Despite the apparent bottlenecks in the current process, the implementation of new technology into the real estate sector has lagged. Several attempts have been made to modernise and digitise the business process but committed integration of assisting technology has lacked attention. This study examined the applicability and potential integration of blockchain technology into the business process of South African real estate transactions. Blockchain’s novelty means that research in this space, especially within South Africa, is limited. Of the research that has been conducted, no models of the business processes for South African or blockchain-based real estate transactions have been constructed. This study provides two business process models, illustrating the two different processes. The main contribution of this paper was an integrated business process model, illustrating how the various processes and stakeholder interactions for South African blockchain-based real estate transactions are conducted on one transaction platform, common to all participating stakeholders. This platform was named the South African Blockchain Land Exchange System (SABLES), which manages and facilitates these transactions in their entirety from start to finish. This model depicts an enhanced business process that provides increased security, transparency, and speed. These benefits will be realised by those who register, adopt, and transact on the platform. Through in-depth interviews, the integrated business process model was assessed. The findings produced a final and combined thematic map, representing the main themes of the analysed interview data, namely blockchain implementation strategies, business process applicability, information technology assimilation, current transaction context, and PropTech 3.0 success factors. The discussion revealed that the current transaction process lacks technological innovation, which increases pressure on the conveyancing role. It was also revealed that there is not only a need within the industry, but a desire, for newer technologies to assist the transaction process. In order to streamline and improve efficiency, business processes should leverage digital records and data, and strive for a solution beyond digitisation, achieving digitalisation. Digitalisation recognises digital documents as official and legal documents as opposed to simply being digital back-ups. This, coupled with the business process models, represent theoretical contributions.

Despite growing evidence that most SMEs fail within their initial years, ICTs have been found to add substantial value in facilitating their success. However, in most developing countries, ICT adoption by SMEs has been plagued with a plethora of challenges ranging from poor electricity supply, high ICT costs, lack of ICT expertise to lack of government support. While this might seem problematic for SMEs, the adoption and the use of cloud services mitigates some of these challenges. The problem, however, is that a limited amount of literature has provided guidance with regard to how the cloud adoption process should be carried out by SMEs. The objective of this research, was therefore, to address this by developing a framework that can be used by SMEs to guide them through the cloud adoption process. To this end, thirteen (13) semi-structured interviews were conducted across nine (9) SMEs in the Eastern Cape. The resultant interview transcripts were analysed using an established thematic approach; the result of which allowed for the development of a rich interpretive narrative about SME cloud adoption. Combined with theory from extant literature, this culminated in the development of a framework for cloud services adoption for SMEs in the Eastern Cape.

A critical realist exploration of the culture of resistance in educational technology integration practices at a South African university

- Description: This thesis seeks to address a number of troubling concerns related to research and practice in the field of educational technology in South African higher education. Firstly, educational technology research has been criticised for a lack of theoretical rigour resulting in perspectives that are tightly focused mostly on practice but fail to adequately interrogate the socio-political complexities of integrating educational technology. Secondly, while research in the field has been criticised for failing to adequately contextualise the study of educational technology, it also fails to interrogate the impact of colonial legacies and Western-developed technologies on integration practices. Thirdly, there seems to be a disconnect between academics’ practices and choices with educational technology, and the expectations and assumptions of educational technologists. As such, this thesis predominantly follows inductive reasoning where literature and theory are applied to the empirical situation retrospectively in order to avoid the potential influences and biases of mostly Western-driven discourses on educational technology integration practices. Critical realism is used to ‘underlabour’ this study. This meta-theory asserts that there are multiple perspectives of an independent reality, and the work of research is to use these perspectives to draw closer to an understanding of that reality. As such, it allows me to interrogate my perspectives firstly, and secondly those of my research participants, about factors that constrain educational technology integration in the South African context through the use of theory (abstract concepts) and data (research participants’ multiple perspectives). However, critical realism is somewhat cautious in how to access this reality. Therefore, a critical ethnographic epistemology is employed to strengthen critical realism’s aim of accessing knowledge. A critical epistemology emphasises exposing hidden power structures, value judgements as well as self-knowledge and reflexivity. The thesis thus shows how a critical realist ontology could be complemented by a critical ethnographic methodology, particularly in critically-orientated research that has an emancipatory focus which seeks to uncover the socio-political context within which educational technology practices take place. A key argument is that critical realism can be employed as an ontological underlabourer for critical research because of: 1) its immanent critique of traditionally-accepted philosophies, 2) its emphasis on critique of our knowledge claims and value judgements, 3) its insistence that knowledge of the social world necessarily precedes emancipation, and 4) its different conceptions of power (oppressive power and transformatory power). This critical ethnographic research is conducted in a South African university with eight female academics. Data collection is in the form of interviews, observations and reflections, as well as informal and work-related interactions. At each data collection moment, I have had to be reflexively aware of my positionality as an educational technologist, the impact of a colonially-motivated methodology and an ethically-aware approach that seeks to put the needs of the research participants first. Critical ethnography’s meaning-making and critical realism’s abduction and retroduction are used to analyse and make sense of the data. In my attempt to contextualise the study’s findings, I first uncover structural forces and their impact on the academic role before attempting to correlate this with educational technology practices. The study’s findings point to two main structural forces in the socio-political context of South African higher education: the teaching/research tension and the elevation of one dominant culture. In terms of the teaching/research tension, the female academics in this study have to balance the urgent teaching function with the valued research function. They struggle to find this balance because of ambiguous messages from different structures, their passion for teaching, oppressive departmental dynamics and the pressures of their career trajectory. The elevation of one dominant culture is demonstrated through both oppressive cultural practices and untransformed curricula. The study shows that academics mitigate these structural constraints mostly through subtle every day resistance that seeks to mitigate their effect on both the academics and, where applicable, their students. Archer’s morphogenetic/morphostatic cycle is used retrospectively, in response to fieldwork, to conceptualise why this resistance comes about. A resistance framework developed using Archer is then used to understand educational technology choices and practices. The results of the research show that while academics are often pictured as resistant to technology as a response to different barriers, they actually often employ technology to resist structural forces. That is, with this thesis I show that there is a focus on resistance with technology rather than resistance to technology. The study shows how the research participants resist structural forces (teaching tension and dominant culture) by using technology to create safe and responsive learning spaces. As such, this thesis challenges educational technologists to re-think the way they support academics by recommending support strategies that acknowledge both the structural forces in the South African higher education context, as well as the culture of resistance, both of which impact academics’ educational technology choices and practices.

- Description: The global pandemic of noncommunicable diseases and its associated premature mortality rates and socioeconomic burden have led to increasingly intensified efforts towards designing and delivering health promotion interventions aimed at addressing the leading modifiable health risk behaviours, such as physical inactivity. Developing physical activity behaviour change interventions that target individuals at the dual intra-interpersonal socioecological levels of health promotion has become a key objective worldwide. Digital and mobile technology is revolutionising the ways in which health behaviour change interventions are delivered to individuals across the world, with mobile health applications (mHealth apps) increasingly recognised as a powerful means of promoting physical activity behaviour change. However, with the growth and opportunities of mHealth apps, come several design challenges. Key design challenges concern the integration of theory, the incorporation of evidence-based behaviour change techniques, the application of persuasive systems design principles, and the importance of multi- and interdisciplinary collaborative design, development and evaluation approaches. These key challenges influence the output product design and effectiveness of mHealth physical activity behaviour change intervention apps. There exists a paucity of approaches for guiding and supporting the multi- and interdisciplinary collaborative design, development and evaluation of mHealth physical activity behaviour change intervention apps. To address this gap, this research study proposes an Interdisciplinary mHealth App Design Framework, framed by a novel boundary object view. This view considers the diverse communities of practice, boundary objects and supporting artefacts, process activities, and knowledge sharing practices necessary and relevant to the design of effective mHealth physical activity behaviour change intervention apps. The framework’s development is guided by a Design Science Research (DSR) approach. Its core components are based on the findings of a critical theoretical analysis of twenty existing multi- and interdisciplinary digital health development approaches. Once developed, the framework is evaluated using a qualitative DSR linguistic interpretivist approach, with semi-structured interviews as the research instrument. The thematic analysis findings from interviews with thirty-one international academic researchers and industry practitioners informs the iterative modification and revision of an enhanced Interdisciplinary mHealth App Design Framework, constituting the main DSR artefact contribution of the research study. In addition, four theoretical contributions are made to the mHealth intervention app design body of knowledge, and a practical contribution is made through the provision of guideline recommendations for academics and industry practitioners. - Description: The demand for systems i·ntegration has become more and more significant in higher education as institutions want systems that provide coherent information with data that is up to date and not redundant and can seamlessly support the end user experience. Institutions have become more reliant on information systems to support both administrative functions and those involved in teaching, learning and research, but because each department supports a diverse array of computing platforms and applications, it becomes very difficult to integrate these systems. SOA is classified as an innovative approach to integrating existing systems involving the use of independent services that can be accessed without knowledge of the underlying platform implementation. Unfortunately, the SOA initiative will not be success if it is not understood and used correctly by various applications and systems throughout the organisation. SOA introduces complexity and challenges in systems integration, acceptance, governance, data, development planning, security and external opportunities. If an organisation does not embrace or enable change in each of these areas, it is not ready for the adoption of SOA. This research investigates the systems integration challenge in selected South African universities and explores factors for SOA adoption. - Description: The demand for systems i·ntegration has become more and more significant in higher education as institutions want systems that provide coherent information with data that is up to date and not redundant and can seamlessly support the end user experience. Institutions have become more reliant on information systems to support both administrative functions and those involved in teaching, learning and research, but because each department supports a diverse array of computing platforms and applications, it becomes very difficult to integrate these systems. SOA is classified as an innovative approach to integrating existing systems involving the use of independent services that can be accessed without knowledge of the underlying platform implementation. Unfortunately, the SOA initiative will not be success if it is not understood and used correctly by various applications and systems throughout the organisation. SOA introduces complexity and challenges in systems integration, acceptance, governance, data, development planning, security and external opportunities. If an organisation does not embrace or enable change in each of these areas, it is not ready for the adoption of SOA. Thereafter, the literature review will investigate a comprehensive definition for agility and research why it is emerging as a critical topic. The next chapter of the literature review will research how agility fits within the context of EA, uncovering a comprehensive definition for agile EA and the best practices in agile EA development. The final chapter of the literature review will investigate suitable measurement techniques that can be used to assess the level of agility of EA. On completion of the literature review, a preliminary framework will be created using the most important contributions from the literature. An empirical study will be conducted to explore the definitions for EA, agility, agile EA, the methods to measure the agility of EA and the concepts for the development of agile EA summarised in the preliminary framework. Data analysis follows an interpretive and qualitative approach based on four case studies through interviews with systems experts in four South African organizations in one province. Each interviewee was interviewed once. The initial interview with a Principal Consultant on Enterprise Strategy Consulting at organisation # 1 formed the basis of an exploratory study; the results of which were used to refine the research instrument and preliminary framework. Thereafter, a more rigorous empirical study focused on interviews with the Chief Architect, Senior Manager in Advisory Services and an Enterprise Architect at organizations 2, 3 and 4 respectively was conducted. The research follows an inductive approach to capture the interpretive experiences of participants and develop theoretical propositions from them. Following the exploratory pilot study it became necessary to make changes to the preliminary framework and initial survey instrument created. Thereafter, the empirical study consisting of the remaining three cases was conducted to test the important aspects of the framework and literature definitions. The analysis of the results of the empirical study prompted further changes to the theoretical framework and definitions created. This study used Action Design Research to develop a guide based on both theory and the results gathered from the educator participants at a local secondary government school in Makhanda, South Africa. The finalised guide presents recommendations to educators, principals, and the DBE to promote acceptance and adoption of technology in the classroom and for distance learning. These recommendations include the provision of data, technological training and pedagogical support, a functioning community of practice, an online learning community of practice, and support from the DBE. - Description: SAs are documents that specify the business relationship between stakeholders to an outsourcing agreement. SAs specify this relationship in a legally binding manner that assists in managing expectations of the stakeholders about the service provision. According to Verma (1999), an SA is a precise statement of the expectations and obligations that exist in a business relationship between two organisation: the service provider and the client. In order for organizations to have successful outsourcing partnerships, they need well crafted methods of developing Service Agreements (SAs). Successful methods will produce a conclusive contract that will act as a working document that details the spirit of cooperation between the service provider and the service recipient. This research investigates the development of SAs in the Information and Communication Technology (ICT) sector, and proposes a model for their development. A number of models for SA development have been analysed. Models are analysed from leading researchers in the area, from software houses such as Microsoft and from international standards organisations such as the BS15000 which stipulates the ITIL framework. Eight development principles are identified and explored. An investigation into SAs and their development is conducted. A model is proposed that is composed of the development principles. The development of SAs was explored in an empirical study by means of a survey administered to industry practitioners and a series of interviews with managers in the ICT industry. The results of the study indicate varying levels of support for the development principles and limited relationship between the development principles and the success of the SA, as defined by the number of changes made to the SA after it is completed.

However, the solutions that are provided are often commonly developed without the needs of these communities being sufficiently investigated beforehand. As a result the ICTD strategy of the project ends up not well aligned with the aims and targets of the needs of the community. As a result of this, an appropriate programme theory for the project and relevant impact indicators fail to be adequately developed. Consequently, when an impact assessment is conducted it is often found that the intended effects are not directly linked to the needs of the community or what the community had hoped to gain from the ICTD initiative. The purpose of this research serves to develop a needs-ICTD strategy alignment foundation that supports the identification and formulation of impact assessment indicators. Through this research, a framework is developed to support the alignment of ICTD strategy, the development and the promotion of contextual needs of rural communities and other frequently marginalized areas. The Needs-ICTD strategy alignment framework is composed of eight main components that describe the process that can be used to align ICTD strategy with community needs. These components include: collaboration between the internal and external stakeholders, the development of the community, conducting baseline studies, the needs assessment, the ICTD strategy, linking of the needs-ICTD strategy, and lastly the identification of impact indicators. An interpretive research approach is used to explore and inform the framework through a multi-case study investigation of the Siyakhula Living Lab and two projects in the Systems Application Products (SAP) Living Lab. Two main case study questions drive the exploration of the framework, that being: 1) How are the needs of the community elicited and how is the ICTD strategy aligned to the needs of the community? 2) And, why were the selected approaches chosen for aligning the needs of the community and ICTD strategy? Data for this research was collected qualitatively through interviews, document analysis and participant observation. Key findings indicate that the involvement of internal (local) stakeholders in the development and alignment of ICTD strategy to the needs of the community is still lacking. A personality-based behavioural model: Susceptibility to phishing on social networking sites

- Description: The worldwide popularity of social networking sites (SNSs) and the technical features they offer users have created many opportunities for malicious individuals to exploit the behavioral tendencies of their users via social engineering tactics. The self-representation and social interactions on SNSs encourage users to reveal their personalities in a way which characterises their behaviour. Frequent engagement on SNSs may also reinforce the performance of certain activities, such as sharing and clicking on links, at a “habitual” level on these sites. Subsequently, this may also influence users to overlook phishing posts and messages on SNSs and thus not apply sufficient cognitive effort in their decision-making. As users do not expect phishing threats on these sites, they may become accustomed to behaving in this manner which may consequently put them at risk of such attacks. Using an online survey, primary data was collected from 215 final-year undergraduate students. Employing structural equation modelling techniques, the associations between the Big Five personality traits, habits and information processing were examined with the aim to identify users susceptible to phishing on SNSs. Moreover, other behavioural factors such as social norms, computer self-efficacy and perceived risk were examined in terms of their influence on phishing susceptibility. The results of the analysis revealed the following key findings: 1) users with the personality traits of extraversion, agreeableness and neuroticism are more likely to perform habitual behaviour, while conscientious users are least likely; 2) users who perform certain behaviours out of habit are directly susceptible to phishing attacks; 3) users who behave out of habit are likely to apply a heuristic mode of processing and are therefore more susceptible to phishing attacks on SNSs than those who apply systematic processing; 4) users with higher computer self-efficacy are less susceptible to phishing; and 5) users who are influenced by social norms are at greater risk of phishing. This study makes a contribution to scholarship and to practice, as it is the first empirical study to investigate, in one comprehensive model, the relationship between personality traits, habit and their effect on information processing which may influence susceptibility to phishing on SNSs. The findings of this study may assist organisations in the customisation of an individual anti-phishing training programme to target specific dispositional factors in vulnerable users. This study makes a contribution to scholarship and to practice, as it is the first empirical study to investigate, in one comprehensive model, the relationship between personality traits, habit and their effect on information processing which may influence susceptibility to phishing on SNSs. The findings of this study may assist organisations in the customisation of an individual anti-phishing training programme to target specific dispositional factors in vulnerable users. The results further indicated that the model constructs based on attitude, social norms and awareness significantly influenced the intended use of Facebook Apps. The study also contributes by indicating which personality traits are most vulnerable to Facebook App surveillance. For example, it was found that individuals high in Conscientiousness are the least vulnerable with individuals high in Extraversion being the most vulnerable. Since the results indicate that not all the personality traits are significantly related to the model constructs, additional factors may contribute to App surveillance in this context. Concerning this, factors such as user apathy, information privacy, privacy concerns, control and Facebook dependency are discussed as a means to argue why this might be the case.

While it has become common place that ICTs possess capabilities to potentially support rural development, the concept of ICT for development (ICT4D) is still fraught with challenges and barriers, which impede the success and sustainability of ICT4D projects. It is therefore essential to evaluate rural ICT projects, as such an analysis may aid in revealing information related to the need, effectiveness, impact, and sustainability of these projects. This research seeks to further the implementation and exploration of the Rural ICT Comprehensive Evaluation Framework (RICT-CEF), through the application of the Process Assessment domain in a real life rural ICT project environment. The RICT-CEF framework consisting of 7 evaluation domains has the primary objective of evaluating rural ICT projects from their inception stages to post implementation. A process assessment seeks to determine whether or not a rural ICT project is operating to implement its intended functions in the intended way specified in the projects plan. Such an assessment is invaluable to a comprehensive evaluation. Evaluation questions for a process assessment are centred around critical themes of project performance. Critical themes are aspects of a programme or projects implementation which must be enacted in order to achieve desired project outcomes. This research study is aimed at identifying critical themes of process assessment relevant to rural ICT4D projects. To identify critical themes, assessment approaches on social programme process assessments, evaluation of information systems in use, and rural ICT4D project evaluation case studies are comparatively analysed. Fourteen assessment approaches from these three categories are selected based on criteria. To analyse selected assessment approaches, a template is created based on the research questions, foundational literature on process assessment and identified challenges applicable to process assessments of rural ICT4D projects. Comparing and contrasting critical themes from these assessment approaches highlight critical themes essential to assess in the iterative implementation phase of rural ICT projects. Accentuated critical themes include, service utilization, organizational function and external project factors. These themes, along with suggested guiding principles from literature for conducting process assessments enable the creation of a framework for conducting process assessments of rural ICT projects. While deemed beneficial and of considerable value, e-Government deployments and implementations in the water sector of local governments of South Africa have not always been successful. One important reason for e-Government failures, among several others, is the lack of coherent strategies, informed by key representing stakeholder views, to guide implementation and deployment of e-Government tools. Without strategies, it is highly likely that ICT integration will be conducted haphazardly. As a point of note, more than the deliverable (strategy document) that represents the output of the strategy development process, it serves more purpose to understand the process that results in the strategy. Importantly, understanding the process helps to account for the formed relationships between the various stakeholders that need to buy into the strategy. The research study develops an e-Government strategy formulation framework based on a systems thinking approach, intended to support the strategy formulation process of e-Government strategies – to underpin the effective integration, deployment and sustained use of ICT solutions for water service delivery at the local government level. A systems thinking approach is considered due to its emphasis on the strategy being informed by a holistic assessment. Where there is some knowledge about the processes by which a strategy is formulated – over time ideas may be derived on the types of processes that may produce efficient e-Government strategies. The research is conducted using the Design Science research paradigm. The Design Science paradigm is comprised of two processes – build and evaluate (Hevner et al., 2004). The build process, as related to this research concentrates on the progression through which the theoretical e-Government strategy formulation framework is derived. Weick’s (1989) theorizing approach is ascribed, supporting the design of the theoretical framework. In applying Weick’s theorizing approach, firstly, the lack of knowledge on how e-Government strategies should be formulated in South African local municipalities – is explicated in an intelligible manner. Once the problem is properly articulated, a trial and error selection process is undertaken of existing approaches on strategy formulation – thought to possess the potential to contribute to the development of an e-Government strategy formulation framework, suited to local governments in South Africa. With good reason, 10 (ten) strategy approaches are selected from, e-Government programmes in developed countries, Non-Governmental organizational strategy approaches, and business related strategy formulation approaches. Lastly, as all possible approaches that may contribute to the framework development process cannot be selected, criteria is specified to limit the number of possible selections. Furthermore, in deriving the framework, foundations for systematically dealing with unstructured problems, such as, strategy formulation are consulted. This foundation along with the research goals, informs the development of a template used to comparatively analyse the 10 selected approaches on strategy formulation. - Description: The effective management of local municipalities in South Africa determines the quality of service delivery to citizens. Policies and other legislation have been implemented in an attempt to improve service delivery backlogs in South Africa since post-apartheid. However, these have not been effective in meeting community needs, hence leading to poor service delivery and increased community protests of frustration. These problems are partly linked to the lack of communication between government and citizens, and within internal government. Government needs to be held accountable for the services it provides, and improve on these services through practicing transparency, providing information to citizens, and allowing citizens to provide feedback on the various challenges experienced. Information access and communication is vital to the citizen engagement process, as this supports evidence-based engagement between citizens and government. Over the most recent years, innovative ICTs have emerged as a critical strategic tool in facilitating communication between the government and its citizens, commonly referred to as digital citizen engagement. The effective implementation of such initiatives at the local government level, especially in resource-constrained contexts, is not straightforward. This research aims to develop a guiding framework for aligning municipal communication processes with innovative ICTs to support ongoing social accountability and transparency through citizen engagement in local municipalities. The formulation of this framework is built on the Adaptive Structuration Theory, which is based on studying organisational change that occurs due to implementation and adoption of technology. Using a pragmatist approach and case study of Makana Municipality, the research study investigates a digital citizen engagement initiative called MobiSAM (Mobile Social Accountability Monitoring). The key findings from the qualitative empirical investigation indicates that there are significant social and political factors to consider when aligning Digital Citizen Engagement initiatives in a resource-constrained environment. The findings illustrated that the change and alignment process of DCE in local municipalities rely on a diverse set of inputs from different stakeholders, and a dynamic change process, which result in key citizen engagement outcomes of empowerment, accountability, transparency, and increased engagement depending – all depending on the success of the process. - Description: Countries such as South Africa have attempted to leverage eHealth by digitising patients’ medical records with the ultimate goal of improving the delivery of healthcare. This involves the use of the Electronic Health Record (EHR) which is a longitudinal electronic record of a patient’s information. The EHR is comprised of all of the encounters that have been made at different health facilities. In the national context, the EHR is also known as a national EHR which enables the sharing of patient information between points of care. Despite this, the realisation of a national EHR system puts patients' EHRs at risk. This is because patients’ information, which was once only available at local health facilities in the form of paper-based records, can be accessed anywhere within the country as a national EHR. This results in security and privacy issues since patients’ EHRs are shared with an increasing number of parties who are geographically distributed. This study proposes an access control model that will address the security and privacy issues by providing the right level of secure access to authorised clinicians. The proposed model is based on a combination of Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC). The study found that RBAC is the most common access control model that is used within the healthcare domain where users’ job functions are based on roles. While RBAC is not able to handle dynamic events such as emergencies, the proposed model’s use of ABAC addresses this limitation. The development of the proposed model followed the design science research paradigm and was informed by the results of the content analysis plus an expert review. The content analysis sample was retrieved by conducting a systematic literature review and the analysis of this sample resulted in 6743 tags. The proposed model was evaluated using an evaluation framework via an expert review.

This involves the use of the Electronic Health Record (EHR) which is a longitudinal electronic record of a patient’s information. The EHR is comprised of all of the encounters that have been made at different health facilities. In the national context, the EHR is also known as a national EHR which enables the sharing of patient information between points of care. Despite this, the realisation of a national EHR system puts patients' EHRs at risk. This is because patients’ information, which was once only available at local health facilities in the form of paper-based records, can be accessed anywhere within the country as a national EHR. This results in security and privacy issues since patients’ EHRs are shared with an increasing number of parties who are geographically distributed. This study proposes an access control model that will address the security and privacy issues by providing the right level of secure access to authorised clinicians. The proposed model is based on a combination of Role-Based Access Control (RBAC) and Attribute-Based Access Control (ABAC). The study found that RBAC is the most common access control model that is used within the healthcare domain where users’ job functions are based on roles. While RBAC is not able to handle dynamic events such as emergencies, the proposed model’s use of ABAC addresses this limitation. The development of the proposed model followed the design science research paradigm and was informed by the results of the content analysis plus an expert review. The content analysis sample was retrieved by conducting a systematic literature review and the analysis of this sample resulted in 6743 tags. The proposed model was evaluated using an evaluation framework via an expert review.

An Agile systems development approach for enhancing e-Government user adoption

- Description: The expansion of technological developments in all areas of society has seen governments taking advantage of new technologies to enhance public service delivery, disseminate information and promote participation by the public in government decision-making. This phenomenon is known as electronic government, or e-Government. However despite the socio-economic benefits inherent in the implementation of e-Government systems, an overwhelming number of government projects – particularly in developing countries – struggle to successfully implement e-Government systems. e-Government project failure is more pronounced in developing countries, with more than half of these projects either partially or completely failing. The failure of e-Government projects undermines government investments, as well as the potential socio-economic benefits that could be realised by the citizens. Arguably, while the failure or success of an e-Government project is attributed to a myriad of factors, low user adoption is one of the key factors that contribute to e-Government project failure. Therefore this thesis seeks to investigate the phenomenon of low e-Government user adoption and determine whether the use of an Agile system development approach can positively influence e-Government user satisfaction as well as buy-in and adoption. A Mixed-Methods, multi-case study approach was used through the perspective of Post-Positivism. The researcher examined four (4) South African e-Government projects – using an online questionnaire and in-depth interviews with members of the system development team – to determine whether the use of an Agile approach has merit in enhancing e-Government user adoption. The use of a Mixed-Methods approach allowed for data triangulation so as to verify the findings; while the use of multiple case studies enabled for cross-case analysis. The findings indicate that the use of Agile practices, as listed in the proposed Agile-informed User Engagement Guidelines, can ensure that the e-Government system developed meets user needs; and, that users are satisfied with, and make use of the e-Government system. However since most large e-Government projects make use of a traditional Waterfall development approach, it is recommended that the Agile practices (proposed guidelines) be incorporated into the structured Waterfall approach – to create a hybrid, or blended system development approach. In conclusion, the use of the proposed Agile-informed User Engagement Guidelines can enhance e-Government user adoption; and, subsequently, contribute towards nurturing the success of e-Government projects.

Current research models do not provide sufficient methods to guide collaborations in capacity-building processes in virtual environments, especially in contexts associated with inadequate resources. Conceptual tools are therefore needed to guide the implementation of partnerships that use technology to mediate capacity building in these contexts. This research study was aimed at understanding whether and how virtual partnerships can be used to facilitate capacity building in tertiary education institutions in the SADC region. It is based on a single case study of the SANTED Virtual Classroom Project, a partnership between the Departments of Computer Science at Rhodes University (RU) and the University of Namibia (UNAM). In the project, ICTs were used to mediate the process of building teaching and research capacity in the department at UNAM. The dynamics of the partnership are explored as the implementation process developed over a period of three years. The research adopted a sociocultural perspective in the analysis of the project‟s implementation. It uses activity theory and the notion of communities of practice as conceptual frameworks to explore how the two departments organised themselves and how they harnessed the virtual environment to enable the capacity-building partnership. Activity theory provided a lens to understand the complex relationships between the different elements of the partnership activities mediated by technological tools. The concept of communities of practice, on the other hand, enabled participants‟ progress to be analysed, as they went through the various transition stages of the capacity-building process. The thesis identifies the following four categories of challenges inherent in the implementation of virtual partnerships: infrastructural, institutional, cultural and individual expectations. It also emphasises the need for identifying the different transition stages corresponding to the levels of participation in the capacity-building process. The thesis recommends that the implementation of virtual partnerships for capacity building purposes in the SADC region must focus on: identifying the appropriate capacity building strategies at Abstract ii each transition stage; finding appropriate, light-weight virtual classroom solutions; identifying appropriate pedagogic models to suit available technology; addressing systemic tensions that can arise as a result of different institutional cultures; and developing and nurturing virtual communities of practice to ensure sustainability. - Description: Zambian copper mines have embraced the use of information technologies for strategic operations and competitive advantage. This dependence on these technologies has not only been seen in the physical aspects of business operations but also in the use of information systems such as Enterprise Resource Planning Systems (ERPs) for strategic decision making and increased usage of Industrial Control Systems (ICS’) that are meant to enhance operational efficiency in production areas. A survey was conducted to explore leadership perceptions on information security practices in Zambian copper mines and an ISO/IEC 27002 Audit Tool was administered to middle management in a particular mine for an in-depth analysis of their information security practices. Results revealed that although information security controls may have been put in place in these organisations, there are still areas that require attention. Senior management and middle management have different perceptions as to the extent to which information security practices are conducted in these copper mines. This implies that management may not be fully involved in certain aspects of these organisations’ information security practices. The results concluded that management needs to be fully involved and provide support for information security programs. Furthermore, these information security programs should be standardised so as to effectively protect these organisations’ information assets. This should also include the involvement of personnel as key players in the information security process.
