- Description: The study explores the suitability of the evaluation criteria used in Microprojects Programme Trust (MPT), by looking at hard and soft components of the development programme. In this sense hard components of development refer to those components of projects that are tangible and can be physically observed and can bring material changes to the life of the community. Soft components of development refer to those components of projects that bring qualitative transformation to the life of the community, i.e. increased levels of awareness, human well-being and the empowerment process that addresses the community's abstract needs, these are not tangible and often cannot be physically observed. Midway through its contract periods MPT evaluate all projects. The purpose of these mid term evaluations is to make recommendations to MPT on future approaches and methodology for community development and operations. The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves. It is strongly believed that this study will provide a valuable contribution towards increasing the ability of MPT programme to bring about both material and qualitative transformation to the I ives of the disadvantaged community of the Eastern Cape whilst ensuring that the mid-term evaluations are developed and shaped to become an appropriate instrument to measure and guide MPT programme approach to community development.

- Description: Small towns can be seen as the fundamental building blocks of tbe urban system. Through time, some of these towns have lost the primary reason for their existence. Some towns that have been declining or stagnating include old mining and industrial towns, such as Indwe in the Eastern Cape or Welkom in the Free State. Some towns have also changed the main focus of tbeir economy, for example, from that of mining to that of tourism, as in the case of Utrecht in Kwa-Zulu Natal (Nel, 2002). In light of the above, this thesis seeks to critically evaluate what has happened in selected small towns in the Eastern Cape. The research investigated a number of towns in the Eastern Cape, looking at the history and influence of colonisation, population dynamics, education levels, employment opportunities, migration and the influence of capitalism on the economic and social structure of the town, as well as tbe evolution of its economy. The research sample consisted of interviews witb local historians, community leaders, development agencies and individuals who were benefiting from tbe various development initiatives/project in the towns. These interviews, in conjunction with the literature identified, were conducted in the selected small towns, assessing whether development was succeeding and, in conclusion, identifying witb reference to the study sites, what was learnt. The research process generated a number of lessons that need to be taken into consideration when attempting social and economic upliftment in small towns. - Description: Finally, it is necessary to define the version of participation that is relevant to this study. In this study participation means involving all the members of the community and all the stakeholders and structures involved. Mainly the community members regardless of age, gender, disability and education should be involved from the initial stage of the project. These also include participation in meetings, because this is precisely where their needs are going to be established. The good thing about this is that their needs would voluntarily come from them in these community meetings. This therefore would give them a sense of ownership and be proud of their own project. This is something that would contribute to the project’s sustainability. How community members are going to contribute to this project should also be addressed. In this practice communities should try to avoid the tendency of the government imposing on rural communities ideas or what they need and how to achieve it. It should be kept in mind that at the end of the day these projects would be left at these communities, with the community members to look after them. The sustainability of these projects therefore depends on the community members. Community participation plays a very big role in rural development or any form of development. One needs to involve the community members in their own development project. This involvement should begin in the early stages of the rural development project, and continue throughout the project. Government agencies or officials should not impose their ideas in rural communities. It is very important for government agencies to do needs analysis and work with the rural communities. Forced contributions should be avoided by all means even if it involves labour or finances. Rural community members should be part and parcel of the project. According to Narayan (1995), the central argument for a participatory process is that involvement in decision‐making lets people exercise choice and voice more broadly in their lives, as well as in the more immediate context of development programmes that benefit them. Empowerment is thus, about the capacity building of individuals and the organisations that support them (Narayan, 1995:10).

Therefore this study has undertaken with the objectives of assessing income generating projects in relation to its contribution to rural development in the study area. The sustainable livelihoods and basic needs approaches were used to assess the contribution of income generating projects in poverty alleviation in rural areas. Such approaches to rural development can help in reducing the poverty gap that exists in society and at the same time help achieve sustainable rural development. Findings show that there are a number of challenges and constraints that are experienced by the Amahlathi community, like poverty in the form of poor water and sanitation services, education and health services and landlessness. Moreover, serious service delivery protests are a daily occurrence, corruption at local government level have all hindered the successful support of the government needed to boost these rural income generating projects. To have a successful rural development, there is need for the government to support these projects in the form of skills training programmes or finance. The study recommends that a serious state intervention should occur coupled with the visitation and revitalization of the RDP programme correct its mistakes.

- Description: The general aim of the study was to explore and describe community development workers` perceptions of wellness at an HIV/AIDS organisation in Nelson Mandela Bay, South Africa. The population of 36 community development workers at the Nelson Mandela Bay office of this organisation participated in this study. The sampling technique employed can be described as a census as it involved sampling an entire finite population that included all community development workers in the organisation. These workers are predominantly Xhosa-speaking adults between the ages of 21 and 60 years, and include both males and females. Qualitative data were gathered by means of audio-recorded focus groups, utilising semi-structured interviews. Tesch`s method was used to analyse the data, while Guba`s guidelines were used to enhance the trustworthiness of the research. Focus group interviews with community development workers revealed seven common themes in the experience of working in the HIV/AIDS organisation: (a) participants’ understanding of wellness; (b) organisational factors that impact on wellness; (c) personal factors that impact on wellness; (d) family and community factors that impact on wellness; (e) participants’ wellness; (f) personal coping strategies; and (g) suggestions regarding organisational strategies to enhance employee wellness. It is envisaged that the research findings of this study will be used in future to direct interventions that will be beneficial for the short and long term planning for the wellness of the community development workers of the HIV/AIDS organisation and those around them. It was recommended that the organisation was to develop a workplace wellness programme, increase management support towards the staff wellness and to increase the staff capacity.

- Description: Official statistics suggest that as many as 40 percent to 60 percent of people in South Africa are living in poverty, and the 15 percent poorest are in a desperate struggle for survival. Since 1994, Government has been making an effort to help smallholder agriculture through numerous programmes, including those that address land ownership and provide credit and grants for farms and households, but very little change has taken place. Understanding the sources of livelihood and opportunities to improve the contribution of farming within available food chains is therefore an important practical need. The study investigated sources of livelihood and mapped the livelihoods profile of the farming households in parts of the Eastern Cape. The study was conducted in the Alice and Peddie communities in the Amathole district municipality. A set of structured questionnaires were used to interview the sample of 80 farming households selected through a random process within two irrigation schemes and communities that were selected purposively in line with the focus of the larger project on which this study is based. The resulting data were analyzed by means of descriptive statistics and multiple linear regression. The descriptive results indicated that members of most rural households were old, married, uneducated and unemployed. Farming was primary livelihood strategy employed in these areas. Rural households were also dependent on remittances, social grants and pension funds because the farming strategy could not meet all their household needs. The major crops that were grown for income and food security to sustain their livelihoods included maize, potatoes, onions and butternut. Factors that had significant influences on outcomes were extension services, grants, pension and remittances, land productivity, type of irrigation system, market accessibility, output price difference and value adding. The available opportunities were land productivity, irrigation facilities, government or NGO programmes and working as a group. For improved livelihood of rural communities in Alice and Peddie, government needs to strengthen agricultural activities and equip farmers with market information, improve their access to irrigation schemes, provide training on value adding and also improve access to extension services.

A set of structured questionnaires were used to interview the sample of 80 farming households selected through a random process within two irrigation schemes and communities that were selected purposively in line with the focus of the larger project on which this study is based. The resulting data were analyzed by means of descriptive statistics and multiple linear regression. The descriptive results indicated that members of most rural households were old, married, uneducated and unemployed. Farming was primary livelihood strategy employed in these areas. Rural households were also dependent on remittances, social grants and pension funds because the farming strategy could not meet all their household needs. The major crops that were grown for income and food security to sustain their livelihoods included maize, potatoes, onions and butternut. Factors that had significant influences on outcomes were extension services, grants, pension and remittances, land productivity, type of irrigation system, market accessibility, output price difference and value adding. The available opportunities were land productivity, irrigation facilities, government or NGO programmes and working as a group. For improved livelihood of rural communities in Alice and Peddie, government needs to strengthen agricultural activities and equip farmers with market information, improve their access to irrigation schemes, provide training on value adding and also improve access to extension services.

The study found that, despite policy interventions on LED, unemployment levels remained persistently high due to the poor conceptualisation and understanding of LED, the lack of adequate funding and support and the reduction of LED stature from job creation to poverty alleviation projects. Based on the above findings, the study recommended the following: (a) institutionalisation of LED, (b) strengthening intergovernmental cooperation and partnerships, (c) development of a coherent LED strategy, (d) improving stakeholder capacity and participation so that intervention strategies are not externally imposed, (e) strengthening accountability and responsibility, (f) provision of adequate funding for LED interventions, and (g) the establishment of a local economic development agency (LEDA).

The literature indicates that staff must be equipped with necessary skills; however it is evident that training and development is essential for the members of the cooperative. Questionnaires and interviews were used as a method of collecting data from the respondents. In this study, both qualitative and quantitative methods were used to analyse the data. The research assumption was that cooperative development is a viable tool for economic development of the rural areas. This can help many South Africans and many communities come out of poverty. However, there are limitations that were caused by the inability of government to co-ordinate cooperative development. Despite the role that cooperatives play in South Africa, cooperatives still experience a number of challenges. These challenges are, amongst others, lack of access to finance, lack of access to market, lack of business skills, lack of infrastructural facilities and lack of knowledge about the cooperative. In view of the challenges facing the cooperatives, the government instituted a number of state departments and parastatals for funding and other necessary support. These are DTI, DEDEA (in the Eastern Cape), ECDC, South African Development Agency (SEDA), Department of Labour and municipalities. The objectives of these support institutions are to provide necessary support needed by cooperatives and to ensure that cooperative development is sustainable.

This indicated the importance with which the people’s welfare and growth are regarded by the South African government. This guided research report attempted to investigate and analyse the role played by Mnquma Local Municipality to alleviate poverty in the Mbiza Administrative Area. This report shows that poverty is still extreme. The Municipality has achieved limited success in alleviating poverty and prioritising skills development among the community. This research demonstrates the IDP and its mechanism process in trying to address poverty alleviation in the Municipality’s geographical area of responsibility. This report also reveals that much has to be done to improve the effectiveness of the IDP in enhancing and fulfilling its intended goals and objectives.

- Description: This thesis is an assessment of the experience of small town local economic development in four towns namely Graaff-Reinet, Somerset East, Aberdeen and Pearston situated in the Eastern Cape Midlands, South Africa. It aims firstly to provide a critical overview of these selected small town economies before evaluating their local responses to the changing economic climate. The study is contextualized within the framework of locality development and emphasizes the heterogeneity of small towns with regards to physical, socio-economic, demographic and historical elements. From this, the original economic reasons for existence of these small towns are ascertained and then the major changes that occurred are identified. Amongst other aspects, the changes in the agricultural sector, the demographic changes particularly with regard to the significant increase in the urban population and the fluctuations in the quantity and types of businesses have all played a part in transforming the small towns' economies. As a result of these changes and many external driving forces such as changes in the regional and national economy, there are many severe challenges facing these small towns especially regarding the high unemployment rate, the associated poverty, HIV/AIDS and the low volume or absence of private investment into these localities. The responses of these small towns to the daunting challenges that they face have been considered in terms of Local Economic Development (LED) strategies that have been implemented. The LED initiatives in each town are examined in the context of their general characteristics, objectives, achievements and challenges. Emphasis is placed on Somerset East as it is the only town in the study area that has a development agency actively promoting various forms of LED. What has ultimately been established is: in all four towns, LED is not making a significant or meaningful difference and that natural market and economic forces play an important role in shaping and dictating the local economy. Somerset East is the only town where the economy could potentially be restructured with the proposed mega market-led approach to tourism and planning in the form of the Boschberg Development node. Four sectors perceived to be required for locality development are considered in this study, namely the export sector, the human resources, the local service sector and the government agencies. It is ascertained that although these sectors need to be part of a symbiotic relationship to promote and enhance economic development, they are not present in all the towns and as a result development, at both a household and a macro town level, is further hindered. Ultimately, these small towns in the Eastern Cape Midlands defy the notion that they are dying. 'Growth' and 'decline' have been two central features throughout this thesis and one of the biggest contradictions and challenges that these small towns face is the population growth with a declining or stagnant economy that cannot accommodate the increased number of people.

Eastern Cape, according to Bradshaw Debbie et al (2000;4) has the second highest poverty levels in South Africa (47percent of households below the poverty line, which is based on imputed monthly expenditure of R800 or less) (SSA, 2000b), combined with the highest provincial unemployment rate (55 percent) in the country (SSA, 2003). This province is characterised by inequitable growth and development. As mentioned above, it has a high level of poverty. For this reason, strategies like Income generating projects (IGPs) have been formulated to address the need for improved livelihoods, better skills and self employment opportunities. Income generating project as a concept is a convincing strategy when looked at a distance however there is a need to evaluate the impact of Income generating projects (IGPs) through a scientific study to determine the evidence of speculations that Income generating projects are claimed to improve and sustain livelihoods of our people. In the light of the aforesaid, the researcher has endeavoured and undertaken a study on the evaluation of income generating projects. This was done to determine the extent to which income generating projects (IGPs) as a mechanism to alleviate poverty address this problem of poverty. Due to the broadness of the concept of the problem and the extensive nature of the geographical area of the Eastern Cape, the study was exclusively focused on the agricultural projects of Ilinge and Machibini Project in Lukhanji Local Municipality. For the purpose of this study, a combined method approach was used. In other words, the study applied both quantitative and qualitative research design in an attempt to gain an indepth understanding of the problem investigated. Both questionnaire and interviews were employed during gathering of data of the study and participants were project members, project leader and key informants as contributing builders and mangers of the projects. Findings revealed that there is lack of sustainability on income generating projects as the projects studied lost a high number of project members with a common complaint of lack of income to sustain project members during their membership on the income generating projects (IGPs). Lack of skills is considered to be a crucial contributing factor as one other project complained of total lack of training of project members.

- Description: South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

An area where the digital divide is still prevalent is the administration of justice within traditional contexts. One of the areas affected by this problem is the Dwesa rural community, situated on the Wild Coast of the former homeland of Transkei, in the Eastern Cape Province of South Africa. To address this problem for the Dwesa community, a research project on developing and implementing an e-Judiciary service was undertaken. The primary objective of this project was to develop a web application to support traditional justice administration in the Dwesa community. Due to the lack of a proper legal environment in this community, the e-Judiciary service acts as a portal for safe-keeping of judicial information. Such a system also serves as a platform for the administration of minor offences that are solved by the traditional courts. Furthermore, it provides a better working environment for traditional judicial leaders and eliminates the difficulty of accessing legal information by the rest of the community. Through the availability and use of the service, community members are provided with understanding and knowledge about judiciary operations and services in their community.

However due to poor governance, mismanagement of funds and theft it was running at a loss and was struggling to finance its working capital and other member benefits. - Description: Planning for economic development at the local level has become increasingly important in many countries of the world. South Africa is no exception and has had the local focus entrenched through constitutional provisions for developmental local government. This developmental approach has been intimately linked to, and influenced by, the broader legislative, policy and planning context within which the development challenges of post-Apartheid South Africa have been addressed. It has also been implemented in a context of far-reaching transformation of public institutions aimed, in the final analysis, at the effective functioning of three spheres of government. In this thesis, the Mbashe Local Municipal area is used as a case study for an examination of the linkages between economic development planning at the local, provincial and national levels. It is not a case study in the sense that an in-depth analysis of practice is undertaken; it is used rather as a lens through which the economic development planning activities of the three spheres of government are viewed. Its value as a lens lies in its location in the former Transkei, which is characterised by high levels of unemployment and poverty and low levels of service infrastructure, and in its status as one of the newly demarcated local municipalities in South Africa. Mbashe is a pilot site of the Promotion of Rural Livelihoods Programme, which has been linked to the Eastern Cape Province's Integrated Sustainable Rural Development Programme. It also includes one of the nodes of the Wild Coast Spatial Development Initiative, which has, since 1998, been promoted as a vehicle for economic development in the former Transkei. Research comprised extensive documentary research, individual interviews with key role players in the Mbashe Local Municipality, the Promotion of Rural Livelihoods Programme and the Wild Coast Spatial Development Initiative, and a group interview with members of the Local Economic Development Sub-Committee of the Mbashe Local Municipal Council. An attempt was made to understand the complex layers of policy and planning frameworks that guide planning at the national and provincial levels and within which local level economic development is situated, and to explore the responses that have been forged by agents within the Mbashe area. Key in this endeavour has been the initiatives developed under the guidance of the Mbashe Local Economic Development Sub-Committee. It is argued that the severe resource constraints faced within Mbashe, combined with limited knowledge of and participation in larger planning and resource mobilisation frameworks, lock Local Economic Development within the top-down and investmentled approaches, rather than the more integrated approach that is promoted in terms of legislation and that is required if poverty is to be addressed successfully. The limitations on state fiscal expenditure and the market-led approach to service provision and economic development, implemented in terms of South Africa's macroeconomic framework, combined with limited synchronisation of planning cycles in which integrated development planning at the local level is privileged, leave little scope for endogenous economic development at local level. There is scope for creative engagement with the interlocking local, provincial, national and continental economies by actively shifting resources in support of integrated, endogenous approaches. Such approaches could serve as counter-narratives to the dominance of neoliberalism and allow for the establishment of local economic development practice that addresses the needs of the poor and that builds integrated local economies under the control of democratic institutions. It is only with such a shifting of approach that economic development within Mbashe will shift the structural conditions that lock it into economic dependence and poverty.

- Description: Planning for economic development at the local level has become increasingly important in many countries of the world. South Africa is no exception and has had the local focus entrenched through constitutional provisions for developmental local government. This developmental approach has been intimately linked to, and influenced by, the broader legislative, policy and planning context within which the development challenges of post-Apartheid South Africa have been addressed. It has also been implemented in a context of far-reaching transformation of public institutions aimed, in the final analysis, at the effective functioning of three spheres of government. In this thesis, the Mbashe Local Municipal area is used as a case study for an examination of the linkages between economic development planning at the local, provincial and national levels. It is not a case study in the sense that an in-depth analysis of practice is undertaken; it is used rather as a lens through which the economic development planning activities of the three spheres of government are viewed. Its value as a lens lies in its location in the former Transkei, which is characterised by high levels of unemployment and poverty and low levels of service infrastructure, and in its status as one of the newly demarcated local municipalities in South Africa. Mbashe is a pilot site of the Promotion of Rural Livelihoods Programme, which has been linked to the Eastern Cape Province's Integrated Sustainable Rural Development Programme. It also includes one of the nodes of the Wild Coast Spatial Development Initiative, which has, since 1998, been promoted as a vehicle for economic development in the former Transkei. Research comprised extensive documentary research, individual interviews with key role players in the Mbashe Local Municipality, the Promotion of Rural Livelihoods Programme and the Wild Coast Spatial Development Initiative, and a group interview with members of the Local Economic Development Sub-Committee of the Mbashe Local Municipal Council. An attempt was made to understand the complex layers of policy and planning frameworks that guide planning at the national and provincial levels and within which local level economic development is situated, and to explore the responses that have been forged by agents within the Mbashe area. Key in this endeavour has been the initiatives developed under the guidance of the Mbashe Local Economic Development Sub-Committee. It is argued that the severe resource constraints faced within Mbashe, combined with limited knowledge of and participation in larger planning and resource mobilisation frameworks, lock Local Economic Development within the top-down and investmentled approaches, rather than the more integrated approach that is promoted in terms of legislation and that is required if poverty is to be addressed successfully. The limitations on state fiscal expenditure and the market-led approach to service provision and economic development, implemented in terms of South Africa's macroeconomic framework, combined with limited synchronisation of planning cycles in which integrated development planning at the local level is privileged, leave little scope for endogenous economic development at local level. There is scope for creative engagement with the interlocking local, provincial, national and continental economies by actively shifting resources in support of integrated, endogenous approaches. Such approaches could serve as counter-narratives to the dominance of neoliberalism and allow for the establishment of local economic development practice that addresses the needs of the poor and that builds integrated local economies under the control of democratic institutions. It is only with such a shifting of approach that economic development within Mbashe will shift the structural conditions that lock it into economic dependence and poverty.

The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

- Description: The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Various reports and media statements were also used to augment this empirical study. The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.
