Given that poor cost performance constitute hindrance to the realization of project goals, it is imperative to eliminate it from project delivery. The prevalence of cost overrun in public sector projects is a call to all stakeholders to address cost management issues in the construction industry. The predominance of cost overruns in public sector construction projects in South Africa has been observed. With the decline of the current economic conditions in South Africa, project performance is a great concern that needs attention. In addition, ineffective initiatives to curb the abuse of the procurement processes are directly affecting the outcomes of construction projects, and if these status quo remains, the sector will continue to have a bad image and continued waste of taxpayers’ money will not cease until the public sector remove non-value adding activities in their operations. Study adopted a mixed methods designed that collected both textual and statistical data. Semistructured interviews were undertaken to determine the outcomes of current project management practices in South Africa. In terms of performance of projects, the status quo paints a disconsolate picture. Findings reveal protracted processes, and the use of unqualified and inexperienced contribute to poor performance of public sector projects. Poor performance continues to dominate the construction sector, especially in the public sector. Interviews data were contrasted with evidence from project-related documents. Based on the data, the study produces a vignette of existing cost management frameworks applied to such projects. Encompassing various stages of the project delivery lifecycle, this vignette will enable an identification of the challenges afflicting cost management on projects. Accordingly, this study identified Lean opportunities from existing cost management practices. Such opportunities will enable identification of effective cost management during project delivery. There appears a need for collaborative cost management practices. Lean tools mentioned for improvement include the 5Whys, the big room, target value design, and the integration of design and construction. A collaborative cost management framework was developed through relevant theories to improve the cost management process of public sector projects.

- Description: Although bargains commonly manifest as loud advertisements and trivial objects, as a moment of exchange they provide a basis to critique economic relations and judgements of taste. This research presents a document study of “bargains” in the context of bargain retail practices and homemaking, illustrated in the case of OK Furniture in South Africa; further situated by Julier’s study of economy and class within design culture, and Bourdieu’s fields of cultural production. The investigation builds to a discussion of the research practice, alluded to in the research project’s title, “A bargain that dissolves into a poem unwritten”. The title is an entry from this practice’s journal that conveys how the everyday experience of a bargain might find a connection to poetry when its exchange is seen as a performance; as a moment or encounter “unwritten”, capable of generating different modes of meaning and sociability. Using critical design strategies, the research practice explores the manifesting discountproduct cultures and retail practices associated with homes as a way to inhabit richer interpersonal relationships and unscripted sociability. This is discussed through four critical design proposals and 26 thought experiments, resulting in Text me when you see this, an online concept store that sells bargains, personal agreements, quality time, conversation and curio: www.textmewhenyouseethis.com. The research explores the limits to a bargain’s economic and emotional exchange by asking What if a bargain represented other forms of sociability, and How else might this mode of exchange look? These questions are used in the critique to model critical design towards both poetic expression and pragmatic embodiment of criticality in the project of reflecting on everyday life and what it might “dissolve into”.

- Description: Globally, one of the challenges in science education is providing equitable access to increasingly diverse learners in equally diverse learning contexts. In South Africa, science is taught to learners by means of English, which is the preferred language of instruction even if it is only spoken by 9.6% of the South African population. In the Eastern Cape, the majority of the population speak isiXhosa and the minority speak English. Parents of isiXhosa-speaking children often choose schools where English is the language of learning and teaching (LoLT) as they feel their children will have better career opportunities as English is considered to be the language of economic power. The aim of this study was to determine teachers’ and learners’ perspectives of language in science classrooms. To this end, a baseline study was conducted. A quantitative research method was used and data were collected through questionnaires. The research found that English is the preferred language for teaching and learning, even though the majority of the participants were isiXhosa home-language speakers. In addition, learners in South African whose home language is not English do not have the necessary language skills to cope with the switch to English as LoLT. Science teachers are therefore faced with two distinct challenges: firstly teaching content and secondly teaching the LoLT, if it is not the learners’ home language. The major difficulty experienced by learners when learning science is learning the language of science, as science is regarded as having a language of its own, with its own specific register and discourse. Thus, for many learners, learning the language of science is a challenge as it contains unfamiliar technical words and everyday words that have specialised scientific meanings (e.g. diagrams, procedures, table, current and force). English is seen as the language in which to explore these concepts. A conclusion that can be drawn is that English is regarded as the language in which to learn science thus reflecting the continued hegemony of English.

A best practice guideline for a healthy work environment for professional nurses working in the South African Military Health Service

- Description: Governments, internationally and nationally, are becoming aware of the importance of healthy work environments within their health departments, environments that are caring and supportive to health professionals. This awareness is brought about by the mounting evidence that healthy work environments are critical to recruiting and retaining health professionals. On the other hand, unhealthy work environments can contribute to medical errors, ineffective delivery of care, and conflict and stress among health professionals in the clinical setting and faculty shortage that can compromise academic excellence in the academic setting. The professional nurses working in the South African Military Health Service (SAMHS), a branch of the South African National Defence Force (SANDF) could experience the military environment as unhealthy because it is rigid and controlled. The hierarchical rank structure could deprive them of their autonomy as the decision-making powers are directly proportional to the rank. Stressful conditions could be experienced when these professional nurses are taken away from the well equipped hospital environment to the deployment areas away from home. There was, however, no evidence found on the work environment of professional nurses in the SAMHS during literature review. The aim of the study is therefore to explore and describe the experiences of professional nurses working in the SAMHS and their understanding of a healthy work environment and the scope and nature of a best practice guideline, then to integrate the evidence generated to the evidence emanating from the critical appraisal of the existing best practice guidelines from other health settings in order to develop a best practice guideline for a healthy work environment for nurses in the SAMHS. The study adopted a qualitative, exploratory, descriptive and contextual research design. The research study was made up of three phases. In Phase 1, semi-structured interviews were conducted with professional nurses to collect information on their experiences of working in the SAMHS and their understanding of evidence-based best practice guidelines. The interviews were transcribed by an independent transcriptionist and data analyzed using the eight steps of data analysis as suggested by Tesch. Themes were identified and grouped together to form new categories. The process of coding was supported by an independent coder. Lincoln and Guba’s model of Page | vii trustworthiness consisting of credibility, transferability, dependability and confirmability was used to ensure the validity of the study. An integrative literature review was conducted where the existing evidence-based best practice guidelines for healthy work environment for nurses were searched for, appraised, had data extracted and were synthesized in Phase 2. In Phase 3, evidence generated in Phase 1 and Phase 2 was triangulated, forming recommendations that were utilized to develop a best practice draft guideline for a healthy work environment for professional nurses working in the SAMHS. The draft guideline was sent to five expert reviewers for their comments and recommendations. These were considered in the development of the final guideline. The final guideline consists of several recommendations in four themes: the need for effective leadership to create an empowering environment; effective communication amongst members of the health team; a culture that supports team work, and; the need for an environment that promotes professional autonomy. Further recommendations were made to address factors that impact negatively on enhancement of a healthy work environment. The guideline is intended for use by SAMHS’ leadership, at Levels 2, the strategic level, Level 3, the formation level and Level 4, the unit level (hospitals, sickbays and clinics and nursing college) and all professional nurses working in all the military health institutions of the SAMHS, including the military clinics, sickbays and hospitals irrespective of positions. However, the guideline may also be adapted by nursing institutions outside the military such as public and private hospitals and clinics where they find it applicable. Results

The guideline is intended for use by SAMHS’ leadership, at Levels 2, the strategic level, Level 3, the formation level and Level 4, the unit level (hospitals, sickbays and clinics and nursing college) and all professional nurses working in all the military health institutions of the SAMHS, including the military clinics, sickbays and hospitals irrespective of positions. The success of any strategy to optimize adherence to anti-retroviral therapy (ART) depends on the intensive and effective adherence counselling and strategies. It is important to research whether persons receiving anti-retroviral therapy in public hospitals in Ghana are receiving the needed service that would optimize their adherence to the anti-retroviral therapy. Therefore, this study explored and described the experiences of healthcare professionals providing care, support and guidance to persons on ART at public hospitals in Ghana, as well as the best-practice guideline that could contribute to facilitating the ART adherence of patients. This study also explored and described the experiences of persons living with Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) on ART, regarding their adherence to the therapy. The study was organized into three phases. In Phase One: a qualitative, exploratory, descriptive and contextual design was employed. The research population included healthcare professionals, providing services at the HIV clinic at the public hospitals in Ghana, namely the Korle-Bu Teaching Hospital; the 37 Military Hospital and the Ridge Hospital. The healthcare professionals comprised of doctors, nurses, pharmacists and trained counsellors employed in any of the three public hospitals. Persons receiving ART at any of the three public hospitals were also part of the research population. Semi-structured interviews were conducted with healthcare professionals and persons receiving ART. Data were collected from healthcare professionals in relation to their experiences regarding the provision of ART services, their understanding of evidence-based practice and best-practice guidelines, as well as data on the experiences of persons receiving ART in relation to their adherence to the therapy. The data were analysed using Creswell’s six steps of data analysis; and the coding of the data was done according to Tesch’s eight steps of coding. Trustworthiness was ensured by using Lincoln and Guba’s framework which comprised credibility, transferability, dependability, confirmability and authenticity. Ethical principles such as beneficence and non-maleficence, respect for human dignity, justice, veracity, privacy and confidentiality were considered in the study. In phase two, the literature was searched by using an integrative literature review approach and critically appraising the methodological quality of the guidelines in order to identify the best available evidence related to adherence to ART. In Phase Three, a best-practice guideline for facilitating adherence to ART was developed for public hospitals in Ghana based on the findings of the empirical research of Phase One and the integrative literature review in Phase Two. The guideline was submitted to an expert panel for review; and it was modified, according to the recommendations of the panel.

Guidelines, and by extension a toolkit, facilitate the development of blended learning and provide effective tools to enable lecturers to successfully incorporate blended learning into their modules. Design-Based Research (DBR) was followed in this study, using a mixed-methods and iterative approach to determine the accuracy of the design theory. For the first iteration, the toolkit was implemented in two modules within the Department of Computing Sciences and for the second iteration, four modules. DBR produces a theoretical contribution and a practical artefact. The most important theoretical contributions are the design theory and guidelines for incorporating blended learning that accommodates multiple learning styles. The practical artefacts are the toolkit and tools therein. The toolkit, which was accessed via a website, guides lecturers through the process of incorporating blended learning that accommodates multiple learning styles and provides them with the necessary tools to do so. This research is an investigation of how to improve the strategic management and operational efficiency of Enterprise Information Systems (EIS). A Business Process Management (BPM) framework was designed to integrate varying perspectives of organizational activities for wider collaboration and value derivation. The systematic methodology of Business process management (BPM) enables corporates to be more effective and efficient through continual process improvement. Elements used to build the BPM framework explain how to successfully derive value, inclusive of the performance indicators to measure outcomes. The model was tested with questionnaire data collected from corporates operating in the Southern African region and further refined based on Cronbach alpha reliability tests. The findings improve the interpretation of the determinants for the success of BPM and ERP IS from the user’s perspective. The results show that continuous improvement efforts and organisational support have positive influence on performance and validate the importance of quality, service, information, integration and workflow dependencies. Originality/value – This research extends prior work of BPM frameworks to follow up on customer orientation and servitization. Studies have not investigated relationship commitment between IT and operational business units. The relationship and interdependence of organisational functions is essential for Supply Chain value creation. Industrialization and information technology(IT) integration faces new opportunities. The agility of IT is further explored more into efforts of collaboration, structure, and innovation for future changes, emerging technologies and practices envisioned. This research seeks to propose a framework for the future development of smart supply chain, which can provide theory and case for intelligent operational activities with key technologies, such as RFID, Neural Networks, machine learning and artificial intelligence(AI).

- Description: In South Africa at present, Literacy is a cause for rising concern, with reading and writing competency in primary school being at an all-time low. It is a widespread belief that part of the problem lies with the lack early childhood education. Only 37% of children under the age of five attend an early childhood development centre. Furthermore, South Africa has a shortage of educators, specifically within the domain of early childhood development. With more research being done in the area of literacy, more educators concur that emergent literacy forms the foundation of formal reading and writing later on. This study is a participatory case study, which reflects on the importance of literacy in the early years, showing the belief that pre-formal schooling, specifically emergent literacy, is directly linked to proficiency in reading and writing in formal schooling. This study also highlights how educators in early childhood development can be involved in ongoing reflective interventions through in-service training and communities of practice. This community of practice was developed as a series of focus groups, which met on a weekly basis to discuss and share thoughts, opinions and experiences surrounding emergent literacy in a preschool context. From multiple focus groups, I found that the participants became more confident in sharing their experiences and building upon each other’s ideas and thoughts. The focus groups, not only added to their understanding of emergent literacy, but enthused them and created more of an awareness in their day to day practices.

- Description: In South Africa at present, Literacy is a cause for rising concern, with reading and writing competency in primary school being at an all-time low. It is a widespread belief that part of the problem lies with the lack early childhood education. Only 37% of children under the age of five attend an early childhood development centre. Furthermore, South Africa has a shortage of educators, specifically within the domain of early childhood development. With more research being done in the area of literacy, more educators concur that emergent literacy forms the foundation of formal reading and writing later on. This study is a participatory case study, which reflects on the importance of literacy in the early years, showing the belief that pre-formal schooling, specifically emergent literacy, is directly linked to proficiency in reading and writing in formal schooling. This study also highlights how educators in early childhood development can be involved in ongoing reflective interventions through in-service training and communities of practice. This community of practice was developed as a series of focus groups, which met on a weekly basis to discuss and share thoughts, opinions and experiences surrounding emergent literacy in a preschool context. From multiple focus groups, I found that the participants became more confident in sharing their experiences and building upon each other’s ideas and thoughts. The focus groups, not only added to their understanding of emergent literacy, but enthused them and created more of an awareness in their day to day practices.

As such, the Act mandates the introduction of performance management. Performance management is one of the most challenging areas of responsibility in the field of human resources management. The literature, as discussed in this study, reveals that performance management is a complex phenomenon and that the implementation of a performance management system is, for a variety of reasons, not always successful. Failure is mostly attributed to not taking a planned, scientific and collaborative approach to implementation, resulting to lack of buy-in from significant stakeholders. Specifically, the introduction of performance management in the higher education sector presents a unique challenge, as the process requires that stakeholders and especially academics, to shift from a traditional culture of collegiality to one in which accountability is measured by formal criteria. While existing literature does address the management of change in organisations, there is a paucity of literature on managing change with regards to performance management and specifically in the context of higher education. The purpose of this study was to develop and present a comprehensive change framework for introducing performance management in higher education. In order to provide a theoretical basis for the research, existing literature on performance management, change management as well as the higher education context was reviewed, to identify potential barriers to the implementation of performance management. A case study analysis was conducted on the implementation of performance management at a comprehensive university, which included presenting a historical timeline of implementation based on documented evidence, and reporting on open-ended interviews and focus groups conducted with significant stakeholders. The stakeholders included management, Human Resources (HR), academic staff, administrative and support staff, as well as trade union representatives. Key lessons were drawn and fused to develop a change framework for the introduction of performance management in higher education. The framework encapsulates key themes extracted from the literature and empirical study, with regard to readiness for change, planning, implementing and sustaining change, with cognisance of the unique context. The proposed framework serves as a valuable resource for researchers and practitioners, especially those involved in higher education.

This leads to very low pass rates and little impact on the money spent by the institution to promote the academic development of learners. The current school curriculum, Curriculum Assessment Policy Statement (CAPS), provides for nine subjects in a full academic year starting from January to December. Learners at the Centre are therefore limited as they arrive at any time during the year. The learners spend an average of 3 – 6 months at the Centre, and are therefore unable to complete and cope with the prescribed CAPS curriculum. The main aim of this research study is to investigate an alternative curriculum that will be suitable for learners who are in conflict with the law and who spend less than one year at the Centre and arrive at any time of the year. The research question is “What alternative curriculum approach other than the current nine (9) subjects approach would better enhance the academic development of learners with behavioural problems while at Enkuselweni Child and Youth Care Centre?” The curriculum approach should take into consideration that the learners should be active citizens that can count, read and write (Asmal, 1997). The learners at Enkuselweni are unable to complete a “grade” which leads to despondency and drop out. According to the South African Schools Act (SASA) a grade is an educational programme which a learner may complete in one school year (South African Schools Act, 2011). This research indicates that the social and cultural influences as well as learner aptitude are the major barriers in the development of the Enkuselweni Centre learner’s education. Indeed, the research further showed that alignment of a suitable curriculum will bring a positive influence to learners’ academic interests. Parental involvement is an important aspect in ensuring that the learners succeed academically at Enkuselweni Centre. However, as a result of the lack of parental involvement the care workers act as the official guardians for the learners. The cares workers only address the basic physiological and physical wellbeing but do not assist with the academic needs or homework of the children. The culture of schooling of the learners is not an encouragement for academic achievement. The learners only spend on average 3 – 6 months a year at the Centre, which is shorter than the period prescribed by SASA. The teachers at Enkuselweni Centre are unable to produce positive results as there is no continuity or sense of completion. The basic achievement of reading, writing and counting can be achieved by reducing the nine subjects required by CAPS to three subjects, namely Home Language, First Additional Language (English) and Mathematics as per the table below. These subjects can be complemented by vocational skills such carpentry, brick laying, plumbing, electricity, computer literacy, landscaping and culinary skills. These vocational skills should be accredited with the relevant SETAs for ease of obtaining work.

A characterization of landslide occurrence in the Kigezi Highlands of South Western Uganda

- Description: The frequency and magnitude of landslide occurrence in the Kigezi highlands of South Western Uganda has increased, but the key underpinnings of the occurrences are yet to be understood. The overall aim of this study was to characterize the parameters underpinning landslide occurrence in the Kigezi highlands. This information is important for predicting or identifying actual and potential landslide sites. This should inform policy, particularly in terms of developing early warning systems to landslide hazards in these highlands. The present study analysed the area’s topography, soil properties as well as land use and cover changes underpinning the spatialtemporal distribution of landslide occurrence in the region. The present study focussed on selected topographic parameters including slope gradient, profile curvature, Topographic Wetness Index (TWI), Stream Power Index (SPI), and Topographic Position Index (TPI). These factors were parameterized in the field and GIS environment using a 10 m Digital Elevation Model. Sixty five landslide features were surveyed and mapped. Soil properties were characterised in relation to slope position. Onsite soil property analysis was conducted within the landslide scars, auger holes and full profile representative sites. Furthermore, soil infiltration and strength tests, as well as clay mineralogy analyses were also conducted. An analysis of the spatial-temporal land use and cover changes was undertaken using satellite imagery spanning the period between 1985 and 2015. Landslides were noted to concentrate along topographic hollows in the landscape. The occurrence is dominant where slope gradient is between 25˚ and 35˚, profile curvature between 0.1 and 5, TWI between 8 and 18, SPI >10 and TPI between -1 and 1. Landslides are less pronounced on slope zones where slope gradient is <15˚ and >45˚, profile curvature <0, TWI <8 and >18, SPI <10 and TPI >1. Deep soil profiles ranging between 2.5 and 7 meters are a major characteristic of the study area. Soils are characterized by clay pans at a depth ranging between 0.75 and 3 meters within the profiles. The study area is dominated by clay texture, except for the uppermost surface horizons, which are loamy sand. All surface horizons analysed had the percentage of sand, silt and clay ranging from 33 to 55%, 22 to 40% and 10 to 30% respectively. In the deeper horizons, sand was observed to reduce drastically to less than 23%, while clay increased to greater than 50%. The clay content is very high in the deeper horizons exceeding 35%. By implication, such soils with a very high clay content and plasticity index are considered as Vertisols, with a profound influence in the occurrence of landslides. The top soil predominantly contains more quartz, while subsurface horizons have considerable amounts of illite/muscovite as the dominant clay minerals, ranging from 43% to 47 %. The liquid limit, plasticity index, computed weighted plasticity index (PIw), expansiveness (ɛex) and dispersion ranging from 50, 22, 17, 10 and 23 to 66, 44,34,54 and 64, respectively also have strong implications for landslide occurrence. Landslides are not normally experienced during or immediately after extreme rainfall events but occur later in the rainfall season. By implication, this time lag in landslide occurrence and rainfall distribution, is due to the initial infiltration through quartz dominated upper soil layers, before illite/muscovite clays in the lower soil horizons get saturated. Whereas forest cover reduced from 40 % in 1985 to 8% in 2015, cultivated land and settlements increased from 16% and 11% to 52% and 25% respectively during the same period. The distribution of cultivated land decreased in lower slope sections within gradient group < 15˚ by 59%. It however increased in upper sections within gradient cluster 25˚ to 35˚ by over 85% during the study period. There is a shift of cultivated land to the steeper sensitive upper slope elements associated with landslides in the study area. More than 50% of the landslides are occurring on cultivated land, 20% on settlements while less than 15 % and 10% are occurring on grassland and forests with degraded areas respectively. Landslides in Kigezi highlands are triggered by a complex interaction of multiple- factors, including dynamic triggers and ground condition variables. Topographic hollows are convergence zones within the landscape where all the parameters interact to cause landslides. Topographic hollows are therefore potential and actual landslide sites in the study area. Characterized by deep soil horizons with high clay content dominated by illite/muscovite minerals in the sub soils and profile concave forms with moderately steep slopes, topographic hollows are the most vulnerable slope elements to landslide occurrence. The spatial temporal patterns of landslide occurrence in the study area has changed due to increased cultivation of steep middle and upper slopes. Characterized by deep soil horizons with high clay content dominated by illite/muscovite minerals in the sub soils and profile concave forms with moderately steep slopes, topographic hollows are the most vulnerable slope elements to landslide occurrence. The spatial-temporal patterns of landslide occurrence in the study area has changed due to increased cultivation of steep middle and upper slopes. A close spatial and temporal correlation between land use/cover changes and landslide occurrence is discernible. The understanding of these topographical, pedological and land use/cover parameters and their influence on landslide occurrence is important in land management. It is now possible to identify and predict actual and potential landslide zones, and also demarcate safer zones for community activities. The information generated about the area’s topographic, pedological and land cover characteristics should help in vulnerability mitigation and enhance community resilience to landslide hazards in this fragile highland ecosystem. This can be done through designating zones for community activities while avoiding potential landslide zones. It is also recommended that, tree cover restoration be done in the highlands and the farmers encouraged to re-establish terrace farming while avoiding cultivation of sensitive steep middle and upper slope sections.

A clip composition case study of communal wool production in the Eastern Cape, South Africa

- Description: Previous studies conducted on wool production in the communal areas of the Eastern Cape have concluded future research should focus on whether the observed differences in average wool price received between shearing sheds are due to differences in clip preparation (i.e. classing) or differences in the quality of the wool being produced (i.e. genetics).The objective of this study was to establish whether there are indeed geographical differences in the average wool price received by communal wool producers in the Eastern Cape and, if so, whether this difference in earnings is attributable to differences in the quality of wool produced and/or clip preparation. The current research explored eight years of wool production records of communal wool farmers (2009/10 to 2016/17) obtained from BKB, the largest wool broker in South Africa. Statistical analyses included descriptive statistics, analysis of variance, parametric tests (i.e. t-test) and multiple regression analysis. The conclusions drawn from this study are: that there are indeed statistically significant differences in the average wool price received between the different geographic areas of the Eastern Cape communal regions, and that the primary determining factor is wool quality, while clip preparation also plays an important but secondary role. The study identified specific geographic areas where developmental interventions are most critical, with specific emphasis on improving the genetic composition of the wool sheep flocks. Specific strategies are recommended, namely:Removing inferior-quality rams and replacing them with superior-quality rams to prevent any inferior nondescript rams from breeding and producing progeny; Replacing the inferior-quality nondescript ewes in specific areas with superior-quality ewes, and Improving the survival rate of lambs and thereby contributing towards expediting the rate of genetic improvement of the communal wool sheep flocks.

- Description: Previous studies conducted on wool production in the communal areas of the Eastern Cape have concluded future research should focus on whether the observed differences in average wool price received between shearing sheds are due to differences in clip preparation (i.e. classing) or differences in the quality of the wool being produced (i.e. genetics).The objective of this study was to establish whether there are indeed geographical differences in the average wool price received by communal wool producers in the Eastern Cape and, if so, whether this difference in earnings is attributable to differences in the quality of wool produced and/or clip preparation. The current research explored eight years of wool production records of communal wool farmers (2009/10 to 2016/17) obtained from BKB, the largest wool broker in South Africa. Statistical analyses included descriptive statistics, analysis of variance, parametric tests (i.e. t-test) and multiple regression analysis. The conclusions drawn from this study are: that there are indeed statistically significant differences in the average wool price received between the different geographic areas of the Eastern Cape communal regions, and that the primary determining factor is wool quality, while clip preparation also plays an important but secondary role. The study identified specific geographic areas where developmental interventions are most critical, with specific emphasis on improving the genetic composition of the wool sheep flocks. Specific strategies are recommended, namely:Removing inferior-quality rams and replacing them with superior-quality rams to prevent any inferior nondescript rams from breeding and producing progeny; Replacing the inferior-quality nondescript ewes in specific areas with superior-quality ewes, and Improving the survival rate of lambs and thereby contributing towards expediting the rate of genetic improvement of the communal wool sheep flocks.

Furthermore, policies and practices do not include, engage and support parents on an intra and interpersonal level. Parents of children in conflict with the law, experience their children’s charge or arrest as well as their subsequent journey through the child justice system as a crisis resulting in their need for emotional, informational, practical and professional support during the child justice process. The similarities and differences between the contexts of child protection and child justice in supporting parents illuminates the existing gaps in child justice legislation, policy and practice resulting in a lack of support for parents during the child justice process. In the Children’s Act 38 of 2005, it is recognised that parents have a legal responsibility towards their children and that in fulfilling this responsibility parents can access support services to assist them when they face challenges in fulfilling this responsibility. In contrast, despite 80 percent of children in conflict with the law being released into parental care and parents expressing the need for support in fulfilling their parental responsibility, in this regard the Child Justice Act 75 of 2008 fails to make provision for parents to access support services. The child justice system’s narrow focus on parents as service extenders contributes to parents’ being excluded from targeted support services resulting in parents’ support needs not being addressed. The lack of programmes and services aimed at supporting parents highlight the need for coordinated services that address the multiple stressors parents are exposed to. To this end, this study was aimed at coconstructing a practice model for supporting parents of children in conflict with the law. The theoretical lenses employed in the current study namely; the Ecological systems model and the Buffering effect model describes the various systems parents need support from and the type of support they need from their family, community and professionals. Guided by a qualitative approach, the present study integrated applied research, in particular intervention design and development with participatory action research as it allowed systematic collaboration during the research process to ensure rigour. This study involved participants from two research sites namely, the Nerina One- Stop Child Justice Centre in Port Elizabeth and the Reception, Assessment and Referral office at the Uitenhage magistrates’ court. Employing a non-probability purposive sampling method, this study facilitated the participation of parents of children in conflict with the law and child justice officials who met the inclusion criteria, in the co-design and development of a practice model for supporting parents of children in conflict with the law. Participants assumed an expert and collaborative role, which enabled the co-construction of knowledge, meaning and innovation of the practice model. Qualitative data collection methods namely, twelve focus groups and thirty two participant observations, were used to explore, co-construct, describe and design a practice model for supporting parents of children in conflict with the law during the child justice process. Thematic analyses was employed to condense the data, search for codes, categories, themes, relationships and patterns in the data. Due to the research approach and design, data analysis was ongoing and informed design and development of the practice model. Based on the thematic analysis and synthesis both descriptive and analytic themes emerged. To ensure trustworthiness, this study employed various strategies to strengthen commitment, rigour, transparency and coherence. In addition, the participative research process, the inclusion of multiple forms of qualitative inquiry and the significance of the study contributed to the validity and quality of the study. Ethical considerations applicable to the study included participants’ voluntary participation, their informed consent and ensuring participants’ privacy or maintaining confidentially. Various strategies were employed to prevent or minimise risk to participants. The findings showed that formal sources of support, in particular, offer opportunities for parents to access individual and family counselling, parenting advice, and peer support. The study also highlighted the importance of recognising parents as a subsystem in the child justice system offers potential opportunities for inclusion of parents as co-facilitators of parenting programmes or support groups, as peer supporters during the child justice process. Parents’ inclusion as a partner in the child justice system is highlighted as an opportunity for parents to be able to vi participate in child justice fora, oversight committees and accreditation committees to influence policy, services and budget allocations for services to support parents of children in conflict with the law. This study’s contribution to the existing body of knowledge is an integrated, multidisciplinary, multi-phase co-constructed practice model that would enable inclusion of, and support for, parents of children in conflict with the law prior to, during and after the child justice. The co-constructed practice model (a) involves a continuum of parent-centred support for and inclusion of parents prior to, during and after the child justice process; (b) advances an inclusive and collaborative child justice system that views parents as important stakeholders in determining the type of services they need and being involved in developing practice; and (c) promotes parents as equal partners in decision making and policy making to influence legislation, policy and practice in the child justice system.

Among these constraints, the fragmentation of the sub-continent into small and landlocked countries remain one of the structural challenges to be faced. For this reason, strengthening regional co-operation and economic integration is a significant part in the improvement of the region’s economic performance. Monetary integration, which involves the use of a common currency within the area, is part of the process of economic integration. This study reflects upon the difficulties experienced by countries within the Economic Community of West African States (ECOWAS) without a common currency to facilitate economic growth and development. The study adopted a descriptive methodology and embarked on a thorough analysis of recent and relevant secondary sources. This was done in order to determine the expected effects of a common currency in the community, as well as to evaluate the viability of a single currency in the area. The findings indicate that there are potential gains expected from the establishment of a common currency in the relevant community of countries. These gains are contingent upon the meeting of a number of preconditions. These conditions include, inter alia, the need for a multidimensional approach to regionalism, the sustainability of the fiscal policy framework in the region and a greater convergence of the ECOWAS economies.

- Description: In order for the proceeds of unlawful activities to be completely dislodged from the criminals’ hands, the latter should be effectively deterred from allowing their assets to be used to execute or facilitate the commission of offences. When properly exacted, in the interests of justice and within the existing constitutional framework, the legal process known as asset forfeiture should ensure that crime never pays. Asset forfeiture refers to both criminal forfeiture, which is conviction based following the United Kingdom asset forfeiture regime and civil forfeiture, which is non-conviction based following the United States of America one.2 Chapter 5 provisions of the Prevention of Organised Crime Act3 (hereafter POCA) provides for court, Basdeo M – Search, Seizure and Asset Forfeiture in the South African Criminal Justice System: Drawing a Balance between Public Utility and Constitutional Rights (2013) LLD, University of South Africa in Chapter 5 where a comprehensive comparative study of SA POCA and United States of America’s asset forfeiture and origin is undertaken. 3 Act 121 of applications for a restraint, confiscation and realisation for the recovery of proceeds of unlawful activities. The restraint is invoked when a suspect is to be charged or has been charged or prosecuted, there are reasonable grounds to believe that a conviction may follow and that a confiscation order may be made. Chapter 6 provisions of POCA provide for court applications for preservation and forfeiture order targeting both the proceeds of unlawful activities and removal from public circulation of instruments or assets used in the commission of offences where the guilt of the wrongdoer is not relevant. POCA has a Schedule with 34 items setting out examples of offences in relation to which civil forfeiture may be invoked. When the State discharges this noble professed task in the name of public safety, security and crime combating, legal challenges arise. This is more so within a constitutional democratic context where both individual and property rights are enshrined and protected. This study deals with some of these challenges. To the mind of a legal researcher, the law of asset forfeiture is, in this process, moulded and developed. South Africa (a developing country), Canada and New Zealand (developed countries in the north and southern hemispheres) have constitutional democracies. They also have asset forfeiture regimes, which attracted the attention of the researcher. The question is: can the developing country learn some best practices from the developed countries in this particular field? It would be interesting to establish this and the level of development of this field in the three countries under study. South Africa, with no federal government, has nine Provinces, single asset forfeiture legislation5 (combining both criminal forfeiture i.e. restraint, confiscation and realisation applications and civil forfeiture i.e. preservation and forfeiture applications), and a criminal statute6 applicable to all such Provinces. It also has, like Canada and New Zealand, pockets of asset forfeiture provisions embedded in various statutes. There is only one asset forfeiture office under the umbrella of the National Prosecuting Authority.7 It has branches8 in the Provinces, invoking the provisions of POCA, since 1999. It is not part of the police department. In Pretoria, Johannesburg, Cape Town, Port Elizabeth, East London, Durban, Bloemfontein, Kimberley, Mmabatho, Mpumalanga and Limpopo. It comprises of eleven Provinces to which the Criminal Code of Canada, the Controlled Drugs and Substances Act 1996 and a host of other statutes apply. Eight of the eleven Provinces have their own and distinct primary stand-alone asset forfeiture statutes introducing civil forfeiture10 as more fully explained in Chapter 2 of this study.

A comparative analysis of the determinants of South Africa bilateral trade flows with the European Union-Southern African development community economic partnership agreement and trade development and cooperation agreement

- Description: This research dissertation presents the impact of economic size, market size and exchange rate on South Africa’s trade flows with the European Union under the Trade Development and Cooperation Agreement (TDCA). The Big Five EU members are used to represent the EU trading bloc. The research also examines the effects of economic size, market size and ex-change rate on South African trade flows with members of the Southern African Customs Union and of the European Union in what is called the European Union-Southern African Development Community Economic Partnership Agreement (EU-SADC EPA). The research employs comparative analysis aimed at identifying the differences in the effects of market size, economic size and exchange rate on South Africa’s trade flows with these two trading blocs. The study exploits panel data on international trade of South Africa over the period 2000-’16. A gravity model of trade is used to identify the effect of these three variables on South Africa’s trade flows. The empirical analysis relies on a panel data econometrics framework as an estimation technique for the gravity model of trade between South Africa and the Big Five EU members. This shows the outcomes of the effects of economic size, market size and exchange rate on the trade flows of South Africa in the TDCA. The same technique is applied to estimate the effects of economic size, market size and exchange rate to trade flows of South Africa with the Big Five EU members as well as the other SACU members representing the SADC-EU EPA. In the panel data approach, three models are adopted. These are pooled OLS, fixed effects and random effects that can be estimated. The Hausman tests shows that the random effect is appropriate in the TDCA gravity function and the results indicate a positive relationship be-tween South Africa’s economic/market size and South Africa’s trade flows in the TDCA. In the EU-SADC EPA, the Hausman tests indicated that the fixed effect models are appropriate and the results show a positive relationship between economic size and market size with South Africa’s trade flows in the EU-SADC EPA. However, in the TDCA, the random effect model shows that exchange rate and the trading partner’s market size have a negative outcome on South Africa trade flows. The fixed effect model shows a negative relationship between the exchange rate and South Africa’s trade flows in the EU-SADC EPA. The results also show that it is better for South Africa to trade in the EU-SADC EPA than to remain in the TDCA. This is because the outcomes of economic and market size on South Africa’s trade flows are greater in the EU-SADC EPA than in the TDCA. On the other hand the negative effect of the exchange rate on South Africa’s trade flows is less in the EU-SADC EPA than in the TDCA. The research recommends that policy-makers select trading partners based on the sizes of their markets and economies.

The Big Five EU members are used to represent the EU trading bloc. The research also examines the effects of economic size, market size and ex-change rate on South African trade flows with members of the Southern African Customs Union and of the European Union in what is called the European Union-Southern African Development Community Economic Partnership Agreement (EU-SADC EPA). The research employs comparative analysis aimed at identifying the differences in the effects of market size, economic size and exchange rate on South Africa’s trade flows with these two trading blocs. The study exploits panel data on international trade of South Africa over the period 2000-’16. A gravity model of trade is used to identify the effect of these three variables on South Africa’s trade flows. The empirical analysis relies on a panel data econometrics framework as an estimation technique for the gravity model of trade between South Africa and the Big Five EU members. This shows the outcomes of the effects of economic size, market size and exchange rate on the trade flows of South Africa in the TDCA. The same technique is applied to estimate the effects of economic size, market size and exchange rate to trade flows of South Africa with the Big Five EU members as well as the other SACU members representing the SADC-EU EPA. In the panel data approach, three models are adopted. These are pooled OLS, fixed effects and random effects that can be estimated. The Hausman tests shows that the random effect is appropriate in the TDCA gravity function and the results indicate a positive relationship be-tween South Africa’s economic/market size and South Africa’s trade flows in the TDCA. In the EU-SADC EPA, the Hausman tests indicated that the fixed effect models are appropriate and the results show a positive relationship between economic size and market size with South Africa’s trade flows in the EU-SADC EPA. However, in the TDCA, the random effect model shows that exchange rate and the trading partner’s market size have a negative outcome on South Africa trade flows. The fixed effect model shows a negative relationship between the exchange rate and South Africa’s trade flows in the EU-SADC EPA. The results also show that it is better for South Africa to trade in the EU-SADC EPA than to remain in the TDCA. This is because the outcomes of economic and market size on South Africa’s trade flows are greater in the EU-SADC EPA than in the TDCA. On the other hand the negative effect of the exchange rate on South Africa’s trade flows is less in the EU-SADC EPA than in the TDCA. The research recommends that policy-makers select trading partners based on the sizes of their markets and economies.
