- Description: The goal of this research was to explore the experiences of the youth in Kentane with respect to the role that a entrepreneurship plays in alleviation poverty, with the intention to enhance recommendations to the local municipality, the private sector and governmental departments. The study focused on entrepreneurship as one of the strategies that is deemed capable of reducing poverty and increasing economic growth. A qualitative research approach was used to explore the experiences of the entrepreneurial youth, where permission was attained from the youth prior to the commencement of the study. Purposive sampling was utilised to recruit participants and data was collected by means of semi-structured interviews. Qualitative data analysis was carried out using steps outlined in Creswell (2003). Five main themes were identified during data analysis where the main finding was that there was a lack of knowledge and resources to broaden the scope of youth based businesses in the area. Another major finding from this study was the introduction and imposition of haphazard short-term projects aimed at alleviating poverty that often failed as they did not address the needs specific to the community. Youth of Kentane are dedicated as entrepreneurs; however, they need the collaboration of interested parties and stakeholders to realise their respective potentials. Developmental and training programmes are crucial to assist the entrepreneurial youth of Kentane.

- Description: Poverty remains a critical issue mostly in the rural South Africa. Various initiatives, policies and programs have been enacted by the government with attempting to reduce poverty at the national and provincial levels; poverty is yet to be abated. The target of the Millennium Development Goal 1 (MDG1) of halving poverty by the year 2015 notwithstanding, poverty remains a threat to quality livelihoods. Agriculture has continued to be one of the pillars of government efforts to address poverty. However, in livestock production interventions, efforts of government had largely been on cattle, sheep, goats, pigs and exotic poultry with little attention being given to indigenous poultry production (IPP). This study explores the option of using IPP to address rural poverty by capitalizing on its minimal inputs while recognizing its prevalence in a variety of households. The study addresses the characterization of the IPP from the perspectives of housing, feeding, healthcare management, breeding and marketing options.Skill competencies of the indigenous poultry farmers (IPFs) and the Agricultural Development Technicians (ADTs) were examined. This study reviewed poultry models in different parts of the world with special attention to Africa. The human resource development program of the department of rural development and agrarian reform was discussed. The study employed the use of multi-methods approach, the quantitative and qualitative research methodologies. Descriptive statistical analysis, frequent count, percentage, means, standard deviation, chisquare, and principal component analysis was used in the quantitative data analysis while the “open social system” was used for the qualitative methodology. Findings revealed that IPFs face some challenges among which are, the poor housing that exposed the birds to inclement weather, predator attacks and stock theft, high mortality of chicks after hatching and expensive feed for the flock. The IPFs showed competencies in nine skill items that included ability to identify chicken predators (x=3.92) and high yielding chickens (x=3.79); control of predators(x=3.77); methods of using ethno veterinary drugs to treat chicken diseases and pests (x=3.72), and identify signs of diseases (x=3.69), among others. However, the ADTs did not show any competency in any of the 32 skills items. The principal component analysis with Varimax rotation was performed to ascertain the dimensionality of the measures. Six factors with eigen value of >1, which accounted for 77.317% were extracted, with each factor loading ranging from 0.523 to 0.93. Factor loading after rotation that emerged on the same component was described; as brooding, shelter and care of the chicks; predators and healthcare; hygiene and litter management; feeds and feeding stuff; and record keeping and marketing. The findings on the human resource development revealed that staff meetings were the most common method of capacity development. This was followed by in-service-training, formal study, workshop, and on the job training. The farmers’ field school and study tours were sparingly used. However, respondents were in favor of on-site training, staff meetings, formal study and in-service training. The findings on the appropriate model suggest a theoretical indigenous poultry production model (IPPM) for the Eastern Cape Province (ECP). The “open social system” was used to develop a framework for an indigenous poultry cooperative society (to be known as Abafuyi Benkukhu Zemveli [ABZ]). This was meant to create a binding force for capacity development, a strong economic foundation through equity contributions, creation of marketing channels, and the development of a concept of ‘‘our own'' product in the market. Lastly, the study offers options for a training program that would accommodate the new initiatives, with a strong capacity development training approach. In this context, the study advocates for institutional support for the IPFs and the incorporation of indigenous poultry in the curriculum of the agricultural training programs at higher education institutions in South Africa.

This in turn will establish whether the tourism sector can be used as a tool for local economic development in the municipality. In the end, this study will make recommendations on what needs to be done in the municipality for the tourism sector to be more effective for the local communities and the municipality. The researcher has conducted a qualitative research study through the use of structured questionnaires as the data collection tool, in order to obtain information from specific population members of the concerned local municipality on tourism and LED issues. The study has been conducted from twenty three accommodation establishments in Mnquma Local Municipality. During the data collection period, the researcher discovered that these accommodation establishments are facing a number of challenges ranging from poor accessibility and signage for which the study is expected to address these in the recommendations. The study will include a purposive sample of tourism businesses in the hospitality sector in Mnquma Local Municipality. From the purposive sample, the researcher opted for total population sampling which is a type of purposive sampling technique where the researcher chooses to examine the entire population. At the end, researcher recommends that the municipality needs to address the infrastructural challenges such as roads (for accessibility to tourist sites), electricity and health centers to be able to support tourism economic activities. It also needs to ensure on the continuous hosting of events to address the seasonal nature of tourism and to market the municipality as an event destination. The researcher also recommended the establishment of partnerships with sector departments and parastatals such as SEDA, DTI, ECPTA, TEP etc. Lastly, being such a rural municipality with a rich history, culture and heritage, it is recommended that the municipality must prioritise tourism as a tool for Local Economic Development to better the lives of its population and to improve its economy.

- Description: The former Transkei region of the Eastern Cape of South Africa, in common with many of the other former Bantustans, is currently facing a developmental backlog. It is one of the poorest regions of the country and is a direct product of South Africa’s history of colonisation and geopolitical nature of apartheid in which people were forcibly located onto former tribal lands, called Bantustans. Tourism is one of the few business opportunities providing employment along the former Transkei coast. The tourism industry has been identified by many worldwide as a key strategy that can lead to economic upliftment, community development and poverty relief in the developing world. The predicament however, lies in the challenge of accepting or managing the negative consequences of tourism for the potential long term benefits offered by tourism-led development. Tourism development theory reflects development theory from traditional, top-down economic-growth based models to a more wide based approach with an emphasis on bottom-up planning, meeting of basic human need and a focus on sustainable development. Consequentially new and alternative forms of tourism have emerged and can be viewed as a response to some of the negative consequences of the mass tourism-led model of economic development. Backpacker tourism is one niche of the tourism market that is providing positive local socioeconomic benefits. This thesis is presented as a case study of Mdumbi Backpackers on the former Transkei coast. Mdumbi Backpackers is a unique example of a model of tourism that is providing meaningful benefits to the people who live in this community. By going one step further with the creation of the non-profit organisation Transcape, their involvement in the community has grown significantly, encouraging positive and sustainable development in the areas of social development, education and health. Mdumbi Backpackers goes beyond the notions of locally owned and sustainable approaches and actively encourages development by setting up community organisations and initiatives in a sustainable and equitable way. This approach to tourism-led development is well suited for the needs and objectives of the community as well preserving the natural environment. This thesis presents an exemplary example from which lessons can be learned and applied to developing tourism in a sustainable and equitable way in other rural communities.

Chapter 3 describes the methodology used to conduct the research and outlines the route that was taken in acquiring the required data. Chapter 4 consists of the findings of the study. This chapter presents these findings in different themes and covers responses given by coded participants. Moreover, Chapter 4 also discusses the aims and objectives of the study, and states that the research findings have achieved the aims of the research in the analysis of data. Finally, Chapter 5 consists of the summary of the study background, challenges of the study and some recommendations by the researcher. The conclusion is that the presumption of the research problem has been confirmed by the study. The Inkwanca Local Municipality does need some urgent intervention in order to enhance the LED of the area. Recommendations for LED challenges and opportunities acquired from the findings provide direction on how the LED of the Inkwanca Local Municipality can be made effective in order to reduce poverty and the unemployment rate in the area.

Moreover, Chapter 4 also discusses the aims and objectives of the study, and states that the research findings have achieved the aims of the research in the analysis of data. Finally, Chapter 5 consists of the summary of the study background, challenges of the study and some recommendations by the researcher. The conclusion is that the presumption of the research problem has been confirmed by the study. The Inkwanca Local Municipality does need some urgent intervention in order to enhance the LED of the area. Recommendations for LED challenges and opportunities acquired from the findings provide direction on how the LED of the Inkwanca Local Municipality can be made effective in order to reduce poverty and the unemployment rate in the area.

It is in this context that the economic impact, and the role, of the arts and cultural sector towards advancing economic growth and development, needs be examined. This thesis investigates the potential for the positive impact of the cultural and creative industries (CCIs) on growth and development of small cities and towns. Furthermore, it also provides guidelines for the development of regional cultural policy in small cities and towns. The CCIs have also been touted as a catalyst for economic growth and economic development, hence the global rise in their interest. As a case study, the Sarah Baartman District Municipality (SBDM) in the Eastern Cape was chosen. The SBDM has no large cities and towns, but the District Municipality has identified the CCIs as a potential growth sector, and is in the process of developing a regional cultural policy. The area also includes Grahamstown, which not only hosts the National Arts Festival, which is the largest arts event of its type in Africa, but is also piloting the “Creative City” project in South Africa. An audit and mapping study was conducted on the CCIs in the SBDM; this was based on a national mapping study commissioned by the Department of Arts and Culture. Further internet searches, as well as consultations with the provincial and regional Department of Arts of Culture, coupled with snowball sampling, also aided in the identification of CCIs, and consequently, the “creative hotspots” within the SBDM. Two random samples of stakeholders were chosen; the CCI owners and practitioners, as well as key stakeholders such as government officials, and interviews conducted with both groups, in order to get a first-hand perspective on the operations, activities, challenges, and opportunities that are faced by the CCIs. The study found that there were at least 441 CCIs in the SBDM, with two local municipalities (Dr. Beyers Naude and Makana) hosting the largest share of these (145 and 113 CCIs in each local municipality respectively), which indicates some support for the ‘clustering’ theory. It was also found that the local municipalities that had the largest number of CCIs also experienced better socio-economic welfare. Furthermore, based on the UNESCO Framework for Cultural Statistics (FCS) domains, the Visual Arts and Crafts; Information, Books and Press; and, Cultural Heritage domains were the largest domains represented in the SBDM. It was concluded that cultural policy that is developed, ought to take advantage of, and build on, these existing clusters, as well as the domains that are most prevalent in the region. To demonstrate the impact of cultural festivals on growth and development, a socio-economic impact study was undertaken at the 2016 National Arts Festival (NAF) in Grahamstown. Face to interviews, as well as self-completion questionnaires were used, with respondents at different venues, attending a variety of shows, and across a range of demographics, being interviewed, in order to get a representative sample of Festival attendees. It was found that the economic impact of the 2016 NAF on the city of Grahamstown was R94.4 million. Over and above the economic value of the NAF, it was also found that there were nonmarket benefits (social and intrinsic values) of the NAF, that included audience development, education of the arts and culture, social cohesion, and community development. The inability to directly track and measure social and intrinsic values proved to be a challenge. The study concluded that in order for successful cultural policy to be developed in regions without large cities and towns, it is first necessary to carry out a study to identify what resources are present, and where they are. Locating resources enables cluster identification - as clusters encourage comparative and competitive advantage, it is worthwhile to invest in areas where there are clusters. Therefore, in the allocation of scarce public funds, cultural policy needs to guide investment in to areas where established clusters indicate existing comparative advantage. In terms of equity and transformation, it is also necessary to evaluate labour markets and ownership patterns when developing cultural policy. Beyond the analysis of physical and human resources, the study also found that a crucial step towards developing successful cultural policy is identification of opportunities and challenges faced by the practitioners themselves; the policy ought to capitalise on the opportunities, whilst attempting to correct the challenges faced. Also of importance is aligning the proposed policy and its objectives with regional, provincial and national aims and objectives. Finally, it is important to include a monitoring and evaluation tool that will evaluate the performance of the policy against its stated aims and objectives.

In the latter instance, there is no development agency involved. A qualitative approach to research is applied with a specific focus on in-depth interviews. The literature review focuses on responsible tourism, local economic development (LED) and development agencies. The research is grounded in the Endogenous Growth Theory. The research notes the phenomenal success of the development agency model for delivery of LED projects. There is a notable growth in the tourism sector within the BCRM. With 45 permanent jobs created, the BCRM is a better place as compared to what it was in the era prior to the establishment of the BCDA. This surpasses by far the number of jobs created in the SRVM where the development agency model does not exist. The South African Local Government Association (SALGA) prefers a district-wide development agency as opposed to a local development agency. The establishment of Cacadu Development Agency (CDA) follows this suggestion. The findings of this research are thus very significant for the SALGA in their pursuit for best practices in LED. Both the BCRM and the SRVM are under-marketed, a negative factor on their tourism growth and development. Placing of billboards at the Ncanara interchange to advertise them would ideally enhance their tourism marketing campaigns. The research also finds that both local municipalities have inadequate monitoring and evaluation systems for projects. In this respect, the research suggests that the Eastern Cape Parks and Tourism Agency (ECPTA) should consider conducting a provincial research covering all the districts, on the contribution of tourism to the local economies. As a provincial entity, the ECPTA would be better placed to undertake that task. They would have less legal restrictions imposed by jurisdictional issues than would a local municipality. The research recommends the relocation of the CDA and the CDM from the metropolitan city of Port Elizabeth to one of the local municipalities. That would most likely increase business tourism, thereby boosting the local economy in the relevant small municipality. In conclusion, this research proposes that the presence of a development agency enhances tourism growth and development in the BCRM.

The purpose of this study was to investigate the relationship between the entrepreneurial orientation of small businesses in the Eastern Cape and their level of business success. Entrepreneurial orientation was assessed in terms of the 5 dimensions of entrepreneurial orientation, namely Innovativeness, Proactiveness, Competitive aggressiveness, Risk-taking and Autonomy. Business success was assessed in terms of profitability and growth. A literature overview was firstly conducted. The nature and importance of small businesses were described, and the important contributions they make to economic growth, job creation and innovation, as well alleviating poverty and redistributing income were highlighted. The various challenges faced by small businesses were also discussed. Among these challenges, the lack of entrepreneurial orientation was specifically highlighted as a major barrier to small business success. The nature of entrepreneurial orientation and the five dimensions thereof were described. A theoretical framework was proposed illustrating the relationships between the 5 dimensions of entrepreneurial orientation and business success that were to be empirically tested. A positivistic research paradigm was followed and a quantitative approach was implemented. Convenience sampling was used and a total of 350 questionnaires were distributed to small businesses in the Eastern Cape; 317 usable questionnaires were yielded. A measuring instrument was developed based on reliable and valid items from existing studies. Statistical techniques including descriptive statistics, Pearson's product moment correlations, Structural Equation Modelling and an Analysis of Variance were performed on the gathered data. Demographic data relating to the gender, age and race of the respondents, as well as data relating to the number of employees, the tenure of the business, and nature of industry in which the small businesses operate, were collected. An exploratory factor analysis was undertaken, and Cronbach‟s alpha coefficients were calculated to assess the validity and reliability of the measuring instrument. The independent variables, Innovativeness and Proactiveness, could not be confirmed by the factor analysis and a new dimension emerged which was named Proactive innovativeness. As a result of the factor analysis the operational definitions were rephrased. The Cronbach‟s alpha coefficients reported were all greater than 0.7, deeming the scales measuring the various dimensions reliable. Descriptive statistics were calculated to summarise the sample data, and Pearson's product-moment correlation coefficients were established to investigate the associations between the variables. Significant positive correlations were reported between all of the variables. SEM was performed to determine the significance of the relationships hypothesised between the independent and dependent variables in this study. The results of this study showed that the independent variables Competitive aggressiveness, Proactive innovativeness and Autonomy have a significant positive influence on the dependent variable Business success, while Risk-taking was found to have a significant negative influence on Business success. Furthermore, the results showed that Proactive innovativeness was higher in larger-sized small businesses, Autonomy was reported to be higher in small businesses where the owner was in possession of a tertiary qualification, and Risk-taking was found to be higher in small businesses owned by people of colour than in businesses owned by White respondents. In a business environment where change is constant, small business owners need to be able to adapt their operations and strategies to these changes and the consumer demands these changes may bring. Small business owners need to be able to strategically reinvent their businesses if they are to survive over the long term. - Description: Job creation and poverty eradication have been the top priority of the South African government over the past few years and continues to be on the agenda. The government is making numerous efforts to aggressively address poverty levels and create jobs. In 1994 the African National Congress (ANC) led government inherited an economy that had glaring disparities. Most of the important economic resources of the country are concentrated in urban areas, while very few economic activities and resources are found in the rural areas. While about 70% of the country’s poorest people live in rural areas, the abundance of economic resources in towns and cities has led to minimal growth taking place in rural areas. High poverty levels continue to manifest itself in various forms and shapes in communities. The negative effects of unemployment continue to threaten our societal well-being and stability. It is evident that in poverty stricken communities there are limited economic development opportunities and have thus become trapped in a poverty cycle, and economic growth is the only sustainable approach of addressing poverty and unemployment. Local economic development (LED) is but one intervention that could be used to create jobs and eradicate poverty at a given locality. LED has been regarded as an approach towards economic development and growth whereby local people are encouraged to work in collaboration in order to achieve sustainable economic growth, bringing economic benefits and improved quality of life for all community members in a municipal area. LED is an intervention solely based at a local level being driven by local people to realise economic benefits that would improve their quality of life. A qualitative study was conducted at Alfred Nzo District Municipality to assess the contribution of LED on job creation and poverty eradication. The target population included LED managers, Project Practitioners, LED Project Beneficiaries, LED Portfolio Councillors in the Alfred Nzo District Municipality and its Local Municipalities as well as relevant sector departments and Public Entities. The study examined the contribution of LED funded projects in job creation and poverty eradication. The project also assessed the problems, issues and challenges in LED and how they are being addressed. The study found that the implementation of LED in Alfred Nzo continues to be ineffective and confronted with numerous challenges. LED has been viewed as one of the tools for job creation targeted at unskilled and unemployed members of the community. Municipalities seem to be under utilising the Municipal Infrastructure Grant (MIG) and Equitable Share for funding the LED programme. In most municipalities LED is still regarded as an unfunded mandate. Most municipalities rely heavily on grant funding from sector departments and state owned enterprises for LED. A point of concern is the lack of regular and structured discussions on LED issues within municipalities which continue to re-enforce uncoordinated planning, insufficient budgeting and poor implementation of programmes within the municipality. The study noted serious skills shortages within the project beneficiaries which hamper effective implementation of LED projects. These skills include financial management, project management, conflict resolution and business management. These are core skills for the sound and viability of management of LED projects. Access to markets has been raised as an on-going concern for LED practitioners. It is recommended that a change is made from project-based LED to a business-based approach in LED. This would require all LED projects to be registered business entities, be liable for tax and require them to produce sound business plans before receiving grant funding.

- Description: Job creation and poverty eradication have been the top priority of the South African government over the past few years and continues to be on the agenda. The government is making numerous efforts to aggressively address poverty levels and create jobs. In 1994 the African National Congress (ANC) led government inherited an economy that had glaring disparities. Most of the important economic resources of the country are concentrated in urban areas, while very few economic activities and resources are found in the rural areas. While about 70% of the country’s poorest people live in rural areas, the abundance of economic resources in towns and cities has led to minimal growth taking place in rural areas. High poverty levels continue to manifest itself in various forms and shapes in communities. The negative effects of unemployment continue to threaten our societal well-being and stability. It is evident that in poverty stricken communities there are limited economic development opportunities and have thus become trapped in a poverty cycle, and economic growth is the only sustainable approach of addressing poverty and unemployment. Local economic development (LED) is but one intervention that could be used to create jobs and eradicate poverty at a given locality. LED has been regarded as an approach towards economic development and growth whereby local people are encouraged to work in collaboration in order to achieve sustainable economic growth, bringing economic benefits and improved quality of life for all community members in a municipal area. LED is an intervention solely based at a local level being driven by local people to realise economic benefits that would improve their quality of life. A qualitative study was conducted at Alfred Nzo District Municipality to assess the contribution of LED on job creation and poverty eradication. The target population included LED managers, Project Practitioners, LED Project Beneficiaries, LED Portfolio Councillors in the Alfred Nzo District Municipality and its Local Municipalities as well as relevant sector departments and Public Entities. The study examined the contribution of LED funded projects in job creation and poverty eradication. The project also assessed the problems, issues and challenges in LED and how they are being addressed. It is therefore recommended that the municipality should form partnerships with the private sector to boost the local economy by way of cooperative delivery of services, funding of projects and the supplementing of the municipal budget. The private enterprise/sector in an economy includes all large, medium, small and micro-enterprises (SMMEs). For example, large mining companies and factories as well the smallest spaza shop or stall at a taxi rank are part of private enterprise in a local economy. Whilst regulating such companies by way of licenses and taxes to raise national revenue, the government has limited control in the determination of how these enterprises are run. The result of such partnerships between the municipality and private sector will hopefully be the realisation of “a better life for all” as local people will be employed through investment promotion.

The co-operative model in South Africa proved a success during the apartheid era in the agricultural sector with a turnover of about R22.5 billion. Post-1994 the government hopes to achieve the same level of success through the sector to transform the country’s socio-economic landscape. The co-operative sector’s principles of self-help and self-reliance have become synonymous with democratic South Africa’s government plea to active citizenry in development – Vuku’zenzele. Some South Africans have responded to this call to change their economic conditions through co-operatives. However, investment in the co-operative sector has found varying degrees of success and failure across South Africa’s provinces, with the Northern Cape, the Eastern Cape, and Free State experiencing the highest mortality rates. The areas’ rural hinterland has been attributed to this high failure rate, thus posing the need to investigate the challenges faced by co-ops in small towns such as Steynsburg. The study provides an overview of the sector’s history, including its growth in countries across the world. The role of co-ops in poverty alleviation has also been discussed. This role was interrogated in discussions held through interviews and focus groups with both members of the Masizame Bakery and other projects in the area, including public officials involved in both community.

- Description: Small towns can be seen as the fundamental building blocks of tbe urban system. Through time, some of these towns have lost the primary reason for their existence. Some towns that have been declining or stagnating include old mining and industrial towns, such as Indwe in the Eastern Cape or Welkom in the Free State. Some towns have also changed the main focus of tbeir economy, for example, from that of mining to that of tourism, as in the case of Utrecht in Kwa-Zulu Natal (Nel, 2002). In light of the above, this thesis seeks to critically evaluate what has happened in selected small towns in the Eastern Cape. The research investigated a number of towns in the Eastern Cape, looking at the history and influence of colonisation, population dynamics, education levels, employment opportunities, migration and the influence of capitalism on the economic and social structure of the town, as well as tbe evolution of its economy. The research sample consisted of interviews witb local historians, community leaders, development agencies and individuals who were benefiting from tbe various development initiatives/project in the towns. These interviews, in conjunction with the literature identified, were conducted in the selected small towns, assessing whether development was succeeding and, in conclusion, identifying witb reference to the study sites, what was learnt. The research process generated a number of lessons that need to be taken into consideration when attempting social and economic upliftment in small towns. In addition, the study assessed the understanding of the people who live in the vicinity of King Sabata Dalindyebo Municipality of how business information is obtained and put into effect for economic development purposes. The research was conducted among the employees of King Sabata Dalindyebo Municipality. They comprised: the local development directorate, ward councillors, municipal officials, and municipal managers. The South African government promotes LED as part of the concept of the Development State and gives financial support to rural communities through relevant institutions to improve economic development. Many of the participants were educated people with a sound knowledge of local economic development, as a means of poverty eradication. However, almost all participants found it difficult to put LED into practice. The communities are less empowered about the LED concept. Documents are written in English, despite the fact that South Africa has eleven official languages. In addition there are few professionals who are knowledgeable about the LED concept. As a result, LED programmes have been poorly implemented. There is little enthusiasm on the part of the LED directorate to strengthen the already established business association or partner with the business sector to promote active participation in the economy by local people. The Department of Economic Development and Environmental Affairs, which is supposed to pioneer LED, has been inactive. As a result there has been very little LED in the rural King Sabata Dalindyebo municipality.

- Description: The main aim of the research study was to review the Mhlontlo Municipality Local Economic Development Strategy as a driver of economic development. The Mhlontlo LED Strategy was developed in 2007 to guide economic development of Mhlontlo Local Municipality. The Constitution of the Republic of South Africa (Act 108 of 1996), the White Paper on Local Government (1998), Section B, the National Framework for LED in South Africa (2006), and other pieces of legislation gave direction in the development of LED Strategies in South Africa, including the Mhlontlo LED Strategy. An in depth study was undertaken to review the Mhlontlo LED strategy using document analysis to look at the relevance of the strategy to the current economic activities, its alignment to the current national and provincial development plans. The LED Strategy is no longer aligned to the current development plan, the National Development Plan. It was clear during the study that the Mhlontlo LED Strategy was never understood by both councilors and officials, not working in the LED department and that led to the neglect of the LED strategy in the development plans of the various departments in the municipality. This had adversely compromised the development corridors identified in the LED strategy. The recommendation is that the LED Strategy be holistically reviewed, so that it can be aligned with the National Development Plan, the Mhlontlo Local Municipality Integrated Development Plan 2017-2021 and other municipal documents. Both Mhlontlo municipality councilors and officials should be trained on the role of the LED strategy in development taking place in the municipality.

- Description: The main aim of the research study was to review the Mhlontlo Municipality Local Economic Development Strategy as a driver of economic development. The Mhlontlo LED Strategy was developed in 2007 to guide economic development of Mhlontlo Local Municipality. The Constitution of the Republic of South Africa (Act 108 of 1996), the White Paper on Local Government (1998), Section B, the National Framework for LED in South Africa (2006), and other pieces of legislation gave direction in the development of LED Strategies in South Africa, including the Mhlontlo LED Strategy. An in depth study was undertaken to review the Mhlontlo LED strategy using document analysis to look at the relevance of the strategy to the current economic activities, its alignment to the current national and provincial development plans. The LED Strategy is no longer aligned to the current development plan, the National Development Plan. It was clear during the study that the Mhlontlo LED Strategy was never understood by both councilors and officials, not working in the LED department and that led to the neglect of the LED strategy in the development plans of the various departments in the municipality. This had adversely compromised the development corridors identified in the LED strategy. The recommendation is that the LED Strategy be holistically reviewed, so that it can be aligned with the National Development Plan, the Mhlontlo Local Municipality Integrated Development Plan 2017-2021 and other municipal documents. Both Mhlontlo municipality councilors and officials should be trained on the role of the LED strategy in development taking place in the municipality.

- Description: This study was conducted in Dimbaza, a small town outside of King Williams Town. Dimbaza was created as a resettlement township during Apartheid in 1967. The study investigated local economic development through small businesses. The study described the state of the small business sector, it presented the contribution this sector has towards employment creation and income generation. Furthermore, it investigated the challenges that the small business sector in Dimbaza faces and the level of responsiveness from the local authorities in Buffalo City Metropolitan Municipality which Dimbaza falls under. The study was conducted using a survey questionnaire which was administered to small business entrepreneurs. Furthermore, a focus group with small business owners and semi-structured interviews were conducted with officials from the Buffalo City Metropolitan Municipality in the Business Development and Local Economic Development Directorate. The findings of the study suggest that Dimbaza has a large informal economy which has of survivalist entrepreneurs with small and micro businesses. It is evident from the study that the small business sector in Dimbaza is facing the following challenges: No access to funding opportunities, a lack of infrastructure, lack of proper running water and electricity and lack of economic development programmes from the municipality. There is a dire need for the intervention of local authorities in the small business sector in Dimbaza. Buffalo City Municipality needs to ensure the creation and implementation of programmes through Local Economic Development.

- Description: The purpose of this study is to investigate how Local Economic Development (LED) in Mnquma, with a particular focus on Butterworth, has impacted the alleviation of inequality, underdevelopment and poverty among the poorest of the poor. The aim of the literature review is to analyse the existing knowledge about LED, its impact in the alleviation of inequality, underdevelopment and poverty among the poorest of the poor and the tangible concrete pointer that shows that all key sector role-players are participating in LED. This study is qualitative in nature and employs a case study as the research design. The convenience sampling technique was used to select seven municipal workers and eight members of the community, giving a total of 14 participants. An open-ended interview schedule was used for the face-to-face in-depth interviews in order to collect data from the participants. Collected data was thematically analysed and raw data put set into meaningful segments, codes and categories. Themes were drawn from the responses of the participants and analysed. Some of the findings were that Butterworth municipality was seen as having both urban and rural features. On the other hand, it was found that the municipality did nothing to provide basic services to the people, the towns were dirty and streets lights were not working, there was insufficient representation based on the number of councillors elected under the Mnquma Local Municipality, municipality councillors lack skills, do not give feedback to the communities and need to be capacitated. The study also found that: ward committee members are less involved in the governance of the local municipality; there is a prevalence of high level unemployment and poverty in the municipality. However, there are various expanded Public Works Programmes currently going on in the municipality. - Description: Planning for economic development at the local level has become increasingly important in many countries of the world. South Africa is no exception and has had the local focus entrenched through constitutional provisions for developmental local government. This developmental approach has been intimately linked to, and influenced by, the broader legislative, policy and planning context within which the development challenges of post-Apartheid South Africa have been addressed. It has also been implemented in a context of far-reaching transformation of public institutions aimed, in the final analysis, at the effective functioning of three spheres of government. In this thesis, the Mbashe Local Municipal area is used as a case study for an examination of the linkages between economic development planning at the local, provincial and national levels. It is not a case study in the sense that an in-depth analysis of practice is undertaken; it is used rather as a lens through which the economic development planning activities of the three spheres of government are viewed. Its value as a lens lies in its location in the former Transkei, which is characterised by high levels of unemployment and poverty and low levels of service infrastructure, and in its status as one of the newly demarcated local municipalities in South Africa. Mbashe is a pilot site of the Promotion of Rural Livelihoods Programme, which has been linked to the Eastern Cape Province's Integrated Sustainable Rural Development Programme. It also includes one of the nodes of the Wild Coast Spatial Development Initiative, which has, since 1998, been promoted as a vehicle for economic development in the former Transkei. Research comprised extensive documentary research, individual interviews with key role players in the Mbashe Local Municipality, the Promotion of Rural Livelihoods Programme and the Wild Coast Spatial Development Initiative, and a group interview with members of the Local Economic Development Sub-Committee of the Mbashe Local Municipal Council. An attempt was made to understand the complex layers of policy and planning frameworks that guide planning at the national and provincial levels and within which local level economic development is situated, and to explore the responses that have been forged by agents within the Mbashe area. Key in this endeavour has been the initiatives developed under the guidance of the Mbashe Local Economic Development Sub-Committee. It is argued that the severe resource constraints faced within Mbashe, combined with limited knowledge of and participation in larger planning and resource mobilisation frameworks, lock Local Economic Development within the top-down and investmentled approaches, rather than the more integrated approach that is promoted in terms of legislation and that is required if poverty is to be addressed successfully. The limitations on state fiscal expenditure and the market-led approach to service provision and economic development, implemented in terms of South Africa's macroeconomic framework, combined with limited synchronisation of planning cycles in which integrated development planning at the local level is privileged, leave little scope for endogenous economic development at local level. There is scope for creative engagement with the interlocking local, provincial, national and continental economies by actively shifting resources in support of integrated, endogenous approaches. Such approaches could serve as counter-narratives to the dominance of neoliberalism and allow for the establishment of local economic development practice that addresses the needs of the poor and that builds integrated local economies under the control of democratic institutions. It is only with such a shifting of approach that economic development within Mbashe will shift the structural conditions that lock it into economic dependence and poverty.

In this sense hard components of development refer to those components of projects that are tangible and can be physically observed and can bring material changes to the life of the community. Soft components of development refer to those components of projects that bring qualitative transformation to the life of the community, i.e. increased levels of awareness, human well-being and the empowerment process that addresses the community's abstract needs, these are not tangible and often cannot be physically observed. Midway through its contract periods MPT evaluate all projects. The purpose of these mid term evaluations is to make recommendations to MPT on future approaches and methodology for community development and operations. The mid-term evaluation also influences the distribution and allocation of resources and funding. It was therefore vital that the criteria used are subject to tests and critical analysis so as to assess their validity. The assessment of the mid-term evaluation criteria used in MPT projects has been to further determine the appropriateness or suitability of the evaluation criteria as an instrument to measure and guide the MPT community development approach in the Eastern Cape. The method used was to conduct focus group discussions so as to get an insight into the local community situation as well as to assess non-tangible improvements and changes that have occurred in the life of the community as a result of the project. The information generated was used to compare what the community believe they achieved with what the official mid-term evaluation reports indicate was assessed and achieved and that was contrasted with what the literature recommends should have been assessed. The study found that the mid-term evaluations conducted on MPT projects have no social context in which the evaluations themselves were conducted. The terms of reference and criteria were based on the programme design which was formulated and compiled by the European Union without the participation of the local South African community. The findings also indicated that projects become unsuccessful or partly successful if the "soft" components which have a bearing on social and economic realities are neglected. The thesis ends with recommendations on how the mid-term evaluations as well as MPT programme can be developed to be more responsive to the needs as identified by the communities themselves.
