Prevalence of Escherichia coli O157:H7 in water and meat and meat products and vegetables sold in the Eastern Cape Province of South Africa and its impact on the diarrhoeic conditions of HIV/AIDS patients

- Description: Water and food borne Escherichia coli O157:H7 could be one of the pathogens posing high health risk to patients suffering from Acquired Immunodeficiency Syndrome (AIDS) because of its incrimination in diarrhoea cases in AIDS patients. The present study, which was conducted between March 2005 and August 2006, investigated the prevalence of E. coli O157:H7 in water, meat and meat products and vegetables and its impact on diarrhoeic conditions of confirmed and non-confirmed HIV/AIDS patients in the Amathole District in the Eastern Cape Province of South Africa. The water samples used in the study were obtained from stand pipes supplying treated drinking water to communities residing in Fort Beaufort, Alice, Dimbaza and Mdantsane whereas borehole waters were sampled from Ngwenya and Kwasaki. The meat and meat products and vegetable samples were purchased from shops, butcheries, supermarkets and open air markets in Fort Beaufort, Alice and Mdantsane. The stool swabs used in the study were obtained from HIV/AIDS and outpatient clinics at Frere Hospital in East London. A total of 180 each of water, meat and meat products and vegetable samples and another 360 stool samples were analyzed for E. coli O157:H7. Presumptive E. coli O157 was isolated from the samples by culture-based methods and confirmed using Polymerase Chain Reaction techniques. Anti-biogram as well as risk assessment were also carried out using standard methods. The viable counts of presumptive E. coli O157 for water samples ranged between 3.3 × 104 and 1.71 × 105 CFU/ml, and between 1.8 × 104 and 5.04 × 106 CFU/g for meat and meat products, whereas those for vegetables ranged between 1.3 × 103 and 1.6 × 106 CFU/g. The counts of presumptive E. coli O157 for the water and vegetable samples were not significantly different whereas those for meat and meat products were found to be significantly different (P ≤ 0.05). The prevalence rates of presumptive E coli O157 in meat and meat products was 35.55 percent (64/180), and 25.55 percent (46/180) and 21.66 percent (39/180) for water and vegetables respectively. Prevalence of presumptive E. coli O157 in the stool samples of HIV/AIDS patients was 36.39 percent (131/360), of which 56.5 percent (74/131) and 43.5 percent (57/131) were from stools of confirmed and non-confirmed HIV/AIDS patients, respectively. Molecular analysis of representative presumptive E. coli O157 indicated that 10.29 percent (4/39) of vegetables; 14.81 percent (4/27) of water and 38.46 percent (5/13) of meat and meat products carried E. coli O157:H7. Also 36 percent (9/25) and 17.24 percent (5/29) of the stool samples were positive for E. coli O157:H7. Antimicrobial susceptibility profile revealed that all of the E. coli O157:H7 isolated from water, meat and meat products and vegetables as well as those isolated from stools of confirmed and non-confirmed HIV/AIDS patients were resistant (R) to gentamycin and erythromycin. However, 75 percent (20/27) of these isolates were resistant (R) to ampicillin and tetracycline whereas approximately 25 percent (6/27) were resistant (R) to nalidixic acid, ceftriaxone, and chloramphenicol. All the isolates (27/27) were susceptible (S) to amikacin. Probability of risk of E. coli O157:H7 infection was high for confirmed HIV/AIDS patients than for the non-confirmed HIV/AIDS patients. Estimated probability of risk of E. coli O157:H7 due to ingestion of water was 1.00 for 100 confirmed and non-confirmed HIV/AIDS patients. Risk due to meat and meat products was estimated at 0.27 and 0.20 and for vegetables at 0.21 and 0.15 per 100 confirmed and non-confirmed HIV/AIDS patients. The findings of this study predicted a possible link between E. coli O157:H7 isolated from drinking water, meat and meat products and vegetables and diarrhoeic conditions in both confirmed and non-confirmed HIV/AIDS patients, and concludes that confirmed HIV/AIDS patients can be at higher risk of contracting water and food borne E. coli O157:H7 than nonconfirmed HIV/AIDS patients. It is thus recommended that proper water treatment and food handling, maximum food and water safety and sanitation as well as personal body hygiene should be maintained, in order to prevent E. coli O157:H7 infections. Education initiatives and active surveillance of E. coli O157:H7 should be taken by all the stake-holders working directly or indirectly towards ensuring enduring sound public health.

Photosynthetic and growth response of C₃ and C₄ subspecies of Alloteropsis semialata to nitrogen-supply

- Description: The greater photosynthetic nitrogen use efficiency (PNUE) of C4 compared with C3 plants may explain the relative success of C4 grasses in nutrient poor environments. This study compared the responses in photosynthetic parameters, leaf nitrogen and biomass allocation between the C3 and C4 subspecies of Alloteropsis semialata supplied soil nitrogen at three levels. Photosynthesis was assessed by means of CO2 response curves and the leaf nitrogen content assayed. Plants were destructively harvested, leaf areas determined and the dry biomass of functional plant components was measured. Results confirmed that the higher PNUE of C4 plants allowed them to accumulate more biomass than C3 plants at the high nitrogen level, despite smaller leaf areas. The greater productivity of C4 plants enabled them to invest more in storage and sexual reproduction than in leaves when compared to the C3 plants. In contrast the C3 plants invested biomass in less efficient and more nitrogen demanding leaves and bigger root systems. PNUE and photosynthetic rates were not significantly affected by nitrogen-limitation in either subspecies and the major response was a decrease in biomass accumulation and an increase in biomass allocation to roots. This altered root to shoot ratio was accompanied by a lowered allocation to sexual reproduction in the C4 subspecies, but an unaltered allocation to leaves, while in the C3 subspecies there was a decrease in leaf allocation. In a further experiment, the C4 subspecies was supplied three levels of nitrogen provided as nitrate, or alternatively as ammonium plus nitrate, and leaves were excised to within 5 cm of the ground at the start of treatment. Prior to flowering, photosynthesis was assessed by means of CO2 response curves and the plants were destructively harvested. Leaf areas and the dry biomass of functional plant components were determined, and at levels of nitrogen supply higher than those found in savanna soils the rate of photosynthesis was increased. Leaf re-growth was reduced by severe nitrogen limitation and co-provision of nitrate and ammonium had no significant effect other than increased tillering. Both subspecies of Alloteropsis semialata are adapted to nutrient poor environments and maintain photosynthetic rates by reducing leaf area. The C4 subspecies is likely to show greater resilience in disturbance-prone environments by exploiting its higher PNUE to allocate greater resources to storage and sexual reproduction, while the C3 subspecies is usually found in environments with closed canopies which favour vegetative growth, and allocate greater resources to leaves and roots.

Intimacy in romantic relationships during young adulthood: the role of the mother-daughter relationship

- Description: This study addressed the role of the mother-daughter relationship on the daughter‟s development of the capacity for intimacy with a romantic partner. The objective of this study was to examine whether separateness in mother-daughter interactions was related to romantic intimacy (sexual and non-sexual intimacy) in romantic relationships. The following instruments were used: 1) Socio-demographic questionnaire; 2) Competence in Mother-Daughter Relationship Questionnaire (ICQ-M) and 3) Personal Assessment of Intimacy Questionnaire (PAIR). 179 adolescent female university students participated in this study most of who were between the ages of 20 and 24. The results indicated that a positive relationship existed between separateness and sexual intimacy (r=.688, p<.01) as well as separateness and non-sexual intimacy (r=.598, p<.01). A positive relationship between connectedness and non-sexual intimacy (r=.468, p<.01) was also observed, however no correlation was observed between connectedness and sexual intimacy. These findings indicate that separateness in mother-daughter interactions has a definite effect on the different dimensions of romantic intimacy. Therefore, late adolescent women who possess the ability to assert themselves and express differences between themselves and their mothers are not as apprehensive as their peers when it comes to romantic intimacy with a partner.

In order to demonstrate the current status, two geographical areas within that area namely privileged and less privileged areas will be selected and surveyed. The main objective of this research study is to survey the access to ICT services by learners and teachers living and working in less privileged communities compared with that of learners and teachers in the more privileged communities of Port Elizabeth. At present all the schools in these communities are funded by the same provincial government, but the extent of the digital divide is not known. This research will investigate the factors that lead to the inequalities in the access to ICT among secondary school learners and teachers. This research has the following sub goals and objectives: 1. To identify the factors that impact on the status of access to ICT services; 2. To determine which socio-economic factors contribute to the status of access to ICT services in the specific areas; 3. To determine the status of access to ICT services in specific communities within the larger Port Elizabeth area; 4. To determine whether the level of access differs between secondary schools and the homes of teachers and learners in the identified areas.

Isolation and characterization of antiplasmodial metabolites from South African marine alga

- Description: Malaria is one of the three most deadly diseases in Africa. Although there are available treatments, their efficacy has been greatly reduced over the past two decades due to the development of resistance to currently available drugs. This has necessitated the search for new and effective antimalarial agents. This project approached the search for new antimalarial compounds in two ways: (i) by screening natural products isolated from marine algae against the Plasmodium parasite and (ii) by modification of selected isolated active compounds to target 1-deoxY-đ-xylulose 5-phosphate reductoisomerase (DXR), an enzyme found in the nonmevalonate isoprenoid biosynthetic pathway of Plasmodium Jalciparum. It was envisaged that such a compound would exhibit dual action on the Plasmodium parasite. Extracts obtained from 22 marine algae were prefractionated by solvent partitioning and were screened for anti plasmodial activity against the chloroquine sensitive (CQS) P. Jalciparum D 10 strain. Overall, 50% of the algae screened produced at least one crude fraction with activity against P. Jalciparum. Extracts of the algae Sargassum heterophyllum, Plocamium cornutum, Amphiroa ephedrea and Pterosiphonia cloiophylla gave the most promising results. Fractionation of S. heterophyllum afforded three tetraprenyltoluquinols (3.1, 3.2 and 3.5) and an all-trans-fucoxanthin (3.6). Three new compounds (4.5, 4.6 and 4.7) and two known halogenated monoterpenes (4.1 and 4.4) were isolated from P. cornutum. Each of the isolated compounds from both S. heterophyllum and P. cornutum showed antiplasmodial activity with IC₅₀ values ranging from 2.0 - 15.3 μM for S. heterophyllum and 13 - 230 μM for P. cornutum. Attempts to synthetically modify halogenated monoterpene 4.4 by dihydroxylation and phosphorylation in order to inhibit the DXR enzyme was unsuccessful. However, the hemiterpene analogue (5.42) of the halogenated monoterpenes was successfully phosphorylated and dihydroxylated to give compound 5.45 which showed promising activity against DXR. The result obtained indicated that the proposed phosphorylation and dihydroxylation of the halogenated monoterpene 4.4 would result in the synthesis of a potent DXR inhibitor and therefore a potential antimalarial agent with dual mode of action on the Plasmodium parasite.

Overall, 50% of the algae screened produced at least one crude fraction with activity against P. Jalciparum. Extracts of the algae Sargassum heterophyllum, Plocamium cornutum, Amphiroa ephedrea and Pterosiphonia cloiophylla gave the most promising results. Fractionation of S. heterophyllum afforded three tetraprenyltoluquinols (3.1, 3.2 and 3.5) and an all-trans-fucoxanthin (3.6). Three new compounds (4.5, 4.6 and 4.7) and two known halogenated monoterpenes (4.1 and 4.4) were isolated from P. cornutum. Each of the isolated compounds from both S. heterophyllum and P. cornutum showed antiplasmodial activity with IC₅₀ values ranging from 2.0 - 15.3 μM for S. heterophyllum and 13 - 230 μM for P. cornutum. Attempts to synthetically modify halogenated monoterpene 4.4 by dihydroxylation and phosphorylation in order to inhibit the DXR enzyme was unsuccessful. However, the hemiterpene analogue (5.42) of the halogenated monoterpenes was successfully phosphorylated and dihydroxylated to give compound 5.45 which showed promising activity against DXR. The result obtained indicated that the proposed phosphorylation and dihydroxylation of the halogenated monoterpene 4.4 would result in the synthesis of a potent DXR inhibitor and therefore a potential antimalarial agent with dual mode of action on the Plasmodium parasite.

The results also indicate that customer relationship management, mobile messaging services and field service automation functions were used by all the insurers; although minor discrepancies were observed due to the efficiency of each firms IT infrastructure. The Internet was found to assist in the collection of more precise data, to increase service performing abilities. Some of the major obstacles that were found to hinder the deployment of mobile commerce in the industry were security concerns, low and infrequent internet usage and performance by supporting industries. Cumbersome and inefficient legacy systems were declared as the greatest technological weakness particularly by respondents from case 1 and 2. Conversely, hardware and network infrastructure, lack of software packages, lack of technical expertise and the fear of disintermediation was rated low in hindering the deployment of mobile commerce. However, according to the findings the key benefits derived from engaging in increased mobile commerce activities include enhancing customer contact and service, more transparency and speed of claims management, increasing client retention and policy extension rates hence increasing overall company profit.

It was also found that a number of challenges are hampering the implementation of the SCS. These include lack of system support and inadequate resources. However, the human potential coupled with a high degree of readiness exhibited by cluster members are seen as potential drivers of further development of the system. The study recommends the adoption of a national policy that formalises the SCS as well as the strengthening of system support to build cluster capacity. It also makes suggestions for further research in organisational culture and behaviour with the aim of developing leadership and management practices in the SCS.

Studies conducted indicate that the 1990s saw a dramatic change in customer expectations concerning service quality and standards with a corresponding increase in the number of complaints from disgruntled customers. In response to this, many organisations have established customer care and complaints management services to respond to the need of customers. A substantial amount of literature exists on the subject of complaints management and its role in service quality, however, the focus has been on organisations in the private sector. The research undertaken in this paper aimed to investigate the role of complaints management systems (CMS) to evaluate service quality. The focus of this research was on local government with special attention on George Municipality. A literature review was done to establish the importance of service quality for local government as well as to investigate the link between an effective complaints management system and improvement in service quality. Furthermore, it was necessary to investigate the characteristics, design and implementation of an effective complaints management system. A questionnaire was developed in order to obtain primary data from a selected sample group. The data obtained from the questionnaire was statistically analysed and interpreted. The core findings from the analysed questionnaire indicated the following: service quality is relevant in local government; there is no clear method to measure service quality; no formal and structured complaints management system exist, and the implementation of an effective complaints management system will both improve service delivery and provide benefits to all involved. iv This study recommends that: service quality standards and measurement be of strategic importance to local government; customers should be consulted and involved when determining the service quality standards and measurement, and an organised and structured complaints management system that seeks to address all complaints in order to improve the level of service quality to customers be developed. Finally, the success of the CMS will depend on management’s commitment to change on a continuous basis as well as the degree to which management proactively resolves customer complaint through the involvement of the customer.

- Description: The main aim of this study was to assess the “top-down” and “bottom-up” control of bacterial production in the small temporarily open/closed East Kleinemonde Estuary, situated on the south-eastern coastline of southern Africa. Spatial and temporal patterns in bacterial abundance, biomass and production and the importance of abiotic and biotic factors were investigated over the period May 2006 to April 2007. The trophic interactions between bacteria, phytoplankton, nanoflagellates (< 20 μm), microzooplankton (< 200 μm) and mesozooplankton (< 2 000 μm) were investigated during winter and summer. Bacterial abundance, biomass and production ranged between 1.00 × 10⁹ and 4.93 × 10⁹ cells 1⁻¹, 32.4 and 109 μg C 1⁻¹ and 0.01 and 1.99 μg C 1⁻¹ h⁻¹, respectively. With a few exceptions there were no spatial patterns in the values. Bacterial abundance, biomass and production, however, demonstrated a distinct temporal pattern with the lowest values consistently recorded during the winter months. Nanoflagellate and bacterial abundances were significantly correlated to one another (lower reaches: r = 0.818, p < 0.001; middle reaches: r = 0.628, p < 0.001; upper reaches: r = 0.484, p < 0.05) suggesting a strong predator-prey relationship. The frequency of visibly infected bacterial cells and the mean number of virus particles within each bacterial cell during this study demonstrated no temporal or spatial patterns and ranged from 0.5 to 6.1 % and 12.0 to 37.5 virus particles per bacterium, respectively. Viral infection and lysis was thus a constant source of bacterial mortality throughout the year. The estimated percentage of bacterial production removed by viral lysis ranged between 7.8 and 88.9% of the total which suggests that viral lysis represented a very important source of bacterial mortality during this study. The biological interactions between the selected components of the plankton community demonstrated that among the heterotrophic components of the plankton, the nanoflagellates were identified as the most important consumers of bacteria and small phytoplankton cells (< 20 μm). In the presence of microzooplankton the impact of the nanoflagellates on both the bacteria and phytoplankton was reduced, indicating that larger heterotrophs were preying upon the nanoflagellates. Mesozooplankton, however, appeared to exert the greatest impact on nanoflagellates. In the cascading experiments, the data suggest that mesozooplankton consume nanoflagellates, which resulted in a decrease in the predation impact of these organisms on the bacteria. This result is consistent with predator-prey cascades. The presence of the larger heterotrophs therefore, mediates the interactions between the primary bacterivores, the nanoflagellates, and the bacteria within the temporarily open/closed East Kleinemonde Estuary.

It has become vital that youth receive education about HIV/AIDS as early as possible, to ensure that they do not contract the virus. Psycho-education seeks to teach psychological knowledge and skills to individuals. This is also known as life skills teaching. The National Departments of Health and Education have developed a life skills programme for schools. This programme aims to, amongst others; educate young people about HIV/AIDS. The effectiveness of this programme will be assessed in two schools in the Port Elizabeth area. In this exploratory descriptive, triangulation research study, a quasiexperimental, one group pre- and post-test design was used to assess the effectiveness of the life skills programme amongst 211 Grade nine middle to upper socio-economic group learners. Four focus groups were conducted after the programme to explore the learners attitudes and perceptions of HIV/AIDS and their experiences of the programme. Teschs model of content analysis and Gubas model of trustworthiness were used to analyse the data obtained from the focus groups.

It is argued that a thematic approach allows for a combination of subjects that integrate content across the curriculum in such a way that learners can see the relations among concepts and so build up their knowledge in a more meaningful way. The work was done in a qualitative paradigm using a case study approach. Findings reveal that the majority of teachers have a shallow conceptual understanding of the principles of a thematic approach and this causes difficulties in their practice. The investigation concludes that in order for teachers to deepen their conceptual understanding of the thematic approach, follow-up workshops are necessary to help them develop appropriate strategies for their classrooms.

This erosion can largely be attributed to the stabilisation of a large coastal dunefield which contributed +/- 80 percent of the sand supply to St Francis Bay. Stabilisation began in 1975 initially using plant cuttings and followed by the development of the Santareme holiday suburb resulting in complete stabilisation by 1985. Effects were felt from the late 1970‟s and since then the beach has retreated at between 0.5 - 3 m.yr-1. Erosion has encroached on beachfront properties since the early 1990‟s, leading to the placement of 3-4 m high unsightly rock revetments along much of the beach. Where properly maintained these structures have proved successful in protecting the properties behind, however exacerbated erosion of areas in front and adjacent to these structures is evident. Currently no dry beach is present at high tide for most of the year, leading to a significant reduction in beach amenity value. Several technical studies to investigate remediation of this beach erosion problem have been conducted since the early 1990‟s. This study includes investigations into the processes and dynamics of the existing environment and evaluation of the effectiveness and impacts of several elements of a hybrid approach to coastal protection and amenity enhancement for St Francis Bay beach. This proposal incorporated: Multi-Purpose Reefs (MPR‟s) offshore, for coastal protection and amenity enhancement in terms of surfing; beach nourishment with sand from the Kromme Estuary and dune rehabilitation with appropriate native sand binding species. Extensive fieldwork and data collection were conducted, this included: a series of bathymetric surveys; diving surveys and a helicopter flight; sediment sampling; beach profiling and deployment of a wave/current meter. Analysis of these data provided a greater understanding of the existing environment and dynamics of St Francis Bay and provided reliable inputs for numerical modelling. Numerical and physical modelling was conducted to assess the existing processes and conduct MPR design testing. In addition calibrated hydrodynamic modelling of the Kromme Estuary was conducted in order to assess the impacts of sand extraction from the large sand banks within the mouth of the Kromme Estuary for use as beach nourishment. Comparison of bathymetric survey data collected by the author in 2005/06 with survey data collected by the South African Navy Hydrographic Office (SANHO) in 1952 suggest a major loss of sand from the bay, with a volume difference of some 8.8 X 106 m3 calculated. Greater losses were measured between 10-15 m water depths, with shallow areas of +/- 5 m water depth, remaining more stable. This can be attributed to the presence of shallow reef and rocky substrate through much of the bay at this depth range. Monthly RTK GPS survey data from September 2006 to September 2007 indicates a total loss of 40 000 m3 over this period with the greatest losses measured along the northern part of the beach. The greatest losses were measured after large long period waves from a southerly to south-easterly direction occurred in conjunction with equinox tides in mid March 2007. Sediment sampling at over 100 locations within the bay indicated a high percentage of reef (26 percent) and fairly consistent grain size in the fine to medium size class throughout much of the beach, bay and large sand bank within the estuary. While the majority of the South African Coast is exposed to the predominant south westerly winds and waves, St Francis Bay‟s orientation means that waves from a south easterly to easterly direction dominate. The results of the detailed numerical modelling of the hydrodynamics agree with previous calculations and modelling results which concluded that strong unidirectional longshore currents occur along the headland due to the oblique angle of wave incidence and the close to parallel angle of wave incidence along the beach leads to weak longshore currents of variable direction. Erosion along St Francis Bay beach is a result of cross-shore erosion due to large waves from a southerly to easterly direction. Detached breakwaters are the most effective form of coastal protection in these environments and MPR‟s offer additional benefits over traditional breakwater structures. Results of empirical calculations and numerical modelling indicate that the MPR‟s will provide effective coastal protection through the processes of wave dissipation, wave rotation, salient formation and alteration of nearshore circulation. Physical modelling results allowed the MPR design to be assessed and refined in terms of surfing amenity enhancement and construction constraints. In addition numerical modelling results indicate that impacts due to the extraction of up to 600 000 m3 of sand from the lower Kromme Estuary result in highly localised velocity reduction, mainly limited to the extraction areas. The calculated rate of sediment influx into the lower Kromme Estuary indicates that limited extraction, in the order of 20 000 – 40 000 m3 per year, should be sustainable in the long term. Sedimentation of the lower estuary over recent years has had negative recreational and ecological impacts, through reduced navigability and water exchange respectively. Therefore both the estuary and beach systems prove to benefit from this approach. Although not investigated in detail as part of this study, evidence from numerous projects worldwide indicates that foredunes help to trap wind-blown sand on the beach and form a buffer to storm erosion, therefore dune rehabilitation with native sand-binding plant species was recommended as the third element of the proposed remediation of St Francis Bay beach.

- Description: The aim of the study was to produce preliminary normative indications for the Trail Making Test and the Stroop Test, administered in English, on a non-clinical sample of black, Xhosa-speaking, unskilled individuals (N = 33), with an educational level of 11 – 12 years, in two age categories (18 –29 and 30 – 40 years). The sample was equally distributed for gender and level of education. Participants, who were required to have a basic proficiency in English, were from traditionally black township schools with relatively disadvantaged quality of education. Within-sample age and gender effects were investigated. There were no significant age effects on the Trail Making Test, whereas there was one significant difference between age groups on the Stroop Test with respect to the Color-Word task, and a result that strongly approached significance on the Word task, with the younger group performing better than the older group. There were no significant gender effects on the Trail Making Test, whereas there was one significant difference between genders on the Stroop Test with respect to the Word task, and a result that approached significance on the Color task, with females performing better than males. Normative indications for both measures were compared to available normative data on western populations with higher levels and more advantaged quality of education. This comparison revealed consistently poorer performances for both the Trail Making Test and the Stroop Test, confirming the need for localised normative datasets to facilitate accurate neuropsychological diagnoses on culturally disadvantaged individuals.

- Description: The recruitment, enlistment and forceful conscription of children as soldiers is a cause for grave concern all over the world and most especially in Africa, where years of factional fighting, civil wars and cross border conflicts have raged, children and youth have been pulled into violence not only as victims, but also as perpetrators. The involvement of children in war posses a severe challenge to prevailing moral and legal norms of the conduct of modern warfare. A major problem and most controversial issue, among others, is on the age at which children should be eligible to become combatants. Children, who may be viewed as a valuable resource due to their often inherent malleability, wish to avenge family member(s) killed in war, sense of immunity to danger, and or feeling of power in participating in the violence. Can the use of children as soldiers be effectively regulated in Africa? All efforts to assist child soldiers in recovering from the devastating effects of wars often unwillingly helped promote the growing number of child soldiers. This is in part because wars are now more fought internally among rebel armies and factions vying for power with the government and thus enlist children into their various armies. The study comes to a conclusion that drastic steps need to be taken to ameliorate this unfortunate situation. This formed the basis of the recommendations offered in the thesis to assist the African continent.

The government has instituted democratic changes in the structure and functioning of local government through decentralisation. Since 2000 when the decentralisation policy was launched, Rwanda has evolved a model of local governance that has come to be emulated by its neighbouring countries. Since 2000, when the Local Government Act affected the decentralised structures of local government, some changes have occurred, challenges have emerged and constraints have been experienced in the implementation of the policy of decentralisation. Methodology used in the impact assessment study The researcher administered questionnaires, conducted interviews and documentary analysis. The assessment covered (3) three districts which were purposively selected on the basis of criteria that were considered sufficiently representative and based on the rationale of the study. Key findings of the study The study established that the restructuring exercise streamlined the structures of local governments, aligned mandates to the structures, and graded jobs in line with responsibilities. These reforms have improved the performance of the local governments. Despite notable improvements, the study established that there were still gaps in the local government system that needed to be addressed. These included: i. There is a big skills gap in most local governments. Some positions in local government are not filled due to inadequate resources. ii. Some local governments are finding it difficult to attract qualified and competent personnel to take up jobs at technical and managerial levels. iii. Local government lack attractive working environments. iv. There are limited career growth opportunities in local government service. xiv v. There is low local revenue. This has imposed limitations to accountability, supervision and monitoring of local government programmes. vi. Professional staff in local government is not adequately facilitated to do their work efficiently and effectively. vii. The existing capacity building programmes contribute marginally to career growth of individual staff members. viii. New reform programmes for improving service delivery such as results oriented management (ROM) and fiscal decentralisation strategy (FDS) have been rolled out but are not yet utilised in some of the local governments.

The attitudes of isiXhosa-speaking students toward various languages of learning and teaching (LOLT) issues at Rhodes University

- Description: This study aims at eliciting opinions and beliefs of isiXhosa-speaking students to revealtheir attitudes toward various languages of learning and teaching (LOLT) issues at RhodesUniversity, and to determine the influence of a number of variables (such as age, gender,schooling background, level of study and field of study) on these attitudes. Another aim of the study is to compare the findings of this research to the recent findings on isiXhosaspeaking students’ language attitudes at the University of the Western Cape (Dyers 1999) and the University of Fort Hare (Dalvit 2004). Qualitative and quantitative methods were used: data was gathered using a survey that employed a questionnaire and interviews (individual and focus group). The questionnaire data is analysed through using percentage scores as well as mean values coupled with Chi-square tests, while the interviews are analysed qualitatively to further confirm the results of the quantitative analysis. Results are also compared with other recent surveys at South African universities. The results reveal that respondents had a generally positive attitude toward English as LOLT, based mainly on instrumental motivations. More importantly, there was a positive attitude toward the use of isiXhosa alongside English. The motivations for the use of isiXhosa were both instrumental and integrative in nature. The majority of respondents who supported a bilingual arrangement did not, however, believe that a fully-fledged bilingual policy would be practical, mainly because of the multilingual nature of Rhodes University. They felt, however, that providing English and isiXhosa exam question-papers, bilingual tutor support and isiXhosa definitions of discipline-specific technical terms would facilitate learning. Most of the variables mentioned above had an influence on the relevant language attitudes, often confirming the findings of other studies. For instance, schooling background greatly influenced the language attitudes of respondents. Those from previously advantaged English-only schools showed very positive attitudes toward an English-only policy, while most respondents from formerly disadvantaged DET bilingual schools were favourably disposed toward a bilingual policy of English and isiXhosa at Rhodes University. A comparison of the findings of this study with those of recent findings on isiXhosa students’ language attitudes at other universities reveals that respondents at the University of Fort Hare were most favourable toward a bilingual policy, those at the University of the Western Cape were to some extent favourable toward a bilingual arrangement, while respondents at Rhodes University were least favourable toward a bilingual policy.

- Description: This study aims at eliciting opinions and beliefs of isiXhosa-speaking students to revealtheir attitudes toward various languages of learning and teaching (LOLT) issues at RhodesUniversity, and to determine the influence of a number of variables (such as age, gender,schooling background, level of study and field of study) on these attitudes. Another aim of the study is to compare the findings of this research to the recent findings on isiXhosaspeaking students’ language attitudes at the University of the Western Cape (Dyers 1999) and the University of Fort Hare (Dalvit 2004). Qualitative and quantitative methods were used: data was gathered using a survey that employed a questionnaire and interviews (individual and focus group). The questionnaire data is analysed through using percentage scores as well as mean values coupled with Chi-square tests, while the interviews are analysed qualitatively to further confirm the results of the quantitative analysis. Results are also compared with other recent surveys at South African universities. The results reveal that respondents had a generally positive attitude toward English as LOLT, based mainly on instrumental motivations. More importantly, there was a positive attitude toward the use of isiXhosa alongside English. The motivations for the use of isiXhosa were both instrumental and integrative in nature. The majority of respondents who supported a bilingual arrangement did not, however, believe that a fully-fledged bilingual policy would be practical, mainly because of the multilingual nature of Rhodes University. They felt, however, that providing English and isiXhosa exam question-papers, bilingual tutor support and isiXhosa definitions of discipline-specific technical terms would facilitate learning. Most of the variables mentioned above had an influence on the relevant language attitudes, often confirming the findings of other studies. For instance, schooling background greatly influenced the language attitudes of respondents. Those from previously advantaged English-only schools showed very positive attitudes toward an English-only policy, while most respondents from formerly disadvantaged DET bilingual schools were favourably disposed toward a bilingual policy of English and isiXhosa at Rhodes University. A comparison of the findings of this study with those of recent findings on isiXhosa students’ language attitudes at other universities reveals that respondents at the University of Fort Hare were most favourable toward a bilingual policy, those at the University of the Western Cape were to some extent favourable toward a bilingual arrangement, while respondents at Rhodes University were least favourable toward a bilingual policy.

Sadly, the victims hit hardest by the abuse are the children. The negative effects caused by the abuse lead to problems in the educational tasks of these children. This study proposes that teachers can play a significant role in assisting them to overcome their problem. The aim of this study was to: • investigate the perceptions of teachers of the problem of the sexual abuse of children coming from squatter camps; • empower teachers with strategies that will help to alleviate the problem; and • formulate some recommendations on dealing with the situation in the classroom. The literature was reviewed with the aim of substantiating a compact theoretical basis for the study. Various aspects were discussed, such as • the different definitions of child sexual abuse; • short- and long-term effects of the abuse; and • contributory factors of child sexual abuse. This study followed a qualitative design, which is interpretive, naturalistic, descriptive, holistic and exploratory in nature. The participants, chosen purposefully for this study, were ten teachers, teaching children coming from a squatter camp in the Motherwell Township of Nelson Mandela Bay. Themes that emerged from the transcripts of the interviews were: • Sexual abuse has a negative effect on children and causes them to develop problems. • Teachers can play a significant role in assisting learners who are sexually abused. • There are various reasons why sexual abuse is prevalent in squatter camps. The recommendations made are based on the findings of this study and propose to empower teachers so that they will be able to make a difference in the lives of their abused learners.

- Description: Income tax is levied upon a taxpayer’s taxable income. Various steps are taken in order to arrive at the taxpayer’s taxable income. The starting point when calculating taxable income is determining the taxpayer’s ‘gross income’. ‘Gross income’ is defined in terms of section 1 of the Act. Various terms within the gross income definition are not clearly defined, except in the case of a ‘resident’. Even in the case of the definition of a ‘resident’, the aspect of ‘ordinarily resident’ is not defined and nor is the ‘place of effective management’. The following components fall within the definition of ‘gross income’: • The total amount in cash or otherwise; • received by or accrued to, or in favour of, a person; • from anywhere, in the case of a person who is a resident; • from a South African source (or deemed source), in the case of a non-resident; • other than receipts or accruals of a capital nature. The ‘total amount’ in ‘cash or otherwise’ is the first step when determining the taxable income of a taxpayer for a particular year of assessment. Gross income only arises if an amount is received or has accrued; this amount need not be in the form of money but must have a money value. The next component, ‘received by or accrued to’, is related to time and implies that a taxpayer should include amounts that have been ‘received by’, as well as amounts that have ‘accrued to’ him during the year of assessment. ‘Resident’ and ‘non-resident’ unlike the other components, are defined in terms of section 1 of the Income Tax Act. There are two rules used to determine whether natural persons are residents, these are: • To determine whether natural persons are ‘ordinarily resident’; or • where the natural person is not an ‘ordinarily resident’, the ‘physical presence test’ will be applied. ‘Source’ means origin and not place; it is therefore the ‘originating cause of the receipt of the money’. There is no single definition for the word ‘source’ as circumstances may differ in various cases. The facts of each case must be analysed in order to determine the actual source of income for that particular case. The last component of the definition of ‘gross income’ is the exclusion of ‘receipts and accruals of a capital nature’. The Act does not define the meaning of ‘capital nature’ but does indicate that receipts or accruals of a capital nature are, with certain exceptions, not included in ‘gross income’. Parental illness and eventual death due to the HIV/AIDS pandemic is escalating. One of the major challenges of HIV/AIDS in southern Africa is the increase in the number of orphaned and vulnerable children. As a result new family forms are emerging such as the "skip-generation" family in which children or adolescent siblings head the family. It is anticipated that HIV/AIDS in South Africa will progressively increase the number of such families. During this time of profound family change, the family as an institution has remained remarkably resilient. The present study utilised the Family Resilience Framework and the Resiliency Model of Family Stress, Adjustment and Adaptation to explore and describe the resilience of HIV/AIDS’ adolescent headed families. A qualitative, exploratory-descriptive research design, which was assessed against Guba’s (1985) model of trustworthiness, was employed and the participants were sampled using non-probability purposive sampling. The Masizakhe Community Project volunteers (an AIDS Community Project in Kwazakhele, Port Elizabeth receiving support from the iThemba AIDS Foundation) assisted in identifying participants according to the predetermined inclusion criteria. The sample consisted of four female, adolescent heads of HIV/AIDS’ affected households, who volunteered at the Masizakhe Community Project and resided in Kwazakhele. The data that was collected via audio-recorded semi structured interviews were transcribed verbatim and subjected to Interpretive Phenomenological Analysis. Family resilience factors that emerged included intrafamilial strengths (family cohesion, organisation, hardiness, and adaptability); social support resources (especially from the community project, friends, and community members); family appraisal processes; and problem solving and coping strategies. Extended family support was partial and largely financial. The findings from this study provided insights into the resilience of adolescent-headed families; provided guidance for the development of intervention programmes to assist these families; and affirmed the existing strengths of the families. Furthermore, it has contributed to the research and literature on family resilience and formed the foundation for future research projects.
