Implications of the protection of state information bill on government accountability: a critical analysis of governance in post-apartheid South Africa

- Description: The study explores the following research questions; the nature of State access to and restriction of information during the apartheid era, the tenets of democratic leadership and good governance in the new dispensation in South Africa and the possible consequences of the Bill in its present form on democratic principles of accountability and transparency in South Africa. In terms of the methodology, the study critically analysed some sections of the Protection of State Information Bill-B6-2010 in relation to the principles of accountability and transparency in a democratic South Africa in accordance to the Bill of Rights enshrined in the Constitution section 32. The study recommends that government could include “public interest clause to the current Bill. This is to ensure that the public are able to play their Constitutional role, in which they are able to hold government accountable for the decisions taken and also help foster a system of government that is accountable, transparent, open, efficient and responsive to the Constitutional needs of the public. In addition, the study also recommends that government should consider the reduction of the period within which information may be declassified. It suggests that it should be reduced from 20 to 10 years in order to ensure that democratic government provides its citizens with information that is timely in making an informed decision in relation to governance. The study further recommends that the appeal process for information before the court of law should be done by an independent judge. This is to ensure that the court of law performs its duties without interference from government representatives and that it carries out its duties in a fair manner as envisaged or enshrined in section 34 of the Constitution in the Bill of Rights. The study further recommends that government should ensure that the current information Bill in the new dispensation should hold the elected delegates appointed by the Head of State accountable. As a whole, the revenue collection and allocation challenge of the NDLAMBE Local Municipality, given the current scenario of flows, is a reason for concern. Due to historical and political factors, local governments in South Africa differ substantially in terms of potential revenue base, but it may be that in many cases potential revenue is not exploited and that the high level of dependency on grants, high level of bad debts and lack of political will to be more self-reliant is the result of poor revenue in NDLAMBE Local Municipality.

- Description: This is an exploratory research that is aimed at assessing the role of e-governance tools and initiatives on how they can be support systems for service delivery in the public service sector. The rationale of this research came as a response to the ever increasing and recurring service delivery protests that are underpinning the Government of South Africa. Hence the inception of electronic-governance (e-governance) comes at the right time with the aim of mordernising and reforming the public sector for efficient and effective service delivery. E-governance is about transforming governance to be more citizens centered and thus technology is the tool in this effort which can enable change in how the government works and how public officials interact with the public at stake. Cloete (2012:128) asserts that e-governance is the future of public governance and public service delivery globally. Thus governments that do not make the transition from paper-based systems of public administration to electronic platforms of public service delivery may swiftly undermine their chances of developing their societies as 21st century information societies. This research however does not imply that e-governance will be a miraculous panacea to poor service provision in South Africa, but it implies that its role in the public service sector can be as a support system for efficiency and effectiveness in service delivery. This is coupled by the research findings which are espoused on through a secondary data approach and thematically analysed to assess the role of e-governance as a support system on service delivery in the public service sector. Thus from the literature it is remarkable to acknowledge that the South African public service sector has successfully established and implemented a significant number of e-governance initiatives from 1994 to present day. Simultaneously to reveal how e-governance can be a support system for the public service, it is not one-dimensional, it is however multidimensional and thereby cutting across the entire field of public administration inter alia the public service sector. The already initiated e-governance tools in South Africa also range from national, provincial and municipal level thereby clearly revealing how e-governance can also be a support system to cooperative governance and intergovernmental relations inter alia. The study used a qualitative research design that involves a systematic review of documents. Data was collected through the review and analysis of available existing documents. Data analysis included using the documentary analysis derived from the journals, and books as well as reviewing the various data analysis done in relation to an assessment of the implementation of SMME strategy: A Case of Amathole District Municipality. Findings from previous literature revealed that there are constraints faced by the Amathole District Municipality (ADM) Local Economic Development (LED) Managers in implementing SMME strategy. The study confirmed some of the operational challenges were due to incompetency among the municipal managers, and lack of clear understanding of the implementation of SMME strategy used to support grow and development of SMME in the Amathole District. This study provides effective solutions to the identified challenges and impact as well as strategies to be adopted in order to alleviate poverty and provide job opportunities to the local communities. The implications of the findings are that unless the barriers named above are resolved, poverty and unemployment will continues escalating, communities will continue receiving and experiencing poor service delivery in the ADM and thus, would undoubtedly lead to poor economic growth and development. Management of the municipality must ensure that qualified ADM Managers are permanently employed and allowed to partake in the implementation of SMME strategy and community participation should be well encouraged as well as embarking on effective implementation of SMME strategy that would create an enabling and conducive environment for the small firm enterprises.

- Description: If one’s health is a state of wellbeing then the role of social development is key in the implementation of the Integrated School Health Programme (ISHP) as it includes treatment and prevention of psychosocial dysfunction. The purpose of the study was to explore the role of the Department of Social Development (DSD) within the ISHP in Buffalo City Municipality. DSD services are complex hence the need active collaboration to ensure delivery of multi-sectoral services. Covid-19 evidently shows the link between physical, emotional and academic success (OECD, 2020). The trauma and challenges faced by learners’ manifests through behavioral problems that social workers and counsellors can address more effectively. Social work practice aims to treat and prevent psychosocial dysfunction, thus social workers remain integral in addressing social determinants of health. The challenges in the implementation of ISHP began at policy development, moreover they were exacerbated by poor coordination and management of the ISHP. The legislative framework however affords learners the right to protective care and support. The role of social development is not limited to transportation but has been captured through psychosocial support. The study suitably employed a qualitative research design to examine how the participants make sense of the Integrated School Health Programme and to provide a comprehensive description of the complex role of the DSD in the provision of psychosocial support. 15 participants from DOH, DoE and DSD were interviewed to capture the perspective of all three (3) departments. The findings indicated how the development of the policy impacts implementation. The DSD is participating in the implementation of ISHP, however the failure of the policy to capture the role of the DSD, hinders the DSD from full participation. The study also found a lack of resourcesto support implementation and often struggle to get learners but implementation varies. Conclusively, the study recommends the need for the departments to develop a Memorandum of Understanding, Terms of reference as well as Integrated Implementation plans in an effort to support and close the gaps identified in the policy. Collaboration was found to be an effective strategy to enhance resource mobilization. - Description: There is relatively limited research based on trait anxiety, job insecurity and intention to quit and the relationship thereof. Job insecurity and anxiety are all reported in this study and in literature to have negative mental, emotional and even physical health hazards. The general objective of this study was to determine the moderating effect of trait anxiety on the relationship between job insecurity and intentions to quit. This study was solely quantitative in nature. The sample consisted of 122 municipality employees. The results emanating from the research indicate that there is a statistically significant relationship between Trait anxiety, Job insecurity, and intention to quit among the sample of employees selected to participate in the research, which negatively influences job satisfaction, organisational commitment, job involvement and trust. The study also concluded that trait anxiety was a significant moderator to the relationship between job insecurity and employees’ intention to quit. However, adding job insecurity to trait anxiety did not significantly add unique variance in predicting intention to quit. Thus, adding job insecurity to trait anxiety as an additional predictor on intention to quit, results in a nonsignificant increase in the amount of variation. The findings will aid human resource officers, managers and practitioners who work with the objective of attracting, recruiting and retaining the best staff, the study recommends these stakeholders to continuously review the factors and aspects of the job that may invite the feeling of insecurity on the part of employees.

- Description: The purpose of this study was to investigate the relationship between the concept of clean audit reports in relation to service delivery. The study was conducted in the Amathole District Municipality in the Eastern Cape Province and centred on the audit outcome of the municipality for the 2013/2014 financial year. A qualitative research design was adopted in order to conduct the study and the data was collected through the conducting of semi-structured interviews. The research sample comprised officers who were employed by the Amathole District Municipality and one manager from the office of the Auditor-General. The key findings of the study revealed that, at present, the concept of a clean audit outcome is used by municipal officers to imply that the performance of an organisation is to be assessed mainly on the basis of evidence which is provided by financial indicators, to the exclusion of non-financial benchmarks. This assumption tends to encourage municipal officers to strive towards impressing auditors, rather than serving their communities through the providing of adequate service delivery. Adopting this approach would minimise incidences of municipalities receiving clean audit outcomes while the members of the communities which they serve take to the streets to express their anger and frustration as a result of poor service delivery.

- Description: The purpose of this study was to investigate the relationship between the concept of clean audit reports in relation to service delivery. The study was conducted in the Amathole District Municipality in the Eastern Cape Province and centred on the audit outcome of the municipality for the 2013/2014 financial year. A qualitative research design was adopted in order to conduct the study and the data was collected through the conducting of semi-structured interviews. The research sample comprised officers who were employed by the Amathole District Municipality and one manager from the office of the Auditor-General. The key findings of the study revealed that, at present, the concept of a clean audit outcome is used by municipal officers to imply that the performance of an organisation is to be assessed mainly on the basis of evidence which is provided by financial indicators, to the exclusion of non-financial benchmarks. This assumption tends to encourage municipal officers to strive towards impressing auditors, rather than serving their communities through the providing of adequate service delivery. The latter section is usually invoked when everything else has failed by way of the continuous support provided by section 154. The study examined critical aspects on the implementation of the two instruments by DLGTA, particularly at Sundays River Valley Local Municipality. It looked at the challenges that necessitate the provincial government to intervene in dysfunctional municipalities as well as at implementation challenges. It also looked at the impact of the provincial intervention and checked on the section that is likely to make an impact between the two. In so doing, the municipal functionaries; Mayor/Speaker, Section 56 Managers, departmental officials of DLGTA and stakeholders representing citizens of Sundays River Valley were interviewed. The results of the study reflect challenges in the implementation of the two instruments by the DLGTA and it would be advisable for the DLGTA to consider the findings and recommendations in an attempt to contribute in overcoming the section 139 challenges.

On the other hand, these subsoil capital assets can be a ‘curse’ and lead to poverty, conflicts amongst interest groups, elite capture, corruption and economic stagnation if they are not properly managed. Good governance of mineral resources seeks to ensure that the harnessing of mineral resources benefits the economy, enhances the quality of life and reduces poverty amongst citizens. The mining sector of Zimbabwe has risen to be the key economic sector in terms of its contribution to the GDP, FDI, fiscal revenue, exports and employment creation, particularly after the discovery of diamonds and more gold deposits in the country. However, in spite of the growth of the mining sector and its elevation to the mainstay of the economy, glaring dire socioeconomic conditions in terms of unemployment and high poverty levels, poor health, education and household incomes, leads one to question the way the country’s opulent mineral resources are being governed. The study used a mixed methods approach, through use of primary data (quantitative and qualitative data) and secondary data (archival data) as the basis for the collection as well as analysis of data. Complementarity of the research methods was achieved through use of data from household survey with 160 households in Mhondoro-Ngezi, Chegutu, Kwekwe and Shurugwi and in-depth interviews with officials of government ministries; of Finance and Economic Development, Health and Childcare, Primary and viii Secondary Education, local councillors, CSOs; ZELA and ZIMCODD, Traditional chiefs and ZASMC. The study established that mining growth is contributing somewhat to socio-economic development through employment creation, corporate social responsibility, CSOTs, ESPOs, taxation and royalties, but broad-based development has not taken place in the four districts. The study proposes a holistic mineral resources governance and socioeconomic development framework. The study recommends the Repeal of MMA and gazetting of a more comprehensive legal framework, implementation of constitutional provisions on transparency, accountability and stakeholder inclusion, adoption of free online tools for mineral processes disclosure, consolidation of the mining fiscal regime and so on.

These agencies perform their tasks based on the evaluative factors of pricing, demographics, reach, psychographics and other factors relevant to the clients’ target market which are all enabled by technology. MPAs utilise industry specific Information Systems (IS) tools in their business processes. McKnight (2005) contends that trust in IS tools directly impacts on the willingness of a user to depend on such IS tools for accomplishing their goals. The research problem exists due to the fact that the current level of trust in these IS tools employed within MPAs in Nigeria is very low (Egbonwon, 2012). This distrust has led to the non-optimisation of the available tools. Empirical findings reveal that most of the personnel in these agencies prefer to actualise their processes manually, or at best with the limited aid of Microsoft Office tools such as Excel and Word (Akharume, 2012). Thus the research problem investigated trust-enhancing mechanisms for IS tools in MPAs to improve efficient and effective use. The study conducted an in-depth critique of the role of trust in maximizing IS tools to improve efficiency and effectiveness within Nigerian Small and Medium Enterprises (SMEs). This was done through a literature review and questionnaire. The output of the research process is the proposition of a model for enhancing trust in IS tools within MPAs. The study proposed that the enhancement of trust in IS tools will lead to optimal use of these tools, thus leading to efficiency and effectiveness in the operations of Nigerian MPAs. The model was developed by following Hevner, March, Park and Ram’s (2004) Design Science research guidelines and validated through an expert review process. The outcome of the expert review was used to further refine the model and thereafter conclude the study. Despite the opening up to the global world, developing countries such as the SADC continue to face exclusive and unstable economic growth, massive income disparity, and poverty. Considering the previous empirical work, many controversies are related to methodologies and measurement issues. The study attempted to examine the impact of trade openness on economic growth of the SADC countries as well as its effect on income inequality and poverty reduction from 1980 to 2019. The study builds on existing studies in the region that have mainly analysed this kind of relationship, assuming that it is only TO and economic growth (EGR) that matters. The study sought to address three analytical objectives. The first objective focused on examining the effects of trade openness on economic growth in the SADC countries. In addressing this objective, the Pooled Mean Group (PMG) was utilised, given the nature of the relationship between the variables of interest. The empirical results revealed that all measures of trade openness (real trade openness, economic globalisation, exports and imports of goods and services) used in the study have a positive effect on economic growth in SADC countries. This implies that the foreign factors account for a share of SADC's economic growth. The PMG indicates that the mediating variables of all measures of trade openness with human capital development have a positive effect on economic growth. This implies that the beneficial impact of the said measures of trade openness, are more effective when investment in human capital increases. The second objective focused on analysing trade openness's direct and indirect impact on income inequality using the PMG model again. The empirical results indicate that trade openness via exports has a negative effect on income inequality. In contrast, real trade openness and imports positively affect income inequality. This implies that the exports of goods and services in SADC are drivers of income inequality reduction while real trade openness and imports worsen it. Therefore, the SADC countries must be wary of real trade openness and import policies addressing income inequality. As for the interaction effects, the empirical results indicate that greater openness via real trade openness, economic globalisation, exports and imports reduce income inequality when economic growth increases and when the financial sector is more developed. The final analytical objective focused on analysing the effects of TO on poverty in the SADC region. The PMG model was utilised for trade openness-non-income poverty (NPOV) relationship. However, because there is a scarcity of income-poverty (IPOV) data, the time dimensions for the income poverty-trade openness model are smaller than the cross sections. Therefore, the current study employed the system generalised method of moments (SGMM) estimation technique which is a more effective and efficient estimation technique for controlling for endogeneity when the time dimension is smaller than the cross sections. The findings indicate that real trade openness has a positive effect on NPOV, whereas economic globalisation, exports, and imports negatively affect NPOV. This implies that real trade openness increases poverty reduction while economic globalisation, exports and imports exacerbate non-income poverty in SADC countries. On testing whether trade openness- NPOV relationship changes with economic growth, income inequality, human capital development, financial development and institutional quality, the complementary variable with EGR is positive and significant for real trade openness and exports, implying that real trade openness and exports reduce NPOV when economic growth increases. The SGMM indicates that only economic globalisation and imports have negative impact on income poverty in SADC countries. This implies that economic globalisation and imports are determinants of income poverty reduction in the SADC countries. On testing whether trade openness- NPOV relationship changes with economic growth, income inequality, human capital development, financial development and institutional quality, the complementary variable with EGR is positive and significant for real trade openness and exports, implying that real trade openness and exports reduce NPOV when economic growth increases. The SGMM indicates that only economic globalisation and imports have negative impact on income poverty in SADC countries. This implies that economic globalisation and imports are determinants of income poverty reduction in the SADC countries. This study conclusively establishes the relationship between financial crises and the South African bank lending activities. The study recommends that given the indebtedness of South Africa relative to GDP growth, to avoid credit downgrades and disinvestment in the long run, government should focus on improving GDP growth rather than debt; and should establish a policy framework that centralises operational transactions in order to reduce the effect of crises on real output.

All these problems are attributed to lack of accountability, transparency and participation in the manner public institutions and officials are operating. Thus, one can argue that good governance in the public sector is a key to improve service delivery because these protests “reflect very little opportunity for community participation and poor governance”. This in turn means, the crisis in service delivery is a crisis in transparency, participation and accountability because these three are narrowly inter-related as participation and transparency are a precondition for real accountability. The primary focus of this study is on accountability which is the outcome of a combination of transparency and public participation. The prevailing characteristics of governance in BCMM lack robust public participation and transparent which collaborates and empowers citizens by involving them in all the processes as indicated by missing links. The inescapable conclusion is that if good governance is to be achieved in BCMM according to its vision, public participation in service delivery, implementation, monitoring, evaluation in a transparent way and accountability has to be done like in the case of Brazil and India who have both found formidable ways of fostering accountability and improved service delivery. This study used a descriptive research design and a mixed methods approach.

Therefore, it is important to rethink their roles as they require a full range of interactions which can now be facilitated by the use of digital potentials (Adams, 2013). The study explored the councilors’ undertakings to understand the current situation and if they embrace the new forms of digital governance. Also, the researcher reviewed the laws and policies guiding the councilors in their undertakings and if they accommodated the digital era requirements. Moreover, the researcher examined the capacity of councilors and the challenges they face in their undertakings. The study employed a qualitative approach, whereby semistructured interviews, observation and documentary review were used to collect data. The findings revealed that councils’ practices and processes continue to be outside the digital age. One of the major factors was a dearth of limited practical experiences to upkeep the digital governance opportunities and tailor their decisions accordingly. Regarding legislatives, the findings showed that there was evidence of formulation of new legislatives including the current ICT policy (2016) that respond to the digital governance. Yet, it was indicated that the digital legislatives were not well captured by the individual councilors, while the enforcement mechanisms were still at its infancy. Also, councils could not provide a clear digital platform framework. The capacity of councilors was found to be insufficient, they were not well equipped in terms of facilities, skills and digital technicalities. Generally, lack of political readiness, spirit of fear and poor digital infrastructure were major challenges. A structured validated questionnaire was used to collect data from the respondents. Six hypotheses were stated and tested in the study towards propounding a model, using Pearson Correlation Analysis, Multiple Regression Analysis and Structural Equation Modelling. The results show that there is a weak positive relationship between occupational stress and organisational citizenship behaviour, r = 0.070, p<0.01; there is a significant positive relationship between psychological capital and organisational citizenship behaviour, r = 0.588, p<0.01; there is a significant positive relationship between emotional intelligence and organisational citizenship behaviour, r = 0.473, p<0.01; psychological capital is a significant moderator of the relationship between occupational stress and organisational citizenship behaviour, F (2,1529) = 8.514; R2= 0.011; p <.05; emotional intelligence is a significant moderator of the relationship between occupational stress and organisational citizenship behaviour, F (2,1529) = 5.945; R2= 0.008; p <.05; psychological capital and emotional intelligence are significant joint moderators of the relationship between occupational stress and organisational citizenship behaviour, F (1,1530) = 221.240; R2= 0.186; p <.05; psychological capital has a direct and significant positive effect on organisational citizenship behaviour, R= 0.657, p<.001; emotional intelligence has a direct and significant positive effect on organisational citizenship behaviour, R= 0.183, p<.001; psychological capital has a direct and significant positive effect on occupational stress, R= 0.100, p<.001; emotional intelligence has a direct and significant positive effect on psychological capital, R= 0.547, p<.001. The proposed model was, therefore, empirically confirmed. The researcher recommends that the empirical model of effective management of occupational stress and organisational citizenship behaviour, which has been propounded in the study, should be adopted and applied by teachers, lecturers, seminar facilitators, workshop trainers, supervisors and managers during their coaching or training sessions.

Data analysis was done by means of the Spearman Rank Order Correlation Coefficient and Multiple Regression Model using the Statistical Package for Social Sciences (SPSS) version 25. The findings revealed a positive and significant relationship between OJ and OCB. More specifically, OJ was revealed be significantly positively associated with the measures of OCB (courtesy, altruism, civic virtue, conscientiousness, and sportsmanship) at the University of Fort Hare. Therefore, to improve work performance it is imperative that the university should continuously ensure and promote: fairness in their decisions relating (distributive justice); fairness of the methods, mechanisms, processes, and procedures used to determine the decisions or outcomes (procedural justice); as well as fairness in the quality of the interpersonal treatment employees receive within the work environment (interactional justice). This is particularly so, because when employees perceives that there is emphasis on justice or fairness (procedural justice, distributive justice, and interactional justice) within the organisation, they may reciprocate this gesture by displaying desirable discretionary work related behaviours. Users’ perception of a technology’s characteristics influences their initial decision to adopt it; they are less likely to try the technology once they perceive significant risk linked to the technology exploration. The study focused on trust in relation to adoption of mobile applications (apps) for self-management of diabetic treatment regimens. The aim was to identify factors that should be incorporated in these apps to positively influence user perception of trustworthiness for enhanced adoption. According to extant literature, there are a myriad of apps which are available and ready for use, but diabetic patients are not maximising these opportunities to actively participate in managing their conditions. This is in spite of the numerous benefits accruable from using these apps to aid treatment regimens away from clinical settings or with minimal involvement of health personnel. This work is a qualitative study that investigated the reasons behind the low levels of trust in mobile applications for self-management of diabetes. The research design involved a survey and the study employed interviews for primary data collection. Twenty participants were engaged in the intervention. Some of these respondents were diabetic patients on treatment and others were health staff specialising in diabetes treatment. The participants were asked to download and try, for one month or more, the Diabetes:M app from Google play store for android devices or from iTunes for IOS devices. Thereafter, interviews were held with the participants to investigate their perceptions of the diabetes management app. Based on the outcome of the investigation, the researcher put forward a model proposing the attributes of trustworthiness of diabetes self-management mobile apps for enhanced adoption. Research findings showed that the apps for diabetes self-management should be usable, possess sufficient functionalities, give accurate information for decision-making, be reliable, and secure in order to enhance the trust of diabetic patients.

- Description: In this research study an investigation was launched into the monitoring and evaluation system that the government introduced to monitor and evaluate the performance information produced by the Provincial Government Departments on the implementation of their annual performance plans. The Government Departments obtain budget approval from the Legislature and submit their three-year performance plans with their budgets. The government realized that service delivery was not improving against the back drop of annually increasing the budgets. The monitoring and evaluation system was introduced to assist the Government Departments with the implementation of their annual performance plans. Monitoring and evaluation serves as a control measure and deviations can be detected from the planned outputs of the Government Departments. Corrective measures must be instituted that will have the effect that the Government Departments meet the targets set in the indicators as approved in the annual performance plans. A literature review was conducted on monitoring and evaluation regarding the ideal manner in which it should be performed. The South African Government introduced a number of discussion documents from the Presidency and National Treasury on monitoring and evaluation. Several authors raised their views on the matter and it was captured in the research study. The methodology followed was based on the Systems Theory and a questionnaire was prepared and circulated amongst Political Office Bearers and Chief Officials in the Provincial Government Departments in the Eastern Cape on the issues that was researched. Interviews were conducted with selected participants to gain clarity on specific issues related to the questionnaire. The official annual report issued by the Auditor General to the Provincial Legislature served as official document in the research study. The data collected from the questionnaire, interviews and official documentation was analyzed and graphs were drawn and deductions were made from the results. Findings and recommendations were made from the data collected and a summary was compiled of the issues raised in the research study.

- Description: In this research study an investigation was launched into the monitoring and evaluation system that the government introduced to monitor and evaluate the performance information produced by the Provincial Government Departments on the implementation of their annual performance plans. The Government Departments obtain budget approval from the Legislature and submit their three-year performance plans with their budgets. The government realized that service delivery was not improving against the back drop of annually increasing the budgets. The monitoring and evaluation system was introduced to assist the Government Departments with the implementation of their annual performance plans. Monitoring and evaluation serves as a control measure and deviations can be detected from the planned outputs of the Government Departments. Corrective measures must be instituted that will have the effect that the Government Departments meet the targets set in the indicators as approved in the annual performance plans. A literature review was conducted on monitoring and evaluation regarding the ideal manner in which it should be performed. The South African Government introduced a number of discussion documents from the Presidency and National Treasury on monitoring and evaluation. Several authors raised their views on the matter and it was captured in the research study. The impact of oil price volatility on unemployment: a case study of South Africa

- Description: This study analyses and investigates the impact of crude oil price vitality on unemployment in South Africa. This is done by firstly surveying theoretical and empirical literature on the crude oil price-unemployment relationship before relating it to South Africa. Secondly, crude oil and unemployment trends with their causes are overviewed. The study employs a Johansen co-integration technique based on VAR to model unemployment against crude oil prices, real effective exchange rate, real interest rates and real gross domestic product. Using quarterly data for the period 1990-2010, econometric results show that crude oil prices are positively related to unemployment in the long run while the opposite is true in the short run. Parameter estimates and variables are statistically significant; hence there are also policy recommendations which are related to both empirical and theoretical literature. Lastly, impulse response functions show that unemployment returns to equilibrium in the long run when crude oil price changes whereas real interest rates followed by crude oil prices explain most of unemployment changes compared to other variables in the long run.
