The implementation of the back to basics programme by municipalities: a case of Raymond Mhlaba Municipality

- Description: The aim of the study was to investigate the implementation of the Back-to-Basics (B2B) programme in Raymond Mhlaba Municipality. The study used qualitative research design and data was collected using in-depth interviews. The finding of the study revealed that the municipality was able to sufficiently implement the appropriate B2B programme in the community areas. Moreover, the findings identified corruption and mismanagement of funds, improper understanding of the municipality’s IDP and the roles of different government departments, poor communication skills between the municipality ward councillors and the community members, as well as poor service delivery as some of the challenges faced by Raymond Mhlaba Municipality in implementing the Back-To-Basics programmes. Importantly, in respective community areas, the findings revealed that water crises, empty promises and unrealistic/fake promises are some of the negative impacts the community members experienced during the implementation of the B2B programme, which brought little growth and development to the communities. Besides, the findings revealed that the implementation of this programme created employment opportunities for the unemployed youths in the communities. The study, however, concluded that the municipality is not doing enough in the implementation of B2B programme as many communities still complain of poor service delivery. Hence, for effectiveness in the implementation of B2B programme, it is important that the municipality delegates powers to the ward councillors. Furthermore, municipality management needs to refrain from making empty promises to the communities, they must be honest and deliver qualitative services to communities. However, community members should show signs of appreciation to all municipal activities, as well be supportive and ii show lots of interest and willingness attending the municipality’s manifestoes. Finally, the municipality management should ensure transparency, effective communication with the community members, provision of good service delivery, fulfilment of promises, honesty, proper budgetary allocation and spending, effective monitoring and evaluation of the municipal officials, as well as avoiding of nepotism in awarding tenders for the purpose of achieving a smooth running of the municipality.

Mnquma Local Municipality has a performance management system in place used as a tool to fulfil the mandate. Performance management system is a system that is meant to ensure that the goals and objectives of organisations are achieved. PMS is used worldwide by both the private and public sectors. PMS was first used by the private sector to maximise profits and to minimise poor performance. The public sector also decided to introduce PMS in order to improve the quality-of-service delivery to the public. As such, PMS is a tool that is used to monitor, review, evaluate and assess performance of individual employees. PMS in the public sector especially in the local sphere of government is very important because municipalities are closest to the citizens and are at the core of service delivery. This study sought to investigate how PMS at Mnquma Local Municipality in the Eastern Cape Province was utilised. The study utilised qualitative data collection and analysis techniques. Fourteen respondents were interviewed in order to get a better understanding of PMS at Mnquma Local Municipality. Data was analysed using thematic content analysis. The theoretical framework used in this study is goal-setting theory and control theory of performance management system The key findings of the study were: the respondents regarded PMS as “tool” utilised to carry-out work in the municipality. Respondents believe that somehow all the employees are subjected to PMS one way or another whether knowingly or not. Municipality should offer employees performance bonuses to motivate them to achieve goals and objectives of the municipality. The recommendations are: the municipality should cascade the PMS to the lower-level employee of the municipality. - Description: The majority of SMEs have adopted the use of information communication and technology (ICT) services. However, this has exposed their systems to new internal and external security vulnerabilities. These SMEs seem more concerned with external threat related vulnerabilities rather than those from internal threats, although researchers and industry are suggesting a substantial proportion of security incidents to be originating from insiders. Internal threat is often addressed by, firstly, a security policy in order to direct activities and, secondly, organisational information security training and awareness programmes. These two approaches aim to ensure that employees are proficient in their roles and that they know how to carry out their responsibilities securely. There has been a significant amount of research conducted to ensure that information security programmes communicate the information security policy effectively and reinforce sound security practice. However, an assessment of the genuine effectiveness of such programmes is seldom carried out. The purposes of this research study were, firstly, to highlight the flaws in assessing behavioural intentions and equating such behavioural intentions with actual behaviours in information security; secondly, to present an information security policy compliance reinforcement and assessment framework which assists in promoting the conversion of intentions into actual behaviours and in assessing the behavioural change. The approach used was based on the Theory of Planned Behaviour, knowledge, attitude and behaviour theory and Deterrence Theory. Expert review and action research methods were used to validate and refine the framework. The action research was rigorously conducted in four iterations at an SME in South Africa and involved 30 participating employees. The main findings of the study revealed that even though employees may have been well trained and are aware of information security good practice, they may be either unable or unwilling to comply with such practice. The findings of the study also revealed that awareness drives which lead to secure behavioural intents are merely a first step in information security compliance. The study found that not all behavioural intentions converted to actual secure behaviours and only 64% converted. However, deterrence using rewards for good behaviour and punishment for undesirable behaviour was able to increase the conversion by 21%.

The study therefore was aimed at assessing the management of the procurement of LTSM in the Eastern Cape which is done by the Eastern Cape Department of Education. The aims of the study therefore were, to provide a full description of the current supply chain management practices of the ECDOE, examine the strengths and weaknesses of the current procurement management model in the acquisition of LTSM and investigate alternative selection, delivery and management models. To attain these aims data was collected using both the quantitative and qualitative methods. The use of the two methods helped to establish a balance in collecting data as the research sought to use both quantitative and qualitative data. The research used a case study design.The research instruments that were used to collected data were questionnaires and semi-structured interviews. The data for the study was provided by school principals, district officials and ECDoE officials. These were the best participants for the study as they have information on the current procurement system. The data was analysed in themes. The data was presented and discussed in relation to other studies that have been conducted on similar topics. The study found that the current procurement system is flawed due to several reasons like lack of clarity on roles and responsibilities, training and other factors discussed in the study. The study also found that there are inherent strengths and weaknesses in the current procurement model. The study found that the weaknesses can be addressed. The study also found that improvements and alternatives are possible for procurement. The study suggested several recommendations. Some of the recommendations include training the current staff involved in the supply chain management of the procurement system. - Description: This study analyses the determinants of demand for public transport in South Africa, using quarterly data covering the period from 1990-2009. The study initially provides an overview of the South African public transport system and population trends. Based on the review of the theoretical and empirical literature on transport, the study specifies a model of public transport demand in South Africa. Tests for stationarity and unit roots in the series (both informal and formal tests), and co-integration test have been performed. The co-integration test is done using the Johansen (1990, 1995) methodology. A vector error correction model is run to provide robust determinant variables on public transport. The results revealed that in the short run, the demand for public transport depends positively and significantly on GDP per capita growth and negatively on prices for public transport and fuel prices. However, over the long run, the demand for public transport depends negatively on GDP per capita growth as expected, but positively on the other variables including the growth in employment levels. To check for robustness of the VECM results the diagnostic tests were performed. The AR Roots Graph reports the inverse roots of the characteristics AR polynomial. The graph showed that all roots lie inside the unit circle which is an indication that VAR is stable. The study embarks from a conceptualization of rural poverty in Zimbabwe using theoretical and empirical evidence. Poverty in rural Zimbabwe has a historical legacy of deprivation and dispossession and is concentrated in communal areas which have low resources bases with low agriculture potential due to low rainfall and poor soils. The myriad of challenges in rural Zimbabwe point to the incoherent of rural development polices which are distorting markets for inputs and produce. Thus the study sought to address the rural development policy bottlenecks and develop a policy agenda for development.Using mixed methods approach, the study considered household economic conditions, their production practices and their vulnerability contexts in three selected districts which represent communal, old resettlement and small scale A1 and A2 areas. The household data is blended with interview data of rural development practitioners in both private and public agencies to produce comprehensive information on the impact of rural development policies. Archival research method was also used to do content reviews on government policy papers and programs so as to provide a holistic approach to analysis. Naturally mixed methods produce large volumes of data which requires thorough analysis. This was only possible through the use of analytical computer software packages for qualitative and quantitative data such as Atlas Ti and Excel spreadsheet, respectively. The study revealed that rural households in Zimbabwe are farmers. The majority of these farmers are smallholders who are located in remote communal areas and resettlement areas. Communal farmers constitute the bulk of rural citizens and live on less than a dollar a day. They are engaged in mixed farming methods and other non-farm activities especially during off-agriculture season. Communal households basically produce staples, with a low percentage producing cotton and groundnuts. Production choices and methods are shaped by subsistence needs of households but more so by risks and vulnerability contexts which they operate in. Farmers in resettlement areas face a different set of opportunities and threats to their livelihoods as they are located in prime agricultural land. However they are still challenged with the rural development approaches of central government. On the policy front, there is no pronounced rural development policy in Zimbabwe. The current setting has numerous pronouncements and programs which all seek to alleviate underdevelopment in Zimbabwe. These programs are replicating each other in practice and in most cases benefit the political elites and large scale commercial farmers. The multiplicity of government institutions which deal with rural development results in incremental decisions and programs which further impoverishes rural households. The study posits a rural development policy framework which is based on a comprehensive policy agenda which takes into cognizance the production requirements of households. Such a policy needs to be inclusive to the rural households in terms of governance and programs. A rural development policy agenda and framework would require the harnessing of resources from both the government and private players in well-articulated market friendly approaches. This would stimulate high productivity, enhance off-farm activities, raise incomes and foremost create appropriate social protection programs. The study developed a framework from the analyses of tweets which incorporated the four constructs from the Social-Media-Integration-Theory-Model. SMMEs in South Africa are comprised of heterogeneous groups of businesses in various sectors including services, manufacturing and agriculture. This study investigated the effect of social capital on the performance of SMMEs. Thus, the primary objective of the study was is to investigate the impact of social capital on the performance of SMMEs in Makana Municipality, and the secondary objectives were to determine the effect of bonding social capital on the performance of SMMEs and determine the effect of bridging social capital on the performance of SMMEs. This study discovered that all three forms of social capital, namely: bonding, bridging and linking social capital have a positive effect on the performance of SMMEs. In order to collect data, the researcher distributed questionnaires to the sampled SMMEs in the towns within the Makana Municipality. All the questionnaires were completed by the respondents. The researcher did not interfere in this process but helped where necessary. Prior to the distribution of questionnaires, validity and reliability were ensured in order to eliminate problems in the questionnaires. A total of 126 questionnaires were distributed. To scale the responses in the questionnaires, Likert scale was used in this study. The sections in questionnaires were measuring the extent to which social capital contributes to the performance of SMMEs. Of the 126 questionnaires that were distributed, only 98 questionnaires were returned and used in this study. Thus, the response rate was 71% which is high. Because social capital affects the performance of SMMEs, this proves further the need for government to support these businesses. This study made a theoretical contribution to the literature on social capital and its important on the performance of SMMEs. The researcher recommends that all SMMEs across the world consider the effect of social capital on their performance. Given the importance of successful SMMEs in the growth of the country’s economy and, also the role they play in addressing the unemployment problem, it is recommended that all SMMEs consider the positive impact of social capital in their growth.

The variability in inflation in the SADC region provides room to question the Effectiveness of the transmission of monetary policy as these countries experience inflation in different ways. The study analyses the effectiveness of monetary policy transmission mechanism on the selected 5 SADC countries, South Africa, Botswana, Mauritius, Tanzania, and Zambia. The selection of the countries was mainly based on data availability. To answer the study hypothesis, the study used secondary data from different data sources, employing the Vector Autoregression Regression. The different channels analysed include the exchange rate, interest rates as well as credit channel to measure monetary policy tools. The main variables are, Gross Domestic Product (GDP), Consumer Price Index (CPI)cpi and money supply. Panel unit root was tested to test the stationarity of the variables and the appropriate lag length was determined. Panel VAR model was estimated where the focus was mainly on variance decomposition and impulse response. Then lastly the stability of the model was tested using diagnostic test. The results revealed that interest rates channel and exchange rate channel have a more significant effect in explaining the transmission of macroeconomic shock to the rest of the economy through gpd and cpi. While the credit channel mostly transmits to the rest of the economy through money supply and cpi, its effects from GDP are rather insignificant. It is also noted that interest rates serve as the dominant channel in transmitting monetary policy shocks to the rest of the economy. When central banks decrease prime lending rates for commercial banks, this is passed to consumers making it less expensive to borrow. In the long run, attracts foreign investors which harms the domestic currency. Design Science is followed as the primary methodology, with the final outcome being a proposed artefact. Through a detailed experiment, an evaluation of the controls and processes exhibited by Facebook and MySpace was conducted. This propels the necessity of the organizations to plan, organise, direct, co-ordinate, control and evaluate proper management, effective and efficient implementation of this piece of legislation. The impact of the proper management, effective and efficient implementation of this act will be lifesaving. We all want to save our lives and fight for survival. The more we practice our skills and techniques to prevent, fight fires and rescue victims, the longer we can live. This study revealed that the implementation of Fire Brigade Services Act in the area of Nkonkobe and Nxuba situated at the Amathole District Municipality in the Eastern Cape Province is dramatically poor, with the resultant loss of lives and property. The Amatole District Municipality and the two above mentioned municipalities should develop a strategy to ensure effective and efficient implementation of the Fire Brigade Services Act as per the recommendation of this study. It should be noted that the organogram plays a major role in any organisation. It is a point of departure and once the organisation fails to create a proper structure, it is likely to be affect the performance of staff poorly.

Because of the multi-dimensionality and the multi-faceted nature of the leadership concept, there still existed a need for more detailed studies on the nature of the leadership-performance link. The eight roles of innovator, broker, producer, director, coordinator, monitor, facilitator and mentor suggested by Quinn, do not provide an exhaustive list of roles, although they provide a starting point on which leader capacitation could be anchored. Whilst the respondents had overwhelmingly affirmed that leaders played the requisite roles in their municipalities, concerns were expressed on deficient leadership competence, poor screening of new leadership entrants, and party political allegiance which was perceived to, at times, cloud their roles. Following a review of literature and past research, numerous studies were uncovered, on the leadership-performance link, which appeared to need consolidation, synthesis and refinement, with a view to sifting and isolating areas that might be of benefit to the implementation of performance management in the Eastern Cape municipalities.

- Description: Since the dawn of democracy in 1994, the government of the Republic of South Africa (RSA) has launched numerous development programmes. These include youth empowerment initiatives aimed at developing the capacity of the youth in order for them to contribute to the economy. Optimistic prospects for any country depend on developing its young people. The measures to drive youth-focused delivery and to ensure youth development ought to move further than the establishment of structures and the delivering of policy statements. Government departments and municipalities are expected to implement meaningful youth empowerment programmes and ventures that are visible and that are adequately monitored. This study explored and assessed the effects of the Expanded Public Works Programme (EPWP) on youth empowerment. It used a case study of Amathole District in the Eastern Cape, South Africa province. The study utilised the qualitative technique to provide solutions to the research problem and to provide responses to the research hypothesis of the study. The sample comprised ten public representatives and thirty youth beneficiaries. In line with the purposive sampling approach, two sets of data were generated: the first set from public managers of the programme, and the second from programme beneficiaries. The researcher made use of the qualitative thematic content analysis approach, where data was analysed to arrive at emerging themes. The study was delimited to the effects of EPWP on youth empowerment. It was also limited to Amathole District within the Eastern Cape province. The results showed that most of the beneficiaries were engaged on a period of 1 to 12 months. This shows that most of participants were not engaged for viable and long periods, which they would need to truly increase their financial or monetary position in their households and have ample time to attain expertise. The results further indicated that in some cases the EPWP provides financial and income support to beneficiaries, but in some it does not. In general, the results showed that the EPWP reduces poverty because participants are able to look after their families and relatives after taking part in the EPWP. However, the training and skills participants attained in the EPWP interventions did not help them find employment elsewhere. This is linked to the findings that showed that beneficiaries were not provided with training certificates. Therefore, to enhance the execution of the EPWP and speed up poverty reduction, equity and joblessness in South Africa, the study recommends that ECDPW in ADM Area should design projects/programmes that are attractive to youth and that will equip them with necessary skills to empower youth to participant in the job market after the leave the programme. The wildcat strikes and unprotected industrial action that grip municipalities at 10 o’clock early in the day needs deeper thinking and new ground-breaking solutions. Very fundamental questions have to be examined to determine the extent of control SAMWU as a union have over the strategic management environment of the local sphere of state. Lukhanji municipality, given its strategic location happened to host many regional offices of all COSATU affiliated unions happens to be an inconvenient choice of the nucleus of radical trade unionism in Queenstown fall victim and the study examines that. Subsequently to that the municipality fell victim to rigid and radical forms of trade union operations that has strangled it to the point of it losing its character and role of a developmentalist institution in the communities it served. The study also highlights the severe service delivery backlogs in both former Transkei Ezibeleni and Ciskei Whittlesea and how transformation and integration of these two areas have been neglected as shown by the socio-economic profile. Specifically, this study examines how monetary policy decisions are transmitted, through the balance sheet of business firms, to the real economy. The study is motivated by the fact that credit has now occupied an important role in the funding of new capital investment in South Africa. Thus, the balance sheet channel may become a relevant channel in the monetary policy transmission process. This study augments the co integration and vector auto regression (VAR) analysis with impulse response and variance decomposition analyses to provide evidence for the balance sheet channel. The study employs quarterly South African data covering the period 1980 to 2008. For that purpose, The VAR model will contain the following variables, Bank rate (monetary policy effect), External finance premium (information asymmetry channel), stock market capitalization (to cater for the collateral channel), Changes in industrial and commercial inventories (cashflows channel), credit extension (to cater for the effect of credit demand), and gross domestic product (to cater for the aggregate shock). The study finds evidence in support of the balance sheet channel of monetary policy transmission in South Africa. The channel is weak as proved by the results. Therefore, the balance sheet channel should not be neglected from both the policy perspective and academic literature point of view in South Africa. The growing number of students entering tertiary education, the increase of emphasis on research, and higher quality learning this puts pressure on the academics leading to psychological distress. This study investigated the relationship that exists between work family conflict and psychological well-being among academic staff at the University of Fort Hare in the Eastern Cape in South Africa. The main aim of this study was to investigate the moderating role of the use of coping strategies as a moderator of the relationship between work-family conflict among the academic staff at the university of Fort Hare. A quantitative research design was adopted in conducting this study. Data was collected using a self-administered questionnaire to academics from all faculties within the university of Fort Hare. The respondents were selected using simple random sampling method, from 350 academic staff members a sample size of 184 respondents was used in this study. Five-point Likert scale was used to measure the responses. Data analysis methods used include descriptive statistics, one sample statistic test, Chi-square tests and independent t-test. The validity and reliability of the research instrument and the findings were assured through pilot study and Cronbach alpha reliability test. The results indicate that the use of coping strategies moderates the relationship between work family conflict and psychological well-being. Recommendations to reduce work family conflict and promoting psychological well-being among academic staff were also discussed in this study.
