a serious and relevant critique of popular culture. In the first chapter I argue that the poetic reforms proposed in Books 2 and 3 and Book 10 of Republic stand at the front of a total reform of Greek culture. I argue for the consistency of Plato's whole argument and then I claim that if we get Plato's targets right, not fine art or literature, and focus on appropriate modern analogues then we can see why his critique is still important. If we share his claim that we are influenced by popular culture in important and often insidious ways and agree that culture can promote corrupt values, then we have accepted the core of Plato's challenge. If we find his solution distasteful, then the task is to come up with a democratic alternative. In the remaining two chapters I focus specifically on the challenge to the poets, putting the other reforms to the side. In the second chapter I consider a possible reply to the challenge focusing on the worth of the poetry that was expelled. I first look elsewhere in the Platonic oeuvre at the account of beauty in Symposium and Phaedrus but I argue that neither of them gives anything like aesthetic value that could be usefully applied to poetry. Next I look to some modern accounts of aesthetic value. I argue that while they might go some of the distance against Plato's challenge, they face a difficult task because it is not sufficient positing the value, an account is needed of their positive benefit. In the third chapter I turn to a more direct response to the challenge. Arguably Aristotle offers such a response in the Poetics, in terms of the notion of katharsis. I consider two interpretative candidates for katharsis. The first takes the benefit of poetry to be psychological - katharsis is a purgation of otherwise pathological emotions. I argue that this fails because it misunderstands precisely what Plato's concerns about poetry are, and, furthermore, this account could even be compatible with Plato's worries. - Description: In this thesis I argue that Plato's critique of poetry, taken in its proper context, is a serious and relevant critique of popular culture. In the first chapter I argue that the poetic reforms proposed in Books 2 and 3 and Book 10 of Republic stand at the front of a total reform of Greek culture. I argue for the consistency of Plato's whole argument and then I claim that if we get Plato's targets right, not fine art or literature, and focus on appropriate modern analogues then we can see why his critique is still important. If we share his claim that we are influenced by popular culture in important and often insidious ways and agree that culture can promote corrupt values, then we have accepted the core of Plato's challenge. If we find his solution distasteful, then the task is to come up with a democratic alternative. In the remaining two chapters I focus specifically on the challenge to the poets, putting the other reforms to the side. In the second chapter I consider a possible reply to the challenge focusing on the worth of the poetry that was expelled. I first look elsewhere in the Platonic oeuvre at the account of beauty in Symposium and Phaedrus but I argue that neither of them gives anything like aesthetic value that could be usefully applied to poetry. Next I look to some modern accounts of aesthetic value. I argue that while they might go some of the distance against Plato's challenge, they face a difficult task because it is not sufficient positing the value, an account is needed of their positive benefit. In the third chapter I turn to a more direct response to the challenge. Arguably Aristotle offers such a response in the Poetics, in terms of the notion of katharsis. I consider two interpretative candidates for katharsis. The first takes the benefit of poetry to be psychological - katharsis is a purgation of otherwise pathological emotions. I argue that this fails because it misunderstands precisely what Plato's concerns about poetry are, and, furthermore, this account could even be compatible with Plato's worries. The effect of extracellular Hsp90β and TGF-β1 on colon cancer biology

This study aimed to analyse the interaction between Hsp90 (both intracellular and extracellular) and the TGF-β machinery in cancer cells, as well as to determine the effect of these proteins on cellular responses on the biology of cancer cells. This was achieved by studying the expression of Hsp90; TGF-βRII and TGF-β1 in cancer cell lines of various origins using flow cytometry, ELISA, and western blot analysis. The genetically paired SW480 and SW620 colon cancer cell lines, derived from a primary tumour and lymph node metastasis, respectively, were selected for further study due to differences in expression levels and activation of the TGF-β1 pathway. SW480 cells expressed double the level of TGF-βRII compared to SW620 cells, while SW620 expressed two times more extracellular TGF-β1 than SW480 cells. A direct interaction between TGF-β1 and Hsp90β was determined in vitro, and confirmed in vivo in SW620 cells. Growth, adhesion and migration were analysed in SW480 and SW620 cells. SW480 cells adhered significantly faster than SW620 cells, while SW620 cells had a greater rate of migration. Inhibiting the TGF-β pathway, specifically TGF-βRI, using SB 431542, as well as inhibiting Hsp90 with novobiocin, caused an increase in migration in SW480 cells. Only the addition of TGF-β1 in combination with Hsp90 as well as SB 431542 caused an increase in migration in SW620 cells. The canonical TGF-β1/TGF-βRI/TGF-βRII pathway may be constitutively active in SW620 cells and the inhibition of TGF-βRI may suggest an alternate pathway or receptor in both SW480 and SW620 cells.

The villagers of the two selected areas have recently experienced number of incidents. It is against this background that this study sought to establish the explanations by soliciting direct experiences of community members on incidences of muthi killings.A plethora of research projects have been previously conducted to understand this phenomenon with the Criminal Justice System (CJS) having its own perspective regarding the muthi killings. However, the researcher deemed it imperative to have explanations of community members’ perceptions of the related factors thereof. The objectives that guided this study mainly included: (1) to establish the explanations of Tholeni and Nkcunkcuzo community members on the factors that influence muthi murders, (2) to determine why people in Tholeni and Nkcunkcuzo commit muthi murders and (3) to illustrate the medus operandi of muthi murderers in Tholeni and Nkcunkcuzo. The qualitative research methodology was employed in the study. Purposive sampling was used in the selection of selected participants and respondents of this study and data was collected through self-administered questionnaires and conducted interviews by the researcher. This study established that it is rich people and politicians who are most probably reasons for incidents of muthi murders in Etholeni and in Nkcunkcuzo. Business people want to accumulate their wealth and get rich using muthi. The belief behind this is that when muthi is mixed with human body parts it is bound to be strong eventually attracting more people (customers) to the businesses owned by these people. Ultimately this leads to profit accumulation. On the other hand, the involvement of politicians in the incidents of muthi killings is mainly associated with maintaining political power by remaining as centres of preference to the community members. The participants have echoed the same sentiments on the factors that influence muthi murders in Tholeni and Nkcunkcuzo villages, Butterworth in the Eastern Cape. vi Finally, this study recommended as follows: The Etholeni and Nkcunkcuzo community leaders must work hand in hand with the government to establish centres where children, older persons and people with disabilities, particularly those who are without people to protect them, can be institutionalised in order to guarantee their safety; The chiefs of Tholeni and Nkcunkcuzomust collaborate with the social service professionals in order to address the issues of mistrust among community members through community development programs; The community policing forums of Tholeni and Nkcunkcuzo must be capacitated and their knowledge strengthened by the criminal justice agencies on muthi murders to avoid confusion about muthi murders with other different types of murders; The government of South Africa must formulate an elementary social curriculum on muthi killings in order to educate the villagers on the muthi killings from a criminal justice point of view; The legislative framework must be reviewed in order to impose harsher sentences to the muthi murderers and the accomplices thereof; There must be social welfare organizations in Tholeni and Nkcunkcuzo villages in order to take care of those children that have lost their care-givers due to muthi killings; The traditional leaders of Tholeni and Nkcunkcuzo must formulate a charter for community norms and standards to circumvent the use and selling of drugs in the concerned communities/villages. More research projects must be funded in order to get a full understanding of the causes of muthi killings and to provide a word of scientific reason to the criminal justice system, particularly as it relates to muthi killings in South Africa. Bush encroachment in the semi-arid communal grazing lands of Eastern Cape and farmer's perception of causes and livelihood impacts

- Description: The study was conducted in two communal rangelands of the Eastern Cape Province (Thorn and Mixed bush veld). The objective of the study was to investigate 1) the historical trends of bush encroachment, causes and impacts based on indigenous knowledge and perceptions of the communal people in two savannah vegetation types and 2) to determine the density and cover of woody species in the grazing areas. In each veld type, two villages were selected purposefully. A total of 120 households who own livestock were randomly selected from the four communal areas and a total of 48 elders were selected to provide information on bush encroachment and rangeland condition. For woody density and cover, grazing areas surrounding two homesteads (settlements) were selected from each communal rangeland, Two long transects radiating in the opposite direction from each homestead were established. The woody vegetation survey was conducted at 100, 200, 300, 400, 500, 600, 700, 800 and 900m distance from each homestead. In each distance, 3 (10 m x 10 m) quadrates were laid to record individual woody plant species, the height, basal stem and canopy diameters. Woody species were classified into seedlings (>0 - 1 m), saplings (>1 - 1.5 m), young shrubs (>1.5 - 2.0 m), mature shrubs (>2 - 3.0 m) and mature trees (>3.0 m). The average household size in of goat was higher than that of other livestock species. A total of 40 woody plant species were identified in all study areas. Acacia karoo, Coddia rudis and Scutia myrtina were the most dominant woody species in all study areas. Most of the woody plant species had the highest abundance in the height class >0 - 1 m. The average total woody plant density in Thorn bush and Mixed bush were 3461 and 2416 number ha-1, respectively. In conclusion both study areas were highly encroached and it was also perceived by elder from both areas that bush encroachment is a problem in the rangelands.

The impact of regional integration in Africa: the case of South Africa and Botswana

- Description: Regional integration can refer to the trade unification between different states by partial or full abolition of customs tariffs on trade taking place within the borders of each state. This is meant in turn to lead to lower prices for distributors and consumers (as no customs duties are paid within the integrated area) and the goal is to increase trade. (Economic integration,1950, p66) According to Mattli (1999, p.42), the analysis of the first problem takes the decision to adopt an integration treaty as a given, and is primarily concerned with identifying the condition under which the process of integration is likely to succeed or to fail. Implementation of an agreement by heads of states to tie the economies of their countries closer together entails a lengthy process of establishing common roles, regulations, and policies that are either based on specific treaty provisions or derived from general principles and objectives written into the integration agreement. Regional integration can be applied for varying forms of economic co-ordination or co-operation amongst different neighbouring states, there will however always be different political agendas in the process. If there is a treaty amongst member states, this treaty has to be enforced or it may result in the development of differences. “In order to address national priorities through regional action most member states had been allocated the responsibility of co-ordinating one or more sectors. This involved proposing sector policies, strategies and priorities, and processing projects for inclusion in the sectoral programme, monitoring progress and reporting to the council of Ministers”. (Department of International Relations & Co-operation, Republic of South Africa). Richard Baldwin, Daniel Cohen, Andre Sapir and Anthony Venables argue that, using the same basic model as Bond and Sypropoulos (1996a), they consider trigger strategies such that initially there is inter-bloc free trade supported by the threat of perpetual trade war if any party breaks the agreement. Regional integration can be understood as the process of providing common rules, regulation, and policies for a region. Regional integration is defined as a process that allows member states to have access to each other’s markets on a voluntary basis and at various degrees. Economic, political, social and cultural benefits are realised from this interaction. (Lee MC, 1999, p30) Regional integration can be seen as co-operation in a broader context but can also be an important framework, through programmes within each regional bloc. According to (Keet ,2005,p22) since the birth of democratic South Africa, regional co-operation is also seen – in addition to the broader African aims-to be an important framework, through programmes within the Southern African Development Community (SADC), within which to address the gross imbalances created both within and between the economies of the region. Regional integration has become a way of assisting the emerging economies to be able to use their proximity to align their economies with the core for economic development. According to (Hamdok, 1998, p34) the effective implementation of regional integration is founded on an enabling environment that promotes accountability, transparency and respect for the rule of law. Also a strong institutional framework at the regional and national levels is fundamental to streamline regional agreements into national policies. In addition, the establishment of effective transnational implementation tools provide opportunities to push reforms conducive to good governance at the regional level. A clear demonstration of this can be observed in effective? legal systems and the need for a regional framework and related judicial institutions to provide an improved regional environment for private development. Integration always provides space for member states to assist in the development of other member states and which have a common economic approach to development. This is done in order to ensure that there are incentives for all member states as compared to those who are outside the bloc. As evidenced in the case of Europe, economic integration helps create a homogenous space and, to some extent, equalises living conditions and if all other regional blocs follow this process the benefit becomes greater. These appear to be prerequisites for a dialogue on the harmonisation of political stands. Indeed, an economic space that is physically integrated; where goods and services move speedily and smoothly; where, besides, the mobility of factors (manpower, capital, energy and inputs) are not subjected to hindrances; where, finally, microeconomic policies are harmonised, is likely to offer equal opportunities to all. Such a high degree of economic integration is not sustainable without a policy dialogue on issues that, at first, may not fall squarely under the rubrics of economic field; peace and security, defense, diplomacy etc. (Blayo N, 1998, P.5) The process of regional co-operation within the Southern African Development Community (SADC) started in in 1980 through the formation of the Co-ordinating Conference which was later changed to SADC IN 1992. Even though it is clear that the South African government played a dominant role because of its apartheid policies, the basic condition was to start the process of integration and open the process of economic co-operation within the region. The Governments of the Republic of South Africa, the Republic of Botswana, the Kingdom of Lesotho and the Kingdom of Swaziland- being desirous of maintaining the free interchange of goods between their countries and of applying the same tariffs and trade regulations to goods imported from outside the common customs area as hereinafter defined; “Recognising that the Customs Agreement on 29 June 1910 as amended from time to time , requires modification to provide for the continuance of the customs union arrangements in the changed circumstances on a basis designed to ensure the continued economic development of the customs union area as a whole, and to ensure in particular that these arrangements encourage the development of the less advanced members of the customs union and the diversification of their economies, and afford to all parties equitable benefits arising from trade among themselves and other countries”.(Government Notice, R 3914,p1). Even though there’s an acknowledgement that under the difficult conditions during apartheid, there was a need for the region to develop a common approach towards development and sustainable growth in the Southern African region. All countries in the region had to co-operate for long term sustainable economic growth, peace and security. “In 1980, the Southern African Development Co-ordination Conference (SADCC) was established with the major objectives of decreasing economic dependence on the apartheid regime and fostering regional development. The strategy adopted for meeting these objectives was regional development and co-operation. In 1992 SADCC was reborn, as the Southern African Development Community (SADC). The member states decided the time had come to move the region towards the creation of one regional market”. (Lee MC, 1999, p1) “Through the establishment of the Southern African Customs Union (SACU) the Southern African region has managed under difficult conditions of economic inequalities to standardise the trade links amongst member states, although there is still more to be done in the region to achieve shared goals of development. - Description: Regional integration can refer to the trade unification between different states by partial or full abolition of customs tariffs on trade taking place within the borders of each state. This is meant in turn to lead to lower prices for distributors and consumers (as no customs duties are paid within the integrated area) and the goal is to increase trade. (Economic integration,1950, p66) According to Mattli (1999, p.42), the analysis of the first problem takes the decision to adopt an integration treaty as a given, and is primarily concerned with identifying the condition under which the process of integration is likely to succeed or to fail. Implementation of an agreement by heads of states to tie the economies of their countries closer together entails a lengthy process of establishing common roles, regulations, and policies that are either based on specific treaty provisions or derived from general principles and objectives written into the integration agreement. Regional integration can be applied for varying forms of economic co-ordination or co-operation amongst different neighbouring states, there will however always be different political agendas in the process. If there is a treaty amongst member states, this treaty has to be enforced or it may result in the development of differences. “In order to address national priorities through regional action most member states had been allocated the responsibility of co-ordinating one or more sectors. This involved proposing sector policies, strategies and priorities, and processing projects for inclusion in the sectoral programme, monitoring progress and reporting to the council of Ministers”. (Department of International Relations & Co-operation, Republic of South Africa). Richard Baldwin, Daniel Cohen, Andre Sapir and Anthony Venables argue that, using the same basic model as Bond and Sypropoulos (1996a), they consider trigger strategies such that initially there is inter-bloc free trade supported by the threat of perpetual trade war if any party breaks the agreement. Regional integration can be understood as the process of providing common rules, regulation, and policies for a region. Regional integration is defined as a process that allows member states to have access to each other’s markets on a voluntary basis and at various degrees. Economic, political, social and cultural benefits are realised from this interaction. (Lee MC, 1999, p30) Regional integration can be seen as co-operation in a broader context but can also be an important framework, through programmes within each regional bloc. According to (Keet ,2005,p22) since the birth of democratic South Africa, regional co-operation is also seen – in addition to the broader African aims-to be an important framework, through programmes within the Southern African Development Community (SADC), within which to address the gross imbalances created both within and between the economies of the region. Regional integration has become a way of assisting the emerging economies to be able to use their proximity to align their economies with the core for economic development. According to (Hamdok, 1998, p34) the effective implementation of regional integration is founded on an enabling environment that promotes accountability, transparency and respect for the rule of law. Also a strong institutional framework at the regional and national levels is fundamental to streamline regional agreements into national policies. In addition, the establishment of effective transnational implementation tools provide opportunities to push reforms conducive to good governance at the regional level. A clear demonstration of this can be observed in effective? legal systems and the need for a regional framework and related judicial institutions to provide an improved regional environment for private development. Integration always provides space for member states to assist in the development of other member states and which have a common economic approach to development. This is done in order to ensure that there are incentives for all member states as compared to those who are outside the bloc. As evidenced in the case of Europe, economic integration helps create a homogenous space and, to some extent, equalises living conditions and if all other regional blocs follow this process the benefit becomes greater. These appear to be prerequisites for a dialogue on the harmonisation of political stands. Indeed, an economic space that is physically integrated; where goods and services move speedily and smoothly; where, besides, the mobility of factors (manpower, capital, energy and inputs) are not subjected to hindrances; where, finally, microeconomic policies are harmonised, is likely to offer equal opportunities to all. Such a high degree of economic integration is not sustainable without a policy dialogue on issues that, at first, may not fall squarely under the rubrics of economic field; peace and security, defense, diplomacy etc. (Blayo N, 1998, P.5) The process of regional co-operation within the Southern African Development Community (SADC) started in in 1980 through the formation of the Co-ordinating Conference which was later changed to SADC IN 1992. Even though it is clear that the South African government played a dominant role because of its apartheid policies, the basic condition was to start the process of integration and open the process of economic co-operation within the region. The Governments of the Republic of South Africa, the Republic of Botswana, the Kingdom of Lesotho and the Kingdom of Swaziland- being desirous of maintaining the free interchange of goods between their countries and of applying the same tariffs and trade regulations to goods imported from outside the common customs area as hereinafter defined; “Recognising that the Customs Agreement on 29 June 1910 as amended from time to time , requires modification to provide for the continuance of the customs union arrangements in the changed circumstances on a basis designed to ensure the continued economic development of the customs union area as a whole, and to ensure in particular that these arrangements encourage the development of the less advanced members of the customs union and the diversification of their economies, and afford to all parties equitable benefits arising from trade among themselves and other countries”.(Government Notice, R 3914,p1). Even though there’s an acknowledgement that under the difficult conditions during apartheid, there was a need for the region to develop a common approach towards development and sustainable growth in the Southern African region. All countries in the region had to co-operate for long term sustainable economic growth, peace and security. “In 1980, the Southern African Development Co-ordination Conference (SADCC) was established with the major objectives of decreasing economic dependence on the apartheid regime and fostering regional development. The strategy adopted for meeting these objectives was regional development and co-operation. In 1992 SADCC was reborn, as the Southern African Development Community (SADC). The member states decided the time had come to move the region towards the creation of one regional market”. (Lee MC, 1999, p1) “Through the establishment of the Southern African Customs Union (SACU) the Southern African region has managed under difficult conditions of economic inequalities to standardise the trade links amongst member states, although there is still more to be done in the region to achieve shared goals of development. The Southern African Customs Union (SACU) links the trade, regimes of Botswana, Lesotho, Namibia, South Africa and Swaziland.
