- Description: This research sought to analyse factors that affect media freedom at the South African Broadcasting Corporation using a descriptive research design and qualitative research methodology. Studies and media reports show that the South African Broadcasting Corporation is facing a myriad of challenges including woes related to media freedom hampering its mandate to inform, educate and entertain the public of South Africa. There is a dearth of studies conducted to understand the media freedom challenges at the South African Broadcasting Corporation. A qualitative approach was used in data collection, and in-depth interviews were utilised as instruments to collect data from participants. Non-probability sampling in particular purposive sampling method was used to select 4 directors, 4 editors and 4 journalists at the South African Broadcasting Corporation. Data was analysed using thematic analysis. The findings show that challenges facing the South African Broadcasting Corporation include poor legal environment as the broadcaster lacks support from government to implement effective policies to protect employees and create a media freedom environment to allow workers to carry out their work independently. The study found that the political environment in the South African Broadcasting Corporation at affects media freedom. Some political 0rganisations, influential individuals and entities are meddling in the operation of the broadcaster by trying to influence the narrative of the content broadcasted. The finding revealed that economic environment at the broadcaster is affects media freedom. The broadcaster is struggling financially resulting in poor income for employees, retrenchments, and inability to run approved programmes. In the context of constitution and policies, there is need for the South African Broadcasting Corporation to develop strategies that will specifically address both internal and external political, economic, and legal challenges it is facing if it is to be a high performing, financially sustainable, digitised national public broadcaster that provides compelling, informative, educational, and entertaining content via all platforms. , Thesis (MA) -- Faculty of Humanities , School of language Media and Communications, 2022

Demarcation of municipalities and service delivery capacity: a case of selected eastern cape municipalities

- Description: The study examines the relationship between demarcation of municipal boundaries and the capacity of a municipality to deliver services. The case of the amalgamation of Baviaans, Camdeboo, and Ikwezi local municipalities which has led to the establishment of the Dr Beyers Naudè Municipality in the Sara Baartman District Municipality in the Eastern Cape has been used to determine this relationship in this study. The amalgamation of these municipalities has led to the redetermination and dismantling of their boundaries and the establishment of the boundaries of the newly created and larger Dr Beyers Naudè Local Municipality. The study investigated whether the demarcation of municipal boundaries has, in this instance, enhanced the capacity of the municipality to deliver basic services. Organisational Theory was used to interpret the amalgamation of municipalities. This theory was used for the theoretical basis of organisational structure and highlighting the need for the alignment of organizational structure with the municipalities’ mandate, of effective and efficient service delivery. The study adopted a qualitative research method and employed a non-probability purposive sampling technique to select participants. Interviews were used for data collection. 38 participants were interviewed, namely 7 councillors, 5 municipal officials, 5 members of the ratepayers’ association and 21 members of the community. Mixed views were expressed by participants regarding the enhancement of the state on basic service delivery after the merger of the three local municipalities. Furthermore, the study did not find evidence of a feasibility study prior to the implementation of the amalgamation process. Subsequently, the study could not find conclusive evidence relating to the enhancement of the capacity of the municipality to deliver services after the redetermination of municipal boundaries. The study recommends, among others, that the demarcation of municipal boundaries should be preceded by an appropriate feasibility study and be done such that there is compliance with the relevant legislation, and it must also have an effective public participation. The study also recommends that the newly established Dr Beyers Naudè Local Municipality should focus on maintaining the service delivery infrastructure it has inherited from the merger of its three predecessor municipalities, enhance public participation in its programmes, and priorities community beneficiation as a critical aspect of its service delivery mandate. , Thesis (PhD) -- Faculty of Humanities, School of Governmental and Social Sciences, 2021

The level of poverty, and lack of basic resources has given way to inadequacies in many of the services available to communities. From improper infrastructure, to a flawed or lacking public education system. Past and future research into the inadequacies and inequity that exists in the public education system need to act as a catalyst to policy changes, and intervention implementations to solve the issues that continue to persist. This study focuses on the factors that influence the academic performance of learners in matric in King Williams Town. The importance of this research is to investigate the issues that negatively impact on the performance of Grade 12 learners at Breidbach High School. Further, the importance of this study is to share the findings of the research with community members as well as the Department of Basic Education with the view and hope that they will address these issues. The research question is: What are the factors influencing academic performance of Grade 12 learners at Breidbach High School in Breidbach outside King Williams Town? The research objectives are as follows: to investigate and highlight factors associated with poor academic performance in the participating high school at Breidbach in King Williams Town, to contribute within the anthropology of education, adding to an already existing body of knowledge, with specific reference to the participating high school in King William’s Town and to come up with the recommendations with the view of addressing some of the challenges faced by the participating high school in King Williams Town. - Description: Conflict management is about an intervention to help resolve a conflict, and to prevent any harmful outbreak through a process which encourages the interaction of different knowledge, skills and attitudes, towards effectively resolving conflict between people and organisations. The differences of opinion between the police and community causes issues of mistrust and disrespect and can be indicative of a fundamental conflict between them. This treatise explores the principles of conflict management in community policing. The study examines the different theories relating to conflict and the interdisciplinary perspectives on conflict management styles and how this literature relates to community policing. The study applied the interpretive paradigm as a qualitative design to understand the social reality experiences of participants in the empirical study of community policing and how they perceived the research problem; namely, the trust relationships between police officials and community members. A purposive sampling method was used and five Community Police Forum members and five former police officials participated and provided abundant and accurate data that assisted in answering the research questions and guided the researcher towards suitable conflict management tools for community policing. Coding procedures and thematic analysis were applied in the study to perform the data analysis. The findings suggest that utilising conflict management principles can be useful as a tool to manage conflict between the community and police; particular in gang and drug related crime areas. - Description: This study is located in Mlungisi Township of Komani in the Eastern Cape - where the aim was to closely examine the role played by this community to build and govern its public schools. The study selected the three biggest schools in the area to examine how the community’s involvement in them has surfaced from their founding up to the present times. The study found that through these three schools, this community managed, under apartheid, to take initiative by mobilising itself for self-development by building these schools and infusing them with a liberation curriculum that was required for the conditions of oppression and resistance at the time. This community in essence turned the intentions of Bantu education around by using these schools as sites of alternative education that was delivered by its own activist teachers to conscientise the student youth about community struggles. Black people in this community used these schools as emancipatory spaces to connect student struggles with community struggles to build community power. In the post-apartheid epoch, much of these traditions and levels of community participation have dropped because of new precarious economies and labour conditions that keep the adult population busy. As a result, present-day community participation is not as politically intentional as it was under apartheid. Theoretically, the study applied Paulo Freire’s Critical Community Pedagogy. Representations of trauma by three women writers from the global south

- Description: This study examines modalities of psychological trauma in selected works by three women writers from the global South: the Scottish-Sierra Leonean writer Aminatta Forna, the ChileanAmerican author Isabel Allende and Anuradha Roy from India. It aims to examine textual manifestations of complex and prolonged experiences of trauma and the ways in which literary forms facilitate such representations. Specifically, I am interested in multi-layered and interrelated forms of trauma which exceed the conventional, event-based conceptualization of trauma as an “overwhelming experience of sudden or catastrophic events” (Caruth 1996:11). 1 Such experiences include war, exile, extensive childhood sexual abuse, maternal bereavement and familial disintegration. I have selected three texts from each author’s body of literary work: Forna’s memoir The Devil that Danced on the Water: a Daughter’s Quest (2003) and her novels The Memory of Love (2010) and Happiness (2010), Allende’s memoirs Paula (1994), My Invented Country (2004) and Portrait in Sepia (2000) and Roy’s novels An Atlas of Impossible Longing (2008), Sleeping on Jupiter (2015) and All the Lives We Never Lived (2018). Some of these service delivery protests are violent in nature, resulting in the damage of public and private property. Therefore, it is imperative to scrutinize service delivery protests. Although South Africa has undergone social progression, large numbers in Afrikaner communities still live according to old, patriarchal norms. My perceptions of Afrikaner masculinity, informed by my cultural background, enforce patriarchy's functioning in some Afrikaner homes, allowing the development of rigid expectations of a male's self-expression. These mind-sets of what masculinity is do not align with my values, beliefs, and the visual presentation of my identity. With the application of autoethnographic inquiry in this practice-based study, I was able to analyse and interpret the nuanced discrimination against the performance of my male identity in an Afrikaner cultural context. I implemented autoethnographic and practice-based methods to respond to and challenge outdated and conservative views regarding the prevalence of Afrikaner masculine ideals and their negative implications. The contribution of the research practice is FYN BOI, a fictive persona constructed and performed by me. He represents a liberated facet of my identity whose reaction is rejection against the Afrikaner cultural opinions of me, and in turn, is fuelled by the criticism to provoke further and challenge these views. The conceptual garments created are considered his wardrobe, which he uses in his self-expression online. With this unconventional approach to a fashion study, disseminating the research practice online instead of a physical exhibition allows for the study to be accessed to audiences beyond academia's domain. The present study was conducted in Buffalo City Metropolitan Municipality, which is located in the Eastern Cape Province of South Africa. The chosen case study is characterised by high unemployment and poverty. Thus, this study explored the role of LED strategies in alleviating poverty within the municipality. The study adopted a qualitative research methodology with the use of a case study research design. Data was collected through interviews with LED officials within the municipality and analysed through thematic analysis. The study findings showed that in as much as the BCMM is characterised by poverty, it strives to alleviate poverty through employing various LED strategies such as agriculture, tourism, Small, Medium and Micro Enterprises, and the Metro Growth and Development Strategy. The findings also revealed that the municipality is confronted with a myriad of challenges that hinder effective implementation of these strategies. If the strategies are effectively implemented, the study participants argued that it will result in job creation, income generation and skills development. The challenges include limited resources, lack of investments, lack of skilled personnel and lack of connectivity. The study recommends infrastructure development, establishment of mechanisms to attract investments and focusing more on building capabilities. The municipality should also implement more LED strategies as well as engage in more partnerships. Public participation has become a key aspect of South African planning and is a recurring theme in several legislative and theoretical documents. Public participation is a principle that is accepted throughout all spheres of government. It is important because it is the only method whereby government can gain a sense of the needs and aspirations of the various communities. With specific reference to municipalities, public participation is enhanced through the establishment of ward based planning. The Port St Johns ward based planning process has not only been an opportunity for households and communities to contribute to the integrated development plan (IDP), it has also provided them with access to information. This is the first step towards re-skilling our people to participate in the knowledge economy. The ward based planning process provides a link between municipal level planning and delivery and activities at ward level. Port St Johns’ ward based planning process is the vehicle for entrenching participation in the IDP in order to maximise co-ordination and synergy between priorities and municipal programs. The main objective and aim of the study was to advance recommendations that may be adopted as solutions to Port St Johns’ municipal management for improving a strategy for the public to participate in municipal activities. In conclusion, this study found that community based planning does influence the municipality’s integrated development plan but its effectiveness lies in proper planning and giving it the attention it deserves as one of the tools to be used to improve public participation in the affairs of the Port St Johns Municipality.

In addition, the study explored the role of auditing in the functioning and performance of municipalities. NMBMM public officials and political office-bearers are expected in terms of Chapter 7 of the Constitution of South Africa Act 108 of 1996 to promote the general welfare of the community by meeting its needs, expectations and demands. The qualitative (non-empirical) research methodology followed in the study was based on a desktop approach. The annual documents reviewed to answer the research objectives were the Consolidated General Reports on the Local Government Audit Outcome and the Reports of the Auditor-General to the Eastern Cape Provincial Legislature and the council on the NMBMM and its municipal entity for the financial period 2015/2016 to 2019/2020. The problem was that the NMBMM did not obtain a clean audit opinion during this period. The study findings indicated that the main contributing factors that prevented the NMBMM from improving governance, service delivery and obtaining a clean audit outcome were as follows: poor management of accounting practices (financial management); inadequate financial statements and performance reports; a lack of adherence to predetermined objectives and legislation; and unauthorised, fruitless, wasteful and irregular expenditure. To attain a clean audit outcome, NMBMM municipal officials and political officebearers need to perform their mandated duties diligently and overcome the challenges that have barred them from obtaining an unqualified audit opinion. Such an endeavour would be consistent with the Operation Clean Audit (OPCA) campaign, which was introduced by the former Minister of Cooperative Governance and Traditional Affairs, Sicelo Shiceka, in 2009. In other words, the NMBMM must improve its governance and service delivery because a municipality without good governance lacks accountability, which has a direct negative impact on the delivery of services to its communities. The performance of Sport and Recreation South Africa has not been commensurate with the aims and objectives of the EPMDS system, as the results are not yielding the best outcome on this system. This study sought to investigate whether the EPMDS contributes to improve performance of the employees and that of the entire organisation in SRSA. It would examine whether the employees do get feedback on their performance after the performance assessment period. The study would establish whether those employees who under-performed do get remedial interventions like training, coaching, mentoring and development on the competencies they lack; so that their performance is improved. The study also sought to determined the perception of the employees regarding the effectiveness of the Performance Management and Development System in SRSA Knowledge of employees' perceptions of the performance management system will assist management to implement such a system more effectively. The findings of this study indicate that managers use performance management as a tool to control and discipline subordinates, whilst subordinates use performance management as a means of getting extra money through performance bonuses. This could be the reason that performance assessment period is viewed as a period of high tension between supervisors and subordinates. The main recommendation on the basis of this finding is that there should be a regular and thorough training of officials at all levels within SRSA about the EPMDS and how it influences productivity. Other additional recommendations include, inter alia, that the identification of gaps on unsatisfactory performance should be made immediately after each performance period. Remedial interventions to address those gaps like training, retraining, coaching and counselling should be formulated, agreed upon and implemented.

The three novels under study capture a great deal of Zimbabwe’s history, spanning from the colonial era as depicted in Nervous Conditions, through the period before and after independence in The Book of Not, to the contemporary post independence Zimbabwe in This Mournable Body. Reading these three novels and analysing their depiction of historic events is important as they cover significant and contested epochs in Zimbabwean history, making it possible for us to examine the intersection between history and literature. The three novels under study capture a great deal of Zimbabwe’s history, spanning from the colonial era as depicted in Nervous Conditions, through the period before and after independence in The Book of Not, to the contemporary post independence Zimbabwe in This Mournable Body. Reading these three novels and analysing their depiction of historic events is important as they cover significant and contested epochs in Zimbabwean history, making it possible for us to examine the intersection between history and literature. A qualitative research approach was used to collect the responses of 10 participants. These included eight women, one man and one traditional healer registered within the Traditional Healers Association of South Africa. The interviews had been semistructured with open-ended questions pre-set to help the researcher guide the conversation. Conversation analysis was the technique used to transform the information into research data that would attempt to answer the research question. The question this research attempted to answer was to form an understanding of how information and education resources provided by both Western and Traditional sources, including their availability and accessibility with regards to female sterilisation, as a form of contraception, have been understood, received and interpreted by adults residing in the research area of Gunguluza township. Gunguluza forms part of the area formally known as the Kwanobuhle 10 and Kwanobuhle 11 respectively. Some limitations, including limiting resources that resulted in only 10 participants being interviewed. The results had shown that participants had shown interest in acquiring more knowledge about female sterilisation and other reproductive health issues, in order to make informed decisions about their bodies, with contraceptive choice and use in particular. Most felt the need to engage with their partners about the choice of sterilisation largely due to the support they would need. With regard to traditional health as an alternative or interchangeable method of contraception, participants had very little knowledge of, with some expressing some importance and relevance in acquiring such knowledge, in a modern context. These findings came with sets of recommendations which placed an emphasis on the building of indigenous knowledge and its inclusion in formal spaces for open engagement and discussion. Traditional knowledge needed to be transferred from an oral to being documented into literature for future preservation and to eliminate any distortion. There was a gap for formal western medicine to collaborate or accommodate traditional medicine. In addition to allocating teaching staff, the PPM allocates the School Management Team (SMT) to each school. The outcome of the PPM formula is called the Post-Provisioning Norm (PPN). The implementation of the PPM has presented various challenges in the management of public schools. The primary aims of this study were to investigate any possible weaknesses of the PPM and to critically evaluate and explore school managers’ views of the PPM in the management of public schools. For the purposes of this study a probability sampling procedure was used. The participants were chosen from the principals within the Department of Education in Amathole East District. The literature review undertaken and the field research findings in the fourth chapter revealed that there is a gap between the ideals of the PPM and its implementation. It was found that there was a poor understanding of the technical aspects of the PPM formula among senior managers of public schools. There is evidence of equitable quantitative distribution of posts through the PPM. However, it was discovered that the PPM does not take into account the distribution of qualified educators. Hence, some of the allocated posts in public schools were often filled by under-qualified or non-qualified staff. The appointment of qualified educators was skewed. Further findings of this study revealed, amongst others, the inability of the PPM to provide for and promote the needs of a diverse curriculum in rural areas, and the inability to factor in and balance the variable that some public schools raise more money in school fees, which enables the advantaged schools to employ additional educators. His music is a reflection of his Xhosa heritage, and is internationally recognised. While there have been discussions of Ndodana-Breen’s individual works, the current available literature does not sufficiently investigate his compositional style. This treatise aims to address this. To determine Ndodana-Breen’s compositional style, the techniques and practices he uses in his works are investigated. This is achieved by deconstructing the compositional elements, and musical techniques and practices he employs in his compositions. They are then investigated through the use of thematic analysis and fragmentation, and are viewed through the lens of polystylism and postcolonialism. Ndodana-Breen’s composition Rituals for Forgotten Faces is used as a case study. The results of this investigation show that Ndodana-Breen, through the use of strong rhythms, light textures and simplicity in writing, creates a unique Africanness in his compositions. This Africanness overcomes the Eurocentric sound traditionally found in Western Classical composition. Furthermore, these findings suggest a hybridity of polystylistic elements found in Ndodana-Breen’s music, that could potentially be found in the works of other African musicians that are trained in Western Classical composition. - Description: The democratic legitimacy of African executives has been called into question substantially over the last decade. Using the Democratic Republic of Congo (DRC) as a case study, this evaluative research seeks to analyse how African executives and political elites continue to play a crucial role in inducing civil unrest and electoral violence. For African democracy to develop, there must be enforced resolutions to eradicate issues facing both procedural and substantive democracy on the continent. This research examined electoral violence and unconstitutional acts that aggravate electoral system abuse and diminish the consolidation of democracy in sub-Saharan African states, in particular the DRC. A specific focus on the leadership of Joseph Kabila in the DRC forms the case study component of this research. In 2016, elections were postponed in the DRC and the DRC’s constitutional court interpreted Article 70 and Article 73 of the constitution in a manner that allowed President Kabila to remain in office until a newly elected president was installed. The court’s ruling and interpretation of Article 70 and Article 73 was an attempt to avoid a power vacuum. The study evaluated the components that trigger the escalation of electoral violence in Sub-Saharan African states. The study reports on different contributory factors, including but not limited to, the impact of predatory and rent-seeking leadership towards electoral manipulation; and the effect of patron-client relations on democratic institutions. Even though elections are not the only indicator of democracy stability in a state, this study demonstrated how electoral violence threatens the consolidation of democracy in sub-Saharan African states, in particular the DRC. In examining electoral violence, a desktop analysis method, which was used in the study, involved the collection of data from existing resources in order to provide a more critical lens to understanding electoral violence in the DRC. - Description: This project scrutinises and examines the important role played by A.C. Jordan in the struggle for liberation of the African people in South Africa. The main objective of this research is to unveil and expatiate the extent to which A.C. Jordan used the African custom and culture to fight the oppression of blacks by whites in his novel, Ingqumbo Yeminyanya. In this book he highlights the conflict between Western Culture and Education, and African customs and tradition. Whilst at the same time showing the superiority of the African culture over the Western values and tradition. This raises the ire of the white folks like Shepherd, the editor. It led to Shepherd's refusal to publish this novel, causing a two- year delay in the publication of this book. The book was supposed to have been published in 1938, but was published in 1940. Literary experts in all aspects of literature generally, have commented extensively on the book of A.C. Jordan, Ingqumbo Yeminyanya, analysing the book from its original isiXhosa version, to its English, Afrikaans and other translations. To a great extent, past and current research by literary experts puts special emphasis on Jordan as a well renowned writer of note and well acclaimed academic who has made tremendous contribution in the development of African literature. However, very few of these experts delve into Jordan's political activity and involvement in the fight against oppression and liberation of the Black's in South Africa and abroad. Mda (1991:1) concurs with this notion. His (Jordan’s) contribution in the literacy and educational fields have, I venture to say, been adequately portrayed. It is his political life that has not been fully addressed Mda says that literature does enough to portray Jordan in many aspects in which he excelled but not enough is done in the political aspect. Therefore, this research endeavours to contribute to the few already made about Jordan's political activism and the valuable contribution he has made in the fight for liberation of the African people. The methodology used in the study is descriptive, investigative, interpretative and analytic with the aim of illustrating the views of the author on the book in question. This makes it easy for the researcher to elucidate her objectives of the study on the theme of Jordan’s novel. Marxist theory as developed by Antonio Gramsci, and other theories related to it have been employed as the framework of this study. This theory has been chosen since it proved to be more relevant to the objectives of the study. The findings of the study reveal that A.C. Jordan has been very much vocal in addressing political issues of South Africa during his time, using both African custom and culture in his novel. The findings also indicate the vital role played by Jordan in the struggle for the freedom of South Africa. Recommendations are that Jordan deserves to be awarded like any other politician of his calibre, who displayed commitment and loyalty in the liberation struggle.
