E-governance in the public sector : a case study of the central admission system in Tanzania

- Description: This thesis sets out to answer the following central research question: what are the influences, challenges, benefits and costs of the Central Admission System (CAS) as an e-Governance initiative in improving undergraduates’ admissions service delivery and quality assurance in Tanzania’s higher education institutions?’ In answering this key question, three sub-questions were explored: (1) To what extent and in what ways does the implementation of the CAS influence the organisation of admissions work and workplace relations in higher education institutions? Data organization and analysis was done using NVivo 10 QSR software. The study demonstrates that, notwithstanding the fast development and uptake of Information and Communication Technologies (ICTs), the implementation of the CAS in Tanzania is hampered by the fact that most of the end-users of CAS (particularly applicants) have relatively low access to the ICT infrastructure. Several factors continue to have a significant effect on the implementation of CAS, which in turn lead to implications for the uptake of improved admissions service delivery and quality assurance. A digital divide, resistance to change by some higher education institutions (HEIs), poor ICT skills among applicants, the costs of internet services, unreliable electricity supply, and inadequate IT experts continue to frustrate the objective of improved admissions service delivery and quality assurance. As a technological innovation in the workplace, the CAS has led to a restructuring of admissions work tasks among admissions officers, a need to review job descriptions, introduced tighter controls over admission work processes, and has shaped admission workers’ professional identities and self-presentations.

South Africa's citrus fruit industry competes globally and is firmly intergraded into the citrus global value chain (GVC). Sunday River's Valley (SRV) in the Eastern Cape is a powerhouse citrus producer in South Africa. This dissertation interrogates the impact of the citrus value chain on Zimbabwean unskilled immigrant farmworkers in the SRV, positioned at the bottom of the value chain. Mainstream global chain literature, which adopts a neo-liberal approach to development, assumes that businesses in the global south stand to benefit from integrating into global chains. This line of thinking also assumes that, by virtue of the suppliers’ experiencing economic upgrading, farm owners’ employees may experience social upgrading. The idea of social upgrading stems from the International Labour Organisation's Decent Work Agenda, which promotes workers' rights and conditions globally. In the agricultural sector, there is a growing trend of producers (in the global south) employing undocumented immigrant farmworkers. Free market economists perceive these immigrants' employment in the agricultural value chain as a progressive step for immigrants to step out of poverty. This study employs a qualitative research method to analyse social upgrading for immigrant workers in the citrus GVC. This is done by examining the selected workers' working and living conditions against the key pillars of the Decent Work Agenda. Using the critical GVC framework and a Marxist orientation, this study seeks to show that the use of migrant (especially undocumented) labour in the agricultural value chains is not empowering immigrants in the global south but is essentially a strategy of securing cheap and docile labour for profit maximization. While this can be said for local South African workers as well, the migrant workforce is peculiar as their fragile citizenship in South Africa makes them a less resistant labour force to farm owners labour law violations. This study's findings validate this contention, as they show that immigrants employed in the citrus industry in the Eastern Cape are subjected to several Decent Work deficits. The focus is specifically on questions around HIV susceptibility, AIDS vulnerability and household resilience. In this regard, it is important to recognise that HIV and AIDS cannot be lumped together as one medical or social condition. Rather, there is a progression from HIV infection to AIDS-related chronic illnesses to possible death, and livelihood strategies often alter along this HIV and AIDS time-line. Zimbabwe for over a decade now has gone through a series of economic and political crises which have impacted detrimentally on both urban and rural livelihoods, even for those households which are not directly affected by the HIV and AIDS pandemic. With the economy in free-fall, households have had to pursue a range of livelihood strategies in order to sustain themselves. These socio-economic conditions have in many ways facilitated susceptibility to HIV infection and vulnerability to AIDS. Many studies have examined this in relation to wellentrenched and stable communities in rural Zimbabwe. But the livelihood dynamics for such communities are significantly different to more unstable and informal settlements like Chivanhu, as thesis seeks to show. At the same time, the thesis offers a longitudinal study which is able to map the changes to the livelihoods of infected and affected households in Chivanhu. Though recognising the debilitating effects of the pandemic on these households, it also raises questions about the possible resilience of certain households despite great adversity. In doing so, it goes beyond the individual and household levels of analysis to consider the role of clusters (or groups of households) in responding to the impacts of HIV and AIDS. In this regard, particular emphasis is placed on gender and orphanhood. In the end, the thesis offers a nuanced analysis of the everyday complexities and challenges for affected households in a marginalised and informal rural community in Zimbabwe and thereby makes a contribution to re-theorising HIV and AIDS and rural livelihoods more broadly.

- Description: The purpose of the study was to investigate the ways in which the practice of t the Flexible Firm Model (FFM) disempowered the non-citizen professional nurses at Gaborone Private Hospital (GPH) in Gaborone, Botswana. GPH is a member of the Life Health care group of private hospitals based in South Africa. This study sought to probe the manner in which the practice of FFM influenced the employment relationship for non-citizen professional nurses. It also sought to examine the impact of the nature of the employment relationship on career development and representation and participation. Both qualitative and quantitative research methodologies were applied. Questionnaires were used to collect quantitative data. Thirty-five questionnaires were issued out to professional nursing staff and thirty-three responses were received. The response rate was ninety-four percent. The qualitative research data consisted of twelve in-depth interviews with professional nurses, the human resources manager , a professional nurse agency owner and a private clinic co-owner. Document analysis in the form of labour legislation, employee guides and employment contracts was used to validate data collected from the in-depth interviews. The results from the questionnaire revealed that an overwhelming majority of the professional nurses were Non-Citizens' dependent contractors. Although just under half of the participants held two or more previous contracts with GPH, an overwhelming majority had never been promoted. In addition, none of the participants were affiliated to the Botswana Nurses Association (BNA), the local equivalency of a professional nursing trade union. The in-depth interviews disclosed a sense of helplessness at their perceived disempowerment within the employment relationship, a poor career development and weak representation and participation. This study concluded that disempowerment at GPH was manifested through worker representation and participation and in effective skill upgrade. These forms of disempowerment were made worse by the global professional nurse shortage and maladministration of avail able human resources. Effective use of human resources and continued education could be employed to circumvent the adverse results of disempowerment.

It focuses on the Tripartite Alliance between the African National Congress (ANC), the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU) and explores what the Alliance relationship has meant for the traditional roles of employees and their representatives on the one hand, and employers and their representatives on the other. The thesis examines the political, organisational and societal contradictions and implications for COSATU public sector union affiliates and their members in their relationship to the ANC as an ally (via the Alliance) and the context in which ANC members form part of management (in government). The South African Municipal Workers’ Union (SAMWU) was used as an archetype of a COSATU public sector union affiliate that engages with the State as employer at the municipal level. It is a case study of Makana Local Municipality (Eastern Cape Province, South Africa) using qualitative research techniques and content analysis to derive the relevant information. The author conducted a series of in-depth interviews of key informants and observations at Makana Local Municipality were done. Based on the empirical data obtained from the investigation, the thesis argues that the traditional roles in the employment relationship at the workplace have been affected by the political alliance. Industrial relations roles have become increasingly vague especially since many within local government share ANC/SACP memberships with members of the trade union. The study also highlights that within an increasingly globalising post-apartheid environment, the Alliance provides mixture of benefits and challenges for workplace negotiations and employment relations in ways that macro-level analyses of employer-employee relationships do not always capture.

Perceptions and experiences of G2E e-Government workplace restructuring: The cases of Buffalo City and City of Cape Town metropolitan municipalities, South Africa

- Description: Taking the cases of Buffalo City Metropolitan municipality (BCMM) and City of Cape Town Metropolitan municipality (CoCT), this thesis explores the implications of government to employee (G2E) electronic government workplace restructuring on skills transformation and workplace control as perceived by back office employees and managers from different Corporate Services departments. It aims to describe the arrangements, rationale and degree of G2E e-government at BCMM and CoCT, investigate how managers, employees and union representatives identify the workplace changes relating to skill as well as document and analyse workplace struggles linked to G2E e-government. Using labour process analysis, the impacts of G2E e-government technological change are conceptualised. The labour process concepts alert us to ways in which G2E e-government technology is applied in the context of specific public sector production relations. They explain how employees and managers experience the dynamics of skill transformation and the mechanisms of control related to G2E e-government. The consideration of the labour process contrasts predominant e-government scholarly works that focus on government websites. Further, by using case study methods, namely interviews, surveys and observations, the thesis documents the particular back office employees’ and managers’ realities of G2E e-government which are marginalised in scholarly literature. The sample of respondents were selected using purposive sampling based on the subjects’ knowledge and experience, snowball sampling following referrals and random sampling during site visits. The respondents included four managers, four employees, two shop stewards and one service provider at BCMM and 16 managers, 20 employees and four shop stewards at CoCT. The findings from BCMM and CoCT illustrate how G2E e-government workplace restructuring individualises the labour process through the kind of technologies it introduces. Moreover, they show how the restructuring facilitates electronic information, communication and operations which broaden demands on technical as well as social skills. The findings also show that the restructuring extends avenues for managerial control thereby marginalising union representivity as the workplace control systems create opportunities for systemic control by management. As the South African government adopts electronic government and makes optimistic declarations of “cost saving”, “efficiency”, “productivity” and “innovation” through egovernment, the study uncovers marginalised local government employee and manager experiences. It contributes to building new knowledge on the impacts of contemporary technological change on the local government labour process and contributes to debates around the effects of G2E e-government reforms on local government.

- Description: Taking the cases of Buffalo City Metropolitan municipality (BCMM) and City of Cape Town Metropolitan municipality (CoCT), this thesis explores the implications of government to employee (G2E) electronic government workplace restructuring on skills transformation and workplace control as perceived by back office employees and managers from different Corporate Services departments. It aims to describe the arrangements, rationale and degree of G2E e-government at BCMM and CoCT, investigate how managers, employees and union representatives identify the workplace changes relating to skill as well as document and analyse workplace struggles linked to G2E e-government. Using labour process analysis, the impacts of G2E e-government technological change are conceptualised. The labour process concepts alert us to ways in which G2E e-government technology is applied in the context of specific public sector production relations. They explain how employees and managers experience the dynamics of skill transformation and the mechanisms of control related to G2E e-government. The consideration of the labour process contrasts predominant e-government scholarly works that focus on government websites. Further, by using case study methods, namely interviews, surveys and observations, the thesis documents the particular back office employees’ and managers’ realities of G2E e-government which are marginalised in scholarly literature. The sample of respondents were selected using purposive sampling based on the subjects’ knowledge and experience, snowball sampling following referrals and random sampling during site visits. The respondents included four managers, four employees, two shop stewards and one service provider at BCMM and 16 managers, 20 employees and four shop stewards at CoCT. The findings from BCMM and CoCT illustrate how G2E e-government workplace restructuring individualises the labour process through the kind of technologies it introduces. Moreover, they show how the restructuring facilitates electronic information, communication and operations which broaden demands on technical as well as social skills. The findings also show that the restructuring extends avenues for managerial control thereby marginalising union representivity as the workplace control systems create opportunities for systemic control by management. These people were forcibly resettled in 1979 for political and economic reasons. Their situation then was one of dire poverty; it is argued here that even with democracy, their history of underdevelopment has continued. The reason for this continued underdevelopment is the structure of the former reserves. The overall political context has changed in South Africa but the most important aspect with regard to the development of the homelands: land, has not. At the central level, the government has churned out a wide variety of development policies, which due to the prevailing political and economic context of the times are fraught with inconsistencies. The example used here to show some of these inconsistencies is the 1997 White Paper on Land Reform. This confusion at the central level with regard to the perceived future of South Africa has managed to adversely affect the rural areas and their development. There very well might be policies in abundance to improve the life-world of the rural poor, but there are inconsistencies between this policy and actual practice. With regard to Glenmore the confusion in the present government’s central development policy is arguably the main reason for the underdevelopment of the village. The inconsistencies in policy such as the 1997 White Paper on Land Reform, have meant that the structure of the reserves has not changed. Vital issues such as land tenure and ownership have not been dealt with. The study thus shows that unless the structure of the homeland system which is predominantly based on issues of land, is changed, genuine social and economic development will not take place in areas like Glenmore.

These issues are a result of the gender binary that corners people into being either feminine or masculine. Our societies are shaped in ways that supports this gender binary. If you are born a female, you are expected to be feminine and if you are born a male you are expected to act in a masculine way. When a person whose gender identity does not correspond with his or her assigned sex at birth, their behaviour is problematized and sometimes even criminalized and they are considered as deviant individuals by many societies. Consequently, most people who do not conform to gender societal norms are more exposed to violence, stigmatization, discrimination, marginalization, and victimization. People have difficulty understanding that there is ‘gender variance’, in other words, that there are more than just two genders. It is apparent that, even though societies enforce the gender binary, there are individuals who wish to express their genders in different ways, thus there are people who identify as transgender. The main focus of this dissertation is on the gender identities of transgendered people. Transgender people are people whose gender identity and or gender expression is distinct from the sex to which they were assigned at birth. The transgender group is a minority group (including in African countries) and one can argue that it is either misrepresented, misunderstood, hardly visible and ignored. This is evident when one looks at the lack of research on transgender populations in Africa. The main purpose of this research is to investigate the understandings that people have about transgender people on a South African university campus. In this dissertation the intent is to explore what it means to be transgender, the Rhodes University students’ understandings of transgendered people, the issues of gender identities and gender expressions and the challenges that transgender people face. The research question that this dissertation seeks to find an answer to is “Do Rhodes University students understand the notion of transgender and how do they react towards transgendered people on campus?”

In academic literature, the party and state president (Mugabe) is typically seen as an oppressor such that any support for Mugabe is understood based on compulsion rather than consent. Genuine support for the ruling party though implies that Mugabe is a liberator. In drawing upon Zimbabwean academic literature which seeks to understand why Mugabe might be understood as a liberator, this thesis seeks to provide an innovative sociological analysis focusing on the mysticism surrounding the person and ruler-ship of Mugabe. The mysticism portrays Mugabe as being blessed by the ancestors and spirits, as having divine and sage-like qualities, as speaking for the bones of the dead heroes, and as acting as a modern day national chief who cares for his national subjects and defends his chiefdom against enemies from within or without. This portrait of Mugabe resonates with many Zimbabweans as it speaks to their everyday experiences and their longings for nation-building and national belonging. Hence, it should not be strictly understood as a ruling party ideology foisted upon citizens as a means of political deception. This is explored through interviews with a small number of ZANU-PF supporters.

- Description: Urbanisation is occurring on a massive scale globally and even more so in the less developed regions of the Global South including sub-Saharan Africa (SSA). Like other developing regions of the world, urbanisation in SSA is not occurring alongside a corresponding growth in urban economies. Resultantly, it is taking place in tandem with the rising scourge of urban poverty, including food insecurity. While urban food insecurity is a clear challenge in SSA, the challenge has however not been met with equal vigour in policy making and implementation circles and even in academia. Problematically, the urban food security literature often focuses on one element of the food system without giving due attention to other components of the system. Resultantly, broader systemic failures and the dynamics related to the different actors across the system-elements are missed. There has thus been recent calls to embrace urban governance in studying urban food systems, which this study does. The thesis examines the urban food system in Bulawayo (in Zimbabwe) with specific reference to urban governance and household food security to understand sociologically the complex multi-dimensional processes, structures, systems, and practices underpinning the urban food system. As a result of the complex nature of food systems, an eclectic analytical framework is employed encompassing Obeng Odoom’s DED framework, Clapp and Fuchs’ framework of power, Gaventa’s power cube and theories of everyday life derived from de Certeau and Lefebvre. Methodologically, the study is informed by a Critical Realism paradigm which accommodates the convergent mixed methods research design employed. The research strategy employed was that of a survey and case study. Key findings reveal that the Bulawayo food system, from production to consumption, is complex and is nested within broader national and international food systems. Although without a direct and explicit mandate on food security, the local authority is at the centre of urban governance processes as it employs a plethora of strategies to influence the nature of the food system. The purpose of this research was to show how Centre for Social Development and Rhodes University Community Engagement applies the Asset-Based Community Development approach in ECD interventions in Grahamstown township pre-schools. The subsidiary goals of the research were to highlight the challenges in the Early Childhood Development sector in Gahamstown, find out how the approach contributes to empowerment, participation and sustainability, and analyse the challenges that CSD and RUCE face in applying the approach and the relationship between the two organisations. The case study focused on the Centre for Social Development (CSD) and Rhodes University Community Engagement (RUCE). These two cases established projects that aim to improve Grahamstown township pre-schools. The apartheid system created a childhood of adversity for black children including inadequate access to social services, quality nutrition, health care and education. Black children in rural areas and townships faced tremendous obstacles in terms of access to quality ECD centres due to poverty and lack of adequate resources. In Grahamstown, various problems such as unemployment, poverty and restrictive apartheid regulations created a need for ECD interventions. Both organisations applied the Asset-Based Community Development approach to improve ECD in Grahamstown. The asset-based approach was created as a response to the impact of the needs-based approach. The needs- based approach focuses on deficiencies that exist in a community and uses outside experts and resources to address the deficiencies. The needs-based approach builds communities from the outside in, further disempowers community members and creates an environment of dependency. The asset-based approach on the other hand, was created to change the legacy of dependency by focusing on capacity building. A capacity-focused paradigm recognizes the gifts, skills and talents of community members. This approach is bottom- up beginning with what is available in the community and building on that. The approach aims to empower people, create a positive outlook on circumstances, and encourages organisations to work together with community members in community development projects. To achieve the main and subsidiary goals of the research, qualitative research was conducted using the case study method. In pursuing the objective of the thesis, I conducted research among ECD practitioners, student volunteers and staff from CSD and RUCE. Based on the findings it is clear that the application of the Asset-Based approach has a positive impact on ECD practitioners, children at the pre-schools and student volunteers. Through the application of the ABCD approach, ECD practitioners became proactive and took the driving seat in the development process. The ECD practitioners built strong relationships with community members and outside organisations. They have improved their skills and qualifications, and are on their way to restoring their agency, finding their voice and achieving independence. This has a positive impact on children at the pre-schools as they receive quality education and care. There are various challenges and contradictions in the application of the approach but the ECD practitioners view the communities in which they operate as half-full and not half-empty

Data was collected using semi-structured interviews and a focus group, and transcribed verbatim. Data analysis included identifying consistent emotional labour themes in the responses. The study’s main findings revealed that emotional labour strategies of surface acting and deep acting were utilised as a means of meeting organisational rules established by management of the two health care institutions that were investigated. Nurses understood that only desirable traits like include friendliness, smiling and proving a calming environment for patients should be exhibited. It was revealed that nurses often used sentimental work and emotion work in performing their tasks as this made their work easier. Lastly, the research revealed that external factors like overcrowding and shortages in personnel, accompanied by the emotional demands on nurses’ work has adverse effect on nurses work environment. The dissertation has contributed to the limited body of knowledge about emotional labour in the South African context and the lived experiences of nurses deploying their labour to patients.

- Description: This dissertation endeavours to unpack and understand the impact of the minimum wage on the hospitality industry with a specific focus on Grahamstown. The areas of impact that are of immediate interest were the impact on poverty and industrial relations. In operationalising this research, a qualitative research approach was adopted. The overall design of the study was a case study in a bid to ensure deeper insights may be extracted from semi-structured interviews that were then thematically analysed. Theoretically, the study was guided by the understanding of citizenship as articulated by Mamdani as well as Keynesian theory. The central theme when exploring the minimum wage in relation to poverty is that the minimum wage that is currently paid is enough to aid workers and their families in escaping abject poverty, however, it does not go far enough to further ensure that they totally escape poverty as measured by the Upper Bound Poverty Line. The inadequacy of the minimum wage in ensuring that people are pushed out of poverty would then mean that their claims to citizenship are compromised and the quality of life they can access is often below what would be readily accepted of a citizen of South Africa. Lifestyle entrepreneurs offer an alternative approach to doing business that can see higher pay as further entrench claims to citizenship. The central case around industrial relations is that the impact of the minimum wage is indeterminate for two reasons. Broadly speaking, the impact would need to be reviewed at a macro-level and not simply within the impacted sectors. This is the various interconnected value chains that could feel indirect impacts at the initiation of a minimum wage. Further, the impact such changes has to individual firms is also indeterminate as employers have a range of choices that they can adopt in absorbing the impact of a minimum wage, which may include simply increasing the price the end consumer pays or retrenching some staff members. However, the choice that employers would make in this context is not predetermined but rather would vary between firms due to the very specifics of each firm.

- Description: The thesis focuses on the survival mechanisms of the rural poor elderly in Zimbabwe. The situation of the rural elderly is looked at in the context of the ravaging HIV/AIDS pandemic. The focus is specifically directed on the increasing numbers of orphans who are generated following the rampant deaths of their parents (sexually active individuals). With Africa failing to effectively withstand the forcefulness of the pandemic, the community structures in Zimbabwe are being heavily shaken to the detriment of all social groups. It is within this continuum that the research is laid out to investigate the situation on the ground. In this case, a fieldwork exercise was carried out in the Hobodo ward of Mangwe district in Zimbabwe. An intensive and in-depth examination of the critical situation was pursued under the case study model. To make the study more focused, the elderly were placed under investigation with regards to their new role of providing familial care for the orphans. The manner in which they face such a towering task under strained resources and limited knowhow was explored. The well-being of the orphans was also investigated in close relation to the welfare efforts of the elderly guardians. The investigations were made in respect of the contribution of the local resources towards the innovativeness of the elderly guardians. The adaptivity of the elderly and the versatility of the orphans were examined within the confines of the social and the economic capitals of the Hobodo ward. It is within the natural, social and economic capital dimensions of the Hobodo rural locality that the applicability of the sustainable livelihoods framework in explaining the dire social situation of the elderly and the orphans was brought under spotlight. The study was pursued through the qualitative research paradigm. This was done to capture the social perceptions, beliefs and the innovative capabilities of the elderly in their natural environment; and under the fieldwork setting. Several data collection techniques were employed to unveil the subject under study. These included interviews, questionnaires, participant observations, focus group discussions. Sampling was used to produce the research framework. Participants in the research were largely identified through random sampling. In special circumstances, purposive sampling was used. Tape recording and note taking were largely used to capture the responses of the research participants.

- Description: This thesis critically evaluates the policies, processes and practices of medical waste management in selected rural hospitals in the Eastern Cape. Medical Waste Management is a growing public health and environmental issue worldwide. Research shows large scale incapacity in dealing with medical waste in an efficient and sustainable fashion globally, which demonstrates that it is not merely a developing world problem alone. This study is conducted against the backdrop of an increasing medical waste crisis in South Africa. Although there are an abundance of studies on solid waste management, there is a lack of data and research particularly on medical waste management in rural hospitals. The crisis of medical waste management in South Africa is closely intertwined with the collapsing health care system and an overburdened natural environment. It is an undisputable fact that South Africa’s generation of medical waste far exceeds its capacity to handle it effectively. This thesis argues that the neglect of medical waste as an environmental-health issue and the absence of an integrated national medical waste management plan aggravate the medical waste problem in the country. In explaining the medical waste crisis, this thesis adopts a Marxist perspective which is based on the premise that industrial capitalist societies place economic growth and production at high priority at the expense of the natural environment; creating a society that is engulfed by high health risk due to the generation of hazardous and toxic waste. Industrial societies view themselves as superior and separate from the natural environment, whereas one cannot separate nature from society as they are interlinked. As society attempts to adopt a sustainable environmental approach towards environmental management, science and technology are enforced as a solution to environmental problems in order to continue developing countries’ economies whilst sustainably managing and protecting the environment, which is contradictory. This thesis emphasises that medical waste management is a socio-political problem as much as it is an environmental problem, hence the need to focus on power relations and issues of environmental and social justice. The results of the study identified gaps in policy framework nationally and institutionally on medical waste management. In addition, there were poor waste management practices due to poor training, inadequate infrastructure and resources as well as poor budget support.

Being a black mine worker in South Africa: the case of Anglo Platinum Mine

- Description: This thesis presents a decolonial perspective on the experience of being a black mineworker in post-apartheid South Africa with specific reference to the Platinum Belt. It seeks to understand what it means to be a black mineworker by unmasking and analysing the existence and prevalence of coloniality in contemporary South Africa despite the end of formal colonialism (i.e. apartheid). As a world-wide system, coloniality has different dimensions which all speak to and highlight continuities between the period of colonialism and the post-colonial period. These dimensions are coloniality of power, coloniality of being and coloniality of knowledge. The power structure of coloniality produces and reproduces the identity of the black mineworker in present-day South Africa as a sub-ontological being devoid of an authentic humanity such that the mineworker is depicted as incapable of rational thought and knowledge. The existential condition of the black mineworker is symptomatic of the generic experience of being a racialised subject of colour in the current global power structure predicated on the dominance and hegemony of Western-centred modernity. The black mineworker exists on the darker side of Western-centred modernity, living a life of wretchedness and continuing to suffer the colonial wound in the absence of formal colonialism and apartheid. The mineworker is disposable and dispensable and lives and works in the shadow of death. In pursuing this course of reasoning, I deploy the epistemic method of ‘shifting the geography of reason’ in order to read the experience of mineworkers in South Africa from the locus of enunciation of the oppressed subject within the scheme of a colonial power differential based on a hierarchy of humanity. This method allows me to speak with and from the perspective of the black mineworkers in the Platinum Belt as opposed to speaking for and about them. I reach the conclusion that being a platinum mineworker in post-apartheid South Africa is a racial and market determined identity of colonialised subjectivity that relegates the dominated subject (the black mineworker) to the realm of the subhuman. In setting the context for this claim, I trace the origins and development of the black mineworker in South Africa with reference to historical processes such as dispossession and proletarianisation. Empirically, the thesis is rooted in a contemporary case study of mainly Anglo Platinum Mine, which involved comprehensive fieldwork focusing on the present lived realities of platinum mineworkers. The dignity and humanity of these black mineworkers has still not returned despite twenty years of democratic rule in South Africa, such that race remains a crucial organising principle in postapartheid South Africa.

As a world-wide system, coloniality has different dimensions which all speak to and highlight continuities between the period of colonialism and the post-colonial period. These dimensions are coloniality of power, coloniality of being and coloniality of knowledge. The power structure of coloniality produces and reproduces the identity of the black mineworker in present-day South Africa as a sub-ontological being devoid of an authentic humanity such that the mineworker is depicted as incapable of rational thought and knowledge. The existential condition of the black mineworker is symptomatic of the generic experience of being a racialised subject of colour in the current global power structure predicated on the dominance and hegemony of Western-centred modernity. The black mineworker exists on the darker side of Western-centred modernity, living a life of wretchedness and continuing to suffer the colonial wound in the absence of formal colonialism and apartheid. The mineworker is disposable and dispensable and lives and works in the shadow of death. In pursuing this course of reasoning, I deploy the epistemic method of ‘shifting the geography of reason’ in order to read the experience of mineworkers in South Africa from the locus of enunciation of the oppressed subject within the scheme of a colonial power differential based on a hierarchy of humanity. This method allows me to speak with and from the perspective of the black mineworkers in the Platinum Belt as opposed to speaking for and about them. I reach the conclusion that being a platinum mineworker in post-apartheid South Africa is a racial and market determined identity of colonialised subjectivity that relegates the dominated subject (the black mineworker) to the realm of the subhuman. In setting the context for this claim, I trace the origins and development of the black mineworker in South Africa with reference to historical processes such as dispossession and proletarianisation. Empirically, the thesis is rooted in a contemporary case study of mainly Anglo Platinum Mine, which involved comprehensive fieldwork focusing on the present lived realities of platinum mineworkers. The dignity and humanity of these black mineworkers has still not returned despite twenty years of democratic rule in South Africa, such that race remains a crucial organising principle in postapartheid South Africa.

- Description: This thesis presents a study of the relationships between Somali spaza operators and the villagers living in the villages around Cofimvaba. The Somali spaza operators are operating spazas in the villages around Cofimvaba in the Intsika Yethu District Municipality (IYDM) located in the Chris Hani District Municipality (CHDM). Spaza shops are general dealers selling daily consumption items, which usually operate in the informal sector, primarily in poorer black neighbourhoods, both urban and rural. Resentment of the very visible, post-apartheid, expansion of immigrant entrepreneurship - in the informal sector, notably in spazas- has been central to South African anti-immigrant sentiment, popularly dubbed “xenophobia,” which casts foreigners, mainly black or Asian, as stealing South African resources. Foreign spaza operators, many of them Somalis, have been subject to ongoing violence and looting for well over a decade, notably in the Eastern Cape and Western Cape provinces. Yet in the deeply impoverished villages around Cofimvaba, in the former Transkei black homeland in the Eastern Cape, where Somalis play a central and growing role in spazas, such attacks are unknown. The aim of this thesis is to understand why. Careful qualitative research in several villages has indicated key reasons. These include the relative absence of South African, locally- owned spazas, and so, the lack of a local group driving xenophobic resentment; the convenience offered by Somali-owned spazas in these isolated villages, the affordability of the products offered, and the availability of systems of credit for villagers; the investment of the Somali entrepreneurs into the villages through acts like charity; and their social interaction with villagers. The Somalis have redefined the local spaza sector, to the benefit of the villagers, and there is a degree of “xenophilia” as a result. The research also found that the growing number of Somali spaza operators in the villages was a direct result of the xenophobia experienced by this group in the urban townships. The villages around Cofimvaba benefit the Somali operator, not in a financial sense as these are not where the most profits have been made, but as sites where the traders feel safest. But although the villages are a sort of refuge, they are isolated and isolating. The Somalis resident in these areas struggle to maintain the strong ethnic group consciousness based on a strong vision of the Somali homeland, and a sense of being sojourners, hoping to relocate elsewhere.

- Description: The overarching purpose of this thesis is to explore the need for Academic Support Programmes (ASPs) in higher education with specific reference to returning undergraduates in the Sociology Department at Rhodes University. The transformational agenda in higher education in post-apartheid South Africa in terms of expanding access to education, the promotion of accountability and efficiency in higher education, massification, the articulation gap between school and university, institutional culture, unpreparedness of universities and underpreparedness of students comprise the conceptual core of this study. I undertake to investigate the necessity and relevance of academic support offered to returning undergraduates at Rhodes University. I do this by exploring two main issues theoretically and in my fieldwork. The two main issues that form the basis of this research are students’ perceptions regarding availability and accessibility of academic support programmes in the Sociology Department and students’ perceived academic needs. Students’ perceptions and attitudes towards Academic Support Programmes have been uncovered through both quantitative and qualitative fieldwork to gauge the extent to which literature is applicable when it comes to the above-mentioned conceptual frameworks. The study illustrated that academic support is not exclusive to first year students. It is also clear that improved, systematic academic support gives rise to improved student academic performance. Throughout the study, students perceive availability and accessibility of ASPs as a challenge.
