- Description: This essay will address the evolving nature of, and diversity, in method types of musical analysis. It will explore the connection between methods and approach types to musical analysis and related conceptions of what constitutes meaning in music. These methods will be largely understood as operating inside given parameters of musical meaning. Following a short history of some of the developments concerning structure in music from the 17th to late 19th century, I will discuss some of the dominant analytical methods and aim to highlight common features between them. I will discuss the different approaches these methods employ and highlight areas where a given method might be seen as using more than one approach. I will then investigate some approaches to composition that fall outside the conventional view of musical meaning and ultimately suggest the application of an eclectic model to musical analysis.

Regional intergration: the impact of a one stop border post between South Africa and Mozabique in enhancing trade facilitation

- Description: The Ressano Garcia Border Post on the Mozambique side and the Lebombo Border post on the South African side represent the link between two of the three Maputo Corridor countries that receives the largest amount of freight traffic along the Corridor. The link has been identified as a major obstacle to the free movement of goods. As a result the process of the establishment of a One Stop Border Post was mooted by the former president Thabo Mbeki and his counter-part in Mozambique Mr. Joaquim Chissano in a bilateral agreement between these two countries. The reasons for these developments are prompted by the protracted problems that have beset intra-regional trade. For example, transport infrastructure in the region imposes significant costs on intra-regional and regional trade transactions. Long delays at border posts add to the intra-regional trade costs. The requirements by the 1996 SADC trade protocol, the basis of the FTA — that member states eliminate non-tariff barriers — poses special problems as it represents different things to different SADC member states. Addressing the SADC summit on 16 August 2006, the then South African President Thabo Mbeki said “the launch of the FTA was much more than a simple acknowledgement that the majority of traded goods in the region are duty-free. Rather we should view the achievement of this milestone as a major step towards addressing the fundamental challenges of poverty and underdevelopment through deeper integration and economic development” (Mbeki, 2006:16). Now that there will be one centre that clears all the documents for the transporters this will effectively culminate in the speedy processing of the documents. There will be no need for the transporters to stop at the other country’s customs offices to do the same job. Once the documents are complete the process is complete, because the barriers are removed between the two countries.

- Description: A number of organisations are continuously searching for methods which can be used to improve performance. One such method entails implementing a performance management programme. However, despite a growing body of research that supports the positive impact that effective performance management can have on an organisation’s performance, evidence suggests that organisations in South Africa and elsewhere are not implementing the practices that are recommended by the theory of best practice in Human Resources and performance management (Kock, Roodt & Veldsman, 2002:83). The institutionalisation of performance management in the South African public service after 1994 came as a result of the need to change the legacy of poor performance of the public service (Malefane, 2010:1). This study seeks to examine the effectiveness of the implementation of performance management in the Provincial Treasury, Province of the Eastern Cape (Provincial Treasury). Literature reveals that there is consensus on the view that performance management is a tool that contributes to the effective management of employees in order to yield high organisational performance. Armstrong and Baron (2005 :vii) contend that if performance levels of individuals are raised, better organisational performance levels will follow. According to Dessler, (1997:372) performance management is a systematic approach to managing people, goals, measurement, feedback, and recognition as a way of motivating employees to achieve their full potential in line with the organisation’s objectives. In the South African context, performance management is described in terms of its role and outcome with regard to employee development; hence it is widely referred to by public sector employees as a Performance Management and Development System (PMDS) (Malefane, 2010:7). The Annual Performance Plan (APP) of the Office of the Premier (OTP APP, 2010/11:5) insists that the Eastern Cape Provincial Administration is still plagued with inter alia, a work ethic that is less desirable, weak human capital management culture, poor compliance with policies, lack of accountability and discipline as well as capacity challenges in critical areas which include planning, financial management, monitoring and reporting as well as systematic performance and an inability to respond to identified service delivery challenges. Public sector reforms have been adopted in this province in an attempt to improve performance in order to meet service delivery initiatives. A purposive sampling technique was used to select 30 participants of the Provincial Treasury (employees between salary levels 6 and 8 as well as managers from salary levels 9-13). A qualitative approach was preferred in this study to enhance objectivity which would have vanished if quantitative or experimental strategies were employed. The empirical findings revealed that the employees and the management of this Department perceive that there is no clearly defined purpose of performance management. There is also a feeling that performance management is not useful in identifying under-performers and ineffective in raising the performance of employees. Consequently, it is unable to assist the subordinates to grow. Others felt that performance management is not a developmental tool. It also emerged from the empirical findings of this study that the current rating system does not serve its intended purpose and therefore it should be replaced. Recommendations and suggestions are adopted in this study to address these perceptions.

- Description: In order for the democratic government in South Africa to eradicate segregatio. It was necessary to introduce new policies with school teachers being expected to be agents of change. Teachers have a big role to play in the transformation of the country. This research investigated Integrated Quality management Systems (IQMS) for improving performance of selected schools in the King Williams Town Education District. Three schools were selected in the King Williams Town District . The aim of this research was to examine the implementation of IQMS in the selected schools. The introduction of IQMS by the Department of Education in 2003, did not help the schools in the King Williams Town district improve their performance. IQMS is a government policy. The intention of public policy is to solve a problem. The findings of this study indicates that in the selected schools the problem of poor performance was not solved by the introduction of IQMS. Scholars have written extensively on performance appraisal. Different writers agree that the main purpose of appraisal is to improve performance. The Constitution (1996) and policies provide a strong foundation for the effective implementation of IQMS and public administration provides a good support for the effective implementation of IQMS. Additionally, legislation and subsequent policies give guidelines of how to implement the system successfully. In this study, questionnaires were given to 15 educators to investigate how schools understand and implement the IQMS. Qualitative analysis was undertaken to interpret the responses from the educators. Themes were formulated based on the responses received. Findings were generalised from the responses received. The research discovered that educators do implement IQMS, but they do not see it as a mechanism of improving performance. Teachers demonstrated an inadequate understanding of IQMS.

The project is conceived as a provocation and speculation on how these two demands may be hybridized as an alternative to the typical conservationist practices applied. Proposing a type of hybrid ecology where industry and endemic wildlife can not only co-exist but also be mutually beneficial.

One of its major responsibilities is to ensure that all citizens have access to and receive the services they need. The manner in which public sector institutions are structured has an impact on the delivery of effective and efficient services to citizens.Achieving a high degree of productivity is an important objective of public service organisations across the world given the pressure to deliver quality public goods and services within the limits of ever-increasing resource constraints. The South African Public Service is no exception to this global phenomenon. The focus on the public service is therefore continuously to improve performance to meet citizens’ needs. Where as performance is directed at measuring outputs achieved, productivity goes an important step further by measuring the relationship between the resources used to achieve outputs. The focus of this study is the analysis of change and transformation strategies in the Department of Home Affairs, Province of the Eastern Cape. The primary purpose was to assess the current state of service delivery in the Department of Home Affairs and to ascertain how continuous monitoring and evaluation could be factored in to enhance the delivery of services. The target population was the employees and clients of the Department of Home Affairs. Employees were selected randomly and asked to participate in the study. The sample was a convenient-purposive sampling and a quantitative research questionnaire was used.

Confronting Afrikaans diction challenges in non-Afrikaans mother tongue choirs

No dedicated source exists for choral diction in Afrikaans as a foreign language. This study reviews personal views and literature from various fields that would inform several key elements necessary for the creation of such a source. The primary data for this study was collected through study questionnaires, completed by expert choral conductors who are highly regarded for their success in teaching and performing Afrikaans diction in non-Afrikaans mother tongue speaking choirs, in performance settings such as the ATKV-Applous Choir Competition. Through its proposition of methods for the improvement of Afrikaans diction practices in the non-Afrikaans choral setting, the study promotes the prolific composition of Afrikaans choral literature, and its ubiquitous inclusion in choral repertoire both in South Africa and abroad.

- Description: This treatise aims to uncover possible reasons as to why composers rework their compositions. In attempting to answer questions regarding musical and extra-musical (referential) criteria, surrounding conditions and the role performers play in acting as conduits of the aforementioned, the study focuses on three versions of Rachmaninoff’s second Piano Sonata, opus 36. The first of these was composed in 1913, the second constitutes the composer’s revision of this work in 1931, and the third, a subsequent amalgamation of both previously mentioned versions by pianist Horowitz in 1943. The research is grounded in the theoretical ideas of organicist musical structuralism and thematic/motivic transformation (Reti), musical hermeneutics and phenomenology, musical forces (Larsen) and authenticity in musical performance (Taruskin). In addition this study explores methods of critical reading that may be used to disclose the conflicting yet complementary demands of “conciseness” and “drama” contained within the parameters of the three aforementioned versions of Rachmaninoff’s Piano Sonata Op. 36. An introductory chapter is followed by one in which a historical context provides the intertextual matrix against which the musical personae of Rachmaninoff and Horowitz, as well as the three versions of Rachmaninoff’s Piano Sonata Op. 36, may be understood. The chapter thereafter provides a concise overview of the history of musical analysis and the Tendenzwende which signified the change from a purely positivistic analytical approach to a post-modernist perspective on musical critique, against which background a motivation is provided for the analytical approaches applied in this treatise. Chapters 4 and 5 present detailed readings of the sonata from the perspective of “conciseness” and “drama” respectively. In conclusion, the final chapter reflects on findings made and conclusion drawn, with particular reference to the authenticity debate in current musicological discourse.

An introductory chapter is followed by one in which a historical context provides the intertextual matrix against which the musical personae of Rachmaninoff and Horowitz, as well as the three versions of Rachmaninoff’s Piano Sonata Op. 36, may be understood. The chapter thereafter provides a concise overview of the history of musical analysis and the Tendenzwende which signified the change from a purely positivistic analytical approach to a post-modernist perspective on musical critique, against which background a motivation is provided for the analytical approaches applied in this treatise. Chapters 4 and 5 present detailed readings of the sonata from the perspective of “conciseness” and “drama” respectively. In conclusion, the final chapter reflects on findings made and conclusion drawn, with particular reference to the authenticity debate in current musicological discourse.

While SDMIS provides large amounts of valuable information, it still has much ground to cover in terms of fully meeting the Department’s information needs. There is an increasing demand for information to inform decision making with regards to priority setting, resource usage, monitoring the impact of the Department’s intervention programmes, and monitoring the progress of the Department’s strategic goals. The main purpose of this study was to analyse the extent to which MIS is utilised in the Eastern Cape Department of Social Development and Special Programmes and to make recommendations for the alignment of MIS with organisational objectives in order to achieve these objectives. Furthermore, the study intends to investigate the extent to which the information needs of managers are considered in designing and providing information. The objectives of the study are, firstly, to analyse the current state of MIS utilisation in the Department. Secondly, to evaluate the utilisation of information provided by the MIS unit for decision making, and, thirdly, to make recommendations on how to improve MIS utilisation. Qualitative approach techniques were utilised to collect data for the study. Research questionnaires were distributed to thirty respondents. Semi-structured interviews were conducted with seven interviewees out of a target number of ten. The response rate was 68 percent and this was considered as adequate for scientific analysis and reporting. The study produced the following research findings: Mainly, the MIS users believe that they understand MIS and its capabilities, and have received training on how to use the system. The quality of information provided by MIS is mostly complete and largely meets user requirements and expectations. MIS information is for the most part accurate and comprehensive enough to expedite decision-making. Although MIS largely meets user requirements and expectations in terms of completeness, accuracy and reliability, the study indicates that it still falls short in integrating information from other sources, which include government transversal systems such as the Basic Accounting System (BAS) and the Personnel Salary System (PERSAL). MIS information is mostly available and easy to access, but occasionally not timely. This is mostly caused by the unavailability of real-time information synchronisation between MIS and other government systems. In light of the above findings, the researcher recommends that: There is still more to be done in order to continuously inform and train users on the latest MIS capability developments in the form of awareness workshops, contact and remote support, and through internal news bulletins. The Department needs to work with other government entities that are custodians of transversal systems in finding a solution to the creation of real-time integration of MIS with other external sources of information. Even though the level of MIS utilisation is not too much of a concern, the Department needs to ensure that users of information are kept up to date with new MIS reporting capabilities so as not to underutilise the system. It is therefore recommended that the Department ensure that information is more often reviewed and reports are customised to meet the ever-changing needs of the Department.

He was also a prolific oratorio and lieder singer, collaborating with the best artists the musical world had to offer. In addition he left a large recorded legacy, both published and unpublished. His untimely death on 29 November 2005 was extensively reported on both locally and abroad - a fact which again highlighted the importance of his personal and professional contribution to the international opera world.The Deon van der Walt Collection is the single most important key to unlocking the life and career of one of the most successful South African opera singers of all time. It was bequeathed to the Nelson Mandela Metropolitan University (NMMU) Library the Deon van der Walt Trust in 2007. The collection is made up of an arbitrary assortment of books, documents, sound and video recordings that were left in van der Walt’s Zürich accommodations at the time of his death in 2005. It is housed in separate section on the lower level of the South Campus Library of the NMMU. The collection has been partially catalogued by the NMMU Library but left largely unattended for the last 6 years. The compiling of an annotated catalogue of this collection is the vital first step in connecting the dots of an extraordinary musical career that was hailed as one of the greatest of his time.

- Description: The aim of this study was to examine the changing image of women in the oeuvre of Francis Imbuga. Focusing on seven stage plays and two novels published between 1976 and 2011, the study examines the depiction of female characters within the social, cultural and political contexts of post-independence African societies. The depiction of female characters in literature has attracted the attention of numerous scholars globally, particularly with regards to negative female stereotypes in male authored works. This study explores Imbuga’s attitude towards female stereotypes and gender inequalities in literary texts. Using an eclectic framework that includes feminist criticism, feminist stylistics, gender theory and the formal strategies of literature, the study examined gender relations in these texts through the analysis of language and discourse of characters. Further, the study uses the interpretive methods of textual analysis to categorize these works into three phases based on their portrayal of female characters. This method reveals a systematic transformation in the characterization of women from disadvantaged positions in the patriarchal society to more prominent positions in the contemporary society. The study demonstrates that Imbuga makes a positive response to feminism and devices a unique perspective on feminism that celebrates both the domestic and public roles of female characters. In this sense, the female characters contribute to the moral content and aesthetic values of Imbuga’s works. The study concludes that Imbuga views the transformation of female characters in literary texts as part of the broader social change that is desirable in the society. Ultimately, this vision involves shifting focus from the preoccupation with gender inequalities to concern for the welfare and dignity of the human person. Based on the conclusions, recommendations for further study include investigation into the educative and social role of the performing arts as a means of raising consciousness on issues such as HIV/Aids, use of indigenous knowledge in solving contemporary issues, incorporation of African morality and traditions in contemporary literature and a comparative study of Imbuga’s feministic vision with that of other writers.

Factors contributing to national and provincial government debt accumulation in the Eastern Cape

Data was collected through face to face interviews by means of completing the questionnaire based on the responses from the respondent. The study examined the underlying and related causes of non-payment of government debt. The study revealed that municipalities in the Eastern Cape lack support from the other spheres of government in ensuring timeous payments of outstanding debt. Growth in debtors indicated the failure by the municipalities to implement proper debt management processes and the lack of political will to collect debts. The study recommended that municipalities need to waive interest on disputed debt and the debt in that regard be reported on the suspense account to avoid over estimation or debt that might not be recovered in the long run.

- Description: The play Miss Julie was published by playwright August Strindberg in 1888. It is a comment on the class issues in Sweden at the time (Leib, 2011). This commentary is achieved through telling the fictional tale of Julie, the daughter of a wealthy Swedish landowner, Jean, her father’s manservant, and Kristin, Jean’s betrothed who is also the house cook. During the course of a night and the next morning, Jean and Julie admit their feelings for one another, sleep together and plan to run away to start a hotel. In the morning, they ask Kristin to join them when they encounter her on her way to church. She refuses and vows to put an end to their plans. Seeing no way out, and fearing the wrath of Julie’s father, Jean hands Julie a razor and she walks outside, the inference being that she will commit suicide. The play Mies Julie is a South African adaptation, by South African playwright Yael Farber, of the August Strindberg play Miss Julie set in a farming kitchen in the Eastern Cape Karoo that premiered at the Grahamstown National Arts Festival in 2012. - Description: The play Miss Julie was published by playwright August Strindberg in 1888. It is a comment on the class issues in Sweden at the time (Leib, 2011). This commentary is achieved through telling the fictional tale of Julie, the daughter of a wealthy Swedish landowner, Jean, her father’s manservant, and Kristin, Jean’s betrothed who is also the house cook. During the course of a night and the next morning, Jean and Julie admit their feelings for one another, sleep together and plan to run away to start a hotel. In the morning, they ask Kristin to join them when they encounter her on her way to church. She refuses and vows to put an end to their plans. Seeing no way out, and fearing the wrath of Julie’s father, Jean hands Julie a razor and she walks outside, the inference being that she will commit suicide. - Description: Since the adoption of the Constitution of the Republic of South Africa, 1996, which identified the three spheres of government as distinctive, interrelated and interdependent, the local government sphere has been perceived in many parts of the country to be failing to fulfil its mandate of delivering essential basic services to local communities. The mandate of the South African local sphere of government has been to provide a developmental and accountable local government and to ensure provision of services to communities in a sustainable manner. As a key developmental agent, local government is obliged by the Constitution of the Republic of South Africa 1996 to develop a culture of municipal governance that encourage and create conditions for the local community to participate in the affairs of the municipality. In this regard, ward committees have been introduced to municipalities as community structures to play a critical role in linking and informing the municipalities about the needs, aspirations and challenges of their communities. In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000), the City of Cape Town Metropolitan Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Despite the stated objectives of ward committees, the Du Noon area has been identified by City of Cape Town Metropolitan Municipality IDP: 2012-2017 as the ward with backlogs in infrastructure and service delivery. - Description: The aim of the study is to establish the challenges that are experienced by traditional leadership that are prohibiting them from performing their roles. The reality is that despite the fact that there are guidelines on roles of traditional leaders, policies that are in place that entail the roles of traditional leaders, there are always problems such as disputes, grievances and complaints of unfair treatment by traditional leaders. The study seeks to explore the community of Mbhashe Local Municipality that has been hailed in developing its communities through the traditional leadership. This study shows the lessons learnt in this municipality that could be utilised as a model for other areas and thus assist in the improvement of other communities through similar relationships. The objectives of the study are based on the above introduction and problem statement namely: those traditional leaders, who have a role to play in the development of their communities, they have a potential to contribute towards the development by involving government departments and other relevant stakeholders with potential to develop the rural communities. The reality is that government has not succeeded in empowering the traditional leadership institutions in terms of development, their roles and functions. The study seeks to establish the meaningful roles and functions of the traditional leaders in their communities with reference to the local governments of municipalities. The study is conducted within the qualitative and quantitative paradigm, based on a literature review, personal visits and interviews with traditional leaders and elected municipal councillors of municipalities and community members. The study concluded by arguing that traditional leaders do have a role to play in the development of their rural communities also government has a big role to ensure that the Traditional Leaders are capacitated. The study therefore seeks to explore the reasons as to why some traditional leaders are not playing their roles as expected, what can be done to improve their understanding of their role in terms of development. The conclusion of the study is based on the fact that the institution of traditional leadership in South Africa dates back to the pre-colonial era. The power and influence of traditional leaders in South African societies has been weakened over the years due to the adoption of Western style political systems. However at the dawn of democracy in 1994, a lot of effort includes legislative and other regulatory steps aimed towards the empowerment of traditional leaders in areas where there is customary law system. Traditional Leaders have served as the spokesperson of the people as well as bringing the gap between the government and the people. The results of the study found that traditional leaders are pivotal in the community development programmes in the Mbhashe Local Municipality. Traditional leaders need empowerment in local government through a vivid policy framework aimed at establishing how they can actively partake in the affairs of the municipality. Also the study found that at present, traditional leaders appear to be operationally parallel with councillors, a situation which creates tension and damage to their morale. Such a policy framework would do a lot to give traditional leaders an engagement model, roles and responsibilities at municipal level. More importantly the manner in which they can cooperate with councillors towards sustainable community development needs more attention and intervention from local government.
