- Description: The de-industrialisation process that was a common feature of North America and Western Europe in the 1970s, through into the 1980s has become an observable feature in African countries and South Africa in particular in the last two decades. Globally, hard hit areas include those associated with the early Industrial Revolution characterised by mass production and the agglomeration of iron and steel, coal and textile industries. General changes in the global market, especially the falling demand for extractive heavy minerals like coal and gold have also affected many countries region and localities. In the case of South Mrica, the previous high economic dependence on mined minerals like coal and gold has resulted in many once prosperous mining regions of the country being reduced to a shadow of their former selves. The worst affected areas in South Africa are those of the Klerksdorp Goldfields in the North West Province and Free State Goldfields, with the latter alone losing 100,000 jobs during the 1990s. This trend has also been acute in the coal-mining industry of the KwaZulu-Natal province since the late 1970s. The firms that had grown in the shadow of the major mining company supplyipg machinery, or who processed the semi-manufactured product are also severely affected by the closing down and restructuring in the mining and iron industries. These industries have often been forced to close down because of a break in the vital connections they developed with these mining industries. Such localised economic crisis has encouraged the universal trend towards the devolution of developmental responsibilities to the local governments and other local stakeholders to - empower them to respond to these changes. This study investigated the local economic initiatives which have been undertaken in the three municipalities of north-western KwaZulu Natal i.e. Utrecht, Dundee and Dannhauser to respond to the closures which have taken place in the mining industry of this region, which used to be among the most prosperous coal mining regions of South Africa. Using their new developmental mandate the local governments, in partnership with the communities and other external interveners have tried to respond to these localised economic crisis and also indirectly to the general poverty and underdevelopment, which characterises this region of KwaZulu-Natal. The effects of apartheid policies, and previous discriminatory rural development policies in, particular, and the Regional Industrial Development policy, which was intensively applied in the 1980s by the pre-1994 government regime, have further compounded the magnitude of the challenge. The lack of capacity in some municipalities has constrained successful implementation of Local Economic Development has led to some communities acting alone to face their situation with or without external intervention.

In addition to the actual nature of applied interventions, qualities such as commitment, innovation, co-operation, social capital and entrepreneurship are equally essential for over-all success. South Africa has recently devolved more autonomy to its localities to enable them to conduct local development as a way of coping with local socio-economic difficulties and is applying both pro-growth and pro-poor approaches. The Noordhoek Valley in the City of Cape Town is a locality where a community driven project seeks to promote both economic growth and poverty alleviation. The establishment of a skills training institution has equipped local residents with the skills to find jobs and become entrepreneurs. To date, over 1000 residents have received training and have earned over R5 million for the community. Although locality-based development is relatively new in South Africa, the activities and results achieved in the Noordhoek Valley indicate that with the appropriate approach and mentality local development and skills development are indeed possible.

Factors affecting the invasion of Pteronia incana (Blue bush) onto hillslopes in Ngqushwa (formerly Peddie) District, Eastern Cape

- Description: The factors that influence the invasion of hillslopes by the shrub Pteronia incana in the communal rangelands of Ngqushwa (formerly Peddie) district were investigated. Mgwalana, one of the catchments in the district where encroachment by the species is widespread, was chosen. The study combined field observations with image analysis based on high resolution infrared imagery. The catchment was flown and high resolution infrared images (1mx1m) were taken using a Kodak DCS420 digital, colour-infrared camera. The images were analysed using Idrisi32 and Kilimanjaro GIS versions. The ability of different vegetation indices to separate P. incana from the other cover types was investigated. Field observations of the degree of P. incana invasion in relation to, inter alia, soil surface conditions, slope angle and visible forms of erosion were made. A Digital Elevation Model (DEM) of 20m spatial resolution was used to derive terrain parameters. The presence and absence of P. incana in relation to slope gradient and aspect were determined. The combined influence of the two terrain parameters and land use on the invasion was also investigated. The Topographic Wetness Index (WI), a component of the TOPMODEL was derived from the DEM and its relationship with the spatial distribution of P. incana was explored. Soil moisture dependencies for P. incana and grass species as well as surrogates for runoff under the shrub and adjacent bare areas were determined in the field. A high level of classification accuracy confirmed the reliability of digital camera imagery for spatial analyses. Distinct spectral separability for the surface vegetation cover types was achieved by means of the Perpendicular Vegetation Index (PVI) as opposed to the ratio based vegetation indices (NDVI, SAVI and MSAVI). The absence/presence of P. incana was noted to be strongly influenced by slope angle and aspect. The probability for P. incana occurrence increased with slope steepness and southerly slope orientation. Abandoned and grazing lands were identified as the main invasion hotspots. Blanket invasion of the former signified the high susceptibility of abandoned land to P. incana invasion. The combined influence of land use, slope gradient and aspect was also noted to have promoted the invasion. This is borne out by the concentration of the invasion on abandoned steep slopes with a southerly orientation. Local topographic variations were identified as having a strong bearing on P. incana spatial distribution. The topographically driven WI confirmed this relationship, such that P. incana was associated with the low WI values of convexities. Differences in the moisture dependencies between P. incana and grass species were demonstrated by the greater rooting depth of the former. During field surveys, soil surface crusting was noted as inherent to P. incana patchiness. The coupling between local topography and soil surface crusting underpins soil moisture variability at hillslope and patch scales respectively. This in turn determines the competition between P. incana and grass species and the eventual replacement of the latter by the former. A close spatial correlation between fully established P. incana and severe forms of soil erosion was observed. Loss of patchiness and expansion of inter-patch bare areas promote runoff connectivity erosion. As most of the runoff becomes run out, hillslopes tend towards dysfunctional systems. Greater soil moisture storage after rainstorms under P. incana tussocks than the adjacent bare areas signifies the shrub’s water harvesting capabilities. The tussocks could thus serve as a starting-pointbuilding- block for the rehabilitation of dysfunctional hillslope systems.

- Description: Wetlands are an important part of the landscape as hydrogeomorphological ecosystems. Over the centuries their importance has not received relevant attention; instead they have been treated as wastelands impeding development for maximum economic benefits. Research evidence from different parts of the world has influenced the change of such negative perceptions to an extent that the issue of wetlands' rehabilitation/restoration, conservation and management is firmly on the global agenda and local agendas of various countries, as evidenced by the adoption of the Ramsar Convention in 1971, and the Working for Water and Working for Wetlands programmes of the South African government. The aim of this research was to investigate the hydrological and geomorphological functions of a headwater wetland located in the Featherstone Kloof Catchment near Grahamstown, South Africa. The research was based on the hypotheses that wetlands store sediments, attenuate floods, store water and prolong downstream flows. A literature survey was conducted to gauge the state of knowledge about wetlands, particularly their hydrogeomorphology. An attempt was made to locate the study area within the broad historical and spatial context using a number of methods, including the radiocarbon dating of wetland sediments, the review of relevant literature and the analysis of historical hydroclimatic data. The results revealed that the wetland has existed for approximately 2000 years - as the oldest radiocarbon date obtained was 1850±50 BP. An analysis of more than a century (+120 years) long Grahamstown rainfall series indicated a steady fluctuation of rainfall around the mean, with regular decada1 cycles of wet and dry spells. Years with more rain below average were more common than those with higher rainfall, and storms events were quite common in the III area over the period. The distribution of seasons in the area over a calendar year period was demonstrated through the use of evaporation data. An intensive monitoring of hydrological and geomorphological variables was carried out using a combination of methods. The topography of the instrumented site was determined using a Total Station from reference benchmarks. Hydrological measurements included a nest of forty-eight piezometers for water table monitoring, and streamflow gauges at the upstream and downstream limits of the study site. Soil stratigraphic analysis was carried out through field techniques and laboratory measurements. A survey of wetland sediments was carried out after the main floods events. Data generated were used to analyse relationships between various variables and their role on the functioning of the wetland. The water balance of the wetland was quantified. The results indicated that the wetland was able to perform the cited hydrogeomorphological functions to some extent. For example, one of the key findings of this research is that the wetland was important in sustaining base flows under normal circumstances. However, the wetland did little to attenuate large floods. The results also revealed some important questions that require further research, including the role played by extreme flood events in altering wetland characteristics, the contribution of each water balance component in the hydrological functioning of wetlands, and importance of quantifying sediment budgets of headwater wetlands. For example, one of the key findings of this research is that the wetland was important in sustaining base flows under normal circumstances. However, the wetland did little to attenuate large floods. The results also revealed some important questions that require further research, including the role played by extreme flood events in altering wetland characteristics, the contribution of each water balance component in the hydrological functioning of wetlands, and importance of quantifying sediment budgets of headwater wetlands. - Description: Small towns can be seen as the fundamental building blocks of tbe urban system. Through time, some of these towns have lost the primary reason for their existence. Some towns that have been declining or stagnating include old mining and industrial towns, such as Indwe in the Eastern Cape or Welkom in the Free State. Some towns have also changed the main focus of tbeir economy, for example, from that of mining to that of tourism, as in the case of Utrecht in Kwa-Zulu Natal (Nel, 2002). In light of the above, this thesis seeks to critically evaluate what has happened in selected small towns in the Eastern Cape. The research investigated a number of towns in the Eastern Cape, looking at the history and influence of colonisation, population dynamics, education levels, employment opportunities, migration and the influence of capitalism on the economic and social structure of the town, as well as tbe evolution of its economy. The research sample consisted of interviews witb local historians, community leaders, development agencies and individuals who were benefiting from tbe various development initiatives/project in the towns. These interviews, in conjunction with the literature identified, were conducted in the selected small towns, assessing whether development was succeeding and, in conclusion, identifying witb reference to the study sites, what was learnt. The research process generated a number of lessons that need to be taken into consideration when attempting social and economic upliftment in small towns.
