- Description: Economic theory asserts that exchange rate is a critical variable in the performance of exports and the economy at large. Equally important are variables that affect the exchange rate. In particular, economies that rely on commodity exports are vulnerable to fluctuations in commodity prices. Price volatility of such commodities can lead to significant fluctuations in exchange rates, a phenomenon referred to as commodity currencies. South Africa‘s currency has fluctuated significantly since 1994. Anecdotal evidence suggests that commodity prices may have a significant effect. Of interest is fluctuations in the oil prices, which in themselves have fluctuated greatly over the same period. This study uses a GARCH(1.1) model to investigate the impact of oil price variability on the South African exchange rate by employing the monthly data for a period spanning from January 1994 to December 2014. The results show that oil price variability affects both the level and volatility of the exchange rate. Informal evidence suggests that sovereign credit ratings are an important factor affecting the South African rand. This is supported by the results of this study. Accordingly, both variables carry important information for markets and policy makers at large.

In this regard, the municipalities are viewed as the most affected institutions, with the Eastern Cape Province identified as culprit number one engaging in corrupt activities. There are a number of contributing factors, as attributed in the study, but most prevalent among these are capacity issues in most of these municipalities, with fewer personnel and less capacity. Challenges of corruption in municipalities are perpetrated mainly by municipal officials, councilors and members of the public. This study, identified corruption as one of the challenges facing municipalities in the Eastern Cape. It involves both the achievements and limitations that have been experienced; and indeed, there are still numerous issues to be addressed and accomplished. It discusses some critical issues such as how corruption has been the mother of the day in South Africa and its effect on the public sector in general. Inadditon, misappropriation of public resources and corruption immersed the nation as a whole into a greater challenge rather than focusing on service delivery issues. There are situations, within municipalities, where the majority of senior officials, who may be in possession of valuable information, are always under suspension. The findings of the study also show that all the municipalities operating in this new democaticatic dispensation have not been able to prepare a transparent annual financial year report at the end of the year. In fact, the majority of them always obtain disclaimer or adverse reports from the Office of Auditor-General (AG), despite numerous attempts and interventions by the AG‟s office and the Provincial Treasury to rectify the situation. The challenges of leadership crises in some of these municipalities, both administratively and politically have been critically examined. The findings show that between 2012 and 2015 financial years, some of these municipalities have been without full-time Accounting Officers; people were only seconded or in acting capacity, and some of them were under adminisistration, which is section 139 (c) of the constitution. There were numerous attempts of interventions by the national leadership of the ANC in the ANC regional structures which in many instances were the root cause of the problems or divisions, as well as in municipalities where in Buffalo City Metro and Nelson Mandela Metro respectively there were leadership changes or redeployments. The issue of corruption in the municipalities is compromising and impact negatively in the service delivery. It can be concluded that municipalities are characterized by a number of instances of corruption perpetrated mainly by municipal officials, councilors and members of society. Bribery, fraud, nepotism, and systematic corruption are some of the forms of corruption that take place in municipalities in South Africa. There are systems in place to fight corruption, but the reality is that they are very weak and ineffective. The anti-corruption strategies put in municipalities have general functioned poorly hence the prevailing the situation. There is glaring non-compliance with the Municipal Finance Management Act (MFMA), the Treasury Regulations and their own Procurement Procedures and Procurement Policies. It is evident that despite the achievement by an ANC led government for almost over 21 years of democracy, there remain many political and administrative challenges especial in municipalities. The fundamental question need to be posed and address therefore is, how best these challenges can be addressed and turn around service delivery to a tangible outcome. The Constitution of the Republic of South Africa provides for the promotion and maintenance of a high standard of professional ethics in the public service. Public resources are vulnerable to abuse by unscrupulous elements, both inside and outside government and therefore requires careful monitoring and control. The existing legislative framework is solid but fragmented and requires review and consolidation to improve its efficiency. To achieve that government requires an approach that is developmental in nature. Governance should be able to take control of the organization’s systems and at the same time adaptable to the environment in a way strengthens the capacity to achieve goals.

- Description: The study was intended to assess the impact of social grants on beneficiaries with specific focus on Buffalo Municipality. The challenge of social injustice and inequality in the management and distribution of resources is challenge of any responsive government globally in providing social securities in different forms to secure the vulnerable and under privileged within the society. The South African government has introduced a comprehensive liberally inclusive social welfare scheme to address social injustice and economic inequality of excluded in the former apartheid government, which characterises the historic past of racial exclusive government of the majority black and the coloured. In other to assess the impact of grants in addressing inequality and social exclusiveness, the research was conducted using Desk Top Analytical approach and also explored ANOVA Two-ways and One-way, to test the degree of association and standard deviation to establish the contrast of effects based on spatial difference and social development of the urban, semi-urban and rural settlements which beneficiaries are living. Also, to establish whether or not the policy is achieving social cohesion, human development and transformation, which should be taken, place within the concept of social welfare. The theoretical frame work adopted is a multi-theoretical approach in dealing with the complexity around social welfare. The research is specifically looking for a theory of change in social grants administration in other to understand the impact and extent of the intervention in bringing about desired and motivated change as the scheme main priority of developmental social welfare in South Africa. Pearson correlation, Chi-square correlation and Tukey”s Post hoc Test are some of the instrument used in assessing the impact of grants on beneficiaries. The outcome of the study showed a highly significance p-value =.019, p<0.05 in spatial variance between Urban and Rural and the in between variance of .025, p<0.05 for Rural –Urban- Semi-urban (Fig.23 and Tab 8a). The study also, revealed an association between Child dependency and Sexual crime to be .009, p<0.01 (Fig 24 and Tab 6), Public violence in Rural area shows Post Hoc Test result of Mean= 2.6, SD= 2.07 for rural, Mean=1.40 SD= 1.52, for urban and a Mean=0.3, SD=0.54 for semi-urban in a descending order as it relate to social crime statistics (Fig.20). This implies that there are more frequent public violence in rural areas than that of the urban and semi-urban. The overall result shows a very strong correlation among all the variables of grants beneficiaries to be statistically relevant. This implies that the social grants intervention.

The South African Constitution serves as the basis for the governance of all government departments. An external independent audit is an important element of a good governance framework. This dissertation examines the role of auditing in supporting effective and good governance in the public sector and it seeks to develop a framework that will be used as a tool towards achieving and maintaining a clean audit outcome that is in line with good governance. The importance of auditing is outlined coupled with an interpretation of what the different audit outcomes mean for the public sector. The case of The Eastern Cape Legislature is used to assist in drawing up a framework that will assist the public sector to achieve and maintain a clean favorable audit outcome. This paper clearly links effective governance with internal control and ultimately audit outcomes. It also makes the point that risk management, effective audit committees and internal audit functions are key elements of the governance process. Transport infrastructure investment and exports growth in South Africa

- Description: The transport sector is very important in facilitating trade and travel between and within nations. It is at the core of every country‟s economy. In order for transport to play this critical role, this research suggests that it is important for countries to invest in infrastructure. This study examined the impact of transport infrastructure investment on export growth in South Africa for the period of 1994 to 2017. The standard procedure in interpreting the long-run VECM results was applied. All the variables enter the long-run equation significantly, and the signs and magnitudes also appear reasonable. The long run results suggest that transport infrastructure investment have a positive effect on exports in South Africa. As indicated on the long-run equation, transport infrastructure investment is significant in specification; the positive coefficient of the variable in the regression suggests that an increase in investment in the transport infrastructure will lead to an increase in exports. A vector error correction model was estimated with exports, transport infrastructure investment, real effective exchange rate, world gross domestic product, export prices and consumer price index. The variance decompositions show that exports have a high level of inertia in the first year with most of the variations dependent on past export variations. In the second year, employment contributes significantly to variations in exports. Transport infrastructure investment makes very little contribution. Impulse responses show that a positive shock to infrastructure investments increases exports marginally. The results of the study have revealed a number of policy implications that affect transport infrastructure investment and exports. It is highly recommended that government should improve transport infrastructure for all modes of transport as this will lead to an increase in the level of exports in South Africa. Empirical evidence shows that transport infrastructure investment granger cause exports. Government expenditure in transport infrastructure has been considered s one of the means to enhance economic development and transport sector operates as the crucial engine of the economic growth in both developed and developing countries

- Description: The transport sector is very important in facilitating trade and travel between and within nations. It is at the core of every country‟s economy. In order for transport to play this critical role, this research suggests that it is important for countries to invest in infrastructure. This study examined the impact of transport infrastructure investment on export growth in South Africa for the period of 1994 to 2017. The standard procedure in interpreting the long-run VECM results was applied. All the variables enter the long-run equation significantly, and the signs and magnitudes also appear reasonable. The long run results suggest that transport infrastructure investment have a positive effect on exports in South Africa. As indicated on the long-run equation, transport infrastructure investment is significant in specification; the positive coefficient of the variable in the regression suggests that an increase in investment in the transport infrastructure will lead to an increase in exports. A vector error correction model was estimated with exports, transport infrastructure investment, real effective exchange rate, world gross domestic product, export prices and consumer price index. The variance decompositions show that exports have a high level of inertia in the first year with most of the variations dependent on past export variations. In the second year, employment contributes significantly to variations in exports. Transport infrastructure investment makes very little contribution. Impulse responses show that a positive shock to infrastructure investments increases exports marginally. The results of the study have revealed a number of policy implications that affect transport infrastructure investment and exports. It is highly recommended that government should improve transport infrastructure for all modes of transport as this will lead to an increase in the level of exports in South Africa. Empirical evidence shows that transport infrastructure investment granger cause exports. Government expenditure in transport infrastructure has been considered s one of the means to enhance economic development and transport sector operates as the crucial engine of the economic growth in both developed and developing countries

The study was conducted to determine the benefits and limitation of informal trading in promoting sustainable local economic development in the Intsika Yethu Municipality. South African municipalities for various reasons fail in providing local economic development friendly environment and more developmental and inclusive informal economy policies and by-laws. The objective of the study was to assess the benefits and challenges which might hinder the maximisation of benefits in the sector. The literature was reviewed with the aim to integrate published academic data on the benefits and limitations of informal trading in promoting sustainable local economic development. Data for the study was sourced from the literature and questionnaires administered to respondents who were selected by means of a purposive sampling technique. The respondents from which data was collected were 18 and a qualitative research approach was used as a main research methodology. The responses obtained were subjected to content analyses. The main findings of the study include; informal traders are uncoordinated, informal traders are faced with challenges which hinder their success, majority of respondents see benefits from informal trading, the informal sector of responds to triple social ills and all respondents started up businesses due to the inability of the formal sector to create job opportunities that are permanent and enough for everyone. In response to the findings about the main recommendation made is the improvement of communication between government and informal trader for the sustainability of municipal programs.

Politics here is understood beyond its usual institutional focus or identification with government, politicians and parliaments to include a much wider and much more important and dynamic range of activities found in all human groups such as institutions and societies. The study then demonstrates that since development is a process, individuals need to work collectively towards a common good so as to realize their development potential. Good governance has become a popular theme in Africa and worldwide, attributed to the increasing need to alleviate rampant corruption in municipalities, of which Mnquma Municipality is not immune. This study positioned in the constructivist paradigm employed the qualitative research paradigm, using semi-structured interviews with 15 community members and officials, secondary data and field notes. Collected data was analysed using content analysis and various themes were extracted from the data. The study found that the community in the Mnquma Municipality is dissatisfied with service delivery as there are rural areas who are still battling to get clean water and decent ablution facilities. This municipality has been marred by violent protests, infighting amongst those who are tasked to oversee the delivery of services. The infighting amongst municipal officials and municipal council which results in minimal involvement of the third leg of the municipality which is the community in the affairs of the municipality. This study sought to explore the roles of good governance in enhancing service delivery in Mnquma Municipality, investigate the challenges that impede good governance practices in Mnquma Municipality and to recommend possible strategies that can be used to enhance good governance in Mnquma Municipality. Good governance has become a popular theme in Africa and worldwide, attributed to the increasing need to alleviate rampant corruption in municipalities, of which Mnquma Municipality is not immune. The study found that the community in the Mnquma Municipality is dissatisfied with service delivery as there are rural areas who are still battling to get clean water and decent ablution facilities. - Description: Police work in South Africa is demanding and stressful. Literature reveals that occupational stress when fully manifest amount to emotional burnout. It was therefore the aim of this study to examine job engagement and coping strategies as moderators of the relationship between occupational stress and burnout among police officers. Using a sample of 377 police officers from the Eastern Cape, South Africa, data was collected using various scales namely; the Effort – Reward Imbalance (ERI) questionnaire (occupational stress), the Maslach Burnout Inventory – General Survey MBI-GS (emotional burnout), the Utrecht Work Engagement Scale (job engagement), and the Coping Orientation to Problems Experienced questionnaire (coping strategies). Correlation tests and regression analysis were ministered on the data to test the research hypotheses. The major finding of the study indicated that job engagement and coping strategies collectively significantly moderate the relationship between occupational stress and emotional burnout. However, job engagement on its own was reported to be an insignificant moderator of the relationship between occupational stress and emotional burnout.

The current study utilised the Job Demand-Resources Model to examine the relationship between job insecurity and work-family conflict on the one hand and job engagement on the other hand among technical personnel within selected Eskom depots in the Amathole District Municipality of the Eastern Cape. There is limited research regarding the impact of job insecurity and work-family conflict on job engagement among technicians in the energy industry. A quantitative cross-sectional survey was used. The sample (N= 221) comprised of technicians from Eskom branches. Data was collected through the questionnaire method and SPSS was used for data analysis. The results of the Product Pearson Correlation method indicated that job insecurity negatively predicts job engagement, contrary to work-family conflict. Unexpectedly, results from multiple regression method and chi-square showed that job insecurity and work-family conflict together do not account for a significantly higher proportion of variance on job engagement than any of the two separately. This study argument existing knowledge on job insecurity, work-family conflict and job engagement among technicians in the energy industry that has largely been ignored by previous researchers and validates certain aspects of the Job Demands Resources Model. The energy industry should provide consideration to how the need for shifts and sometimes working long hours is justified. Strategies need to be implemented in improving managerial and co-worker support for technicians through socialization and team building activities. - Description: The 1996 Constitution of South Africa and the Public Audit Act of 2004 provide the legislative framework for the Office of the Auditor General of South Africa (OAGSA). The Independent Regulatory Board for Auditors further enriched the interpretation of the framework – for government auditing. Over the years of democratic rule in South Africa, audit performance by State organs was generally poor. Despite the efforts by the OAGSA to improve the performance, very little improvement was notable. Most disturbing was the observation that there was widespread, a prevalence of recurring findings, which indicated that the OAGSA’s recommendations and guidelines were not acted upon, or largely ignored. Firstly, the research study established that the system of capitalist democracy, which comes in different varieties throughout world democracies, indeed brought about a situation where the electorate was effectively removed from its rightful place of being the principal, and had its place taken up by political parties (which are in fact, agents) - which (parties) governed on its (the electorate’s) behalf. This system, taken together with the Principal Agency and the Rational Choice Theories – fully explained the prevalence of maladministration and malfeasance in government in South Africa. Secondly, the study established that the OAGSA has done everything imaginable in its attempts to improve audit performance in government institutions – using the carrot rather than the stick approach. The legislative framework cited above, revealed that the OAGSA has the power to audit and report, while Parliament has the power to enforce corrective action. The lesson of this revelation is: that there is not much that the OAGSA can achieve without a high level of cooperation between itself and Parliament – if audit performance is to be effectively, and appreciably improved in South Africa. A disappointing discovery however was indirectly delivered to the world, through the results of a research study conducted by one Wehner in 2002, on Public Accounts Committees (PACs) (alias Standing Committees on Public Accounts (SCOPAs)) in world democracies. The Wehner study clearly demonstrated that there was nothing contained in these committees’ founding documents or enabling legislation – which in no uncertain terms, directed the committees on what procedures and processes to follow to ensure that their resolutions were acted upon. In other words there was no enforcement mechanism discernible for their resolutions. Thirdly, there were developments in case law in South Africa, which augured well for Constitutional Institutions in general. They are contained in court judgements relating to the mandate of the Office of the Public Protector (OPP). The question at the core of these developments was: whether the decisions or remedial action emanating from the OPP, were binding and enforceable. Two judgements cited as cases in point, one a High Court judgment and another a Supreme Court of Appeal’s (SCA’s), feature in the research report. The SCA, in summary found that decisions of administrative bodies of State – stand in fact and in law, until such time that a court of law invalidates them. The SCA ruled through citing a High Court judgement passed way back in 2004 - that Constitutional Institutions, although not organs of State per se – were certainly included in this 2004 finding, if one considers the rationale of this initial finding, taken together with the purpose for which Constitutional Institutions were established in South Africa in the first place. In conclusion, although visible root causes of poor audit findings appear overall to be poor consequence management and questionable leadership quality in government, the system of capitalist democracy is ultimately to blame. The system certainly had unintended consequences.

- Description: Amongst various Voice Telephony Applications discovered, IBM India has developed the Spoken Web which enables voice commerce capabilities that are ideally suitable for underprivileged rural communities. Admittedly, these communities are barred from fully utilising ICT enabled electronic commerce services such as the Internet for business marketing processes as a consequence of poor literacy and financial constraints. The advent of Voice Telephony Applications aids accessibility and participation of the underprivileged rural communities to the ICT world. It should be noted that users are not compelled to be computer savvy to make voice calls, but high voice call costs are the deterrent. Therefore, devising an appropriate Revenue Generation Model would enhance the accessibility and participation of the underprivileged rural communities to the ICT world. As guided by the Design Science Approach, and the Diffusion of Innovations and Social Exchange theories, this research project has discovered and applied five models such as the Freemium, Affiliation, Advertising, Incentives-driven and Subsidy within each development stage of Spoken Web. This research project is of the idea that reimbursing content providers through supporting the proposed Revenue Generation Model as a de facto solution will help in reducing voice call costs to the users of Voice Telephony Applications in future. , Thesis (MCom) -- Faculty of Management and Commerce, 2015

Job characteristics and organisational citizenship behaviour among employees in a previously disadvantaged South African university

A structured questionnaire was used to collect data from 149 randomly selected participants. A 5-point Likert scale job characteristics survey by Hackman and Oldham (1975) was used to measure job characteristics while, a 5-point Likert scale by Lee and Allen (2002) on organisational citizenship behaviour was used to measure employee’s organisational citizenship behaviour. Different statistical techniques such as Spearman rho correlation technique and Regression analysis were used to analyse data. The results showed that task significance, skills variety, autonomy and feedback are significantly positively related to organisational citizenship behaviour. There was a non-significant negative relationship between task identity and organisational citizenship behaviour. A combination of two or more job characteristics dimensions were found to report a higher proportion of variance in organisational citizenship behaviour than any one job characteristic separately. The study, thus, recommends that managers must design employees’ jobs or tasks that are more meaningful to stimulate the display of organisational citizenship behaviour. Initiatives that stimulate the use of a variety of skills, promotes feedback, promote task significance and autonomy were suggested as solutions to stimulate the display of OCB. The prevalence of such dimensions on one’s job increase motivation and satisfaction therefore contributing positively towards organisational citizenship behaviour.

- Description: The aim of the study was to investigate the role played by urban agriculture (UA) in alleviating poverty in poor and low income households of Harare. It further examined the factors that confront the practice. The study was conducted after a realisation that despite not receiving much support from city by- laws, poor and low income households of Harare continue to engage in agricultural activities yearly. The desk research method was used to acquire information from a vast of secondary data sources. The secondary sources which were qualitative in nature provided the research with broad literature on urban agriculture and poverty in Harare, Zimbabwe and the world at large. However, a case study research design was employed whereby an in-depth analysis of the topic focused on poor and low income farmers of Harare Province. Literature reviewed and analysed was organised into themes and categories that portrayed urban agriculture as a crucial tool for alleviating poverty. It was also viewed as a tool that can be used as a sustainable livelihood. Despite other factors affecting the performance of urban farmers, lack of clear policies and city by- laws that guide agriculture in the study area proved to be a huge hindrance. Therefore, to achieve sustainable livelihoods and reduce poverty, the research suggested that instead of different pieces of city by- laws governing the practice in Harare and Zimbabwe there is need for one clear urban agriculture policy. It was concluded that the government and city authorities remain the key to unlocking UA‟s full potential by providing formal support to the practice by organising formulation of an inclusive urban agriculture policy that will be understood by every citizen.

The role of transport infrastructure in attracting foreign direct investment in South Africa

- Description: This study examined the role of transport infrastructure in attracting foreign direct investment in South Africa. Artisanal mining has over the past decade been taken up by rural communities as an alternative of sustaining their livelihoods due to the collapse of agriculture due to the successive droughts, economic meltdown and the general failure of the fast track land reform program. Hence this study sought to fill this knowledge gap using Esigodini as a case. The study made use of focus group discussions, interviews and documents review to gather information on how artisanal mining activities have contributed to the livelihoods of rural communities. Although artisanal mining has its negative impacts to the environment it does contribute to the livelihoods of communities, as the findings of the study reveal that the Esigodini community has benefited from improved socio-economic activities as a result of the practice.

A questionnaire was used to collect the data. It consisted of four sections including biographical and occupation data questionnaire. To measure job engagement, the 18-item Rich et al., (2010) job engagement scale, with a 5-point Likert scale was used. To measure locus of control, the 16-item Spector (1988) work locus of control scale was used, with 6-point Likert scale. To measure organisational citizenship behaviour, the Fox & Spector (2011) 20 item organisational citizenship behaviour questionnaire, with a 5-point Likert scale was used. Data was analysed using various statistical techniques including the Pearson Product Moment Correlation Technique and the generalised linear regression model. The results indicated that job engagement has a significant positive correlation with organisational citizenship behaviour and locus of control also has a significant positive correlation with organisational citizenship behaviour. However the results also indicated that when job engagement and locus of control are put together, they do not account for a significantly higher proportion of variance in organisational citizenship behaviour than each of them separately. Furthermore, as far as OCB-P and OCB-O are concerned, the results indicated a partial support of the research hypothesis that job engagement and locus of control together account for a significantly higher proportion of variance in organisational citizenship behaviour than any of the two separately. - Description: Rapid higher education change in South Africa has adversely affected academics job experiences, resulting in high academic staff turnover. Despite the extant literature on the impact of higher education change, few studies have assessed how higher education change has influenced academics‟ quality of work life (QWL), job embeddedness (JE) and intention to quit (ITQ). This study investigated academic staff QWL and JE as predictors of their ITQ. A sample of 250 teaching staff (n = 250) was selected from two universities in the Eastern Cape province of South Africa using quota sampling. Data were gathered using questionnaires and analysed using descriptive (frequency distributions and measures of central tendency and variability) and inferential (Pearson correlation, significance testing and regression analysis) statistical methods. The findings confirmed the hypothesised significant negative relationships of QWL and JE with ITQ. Partial evidence suggested that QWL and JE combined explained significantly more ITQ variance than both variables did separately. JE did not moderate the QWL-ITQ association, but explained substantially greater variance in ITQ than QWL did. The sample registered high QWL and moderate JE and ITQ levels. Acceptable instrument validity and reliability were reported. The findings suggest that intrainstitutional factors somewhat mitigate the adverse effects of higher education change on academics‟ QWL, JE and ITQ and a need to enhance JE aspects, in particular, to reduce academic staff turnover intentions and behaviour. Recommendations are offered for future policy, research and practice.
