- Description: The purpose of the study was to examine the perceptions of families receiving the Child Support Grant in the area of Adelaide, Eastern Cape and to establish whether or not the Child Support Grant contributes to poverty alleviation. The investigation also went further to find whether people who receive the Child Support Grant are able to meet the needs of their children and the recipients believe that the quality of their lives have improved after receiving the Child Support Grant. Both qualitative and quantitative methods of research were used. Interview schedules that were used were the questionnaires. The findings of the study revealed that the majority of the respondents experienced hardships in terms of employment, education, training and skills development, emotional and financial support. This is a challenge for government and the community at large. Lack of basic facilities such as health care and early child development programmes and social development programmes designed to supplement the grant are all social necessities that they have rights to, according to the Bill of Rights enshrined in the Constitution of 1996. The study also hold a strong view that the government should make an effort on job creation and the community should also make and effort on partaking on self-development projects in order to supplement the Child Support Grant. Various factors have been used to explain the reasons behind local government‘s failures to provide services. None of these have touched on the role played by people management in ensuring local government performance. This was notwithstanding the fact that towards the last two decades of the twentieth century research emerged glorifying human resources as the source of organizational excellence. Consequently, being motivated by the fact that good people management strategies lead to excellent organizational performance, attention in this study focused on people management strategies in local government in Zimbabwe. The study adopted a mixed approach with a strong inclination towards qualitative methodology. The data was gleaned from documents from local authorities, interviews, focus group interviews and questionnaire surveys. The study focused on local authorities in Manicaland Province. The results of the study confirmed the existence of human resource management strategies in local authorities in Manicaland, Zimbabwe. The human resource management strategies have however not resulted in excellent performance of local authorities. The reason behind this is attributable to severe resource constraints. Excellent people management strategies were found to be on paper as there were no resources to support them. The dearth of resources in local authorities was found to be attributed to the economic, political, legal and social factors engulfing the local government system in Zimbabwe. Consequently, local government in Zimbabwe remain stressed and in dire need of a ―Lazarus moment‖. There is an engineer with skills to construct dams to quench the thirst souls in the city but there are no resources to construct the dams. The fireman‘s truck rushes to quench a fire outbreak only to arrive at the scene with no water. In view of this, the study recommends that the review of the local government legal framework be speeded up and more autonomy be granted to local authorities. Such a review would have a bearing on the notion of decentralization, democratization and consequently economic development. In addition, government must seriously consider setting aside a portion of its budget towards support of local authorities. v Where democratic ethos exists, there is transparency, accountability, the rule of law and responsiveness. The human resource in local government would in turn promote democracy and excellence. Other strategies such as granting of garnishing powers to local authorities as well as giving their police arresting would further nourish their resource base. When this happen people management strategies would contribute to effective local government systems in Zimbabwe. - Description: School management and governance has become essential in improving quality of education in public schools (Caldwell, 2012). Furthermore, the existence of a well-established partnership between school governors and school managers is vital to ensure that students receive quality education. On this regard, the study sought to broaden an understanding the thin line between School Management Teams (SMT) and School Governing Bodies (SGB) which is frequently crossed by both parties while executing their roles and responsibilities. The population for the study was SGB members, SMT members and general staff members of public schools in the Eastern Cape Province. The study unit was Willowvale (KwaGcaleka kuGatyane) a circuit named after a great amaXhosa king Zwelidumile, King Zwelidumile Circuit. Purposive sampling method was used because collection of data required that respondents be familiar with the concepts of school management and school governance. A mixed method research methodology was used which include a combination of qualitative and quantitative research approaches. A self-administered questionnaire was used to collect quantitative data and an interview guide was used to facilitate focus group interviews. Qualitative and quantitative data was analysed separately. Quantitative data analysis was done and presented as descriptive statistics, Analysis of variance (ANOVA) Pearson’s correlation and T-test. For the purpose of testing the reliability of the scales of questions included in the questionnaire, the Cronbach’s alpha was used. Qualitative data analysis was done through the researcher`s critical reasoning and analysis of focus group discussions of interviewees. The research found out that lack teamwork, transparency and ineffective leadership are the root cause of failure to recognise strategic and operational boundaries that exist between SGBs and SMTs. Also understanding of the distinction and overlaps between School governance and school management is important to ensure strong relationships, trust and respect between the SGBs and the SMTs. More so, the research observed lack of strategic and operational synergy between SGBs and SMTs. Consequently, the research recommends the importance of training and development to both SGBs and SMTs so that they understand their roles and responsibilities as stated in the SASA Act. SGBs and the SMTs should strive to forge strategic and operational synergy. Trust and respect must prevail from the SGB since they are the major stakeholders of the schools. Effective communication was seen as crucial to building partnerships and ensuring collaboration. Finally, the research recommends that research should be conducted regularly in order to keep track of the state of school management and governments in public schools.

- Description: Although the issue of leadership is a sensitive subject especially when dealt with it in the context of State Owned Entities operations, avoiding the need to highlight the seriousness of plights and challenges hampering adequate development of current and prospective leaders may be regarded as an act of ignorance. It is certainly better to have the knowledge and not use it than to want to use critical information but you do not have it at all. As South Africans, we are currently more than lucky to be living in the democratic era where a thirst and hunger of knowledge is entirely one’s choice. The South African communities and Sate Owned Enterprises leaders deserve to be informed about issues regarding the performance of these entities in order for them to partake positively. State Owned Entities are undoubtedly the face of the country and consequently, their leadership is expected to play exemplary role of the highest order because their acts and/or omissions may not go unnoticed. Although all State Owned Entities are essential, Eskom is known to be the blood and oxygen for the country’s competitiveness and driving force behind the economy. Adequate leadership development within Eskom’s Limpopo Operating Unit can only positively impact on the major operations in the province and the country in particular. Although Eskom Distribution Division is found throughout South Africa, Limpopo province was selected to be a case to be studied. The study used a qualitative research methodology with the aim of eliciting narrated data from participants. Through this research methodology, a focus group approach was applied in order to narrow down the scope of the study. The study revealed that factors such as lack of self-confidence, fear of possible positional take-over by new comers, lack of succession planning and failure to implement the contents of Individual Development Plans are amongst a barrage of hindrances of adequate leadership development in the Business Unit. Despite the fact that the aforementioned impediments are seemingly known by the Business Unit’s senior management, it has also been revealed that officials are obscured by the need to focus on results whilst neglecting development of human capital. Due to the critical role that is played by Eskom in the country, the study has potential of positively contributing to the body of knowledge, other SOEs and professional practices in general.

- Description: This research explores the effectiveness of curriculum reforms in Public schools in the Eastern Cape Province with specific reference to a case study of Umtata District (1994- 2014). The study was accomplished using the qualitative research method in which the views of 20 participants comprising of principals and teachers were explored about: How effective are the curriculum changes brought about by the democratic system of government in the South African education system? Which factors are limiting the effectiveness of the implementation of curriculum reforms in the public schools in the Eastern Cape Province? What are the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province? Which strategies can the Eastern Cape Department of Education adopt to improve the effectiveness of the curriculum reforms in the public schools in the Eastern Cape Province? Findings that some of the curriculum changes brought about by the Democratic System of Government in the South African Education System were associated with review and change of the language used in education and learning, technology, computer education and data handling. From this analysis of the interview findings, it is evident that curriculum reviews and change not only influenced the change of language policy in the South African education system to support diversity and multiculturalism, but also new technologies and science in teaching and learning. Even though it was evident from the responses of most of the teachers that enormous successes have been achieved, it also emerged from the findings that there have also been challenges and impediments. It emerged from the analysis of the interview findings that some of the factors limiting the effectiveness of curriculum effectiveness in the public schools in the Eastern Cape Province are associated with lack of resources, lack of skills, lack of text books, poor review and modifications of the syllabus, and poor consultation and involvement of relevant stakeholders. However, findings still revealed that as much as there are some limitations, the curriculum reviews and change undertaken since the 1994 democratic dispensation significantly influenced the improvement of the performance of the contemporary South African public education system. The analysis of the interview findings revealed the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province to be associated with improved pass rates, improved performance in science and data handling, and improved responsiveness to changing needs and demands of the contemporary world. Considering the findings of this study, it is argued that the directors in the Eastern Cape Department of Education must evaluate the decision to apply the following strategies to influence improvement of the successful implementation of the curriculum. Such strategies would involve situational analysis, curriculum and syllabus development, investment in relevant key success factors (skills, technology & infrastructure), teaching and learning methods, and measuring and improving. Future studies can still explore and develop a framework for measuring and improving the implementation of curriculum reform.

- Description: This research explores the effectiveness of curriculum reforms in Public schools in the Eastern Cape Province with specific reference to a case study of Umtata District (1994- 2014). The study was accomplished using the qualitative research method in which the views of 20 participants comprising of principals and teachers were explored about: How effective are the curriculum changes brought about by the democratic system of government in the South African education system? Which factors are limiting the effectiveness of the implementation of curriculum reforms in the public schools in the Eastern Cape Province? What are the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province? Which strategies can the Eastern Cape Department of Education adopt to improve the effectiveness of the curriculum reforms in the public schools in the Eastern Cape Province? Findings that some of the curriculum changes brought about by the Democratic System of Government in the South African Education System were associated with review and change of the language used in education and learning, technology, computer education and data handling. From this analysis of the interview findings, it is evident that curriculum reviews and change not only influenced the change of language policy in the South African education system to support diversity and multiculturalism, but also new technologies and science in teaching and learning. Even though it was evident from the responses of most of the teachers that enormous successes have been achieved, it also emerged from the findings that there have also been challenges and impediments. It emerged from the analysis of the interview findings that some of the factors limiting the effectiveness of curriculum effectiveness in the public schools in the Eastern Cape Province are associated with lack of resources, lack of skills, lack of text books, poor review and modifications of the syllabus, and poor consultation and involvement of relevant stakeholders. However, findings still revealed that as much as there are some limitations, the curriculum reviews and change undertaken since the 1994 democratic dispensation significantly influenced the improvement of the performance of the contemporary South African public education system. The analysis of the interview findings revealed the effects of curriculum reforms on the performance of the public schools in the Eastern Cape Province to be associated with improved pass rates, improved performance in science and data handling, and improved responsiveness to changing needs and demands of the contemporary world. Considering the findings of this study, it is argued that the directors in the Eastern Cape Department of Education must evaluate the decision to apply the following strategies to influence improvement of the successful implementation of the curriculum. Such strategies would involve situational analysis, curriculum and syllabus development, investment in relevant key success factors (skills, technology & infrastructure), teaching and learning methods, and measuring and improving. Future studies can still explore and develop a framework for measuring and improving the implementation of curriculum reform.

It therefore becomes important that all public administration activities are in line with the elements of good governance as reflected on the Constitution of the Republic of South Africa, 1996. These elements include, among others, responsiveness to the needs of the public, accountability, public participation, equity, effectiveness and efficiency. Leadership attributes play a pivotal role in this regard, as all leaders are expected to be able to give guidance and direction towards the vision of government, good communicators, have humble confidence and display exemplary behavior to be successful in their leadership responsibilities. This includes leaders who are assigned responsibilities at all levels and sectors, both in public and private institutions. The purpose of this study therefore, was to explore leadership attributes for good governance in selected Public Community Learning Centres (PCLCs) in the Eastern Cape Province and its focus was in Libode District. It sought to answer a number of questions relating to community participation, policy formulation and implementation, problem solving and the envisaged solutions to address the problems that enhance good governance in the PCLCs. The study is viewed as significant in assisting the process of putting new systems in place for the implementation of new approaches in adult education. The extensive literature review that was conducted before the study resumed contributed tremendously in the success of the study as it provided more insight to the study. The qualitative approach was mainly used and the data was collected through self- administered questionnaires, interviews and observation. The findings of the study revealed challenges that exist with regards to leadership attributes and the enhancement of good governance in Public Community Learning Centres. All participating Ward Councillors (the community leaders) expressed their ignorance about what is happening in the PCLCs. However, they expressed their willingness to work together with the centres for the benefit of all community members within their wards. The recommendations of the study are based on the problems revealed in the findings and provide solutions and answers to the research questions.

The municipalities are obligated by the Constitution of the Republic of South Africa (1996) to manage the process of Local Economic Development (LED) in order to stimulate social and economic development. Enriched capacity of municipalities to exploit economic prospects for sustainable employment and enterprise growth will lead to the successful and improved welfare of communities around South Africa (SALGA, (2011). In trying to define the concept of Community Public Private Partnerships (CPPP), the researcher will first define the Private Public Partnerships (PPP) as the model that has been researched by many. PPP is defined as the medium to long-term arrangement entered into by the Public and the Private sector wherein some of the services responsibilities of the Public sector are offered by the private sector, with a clear contract on common goals for provision of public infrastructure or Public service. In a PPP, the private party carries out the major commercial, practical and operating threats in the enterprise, funding, structure and activities of a project, (ppp, 2015) The PPPs can happen in two forms: where the private party executes the municipal role, or where the private party obtains the usage of municipal property for its own money-making purpose, (ppp, 2015). The PPPs can comprise many different size range of enterprises and bring solid Local Economic Development spin-offs to the targeted people. On defining the Community, it is important to note that in the local government sector, the word community is sometimes used interchangeably with the word citizen. Citizens are described as the residents of a ward (SALGA, 2011). Through the Integrated Development Plans (IDP), the government is compelled to involve the communities, by giving them opportunities to voice their needs and also through other Public participation programmes. Largely, literature has a lot of information on PPP; however, there is a new approach to PPP which focuses on organized communities as members/shareholders of CPPP rather than them being made labourers only (Kula Group, 2010). This helps municipalities to move away from executing small scale projects that are not sustainable, thus driving them to focus on large scale programmes that are sustainable and have multiple effects, skills transfer, wealth creation and sustainable job creation. In the context of the explanations given above, Community Public Private Partnerships (CPPP) can, therefore, be defined as the enterprise between government, private sector or business, communities (cooperatives) and the municipality. The different role players that are mentioned above contribute meaningfully in their areas of expertise, and LED initiatives advance the lives of the local communities. The aim of this research is therefore to establish a level of understanding of the transformational leadership style in enhancing public service delivery. The study used a qualitative research design that involves a desktop research. Data was collected through the review of available published or existing documents. Data analysis included using documents analysis which consist of the existing information reviewed from literature or document containing information about various municipalities issues, journals and books as well as reviewed of various data analysis done in relation to an exploration of the use of transformational leadership style in enhancing public service delivery with the aim of analysing the organisation structure of the municipality. The findings from previous literature revealed that there are constraints faced in delivering services. The study confirmed some of the municipal leaders’ lack skills, competencies and a lack of clear understand of transformational leadership style as well as training. The findings also identified the search for solutions to the hurdles or challenges faced by the municipal leadership both political and administrative in Buffalo City Metropolitan Municipality by providing an insight for further research regarding the institutional weakness and policy issues in this part of the world. The implications of the findings are that unless the challenges are resolved, municipalities will continue to experience poor service delivery, poor economic growth and development. Recommendations to overcome these are suggested.

- Description: Unethical conduct takes root and largely flourishes in environments devoid of compliance with SCM laws, regulations and sound corporate governance values and principles. Ethical conduct is a prerequisite of good governance and sound municipal financial management. Unethical conduct in SCM leads to a loss of public trust and confidence in the management of public affairs. Despite the existence of control and oversight structures and processes for monitoring compliance with ethical standards, norms and regulations in SCM, procurement and contract management processes, BCMM still flouts SCM regulations. This leads to non-compliance with precincts of SCM policy regulations, the MFMA, as well as the Municipal Systems Act (MSA). Lack of adequate and effective control and oversight measures further exacerbates the problem, leading to poor management of procurement systems as well as inconsistencies in the disposal and delivery of services. Effective control and oversight often results in the reduction of waste, eradication of corruption and improvement of municipal financial performance, as well as improved ethical conduct, integrity, transparency and accountability. - Description: The majority of SMEs have adopted the use of information communication and technology (ICT) services. However, this has exposed their systems to new internal and external security vulnerabilities. These SMEs seem more concerned with external threat related vulnerabilities rather than those from internal threats, although researchers and industry are suggesting a substantial proportion of security incidents to be originating from insiders. Internal threat is often addressed by, firstly, a security policy in order to direct activities and, secondly, organisational information security training and awareness programmes. These two approaches aim to ensure that employees are proficient in their roles and that they know how to carry out their responsibilities securely. There has been a significant amount of research conducted to ensure that information security programmes communicate the information security policy effectively and reinforce sound security practice. However, an assessment of the genuine effectiveness of such programmes is seldom carried out. The purposes of this research study were, firstly, to highlight the flaws in assessing behavioural intentions and equating such behavioural intentions with actual behaviours in information security; secondly, to present an information security policy compliance reinforcement and assessment framework which assists in promoting the conversion of intentions into actual behaviours and in assessing the behavioural change. The approach used was based on the Theory of Planned Behaviour, knowledge, attitude and behaviour theory and Deterrence Theory. Expert review and action research methods were used to validate and refine the framework. The action research was rigorously conducted in four iterations at an SME in South Africa and involved 30 participating employees. The main findings of the study revealed that even though employees may have been well trained and are aware of information security good practice, they may be either unable or unwilling to comply with such practice. The findings of the study also revealed that awareness drives which lead to secure behavioural intents are merely a first step in information security compliance. The study found that not all behavioural intentions converted to actual secure behaviours and only 64% converted. However, deterrence using rewards for good behaviour and punishment for undesirable behaviour was able to increase the conversion by 21%.

- Description: A stable money demand function plays a vital role in the analysis of macroeconomics, especially in the planning and implementation of monetary policy. With the use of Johansen cointegration and error correction model estimates, this study examines the existence of a stable long-run relationship between real money demand (RM2 and RM3) and its explanatory variables, in South Africa, for the period 1990-2009. The explanatory variables used in this study are selected on the basis of different monetary theories and empirical works, including the Keynesian, Classical and Friedman’s modern quantity theory of money. Based on these theories, the explanatory variables used in this thesis are real income, an interest rate, the inflation rate ,the exchange rate and foreign interest rate. The signs of the coefficients of the variables are as expected from economic theory. The coefficients of real income, the exchange rate and foreign interest rate are positive, while the coefficients of the interest rate and inflation rate are negative. This study augments the cointegration and vector autoregression (VAR) analysis with impulse response and variance decomposition analyses to provide robust long run effects and short run dynamic effects on the real money demand. In addition a foreign interest rate to capture the impact of capital mobility on money demand in South Africa was used. Results from the Johansen test suggest that real money demand (RM2 and RM3) and its all explanatory variables are cointegrated. Hence, there is a long-run equilibrium relationship between the real quantity of money demanded and five broadly defined macroeconomic components namely, real income, an interest rate, the inflation rate, foreign interest rate and the exchange rate in South Africa. Overall, the study finds that the coefficients of the equilibrium error terms are negative, as expected, and significantly different from zero, implying that 0.16 and 0.1 of the discrepancy between money demand and its explanatory variables is eliminated in the following quarter. Application of CUSUM and CUSUMSQ stability test showed that real money demand (M2 and M3) is stable in South Africa. The impulse response analysis provided evidence that the real M3 money, national income, rate of inflation and the foreign interest rate have a significant impact on the real M3 money demand in the short run. However, remaining variables (the real exchange rate and prime overdraft rate), have only a transitory effect on the real M3 money demand. There was further evidence that real exchange rate, the rate of inflation and the foreign interest rate, have a significant impact on the real M2 money demand in the short run. However, remaining variables (the national income and prime overdraft rate), have only a transitory effect on the real M2 money demand. Results from the variance decompositions of the real money demand are basically similar to those from the impulse response analysis and reveal that the fundamentals explain some, but not all, of the variations of the real money demand. Shocks to the other variables continued to explain an insignificant proportion of the variation in the real M2 money demand. - Description: The governance system in post-apartheid South Africa brought about the working together of the three spheres of government, namely, the National, Provincial and Local spheres in a principle of intergovernmental relations underpinned by a system of cooperative government. Cooperative governance is about intergovernmental integration and coordination which sees the three spheres of government working together and functioning in harmony to provide public services and meet the needs of communities effectively and comes together in the integrated development plan (IDP), the key strategic planning instrument at local government level. In developing the IDP’s, the Municipal systems Act requires cooperation between the different spheres of government with the IDP providing the basis for the alignment of policy, planning and budgeting processes across all spheres. The IDP is, therefore, very important to IGR as it is meant to coordinate the programs, plans and projects of national and provincial departments that are to be implemented at local government level. This research, therefore, investigates the IGR practices in local government planning in the Eastern Cape, focusing on the Amathole District Municipality. A qualitative research method was utilized in this study and data was acquired through secondary sources to achieve the aims and objectives of this study. Data that was gathered was analyzed using an analytical framework. The study revealed that although the Amathole District Municipality has IGR structures to coordinate the IDP development process and the involvement of these structures have brought some positive changes to the IDP process; however, there are challenges that are still crippling the process, thereby, leaving much to be desired. Consequently, recommendations based on the findings were offered.

A total 1127 staff left the University. This study investigated the relationship between job satisfaction, organisational commitment and intention to quit among academics and administrative employees at the University of Fort Hare. Data was collected from a random sample of 289 employees of the University staff. To obtain data in this study a questionnaire was utilised. This questionnaire was divided into four sections viz, biographical information, measured ten-items which range from age to condition of employment, Halpern’s (1966) seven-level evaluation scale was utilised to measure job satisfaction, to measure organisational commitment, Meyer, and Allen (1984) 24-item rating point scale was applied and Canmann, Fichman, Jenkins and Klesh’s questionnaire was used to measure intention to quit. Data analysis was performed by way of several statistical techniques, including the Pearson Product Moment Correlation Technique and Multiple Regression analysis. The results obtained revealed that job satisfaction has a significant positive correlation with intention to leave while organisational commitment showed no substantial correlation with intention to quit work.

The importance of training opportunities in promoting competence cannot be overstated. Equipping the workforce with the skills needed is a strategic priority for all developing countries’ national growth and progress. This paper seeks to investigate a nexus between employee skills development and competence in the Eastern Cape Department of Education (ECDoE). The paper employed a qualitative research technique and the explanatory research design to achieve its desired objectives. The results of the paper confirmed that skills training and development strategy, when implemented by institutions, ensures that staff is empowered, informed, and taught, which results in better efficiency and effectiveness. In this situation, spin-offs will benefit public organizations since employees’ increased abilities open new opportunities for long-term employment growth and organizational effectiveness. Furthermore, the knowledgeable and well-trained individual would make sound organizational decisions while successfully listening to the clients' problems. The benefits will flow down to the areas where these organizations are headquartered, and the improved image will be the goal for the ECDoE. The conclusion drawn is that Skills Development Act aims to provide skills to the South African workforce, ensure that employees have more opportunities for skill acquisition, provide opportunities for new entrants to gain work experience. The ECDoE should invest more in skills development to increase the competencies of its employees. The importance of training opportunities in promoting competence cannot be overstated. Equipping the workforce with the skills needed is a strategic priority for all developing countries’ national growth and progress. This paper seeks to investigate a nexus between employee skills development and competence in the Eastern Cape Department of Education (ECDoE). The paper employed a qualitative research technique and the explanatory research design to achieve its desired objectives. The results of the paper confirmed that skills training and development strategy, when implemented by institutions, ensures that staff is empowered, informed, and taught, which results in better efficiency and effectiveness. In this situation, spin-offs will benefit public organizations since employees’ increased abilities open new opportunities for long-term employment growth and organizational effectiveness. Furthermore, the knowledgeable and well-trained individual would make sound organizational decisions while successfully listening to the clients' problems. The benefits will flow down to the areas where these organizations are headquartered, and the improved image will be the goal for the ECDoE. The conclusion drawn is that Skills Development Act aims to provide skills to the South African workforce, ensure that employees have more opportunities for skill acquisition, provide opportunities for new entrants to gain work experience. The ECDoE should invest more in skills development to increase the competencies of its employees.
