The speech was delivered to a gathering of his people men and women, seated on the short grass, with their ponies grazing peacefully in the background and the hot afternoon sunshine shining on the wide expanse of hills and grassy slopes beyond. In the course of the speech he made great play with his stick, which was covered with a leopard's tail.
