- Description: Education policies remain a contested terrain in both the social and political environments. They are not neutral instruments and are used both to maintain the existing social order and also to promote varying kinds of change or mobility. The South African Schools Act, 1996 (Act 84 of 1996) hereafter SASA, which is the source of all policies that regulate school issues in South Africa promotes democratic methods of school governing and education provisioning that favours the previously disadvantaged groups. The NNSSF is one of the policies of SASA that makes schooling accessible to the poor through school fee exemptions while attempting to close the gap between the rich and the poor through differentiated school funding created according to researched poverty levels and standardized target lists. This has been designed to fulfil one of the essential human rights of man- education that has been entrenched in the Bill of Rights of the Republic of South Africa Constitution, 1996 (Act 108 of 1996) hereafter, Constitution. Thus, the study’s objective is to evaluate the implementation of the NNSSF policy in public schools focussing on school fee exemptions. The extent to which poor parents and learners are given school fee exemptions as they are supposed to according to the policy will be indicators of whether the NNSSF is justly or unjustly implemented in public schools. Learners are the recipients of the right to education. Parents are given the responsibility to fund the education of their children. However, for poor parents to fulfil that they need advice and assistance from the teachers and SGBs to be able to access the school fee exemptions while they have a right to just administrative action and to human dignity in dealing with them. SGBs and teachers have to create a favourable environment for the just implementation of the NNSSF by advising and xiii assisting deserving parents and learners to access school fee exemptions so that the right to education is fulfilled. The duty of in loco parentis and acting in the best interest of the child enforce teachers to do everything possible to ensure that learners access education. EDOs are supposed to guide, monitor and supervise the implementation of the policy while legal bodies should assist parents and learners to demand their right when it is violated through litigation. The study used the method of survey which is quantitative and interviews which are qualitative. Questionnaires and interview schedules were tools used to collect data that was analysed through statistical methods and represented in the form of tables and pie-charts. Various significant findings were made that had a bearing on the implementation of the NNSSF policy in public schools, most important to note is that some learners who have the right to education are aware of this right but do not know how to ensure that it is not violated. Parents are not given the opportunity to decide whether school fees should be charged in their schools. Above that they are not given the advice they need to be able to access school fee exemptions. Some teachers think that by advising and assisting learners and parents they will be buying cheap popularity- showing ignorance. EDOs do not know how schools implement the NNSSF, they are not involved in anyway. Thus the study views the implementation of NNSSF policy in public schools as unjust and recommends that SGBs and teachers need to be educated, guided and monitored by the EDOs on the policy and its implementation. They in turn will have to educate parents and learners so that they are able to access school fee exemptions thereby receiving education – their right.

An economic analysis of government expenditure allocations to black schooling in South Africa

- Description: In this thesis an assessment is made of the contribution of economic theory to the debate on government expenditure allocations to schooling in developing countries. Publicly provided Black schooling in South Africa is taken as the case study and viewed in the light of historical perspectives, as well as human capital, rent-seeking, welfare, liberal and contractarian theory. From an historical perspective, the willingness of Blacks to enrol at schools under National Party control, despite the poor quality of such schooling and lack of labour market incentives for them to do so, is paradoxical. It leads to the conclusion that under National Party administration the private benefit of Black schooling exceeded the private cost; a situation which is argued to have been influenced by rent-seeking. The propositions that government expenditure on Black schooling is a profitable social investment, and that rent-seeking has influenced the allocations of government expenditure on Black and White education are then investigated. Empirical support is found for both propositions, but it is based on the use of controversial methods and measures. The provision of education by the state can be justified on many economic grounds; the most popular being that this improves welfare by bringing about a better distribution of income or by redressing market failure. However, as there are major problems with this approach, it is concluded that neoclassical welfare theory fails to provide a persuasive justification for current levels of government expenditure on Black schooling. The provision of Black schooling by the state can also be justified in terms of liberal objectives. Classical and reform liberalism and their respective conclusions are examined. Marxist views on the role played by the state in the provision of education are also considered, but not found to be appropriate. Two contractarian assessments of the government's role in the provision of Black schooling are also provided in this thesis. They are based on the works of John Rawls (1971 and 1974) and James Buchanan (1986). The approach taken by James Buchanan is argued to be more appropriate to South African circumstances than Rawls's, and it is in the context of the former that problems with respect to public decisions on education and possible solutions to them are discussed. The conclusion of the thesis is that economic theory offers only a limited explanation for government expenditure allocations to Black education in South Africa

- Description: The question of learner participation or involvement in school governance has been a thorny issue in South Africa for decades. This study investigated secondary learners’ participation in the governance of their schools through representation by the Representative Council of Learners (RCLs), formerly known as school representative councils (SRCs). The study attempted to find out how learners participation is perceived by both the RCLs and the School Management Teams (SMTs). The study was conducted in five secondary schools in the Eastern Cape townships of Grahamstown. The research participants were members of School Management Teams and Representative Councils of Learners from these schools. The study was oriented in an interpretive paradigm following a qualitative approach. Questionnaires and in-depth semi-structured interviews were used to explore the perceptions of the two groups involved. The Department of Education documents that sanction RCL participation were referred to throughout and especially when analysing the respondents’ views. The main finding of the study is that learner involvement in school governance is still problematic, though it is presently provided for by policies that govern schools, including the South African Schools Act and the Guides for Representative Councils of Learners of 1999, in which their roles are outlined. The findings of the study reveal an indecisive and autocratic mindset among educators regarding the issue of learner involvement in governance and management. Furthermore, the Department of Education documents in place betray a narrow conception of RCL participation in school governance and still display an element of mistrust towards the learners concerning their roles in governance. As a result of these forces, the democratic potential of learner participation is undermined, and RCLs compromised as legitimate stakeholders.

- Description: Matriculation pass rates in South Africa, especially in Mathematics, have been poor. The literature and personal experience suggests that a problem with homework may be a factor in this. In order to discover how Port Elizabeth learners from ex-DET schools perceived and experienced Mathematics homework, and the nature of such homework, ten case studies of Grade 11 learners were done. While conducting and analyzing the case studies, a pattern emerged from the findings, which together with some new questions, needed to be explored on a larger sample population. In order to do this and to be able to generalize the findings, four follow-up studies in the form of surveys on Mathematics homework were conducted at nine schools. These studies involved a learner questionnaire, a teacher questionnaire, the timing of learners as they did set Mathematical problems and the analysis of common errors made by the learners while doing the problems. The findings revealed that learners received too little homework too infrequently and did it inefficiently and ineffectively. The learners worked too slowly, did not complete the homework, left out the difficult problems and made numerous unnecessary mistakes. However, most of the learners claimed to have enough time available to do their homework and spent approximately one hour on Mathematics homework when it had been assigned. Many of the misconceptions and the resultant errors originated from work that should have been well covered in previous grades. However, parts of the syllabi were omitted in previous grades and completion of the syllabus and homework was only seriously considered in Grade 12. Some implications of the findings for educational practice and further research are discussed.

In order to do this and to be able to generalize the findings, four follow-up studies in the form of surveys on Mathematics homework were conducted at nine schools. These studies involved a learner questionnaire, a teacher questionnaire, the timing of learners as they did set Mathematical problems and the analysis of common errors made by the learners while doing the problems. The findings revealed that learners received too little homework too infrequently and did it inefficiently and ineffectively. The learners worked too slowly, did not complete the homework, left out the difficult problems and made numerous unnecessary mistakes. However, most of the learners claimed to have enough time available to do their homework and spent approximately one hour on Mathematics homework when it had been assigned. Many of the misconceptions and the resultant errors originated from work that should have been well covered in previous grades. However, parts of the syllabi were omitted in previous grades and completion of the syllabus and homework was only seriously considered in Grade 12. Some implications of the findings for educational practice and further research are discussed.

The General Motors (GM) South Africa Foundation, a non-governmental development organisation, established by General Motors (GM) South Africa, commenced with the piloting the Learning Schools Initiative to investigate some of the challenges of whole school development and evaluation. This research documents the Learning Schools Initiative's intervention with the initial two pilot secondary schools situated in Port Elizabeth (Nelson Mandela Bay) over a four-year period. It reviews the relevant school reform and school development literature and adopts a critical realist evaluative research approach to investigate the key mechanisms that promote whole school development and change in this context. In keeping with this approach, the results of the research are analysed and discussed within a context-menchanism-outcome configuration that involves the identification of the key mechanisms that bring about desired outcome/s in a specific context. Seven key generative mechanisms are identified as critical at a school and classroom level (i) school culture, (ii) school structures, (iii) effective leadership and management, (iv) personal growth and meaning, (v) restoration of relationships, (vi) professional development of educators, and development of capacity to work together, and (vii) support and accountability. The need to structure school development interventions around the triggering of identified key mechanisms is also identified as an important overarching mechanism. Suggestions are made for further research required to facilitate a deeper understanding of how to bring about meaningful change that results in quality teaching and learning in South African schools.

These latter cause a deceleration of the movement of events, but both conditions represent high rates of change with the concomitant dangers that flow from the existence of inertia in the system and the people. Inertia in the accelerating condition results in the movement passing beyond control. Inertia in the decelerating condition entrenches those who are opposed to change and blocks all the natural outlets through which internal pressure could be relieved. Communication demands as a prerequisite, education, so that the essential link in the control chain lies in the schools and universities, and particularly in the universities. If the feedback is to come into play, then the universities must be the places where people learn to process the information. Universities are also the places where real change could originate as history has shown, so that either way, their role is vital. Paradoxically, although universities have, on the face of it, changed vastly over the centuries, and particularly during this half century, yet they have, by and large, retained their democratic character more successfully than any other institution. - Description: This dissertation investigates the social implications of technology choices for the emerging education transformation of the South African basic education sector. In October 2015, then President Jacob Zuma launched Operation Phakisa Education (OPE), an initiative designed behind closed doors to fast-track digital education into all South African public schools. This study identifies and analyses policy choices and perspectives regarding the technology considered and deployed for the national education rollout. It documents the OPE proposal, and examines how e-education policy choices relate to humanitarian objectives. Theoretically, this study draws upon libertarian socialist theory (anarchism) to examine the sociology of education technology policy. Using anarchist theory, it assesses the perspective, aims, and choices of e-education policy at the national level. It also draws on the Free Software philosophy for society as articulated by Richard Stallman and Eben Moglen. Finally, it compares classic colonialism with global power in the digital era, and posits a theory of digital colonialism. Synthesizing anarchism and the Free Software philosophy into a single theoretical framework – placed into the context of colonial relations – it is the first work to apply anarchist sociological theory to education technology policy, and the first doctoral study on digital colonialism. For its methodology, this dissertation utilizes two qualitative methods: document analysis and semi-structured interviews. Interview subjects include high-level e-education policymakers and administrators in government, key stakeholders, and experts at the intersection of technology innovation and human rights. These methods were used to both identify and interrogate e-education policy as it relates to the humanitarian objectives of education policy at the national level. The findings demonstrate that South African education policy is beholden to largely United States-based corporations and models for e-education. The study found that the types of technologies for consideration in education are rooted in surveillance capitalism, which is spreading across the world. It contends that current e-education policy choices will entrench the power and exploitation of US state-corporate power in South African education, economy, and society. It argues that an alternative set of choices, People’s Technology for People’s Power, is consistent with the spirit of South African technology policy, and should be chosen for South African schools in order to counter the power of foreign power and resist surveillance capitalism. This dissertation is the first publication to document and analyze what the new government education policy is about and how it relates to equality and human rights. It argues that present South African e-education policy constitutes a new form of digitally-driven technocratic neoliberalism which ultimately favors ruling class interests in the United States and South Africa. It also argues that OPE violates South Africa’s Free and Open Source policy and the spirit of democracy outlined in the Phakisa methodology and the Batho Pele principles. This study found that OPE replicates the latest trends in e-education implementation popular in Silicon Valley. Tech multinationals are providing both the products and models for use in South Africa. The dissertation concludes that US technological and conceptual dominance in South African education constitutes digital colonialism. It emphasizes the need for public inclusion in the policy process, and proposes alternative policies and technologies for e-education based on the idea of People’s Technology for People’s Power. It also argues that current scholarship on education technology neglects the political and sociological importance of People’s Technology to education, economy, and society, as well as the global significance of Big Tech dominance vis-a-vis digital colonialism, and that subsequent literature would be enriched by addressing these issues.

- Description: Since the dismantling of Apartheid in South Africa in 1994, the South African socio-political and economic landscape has been characterised by rapid change. In the ten years since the 'new' democratic South Africa emerged, transformation has become a dominant discourse that has driven much action and practice in a variety of public areas. One of the areas of focus for transformation has been Higher Education whereby the Department of Education aimed to do away with disparity caused by Apartheid segregation by reducing the number of Higher Education institutions from 36 to 21. This research draws on Foucauldian theory and post-colonial theories (in particular Edward Said and Frantz Fanon), and the concept of racialisation in an analysis of the incorporation of Rhodes University's East London campus into the University of Fort Hare. Ian Parker's discourse analytic approach which suggests that discourses support institutions, reproduce power relations and have ideological effects, was utilised to analyse the talk of students and staff at the three sites affected by the incorporation (viz. - Description: Since the dismantling of Apartheid in South Africa in 1994, the South African socio-political and economic landscape has been characterised by rapid change. In the ten years since the 'new' democratic South Africa emerged, transformation has become a dominant discourse that has driven much action and practice in a variety of public areas. One of the areas of focus for transformation has been Higher Education whereby the Department of Education aimed to do away with disparity caused by Apartheid segregation by reducing the number of Higher Education institutions from 36 to 21. This research draws on Foucauldian theory and post-colonial theories (in particular Edward Said and Frantz Fanon), and the concept of racialisation in an analysis of the incorporation of Rhodes University's East London campus into the University of Fort Hare. To enable these aims, the research was undertaken in the context of the Rhodes University / Gold Fields Participatory Course in Environmental Education (RU/GF course), as a case example of a professional development course that aims to develop critically reflexive practitioners. Within an interpretivist orientation, a multiple-embedded case study approach was used to gain insight into the relationship between course processes, reflexivity and the development of reflexive competence to clarify and provide a critical perspective on how competence develops in the context of the course. Data was collected over a period of one year using observation, interviewing and document analysis as the primary data collection techniques. Data was analysed through various phases and layers to inform data generation and the synthesising of data for further interpretation. Through the literature review undertaken within the study, various significant insights emerged around the notion of reflexivity and reflexive competence. Firstly, there appears to be a need to distinguish between reflexivity as social processes of change (social actions and interactions within social systems, structures and processes) and reflexive competence (a range of integrative elements of competence) that provides the evidence of an engagement within social processes of change. The second key insight emerging is the significance of social structure in shaping participation in reflexive processes, thus emphasising the duality of structure as both the medium for, and outcome of reflexive social actions and interactions and so challenges the deterministic conception of social structure. Further, the significance of an epistemologically framed notion of reflexivity and reflexive competence emerged, in the context of responding to the complex and uncertain quality of socio-ecological risks and in supporting change in context. Reflexivity, distinguished from processes of critical reflection, foregrounds a critical exploration of both knowledge and unawareness. As such a reinterpretation of reflexive competence is offered as a process of potential challenge to dominant and reigning forms of reasoning (knowledge frameworks) and consequent principles of ordering. Through this reframing of reflexive competence, the potential exists to destabilise dominant forms of reasoning and principles of ordering to create a broader scope of possibilities for action and change in context. This reframing of reflexive competence in the context of transformation in South Africa has critical implications for engaging within processes of learning programme design in the NQF to support an engagement within reflexive processes of change and the development of a range of integrative elements of reflexive competence. In this light, the study attempts to make the following contribution to curriculum deliberations within the context of environmental education and the NQF in relation to reflexivity, reflexive competence and change: ♦ Reflexivity is conceptualised as social processes of change with reflexive competence providing evidence of engagement within these social processes of change; ♦ An epistemologically framed conception of reflexivity and reflexive competence recognises how rules of reason and the ordering of the ‘reasonable’ person come to shape social life; and so ♦ Change is conceptualised as ruptures and breaks in dominant knowledge frames and the power relations embedded in these; ♦ Unawareness emerges as a key dimension within reflexive environmental education processes in responding to the unpredictable and uncertain nature of risks; ♦ An epistemological framing of reflexivity and reflexive competence highlights the need to develop open processes of learning to support the critical exploration of knowledge and unawareness; and ♦ Within this framing of reflexivity and reflexive competence, the difficulty emerges in specifically predefining reflexive competence to inform standard setting processes within a context of intended change. In framing data within this emerging conception of reflexivity and reflexive competence, a review of course processes highlighted potential areas for reorienting the RU/GF course to support change in context, for which I make specific recommendations. Du Toit, in particular, has put the cat among the pigeons by querying the relevance in the era of globalisation and the corporatisation of institutions of higher learning, of the classic liberal interpretation of the T.B. Davie formula deriving from the 1950s, i.e., the freedom of "the university" to decide whom to teach, what to teach, how to teach and who should teach. The gist of his argument is that the danger no longer comes from outside the walls of the university, in the guise of the racist apartheid state, for instance. Instead, the threat comes from inside the institutions themselves as the result of the so-called managerial revolution, which is a manifestation of the shift of power from the collegium academicum to the administrative officials, since the curricular and pedagogical, i.e., academic, freedom of the lecturing and research staff is thereby put at risk. He maintains that the manner in which Higgins and others have addressed the question is anachronistic in that the political terrain and the institutional dynamics in which universities operate in post-apartheid South Africa are light years removed from the apartheid university. At the very least, one-quarter of the composite formula, that which refers to "whom to teach" has been rendered irrelevant, since there is no longer any barrier to access to tertiary education, besides those that operate in any "normal" capitalist democracy.

This is accomplished through investigating the structure of the respective learning tasks, the mediators involved, the task objectives and the means for achieving these objectives in the different learning contexts. The thesis draws on a socio-cultural approach to the study of cognitive development to probe the activity of learning in a formal and informal learning context. Through the use of a context sensitive methodological methods especially Participatory Rural Appraisal (PRA) tools and techniques, it was possible to illuminate tacit local knowledge structures and to get participants to actively explicate their understandings related to learning in different contexts The research results illustrate the assertion that the activity of learning is fundamentally situated in the learning context from which it arises. Learning is framed by the community of practice which structures affordances for situated learning, through mediation, within zones of proximal development. Learning in a formal context such as the school is often abstract, rule-based, standardised and theory related. Learners also find it difficult to reflect on the learning tasks and the mediational means used in a formal learning context. In contrast, the learning which takes place in an informal setting is often practical, individualised, flexible and environment based. This learning is structured around everyday activities and is dynamically defined and supported. In a situation where a learner is exposed to dislocated learning contexts, the essential goal of educational initiatives is to bridge the gap between the two. This can be achieved through mediators creating effective zones of proximal development which facilitate the individuals adaptation between learning contexts. Exposing rural scholars' local knowledge of learning in formal and informal contexts allows for a fuller understanding of the cognitive development structured within formal and informal communities of practice. It is this understanding that is necessary to address the situation where learning contexts, drawing on different knowledge bases find ways of thinking, prove challenging and/or conflicting to the scholar.

- Description: Over the past ten years, South Africa has undergone substantial changes, following the advent of democracy. Key amongst these changes being the transformation of educational policy. These policy changes have introduced new structural frameworks within which we operate (including myself as a subject advisor) and new roles for educators. These policy changes affect all the levels of the education system, and have an impact at school level, where teachers are now responsible for learning programme development (including a focus on lesson planning). Lesson planning in an outcomes-based education framework is a challenging aspect of policy implementation. South Africa is faced with the challenges associated with policy change and implementation. The role of the subject advisors and facilitators who support the teachers to make sense of the curriculum is crucial, as they provide the interface between policy and practice. They are the people who work most with teachers, and have a responsibility for curriculum implementation. This study aimed to explore the strategies which are used by subject advisors and facilitators to support teachers develop lesson plans with an environmental learning focus. A qualitative case study was conducted in which I looked at how the support processes were provided by the subject advisors and facilitators in the Eastern Cape in particular the NEEP-GET cluster in the Makana district. The study employed a range of data producing techniques such as questionnaires, interviews, document analysis and observation. The data was analysed to report the findings. The research indicates that some strategies are used to provide curriculum and pedagogical support and guidance, but that these are superficially treated and others have not been attempted at all. This therefore shows that further growth in this area is possible amongst the subject advisors. Recommendations relevant to both the subject advisors and the Department of Education so as to enhance the support processes and professional development of subject advisors have been made.

These policy changes have introduced new structural frameworks within which we operate (including myself as a subject advisor) and new roles for educators. These policy changes affect all the levels of the education system, and have an impact at school level, where teachers are now responsible for learning programme development (including a focus on lesson planning).
