An assessment of the effectiveness of the Crossways Farm Village constructed wetland in the treatment of domestic wastewater

- Description: A mass balance study was conducted comparing inflowing and outflowing solute loads in order to calculate the treatment efficiency of a free water surface (FWS) constructed wetland used to treat domestic wastewater following primary treatment in an anaerobic reactor and oxidation in a rotating biological contractor. Water samples were taken at six locations down the length of the treatment system and analysed for nitrate nitrogen (NO3-N), nitrite nitrogen (NO2-N), ammonia nitrogen (NH4-N) and phosphorus as phosphate (PO4-P). Flow was determined using two V notch weirs combined with pressure transducers based on an empirically derived stage-discharge relationship. The concentration of each solute (g.m-3) multiplied by flow (m3.day-1) provides a measurement of the mass of each solute entering and leaving the treatment wetland such that the difference (inflow – outflow) indicates the nett storage in, or loss from, the wetland. In order to determine the water balance, apart from measuring surface inflows and outflows, rainfall was measured using an onsite rain gauge. Evapotranspirational losses were determined using the Penman-Monteith equation based on weather data collected at an onsite weather station. Other than water that entered the wetland via the primary water treatment works, surface inflows could be ignored as the wetland was sealed with a plastic liner, which also prevented groundwater inflow and outflow. Wetland outputs via surface outflow and evapotranspiration were then subtracted from wetland inputs to determine the water balance over the study period. Approximately 10.5% of water inputs into the hydrological mass balance calculation was not accounted for, which is considered to be accounted for by inaccuracy associated with the estimation of evapotranspiration and possibly by differences in water levels in the wetland at the start and end of the experiment. Total input, output and storage of NO3-N, NO2-N, NH4-N and PO4-P was calculated from April 2016 to September 2016 to give the treatment efficiency of the FWS wetland system. Results showed a 91.5% reduction in NO3-N, 76.6% reduction in NH4-N, and 88.8% reduction in PO4P between the inflow and outflow. Wetland sediment and vegetation (Typha capensis) samples were also analysed for nitrogen and phosphorus content to give an estimate of nutrient stocks/storage accumulated in plant tissues and sediments over the lifespan of the wetland. Standing stock calculations showed that a total of 450.1kg of nitrogen is stored in the wetlands, of which 69.3kg is stored in wetland sediments. Wetland phosphorus retention was found to be significantly lower with a total of 57.1kg of phosphorus, of which 77.4% was stored in sediments, indicating that wetland sediments comprise the largest store and therefore removal pathway of nutrients in the Crossways Farm Village FWS wetland.

Furthermore, the development programmes and projects do not seem to address the critical needs of the community. Accessibility of agricultural information by smallholder farmers in Amatole District Municipality: Nexus between agricultural extension services and the library

For farmers to improve their productivity they depend on access to pertinent agricultural information. Such information updated them about new agricultural technologies, climate change, new cultivars, access to market and access to financial assistance. These types of information help farmers in decision making regarding their farming. Agricultural extension officers remain a reliable source where farmers could obtain relevant agricultural information. Community libraries are also channels that could be used by agricultural extension officers to complement their work of providing farmers with information. Thus, the study sought to assess linkage between these two institutions to provide farmers with information. A positivism paradigm with quantitative research approach were adopted in the study. Smallholder farmers (169), agricultural extension officers (5) and librarians (15) were the unit of analysis. A semi-structured questionnaire was used for data collection and SPSS software for analysis. Findings revealed that, agricultural extension officers mostly utilise interpersonal channels that include demonstrations, group meetings and face-to-face interaction to provide farmers with information. Community libraries were found to be non-utilised by extension services and also by farmers. Farmers were of the perception that libraries are meant for educated people. It was also discovered that community libraries have information on agriculture that only targets learners who are taking agriculture in school as a subject. There was no existing linkage between agricultural extension services and community libraries working together to provide farmers with pertinent agricultural information that can help them improve productivity

- Description: The South African Government has institutionalised a Corporate Governance of ICT Policy Framework which was developed by Department of Public Service and Administration (DPSA). The framework has adopted some elements of KING III, ISO 38500 and COBIT. Consequently, it is now a requirement by the South African Government that all its entities must adopt this framework. Nevertheless, it is not clear how government has emphasised this alignment in such entities. The problem statement in this study was that Randwater is unable to realise full value of the investment in IT/IS because there is misalignment between IT objectives or deliverables and the corporate objectives. This study sought to identify a suitable framework which meets the ICT policy criteria as set out by the DPSA, which will facilitate the alignment between corporate objectives and IT/IS objectives at Randwater. This was achieved through the development and refinement of the artefact through the various iteration phases. Additionally, an online survey was used to collect data from a focus group comprising IT experts and senior management at Randwater. The Information Technology Governance Institute Framework was employed to assist in the development of the questions. The survey results were utilised during the validation of the artefact produced by this research study in a workshop. The findings were then linked with the related literature which either supported or rejected the findings through discussions on the literature and thereafter conclusions were made based on these findings. Furthermore, a literature review was conducted to gain a better understanding of what has been done in the field of research in order to assist in defining the problem that this research seeks to solve so as to inform the development of design characteristics. The research process employed the Nelson Mandela University – Design Science Strategy Methodology referred to as (NMU – DSSM) with the goal of developing an artefact in the form of a framework. The research process entailed studying the existing literature and analysing the aspects relating to corporate governance, IT governance, frameworks, and strategies to be able to measure the degree of alignment. The phases of designing the artefact were analysis, design, evaluate, validate and diffuse phases. The final artefact developed was a framework that incorporated the principles of King IV and ISO 38500 in corporate governance and ICT goals alignment. The final artefact also embedded transparency, accountability and security as important elements in the implementation of the artefact. The survey findings were instrumental in the development of the artefact that brings alignment between business strategy and IT objectives at Randwater. From the findings, in terms of IT flexibility, it was revealed that the interrelated parts of the system at Randwater were modular. It was also concluded that there is lack of communication about the manner in which the components of the information systems are organised and integrated in order to allow for rapid changes and that the organisational IT infrastructure and applications were loosely coupled. The findings further revealed that the business had established corporate rules and standards for hardware and operating systems to ensure platform compatibility. It was also revealed that organisational IT applications were developed based on compliance guidelines. In terms of IT-enabled dynamic capabilities, it was revealed that IT systems at Randwater are not capable of scanning the environment and identifying new business opportunities and are not capable of anticipating discontinuities arising in the business domain by developing greater reactive and proactive strength. It was also revealed that it was concluded that IT systems were capable of achieving strategic alignment between IT flexibility and dynamic capabilities. Therefore, design science was the ideal research paradigm towards addressing the research problem and the artefact designed was a viable research contribution. The significance of the study was that it contributed to the development of technology-based solutions to an important and relevant business problem of alignment of business strategy to IT goals. The design evaluation, the utility, quality, and efficacy of the final design artefact was rigorously demonstrated via well-executed evaluation methods. The study also contributed to the literature

- Description: The South African Government has institutionalised a Corporate Governance of ICT Policy Framework which was developed by Department of Public Service and Administration (DPSA). The framework has adopted some elements of KING III, ISO 38500 and COBIT. Consequently, it is now a requirement by the South African Government that all its entities must adopt this framework. Nevertheless, it is not clear how government has emphasised this alignment in such entities. The problem statement in this study was that Randwater is unable to realise full value of the investment in IT/IS because there is misalignment between IT objectives or deliverables and the corporate objectives. This study sought to identify a suitable framework which meets the ICT policy criteria as set out by the DPSA, which will facilitate the alignment between corporate objectives and IT/IS objectives at Randwater. This was achieved through the development and refinement of the artefact through the various iteration phases. Additionally, an online survey was used to collect data from a focus group comprising IT experts and senior management at Randwater. The Information Technology Governance Institute Framework was employed to assist in the development of the questions. The survey results were utilised during the validation of the artefact produced by this research study in a workshop. The findings were then linked with the related literature which either supported or rejected the findings through discussions on the literature and thereafter conclusions were made based on these findings. Furthermore, a literature review was conducted to gain a better understanding of what has been done in the field of research in order to assist in defining the problem that this research seeks to solve so as to inform the development of design characteristics. The research process employed the Nelson Mandela University – Design Science Strategy Methodology referred to as (NMU – DSSM) with the goal of developing an artefact in the form of a framework. The research process entailed studying the existing literature and analysing the aspects relating to corporate governance, IT governance, frameworks, and strategies to be able to measure the degree of alignment. The phases of designing the artefact were analysis, design, evaluate, validate and diffuse phases. The final artefact developed was a framework that incorporated the principles of King IV and ISO 38500 in corporate governance and ICT goals alignment. The final artefact also embedded transparency, accountability and security as important elements in the implementation of the artefact. The survey findings were instrumental in the development of the artefact that brings alignment between business strategy and IT objectives at Randwater. From the findings, in terms of IT flexibility, it was revealed that the interrelated parts of the system at Randwater were modular. It was also concluded that there is lack of communication about the manner in which the components of the information systems are organised and integrated in order to allow for rapid changes and that the organisational IT infrastructure and applications were loosely coupled. The findings further revealed that the business had established corporate rules and standards for hardware and operating systems to ensure platform compatibility. It was also revealed that organisational IT applications were developed based on compliance guidelines. In terms of IT-enabled dynamic capabilities, it was revealed that IT systems at Randwater are not capable of scanning the environment and identifying new business opportunities and are not capable of anticipating discontinuities arising in the business domain by developing greater reactive and proactive strength. It was also revealed that it was concluded that IT systems were capable of achieving strategic alignment between IT flexibility and dynamic capabilities. Therefore, design science was the ideal research paradigm towards addressing the research problem and the artefact designed was a viable research contribution. The significance of the study was that it contributed to the development of technology-based solutions to an important and relevant business problem of alignment of business strategy to IT goals. Distribution, habitat associations and conservation of the Eastern Cape rocky Sandelia bainsii (Perciform: Anabantidae) in the Great Fish River system

- Description: In South Africa, freshwater ecosystems are under pressure due to increasing anthropogenic factors degrading river systems. The Cape Fold, the lower Southern Temperate Highveld and the Amatolo – Winterberg Highlands freshwater ecoregions contain some of the heavily impacted river systems in the country. One such river system is the Great Fish River system, which has been affected by anthropogenic modification (hydrological modification, water pollution and invasion by non-native fish species). These modifications have raised conservation concerns on an imperilled anabantid fish, the Eastern Cape rocky Sandelia bainsii that is confined to the Kat and Koonap rivers, which are tributaries of the Great Fish River. Historically, the species was reportedly common and abundant, with a range spanning across seven river systems (Kowie, Great Fish, Keiskamma, Igoda, Gxulu, Buffalo and Nahoon rivers) in the Eastern Cape Province. However, surveys have indicated that the species has experienced decline in population size and distribution range, with localised extirpations being reported. This resulted in its listing on the IUCN Red List of threatened species as Endangered. The proposed shale gas exploration and potential infrastructure development in the Karoo basin, which encompasses the headwaters of the Kat River, represent a potential future threat to the remnant populations of this species. The aim of the present study was to review the past and present distribution range of S. bainsii, determine the habitat associations and assess the conservation of S. bainsii in the Great Fish River system. This information is essential for informing conservation and management decisions for this species in the Great Fish River system. This study undertook a comprehensive survey of the Kat and the Koonap rivers in 2017, and augmented this information with data from more recent surveys that were conducted from 2009 - 2014 to map the distributions freshwater fishes in the Great Fish River system. Data from these recent surveys (2009 – 2017) were compared with historical records (1961 – 2005) obtained from the South African Institute for Aquatic Biodiversity to evaluate changes in distribution patterns of S. bainsii. Historical records indicated that S. bainsii occurred at 11 localities in the Kat River and three localities in the Koonap River. Data from recent surveys indicated that the species has persisted at these historical localities, except one locality in the Koonap River where no individuals of S. bainsii were captured, despite the use of multiple sampling approaches and gears. Although the species still persists at two of the three historical localities in the Koonap River, the population sizes have considerably declined as the species was reportedly in high abundance at these localities in the 1980s. Factors threatening the continued existence of this species in the Koonap River likely include non-native species, extreme drought conditions and the associated excessive abstraction of water which has resulted in the drying of some of the refugia pools where the species was historically common and abundant. In contrast to the Koonap River, the 2017 survey indicated that in the Kat River, S. bainsii had a similar distribution range compared to historical records. The species occurred at 11 of the 41 localities that were sampled in the Kat River, and the sampled populations consisted of all size classes. Sandelia bainsii occurred with other native fish species in the system, including Labeo umbratus, Enteromius anoplus and Glossogobius callidus. A comparison of historical and recent data indicates that non-native fishes have likely not expanded their ranges in the Kat River. This is likely due to the presence of weirs and dams that have prevented upstream movement of non-native fish species L. aeneus, C. gariepinus and T. sparrmanii which are now abundant in the lower Kat and mainstem Great Fish River. Surveys from the present study indicated that although S. bainsii still persists within the Kat River, there are a number of factors that pose a considerable threat to the continued existence of this species in the Great Fish River system. Chapter 3 evaluated the habitat associations of S. bainsii based on 10 physical and chemical variables and distribution data collected from 30 localities in the Upper Kat River and seven of its tributaries. A non-metric multidimensional scaling model was used to assess the distribution patterns of S. bainsii in relation to environmental variables. Furthermore, a negative binomial generalised linear model (GLM) was used to assess the relationship between the abundance of S. bainsii and environmental variables. Results from the present study indicated that S. bainsii was a habitat generalist as the distribution of this species showed no specific association with any of the habitat variables that were considered in this study. The species occurred in a wide range of habitats, including rocky sections in the upper Kat River and its tributaries as well as the mainstem sections. The GLM however indicated that the abundance of S. bainsii was negatively associated with increasing conductivity. In addition, the Kat River contains multiple weirs of variable sizes. Future studies should therefore evaluate the effects of these weirs on population fragmentation, gene flow and long-term evolutionary potential of S. bainsii through the application of techniques such as mitochondrial DNA and microsatellites.

The final 18 and 21 cm images achieve a noise level of 0.018 mJy beam‾ 1 and 0.025 mJy beam-1 respectively. After subtracting the compact sources, the low resolution images show evidence of a radio halo at 18 cm, whereas its presence is more uncertain in the low resolution 21 cm images due the presence of residual sidelobes from bright sources. In the joint analysis of both frequencies, the radio halo has a 5.37 arcmin2 area with a 6.76 mJy flux density. Further observations and analysis are, however, required to fully characterize its properties.

- Description: The South African forest industry is challenged with aspects related to socio-political developments, conflicts with biodiversity values, uncertainties related to climate change, several biotic and abiotic risks, and a limited potential for expansion. For this reason, efficient and optimal land-use is essential, which requires sustainable forest management practices and accurate information and decision support systems. Tree growth patterns, productivity and risks vary according to changes in geology, topography, climate and soil conditions. It is therefore required that forest managers, planners and researchers have a conceptual understanding of the concept of forest site classification and evaluation. This is essential not only for improved levels resilience, but also to maintain a competitive industry in terms of socio-economic and environmental performance. The first chapter of the study aimed to investigate the perceptions and interpretations of a range of representative stakeholders from the forestry industry regarding the value, shortcomings, requirements and design of forest site classification and evaluation systems in use in the local industry. A questionnaire with 16 questions was used for this purpose, and data was analysed using quantitative and qualitative techniques. Results indicated variable levels of understanding amongst respondents of terminology and the nature of systems used in industry. Trends in responses were influenced by the background of stakeholders, the role of individuals in the value chain of forestry as well as past experiences. The perceived importance and value of potential site evaluation applications varied substantially amongst different stakeholders. Results point towards a narrow-focus application for site classification and evaluation systems for site-specific forestry, with a lesser regard with aspects of risk management and environmental performance. Several technical aspects related to site variables, data resolution and scale of presentation were also questioned by participants. Listed priorities for research and development include the integration of site classification and evaluation systems into corporate information systems, modernizing technology, more appropriate site evaluation models, advanced climatic modelling and the development of indices of water and nutrient availability related to forest productivity. There is general agreement for the development of a national forest site classification system. The value of this part of the study lies in the contribution it makes towards our knowledge of stakeholder perceptions regarding site classification and evaluation, as well as the valuable comments made by participants for the refinement of such systems that can serve as indicators for entities involved in education, governance and strategic forest management. The second data chapter of the study involved the development of high-resolution site classification systems in the form of Site Types for two selected study areas in South Africa, one located in Mpumalanga, and the other in the southern Cape. This enabled a comparative analysis with existing low-resolution Land Type classifications that were developed by different authors for the same two study areas, in terms of its reliability, accuracy and general usefulness for applications in the plantation forestry value chain. The comparison of the two types of classification systems revealed that the climate data forming part of the database were of equal accuracy and resolution. However, an obvious difference was detected in the information pertaining to soil in terms of descriptive and spatial data. In the case of both study areas, the Site Type classification systems revealed many soil and geological features that were not indicated by the lower-resolution Land Type systems. Variation in characteristics related to parent material, soil classification, soil depth, intensity of subsoil wetness and soil organic matter were not adequately reflected in these systems. This can potentially have important implications for applications such as species choice, predictions of yield, nutrient optimization, ratings of soil resilience, biodiversity management and evaluations for carbon sequestration potential. The data forming part of this study indicate that although Land Type classification systems can provide valuable support at strategic levels of planning and management, there are several limitations for use at finer scales of resolution. The final chapter of the study includes an investigation and qualitative comparison of the usefulness of Site Type vs. Land Type classification systems, based on existing knowledge in the industry. The two systems are compared in terms of its input towards the following applications: site-species matching, timber yield prediction, site amelioration / site preparation requirements, nutrient management requirements, vegetation management / weed control, management of pests and diseases, determination of risk for soil compaction, soil erosion and nutrient loss, decision making regarding forest engineering operations, prediction of wood / fibre properties, biodiversity management and lastly planning of research activities / priorities. This analysis indicated that applications that require data on only climate and general soil patterns can be supported with equal success by both types of site classification systems. On the other hand, in cases where high-resolution data on site factors are required, Land Type classification systems had numerous shortcomings and received a much lower rating of suitability. The outcome of the study can provide guidance on the development and design of future site classification and evaluation systems for the South African forest industry. High-resolution databases of key site factors should receive priority, together with the development of decision support systems based on causal relationships. This will contribute to the resilience and sustainability of an industry that is increasingly confronted with questions related to the placement, design and management of forest plantations.

- Description: The South African forest industry is challenged with aspects related to socio-political developments, conflicts with biodiversity values, uncertainties related to climate change, several biotic and abiotic risks, and a limited potential for expansion. For this reason, efficient and optimal land-use is essential, which requires sustainable forest management practices and accurate information and decision support systems. Tree growth patterns, productivity and risks vary according to changes in geology, topography, climate and soil conditions. It is therefore required that forest managers, planners and researchers have a conceptual understanding of the concept of forest site classification and evaluation. This is essential not only for improved levels resilience, but also to maintain a competitive industry in terms of socio-economic and environmental performance. The first chapter of the study aimed to investigate the perceptions and interpretations of a range of representative stakeholders from the forestry industry regarding the value, shortcomings, requirements and design of forest site classification and evaluation systems in use in the local industry. A questionnaire with 16 questions was used for this purpose, and data was analysed using quantitative and qualitative techniques. Results indicated variable levels of understanding amongst respondents of terminology and the nature of systems used in industry. Trends in responses were influenced by the background of stakeholders, the role of individuals in the value chain of forestry as well as past experiences. The perceived importance and value of potential site evaluation applications varied substantially amongst different stakeholders. Results point towards a narrow-focus application for site classification and evaluation systems for site-specific forestry, with a lesser regard with aspects of risk management and environmental performance. Several technical aspects related to site variables, data resolution and scale of presentation were also questioned by participants. Listed priorities for research and development include the integration of site classification and evaluation systems into corporate information systems, modernizing technology, more appropriate site evaluation models, advanced climatic modelling and the development of indices of water and nutrient availability related to forest productivity. There is general agreement for the development of a national forest site classification system. The value of this part of the study lies in the contribution it makes towards our knowledge of stakeholder perceptions regarding site classification and evaluation, as well as the valuable comments made by participants for the refinement of such systems that can serve as indicators for entities involved in education, governance and strategic forest management. The second data chapter of the study involved the development of high-resolution site classification systems in the form of Site Types for two selected study areas in South Africa, one located in Mpumalanga, and the other in the southern Cape. Nutrient removal and biofuel potential of MaB-floc biomass from an integrated algal pond system treating domestic sewage

- Description: Integrated algal pond systems (IAPS) are a passive water treatment technology derived from the Oswald designed advanced integrated wastewater pond systems (AIWPS®) and effect wastewater treatment based on biological activity of microorganisms within the system, solar energy and gravity. The technology consists of an advanced facultative pond (AFP), a series of interconnected high rate algal oxidation ponds (HRAOP) and algal settling ponds. The symbiotic relationship between microalgae and bacteria facilitated by paddlewheel mixing of HRAOP results in the formation of biomass aggregates known as MaB-flocs. MaB-floc formation enhances nutrient abstraction, gravitational sedimentation and separation from water hence forming two product streams; recyclable water and biomass, both with valorisation potential. This work aimed to determine the suitability of MaB-floc biomass generated in the HRAOP of an IAPS treating domestic sewage as feedstock for biofuel production based on the content of carbohydrate and lipid. Nutrient removal efficiency, biomass productivity and bulk lipid and carbohydrate concentration were monitored for two consecutive three-month periods in the winter and summer seasons of 2018/19. Maximum removal efficiencies of nitrogen and phosphorus were determined as 71% and 75% respectively, demonstrating the efficiency of IAPS as a wastewater treatment technology. MaB-floc biomass productivity in winter and summer was 9.4 g/m2/d and 16.5 g/m2/d respectively indicating the heavy influence of seasonal temperature, possibly day length, and solar irradiation on biomass productivity in the HRAOP. Summer productivity was lower than the maximum theoretical productivity of 25 g/m2/d possibly due to photoinhibition of photosynthesis as well as grazing pressures caused by the proliferation of rotifers mainly of the Brachionus genus. MaB-floc biomass consistently contained higher amounts of carbohydrate than lipid despite the changes in species dominance from Scenedesmus sp. and Desmodesmus sp. in winter to Pediastrum sp. in summer. Variations in MaB-floc biomass carbohydrate content were linked to changes in nitrogen concentration, mainly in the form of nitrates. Lower nitrogen concentration significantly increased the carbohydrate content of MaB-floc biomass from 17.5 ± 0.15% to 33.5 ± 0.3 % recorded in summer. In winter, biomass carbohydrate increased from 18.3 ± 1.2% to 35.8 ± 0.3%.To induce accumulation of carbohydrates through nitrogen starvation, isolated microalgal species native to the HRAOPs of the IAPS at Institute for Environmental Biotechnology Rhodes University(EBRU) were used. The outcome from the laboratory studies showed that carbon partitioning within isolated strains could be altered from carbohydrate to lipid which is more energy-rich. Hence, exploring the biodiesel production option using HRAOP MaB-floc biomass, which had a lipid content ranging between 12.1 ± 0.64 % and 13.9 ± 0.5 %, would require a preconditioning step in the form of nitrogen starvation to enhance its lipid content. Overall, the outcome of outdoor monitoring studies on biomass biochemical composition indicated that HRAOPs operating under natural environmental conditions preferentially generated a biomass rich in carbohydrate. Therefore, anaerobic digestion may be a more viable option for HRAOP MaB-floc biomass because of the high carbohydrate levels ranging between 24.9 ± 0.6 % and 25.6 ± 1.3 % of the dry MaB-floc biomass weight. Despite the low biomass C/N ratio (7.1 to 7.8), the MaB-floc biomass can be anaerobically co-digested with a higher C/N ratio (24) substrate such as in-pond digester sludge, to improve methane yields calculated to be between 0.31 m3 CH4/ kg MaB-floc biomass and 0.33 m3 CH4/ kg MaB-floc biomass. Anaerobic digestion of biomass also produces CO2 which can be recovered and added to HRAOPs to enhance MaB-floc biomass productivity while lowering greenhouse gas emissions from a wastewater treatment plant. The digestate from the anaerobic process, which is rich in nitrogen and phosphorus can be used as a biofertiliser. Thus, a potential MaB-floc biomass biorefinery consisting of biogas and bio-fertiliser pathways can be established using IAPS treating sewage as the platform technology. IAPS is a system designed to operate in a way that is passive and without substantial environmental impact but technological innovations and a reduction in the size of the system are required to make the technology more acceptable.

A Strategy for good IT Governance in South African Municipalities

The implementation of IT relies on the adoption of sound IT governance practices, whose outcome is to ensure that municipalities derive value from the use of IT and minimise the risk associated with it. However, the implementation of IT governance has proved to be challenging in most municipalities. This research sought to devise a strategic approach to the effective and viable implementation of IT governance in municipalities in South Africa. The research was carried out by adopting a design science research approach, which is increasingly being used for studies in the IT discipline as it assists in solving problems through the design of innovative artefacts, in this case a strategy for the implementation of IT governance. To address the objectives, the research was carried out through case studies of South African municipalities which enabled a detailed investigation of phenomena in its natural context. The data was collected by means of mixed methods consisting of a literature review, a survey and semi-structured interviews. A literature review connected to the research problem was done in order to identify the present state of the issues and how they have been confronted. A survey was sent out to municipalities, institutions and individuals with a mandate to support municipalities, while semi-structured interviews were conducted in five municipalities, government departments and regulatory bodies. A thematic analysis of the data collected was performed which led to a diagnosis of the issues. These include inadequate IT infrastructure; lack of coordinated external support; inadequate IT skills; lack of strong and committed IT leadership; poor IT controls; and fragmented planning. Guiding policies and a set of coherent actions for solving the issues were developed. This culminated in the devising of a strategy for the coordinated implementation of IT governance in municipalities. The primary contribution of this study is the formulation of a strategy for the sound implementation of IT governance in South African municipalities. The research contends that by identifying the strategic issues facing municipalities and implementing the proposed actions, most of which fall outside the municipalities, a new contribution to knowledge has been made. Accordingly, the strategy facilitates the development of plans that address the root causes of the poor implementation of IT in municipalities.

Points within PLCAs were matched with unprotected control points to test the prediction that if PLCAs offer effective protection, losses in natural land cover and biodiversity intactness would be significantly lower within their boundaries in comparison to unprotected controls exposed to similar conditions. Consequences of natural land cover loss on biodiversity intactness were thus assessed, thus advancing standard approaches for quantifying effectiveness.

- Description: The Namibian Education system, after the country gained independence, introduced various reforms to ensure the attainment of the educational goals of access, quality, equity and democracy in schools. One of the policies introduced to promote democracy in our schools was The Educational Act 16 of 2001, which gave birth to the establishment of Learners Representatives Councils (LRC) in schools. The LRC body is the legal learner leadership body established to ensure learners are represented in school leadership. However, various studies have revealed that this legal body of learners in many schools has been merely ‘rubber-stamping’ decisions made by teachers; learners have had very little input in decisions that affect them as learners. Thus, I was prompted to conduct this formative intervention study on learner leadership at an urban combined school in Namibia. Informed by distributed and transformative leadership theories, the study aimed to develop leadership within the LRC members and the needed expansive transformation regarding leadership practices in school. The intention was for learners to be enabled to practice their democratic right in decision-making processes in matters that concerned their schooling and learning. This study was theoretically and analytically framed by second generation CulturalHistorical Activity Theory. The participants included 12 LRC members, the LRC liaison teacher, the class register teacher, three school management team members and the principal. The research method was a case study, underpinned by the critical paradigm to bring about the fundamental expansive transformation in learner leadership practices at the case study school. This qualitative study was divided into two phases, a contextual profiling phase and an intervention phase. Data were generated through document analysis, observation, questionnaires, focus group interviews and Change Laboratory Workshops. The data were generated to answer the over-arching question: How learner voice and leadership can be developed within a Learner Representative Council (LRC) in an urban combined school, Namibia. The data were analysed inductively and abductively. The key findings were: first, there were a variety of understandings of the concept learner leadership; second, the involvement of LRC members in decision-making processes was limited to involvement in organising extracurricular activities and controlling of other learners at school; third, leadership development opportunities for learners at the case study school were only provided through training at the beginning of the year and the LRC carrying out various activities and roles at the case study school. Several challenges that constrained the LRC voice and leadership development were surfaced and, through Change Laboratory Workshops, the participants of the activity system together with me (the researcher-interventionist), identified the expansive learning opportunities to develop leadership amongst Learner Representative Council (LRC) members. In the final analysis, this study will contribute to the production of knowledge on the concept of learner leadership in the context of Namibia. - Description: The Namibian Education system, after the country gained independence, introduced various reforms to ensure the attainment of the educational goals of access, quality, equity and democracy in schools. One of the policies introduced to promote democracy in our schools was The Educational Act 16 of 2001, which gave birth to the establishment of Learners Representatives Councils (LRC) in schools. The LRC body is the legal learner leadership body established to ensure learners are represented in school leadership. However, various studies have revealed that this legal body of learners in many schools has been merely ‘rubber-stamping’ decisions made by teachers; learners have had very little input in decisions that affect them as learners. Thus, I was prompted to conduct this formative intervention study on learner leadership at an urban combined school in Namibia. Informed by distributed and transformative leadership theories, the study aimed to develop leadership within the LRC members and the needed expansive transformation regarding leadership practices in school. The intention was for learners to be enabled to practice their democratic right in decision-making processes in matters that concerned their schooling and learning. This study was theoretically and analytically framed by second generation CulturalHistorical Activity Theory. The participants included 12 LRC members, the LRC liaison teacher, the class register teacher, three school management team members and the principal. The research method was a case study, underpinned by the critical paradigm to bring about the fundamental expansive transformation in learner leadership practices at the case study school. This qualitative study was divided into two phases, a contextual profiling phase and an intervention phase. Data were generated through document analysis, observation, questionnaires, focus group interviews and Change Laboratory Workshops. The data were generated to answer the over-arching question: How learner voice and leadership can be developed within a Learner Representative Council (LRC) in an urban combined school, Namibia. The data were analysed inductively and abductively. The key findings were: first, there were a variety of understandings of the concept learner leadership; second, the involvement of LRC members in decision-making processes was limited to involvement in organising extracurricular activities and controlling of other learners at school; third, leadership development opportunities for learners at the case study school were only provided through training at the beginning of the year and the LRC carrying out various activities and roles at the case study school. Several challenges that constrained the LRC voice and leadership development were surfaced and, through Change Laboratory Workshops, the participants of the activity system together with me (the researcher-interventionist), identified the expansive learning opportunities to develop leadership amongst Learner Representative Council (LRC) members. In the final analysis, this study will contribute to the production of knowledge on the concept of learner leadership in the context of Namibia. Fellow scholars, professionals, colleagues and policy makers in education are requested to engage with this thesis to contribute to our understanding of this important aspect of our field and speak back to policy.

Additionally, it also encourages teachers to promote scientific inquiry in their science classrooms. However, it is not clear how Life Science teachers should go about doing this. As a result, science is taught in decontextualised ways and inquiry-based methods are neglected. It is against this background that this study sought to mobilise the indigenous practice of making oshikundu to mediate learning of enzymes and to promote inquiry-based methods. Essentially, an attempt was made to mediate the learning of enzymes through inquiry-based methods using, in particular, the Predict-Explain-Explore-Observe-Explain (PEEOE)approach.The approach entails learners making predictions and providing explanations for their predictions before they do their observations. The study employed a qualitative case study approach underpinned by an interpretive paradigm. It was conducted at two schools in the Omusati Region in Namibia and three Life Science teachers (two from one school and one from a different school) participated in this study.A variety of data gathering techniques such as document analysis, workshop discussions, participatory observation, and journal reflections were used to gather data and for triangulation purposes. A thematic approach to data analysis was adopted and data analysis and interpretation we redone inductively using Vygotsky’s socio-cultural theory and Shulman’s Pedagogical Content Kno Knowledge (TSPCK) model was used as the analytical framework to identify and improve the quality of Life Science teachers’ PCK in the topic of enzyme s in particular. Findings from this study revealed that some teachers had a narrow understanding of the concept of scientific inquiry, whereas some demonstrated a better understanding of the concept and how it is used in Life Science classrooms. The findings also revealed that the understanding of the teachers of an inquiry approach and how they understood science should be taught, further influenced their practice ; this was in addition to resource constraints. Furthermore, it was also established that some teachers did not include the concept of enzymes in their teaching. The workshop intervention equipped teachers with the knowledge on an inquiry approach and how to promote scientific inquiry skills in their classrooms. Likewise, the practical demonstration of making oshikundu also equipped the teachers with the knowledge of enzymes and together with the PEEOE approach, how to teach enzyme s using an inquiry approach. Teachers experienced challenges, as they had to use their creative, critical thinking and reasoning skills in order to identify the scientific concepts from the practical demonstration of oshikundu. The study suggests that there is a need for professional development programmes focusing specifically on supporting in-service science teachers’ understanding of inquiry and how to use the inquiry-based approach in their classrooms. Equally, the pre-service science teachers need such preparations during their training. Furthermore, the study also presents that there is a need to engage both pre-service and in-service teachers deeply with the new content of the Life Science syllabus.

- Description: Historically the education system in Namibia was shaped by the policies of the apartheid ideology (Amukugo, 1993). During that time, authority and responsibility were centralised and teachers were not part of the decision making process. By then, most people expected to be told what to do and would not initiate something on their own, a culture inherited that even exists today. In addition, opportunities were not given to teachers to develop as leaders. While Namibians have this history on record, the fact remains that the way in which apartheid laws were put in place, the ideological basis of the policy of apartheid and its impact, was not supportive of the ideas of democracy that Namibia is advocating for today. Despite a number of series of policy guidelines and directives issued to guide the development of a democratic culture in the education sector, less is happening about the leadership of teachers in schools. This stimulated me to conduct an activity theoretical interventionist research, aimed at exploring what opportunities there are for teachers to develop as leaders. This study is a case study, operating from a generative standpoint. The study was conducted in a semi-urban secondary school in Windhoek, Khomas Region, Namibia. The study took a formative intervention approach as it sought to bring about change to practice in the case study school and also to contribute to a body of knowledge in the field of study. This qualitative study employed interviews, observations, document analysis and WhatsApp messaging as data generation tools. Crystallised data revealed multiple realities that demonstrated meaningful and trustworthy data. To analyse data the study employed inductive and abductive analysis to make data meaningful to the reader. Thus, to explore teacher leadership development in a semi-urban secondary school, Change Laboratories Workshops was used as a method to gather and analyse data, as underpinned by 2nd generation CHAT. Grant’s (2017) model of teacher leadership was also used to analyse the data and indicate where teacher leadership roles were mostly visible from all four zones. The findings revealed that there were different understandings of the notion of teacher leadership. It was understood as the possession of certain qualities, a managerial role, an involvement in the decision-making process and a form of social responsibility. It was also revealed that teachers led in all four zones (Grant, 2017b), however participants were not active in all the roles. High participation was noticed in zone one, within the classroom; zone two, leading in curricular and extra-curricular activities and zone four, leading beyond the school into the community. This study explored teacher leadership development and at length identified the conditions that constrained and enabled teachers to develop as leaders in a secondary school. The factors that constrained teacher leadership in the case study school were: lack of time, demanding workloads and other commitments, lack of interest in extramural activities and SMT support for initiatives. Fear and unwillingness to take on leadership roles, narrow views on leadership and ingrained traditional leadership structures, limited leadership capacity building initiatives and the absence of clear educational policies on teacher leadership were also identified. The high involvement in zone one, two and four were attributed to some mechanisms the school put in place to promote teacher leadership, such as through various committees set-up, as well as a culture of mutual care and love. During the change laboratory workshops, teachers opted to be trained in leadership-related matters and to revive the CPD committee.

University should not only focus on research and the traditional role of teaching but, to become innovative by creating third stream income generation projects and activities. This would enable them to bridge the gap in financing from the state. The main goal of the study is to explore whether the university has opportunities to become entrepreneurial. The researcher analyzed the study from the perspective of internal capabilities the institution owns and how these capabilities can be applied to create a competitive advantage and external opportunities for the institution. To achieve the objectives of this study, the researcher employed a case study research design approach. The study was embedded in the interprevists paradigm and, following an inductive approach. The study had a population of 14 Centres at UNAM where a sample of 4 Centres was purposively selected to represent the population because they were responsible for research and entrepreneurship activities. Documents review and semi-structured interviews were used to collect secondary and primary data respectively, which helped in the triangulation to avoid data error. These methods also allowed the researcher to ensure credibility, transferability, trustworthiness and external validity. To adhere to all ethical regulations and procedures, the researcher obtained the ethics approval from the Rhodes Ethics Committee, which, was then used to obtain Gatekeeper permission from UNAM. The study found that UNAM has the internal capabilities required that provides them an opportunity to become entrepreneurial. Through its Innovation and Development Department in collaboration with Inceptus, a UNAM commercial owned holding company. The study recommended that UNAM put structures in place, to begin with, all entrepreneurial projects towards securing third stream income as well as expanding research that focuses on leadership and governance.

Some scholars believe that the knowledge learners bring to school from their homes or community forms a basis for the knowledge to be acquired at school. That is, if learners’ cultural experiences and/or indigenous knowledge are integrated into teaching of science, learners might make good sense of science. Even though the Namibian National Curriculum has responded well to the calls of recognising and integrating indigeno us knowledge during teaching and learning, it has failed to provide guidance on how this should be done. Therefore, there is a need to minimise the gap between the intention of the National Curriculum and the implementation of this intended curriculum at classroom level. It is against this background that this study sought to investigate whether or not learners’ conceptions and attitudes are influenced by integrating local or indigenous knowledge when teaching food preservation in a Namibian multicultural classroom context. Underpinned by an interpretive paradigm, the study took the form of a mixed-method case study approach. It was conducted at an urban combined school in the Oshana region, Namibia. The sample consisted of 29 Grade 6 learners doing Agricultural Science, the grade 6 Agricultural Science teacher and four community members from different cultural groups. The community members were invited to demonstrate how they culturally preserve mahangu (wheat), fish, milk, and meat in their respective cultures. Data were generated using the pre-and post-intervention questionnaires, a group activity, observations (videotaped lessons) and learners’ journal reflections. Quantitative data from the pre- and post-intervention questionnaires were analysed deductively and presented in tables and graphs. On the other hand, a thematic approach was used to inductively analyse qualitative data, where Vygotsky’s (1978) socio-cultural theory was used as a theoretical lens focusing on culture, mediation, and social interactions. The findings of this study revealed that learners’ conceptions, attitudes, and interest shifted positively as a result of the integration of local or indigenous knowledge on food preservation. Additionally, during the presentations by the community members, learners were actively engaged, asking questions and showing interest in learning about other cultures. The study thus recommends that Agricultural Science or science teachers should, where possible, make efforts to integrate local or indigenous knowledge in their multicultural classrooms.

Antiretrovirals (ARVs), more specifically protease inhibitors have shown tremendous success since their introduction into therapy since the mid 1990’s by slowing down progression to the Acquired Immune Deficiency Syndrome (AIDS). However, Drug Resistance Mutations (DRMs) are constantly selected for due to viral adaptation, making drugs less effective over time. The current challenge is to manage the infection optimally with a limited set of drugs, with differing associated levels of toxicities in the face of a virus that (1) exists as a quasispecies, (2) may transmit acquired DRMs to drug-naive individuals and (3) that can manifest class-wide resistance due to similarities in design. The presence of latent reservoirs, unawareness of infection status, education and various socio-economic factors make the problem even more complex. Adequate timing and choice of drug prescription together with treatment adherence are very important as drug toxicities, drug failure and sub-optimal treatment regimens leave room for further development of drug resistance. While CD4 cell count and the determination of viral load from patients in resource-limited settings are very helpful to track how well a patient’s immune system is able to keep the virus in check, they can be lengthy in determining whether an ARV is effective. Phenosense assay kits answer this problem using viruses engineered to contain the patient sequences and evaluating their growth in the presence of different ARVs, but this can be expensive and too involved for routine checks. As a cheaper and faster alternative, genotypic assays provide similar information from HIV pol sequences obtained from blood samples, inferring ARV efficacy on the basis of drug resistance mutation patterns. However, these are inherently complex and the various methods of in silico prediction, such as Geno2pheno, REGA and Stanford HIVdb do not always agree in every case, even though this gap decreases as the list of resistance mutations is updated. A major gap in HIV treatment is that the information used for predicting drug resistance is mainly computed from data containing an overwhelming majority of B subtype HIV, when these only comprise about 12% of the worldwide HIV infections. In addition to growing evidence that drug resistance is subtype-related, it is intuitive to hypothesize that as subtyping is a phylogenetic classification, the more divergent a subtype is from the strains used in training prediction models, the less their resistance profiles would correlate. For the aforementioned reasons, we used a multi-faceted approach to attack the virus in multiple ways. This research aimed to (1) improve resistance prediction methods by focusing solely on the available subtype, (2) mine structural information pertaining to resistance in order to find any exploitable weak points and increase knowledge of the mechanistic processes of drug resistance in HIV protease. Finally, (3) we screen for protease inhibitors amongst a database of natural compounds [the South African natural compound database (SANCDB)] to find molecules or molecular properties usable to come up with improved inhibition against the drug target. In this work, structural information was mined using the Anisotropic Network Model, Dynamics Cross-Correlation, Perturbation Response Scanning, residue contact network analysis and the radius of gyration. These methods failed to give any resistance-associated patterns in terms of natural movement, internal correlated motions, residue perturbation response, relational behaviour and global compaction respectively. Applications of drug docking, homology-modelling and energy minimization for generating features suitable for machine-learning were not very promising, and rather suggest that the value of binding energies by themselves from Vina may not be very reliable quantitatively. All these failures lead to a refinement that resulted in a highly sensitive statistically-guided network construction and analysis, which leads to key findings in the early dynamics associated with resistance across all PI drugs. The latter experiment unravelled a conserved lateral expansion motion occurring at the flap elbows, and an associated contraction that drives the base of the dimerization domain towards the catalytic site’s floor in the case of drug resistance. Interestingly, we found that despite the conserved movement, bond angles were degenerate. Alongside, 16 Artificial Neural Network models were optimised for HIV proteases and reverse transcriptase inhibitors, with performances on par with Stanford HIVdb. Finally, we prioritised 9 compounds with potential protease inhibitory activity using virtual screening and molecular dynamics (MD) to additionally suggest a promising modification to one of the compounds. This yielded another molecule inhibiting equally well both opened and closed receptor target conformations, whereby each of the compounds had been selected against an array of multi-drug-resistant receptor variants. While a main hurdle was a lack of non-B subtype data, our findings, especially from the statistically-guided network analysis, may extrapolate to a certain extent to them as the level of conservation was very high within subtype B, despite all the present variations. This network construction method lays down a sensitive approach for analysing a pair of alternate phenotypes for which complex patterns prevail, given a sufficient number of experimental units. During the course of research a weighted contact mapping tool was developed to compare renin-angiotensinogen variants and packaged as part of the MD-TASK tool suite. Finally the functionality, compatibility and performance of the MODE-TASK tool were evaluated and confirmed for both Python2.7.x and Python3.x, for the analysis of normals modes from single protein structures and essential modes from MD trajectories. These techniques and tools collectively add onto the conventional means of MD analysis.

Investigating how teacher leadership can be developed among teachers in a rural school Namibia

- Description: In established democracies, the notion of ‘singular’ school leadership practised by the principal has been challenged and a more expansive approach to leadership, which includes teacher leadership, is now widely accepted. However, in Namibia, as with many countries on the African continent, the idea of ‘singular’ school leadership embedded in the position of principal still prevails. Effective leadership is generally accepted as being core to effective school improvement. The evidence from the school improvement literature constantly highlights that productive leaders exercise an indirect influence on a school’s ability and potential to improve and enhance the achievement of learners. This influence does not necessarily come from senior managers only, but partly lies in the strength of middle level leaders and teachers. Research has shown that when teachers assume shared leadership in the redesign of the school, mentor their colleagues, engage in problem solving at the school level and provide professional growth opportunities for their colleagues, they can be effective in bringing about positive change. These findings triggered my interest to study the potential of this approach to teacher leadership development in Namibia. In this context, this study investigated how teacher leadership can be developed among the teachers in a combined school in rural Namibia. The study examined both the understanding of the concept and the practices of teacher leadership among the teachers and school management team and also aimed at bringing about transformation in their practice. The study was a qualitative case study, which took an interventionist approach, framed by Cultural Historical Activity Theory as the theoretical and analytical framework. In addition, the study also used Grant’s Model of Teacher Leadership as an analytical tool. Eleven teachers and three members of the management team took part in the study as research participants and were selected by means of the purposive sampling method. Data were generated from two different phases. The first phase of the study examined perceptions and practices of leadership, while in the second phase of the study, a series of intervention Change Laboratory Workshops were conducted. Document analysis, observations, focus group interviews and closed-ended questionnaires were used as data gathering tools. The study lasted for a period of six weeks. Data were analysed using inductive and abductive approaches. The main findings of the study revealed that teacher leadership is understood as an ability to influence and inspire both learners and other teachers. Furthermore, although the participants demonstrated an understanding of teacher leadership as a concept, their understanding of teacher leaders’ roles was more on classroom management and control of learners. Teacher leadership development was understood as the process of empowering teachers to take-up various roles and delegated functions through school structures such as committees and within the community. The study further revealed a number of cultural-historic contextual tensions that led to constraints of teacher leadership practice in the case study school. For example, school management team members were seen as a barrier to teacher leadership practice and development. Factors such as limited involvement of teachers in decision-making in the school and lack of school-based continuous professional development programmes for teachers emerged as causes that constrained teacher leadership practice and development in the case study school. The Change Laboratory Workshop findings suggested that in the participants’ view, the revival of the different school committees would especially make a positive contribution to teacher leadership practice and development at the case study school.
