- Description: In this Treatise, a study is undertaken to analyse and examine the role of school principals in the success of their schools; with specific reference to township high schools in the Port Elizabeth district (P.E. district). The study assumes that P.E. district principals, as leaders and managers should deliver essential services effectively, efficiently, and with optimal use of resources to attain maximum results in school performance. The same is expected of their counterparts in any part of the country, it is not exclusively demanded from PE district principals. In terms of the current education legislation and policy framework, the principals have to account for the performance of their schools. To this end the National Department of Education introduced legislation in 2007 to ensure that principals account to the Head of The Department of Education of the relevant province. Section 16 A of the South African Schools Act (SASA) was introduced by the Education Law Amendment Act 31/2007. The provisions of this section deal with “the functions and responsibilities of principals of public schools.” Specifically section 16A (1) (b) states that “The principal must prepare and submit to the Head of the Department an annual report in respect of: (i.) The academic performance of that school (ii.) The effective use of available resources.” Since the enactment of section 16 A as referred to above, the Provincial Departments have begun to make principals account for the success or failure of learners, for human resource development, financial management, parent involvement in school matters and the active participation of school governing bodies. What should be clear is that the above encompasses all the critical and fundamental aspects that have an impact on the progress of any educational institution. The combination of the two requirements stated above reflects the extent to which the Department of Education is committed to making certain that principals in their respective schools create an environment where learners can achieve their full potential. It is such creation of conducive environments that will enable all learners in the country to achieve equal opportunities in society irrespective of their original backgrounds. This ideal is consistent with section 9 of the Constitution, 1996 which provides for the right to equality of all people. The research, also assumes that leadership is about direction and purpose, while management lays emphasis on effectiveness and efficiency. Leadership and management are fundamental aspects of those duties and responsibilities associated with the position of a school principal. It is further postulated that, a good principal understands that circumstances determine the proportion of each of these elements that is required by any given situation i.e. whether more of leadership or bigger dose management is appropriate in dealing with a certain set of circumstances or not. The study identifies variables that make a school principal a strong leader and good manager and lists the following as the critical focus areas: Balancing instructional and managerial leadership Strengthening the connection between school and home Developing effective leadership Effective teaching practices Staff development The study also assumes that township schools are no exception to those in different parts of the country. Despite some serious daily challenges peculiar to the township situations, these schools still have to perform satisfactorily like all other institutions of learning. The legislative and policy framework applies equally to all schools. The study argues primarily that all schools can perform well and develop the potential of their learners to the fullest. The difference lies in the leadership and management of the respective institutions by their principals. All stakeholders are presumed to posses the potential, the ability and the urge to do their utmost best to render quality services that would lead to the attainment of excellent results. It is worthwhile for the system that those who show themselves to lack these attributes should be identified, not to weed them out but to assist so that they acquire the necessary skills and expertise. After all it is by strengthening the weakest link that a chain becomes strong.

The implementation of local economic development projects in Amathole District Municipality

- Description: The study investigated the problems and challenges facing the Amathole District Municipality when implementing Local Economic Development (LED) projects. The aim of the study was to evaluate the factors affecting this implementation. The other major challenge is the number of different institutions and agencies that are involved in LED. Consequently, the desired results cannot be achieved, thus the communities continue to live in poverty, the local economy cannot improve and there will be a high rate of unemployment. In order to address the research problem and to achieve the research objectives, available literature on Local Economic Development was reviewed. Empirical data was also collected making use of face-to-face interviews. The research revealed that the implementation of LED projects has not been entirely effective, mainly caused by the lack of capacity within the municipality to fully provide support in the implementation of LED projects; limited funding; shortage of personnel; political and administrative instability; problems regarding to social facilitation; and LED not being prioritised by the municipality and also seen as an unfunded mandate. From the investigation, the findings indicate that the effective implementation of these projects require strengthened capacity which needs more funding, more skilled personnel to drive the process, de-politicised development and the municipality to prioritise high impact projects that yield sustainability as opposed to smaller projects that unsustainable.

The Centre will encompass an understanding of cultural, social and economic informants of health and enable an empowerment of community through a holistic approach to health care design. The Centre aims at dealing with both physical and mental issues that are connected to pregnancy, as well as other aspects of women’s health needs. A maternity ward, as well as a psychological component that deals with antenatal depression and rape counselling, will be incorporated into the design. Understanding traditions in township architecture and the design of healthcare centres internationally and in South Africa provide the basis of a cultural engagement stimulating the design of a health centre providing opportunities for social interaction.By enhancing the urban space, a better quality of living will be provided in the community. - Description: The modern visitor centre evolved rapidly with the world wide growth in tourism and its significant contribution to local economies. This new building type has provided many new opportunities for architects to work on small to medium size building with a greater meaning attached to them. However, architects would now have to deal with the problems that tourists bring! How must architects incorporate local history, culture and memory? The visitor centre is the combination of the local tourism office and museum. This new type of building is a combination of those formerly distinct building types which had two separate and different functions. “gateway building” The contemporary visitor centre combines the distribution of tourist/visitor information with the interpretation of particular regions. This interpretation of cultural and natural history links the visitor centre to the local history museum, however whereas local history museums often struggle with expanding collections, limited resources and low visitation levels, visitor centres have been able to attract greater government funding. The media of interpretation also differs dramatically, with visitor’s centres often using multimedia technology to enliven cultural history or educational displays. However they can also suffer from static displays which having been viewed once, discourage repeat visits. What is a contemporary visitor centre? Figure 1: Guggenheim Museum, Bilbao. Showing centre as “icon” building. This interpretation role of visitor centres has resulted in them becoming a major focus for visitation. The must-see status of these buildings is often pursued through dramatic form. Briefs for visitor centres often demand an “icon” envisaging that the building will itself, become a marketable destination. Buildings that try and become destinations in themself often run the risk of not promoting the area or location but rather them self. Visitor centres can therefor contribute to the transformation of destinations in both positive and negative ways. They can either help with economic, environmental and cultural revival of regions or they can be involved in changing places and overshadowing the very features they are meant to enhance.

- Description: Several Alternatives to Violence Project (AVP) training workshops have been established to help transform correctional institutions worldwide. There is no evidence of any research on AVP conducted in the context of South African Schools to date. This research therefore aims to evaluate AVP training by the Quaker Peace Centre at five high schools on the Cape Flats. Taking a qualitative approach, the study provides a literary contextualization of the problem of violence in South African schools as well as the history of AVP programmes in South Africa and abroad. In respect of his data collection, the researcher used both evaluation forms submitted at the completion of training events, as well as a purpose-designed questionnaire, mailed to a convenience sample of 635 past participants in the training. The results of the study indicate that the AVP workshops have had an impact on the lives of the participants, and there is an acknowledgement of feelings of empowerment experienced by recipients, which enables sound recommendations to be made.

This research therefore aims to evaluate AVP training by the Quaker Peace Centre at five high schools on the Cape Flats. Taking a qualitative approach, the study provides a literary contextualization of the problem of violence in South African schools as well as the history of AVP programmes in South Africa and abroad. In respect of his data collection, the researcher used both evaluation forms submitted at the completion of training events, as well as a purpose-designed questionnaire, mailed to a convenience sample of 635 past participants in the training. The results of the study indicate that the AVP workshops have had an impact on the lives of the participants, and there is an acknowledgement of feelings of empowerment experienced by recipients, which enables sound recommendations to be made.

Evaluating the effect of microalgae biomass on the combustion of coal

- Description: In this work the combustion characteristics of coal, charcoal, microalgae biomass and blends between these three components were evaluated by means of non-isothermal thermogravimetry. Blends between coal, charcoal and microalgae biomass were made according to the specifications of a D-optimal mixture design so as to be able to model interactions between the three components with maximum precision despite multiple constraints built into the design. These constraints specified that coal can have a minimum value of 70 mass percent in any blend, while microalgae can have a maximum value of 20 mass percent. While coal and charcoal were blended by mixing the two respective dry components, microalgae biomass was incorporated into the blends by first absorbing microalgae onto fine coal from concentrated slurry of the microalgae in water. The microalgae in these blends were therefore intimately associated with the coal. This approach differed substantially from the normal practice of preparing coal – biomass blends (which are usually dry-mixed as for coal – charcoal blends). Proximate analyses of the starting materials showed that the microalgae biomass has a significantly higher volatile matter: fixed carbon content than both coal and charcoal, which should improve the combustion of these materials by providing a more stable combustion flame. Analyses of the thermogravimetric data obtained showed that coal and charcoal have much simpler combustion profiles than microalgae biomass for which five different thermal events could be observed in the DTG combustion profile. Qualitative kinetic analyses showed that the combustion of coal and charcoal follows first-order kinetics, but for microalgae biomass combustion, the first two combustion stages appear to follow first-order kinetics. The TG and DTG profiles for coal, charcoal, microalgae and blends of these three components were used to derive values for the so-called comprehensive combustion property index (S-value), which provides a combined measure of the ease of ignition, rate of combustion, and burn-out temperature. The S-values so obtained were used as response variable for the construction of a response surface model in the experimental domain investigated. Following statistical validation of the response surface model, the model was used to predict an optimum S-value or a blend that would display optimum combustion behaviour. Two optimum blends were obtained from the optimisation process, one in which only charcoal is added to coal, and one in which only microalgae is added to coal. Adding both charcoal and microalgae produced an antagonistic effect compared to when only one of these are used. Qualitative kinetic analyses of the combustion data of blends indicate that blends of coal and charcoal combust in a manner similar to the individual components (hence following first-order kinetics), but blends of coal and microalgae follow more complex kinetics despite the fact that the combustion profile is visibly more simple compared to the combustion profile for microalgae alone.

The international responses to humanitarian crises since 2011 recognised the need for successful humanitarian leadership development that emphasises the importance of ethical and effective leadership. The under-achievement of operational humanitarian leaders in conflict-affected areas has long been a chief concern amongst humanitarian organisations and leadership scholars. Several approaches to the development of operational humanitarian leaders have been presented as possible solutions such as establishing new financing mechanisms; improving technical abilities, academic knowledge, simulation training, conflict management skills; conflict prevention training; and enhancing the capacity for collaborative networks. Despite various efforts, it is reported that ineffective and incompetent leadership is still a major constraint on the success and effectiveness of operational humanitarian response in conflict-affected areas. This research effort attempted to contribute to improving operational humanitarian leadership by considering a “human or people-centred approach”. The primary objective was to identify the factors that influence the successful development of the spiritual intelligence (SQ) of humanitarian leaders working in conflict-affected areas. The primary objective was, therefore, to improve the abilities and skills of humanitarian leaders by validating and analysing factors that should contribute to the development of spiritually intelligent leaders and, subsequently, improve humanitarian leadership performance. There is growing consensus that values, ethical behaviour, self-awareness, motivation, compassion, humility, empathy, co-ordination and the empowerment of others have a significant impact on the effectiveness of operational humanitarian leadership which emphasises the need for human or people-centred approaches in developing humanitarian leaders. The striking similarities between abilities pertaining to effective, operational, humanitarian leadership and the capabilities of a spiritually intelligent individual suggested an opportunity to investigate the development of a spiritual intelligence model for humanitarian leaders. The frequency, duration and intensity of humanitarian crises between 2004 and 2016 further emphasised the urgent need for operational leaders to develop and apply abilities based on spiritual intelligence in the humanitarian sector. Some scholars argue that the development of spiritually intelligent leaders should play an instrumental role in successfully responding to global crises.

During the course of a night and the next morning, Jean and Julie admit their feelings for one another, sleep together and plan to run away to start a hotel. In the morning, they ask Kristin to join them when they encounter her on her way to church. She refuses and vows to put an end to their plans. Seeing no way out, and fearing the wrath of Julie’s father, Jean hands Julie a razor and she walks outside, the inference being that she will commit suicide. The play Mies Julie is a South African adaptation, by South African playwright Yael Farber, of the August Strindberg play Miss Julie set in a farming kitchen in the Eastern Cape Karoo that premiered at the Grahamstown National Arts Festival in 2012. It has since been brought to London, the Edinburgh Festival and New York. Mies Julie presents a power struggle between Julie, the daughter of the white Afrikaans farm owner, and John, her father’s favourite farm worker and the son of Christine, the housekeeper who raised Julie. By altering Christine’s role from that in Strindberg’s play, where she was John’s (there Jean’s) fiancé, to that of John’s mother and Julie’s nursemaid, playwright Yael Farber has brought to the fore an interesting irony of South Africa’s history, which has been observed by Ena Jansen (2011) – white children who are raised, both during and post-apartheid, by black women who become part of the household of the privileged white families they work for.

- Description: The last time a Formula One Grand Prix took place in South Africa was in 1993. In recent years, there has been a real interest in bringing the event to Cape Town and several proposals have been put forward to the City of Cape Town. Unfortunately, they have all been unsuccessful for various reasons, but mainly, because of the large financial costs involved. The cost involved to build all the infrastructure required for the event is usually reserved for developed, wealthy countries. Despite the positive role that a major event like this can have on the image of a city, there is resistance to invest money into a stadium or sporting infrastructure, which has the sole purpose of serving one big event like a Grand Prix. This treatise therefore focuses on the design of a multi-functional pit complex for a Formula One Grand Prix Street Circuit in Green Point, Cape Town. As an architectural example, which explores the potential of an adaptable approach to creating a long-term, economically sustainable piece of event infrastructure. The design includes all the necessary requirements for a facility of this nature including, a media centre, pit garages, race control centre and hospitality lounges, but adaptable, so as to function within the context of the Green Point area between annual Grand Prix events. The aim is to investigate the issues relating to Formula One Grand Prix as an event and the impact it has on a city. - Description: The last time a Formula One Grand Prix took place in South Africa was in 1993. In recent years, there has been a real interest in bringing the event to Cape Town and several proposals have been put forward to the City of Cape Town. Unfortunately, they have all been unsuccessful for various reasons, but mainly, because of the large financial costs involved. The cost involved to build all the infrastructure required for the event is usually reserved for developed, wealthy countries. Despite the positive role that a major event like this can have on the image of a city, there is resistance to invest money into a stadium or sporting infrastructure, which has the sole purpose of serving one big event like a Grand Prix. This treatise therefore focuses on the design of a multi-functional pit complex for a Formula One Grand Prix Street Circuit in Green Point, Cape Town. As an architectural example, which explores the potential of an adaptable approach to creating a long-term, economically sustainable piece of event infrastructure. The design includes all the necessary requirements for a facility of this nature including, a media centre, pit garages, race control centre and hospitality lounges, but adaptable, so as to function within the context of the Green Point area between annual Grand Prix events. The aim is to investigate the issues relating to Formula One Grand Prix as an event and the impact it has on a city. In these talk shows the researcher identifies the caller, host and guest behaviour and attitudes in discussions that relate the current political situation to the historical development of democracy in Lesotho alongside the economic and political influences from South Africa. The researcher also identifies that the talk show, guests and callers in the challenging political climate use traditional figurative expressions and biblical quotations to express their views. This leads the researcher to conclude that the political talk shows indeed facilitate participatory communication.

- Description: The aim of this study was to assess community members’ knowledge levels regarding Drug Resistant TB and HIV and AIDS. The study was conducted at ward 40 in Green bushes area in Nelson Mandela Metropolitan Municipality (NMMM). A quantitative research method was used in this study. Random sampling is the type of probability sampling method that was used in this study. The sample consisted of 100 respondents above 18 years who were randomly selected from the beneficiary list of for the RDP houses in Green bushes area in the Nelson Mandela Metropolitan Municipality. Data for this study were collected using close ended questions which were administered by the researcher to the selected participants. Data was analysed using bivariate and descriptive statistics according to the identified themes. The study revealed that community members had high knowledge levels regarding Drug Resistant TB and HIV and AIDS prevention, transmission modes and diagnosis and treatment methods. The findings revealed that community members were highly knowledgeable and aware of the fact that abstaining and practising safe sex were means of preventing the spread of HIV and AIDS as it was spread through unprotected sex, while opening of windows and minimisation of close contact with HIV positive people and children with people infected with Drug Resistant TB are infection control measures or methods of preventing the spread of the disease. Additionally, the study indicated that female respondents were more aware and knowledgeable about prevention, transmission modes and diagnosis and treatment of Drug Resistant TB and HIV and AIDS than male respondents. Furthermore, the findings revealed that the respondents were highly knowledgeable and aware about transmission of Drug Resistant TB and HIV and AIDS; knowledgeable about prevention and less knowledgeable about diagnosis and treatment. A high percentage of female respondents knew that there was no vaccine to neither prevent nor cure HIV and AIDS and that antiretroviral drug were used to manage it. The study also showed that female respondents knew that all people irrespective of race and economic class can be infected with Drug Resistant TB and HIV and AIDS. It is important to note that the respondents between 41-60 years possessed more knowledge regarding Drug Resistant TB and HIV and AIDS than the respondents who were between 18-40 years. Lastly, the study showed that there were significant differences in gender and knowledge and no significant differences in age and knowledge of the respondents regarding Drug Resistant TB and HIV and AIDS. It is recommended that in future, research regarding knowledge levels about Drug Resistant TB and HIV and AIDS be extended to other wards in the Nelson Mandela Metropolitan Municipality (NMMM). Accurate knowledge should be provided by ensuring that educational materials that are developed, are appropriate for the various levels of literacy, and that more appropriate and relevant information regarding these diseases is made more accessible to community members in their home languages. The researcher further recommends that during training interventions and educational campaigns more emphasis should be put on prevention, diagnosis and treatment of Drug Resistant TB and HIV and AIDS.

- Description: This treatise examines the discursive management of homework practices in three primary schools in Nelson Mandela Bay. Grade four is focused on as it is hoped that at this stage of their schooling, the learners are receiving homework and are familiar with the concept. The three schools are from differing social, historical, political and economic backgrounds. The schools chosen are a former model C school, a ‘Coloured’ school and a ‘Township’ school. These three diverse schools have been selected to identify the dominant Discourses that inform the homework practices. The eventual effect of these Discourses on the learners is also included. The material and personal effects on the learners is discussed. The prevalent Discourses on homework in the model C school, work to produce disciplined subjects who are able to ‘self govern’ and thereby succeed in society. At school’s B and C the dominant Discourses are of a deficit nature. These discursively position the learners as victims and subjects who are unable to manage their academic and private selves, as a result of their circumstance. While the staffs at schools B and C appear to be well intentioned, this abovementioned deficit model is perpetuated by their talk. These principals and teachers need to become aware of the power that their discursive formations contain and the impact thereof. A qualitative methodology is adopted in this study. Three different methods of data collection are employed in order to promote triangulation and thereby increase the validity of the findings. Discourse and Critical Discourse analysis provide the tools with which to analyse and draw conclusions from the gathered data.

The three schools are from differing social, historical, political and economic backgrounds. The schools chosen are a former model C school, a ‘Coloured’ school and a ‘Township’ school. These three diverse schools have been selected to identify the dominant Discourses that inform the homework practices. The eventual effect of these Discourses on the learners is also included. The material and personal effects on the learners is discussed. The prevalent Discourses on homework in the model C school, work to produce disciplined subjects who are able to ‘self govern’ and thereby succeed in society. At school’s B and C the dominant Discourses are of a deficit nature. These discursively position the learners as victims and subjects who are unable to manage their academic and private selves, as a result of their circumstance. While the staffs at schools B and C appear to be well intentioned, this abovementioned deficit model is perpetuated by their talk. These principals and teachers need to become aware of the power that their discursive formations contain and the impact thereof. A qualitative methodology is adopted in this study. Three different methods of data collection are employed in order to promote triangulation and thereby increase the validity of the findings. Discourse and Critical Discourse analysis provide the tools with which to analyse and draw conclusions from the gathered data.

- Description: The purpose of this study was to evaluate the implementation of the Education, Training and Development Policy of the Eastern Cape Department of Health: A Case Study of Cacadu District. The Cacadu Health District as with all Districts is the Eastern Cape Department of Health experiences a few challenges with the implementation of the Education, Training and Development Policy. Through observation these problems seem to be stalling progress in the implementation of this policy. The study seeks to investigate whether there can be an improvement in the implementation of the Education, Training and Development Policy. The focus of the study will be the Cacadu Health District. Provision of Education, Training and Development is key to any organisation especially if performance of employees needs to be of high standard. If the performance of employees is of high standard service delivery will improve. Chapter one provided an introduction which gave a brief overview of the study, problem statement, research objectives and questions, preliminary literature review and research methodology to be employed by the study. Chapter two provided a literature review of education, training and development framework and legislative framework for guiding the development and provision of education, training and development in an organisation. The chapter also looked into mentoring and mentoring strategies. Chapter three looked into detail on the training evaluation strategies and what training evaluation entails. It looked at the different approaches that can be used in evaluating training in an organisation. Chapter four provides proposals for the approaches and strategies to improve the implementation of the Education, Training and Development Policy of the Eastern Cape Department of Health in the Cacadu District. The chapter will also provide an analysis of participants’ responses from the questionnaire. Chapter five will give a summary with concluding remarks and recommendations. This chapter came up with conclusions about the study and gave recommendations and way forward on how best to improve the implementation of the education, training and development policy in the Eastern Cape Department of Health: Cacadu District.
