Budget Deficits, the Savings Gap and Current Account Deficits in the Southern African Development Community

- Description: This study examines the validity of the triple deficit hypothesis for a selected number of SADC countries, utilising secondary annual data for the period 1996-2018. Based on previous studies and theory, current account deficit was chosen as the dependent variable and budget deficit and the savings gap as the independent variables. The study makes use of both first generation and second-generation unit root tests to examine the time series properties of the data. The empirical results show that the data is integrated of different orders. Kao, Pedroni and Westerlund cointegration tests were carried out to examine the long-term relationship between the variables of interest. The empirical results revealed that there is a long-term relationship between current account deficit, budget deficit s and the savings gap. The long-run model under the Autoregressive Distributed Lag test revealed that, a positive and significant relationship exists between budget deficit and current account deficit at a significance level of 10% and a negative and insignificant relationship exists between savings gap and current account deficit in the long run. This suggests that an improvement in the current account balance in SADC countries requires fiscal stringency

- Description: This Research Report that this research was motivated by the fact that despite thetremendous achievements have been realized from the successful implementation ofgovernment programmes and projects related the construction and refurbishment of medical facilities, educational, bridges and road infrastructure facilities. Trends indicate that only iota of evidence implies that the concept of risk management is fully integrated and embraced as part of a culture for ensuring the successful project implementation by the Modern South African public sector organizations. Empirical research revealed that the common types of risks that have been affecting the successful implementation of government projects and programmes include: riots, fraud, corruption, changes in demographic figures, outsourcing risks, and floods and changes in weather. Most of the participants stated that risks associated with riots do not only arise from the riots within the government departments, but also in the external environment. In terms of the internal riots, they revealed that when the employees go on strike or riots on their own or in solidarity with the other trade unions, leading to the process for the implementation of government projects and programmes being affected. Yet, in certain cases, they noted that internal riots or strikes most occur as preceded by rumours that the riots by a particular union will take place and may significantly affect the ongoing process of implementation of government programmes. Besides risks associated with the internal riots by the employees and the communities, the interview findings also indicated that the other forms of risks arise from the strikes and riots by the private enterprises.

However, high employee mobility also means organisations are losing employees to competitors some of which are global business moguls with better resources leaving emerging businesses at a disadvantage. Lately, the South African banking sector has also been affected with high employee turnover requiring the need for investigation. For these reasons, the main objective of the study was to investigate whether psychological capital significantly moderates the relationship between work-life balance and turnover intentions among selected bank employees in Amathole district, Eastern Cape Province of South Africa. The study also examined if there is a positive and significant relationship between psychological capital and work-life balance among selected bank employees. In addition, the study sought to examine if there is a positive and significant relationship between psychological capital and turnover intention among selected bank employees. The study followed a quantitative research approach. Therefore, survey questionnaires were used as means of data collection and data was analysed using the Statistical Package for Social Sciences (SPSS). Research results indicated that psychological capital significantly moderates the relationship between work-life balance and turnover intentions among selected bank employees. A significantly positive relationship between psychological capital (PsyCap) and work-life balance among selected bank employees was found. The results also revealed that there is no significant relationship between psychological capital and turnover intentions among selected bank employees.

A longitudinal investigation into employability : student transition and experiences from tertiary education into the labour market

- Description: Orientation: Several policies have been formulated by the government to redress the inequalities of apartheid. However, the policies have not yielded any positive results as many graduates from Historically Disadvantaged Institutes (HDIs) continue to struggle in the open labour market as compared to graduates from Historically Advantaged Institutes (HAIs). This has been mainly attributed to the legacy of apartheid in several previous studies. As a result, most of these previously disadvantaged individuals (mostly Black Africans) struggle to make the transition from higher education into the world of work. Research Purpose: This study thus explores the journeys of these Black African students from HDIs to understand the transition and experiences from tertiary education into the labour market. Further, the research sought to understand how these transitions and experiences manifest in a context of high unemployment. Finally, the resolution tactics used by students in such a context are given attention. Research approach, design and method: A longitudinal qualitative approach was deemed appropriate for the study as the aim was to understand the changes that occurred over time. The data was collected over a two-year period. A narrative inquiry was utilized as it allowed the participants to share their perceptions without limitations. A total of 30 participants partook in the study. The participants were selected using a purposive sampling to ensure the right participants were involved in the study. The main criteria for selection to participate was that the participants had to be enrolled with a HDI. Main findings: The narratives of the participants led to the formulation of six main themes that were regarded as affecting the transitions and experiences of the Black graduates from HDIs; namely, (1) socio-economic background, (2) education system, (3) labour market experiences, (4) geographical location, (5) social capital and (6) student resolutions to the challenges of employability. A previously disadvantaged background resulted in the participants being recipients of poor education quality, no social networks or information to navigate the labour market and limited access to the labour market due to secluded residential areas. Subsequently, most participants were unable to take responsibility of enhancing their own employability. Contribution: It is not the sole responsibility of the higher education institutes to produce employable graduates, but it's a process that should also involve government, students and employers. As long as the social inequality remains an issue in the country all the efforts to improve employability and transition into the open labour market will be in vain. Furthermore, employers must work together with higher education institutes by offering programs such as internships and career expos to enhance the employability of the graduates. A Graduate Transition Model (GTM) is suggested based on the findings of this research.

Social media networks such as Facebook have become an essential communication element for businesses to interact with clients. The impact and growth rates of Facebook and other forms of social media have made it imperative for all businesses to ensure they have social media strategies in place. Following social media business trends, banks across the world have included social media to market their services. Banks are now emphasising the offering of high client service quality in order to retain clients in this highly competitive environment. Thus, South African banks, as is the case with global banks, need to continuously assess the quality of the services offered to their clients in order to sustainably maintain or grow their market share or to fully utilise its commercial opportunities. This study determined the influence of social media service quality on client loyalty in the South African banking industry. The primary objective was to examine the extent to which social media service quality influence client loyalty in the South African banking industry. The study also determined if social media system availability, efficiency, fulfilment, and privacy has influence on the overall service quality of social media in the South African banking industry. In addition, the study examined the relationship between overall service quality and client loyalty intention in the South African banking industry. The study used a quantitative research approach to collect and analyse the data, and a descriptive research design was utilised for the purpose of this study. Data was collected from both primary and secondary sources of data. An online survey was conducted through Survey Monkey, via a Facebook page titled: Social media service quality in the South African banking industry. An online questionnaire was administered via the Facebook page. The study used a sample of 377 respondents who are Facebook users of the five major banks in South Africa. Analysis and interpretation of findings was done using both the descriptive and inferential statistical measures, with the help of Statistical Package for Social Scientists (SPSS) 24 and Lisrel (version 9). The electronic social media service quality (E-S-SERVQUAL) scale which consist of five constructs, namely; social media system availability, efficiency, fulfilment, privacy and overall service quality; and client loyalty intentions were the scales that were adopted for this study. All the scales used in this study were found to be reliable and valid. Findings of the research study proved that social media system availability, fulfilment, and privacy has a significant influence on the overall service quality of social media in the South African banking industry. In addition, findings of the research revealed that social media efficiency does not significantly influence overall service quality of social media in the South African banking industry. Furthermore, findings of the research also proved that the overall service quality of social media positively influences client loyalty intention in the South African banking industry. The study recommended that managers and marketers should constantly evaluate, monitor, and improve the overall service quality of social media offered to their clients, as it leads to a corresponding increase in overall client satisfaction, which in turn leads to client loyalty in the South African banking industry. However, further research studies may be conducted in other developing countries to gain a wider understanding on the influence of social media service quality on client loyalty in the banking industry.

- Description: Unethical conduct takes root and largely flourishes in environments devoid of compliance with SCM laws, regulations and sound corporate governance values and principles. Ethical conduct is a prerequisite of good governance and sound municipal financial management. Unethical conduct in SCM leads to a loss of public trust and confidence in the management of public affairs. Despite the existence of control and oversight structures and processes for monitoring compliance with ethical standards, norms and regulations in SCM, procurement and contract management processes, BCMM still flouts SCM regulations. This leads to non-compliance with precincts of SCM policy regulations, the MFMA, as well as the Municipal Systems Act (MSA). Lack of adequate and effective control and oversight measures further exacerbates the problem, leading to poor management of procurement systems as well as inconsistencies in the disposal and delivery of services. Effective control and oversight often results in the reduction of waste, eradication of corruption and improvement of municipal financial performance, as well as improved ethical conduct, integrity, transparency and accountability. Qualitative approach was used to gather data using interviews and secondary sources in the form of official documents to explore the extent to which control and oversight measures for ethical conduct in Supply Chain Management are effective in Buffalo City Metropolitan Municipality. The data is to be analysed using content analysis and filtering techniques. The study investigated the effectiveness of the Harmonized Social Cash Transfer programme in improving household economy and strengthening livelihood options in Zimbabwe with a particular focus on Mangwe District. In order to come up with a comprehensive investigation, the researcher grounded the study in sustainable livelihood approach and the capabaility approach. Due to persistent poverty and people adopting precarious coping strategies in Zimbawe, the government and NGOs collectively came up with a comprehensive cash based poverty alleviation strategy to alleviate poverty and build on peoples livelihood options which is the cash transfer programme. The study utilized a qualitative methodology, based on its ability to provide a contextualized description of people’s perspectives, feelings and opinions in terms of how a programme affected them. The evaluation sought to find out whether the cash transfer programme achieved its objective of strengthening household economy. The study established that the Harmonized Social Cash Transfer programme made some positive inroad towards strengthening household economy, however, lack of stakeholders coordination, collapsed economy, pollitically motivated moves from the ruling party caused the programme to fail. As such, the poor Mangwe people are still continuing engaging in precarious coping strategies, such as, selling assets, eating less than one meal per day and venturing into prostitution. The study therefore, calls for the government to review the household size vs cash scale and regularly review the amount of money received to be in line with current prices of commodities

The study utilized a qualitative methodology, based on its ability to provide a contextualized description of people’s perspectives, feelings and opinions in terms of how a programme affected them. The evaluation sought to find out whether the cash transfer programme achieved its objective of strengthening household economy. The study established that the Harmonized Social Cash Transfer programme made some positive inroad towards strengthening household economy, however, lack of stakeholders coordination, collapsed economy, pollitically motivated moves from the ruling party caused the programme to fail. As such, the poor Mangwe people are still continuing engaging in precarious coping strategies, such as, selling assets, eating less than one meal per day and venturing into prostitution. The study therefore, calls for the government to review the household size vs cash scale and regularly review the amount of money received to be in line with current prices of commodities

The study utilised the constructivist research philosophy by adopting a qualitative case study research design and an inductive research approach to address the research questions. Focus group discussions, semi-structured interviews, participant observations and document analysis were used to collect data. A total sample of thirty-four (n=34) participants was purposefully selected; twenty participants (n=20) participated in semi-structured interviews, while fourteen (n=14) participants were engaged through focus group discussions. Findings obtained from the thematic data analysis utilised revealed that while human rights principles and social equity values underpin South Africa’s water reforms, Amathole District Municipality is yet to fully absorb these foundational concepts into its water governance. The study revealed that this is largely attributed to a lack of meaningful participation, limited transparency and accountability in the processes and procedures of the municipality. Results also revealed that persistent inequities still exist in Amathole District Municipality as reflected by the unequal distribution of water services, inconsistency in services provision, lack of transparency and established procedures to guarantee procedural fairness and limited impact on interventions specifically in rural areas. Furthermore, the study revealed that the municipality’s efforts to address water inequities are highly undermined by various economic, environmental, socio- economic, and institutional governance factors. Whilst the government of South Africa is one, it consists of three spheres namely; national, provincial and local. These spheres of government are naturally distinctive, interdependent and interrelated. This is expressed in terms of section 41(1) of the Constitution, which requires that there should be co-operation, mutual trust and good faith amongst these three spheres of government. This form of a relationship compels different spheres to inform and consult one another on matters of common interest, co-ordinate their legislation, and adhere to agreed procedures in accordance with the provisions of the constitution which is the supreme law of the Republic. The study sort to find a strategic framework for managing and implementation of the Intergovernmental Relations Policy in Selected Eastern Cape Municipalities. A purposive sampling technique was used to identify the sample elements. The sample was composed of 160 participants and a semi-structured questionnaire was administered to the participants to gather information pertaining the research problem. A mixed research method was used to analyse the data gathered. The sampled respondents were municipal and government employees from various departments who have knowledge of the IGR policy. The study findings pointed out that the current framework on intergovernmental relations was ineffective in the Eastern Cape municipalities that were surveyed. Respondents pointed to a number of shortfalls in the implementation of the intergovernmental relations, which made it ineffective in improving how these municipalities operated and rendered service delivery. A number of factors inhibiting the effectiveness of the intergovernmental relations included lack of communication, poor coordination, lack of clear strategy, poor budgets amongst other factors. Based on the findings of the study, the researcher developed a strategic framework that could be adopted by municipalities in the Eastern Cape. The functionality of this framework would be influenced by the corrective measures taken by the municipalities in addressing the underlying problems of the current intergovernmental relations, as identified by the respondents.

It is against this background that this research examines the impact of learning, advancement and quality of work-life on turnover intentions among nurses in selected hospitals from Eastern Cape. Little research has been conducted to investigate the impact of the above mentioned subjects on turnover intentions among nurses in the South African health sector. Research questions as well as hypotheses were formulated as the means to gain data on the subject. The research employed a quantitative design with a sample size of 160 nurses and 159 were returned. The data analysis consisted of both descriptive and inferential statistics. The main findings of the study showed a positive relationship among job satisfaction, work-life rewards, learning and advancement opportunities and job satisfaction. However, there were negative relationships between job satisfaction and turnover intentions; work-life rewards and turnover intentions; and also among learning, career advancement and turnover intentions. Finally, suggestions were made to the top management in the Health sector to come up with strategies and mechanisms that improve nurses’ quality of work-life and offering them training and advancement opportunities through organisational change programs.

A model for secure and usable passphrases for multilingual users

- Description: Research on more than 100 million passwords that have been leaked to the public domain has uncovered various security limitations associated with user-generated short passwords. Long passwords (passphrases) are considered an alternative solution that could provide a balance between security and usability. However, the literature shows a lack of consistency in the security and usability contributions of passphrases. For example, studies that investigated passphrase security focusing on structural dependencies at character level found passphrases to be secure. Inversely, other research findings suggest that passphrase security could be compromised by the use of predictable grammatical rules, popular words in a natural language and keyboard patterns. This is further exacerbated by research on passphrases that is focused on the Global North. This is a huge concern given that results from inter-cultural studies suggest that local languages do influence password structure and to some extent, password usability and security. To address these gaps in the literature, this study used socio-technical theory which emphasised both the social and technical aspects of the phenomenon under study. Psychological studies show that the memory has limited capacity, something that threatens password usability; hence, the need to utilise information that is already known during password generation. Socio-cultural theory suggests that the information that is already known by users is contextually informed, hence sociocultural theory was applied to understand the contextual factors that could be used to enhance passphrase security and usability. With reference to the Southern African context, this study argues that system designers should take advantage of a multilingual user group and encourage the generation of passphrases that are based on substrings from different languages. This study went on to promote the use of multilingual passphrases instead of emphasising multi-character class passwords. This study was guided by design science research. Participants were invited to take part in a short password and multilingual passphrase generation and recall experiment that was made available using a web-based application. These passwords were generated by participants under pre-specified conditions. Quantitative and qualitative data was gathered. The study findings showed the use of both African and Indo-European languages in multilingual passphrases and short passwords. English oriented passwords and substrings dominated the multilingual passphrase and short password corpora. In addition, some of the short passwords and substrings in the multilingual passphrase corpora were found among the most common passwords of 2016, 2017 and 2018. Usability tests showed that multilingual passphrases are usable, even though they were not easy to create and recall when compared to short passwords. A high rate of password reuse during short password generation by participants might have worked in favour of short passwords. Nonetheless, participants appear to reflect better usability with multilingual passphrases over time due to repeated use. - Description: Research on more than 100 million passwords that have been leaked to the public domain has uncovered various security limitations associated with user-generated short passwords. Long passwords (passphrases) are considered an alternative solution that could provide a balance between security and usability. However, the literature shows a lack of consistency in the security and usability contributions of passphrases. For example, studies that investigated passphrase security focusing on structural dependencies at character level found passphrases to be secure. Inversely, other research findings suggest that passphrase security could be compromised by the use of predictable grammatical rules, popular words in a natural language and keyboard patterns. This is further exacerbated by research on passphrases that is focused on the Global North. This is a huge concern given that results from inter-cultural studies suggest that local languages do influence password structure and to some extent, password usability and security. To address these gaps in the literature, this study used socio-technical theory which emphasised both the social and technical aspects of the phenomenon under study. Psychological studies show that the memory has limited capacity, something that threatens password usability; hence, the need to utilise information that is already known during password generation. Socio-cultural theory suggests that the information that is already known by users is contextually informed, hence sociocultural theory was applied to understand the contextual factors that could be used to enhance passphrase security and usability. With reference to the Southern African context, this study argues that system designers should take advantage of a multilingual user group and encourage the generation of passphrases that are based on substrings from different languages. This study went on to promote the use of multilingual passphrases instead of emphasising multi-character class passwords. This study was guided by design science research. Participants were invited to take part in a short password and multilingual passphrase generation and recall experiment that was made available using a web-based application. These passwords were generated by participants under pre-specified conditions. Quantitative and qualitative data was gathered. The study findings showed the use of both African and Indo-European languages in multilingual passphrases and short passwords. English oriented passwords and substrings dominated the multilingual passphrase and short password corpora. In addition, some of the short passwords and substrings in the multilingual passphrase corpora were found among the most common passwords of 2016, 2017 and 2018. Usability tests showed that multilingual passphrases are usable, even though they were not easy to create and recall when compared to short passwords. A high rate of password reuse during short password generation by participants might have worked in favour of short passwords. Nonetheless, participants appear to reflect better usability with multilingual passphrases over time due to repeated use. It became apparent from the literature review that for any local municipality to play a meaningful role in ensuring that South Africa achieves the goal of becoming a developmental state, capable of confronting service delivery challenges, there needs to be a proper implementation of the performance management system. The study was also aimed at identifying the factors that support or hinder the implementation of the performance management system within the Mnquma local municipality. In order to achieve this objective, scheduled interviews were conducted with various respondents in the municipality. The respondents included the councilors from the four political parties comprising the municipality council, municipal manager and the rest of the Section 57 managers. The key findings that emerged from the data collected, was that the implementation of the performance management system has not been successful. It is also became apparent that there are brewing political tensions that are likely to affect the political stability of the municipality. In addition, it was also evident that there was a minimal or lack of involvement of the local communities in the municipal affairs such as the development of the Municipal Key Performance Indicators. IT helps in the managing of learning and teaching. The main focus of this study is to explore the management of IT funding as a critical aspect of managing teaching and learning. Today without funds IT use would be impossible. Relevant soft wares for all subjects taught such as Mathematics, Biology, Physical Education Environmental Studies etc are managed and planned by the management of the institutions to enable teachers to teach effectively and efficiently and to make studies easy for the learners to understand and to do research on their own. When the IT equipments are used properly, fast, efficient and effective service delivery would be realized. All these technological tools aforementioned depend on the availability of funds in the institutions.
