- Description: The research seeks to assess the efficacy of the oversight role of portfolio committees of Parliament with specific reference to the Portfolio Committee on Public Works between 2010 and 2015. The Portfolio Committee on Public Works has an overarching oversight role over all infrastructural and maintenance services rendered by the Department of Public Works. The Department of Public Works fulfils a pivotal function in the infrastructural and maintenance service rendition to all departments in the executive. This function overlaps on provincial and local government spheres. The researcher dwells much on the capacity and competency of members of portfolio committees and support staff in their use of oversight tools, inclusive of the Theory of Change, Monitoring and Evaluation, Budget Cycle Model, Public Sector Oversight Model and Logical Framework when conducting oversight within a financial year. The critical point that was noted was the inadequate time allocated by the Joint Programme Committee for committee oversight and the inadequate capacity of members and support to apply the instruments designed for effective and efficient oversight. The dearth of application of appropriate instruments for oversight is exacerbated by the proliferation of executive government departments, which stretches the work of the Portfolio Committee of Public Works without stretching the resources. The research methodology used included data collection using questionnaires and interviews as instruments for assessment. Questionnaires were distributed to all Whips of all parties in Parliament. A sample size was measured from the total number of members of Parliament less ministers and their deputies and officials. The sample was fifty members. After analysis of the data, it transpired that the responses on the questionnaires gave a convincing result confirming some assumptions that triggered the research. The researcher arrived at conclusions and thereafter suggested recommendations. The research reflected on weaknesses and achievements of the portfolio committees in their oversight role and stressed the importance of the application and use of oversight-related tools and models in order to achieve best practices for developmental results.

For quantitative aspect of the questionnaire data was analysed using descriptive and inferential statistics. Three instruments were employed to collect data in the study, the questionnaire, semi-structured interview and document analysis. The research showed that the training failed to teach what successful performance is, as expected, among others. The study also indicated that EMS PMDS is not assessing employees’ performance accurately. The results showed that no discussion on ways of improving performance is made where performance has not met minimum standards. The study recommends education and adequate training of departmental employees as well as monitoring and evaluation of the process.

This study investigated the energy struggles and survival strategies of informal businesses in Duncan Village to conduct business. The study has also presented major reasons why low income households in Duncan Village are involved in the informal sector business. Literature review and study findings reveal that low income households join the informal sector not by the desire and choice but rather as a survivalist strategy to earn a living; moreover, poverty and unemployment drives people to join the informal sector in an attempt to generate income for a livelihood. This study also laid more emphasis on the challenges faced by the informal business operators in Duncan Village, which include among others, lack of access to financial resources, clean energy, designated structures (shelter) to conduct business, harassment and confiscation of their commodities by municipal and government officials such as metro police. The study used a Qualitative method where structured interviews and focus group discussions were used to collect data. Participants who participated in the study were selected using purposive sampling. A sample size of 40 participants was selected to participate in the study. This included 30 informal businesses that rely on energy to do their business; and 10 municipality administrators from Buffalo City Metropolitan Municipality. Data was analyzed using a content analysis method. Description of the study location, population dynamics, ethical consideration, limitations of the study has equally been presented. The study findings reveal that the informal sector continues to be ignored and excluded from inclusive policy reforms and support by government; this is despite its potential in contributing immensely in the local and national economic growth and development. The study recommends that government needs to restructure its policies and start focusing on investing in inclusive growth by empowering poor or vulnerable people to actively participate, in growing the economy through selfstanding businesses that will create employment opportunities and reduce poverty. There is also need of a broader reflection on the impact of the government‘s ―safety net package which can be done by assessing institutional arrangements in BCMM

A longitudinal investigation into employability : student transition and experiences from tertiary education into the labour market

- Description: Orientation: Several policies have been formulated by the government to redress the inequalities of apartheid. However, the policies have not yielded any positive results as many graduates from Historically Disadvantaged Institutes (HDIs) continue to struggle in the open labour market as compared to graduates from Historically Advantaged Institutes (HAIs). This has been mainly attributed to the legacy of apartheid in several previous studies. As a result, most of these previously disadvantaged individuals (mostly Black Africans) struggle to make the transition from higher education into the world of work. Research Purpose: This study thus explores the journeys of these Black African students from HDIs to understand the transition and experiences from tertiary education into the labour market. Further, the research sought to understand how these transitions and experiences manifest in a context of high unemployment. Finally, the resolution tactics used by students in such a context are given attention. Research approach, design and method: A longitudinal qualitative approach was deemed appropriate for the study as the aim was to understand the changes that occurred over time. The data was collected over a two-year period. A narrative inquiry was utilized as it allowed the participants to share their perceptions without limitations. A total of 30 participants partook in the study. The participants were selected using a purposive sampling to ensure the right participants were involved in the study. The main criteria for selection to participate was that the participants had to be enrolled with a HDI. Main findings: The narratives of the participants led to the formulation of six main themes that were regarded as affecting the transitions and experiences of the Black graduates from HDIs; namely, (1) socio-economic background, (2) education system, (3) labour market experiences, (4) geographical location, (5) social capital and (6) student resolutions to the challenges of employability. A previously disadvantaged background resulted in the participants being recipients of poor education quality, no social networks or information to navigate the labour market and limited access to the labour market due to secluded residential areas. Subsequently, most participants were unable to take responsibility of enhancing their own employability. Contribution: It is not the sole responsibility of the higher education institutes to produce employable graduates, but it's a process that should also involve government, students and employers. As long as the social inequality remains an issue in the country all the efforts to improve employability and transition into the open labour market will be in vain. Furthermore, employers must work together with higher education institutes by offering programs such as internships and career expos to enhance the employability of the graduates. A Graduate Transition Model (GTM) is suggested based on the findings of this research.

Extensive research in Information Systems (IS) has explored trust and how it affects clients’ selection of different IT artefacts. Literature found trust to be a key determinant of technology use and an accelerator of understanding user perceptions regarding technology. Users’ perception of a technology’s characteristics influences their initial decision to adopt it; they are less likely to try the technology once they perceive significant risk linked to the technology exploration. The study focused on trust in relation to adoption of mobile applications (apps) for self-management of diabetic treatment regimens. The aim was to identify factors that should be incorporated in these apps to positively influence user perception of trustworthiness for enhanced adoption. According to extant literature, there are a myriad of apps which are available and ready for use, but diabetic patients are not maximising these opportunities to actively participate in managing their conditions. This is in spite of the numerous benefits accruable from using these apps to aid treatment regimens away from clinical settings or with minimal involvement of health personnel. This work is a qualitative study that investigated the reasons behind the low levels of trust in mobile applications for self-management of diabetes. The research design involved a survey and the study employed interviews for primary data collection. Twenty participants were engaged in the intervention. Some of these respondents were diabetic patients on treatment and others were health staff specialising in diabetes treatment. The participants were asked to download and try, for one month or more, the Diabetes:M app from Google play store for android devices or from iTunes for IOS devices. Thereafter, interviews were held with the participants to investigate their perceptions of the diabetes management app. Based on the outcome of the investigation, the researcher put forward a model proposing the attributes of trustworthiness of diabetes self-management mobile apps for enhanced adoption. Research findings showed that the apps for diabetes self-management should be usable, possess sufficient functionalities, give accurate information for decision-making, be reliable, and secure in order to enhance the trust of diabetic patients.

- Description: This research study assessed the implementation of the Integrated Development Plan and sustainable development in Mangaung Metropolitan Municipality. The study intended to achieve the following objectives: i) to identify factors affecting the provision of dwelling units in the Mangaung Metropolitan Municipality and their effect on sustainable development in the Mangaung Metropolitan Municipality; to assess the perceptions of the municipality and the community on the role of the IDP as a tool for development; iii) to suggest strategies that can be adopted to improve IDP implementation for sustainable development in the area. The literature reviewed in the study was drawn from several researchers. The sustainable development theory, the incremental planning model and the rational planning model underpinned the study. Although three theories were used, the sustainable development theory was the major theory adopted in this study. The mixed research methods are used to collect the primary data for this study. The use of both quantitative and qualitative methods is deemed most appropriate for this research study, as most researchers regard them as best methods in answering the research questions. The use of mixed methods has the assumption that both approaches can complement each other and help in avoiding unnecessary shortcomings. Since the study collected both quantitative and qualitative data, an interview guide and questionnaires were used. Interviews were conducted with three (3) municipal officials as well as (2) councillors from Mangaung metropolitan municipality (MMM), whereas questionnaires were distributed to (90) community members. The analysis of the study made the following conclusions about the IDP implementation and sustainable development in Mangaung metropolitan municipality. Firstly, there is satisfactory majority understanding among the participants regarding Integrated Development Plan and its related processes. The respondents have a common view that the IDP is a key tool that buoys development and that continued implementation challenges halt every form of development within the municipal area. Secondly, there is implementation of the IDP in Mangaung metropolitan municipality (MMM); nevertheless, the extent of implementation has not had the anticipated effect on the general populace in communities, given the ineffectiveness and inefficiencies in resource utilisation. Thirdly, it was also discovered that the municipality currently has serious housing backlogs that have brought auxiliary challenges thus impeding developmental efforts of MMM. Fourthly, the study also concluded that the causes of housing backlogs are: apartheid legacy, influx of foreign nationals, lack of oversight monitoring, heightened poverty, corruption, poor governance, insufficient budget, ineffective IDP implementation, urbanisation, natural population; unemployment and lack of capacity and skills can be regarded as the major contributors to housing shortages currently plaguing MMM. Thus the study recommended that an oversight, monitoring and evaluation policy, good governance, public participation, utilisation of PPPs and implementation of environmental management policy will go a long way in enhancing IDP implementation towards attaining sustainable development in the Mangaung metropolitan municipality.

- Description: This research study assessed the implementation of the Integrated Development Plan and sustainable development in Mangaung Metropolitan Municipality. The study intended to achieve the following objectives: i) to identify factors affecting the provision of dwelling units in the Mangaung Metropolitan Municipality and their effect on sustainable development in the Mangaung Metropolitan Municipality; to assess the perceptions of the municipality and the community on the role of the IDP as a tool for development; iii) to suggest strategies that can be adopted to improve IDP implementation for sustainable development in the area. The literature reviewed in the study was drawn from several researchers. The sustainable development theory, the incremental planning model and the rational planning model underpinned the study. Although three theories were used, the sustainable development theory was the major theory adopted in this study. The mixed research methods are used to collect the primary data for this study. The use of both quantitative and qualitative methods is deemed most appropriate for this research study, as most researchers regard them as best methods in answering the research questions. The use of mixed methods has the assumption that both approaches can complement each other and help in avoiding unnecessary shortcomings. Since the study collected both quantitative and qualitative data, an interview guide and questionnaires were used. Interviews were conducted with three (3) municipal officials as well as (2) councillors from Mangaung metropolitan municipality (MMM), whereas questionnaires were distributed to (90) community members. The analysis of the study made the following conclusions about the IDP implementation and sustainable development in Mangaung metropolitan municipality. Firstly, there is satisfactory majority understanding among the participants regarding Integrated Development Plan and its related processes. The respondents have a common view that the IDP is a key tool that buoys development and that continued implementation challenges halt every form of development within the municipal area. This study employed a mixed method research design involving both quantitative and qualitative strategies. For the qualitative strategy, data were gathered using in-depth interviews and document reviews; and for the quantitative strategy, questionnaires were used in which the relationship of different variables for the study were statistically analyzed using the SPSS Version 22. In the overall, the study evidences show a strong pressure of support at government level in terms of formulating policies, laws and regulations to back up performance management system to improve performance quality service delivery, but there is less support in public organizations levels. It became clear that many problems still make PMS effectiveness not pragmatic: Political interferences to management of public organizations, government bureaucratic procedures in amendments of outdated laws, inflexible scheme of services important for rewards and incentives and the use of manual voting system for good performances are among problems that the study identified. Furthermore, evidences have shown that a top-down management approach bottlenecks the overall implementation of performance enhancing tools for performance management system effectiveness. There is lack of workers’ participation and ownership of tools such as, strategic plans, client service charters and open performance reviews and appraisal system and the general system, and thus becoming hard to implement it in the public organizations. The study suggests practical initiatives by the government to establish highly strict quality service delivery satisfaction tracking system to allow both employees and citizens to evaluate internal and external performances of the public organizations. The findings upheld vulnerability of PMS to improve performance and service delivery, and therefore more attention and adherence to principles of performance management and laws that are biting to issues of underperformances are imperative.

The dependant variable in the research was the school performance and the independent variable is the good leadership. The questionnaire was analysed quantitatively from a total key respondent of 45 leaders in the different schools.15 school educational leaders were interviewed and analysed qualitatively using thematic analysis. Research findings indicated that there is still male domination in school leadership positions over females. The leadership composition is 53percent males and 47percent females in Eastern Cape. School leadership positions are, in general, held by long serving members who are former teachers with a higher degree of seniority than the young school leaders. This is typical of traditional Xhosa societies dominated by elders in decision making. 73percent of the responses show a democratic leadership style when investigating how school leaders manage schools. The second most common leadership style is situational at 66percent, and the least prevalent management style is autocratic, which includes less than 10percent of the respondents. 60percent of the schools are performing and 40percent are underperforming, but overall there is good leadership in schools despite very poor results evidenced in the past 5 years. The research shows a strong correlation between the schools that had good performance and those that had good leadership in which the dominant leadership style was 'bureaucratic' and 'situational'. The schools that had poor results that were underperforming also showed trends of poor leadership.

Findings from previous literature revealed that there are constraints faced by the Amathole District Municipality (ADM) Local Economic Development (LED) Managers in implementing SMME strategy. The study confirmed some of the operational challenges were due to incompetency among the municipal managers, and lack of clear understanding of the implementation of SMME strategy used to support grow and development of SMME in the Amathole District. This study provides effective solutions to the identified challenges and impact as well as strategies to be adopted in order to alleviate poverty and provide job opportunities to the local communities. The implications of the findings are that unless the barriers named above are resolved, poverty and unemployment will continues escalating, communities will continue receiving and experiencing poor service delivery in the ADM and thus, would undoubtedly lead to poor economic growth and development. Management of the municipality must ensure that qualified ADM Managers are permanently employed and allowed to partake in the implementation of SMME strategy and community participation should be well encouraged as well as embarking on effective implementation of SMME strategy that would create an enabling and conducive environment for the small firm enterprises.

This was motivated by a number of factors such as satisfaction issues in the area of Human settlements and the issues that continue to hinder the effective delivery of houses such as availability of land, the willingness of the beneficial to relocate to the allocated houses. South Africa is in its 24 years of democratic dispensation, the human settlements continue to be the thorn in a flesh in the government effectiveness. The existing legislation on the housing development serves as the cornerstone of development, housing theories also continue to be the guiding principles under which the development can flourish if followed to the latter. It is evident that, the democratic government in the country has delivered millions of houses to the beneficiaries, thus restoring dignity to many. However, there has been significant backlog of over 2.1 million houses. This is based on the housing waiting list available with the various Local Municipalities and the respective provinces department is Human Settlements. The objectives of the study was taken into consideration in ensuring congruence with the study aim. The objectives are stated below is to evaluate the application of Human settlement programmes, policy imperatives, implementation and practice in South Africa by means of the case study of the Reeston project in the Eastern Cape. The following objectives are set for the study: To analyse the policy and institutional framework guiding the establishment of state-assisted human settlement projects in the country. To analyse the level of execution in the selected human settlement projects in the Buffalo City Metropolitan area reflected the policy and institutional framework for the establishment of state-assisted human settlements. v To ascertain the beneficiaries’ narratives about the projects (and the overarching policy/institutional framework), and what socio-cultural and/or economic factors, if any, mediate those narratives. To detail the socio-economic conditions and livelihood strategies of Reeston Human settlements residents. The study took the combined method of research, being the qualitative and quantitative research method. The choice of a research approach is guided among others by three main aspects: the research problem, the researcher’s experience and the audience at whom the research is directed. A mixed approach method has been employed for this study, because as several authors confirm, this is how to get the best out of both the qualitative and quantitative approaches. The evaluation took the analysis of the Duncan Village, looking at the transition from the informal settlements to the Reeston Housing development in the Eastern Cape Province. Respondents were visited in their places of comfort where they were able to express themselves so that the researcher can be able to retrieve more information in this regard. The findings of the research revealed the level of satisfaction, dwelling attributes, neighborhood issues, environmental issues for consideration in the housing development as a form of dwelling. The study contributes significantly to the body of knowledge as it provides solution to the provision of housing development in South Africa, especially the Duncan Village as a prime site for development for Buffalo City Metropolitan Municipality. The study presents a new model for developing houses in the informal settlements without relocating the beneficiaries from their area of comfort. Thematic analysis of the interview findings revealed the limitations undermining the extent to which the allocated fiscal resources are able to influence the achievement of the desired positive educational outcomes and these are linked to poor school financial management, poor planning and budgeting, poor school governance and corruption and theft of funds. The other limitations that mar the effective performance of certain schools to achieve the desired educational outcomes were also noted to arise from the shortage of teachers for critical subjects, poor motivation of teachers in rural areas, poor learners’ welfare and poor infrastructure. To respond to these challenges, it is argued that the OR Tambo District Department of Education must develop special fiscal packages for teachers in the rural areas, develop special fiscal packages for teachers of special subjects such as science and mathematics, invest in the educational infrastructure and facilities, and proactively develop school managers. Future research can explore a framework for monitoring and evaluation of the effects of educational fiscal grants on the performance of schools and learners.

In order to assess whether SMMEs had the capacity to create employment opportunities in the Eastern Cape Province. This study investigate on how SMMEs plans to provide employment opportunities, also examine whether SMMEs has created any employment opportunities thus far in the Eastern Cape Province. The study used David Birch (1979 and 1981) Kerr, Wittenberg and Arrow (2013), theories to assess whether SMMEs had the capacity to create employment opportunities in the Province. The study adopted a mixed methods approach in order to assess SMMEs as a tool for employment creation in its various dimensions. The results of the study reveal that Small, Medium and Micro Enterprises do not necessarily generate substantial employment. Therefore, the study recommends that the government should provide more financial support for SMMEs, organize entrepreneurship workshops, seminars and training workshops, which could improve their business operating skills as well as provide easy access to loans.

The creation and development of PS legislations and policies to regulate the PS took place. The PSC in 1999 was developed to monitor and steer the operation of the PS. The main objective of this study is to assess the Public Service Commission (PSC) in promoting the professional and ethical environment in the Public Service (PS). The PSC is an independent and impartial body or institution which is mandated by the Republic of South African Constitution of 1996 (Act No.108 of 1996), Public Service Commission Act and the Public Service Act. Chapter ten of the Constitution gives PSC a mandate to ensure that the egalitarian values and principles governing public administration are maintained by government departments, organizations, parastatals and administrations providing the PS, where in this study focus on the promotion of ethics. The methodology used in this study is qualitative research methodology. The study used desktop research where by a data was collected using books, journal articles, academic papers, online information and media reports. The findings of this study highlighted that non-compliance to rules and regulations, lack of policy implementation, limited financial and human resources are still the major problems facing the South African Public Service (SAPS). However, the study recommends that, the PSC must work closely with government departments, promotion of ethics workshops and conferences. In a nutshell, the PSC could improve by developing and regularly reviewing policies, procedures, practices and institutions influencing ethical conduct in the public service.

The realisation of the impact teachers’ confidence has on mathematics performance requires an investigation based on multilateral measures of teacher confidence. The purpose of this study is to investigate and analyse the impact of teacher abilities on student’s performance on mathematics in South Africa, this will be realised through an analysis of teacher confidence as the main variable and teacher qualifications, teacher characteristics and socio economic status as controlling variables. The study employed Trends in International Mathematics and Sciences studies (TIMSS) 2011 cross sectional data for South Africa. Descriptive statistics, inferential statistics and the Ordinary Least Squares (OLS) econometric technique were employed in analysing the data. The empirical results revealed that majority of South African teachers rated themselves highly confident but showed no significant impact in the performance of students. This implies that South African teachers who produce poor student’s performance are not open about their lack of confidence in teaching mathematics. However, from the student’s perspective, teacher confidence showed a strong impact on students’ performance in mathematics. The third findings were that, teachers who are happy as educators do not have a significant impact at all. The empirical results also revealed that teachers who felt they wee being allocated more than enough time to teach mathematics showed a strong negative relationship with student performance when compared to teachers who felt otherwise. The findings from the study imply that an open policy should be encouraged in which teachers are encouraged to openly express their views and any shortcomings. This will make it easier to identify the best intervention strategy on helping the teachers. Based on the findings again, it is encouraged that periodic training of mathematical teachers be encouraged. This is likely to boost teacher’s confidence and improve the mathematical results in the country.

The quality of human resources is vital in a public institution, particularly in institutions that are meant to service communities by providing sustainable basic services. Amongst the concerns raised at a municipal level are the lack of professionalism and the required competency and capacity amongst the workforce that must perform the actual duties of servicing the local communities. This study was aimed at identifying and analysing human resource development and human resource management policies, strategies and needs in line with the current circumstances and conditions at a particular municipality. A series of challenges (that a number of community members, newspaper articles, community leaders and both the Mpumalanga Provincial Government and other spheres of government raised and complained about) prompted this study. Constant complaints are leveled against municipalities about appropriate and well qualified candidates being overlooked for employment opportunities at the expense of nepotism, cronyism and blatant corrupt activities. This study is a combination of both quantitative and qualitative methods. In line with the quantitative method of generating and assembling information, the researcher used the judgement sampling method. Questionnaires were administered to collect quantitative data while primary data was collected via interviews. Data was obtained from 45 participants in Thaba Chweu Municipality. The findings show that the majority of respondents (in the form of percentages) spoke against the capacity of the officials. A smaller percentage spoke in favour of the availability of capacity. These respondents stated that municipal officials have the required skills and capacity to perform their duties. Furthermore, the study found that there was inconsistency in the implementation of council resolutions and interference in administrative matters. These factors compromised achieving the objectives of the municipal strategies and policies. The study recommends that the municipality ensures that the human resource management and development departments are consonant with current and modernised needs and that delegations to line functionaries are properly assigned and documented.

Consequently, researchers have a growing interest in understanding knowledge management and its effects on various phenomena within an enterprise. Although SMMEs are tipped to be major providers of employment, innovations and economic growth, it is important that they be investigated in light of factors that influence their sustainability and growth. Notably there is evident lack of research exploring the relationship among absorptive capacity, knowledge management and innovation capabilities from a South African perspective as many of the related studies are concentrated in the developed world. The purpose of the study was to investigate the effects of knowledge management on innovation capabilities in SMMEs with focus on the Buffalo City Metropolitan Municipality. South African SMMEs are experiencing worrying failure rates, whilst on the other hand; knowledge management is credited with organisational success. This trend has presented an opportunity to test how knowledge management affects South African SMMEs innovation capabilities. Above this, the increasing value being attached to SMMEs in solving problems, such as unemployment and trade imbalance have attracted interest as a subject of research. A quantitative research approach was followed in carrying out this study. Descriptive and inferential statistics were performed to answer the research questions of the study. The respondents (n=280) were SMMEs representatives for SMMEs operating in the Buffalo City Metropolitan Municipality. Findings of the study revealed that absorptive capacity exerts positive a effect on the innovative capabilities of SMMEs the same way knowledge acquisition and knowledge sharing were found to have positive statistically significant on the innovation capabilities of SMMEs. The findings also show that knowledge sharing and knowledge acquisition exerts a positive effect on SMMEs innovative capabilities. Findings from the study could assist various practitioners directly or indirectly involved in business development to develop strategies that improve SMMEs growth and sustainability. These practitioners include strategic management researchers, policy makers, SMME owners, managers, and lecturers.

The purpose of the study was to investigate the effects of knowledge management on innovation capabilities in SMMEs with focus on the Buffalo City Metropolitan Municipality. South African SMMEs are experiencing worrying failure rates, whilst on the other hand; knowledge management is credited with organisational success. This trend has presented an opportunity to test how knowledge management affects South African SMMEs innovation capabilities. Above this, the increasing value being attached to SMMEs in solving problems, such as unemployment and trade imbalance have attracted interest as a subject of research. A quantitative research approach was followed in carrying out this study. Descriptive and inferential statistics were performed to answer the research questions of the study. The respondents (n=280) were SMMEs representatives for SMMEs operating in the Buffalo City Metropolitan Municipality. Findings of the study revealed that absorptive capacity exerts positive a effect on the innovative capabilities of SMMEs the same way knowledge acquisition and knowledge sharing were found to have positive statistically significant on the innovation capabilities of SMMEs. The findings also show that knowledge sharing and knowledge acquisition exerts a positive effect on SMMEs innovative capabilities. Findings from the study could assist various practitioners directly or indirectly involved in business development to develop strategies that improve SMMEs growth and sustainability. These practitioners include strategic management researchers, policy makers, SMME owners, managers, and lecturers.
