A promising biological control agent for the invasive alien plant, Pereskia aculeata Miller (Cactaceae), in South Africa

- Description: Pereskia aculeata Miller (Cactaceae) is an invasive alien plant from Central and South America that has become a problematic environmental weed in South Africa. A potential biological control agent, the stem-wilter, Catorhintha schaffneri Brailovsky and Garcia (Coreidae), was collected in southern Brazil and imported into quarantine in South Africa. Field host range data suggested that C. schaffneri has a host range restricted to P. aculeata. No-choice nymph survival tests were then conducted on 27 test plant species in 9 families. Survival to the adult stage was only recorded on P. aculeata and the closely related Pereskia grandifolia Haw. (Cactaceae). Mortality was significantly higher on P. grandifolia with only 3% of the nymphs reaching the adult stage compared with 74% on P. aculeata indicating that P. aculeata is the primary host plant. P. grandifolia is native in South America and is of no agricultural importance in South Africa so any feeding on P. grandifolia in South Africa would have no negative environmental or economic consequences. In other tests, adult survival on P. aculeata [25.8 days (SE ± 3.74)] was significantly longer than on other test plant species [4.3 days (SE ± 0.36)] further confirming the host specificity of the species. Impact studies conducted in quarantine indicated that C. schaffneri is damaging to P. aculeata, significantly reducing the number of leaves and the shoot lengths of plants, even at relatively low insect densities. C. schaffneri is safe for release in South Africa and is likely to be a damaging and effective agent.

The redox mediator caused lengthening of the dioxygen iron bond, which thus suggested easier dioxygen reduction. Consistent results were observed in electrochemical impedance spectroscopic measurements for which the electron-transfer kinetics were also evaluated.

These complexes show high solubility in aqueous medium though they were aggregated. The triplet state quantum yields (FT) and the triplet lifetimes (tT) were found to be higher in DMSO with ΦT ranging from 0.32 to 0.51, while tT ranged from 282 to 622 ms in DMSO, compared to aqueous medium (pH 7.4 buffer) where ΦT ranged from 0.15 to 0.19 and tT from 26 to 35 ms. Addition of cremophore EL in aqueous solution resulted in partial disaggregation and increased photoactivity. The fluorescence lifetimes of the complexes showed strong dependence on their immediate environment. The ionic magnesium(II) and aluminium(III) phthalocyanines strongly bind to bovine serum albumin (BSA).

- Description: In 2002-2003, the South African yield spread falsely signalled a downswing that never materialised. This paper provides two reasons for this false signal. First, while the Reserve Bank never actually officially declared the start of a downswing, by alternative measures a downswing did actually occur. It is this severe weakness in economic activity at that time that the yield curve pointed to. Second, short-term interest rates in 2003 were higher than they should have been because of a mistake made in measuring consumer price inflation. Because South Africa had recently introduced an inflation-targeting regime, policy interest rates were, as a result of this error, kept too high for too long. This policy mistake was rectified as soon as the error in the Consumer Price Index was discovered. Thus, the yield curve in 2003 pointed to the reality that short-term interest rates were too high and risked pushing the economy into full blown recession. This is demonstrated by the fact that it was a fall in long bond interest rates that caused the yield spread to turn negative, indicating expectations that short-term interest rates would need to be cut – as indeed they were.

Unless the accumulating wealth of empirical evidence can be translated into policies and approaches at higher levels, and integrated into poverty alleviation programmes, it will have little impact on local and national poverty profiles. In this paper we propose and briefly discuss eight steps to facilitate integration of NTFPs into the development agenda, for the benefit of local communities. These include: (1) proper inventory of NTFP stocks, (2) research on NTFP ecology and sustainable harvest levels, (3) introduction of extension services for NTFPs, (4) inclusion of NTFPs in land management and trade-off decisions, (5) integration of NTFPs into sectoral policies, (6) ensuring NTFP commercialisation is not at the expense of local livelihood needs, (7) promoting security of access and use, and (8) examination of local contextual drivers of unsustainable use. Each is presented along with examples or proposals towards implementation.

Singlet oxygen production of the embedded sensitizers in electrospun fiber were quantified using ADMA and were found to be ΦΔ = 0.41 and ΦΔ = 0.21 for PbTepyPc and PbTpyPc, respectively. Photodynamic inactivation of Escherichia coli (E. coli) with the quaternized photosensitizer at 5 μM, totally inactivated the E. coli (with log CFU = 10 decrease). Only 0.4 log CFU decrease was obtained with PbTpyPc. The embedded non-quaternized photosensitizer (PbTpyPc) was less active on the gram negative bacteria but the quaternized photosensitizer (PbTepyPc) was effective towards inactivation of E. coli.

Singlet oxygen production of the embedded sensitizers in electrospun fiber were quantified using ADMA and were found to be ΦΔ = 0.41 and ΦΔ = 0.21 for PbTepyPc and PbTpyPc, respectively. Photodynamic inactivation of Escherichia coli (E. coli) with the quaternized photosensitizer at 5 μM, totally inactivated the E. coli (with log CFU = 10 decrease). Only 0.4 log CFU decrease was obtained with PbTpyPc. The embedded non-quaternized photosensitizer (PbTpyPc) was less active on the gram negative bacteria but the quaternized photosensitizer (PbTepyPc) was effective towards inactivation of E. coli.

Following preparation of G/POAP/Ni and G/POAP-MWCNT/Ni, the electrochemical behaviour was examined using CV. Scanning electron microscopy was used for characterisation of the nanocomposite. The prepared electrodes showed enhanced electrocatalytic activity for the oxidation of acetaminophen and facilitated the detection of acetaminophen in a 0.1 M NaOH solution. Compared with the G/POAP/Ni electrode, the G/POAP-MWCNT/Ni electrode had a significant current response of acetaminophen oxidation because of the synergistic effects of POAP and the MWCNT. By CV, the calibration plot was linear in the range of 1–13 mM with standard deviation between 0.3 and 6.54% for acetaminophen. The G/POAP-MWCNT/Ni was successfully applied for acetaminophen determination in tablets and the results showed sufficient precision and achieved a mean recovery of 96.8% (R.S.D. = 4.9%).

This is a case study of the Nkonkobe Municipality, Eastern Cape - South Africa. The objectives of this research are: to identify the current skills and education programmes offered by the DCS, to establish perceptions of inmates regarding the role of the DCS in skills training and education, to find out whether the current former inmates feel the support of society, to ascertain the offenders’ education levels, professional skills and job experience before and after prison, to identify the status of the offenders’ rights and rehabilitation programmes, to provide recommendations on ways to cement policy loopholes that have a deleterious effect on the government’s drive to create a whole new world for the ex-inmates and their holding communities. A qualitative research design was used to collect data from the participants in order to obtain in-depth information concerning the perceived impact of the life skills programmes on the behaviour and conduct of former inmates who participated in the programme. The findings reveal that the life skills programmes had an impact on the behaviour of former inmates because the life skills that they had gained from the programme mostly helped them desist from committing the offences that they used to commit. The life skills also curbed their anti-social behaviour tendencies. The factors that contributed to the success of the project included the approaches that the facilitators used to run the project, such as, motivating the inmates in everything that they did and the cooperation between the facilitators, the prison and the community. The findings also reveal that the good team work that occurred between the former inmates, support from the community, as well as the support from the Department of Correctional Services contributed to the success of the project. It was also suggested that the project should include all youths in the community; imprisonment should not be a passport to empowerment. The final suggestion was that the project should include all stakeholders in the community. The life skills projects should target unemployed youths in the communities so that they can gain skills that can help them become self-employed. The study also recommends that the life skills programmes should be implemented in all prisons in South Africa to provide inmates with life skills that can help them face day-to-day life challenges. This study culminates in the realisation that no life skills programmes can be successful in any society if they exclude the core social members who are law-abiding citizens. This is key to ensure that these programmes do not polarise the society due to empowerment being erroneously viewed as a preserve of those who did not abide by societal laws. The nonlinear absorption (NLA) properties of the nanoconjugates (InPc–CdSe/ZnS) were investigated with nanosecond laser radiation at 532 nm wavelength. Enhanced NLA properties compared to the InPc alone were observed in the conjugates. The NLA was found to increase with the size of the CdSe/ZnS particles attached to the phthalocyanine. The observed increase was due to the availability of more free-carrier ions in the larger QDs, thus giving rise to the enhanced free-carrier absorption. The measured free-carrier absorption cross-sections (σFCA) are 1.10, 1.65 and 1.95 (×10−19 cm2) for InPc-QD1, InPc-QD2 and InPc-QD3 respectively. The nanoconjugates (InPc–CdSe/ZnS) showed a much lower threshold for optical limiting together with a much lower transmission at high fluences, than the previously reported nanocomposite limiters.

- Description: The nonlinear optical behavior of 2(3),9(10),16(17),23(24)-tetrakis-(4-aminophenoxy) phthalocyaninato indium (III) chloride (2) and its carbon nanotube composite in dimethylsulfoxide (DMSO) and dimethylformamide (DMF) solutions is described. The nonlinear third-order susceptibility and second-order hyperpolarizability values are also reported. A large nonlinear absorption that increased on covalent linking with single-walled carbon nanotubes (SWCNTs) was observed for the compound in DMSO. The nanosecond nonlinear absorption and the optical limiting behavior of this complex are shown to be dominated by a strong excited state absorption from a two-photon pumped state. The optical limiter using the new nanocomposite material (SWCNT-2) in the appropriate solvent showed a much lower threshold for optical limiting together with a much lower transmission at high fluences than previously reported nanocomposite limiters. - Description: The nonlinear optical behavior of 2(3),9(10),16(17),23(24)-tetrakis-(4-aminophenoxy) phthalocyaninato indium (III) chloride (2) and its carbon nanotube composite in dimethylsulfoxide (DMSO) and dimethylformamide (DMF) solutions is described. The nonlinear third-order susceptibility and second-order hyperpolarizability values are also reported. A large nonlinear absorption that increased on covalent linking with single-walled carbon nanotubes (SWCNTs) was observed for the compound in DMSO. The nanosecond nonlinear absorption and the optical limiting behavior of this complex are shown to be dominated by a strong excited state absorption from a two-photon pumped state. The optical limiter using the new nanocomposite material (SWCNT-2) in the appropriate solvent showed a much lower threshold for optical limiting together with a much lower transmission at high fluences than previously reported nanocomposite limiters. The optical properties of the phthalocyanine and its conjugate were found to show high sensitivity toward the change of solvent matrix.

- Description: Platination of dihydroxosilicon octacarboxyphthalocyanine (OH)2SiOCPc was successfully carried out to give dihydroxosilicon tris(diaquaplatinum)octacarboxyphthalocyanine (OH)2SiOCPc(Pt)3 conjugate. Slight blue shifting of the absorption spectrum of (OH)2SiOCPc(Pt)3 was observed on conjugation with platinum. Comparative photophysicochemical behavior and antimicrobial photo-activities of (OH)2SiOCPc(Pt)3 conjugate with (OH)2SiOCPc or Pt nanoparticles revealed that the heavy atom, Pt on the periphery of the phthalocyanine significantly enhanced its singlet oxygen generation with a quantum yield of 0.56 obtained for the (OH)2SiOCPc(Pt)3 conjugate. The (OH)2SiOCPc(Pt)3 conjugate showed highest antimicrobial activity towards Candida albicans and Escherichia coli compared to (OH)2SiOCPc and Pt nanoparticles alone under illumination.

- Description: In regard to employment, people with disabilities are discriminated. Unfavourable employer attitudes result in discrimination toward people with disabilities. Entering and progressing in employment create a sense of independency, responsibility and build the self-esteem of people with disabilities. This study sought to determine the influence of individualism-collectivism and demographic factors (age, gender, and level of education) of managers’ attitudes toward employing people with disabilities in small and medium enterprises in Nkonkobe Municipality in the Eastern Cape Province. The social and medical model of disability provided a framework for understanding the literature on attitudes toward people with disabilities. Data was collected from 110 respondents in small and medium enterprises using two scales (Individualism-collectivism Scale and Employer Attitudes toward People with Disabilities Scale). Independent t-tests were used to test each of the hypotheses in the study and ANOVA was used for comparisons among variables. No significant differences found in attitudes on individualistic and collectivistic oriented managers toward employing people with disabilities. In addition, no significant differences in attitudes of managers over age, gender and level of education toward employing people with disabilities in small and medium enterprises. - Description: In this study, we report on the covalent linking of carboxylic acid functionalized silica nanoparticles with zinc phthalocyanine mono-substituted non-peripherally and peripherally with either a 4-amino phenoxy (1, peripheral and 2, non-peripheral) or an amino group (3 peripheral). The grafting is achieved via the formation of an amide bond between the carboxylic acid of the silica nanoparticles and the amino group of the phthalocyanine complexes. The hybrid nanoparticles retained the amorphous nature of silica nanoparticles after conjugation. A slight decrease in fluorescence and a general improvement in triplet quantum yields compared to free Pcs were observed. Triplet lifetimes for 2-SiNPs and 3-SiNPs also improved when compared to the free phthalocyanine. The changes in singlet oxygen quantum yields upon conjugation were minimal.
