This can be attributed to urbanisation and startling population escalation. Each and every member in a community is a contributor to this dilemma and a generator of waste. The essence of this study is to investigate whether the utilisation of education programmes can assist to improve how communities handle and dispose their household waste and its contribution to the effectiveness of the integrated solid waste management system for the New Brighton Township in the Nelson Mandela Bay Municipality. A theoretical framework is developed using the systems theory in trying to address the challenge. The study used the qualitative research method. Data were gathered using questionnaires and face-to face interviews. The empirical survey was employed for the purposes of the study and the interpretation of the research findings were analysed and described. As a metropolitan municipality, it is envisaged that this research will assist the NMBM, to identify how to manage solid waste efficiently and effectively and thus enhancing service delivery that will ensure communities of their well-being and dignity. Various recommendations are presented, based on the findings of the study. It is hoped that these recommendations If are adopted, the NMBM will be able to deal more effectively and efficiently with the challenges that the NMBM is faced with in dealing with waste management issues thereby enabling the NMBM to deliver the most basic need to the communities of the New Brighton Townships.

- Description: Since 1994 the post-apartheid heritage discourse has become one of the primary tools to deal with culture, identity and citizenship in South Africa. It is one of the means by which a democratic national identity is being forged and the production of new monuments is the physical manifestation of this discourse. The South African landscape holds many suppressed or unarticulated histories; histories which are a function of socio-political and land battles throughout the years of colonisation and apartheid. In society, socio-political ideals are supported by daily practices, which in turn affect social structures. These structures and the values that they uphold, in turn are interned in the monument. The monument then radiates these through its physical form. Monuments are therefore a collective mirror from which society can position itself, expressing socio-political ideals that are reinforced by community actions. This treatise explores monument as a mechanism of social regeneration towards the vision of a democratic landscape. The treatise investigates the making of monuments by analysing philosophical positions, characteristics with the intention of extracting principles, and types of monuments. This was done in order to gain an understanding as to why monuments exist, the fundamental principles involved, and the architectural approaches to these. The work is centred around Grahamstown, focusing on heritage within the city. This heritage is explicitly represented in over seventy sites within the city. Through an analysis of these heritage sites, it became clear that there is an imbalance of represented histories; mainly favouring the colonial histories while the African histories remain unarticulated or poorly represented. This imbalance is testimony to the socio-political ideals over time which in turn affected the morphology of the city over time. This resulted in contrasting spatial structures; the colonial side of town structured by a grid plan centred on a major axial route from which the spatial hierarchy extends, and the township side which is characterised by a repetitive, non-hierarchical grid layout. The landscape of the city underpins this spatial layout where features are used to enforce socio-political ideals. The structuring elements of the landscape are crucial in this regard. Surrounding hills create a bowl condition in which the city is located which in turn is divided in half by a river reinforcing the two sides of the city. Two entry points into the city are demarcated by prominent hills, positioned directly opposite each other on either side of the city. Gunfire Hill on the west is accentuated by the 1820 Settlers Monument, while opposite to the east is Makana’s Kop surrounded by the township and remains unarticulated and known only by oral histories. This clear imbalance in the representation of histories is commonly characteristic in the South African landscape and settlement patterns. The treatise seeks to arrive at an architectural intervention that is a step towards reducing this imbalance, as well as representing these suppressed histories appropriately. Vincent Scully’s notion of architecture mimicking nature was used as a theoretical lens through which the approach to the architecure and landscape were viewed. Consequently, phenomenological ideas are used as an architectural approach which aims to integrate people, nature and heritage in the form of a monument. In line with this, African traditions and beliefs were investigated, specifically the inherent relationship between nature, human spirit and settlement. The proposal is the Makana Monument located on Makana’s Kop, maintining the principles of monuments while facilitating the social needs of the surrounding community within the township of Hlalani. The site is physically monumental in nature, due to its steep slope and prominent tree line. Presented with a naturally sacred site that is positoned at the centre of a community and contains significant history pertaining to Grahamstown. These themes became the informants of the design. The aim is to maintain the natural vertical prominence of the site by creating a building that gives definition through contrasting horizontal retaining walls positioned along the contour lines. Located at a crucial point on the slope, it mediates public and sacred space. Routes through and into the building are informed by the energies of existing desire lines of people’s pathways. The intention of the building is to give dignity to a sacred natural landscape, facilitate the needs of the community, and appropriately recognise the supressed heritage.

From childhood through to adulthood, stories and story-telling provide social content, example, advice, therapy, continuity, connection and entertainment. Story-telling is also a space for hidden resistance, embodiment and the invocation of rank. Accompanied by song and dance, those intangible heritages which must remain dynamic to endure, stories facilitate an aural and oral community that engenders its own understanding of time, place and identity. In anthropology, the study of humanity in all its complexities, there is the collection, collation and retelling of stories for audiences who would otherwise not understand or seek to essentialise those deemed ‗other‘. In this inaugural lecture I focus on the value of stories gathered from anthropological field research in the southwest Indian Ocean Islands. The stories (often constitutive of a multiply-situated self), shed light on the finer details of gendered, ethnic and raced existence in the island communities. They also offer deep insight into the nature and possible ‗evolutions‘ of contemporary societies. Finally, I suggest that alter-narratives, those stories rarely told, provide access not only to multiple worlds, they are part of an aural epistemology which might lead to alternative ways of connecting with others and thereby conceptualising and articulating identity in our contemporary global society.

It identified the policy framework including rules and regulations relating to the absenteeism of educators. It assessed the effectiveness of control measures which are currently at the disposal of the selected schools and it also investigated the challenges faced by school principals in addressing the challenge of absenteeism of educators in the selected schools. A qualitative research methodology was used in undertaking the study. Purposive sampling was used to select the schools and participants for the study. Participants were comprised of school principals and Education Development Officers. Data was collected through structured and semi-structured interviews. Literature study showed that the management of educator absenteeism is an important aspect of Human Resource Management in schools. Furthermore, the study found that control measures for dealing with absenteeism are not properly applied in many schools and there is no consistency in the manner in which they are utilised by school principals. The study also found that school principals are struggling to manage absenteeism to the extent that some of them are not sure how to deal with educators who abuse leave. The study recommends that school principals should be empowered on leave management through various forms of training which include workshops.

- Description: Urban decentralization and inner city decay is a ubiquitous phenomenon of social and economic circumstance. The rise of sub-urban sprawl around new centres has encouraged urban degeneration and produced unsustainable cities, particularly in South Africa. Consequently, the loss of cultural assets in decaying historic centres, specifi cally in Port Elizabeth, reveals issues pertinent to loss of place and heritage. In combatting urban degeneration, the utilization of culture and the arts has proven to be a powerful rejuvenation strategy. The vision of the Mandela Bay Development Agency, and similar successful global precedents, suggest that a cultural precinct could effectively tackle urban decay in the historic core. This premise guides the proposal.The principal aim of this treatise is the design of a new Opera House acting as a catalyst for the proposed cultural district, based on the inner-city rejuvenation of Central. This aim is achieved by several objectives, which are explored in an effort to unveil potential and appropriate design responses: An investigation of the Opera House typology, which uncovers its dignity, vitality and signifi cance within past and present cities; An exploration of context, which reveals the opportunities to transform identity and urban cultural practise; Research into technical, spatial and physical demands of the program provide depth and root the design responses in reality. As a result, the Opera House sits as a gateway building into the precinct, as well as a cultural and physical landmark within the city. A duality of expression presents both a contrast and self-similarity in the historic context, simultaneously rooting the building in place while conveying a unique character.

- Description: Political organisations are now using a two-way path of communication thanks to the development of technological platforms that work in-sync with the internet to allow this to happen. Information can now flow across new networks to allow exchanges from the many to the many. This study sets out to explore the use of social media by political organisations as a means of political communication. A case study was conducted which focussed on online communication used by the Democratic Alliance in the 2014 General Elections in South Africa. The social media strategies adopted by the Democratic Alliance was examined. Reference is made to the 2008 Obama Campaign. The study revealed that the DA primarily made use of two-way asymmetrical communication despite the party posting a lot of consistent information and content; however in response to many questions and comments posted on the social media fora by online users, the DA only selectively responded to a handful of these.

- Description: Political organisations are now using a two-way path of communication thanks to the development of technological platforms that work in-sync with the internet to allow this to happen. Information can now flow across new networks to allow exchanges from the many to the many. This study sets out to explore the use of social media by political organisations as a means of political communication. A case study was conducted which focussed on online communication used by the Democratic Alliance in the 2014 General Elections in South Africa. The social media strategies adopted by the Democratic Alliance was examined. Reference is made to the 2008 Obama Campaign. The study revealed that the DA primarily made use of two-way asymmetrical communication despite the party posting a lot of consistent information and content; however in response to many questions and comments posted on the social media fora by online users, the DA only selectively responded to a handful of these.

- Description: Music’s significant contribution to the holistic development of the young learner is uncontested and confirmed by views of seminal scholars, such as Nzewi 2003, Reimer 2003, Nussbaum 2001, Elliot 1994 and Merriam 1964, amongst others. As such, music education supports basic values of self-growth, self-knowledge and enjoyment. This study argues for the vital importance of music education in Grade R in the South African schooling system where teachers can successfully implement the curriculum. In post-apartheid multicultural and multi-musical South Africa music education in Grade R is the sole responsibility of the generalist Grade R teacher. However, due to inadequate training and minimal, unproductive in-service initiatives, the vast majority of Reception Year teachers assumingly do not have the required competences to teach music in a way that maximally enhances the holistic development of their learners. Findings revealed that teachers exhibited limited, if any, musical knowledge and per se, they are insufficiently skilled in the effective delivery of the curriculum in terms of music. This study acknowledges the need to equip in-service Grade R teachers with the required competences to effectively implement the national school and teach music with confidence. The lack of successful and effective continuing professional teacher development initiatives from the Department of Education and Department of Basic Education to assist Grade R teachers in teaching music, was a serious concern to me. This concern reinforced the motivation to embark on this project. In this thesis, I report on an intervention strategy aimed at enabling three Grade R practitioners at one peri- urban township school in the Eastern Cape to improve their music education competencies. These three Coloured ladies only held a Certificate in Early Childhood Development, rating at an NQF level 4 and 5. None of these practitioners had any prior music experience in music training, music making or music teaching. I utilised a Participatory Action Learning and Action Research (PALAR). PALAR combines research with development and is thus highly suitable when addressing multifaceted problems in rapidly changing environments, such as South Africa. In my study, the participants were thus actively involved in identifying problems and creating solutions. A number of collaborative interactions and qualitative data generation strategies such as Focus Group Interviews, Observations, Drawing, Interviews, Narrative Inquiry, Case Study and Reflective Journals were implemented. Findings indicated that the practitioners experienced transformation on both a professional and personal level as they discovered and tapped into their own innate musical competences. This enabled them to explore ways to teach music that enhanced the holistic development of their learners, developing them physically, cognitively emotionally, socially, and musically. Learners likewise benefitted from the intervention as they experienced social cohesion in a multicultural classroom and gained the fruits of music’s remedial impact and therapeutic value in their lives.

- Description: Since the invention of the motor car over 100 years ago, people have been trying to improve its technical capabilities by constantly pushing its limits. Motor sport developed out of this desire for technical mastery of speed, which led to the first Formula 1 Championship in 1960 at Silverstone, England. The sport’s popularity increased and spread to the corners of the world. Since 1962, Formula 1 had been hosted by South Africa. Technological developments on Formula 1 cars then would, years later, be adapted for regular road cars. Parallel with the development of the sports cars was the development of the buildings to stay abreast with the requirements of increasing crowds, larger media presence and technologies, and construction methods and materials. These buildings evolved from simple single storey buildings to multi-floor complexes that accommodated thousands of spectators and team players. However, as the buildings pushed the envelopes, and their scale increased, some of the essence of the sports culture from old was lost. Large grandstands and pit complex buildings have created a sterile environment for the spectacle of the sport. Area prolonged absence from the Formula 1 calendar; firstly, from ancones and then, for financial reasons, a newly injected interest and ownership from Porsche South Africa saw a grand return of Formula 1 to local soil. This happened at the historically significant racing site of Kyalami. What is exciting about this project is the opportunity that arises to connect (through design) the spectator back to the track and sport in a more meaningful way that strongly reminds us of the sport of earlier days of the sport. With the influence of old architectural typologies and embracing the technological advances, the proposed pit complex shows a balance between pushing the architectural envelope and increasing spectator value.

- Description: Academic libraries are not immune to conflict; various important external and internal factors underlie conflict. Change, both external and internal, leads to interpersonal conflict amongst librarians which is caused by differing goals, policies, rules and decisions. Technology has been the major change in the digital era and academic libraries embarking on meeting the needs of the users have to manage change. It is important to understand how change evolves in order to manage it and the faster the change, the more conflict can be expected. The main purpose of this study is to investigate change and conflict in library and information services. The study collected data from two selected academic libraries - Fort Hare and Walter Sisulu. The reason for this choice is that the two libraries are from the Eastern Border region and strategically located to serve the deep rural and poverty-stricken communities. Both libraries are from merged institutions, under-developed and faced with change and conflict. Data was gathered by means of a literature study and face-to-face, semi-structured interviews with six participants in each library: two librarians in senior, two middle management and two librarians occupying lower level positions. Purposive sampling was used to select participants who fit the criteria and who could contribute to the study. The findings reveal that library staff experience stress and conflict because of external and internal factors of change impacting the academic environment. The study generated important findings which are capable of guiding academic library management on how to manage change effectively in the „new‟ electronic environment. The findings show that understanding conflict also equips management with strategies and techniques to manage conflict effectively. This study offers valuable insights into the lived conflict experiences and perceptions of librarians and sheds much light on the role of conflict management in these environments. This study will contribute to the management of conflict in information services in university libraries and will be an innovative application of conflict theory to the library discipline.

The chapter also looked into mentoring and mentoring strategies. Chapter three looked into detail on the training evaluation strategies and what training evaluation entails. It looked at the different approaches that can be used in evaluating training in an organisation. Chapter four provides proposals for the approaches and strategies to improve the implementation of the Education, Training and Development Policy of the Eastern Cape Department of Health in the Cacadu District. The chapter will also provide an analysis of participants’ responses from the questionnaire. Chapter five will give a summary with concluding remarks and recommendations. A quantitative research method was used for the study and questionnaires were used as a research tool to collect data. The respondents were members of the school management teams (SMT) which comprised the principals, deputy principals, heads of departments, senior educators and educators. These are key role-players in the management and implementation of IQMS. The rationale was to obtain pertinent information which would address the research questions and objectives of the study. The primary objective of the study as outlined above was to evaluate the impact of IQMS implementation in the Queenstown district with specific reference to the Lukhanji Circuit, on the performance of the high schools selected. It was envisaged that the results of the study would contribute towards developing measures to ensure that IQMS implementation achieves the desired objectives. The research questions were: To what extent can IQMS implementation be used as a tool to measure and improve teaching and learning? What measures have been put in place by the district to support and build capacity of the educators to perform? What factors hinder the effective IQMS implementation? The key findings of the study reveal that IQMS as a tool to improve teaching and learning had the overwhelming support of the majority of the respondents. However, a reasonable percentage of the respondents were of the view that IQMS constituted an administrative burden to educators. There are educators who displayed a negative attitude towards the implementation of IQMS. The respondents also felt that the district office needs to provide more support for IQMS implementation so that its objectives can be fully realised. The study makes clear recommendations such as the de-linking of IQMS from salaries and pay progression, provision of more support by the district, to make IQMS more user-friendly to educators and additional budget and teacher training to enhance educators’ professional development.

This is exacerbated by the power of word-of-mouth on social media as well as the presence of digital natives who are increasingly visual in their nderstanding and are immersed in their lives online. This has given rise to the use of visual storytelling as a corporate communication strategy as brands are using it to connect, transmit and receive messages from their audiences. This study examines the ways in which South African brands are making use of visual storytelling on social media and aims to determine the extent to which the use of visual storytelling promotes brand-audience engagement. The study is based on the philosophical assumptions of the Visual Rhetoric framework, which is concerned with the symbolic processes by which images perform communication. The hermeneutic – interpretive research method design is applied to justify knowledge produced by this study. A content analysis of six social media pages was conducted, looking at the visual content posted as well as interpretation of comments and interactions by fans of the selected brand pages. Overall, South African brands make use of visual storytelling to promote brand-audience engagement but they are not utilising the communication strategy to its fullest extent.

- Description: The aim of this study was to conduct a comparative analysis of the low voter turnout of the 2006 and 2011 municipal elections in Lukhanji Municipality. The study came as a result of the researcher’s observations of the low voter turnout during the 2011 municipal elections across the country. Upon further investigation, it was discovered that the previous municipal election of 2006 also experienced low voter turnout. However, this was not the case with national and provincial elections, because since the first election that took place in 1994, voter turnout has been high. Lukhanji Municipality, which is the area of residence for the researcher, was no different from the rest of South Africa, when it comes to low voter turnout for the municipal elections and high voter turnout for national and provincial elections. It was noted that there has never been a detailed research study conducted in Lukhanji Municipality regarding the subject in question, and also that there is a limited amount of literature that seeks to investigate voter turnout in local elections in South Africa. The large amount of available literature focuses on voter turnout during national and provincial elections in established democracies. The literature review extensively explored the determinants of voter turnout in all levels of elections. From those tested elsewhere, it was evident that no single factor can be the cause of low voting during an election, therefore it was fundamental to investigate the causes of low voter turnout of the municipal elections with special focus on Lukhanji Municipality. It became evident from the study, that indeed various factors may have led to low voter turnout during 2006 and 2011 municipal elections in Lukhanji Municipality.

This challenges school leaders to ensure that their practice is in line with the democratic and inclusive values espoused therein. This thesis is an account of my journey of learning about educational leadership and how I attempted to influence transformation at my own school. The development of my living theory of educational management is grounded in my desire to make a positive change to the quality of teaching and learning at my school, by embodying and exemplifying such values in my leadership. My learning as an educational leader comprises my living theory on improving my educational leadership within a socially challenged context. I explain the context and problems experienced at my school and provide evidence of the need to move from the hierarchic, autocratic form of leadership, still prevailing at many South African schools. I adopted the theoretical framework of servant leadership to enable me to develop a more contextually sensitive and visionary style of leadership through critical reflection on my own practice. My stimulus for this journey of learning stemmed from the perceived contradiction between my espoused beliefs about leadership and my actual practice. My own autocratic leadership style was one of the main barriers that prevented teachers from attaining autonomy and taking on leadership roles within the school. My leadership style was more in alignment with the values of accountability, discipline and efficiency than those of care, trust and the development of the potential of others. This interrogation of my ontological values informed my subsequent interventions to improve my practice. Following an action research design, I investigated the quality of my leadership to determine which areas I needed to improve, took action to improve these and evaluated the change against the values inherent in the notion of servant-leadership. I embarked on a journey that helped me to shift my practice from being based on previously held authoritarian professional values towards values that underpin a more transformational leadership, such as care and trust. My journey of learning was guided by the tenets of self-study action research, which required critical self-reflection and holding myself accountable for my own actions The practical knowledge I gained through this self-reflection on my practice enabled me to make professional judgements, which then became conceptual knowledge in the form of a living theory generated by my research. This was made possible through a continuous process of data generation to extract evidence to test the validity of the claims to knowledge I made. Multiple sources of data (written, graphic and multimedia) were used to better understand the scope of happenings throughout the research and to monitor my practice over time. I explain how I used my improved understanding of leadership to promote collegiality for building quality relationships to promote teacher leadership for school improvement and how I subjected these claims to social and personal validation procedures. The significance of this study is that it contributes to new forms of practice and theory in terms of showing how a values-based approach to school leadership can influence positive change in teacher practice. While this study is a narrative of my practice, it is also a narrative of theorising about how my colleagues and I have come to know and how our thinking has changed about our work and ourselves. Although I had to indicate a cut-off point in this action research enquiry, the knowledge gained will continue to develop and influence my practice in the future and hopefully will be judged as useful by others in positions of leadership. The thesis is thus an original contribution to educational knowledge in the field of self-study action research. It demonstrates how sociohistorical and sociocultural insights from Apartheid to Post-Apartheid South Africa can be integrated within a living theory of transformational leadership.

Helenvale and its surrounding areas plays an integral part of the Nelson Mandela Bay Municipality as the economic-hub of the Eastern Cape Province. But its gang problem has evolved over decades of socio-economic difficulties and struggle for a better life in the predominantly Coloured community. In order for this problem to be overcome a more strategically focused intervention strategy is required by local, provincial, and national authorities. This research study evaluates the gang intervention strategies in the Helenvale area and seeks to provide a primary research base from which key policies and strategies could be developed to address this challenge in an effort to bring about peace and stability in this community and other affected areas within close proximity of the area of study. At the heart of providing possible solutions to practices of gangsterism amongst mostly the youth, should be a well-coordinated intergovernmental high impact intervention strategy in partnership with NGO’s, civil society and other sectors of the community. Further solutions are the investment by authorities in rehabilitation centres, with skills development and job-creation opportunities as a key exit strategy for those involved in gangs. Acknowledgement that the enhancement and development of mediation skills of community based structures through the sharing of critical conflict theory and mediation practices, could make a substantial contribution to greater peace and stability in our communities.
