- Description: This study aims at eliciting what shifts in term of multilingual possibilities can be detected in the language attitudes of first year National Diploma in Financial Information Systems students and their lectures. Qualitative methods are used: data is gathered using a questionnaire, 3 focus group discussions with students, interviews with 2 lecturers as well as an interview with language development practitioner. The questionnaire is modelled on attitudinal studies conducted at University of the Western Cape (Dyers 2001), University of Ford Hare (Dalwit 2001) and at Rhodes University (Aziakpono 2008). The questionnaire data, however, is only used a precursor to the study. The focuses of the study are the 3 focus group discussion and the semi structured interview with two lecturers and language development practitioner. The results of the snap shot questionnaire and first focus group discussion are similar to the three studies on language choices at Fort Hare, Rhodes and the University of the Western Cape respectively whereby students prefer English as the language of learning and teaching. The second focus group discussion is based on an article which students had to read. The article, Here, mother tongue clashes with her mother‟s tongue, focuses on the price that South African black children will pay for the constant erosion of African languages. The article‟s provocative focus challenges commonplace acceptance of English and so resonated with the students‟ exploration of multilingual possibilities. Focus group three revealed that students had experienced an attitudinal shift and realized the significance of mother tongue education as well as the importance of multilingual strategies.

This study outlines the importance of community participation, the types, the incentives and disincentives as well as the possible barriers to effective community participation. - Description: This treatise explores the potential for destructive conflict between locals and foreign nationals in Summerstrand. In the context of this study, foreign nationals have been defined as people who are from other African countries. This specification was made because it is this particular group that has been victim to violent attacks in South Africa. Those attacks have taken place throughout the country, especially in 2008, in areas that are regarded as ‘townships’ in the South African context. This treatise could be regarded as an unusual product, as it does not explore the dynamics of a township; instead, the focus area is a ‘suburb’. The suburb in question is called ‘Summerstrand’ and it is located in Port Elizabeth. Before the research was conducted, it was assumed that due to the differing dynamics of a suburban area, where people would be wealthier and more educated, the potential of a violent conflict taking place between the two groups (locals and foreign nationals) would be lower. In this treatise, firstly, the topic will be explained more in detail together with an overview of the background to the topic. The background will be discussed in further detail as literature relevant to the field of study will be reviewed and presented in Chapters 2 and 3. The ensuing chapters will elaborate upon how the research has been conducted, after which the findings of the study will be presented to the reader. The last chapter of the treatise offers an analysis of the findings of the study, draws conclusions from the study and offers recommendations in light of the findings of the study.

Perceptions of students regarding the information literacy programme: a case study of Walter Sisulu University

It has been part of the WSU library’s tradition to promote and offer units of Information Literacy instruction to all students at WSU, although it was initially on ad-hoc bases until 2010 when the Faculty of Education introduced it as a module or a program as a credit-bearing subject to all first year level Bachelor of Education students. The study is intended to understand the perceptions of students that are currently enrolled in Bachelor of Education Degree level one regarding the Information Literacy Program at Walter Sisulu University. The Information Literacy Program is offered in two campuses of WSU, that is Mthatha and Butterworth campuses. This study was conducted using first year level B. Ed students in Butterworth campus only. This may be regarded as a limitation of the study. The study is largely informed by a literature review of scholarly journal articles, books, internet sources and academic libraries in South Africa. The study applied quantitative method using semi-structured questionnaires as the main data gathering instrument. The sample was drawn from 80 first year B Ed students. A total of 80 questionnaires were distributed and 65 were received back. In the study the significant changes in the higher education in the post-apartheid South Africa are discussed. The historical evolution of information literacy as a course in South Africa and internationally is also discussed. The study reveals that information literacy has contributed positively to students’ study approaches. It has helped the students to learn how to apply computing and internet skills to improve on their studies. More importantly, the study reveals that information literacy has helped the students to learn different ways to search for and use information for the purpose of working on their assignments and enhancing their knowledge generally. Furthermore, the study reveals that it has helped the students to know how to tailor their search for information using specific databases such as OPAC, PROQUEST, EBSCOHOST, and SABINET etc.

- Description: The performance management system has been introduced in the South African public service with the intensions of monitoring, reviewing, assessing performance, developing underperformers and recognising and rewarding good performance. This study was undertaken as an attempt to assess whether the Lukhanji municipality performance management systems contribute to the improvement of service delivery and employee productivity. The literature review undertaken in this study, shows that there is a general poor understanding of performance management systems in Lukhanji municipality. The literature review further establishes that there are several challenges that hinder the effective implementation of a performance management system in the municipality. Other findings of the study include that there is a challenge in setting the unrealistic performance targets which are unrealisable by employees. These are the reasons why productivity levels are not always realised and targets not achieved by Lukhanji municipality. The main findings of the study are that, although performance management systems play a significant role in the improvement of service delivery, it has not contributed in the improvement of employee productivity of the Lukhanji municipality. The main recommendation on the basis of this finding is that there should be thorough and regular training of officials within the Lukhanji Municipality about the performance management system and how it influences productivity and service delivery. In conclusion, the Municipal Executive Mayoral Committee should demand verifiable evidence to justify a higher rating during quarterly assessments, and that punitive disciplinary measures be taken against those who do not comply with the provision of the performance management system framework, particularly failure to submit performance instruments.

- Description: In terms of Section 9 of the Constitution of the Republic of South Africa of 1996, Chapter Two, the Bill of Rights, there should be gender equality amongst other things. In terms of Section15 (i) of the Employment Equity Act (Act 55 of 1998), there should be equal representation of suitably qualified people from the designated groups (blacks, women and people with disabilities) in all occupational categories and levels in the workforce. Section 15 (ii)provides that an employer who employs more than 50 employees must conduct a gender audit and make a gender equity plan and implement it when new employees are employed. In the Department of Education in the District of Butterworth, there is no gender equality in the number of senior secondary school managers. Men constituted 65 percent and women constituted 35 percent. The study investigated reasons for unequal representation of men and women as senior secondary school managers. The study was qualitative in design. The participants in the study were the Assistant Director of the Human Resource Section of the Department of Education and school governing body members, who were parents and educators. Interviews were used to collect data from the participants The study found that, amongst other things, gender equity was not considered when senior secondary schools managers were employed. That was why there was unequal representation of men and women in senior secondary schools’ management positions. This implied that those involved in the employment of secondary school managers in the district of Butterworth did not consider the Employment Equity Act (Act 55 of 1998) as a guide when employing senior secondary school managers in order to be able to achieve gender equality in this position. A secondary objective was to examine the relationship between traditional leaders and democratically elected councillors in the delivery of services. The problem in Mbhashe Local Municipality is that traditional leaders and the democratically elected leaders do not work together for service delivery. - Description: This study investigates the challenges faced by street traders in Mnquma Local Municipality. The purpose is to examine the factors affecting street traders trading at N2 Mthatha Street at Butterworth in Mnquma Local Municipality. For this reason, it was necessary to study the literature on local economic development. The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

- Description: This study investigates the challenges faced by street traders in Mnquma Local Municipality. The purpose is to examine the factors affecting street traders trading at N2 Mthatha Street at Butterworth in Mnquma Local Municipality. For this reason, it was necessary to study the literature on local economic development. The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

The data was analysed leading up to, during and after the 2012 London Olympics and Paralympics. Content analysis using quantitative and qualitative data was utilized to conduct this study. During the period 27 July to 30 September 2012, the study was able to evaluate data by identifying the reach, frequency, interaction of the stakeholders and the positive or negative impact social media had on these athletes. The study established that there were correlations between the secondary and primary research that was undertaken. The findings revealed that social media platforms Facebook and Twitter can be useful tools to communicate with stakeholders. Social media can also create support for the athletes, create two-way interaction, create unity and enhance reputation. It was identified that social media could only be effective if it enticed stakeholders to engage with the brand and create two-way communication. Immediate feedback by responding to comments as soon as possible to build and maintain relationships with stakeholders is essential. This can be done through comprehensive planning, monitoring and proactively seeking ways to satisfy stakeholder needs.

- Description: Citizens interact with government departments and agencies for public services and goods which lead to a service encounter between a public official and client. Various initiatives and policies have been developed and are being implemented in the public service to adopt a client-centred approach to service delivery. The White Paper on the Transformation of the Public Service of 1997, identifies the eight Batho Pele principles which sets the framework for implementation of service quality within the South African public service. Government departments are expected to implement measurable service standards to determine levels of service quality to be met that will define levels of client satisfaction with service provision. The assessment of the service encounter by the client informs perceived levels of satisfaction held. This assessment of service quality by clients is therefore value-laden, subjective and periodic. The study focused on the implementation of measures to create and maintain a clientcentric public service in South Africa that would lead to levels of client satisfaction with service quality. The study assessed the implementation and maintenance of service quality at the Social Security Agency of South African the Eastern Cape. The SASSA is responsible for the disbursement of various social grants to facilitate a quality of life as enshrined by the Bill of Rights in the Constitution of South Africa, 1996. The focus of the study was linked to beneficiary maintenance and customer care at SASSA. The study included three different sample groups namely the clients, officials engaged in grant administration and different levels of management which included senior management, district and area managers. The findings revealed that the SASSA has implemented numerous new programmes aimed at a client-centric approach to service delivery. Analysis of the findings revealed expectation as well performance gaps which indicated that officials do not comply with the protocols of the agency and the Batho Pele principles. The promised service standards specified within the SASSA Customer Care Charter is not being realised which fundamentally indicate inefficient and ineffective monitoring of compliance with norms and standards. A conclusion drawn therefore is that the human dignity of clients in search of socials assistance who chiefly constitute vulnerable groups is being infringed. Three key service quality dimensions are identified that needs intervention for improved service quality. These dimensions include tangibility, assurance and responsiveness of functional components identified in respect of nine themes.

The study seeks to determine whether journalists believe they have a constructive contribution to make in the peaceful management and resolution of social conflict. It also seeks to establish whether journalists see themselves as being able to contribute to creating conditions that can facilitate dialogue and constructive engagement. Furthermore the study aims to explore the extent to which the views and perceptions of South African journalists could be said to be consistent with the ideas put forward in the emerging field of peace journalism. In seeking to address these questions the study begins by identifying a core set of guidelines that could be said to characteristic of peace journalism. It then draws on in-depth interviews conducted with 12 experienced reporters to gain a sense of how journalists understand their roles. The 12 reporters were drawn from mainstream newspapers from South Africa’s main metropolitan areas. Following an analysis of these interviews the study found that many journalists see themselves as having a positive contribution to make towards peacemaking and peace building. However, these contributions, they argue, must be seen as the product of good reporting rather than as emanating from deliberate attempts to intervene in conflict. The study then contrasted the journalists’ perceptions with the principles and normative guidelines proposed by peace journalism and found that many of the journalists’ beliefs are consistent with peace journalism. It appears that, while they may not directly call themselves peace journalists, many of the reporters interviewed saw themselves as playing roles similar to those advocated by peace journalism.

In order to address the research problem and to achieve the research objectives, available literature on Local Economic Development was reviewed. Empirical data was also collected making use of face-to-face interviews. The research revealed that the implementation of LED projects has not been entirely effective, mainly caused by the lack of capacity within the municipality to fully provide support in the implementation of LED projects; limited funding; shortage of personnel; political and administrative instability; problems regarding to social facilitation; and LED not being prioritised by the municipality and also seen as an unfunded mandate. From the investigation, the findings indicate that the effective implementation of these projects require strengthened capacity which needs more funding, more skilled personnel to drive the process, de-politicised development and the municipality to prioritise high impact projects that yield sustainability as opposed to smaller projects that unsustainable.

Evaluating the effect of microalgae biomass on the combustion of coal

- Description: In this work the combustion characteristics of coal, charcoal, microalgae biomass and blends between these three components were evaluated by means of non-isothermal thermogravimetry. Blends between coal, charcoal and microalgae biomass were made according to the specifications of a D-optimal mixture design so as to be able to model interactions between the three components with maximum precision despite multiple constraints built into the design. These constraints specified that coal can have a minimum value of 70 mass percent in any blend, while microalgae can have a maximum value of 20 mass percent. While coal and charcoal were blended by mixing the two respective dry components, microalgae biomass was incorporated into the blends by first absorbing microalgae onto fine coal from concentrated slurry of the microalgae in water. The microalgae in these blends were therefore intimately associated with the coal. This approach differed substantially from the normal practice of preparing coal – biomass blends (which are usually dry-mixed as for coal – charcoal blends). Proximate analyses of the starting materials showed that the microalgae biomass has a significantly higher volatile matter: fixed carbon content than both coal and charcoal, which should improve the combustion of these materials by providing a more stable combustion flame. Analyses of the thermogravimetric data obtained showed that coal and charcoal have much simpler combustion profiles than microalgae biomass for which five different thermal events could be observed in the DTG combustion profile. Qualitative kinetic analyses showed that the combustion of coal and charcoal follows first-order kinetics, but for microalgae biomass combustion, the first two combustion stages appear to follow first-order kinetics. The TG and DTG profiles for coal, charcoal, microalgae and blends of these three components were used to derive values for the so-called comprehensive combustion property index (S-value), which provides a combined measure of the ease of ignition, rate of combustion, and burn-out temperature. The S-values so obtained were used as response variable for the construction of a response surface model in the experimental domain investigated. Following statistical validation of the response surface model, the model was used to predict an optimum S-value or a blend that would display optimum combustion behaviour. Two optimum blends were obtained from the optimisation process, one in which only charcoal is added to coal, and one in which only microalgae is added to coal. Adding both charcoal and microalgae produced an antagonistic effect compared to when only one of these are used. Qualitative kinetic analyses of the combustion data of blends indicate that blends of coal and charcoal combust in a manner similar to the individual components (hence following first-order kinetics), but blends of coal and microalgae follow more complex kinetics despite the fact that the combustion profile is visibly more simple compared to the combustion profile for microalgae alone.

Two optimum blends were obtained from the optimisation process, one in which only charcoal is added to coal, and one in which only microalgae is added to coal. Adding both charcoal and microalgae produced an antagonistic effect compared to when only one of these are used. Qualitative kinetic analyses of the combustion data of blends indicate that blends of coal and charcoal combust in a manner similar to the individual components (hence following first-order kinetics), but blends of coal and microalgae follow more complex kinetics despite the fact that the combustion profile is visibly more simple compared to the combustion profile for microalgae alone.

The study was conducted at ward 40 in Green bushes area in Nelson Mandela Metropolitan Municipality (NMMM). A quantitative research method was used in this study. Random sampling is the type of probability sampling method that was used in this study. The sample consisted of 100 respondents above 18 years who were randomly selected from the beneficiary list of for the RDP houses in Green bushes area in the Nelson Mandela Metropolitan Municipality. Data for this study were collected using close ended questions which were administered by the researcher to the selected participants. Data was analysed using bivariate and descriptive statistics according to the identified themes. The study revealed that community members had high knowledge levels regarding Drug Resistant TB and HIV and AIDS prevention, transmission modes and diagnosis and treatment methods. The findings revealed that community members were highly knowledgeable and aware of the fact that abstaining and practising safe sex were means of preventing the spread of HIV and AIDS as it was spread through unprotected sex, while opening of windows and minimisation of close contact with HIV positive people and children with people infected with Drug Resistant TB are infection control measures or methods of preventing the spread of the disease. Additionally, the study indicated that female respondents were more aware and knowledgeable about prevention, transmission modes and diagnosis and treatment of Drug Resistant TB and HIV and AIDS than male respondents. Furthermore, the findings revealed that the respondents were highly knowledgeable and aware about transmission of Drug Resistant TB and HIV and AIDS; knowledgeable about prevention and less knowledgeable about diagnosis and treatment. A high percentage of female respondents knew that there was no vaccine to neither prevent nor cure HIV and AIDS and that antiretroviral drug were used to manage it. The study also showed that female respondents knew that all people irrespective of race and economic class can be infected with Drug Resistant TB and HIV and AIDS. It is important to note that the respondents between 41-60 years possessed more knowledge regarding Drug Resistant TB and HIV and AIDS than the respondents who were between 18-40 years. Lastly, the study showed that there were significant differences in gender and knowledge and no significant differences in age and knowledge of the respondents regarding Drug Resistant TB and HIV and AIDS. It is recommended that in future, research regarding knowledge levels about Drug Resistant TB and HIV and AIDS be extended to other wards in the Nelson Mandela Metropolitan Municipality (NMMM). Accurate knowledge should be provided by ensuring that educational materials that are developed, are appropriate for the various levels of literacy, and that more appropriate and relevant information regarding these diseases is made more accessible to community members in their home languages. The researcher further recommends that during training interventions and educational campaigns more emphasis should be put on prevention, diagnosis and treatment of Drug Resistant TB and HIV and AIDS.

Based on the information gathered from the respondents and literature review the researcher proposes certain recommendations in the final chapter of the treatise.

Herman and Noam Chomsky in their Manufacturing Consent: The Political Economy of the Mass Media. This transformation entails a shift from an anti-communist orientation, to an anti-Islamic orientation, and while this shift has been alluded to by several theorists, in what follows it will be dealt with more systematically. In this regard, it will be traced from its roots, in the tension between modernisation theory – as espoused by figures such as Daniel Lerner – and the anti-modernisation theory of Iranian scholars such as Ahmad Fardid, Jalal al-e Ahmad and Ali Shari’ati. Following this, the development of the anti-Islamic orientation of the fifth news filter, in the wake of the Islamic Revolution in Iran, and the ensuing Iranian hostage crisis, will be explored. This will be done as a precursor to examining the continued reflection of the related tropes and stereotypes in US mainstream film, with particular focus falling on Ben Affleck’s Argo (2012). Finally, this dissertation will conclude with a consideration of the possible effects of such representations on the tensions between the US and Iran over the latter’s nuclear ambitions.

- Description: This study is an interpretive analysis of the roles of NGOs in the social policy process, using the case of postcolonial Zimbabwe. Assessing the period between 2000 and 2010 and the prevailing unique socio-economic and geopolitical crisis, the study engages the major contextual factors influencing evolution of NGOs and their engagement in the policy process. It focuses on the conceptual and state – civil society contestations on the legitimacy of NGO’s as well as an assessment of their impact on the social policy process. NGOs in Zimbabwe have played two major and two minor roles in the social policy process as identified in the study in terms of their prominence and impact on the policy process. That is: policy implementer role complementing state social policy provision, democratisation to pluralism the social policy arena as the major roles; educational role to developing interventions for better social policy and watchdog role monitoring government and other state institutions in meeting the social policy needs of citizens. The thesis argues that analysis of NGOs is embedded in understanding the role of the state and dialectical relationship between state and civil society. Using a neo-Marxist perspective and social democratic approach to the role of the state in social policy, the theoretical generalisations of the study are that NGOs have a legitimate role to play in the social policy process. However, this is defined by the nature and role of the state itself as central driving agent in social policy. Therefore, the roles NGOs are not exclusive in themselves but are anchored within the contextual framework and its definition of societal spheres within it. The thesis established the evolution of the NGO sector in Zimbabwe, its impact on the social, political landscape and argues that the democratisation agenda in Zimbabwe requires a political solution embedded in a transformative state as the panacea for building a redistributive and participatory social policy agenda that engages with non-state actors, NGOs included within a developmental framework. Conclusively, the thesis proposes a theoretical distinction between NGOs as service oriented entities and CSOs as forums for associational life and civic engagement.

The study moved from the premise that municipalities are different, and that a rural municipality’s response to service delivery and the LGTAS, should be understood in the context of additional challenges, because of its remote locality. The study therefore is based on the assumption that the Nkonkobe Local Municipality has not been able to fully meet the objectives, as they are contained in the LGTAS that was approved by Cabinet in December 2009. The study proposed to give a background of the origin of municipalities and evolution and transformation of Developmental Local Government in South Africa. The in-depth literature review was undertaken on Developmental Local Government to achieve the objective of the study. Local Government Turnaround Strategy analysis with reference to Nkonkobe Local Municipality is also presented to test the proposed hypotheses.
