- Description: The study sought to investigate factors influencing curriculum management in Bizana schools. A survey design which used mainly qualitative aspects of research was used in the study. Questionnaires and interview schedules were used to collect data. Participants (N=60) were made up of 10 learners,10 teachers, 10 School Management Team members ( SMTs), 10 parents and 20 district officials. The teachers, learners, parents and SMTs including principals were selected from 3 schools being a Primary School, a Junior Secondary School and a Senior Secondary School. Frequency tables were used to present quantitative data while verbal quotes were presented in support of themes that emerged from the qualitative data. The findings of the study revealed that the following factors were regarded as the causes of poor curriculum management; lack of training and skills on the part of curriculum managers, un-availability of resources in schools, the level of parental involvement in curriculum and regular systemic changes. It was recommended that the Department of Education should ensure that all curriculum managers are being trained to provide them with enough skills. The Department of Education should also supply schools with adequate resources. Parents should also be trained on curriculum issues. Too many changes in the system within a short space of time should be avoided.

- Description: The problem of indiscipline in schools has attracted the growing attention of researchers in South Africa and the world at large. Learner indiscipline has been variously reflected in behaviours which range from serious ones such as drug abuse, assault, theft, rape and murder, to minor ones such as truancy; all of which negatively affect teaching and learning. While there is agreement on the need to address the problem, there is a great deal of contestation around what strategies and practices are appropriate to instil discipline in schools. Within this debate many countries, including South Africa, have decided to move away from punitive approaches such as corporal punishment and replace them with what is called Alternatives to Corporal Punishment (ATCP). The main aim of this study was to interrogate the consistency that prevails between disciplinary practices and principles of alternatives to corporal punishment and the implications of this for school leadership. A mixed method design was used. The study was conducted in two phases: the first was a survey during which trends in disciplinary practices were established; the second was a multiple case study where in-depth interviews were conducted in five primary schools across different contexts which included farm, suburban, township, rural and informal settlement locations. This study has seven main findings. First, it was found that primary schools in the Buffalo City Metropolitan Municipality experienced minor offenses which clustered around levels 1 and 2 of the ATCP classification. Second, although statistically there was a weak negative correlation (r = - 0.11) between location and behaviour which is not significant (p >. 05) or (p = .46), qualitative evidence suggests a relationship between context and disciplinary offences. Third, principals’ roles in instilling discipline were focused mainly on reactive administrative and management functions rather than on giving leadership designed to inspire alternative ways of behaving. Fourth, principals’ and teachers’ belief in the use of alternatives to corporal punishment revealed ambivalence and lack of understanding. Fifth, measures to instil discipline, even though they were said to be based on alternatives to corporal punishment, placed heavy emphasis on inflicting pain and relied on extrinsic control. Sixth, two disciplinary measures designed to inflict pain were found to be weakly associated, but significantly (p < 0.05) with violent behaviour, lending credence to view that in using certain practices to instil discipline there are socialisation consequences. Finally, the use of some measures recommended by alternatives to corporal punishment yielded some unintended socialisation consequences. The study concludes that there was lack of consistency between disciplinary practices in Buffalo City Metropolitan Municipality primary schools and the principles of Alternatives to Corporal Punishment. The findings suggest that it is difficult to achieve the consistency without a school leadership which understands that the alternatives call for a paradigm shift in measures to instil discipline. For improving discipline in schools, it is recommended that school principals and stakeholders must focus on measures that are meant to cultivate a new school culture guided by values of self-discipline in order to minimise the need for extrinsic punitive control. For further research, a follow up study based on a probability sample, which should include secondary schools, could be undertaken in order that results can be generalised.

The population of the study comprised of all teachers in the fifty- six public secondary schools in the Mthatha Education District and the sample comprised of five principals, five deputy principals, five heads of departments and five international teachers on whom the case study was base to examine their views about the awareness, implementation and management of teacher diversity in the education system. This sample was drawn from five public senior secondary schools. The selection of the sample was done through the use of a purposive sampling technique. The sampling technique was used because it is not all public secondary schools in the Mthatha Education District where international teachers are found. This, therefore, allowed the researcher to select only those secondary schools at which international teachers were found. The researcher developed an open- ended interview schedule for the face-to-face in-depth interviews on the implementation and management of workforce diversity among teachers at secondary schools in the Mthatha Education District. Themes were drawn from the responses of the participants and analysed. The findings revealed that Principals, deputy principals, school management teams and teachers at all levels lacked the skills and knowledge in designing, implementing and managing teacher diversity policies in secondary schools. The findings revealed that local teachers were resistant and took a xenophobic stance towards the employment and promotions of International teachers in secondary schools. Lastly, Affirmative Action and Employment Equity Acts favour the local teachers and discriminate against the international teachers. Recommendations are made concerning the lack of awareness, skills and knowledge in designing and implementation of teacher diversity policies in secondary schools. Recommendations are also made concerning the Affirmative Action and Employment Equity Acts that influence the non recruitment and selection of international teachers.

The study employed phenomenological approach using unstructured in-depth interviews to collect data from participants who have dropped out of Masters Programme in HEI in Eastern Cape. Four participants participated in this study. A lot of themes emerged from what the participants reported and similar experiences were noted as well as different experiences. Central to what this study ascertained is the relationship between the supervisor and supervisee. From the findings of the study it can be ascertained that for any postgraduate student to succeed in his/her studies he / she needs a positive relationship with the supervisor who will play a role of guide, mentor, supporter and a friend. However, the academic preparedness of the students in terms of academic reading and writing, computer literacy and determination to be an independent researcher is also key. - Description: This study investigated the access to learner support services by Unisa‟s ABET students in the Department of Adult Education in one of the rural provinces in South Africa. Specifically, a survey using questionnaire and focus group interview was carried out to determine the access gaps in to the learner support services by Unisa‟s adult students. A literature study preceded the empirical study to fully comprehend the theoretical and conceptual underpinnings of the role of learner support in bridging the transactional distance between students on the one hand and the institution on the other hand. In the empirical study phase, a questionnaire was administered to 150 ABET Students in one province in South Africa through the stratified sampling technique and one focus group interview comprising 10 students who access support services at one of the regional offices to assess the importance they attach to the support services that are offered at the regional centres and the extent to which they are able to access them. The focus group interview comprised questions on the students‟ understanding of learner support services and their experiences in accessing them. Moore‟s theory of transactional distance was used as the theoretical base for the study. Out of a total of the 150 questionnaires that were distributed, 117 were the usable representing 78.0% response rate. One of the conclusions drawn from this study is that, although Unisa has most of the learner support services in place but for various reasons, a lot of the students are not able to access the support services as expected as the needs gap for almost all the support services were high. The chi-square tests found significant differences (p is less than 0.05) between the students on the extent to which they are able to access the support services. An integrated learner support framework was suggested for Unisa and other distance providing institutions to address the access gaps adult students‟ encounter in their studies.

Achievement of ‘Assessment of Learning’ and ‘Assessment for Learning’ in Physical Science and Mathematics Continuous Assessment (Cass) practices in two East London District High Schools in the Eastern Cape

- Description: It has been argued that assessing learner performance is considered to be one of the most important things a teacher can do to promote learners’ learning. The Mathematics and Physical Science guidelines on assessment make a distinction between ‘assessment of learning’ and ‘assessment for learning’. Both processes are seen to be complementary aspects of continuous assessment (CASS) practices which constitute 25% of the final year learner’s mark in the National Senior Certificate. How teachers understand these processes and how they achieve them during their CASS practices were the focus of the study. This was a qualitative study in which two senior secondary schools in the East London District in the Eastern Cape participated. The respondents were four grade 12 Physical Science and Mathematics teachers and two heads of department (HoDs). Data were collected through semi-structured interviews and document analysis. There were five main findings. First, it was found that CASS assessment practices were skewed towards fulfilling accountability requirements of the Department of Education. Teachers focused on the Programme of Assessment (PoA) tasks and ignored other forms of assessment. Second, it appeared the use of the term ‘informal’ in the Department policy documents with regard to ‘assessment for learning’ encouraged teachers to treat informal assessment tasks as unimportant, not to be marked and recorded. In some cases assessment tasks were used to ‘occupy’ learners when teachers did not feel like teaching, so that learners would not be idle and disruptive in class. Third, some teachers did not set their own assessment tasks; they took previous papers and did cut and paste. Such a practice seemed to preclude assessment tasks that are tailor-made for particular learners. This practice also may undermine the alignment of learning outcomes and assessment standards. Fourth, moderation of CASS tasks was sometimes ignored and in other times done not strictly according to guidelines. These findings cast doubt on the validity and reliability of CASS marks. Finally, in most assessment for learning tasks, learners were not given feedback by teachers. This appears to undermine one of the most fundamental uses of assessment, which is feedback on performance that guides learning. It can be concluded that the CASS assessment practices did not reflect a balance between ‘assessment of learning’ and ‘assessment for learning’. This state of affairs seemed to be encouraged by the fact that district departmental support systems were too technicist and appeared to encourage teachers to do assessment to fulfil accountability purposes rather than for learners’ learning. It is recommended that research on assessment practices based on probability sampling for which results can be generalised to the target population should be carried out. It is further recommended that courses on assessment should be run for teachers in order to renew and/or give them assessment skills that will enable them to achieve a balance between assessment for learning and assessment of learning.

- Description: It has been argued that assessing learner performance is considered to be one of the most important things a teacher can do to promote learners’ learning. The Mathematics and Physical Science guidelines on assessment make a distinction between ‘assessment of learning’ and ‘assessment for learning’. Both processes are seen to be complementary aspects of continuous assessment (CASS) practices which constitute 25% of the final year learner’s mark in the National Senior Certificate. How teachers understand these processes and how they achieve them during their CASS practices were the focus of the study. This was a qualitative study in which two senior secondary schools in the East London District in the Eastern Cape participated. The respondents were four grade 12 Physical Science and Mathematics teachers and two heads of department (HoDs). Data were collected through semi-structured interviews and document analysis. There were five main findings. First, it was found that CASS assessment practices were skewed towards fulfilling accountability requirements of the Department of Education. Teachers focused on the Programme of Assessment (PoA) tasks and ignored other forms of assessment. Second, it appeared the use of the term ‘informal’ in the Department policy documents with regard to ‘assessment for learning’ encouraged teachers to treat informal assessment tasks as unimportant, not to be marked and recorded. In some cases assessment tasks were used to ‘occupy’ learners when teachers did not feel like teaching, so that learners would not be idle and disruptive in class. Third, some teachers did not set their own assessment tasks; they took previous papers and did cut and paste. Such a practice seemed to preclude assessment tasks that are tailor-made for particular learners. This practice also may undermine the alignment of learning outcomes and assessment standards. Fourth, moderation of CASS tasks was sometimes ignored and in other times done not strictly according to guidelines. These findings cast doubt on the validity and reliability of CASS marks. Finally, in most assessment for learning tasks, learners were not given feedback by teachers. This appears to undermine one of the most fundamental uses of assessment, which is feedback on performance that guides learning. It can be concluded that the CASS assessment practices did not reflect a balance between ‘assessment of learning’ and ‘assessment for learning’. This state of affairs seemed to be encouraged by the fact that district departmental support systems were too technicist and appeared to encourage teachers to do assessment to fulfil accountability purposes rather than for learners’ learning. It is recommended that research on assessment practices based on probability sampling for which results can be generalised to the target population should be carried out. It is further recommended that courses on assessment should be run for teachers in order to renew and/or give them assessment skills that will enable them to achieve a balance between assessment for learning and assessment of learning.

- Description: ‘Ulwaluko’ (the male initiation custom) has been practised for generations by many cultures in South Africa and in Africa as a whole. AmaXhosa are amongst the population groups in South Africa within whom this custom has survived pre colonially and through the colonial and apartheid eras up to the current democracy. While this custom was reserved for older, mature and senior boys in the past, there is evidence that nowadays immature and junior boys as young as 12 years are taken to the initiation school. This study sought to understand how these newly graduated initiated men (amakrwala) cope with their multifaceted identities, as learners in a secondary school and as adults in the community. The study also seeks to explore a leadership style that can be sensitive to the needs of ‘amakrwala’ at school. This is a qualitative study which used interpretivism as the research paradigm. Phenomenology is the research design and phenomenological interviews were used as the data gathering tools. The findings reveal that there are tensions that exist between modernity and tradition in socialising amakrwala. The school represents the modern space and the home and community are the traditional spaces. In the formal school environment there is minimal or no recognition of the new identity of the ‘amakrwala’. At school ‘amakrwala’ are seen as learners. Their identity and status remain unchanged from what they were before they went to the initiation school. However, in the community and at home, they are elevated from a childhood to an adult status and their identities are thus re-shaped.

There were inconsistencies like educators not supervising learners in detention classes, some of the educators were sabotaging the system by not putting into practice the measures and strategies which were put in place to maintain discipline and so forth. The School Management Teams did not capacitate the Representative Council of Learners so as to assist in the monitoring of discipline. The Department of Education is not supportive in the maintenance of discipline in the schools under study in Graaff Reinet District. To address disciplinary problems, the study has the following key recommendations Policies should be crafted by all stakeholders for ownership and there should be collaboration in implementation of those policies.. The Code of Conduct should be issued to all learners at the school at the beginning of the year in the language of preference, with school rules. Learners should know the consequences of transgressing the Code of Conduct. SMTs should adopt different management styles so as to take action against educators who are failing the system of maintaining discipline. Educators should realise that it is their duty to maintain discipline in schools; therefore they should stop complaining about disciplinary problems. Educators should engage the Department of Education to conduct workshops in building capacity of educators to maintain learner discipline. Schools should establish partnerships with other sister Departments such as SAPS, Social Development, Correctional Services, Health to, maintain learner discipline.

An assessment of the implementation of peer academic support programmes at higher education institutions in South Africa: a case study of one university

- Description: The purpose of the study was to assess the implementation of peer academic support programmes which are Language and Writing Advancement and Supplemental Instruction programmes in one University in South Africa. The study adopted a qualitative approach that used face-to-face interviews, focus group interviews and document analysis to collect data. Purposive sampling was used to select those who participated in the study. The participants were two coordinators of the programmes, ten facilitators working in the programmes for in-depth interviews and ten students who have been receiving services from the programmes for two focus group discussions. The study revealed that there was a general trend whereby peer facilitators of the programmes were recruited and trained. However, it was found that some facilitators abandoned the position immediately after the training which made it difficult for coordinators and Human Resource Staff (HR) to start the process of recruitment and retraining. In this regard, Teaching and Learning Centre, (TLC) and HR simply appointed other untrained facilitators to replace those who had deserted the positions. Also, some facilitators were unable to attend some of the regular trainings because of clashes with their classes. All these have a negative impact on the implementation of the programmes. The results also reveal that some of the facilitators were frustrated with students’ poor attendance in the sessions, and even those who attended their sessions, did not participate much in the discussions. It was found that most lecturers and students did not know the differences between supplemental instruction (SI) and tutorials. Neither did lecturers encourage their students to seek help from the TLC services. Reviewing of assignments from different disciplines by TLC facilitators was another burning issue that came up. Some facilitators reviewed assignments from different disciplines, because the disciplines were not represented and this is because they want to claim for more hours, which affects the quality of the programmes. The findings also show that some students did not like to take their assignment to the TLC for review because facilitators make unnecessary and harsh comments. On the contrary, some students acknowledged that they were fine with the way facilitators review assignments because it involves one-on-one consultation, and they always pass the assignments reviewed by PASS facilitators. The study also revealed that the coordinators monitored and evaluated facilitators through observation and the checking of attendance registers. Coordinators ware also monitored by senior colleagues of the department such as the manager of the TLC. Furthermore TLC has instituted a mentorship programme whereby senior facilitators mentor newly recruited facilitators. However not every facilitator had a mentor. The study also exposed the fact that the TLC venue was usually closed during examination periods to allow facilitators to prepare for their examinations. The findings show that some departments were not represented by facilitators and to remedy this situation, it is recommended that all departments be represented and lecturers encourage the students to get help from TLC. Most facilitators were undergraduate students, but they needed to be replaced by post graduates who did not have course work that will clash with PASS activities. The strategies used by facilitators were fairly good but more should be done to encourage students to participate in sessions. Finally, the monitoring and support mechanisms put in place were very functional but the TLC should make sure every facilitator is being monitored especially concerning the review of assignments. The significance of the findings of this study cannot be overemphasised. The National School Nutrition Programme (NSNP), which is of focus in this regard, is government’s project that responds to problems such as poor nutrition and hunger amongst learners. Originally this programme was designed to provide direct services to primary school learners, to reduce hunger and alleviate the effect of malnutrition on their learning capacity through improvements in the nutritious status of school children. The research on the assessment of the role of NSNP took place at Siyanda SPS in Butterworth. Siyanda SPS was selected because of its geographical location, as it was observed to be one of poverty stricken informal settlement. Key informants for data collection included interviews, direct-observation, content analysis and focus group discussions and photographs. The study provides best practice for implementation of the programme in Yako informal settlement, and encourages local economic development within community members. The study may also add consciousness on matters related to government intervention in human capital development projects, as well as benefiting communities, through initiatives such as employing local women as food preparers and using local food suppliers. The NSNP endow the community with nutritional education, empowering rural dwellers with awareness, and capability to grow their own food. Community members are also well-informed about the benefits of a healthy diet. The NSNP creates chances for learners from underprivileged communities to concentrate better in class, so that they get better results, which possibly will lead to better lifestyles in future.

Parent SGB members seem to be dependent upon the educators in most cases on issues of school governance and they do not differentiate between their role and that of the SMT. Most SGB subcommittees seem to be dysfunctional and it was clear from the data that educators were the persons who dealt with school finances and matters of procurement. The majority of parent SGB members do not know what policies the school must adopt.

- Description: The study investigated the underachievement of Junior Secondary School learners within Ngqamakhwe district in the Eastern Cape Province. The research was conducted from the seven selected junior secondary schools in the Ngqamakhwe sub-district. The primary respondents of the study were one hundred and five (105) learners, forty two (42) educators and seven (7) school principals. Questionnaires were used to collect data. Three different questionnaires were designed, one for learners, one for educators and one for school principals. School schedules were also used to assess the extent of underachievement. The study utilised a quantitative research for the analysis of the data. The analysis was done using SPSS (Statistical Package for Social Sciences, version 19). The study revealed a number of factors responsible for underachievement amongst the learners. These factors were grouped into school and home environments. With the home environmental factors the level of education of parents and whether the parents buy reading material were more significant. With the school environment the age and grade of a learner were significant. Responses from principals and educators were regarded as factors underlying the underachievement and in particular the lack of resources both at home and at school. School principals of the seven schools revealed that there were no libraries, science laboratories, computers or clerks in their schools. Poverty emerged as one of the causes of underachievement. The influence of these may be statistically weak but are nonetheless present. A few other factors were noted to have statistically weak influences on the academic underachievement of learners. These included factors like gender, the parents’ employment status, the availability of a person to assist with homework, the frequency of parents visiting schools, whether television is available at home and whether the children are bored or not.From the findings the following recommendations were made:Creation of jobs by the government; Adult Basic Education must be encouraged in the rural areas; Employment of more educators; Appointment of clerks in every school; Building enough classrooms; Building libraries; Building of science laboratories; Review of teaching methods by educators.

In line with the protocols of the case study, this study used a combination of methods namely structured interviews, semi-structured interviews, focus groups and document analysis in collecting data. The findings of the study revealed different opinions on parental involvement. While some parents appreciate the importance of their involvement, there were, however, some parents who perceive it as a responsibility of educators. Despite these views, there were positive contributions that have been brought about by parental involvement in the development of their children's literacy. The study has also revealed that there are factors that influence parental involvement in the development of their children's literacy in the senior phase such as parents' lack of understanding of their roles, absence of guiding documents, lack of unity among stakeholders, age and qualifications. The researcher used a case study approach and a questionnaire was used to investigate whether or not learners understood the language rather than to assess their mathematical ability. English was the language in question and used as the medium of instruction (MOI). In this study, aspects of the language used for mathematics are highlighted, the importance of mathematical vocabulary is discussed and reference is made to some recent research concerned with the understanding of mathematical language. The importance of language as a factor in the learning of mathematics is established through a consideration of bilingualism and the writer‟s own research into the understanding of mathematical language. Perhaps the most obvious educational difficulty which students encounter is that of language. Teachers and curriculum planners need to assess whether this is desirable, and to attempt to find ways in which learners in bilingual education programmes can learn mathematics in a meaningful way. Theories on the interaction between language and mathematical thinking, as well as the studies conducted with bilingual students can inform one‟s thinking about this issue. These ideas have important implications for teaching, texts and curriculum development. The study examined some of the above aspects in the context of South African Education.

The policies include National Education Policy Act No 27 of 1996 and South African Schools Act No 84 of 1996. However, various schools in this country have generally not met this requirement effectively. The situation is more prevalent in the rural schools where parents either do not participate at all or their participation is minimal. The researcher investigated the factors that were behind the lack of parental involvement in rural schools. A specific focus was in rural schools of Mthatha District. The schools were chosen because of their proximity to the researcher and noted constant reports on the lack of parental involvement. The primary targeted population were the parents whose learners were schooling in the two selected rural schools of Mthatha District, which were Pazima J.S.S and Xonyeni J.S.S The researcher used stratified sampling to ensure better coverage of population and to achieve better precision or accuracy. This was done by dividing the parents into homogenous groups like, gender, age, sex and etc. The researcher used both quantitative and qualitative research methods. The designs that were used were survey and interviews. Questionnaires and interview schedule were developed and administered to parents of the two selected schools. These methods were judged to be appropriate as some of them might not be able to read and write. In addition to that, it was within acceptable procedures of collecting data in both qualitative and quantitative study. There were limitations and delineations and some of them included that the study was confined only to Mthatha District. The researcher selected only two schools and other schools were excluded. The study investigated only parents of the senior phase level and other phases were not involved. The researcher collected data from the parents of two selected schools i.e. Pazima J.S.S and Xonyeni J.S.S using questionnaires and interviews. Questionnaires were administered to parents who were able to read and write and for those parents who could not read and write interviews were conducted. The data was analysed using a pool- table method and out of 74 parents used as the sample for the study most parents were ranging between 32 and 39 years. The study was dominated mainly by female parents and most parents had learners in grade 8&9. Most of the parents in the study were married and they were unemployed with J.S.S. as their highest qualification. The six research questions asked were: (a) Is lack of relationship between the schools and the homes of learners one of the causes for lack of parental involvement in rural schools of Mthatha District? (b) Is lack of co-operation by parents in the education of their children one of the causes for lack of parental involvement in rural schools of Mthatha District? (c) Is illiteracy of parents one of the causes for lack of parental involvement in rural schools of Mthatha District? (d) Is employment of parents one of the causes for lack of parental involvement in rural schools of Mthatha District? (e) Is lack of parental participation in school governance and management one of the causes for lack of parental involvement in rural schools of Mthatha District? (f) Is lack of communication between parents and the teachers one of the causes for lack of parental involvement in rural schools of Mthatha District? The findings showed that there was no relationship between the schools and the homes of learners and parents were co-operating at all. - Description: South Africa has, since 1994 undergone significant political, social and economic changes and all these changes have had an effect in most of the governmental departments. One department adversely affected in particular, is the Department of Education (DoE). The implementation of a large number of educational policies being developed at national and provincial levels to bring about radical changes, leave much to desire. That has led the researcher to be investigating Teachers’ Formative Assessment Practices in Grade 9 Technology classrooms of selected schools in the Fort Beaufort District of Education. The DoE had explored ways to better educate learners and to improve the entire school performance, hence the introduction of the new methods of assessment, to quote but one, assessment policy No. 19640 of 1998. The new assessment policy in the GET Band is a means of assessing learners in order to enhance individual growth and development; to monitor the progress of learners; and to facilitate their learning. This policy states that assessment and feedback are integral to the teaching and learning process and policy planners and practitioners must be adequately prepared to implement these policies. Assessment is the most powerful lever educators use to influence the way learners respond to teaching and behave as learners. It is crucial that appropriate and effective methods of assessment are employed to ensure effective learning. Therefore, the study examined, within the interpretive paradigm and taking a constructivist approach, experiences and concerns raised by participants concerning the implementation of formative assessment in the case. In order to investigate teachers’ perceptions and the implementation of formative assessment practices, in relation to emerging educational policies, one Grade 9 learning area – Technology - in five schools were purposefully sampled. Data from the participants were mainly collected employing qualitative methods, being in-depth interviews, observations and document studies. The main findings of the study were that participants’ (School Management Team members, teachers and learners) perceptions were not quite clear pertaining to what formative assessment is all about. They did not know how to implement it in their classes and as a result had a negative impact on them. This led to recommending that these practitioners must adequately and rigorously be re-trained in implementing the policy. The DoE ought to outsource such trainings to tertiary institution for certification purposes. In future, the DoE should, before implementing any policy, make sure facilitators know the policy, are adequately and thoroughly trained and skilled before embarking on any further training of policy practitioners.

- Description: South Africa has, since 1994 undergone significant political, social and economic changes and all these changes have had an effect in most of the governmental departments. One department adversely affected in particular, is the Department of Education (DoE). The implementation of a large number of educational policies being developed at national and provincial levels to bring about radical changes, leave much to desire. That has led the researcher to be investigating Teachers’ Formative Assessment Practices in Grade 9 Technology classrooms of selected schools in the Fort Beaufort District of Education. The DoE had explored ways to better educate learners and to improve the entire school performance, hence the introduction of the new methods of assessment, to quote but one, assessment policy No. 19640 of 1998. The new assessment policy in the GET Band is a means of assessing learners in order to enhance individual growth and development; to monitor the progress of learners; and to facilitate their learning. This policy states that assessment and feedback are integral to the teaching and learning process and policy planners and practitioners must be adequately prepared to implement these policies. Assessment is the most powerful lever educators use to influence the way learners respond to teaching and behave as learners. It is crucial that appropriate and effective methods of assessment are employed to ensure effective learning. Therefore, the study examined, within the interpretive paradigm and taking a constructivist approach, experiences and concerns raised by participants concerning the implementation of formative assessment in the case. - Description: The challenges of implementing the curriculum for the Life Orientation learning areas in the National Curriculum Statement have been a matter of concern for South African schools. This study sheds light on the implementation of the LO curriculum in selected high schools in the Fort Beaufort District, in the Eastern Cape Province in South Africa. The study adopted a qualitative approach and used face-to-face interviews, focus group interviews, classroom observation and document analysis to collect the data. The purpose of the study was to investigate the implementation of the Life Orientation curriculum in high schools in the Fort Beaufort District. Six high schools from the six clusters in the Fort Beaufort District were purposively selected to form the focus of the study. The participants were six principals, six LO teachers and thirty-six learners. The study revealed that lack of adequate teaching and learning materials in schools affected the implementation of the curriculum. Inadequacy of teaching and learning materials affected both the teachers and learners as they sought to make up for the shortages of teaching and learning materials by sourcing for local materials like news paper and magazine. In some of the schools, teachers made photocopies of textbooks for learners which could be time consuming and added to the teachers‘ workload. The study found that some of the teachers were frustrated because of the lack of adequate teaching and learning materials in LO. The results also revealed that the majority of the teachers had the Advanced Certificate in Education (ACE LO) qualification and/or an undergraduate qualification in Psychology, which are basic requirement for teaching LO, while the others had general teaching qualifications in other subjects. It was found that many learners were positive about LO, but it could not be proven that learners meant all their positive responses as it seemed that learners‘ responses were too good to be true. However, the results showed that learners had at least been taught and were aware of the consequences of the social problems like teenage pregnancy, drug abuse and HIV/AIDS that affect them. Some of the challenges that teachers encountered in the implementation of the Life Orientation curriculum were also highlighted in this study. These include; lack of adequate training which some of the teachers complained did not allow them to handle some topics like career choice and religious education as they should. Some of the teachers also stated that their culture and belief did not permit them to share some LO topics with their learners. There was also the challenge of learners turning against things taught in LO class. The study found that the support and monitoring put in place for LO teachers are in the form of documents such as subject guides, textbooks and sometimes funds to take learners out on outdoor activities, extra teachers to lessen the teachers‘ burdens, advice, workshops and training. There is course moderation where teachers‘ and learners‘ files are marked. In some of the schools where monitoring is carried out, it starts with the Heads of Departments (HODs) and ends with the principal. Many of the schools do not monitor the teaching of LO because of the trust the principals have in the teachers and challenge of school size. Class visits is prohibited by South African Democratic Teachers‘ Union. The subject is not being handled properly despite its importance in helping learners to be adequately guided towards positive self-concept formation, the realisation of their potential, and enabling them to protect themselves from various forms of social violence and abuse, and this in turn would make the society safer.

It was prompted by a deep concern about the poor reading ability and language proficiency of grade 12 ESL learners. While studies have been carried out on factors affecting the performance of grade 12 ESL learners, few studies have looked at the impact of reading and language proficiency in South African schools especially in the Qumbu district. This study has gathered data on factors affecting the performance of grade 12 ESL learners. The study seeked to: (a) investigate the extent to which reading ability affects the performance of grade 12 ESL learners, (b) establish the extent to which language proficiency affects the performance of grade 12 ESL learners, (c) ascertain differences in the reading ability of learners in the selected schools, (d) ascertain differences in the language proficiency of learners in the selected schools and (e) ascertain differences in the June and September performance scores of learners in the selected schools. The study employed the quantitative method in order to manage the data collection. The researcher used a survey design. The stratified random sampling procedure was used to select participants from the four senior secondary schools i.e. two in the rural areas and two situated in the urban areas, with 30 learners in each school. Data was mainly collected through standardized tests administered on sampled ESL learners. The researcher analyzed the data collected by means of Statistical Package for Social Sciences. Findings were that both Rural Schools performed better than both Urban Schools in Language Proficiency. In Reading Ability when Urban Schools are combined, they performed better than rural schools. The researcher made a few recommendations.

The good relationship between the school and the community at large is important for the growth and development of a child. It was for that reason that the national department of education introduced a three legged body called SGB, which is composed of Parents, Teachers and Learners to govern the schools. In this study the researcher investigated the nature of relationship among the SGB components in rural schools. A case study was conducted at rural senior secondary school in the Libode Mega District‟. The purpose of this study was to investigate the relationship among SGB components that are parents, teachers and learners in research school. This study would help in creating an understanding of the importance of good relationship among SGB components. The one broad research question was: What is the nature of relationships among the SGB components (parents, learners, and teachers) of the research school towards attainment of school goals? This was a case study using interviews, documents such as SGB minutes, notices of SGB meetings as an instrument for research. The sample represented all parents, learners and teachers who were SGB members in the research school. For purposes of validation the questionnaire was piloted to different schools with a similar situation to the research school. The data gathered were analysed qualitatively and findings and recommendations formed the most vital component of the dissertation. Findings were as follows: The SGB of the research school knew about their roles and responsibilities. SGB meetings were Organized and run properly. There were good Relationships among SGB components. Management of school finances was good and transparent. There were standing meetings for reporting to constituency.
