Thus, these enterprises have a significant role in to play in helping the country to eliminate poverty and unemployment. In order for these businesses to continue to grow and stay abreast with the changing business landscape, these businesses need to adopt some or other form of technology. One such technology is cloud computing, which is at times referred to as external hosting. Cloud computing is a type of technology that allows any business to operate as if it had a team of dedicated professional information technology (IT) personnel continually checking and monitoring its IT systems. As a result, cloud computing often allows a business to save on costs, improve communication with clients and speed up the transfer of information across the business. Thus, as SMEs often have small or non-existent IT departments, cloud computing offers these business an opportunity to compete with larger corporations without having to compromise on the quality of their service. However, in spite of these benefits, cloud computing still remains something of a novelty to many small businesses that operate in Nelson Mandela Metropole, as these businesses tend to either adopt a small portion of the technology or not to adopt the technology at all. The reasons for not significantly investing in the technology are usually far ranging but are often linked to these businesses not understanding how the service can be best used to help their business to grow. This study includes a description of a strategy that SMEs can follow when adopting cloud computing services as part of their business models. In addition to this, this study includes a discussion on the various benefits and disadvantages that await SMEs that make the decision to invest in the service.

- Description: IT Service Management (ITSM) refers to a set of activities that an organisation can perform to develop, supply, operate, manage and improve information technology related services in order to meet the needs of the business. The interest in ITSM is based on the expectation that applying best practice ITSM processes will result in lower expenses, fewer incidents and improved customer satisfaction. Various standards, frameworks, methodologies and processes have evolved to support this move to a value-driven, service-orientated approach to managing an organisation’s information systems. Between 2007 and 2009, Higher Education Institutions (HEIs) in South Africa benefited from a national project to improve the quality of their IT services through training in ITIL, a best practice ITSM framework. An assessment at the time, however, found that the maturity levels of the ITIL processes implemented after the intervention remained low, and this observation is common in other industries as well. The implementation of industry best practice ITSM frameworks does not always proceed smoothly; they can be costly, have long implementation times, and can be seen as excessively complicated and suited mainly for large organisations. Therefore, it is often challenging for organisations such as HEIs to improve their ITSM process maturity levels. The aim of this study is to develop a strategy that may assist South African HEIs in taking steps to improve their IT Service Management maturity levels. This primary research objective is addressed through a number of secondary research objectives, namely, to understand the challenges that HEIs often encounter when implementing ITSM; to determine the ITSM implementation status at a number of South African HEIs; to determine the various elements and components required to formulate the ITSM strategy; to determine whether alternatives to ITIL are feasible options for HEIs in South Africa; and to validate the proposed strategy by verifying its quality, utility and efficacy. A comprehensive literature review provides information on various ITSM standards, frameworks and methodologies. It also investigates ITSM adoption and implementation by organisations in general, and HEIs in particular, and how modern practices such as DevOps, Agile and Lean relate to ITSM. Thereafter, an online survey is used to determine the status of ITSM maturity levels at South African HEIs, and whether alternatives to ITIL are being used. Expert interviews are used to obtain additional information on what is required to formulate the proposed strategy. The findings from the literature review, survey and expert interviews are used to develop a four-step strategy, which was evaluated for its quality, utility and efficacy through an online assessment by the same experts. This strategy can be considered a useful tool for Higher Education Institutions in South Africa if they wish to increase their levels of IT Service Management maturity. The findings of this study make a substantial contribution to the field of ITSM research at South African Higher Education Institutions.

It investigates the sustainability of the ICT services within a rural environments, the income profile and affordability of different members of the community and the strategy formulation model. The study’s main focus is on creating a strategy to be used as a guideline for the successful development and implementation of sustainable ICT development in deep rural environments and on defining ICT Sustainability. Furthermore, the different ICT users are profiled based on affordability and access to services, and deep rural environments are also defined. Moreover, the study describes the complete composition of sustainable ICT. It discusses design science research methodology and the reasons why the method is used is motivated and advanced. The study also outlines various research paradigms and philosophies and a number of research strategies are also discussed. The literature review focuses on various policies and frameworks which have been formulated to advance the universal access of ICT services by rural communities. It also outlines some of the ICT initiatives which have failed and the reasons for the failures and what will be corrected for similar mistakes not to be repeated. The study discusses the concepts of a strategy framework that outlines the theoretical foundation of the strategy formulation model, strategy implementation and control. It also discusses the diagnostics and outlines the various strategy guiding polices. The strategy is validated, expert reviews are solicited and the strategy is revised and finalised.

Disaster recovery planning for the City of Johannesburg is crucial and urgent, as it will ensure that the organisation is able to recover the core business functionality of its software, data, and systems after the occurrence of a natural or man-made disaster. Municipalities should have adequate recovery strategies in place in case of disasters. Planning for recovery from a disaster is quickly becoming recognized as a necessity, however organisational leaders are not putting recovery strategies as a priority and thus result in challenges when implementing the recovery processes i.e. Lack of resources, overlooking risk management, lack of leadership commitment to continuity processes and lack of understanding the concept of DRP and BCP. Disruption can happen when not anticipated, It is impossible to foresee what may hit an organisation. It is thus necessary and compulsory for organisation to plan for disasters most especially with ever-increasing dependence of business processes on technology services. The purpose of this research was to assess the adequacy of the Disaster recovery plan at the City of Johannesburg (Road sector) and to develop a strategy to effectively manage the DRP. The research revealed that the DRP at the City of Johannesburg (Road sector) is not comprehensive and that there are other processes that are not effectively implemented. There is a lack of resources for implementing the DRP. The dedicated staff is not adequately technically skilled to implement the disaster recovery processes. This study has revealed that the challenges noted were common to other institutions. An adequate DRP is crucial; capacity management and seamless procurement processes are also crucial for the success of the disaster recovery processes. Theoretically, this research adds to the literature on disaster recovery management and highlights the challenges and complexities involved. Practically, the research provides several lessons and guiding principles that the organisation may consider around disaster recovery management.

- Description: The possible role and involvement of the Church in social development has reemerged as an important focus of contemporary academic and religious development discourse in South Africa. There are strong voices arguing for churches and other Faith-Based Organisations to be regarded as strategic in contributing to addressing the challenge of poverty as agents of social development. Yet, as church congregations multiply throughout South Africa, they appear to be less responsive to the challenge of poverty facing South African communities, contrary to the rich history of churches in the past. The need for churches to be involved in sustainable community-driven development initiatives to fight poverty in their local communities cannot be denied nor be met with just rhetoric and scholarly dissertations by theologians and academics. The vicious cycle of poverty in our communities must be eradicated as it represents a social injustice in terms of South Africa‘s Constitution and speaks to deep structural inequalities inherent in our society. Whilst researchers have made several proposals for churches to move from social welfare and relief, there appears to be little research with a clear practical strategy which congregations can implement to enhance their social service delivery role from social relief to sustainable community development. This has left a considerable gap which the current research sought to address. This study thus responds to the call by previous research for churches to implement strategies other than mere relief. Hence, this study contributes to the religious development discourse in South Africa, by developing a strategy to enhance Church-based social service delivery initiatives from social relief efforts which are not sustainable, to community development efforts which are sustainable and which will be consistent with the current social development policy context and contextually relevant to the socio-economic challenges of poverty and its consequences in South Africa. The study was conducted in two phases. During phase one, the main purpose was to gain a deeper understanding of the historical and current involvement of the Church in providing social services which address poverty in communities, to enhance understanding of the factors which influence the provision of social services by churches, as well as to understand participants views of how church-based social service delivery can be improved in order to fight poverty. For phase two, the goal was to develop a strategy to enhance church-based social service delivery from being social relief to being community development oriented. The following objectives guided the research process: To review selected and applicable literature to gain a deeper understanding of the historical and current involvement of the Church in the delivery of social services in order to fight poverty; To explore and describe the perceptions of church leaders and congregation members of the historical and current involvement of the Church in the delivery of social services in order to fight poverty; To explore and describe the factors which influence Church-based social service delivery in fighting poverty; To explore the views of church leaders and congregation members on how church-based social service delivery can be improved in their churches to inform the development of a strategy to enhance church-based social service delivery in fighting poverty. This study employed a qualitative research approach grounded in the interpretivist social science paradigm. The qualitative research approach necessitated an exploratory, descriptive and contextual method of inquiry. A descriptive case study method was also used, with the Methodist Church of Southern Africa selected as the main case of focus. The target population in this research comprised of Christian churches with a historical involvement in social service delivery in pre-apartheid South Africa. Purposeful sampling of 5 churches was undertaken, namely; Roman Catholic Church (RCC), Anglican Church (AC), Dutch Reformed Church (DRC), KwaSizabantu Mission (KSB) and Methodist Church of Southern Africa (MCSA). Data collection was conducted in two phases. Phase one comprised a literature review; Phase two comprised gathering empirical evidence by conducting face to face semi-structured interviews with clergy and from conducting one focus group interview with congregants. The information obtained from participants was transcribed, coded and analysed using content analysis and by a computer-assisted qualitative data analysis software (CAQDAS), namely ATLAS.ti. Findings revealed a marked difference between the historical and current churchbased social service delivery suggestive of decline, accompanied by the lack of empowerment opportunities for current church leaders and congregation members in community development facilitation. Further evidence suggest the lack of cooperation between church leaders and congregation members; as well as the lack of sustainability of interventions owing to an absence of resources and the lack of capacity to create sustainable economic opportunities. Findings also revealed that church congregations are rich with people with various assets - skills, strengths, capabilities, passions, gifts, talents in various fields, which they can share with one another as congregations and communities. The discussion of findings reflected that historically, Church-based social service provision involved holistic intervention mechanisms, empowerment, collaborations and sustainability of interventions suggestive of second generation strategies of community development, while currently, Church-based social service provision involves mostly social relief and social welfare efforts suggestive of first generation strategies. The findings suggest a holistic strategy for ―reawakening the co-operativeness‖ of congregations to facilitate sustainable Church-based social service delivery towards fighting poverty in local communities. The strategy which was then developed and described with its sub-strategies, namely: Establishment of collaborative relationships Creation of empowerment opportunities Facilitation of holistic interventions The goal of the strategy is to guide church leaders and congregation members in facilitating sustainable Church-based social service programmes to fight poverty.

The findings have wider implications on the need to invest in neccessary infrustructure and future predictions on learner interests. The study demonstrates that shared success can be achieved if the local conditions are taken into context when developing a strategy to motivate instructor continued LMS usage. The study holds the practical implication that institutions can motivate instructors to continue with usage of LMSs to deliver quality output in their daily duties.

Presently ISP adherence is one of the key concerns that are faced by organisations. Employees are perceived as one of the reasons that there are security breaches within organisations; hence, it is of paramount importance that these security breaches are noticed, as well as technical matters. Most researchers have reasoned that non-adherence to ISP is one of the major challenges faced by organisations. The non-adherence to ISP will lead to potential information security threats and unauthorised access to information that might compromise municipal business operations. The Information Security Officer together with the help of management must educate employees regarding the value of IS and why it is crucial to adhere to these policies. The proposed strategy summarises the various concepts required in the promotion of awareness and adherence to an effective ISP. Ultimately, this research study concludes that if management continually trains employees, raising awareness about ISP and monitoring their adherence to ISP, this should increase the adherence level.

Compliance with the SCOA regulation means that the full municipal accountability cycle should accommodate all seven of the SCOA segments, from the budget through transacting and reporting at the transaction level, with all seven of the segments being embedded in the master data table of the municipal FMICS. While the change to technology and systems may be self-evident, the related business change should not be underestimated. This information technology (IT) driven organisational change across the whole municipal environment represents the research topic and key objective of this research study, namely, a strategy towards implementing standard data structures in municipal IT systems. The study followed a pragmatic philosophy using diagnostic reasoning based on an inductive approach, multiple action research methods and a descriptive case study to derive the proposed implementation strategy. The research subjects, which included 25 pilot municipalities, were studied for the duration of the pilot implementation of the strategy with the objective of identifying and utilising the lessons learnt from their experience to fast track the rollout of the strategy to non-pilot municipalities. The study was limited to the local government environment and to South Africa as a geographic area and involved an accidental sample aligned to the implementation project under investigation. The proposed implementation strategy was, however, of a generic nature and is therefore applicable to any other institution or environment engaged in a similar implementation project. The main contribution of the study is an implementation strategy for standard data structures in municipal financial information systems and which consists of seven diagnostics, 17 guiding policies and 48 coherent actions. The strategy was developed and refined during six cycles of data collection, which were conducted at 25 municipalities actively involved in implementing of the standard data structures. The secondary contributions of the research study include three conference papers and one submission to an academic journal.

Reviewed frameworks are not exhaustive in providing a framework that is suitable for countries with an apartheid history like South Africa, so, the main aim of this study has been, therefore, to develop a structural model for sustainable growth of the South African BPO sector. The research was two phased: Firstly, it interrogated existing theories and models on BPO growth to identify variables for BPO growth. The variables were identified as talent pool, infrastructure, accessibility, lower costs, and legislative framework. The relationships between variables were hypothesised. The reviewed literature discussed the global economy and traced the origins of outsourcing as rooted in the advent of Information Technology and computer-enabled production which enabled fragmented processes which could be in any part of the world. The literature showed that competition for markets, coupled with a glut of products on the market, forced creativity which resulted in companies seeking operations in low-cost locations. The first popular locations for BPO operations were India and the Philippines, with emerging locations, like South Africa, positioning themselves to tap into this global development. Secondly, a quantitative study was performed using a web-based questionnaire which was sent to a sample of BPO executives in the BPO value chain in South Africa to test relationships among between variables. The results of the study showed statistically significant relationships between talent pool, infrastructure, lower costs, accessibility and legislative framework with BPO growth, albeit with varying degrees of strength. Contrary to popular belief, lower costs are no longer the most important driver of BPO location choice. Accessibility and legislative framework have also been confirmed by data as variables affecting BPO growth. (1972) and Psychic dislocation in South African fiction of Wulf Sachs’s Black Hamlet (1936/1996). The dissertation plans to examine the specific effects of assimilation, alienation and psychic dislocation by examining them as central lines of argument in the respective texts. In Houseboy, the Catholic mission is depicted as being subordinate to the French Policy of Assimilation in colonial Cameroon. This dissertation examines how Oyono represents the manner in which the French catechists indoctrinated, dehumanized and made ‘other’ the colonized Cameroonian people. The relationship between colonial violence and trauma in Oyono’s text is also explored in relation to how the trauma of the colonized is expressed by them being the subject of and witnessing colonial violence at the hands of French Imperial agents. Oyono’s text was selected because it presents a counter-hegemonic portrayal of the French Policy of Assimilation and the Catholic mission’s complicity in this process. Why Are We So Blest? is analysed in terms of Armah’s depiction of the Modin’s relationship to a Western model of education, which is illustrative of his academic, racial and cultural alienation. The protagonist in Armah’s text can be seen as complicit in the history of colonial oppression due to his intellectual dependency on Western knowledge. Furthermore, this dissertation explores how the Modin is alienated by his relationships with his white academic superiors, who ‘other’, deny him agency, and infantilize him. Furthermore, the Algerian revolution functions as an expression of culture and the African intellectual, by being denied entry to it, is also alienated from the African masses. Armah’s text was selected because of its complex depiction of alienation. The literary analysis of Black Hamlet in this dissertation seeks to address the neglect of the fictional and imaginative aspects of the text in preceding studies. The representation of the psychic dislocation of John as a Shona nganga’s relationship to his ancestors is approached from a cultural and racial perspective in further examining his psychic dislocation in relation to the narrator. Furthermore, this dissertation investigates how Black Hamlet can be seen to suggest that psychic dislocation is tied to the hierarchal nature of colonial relations between John and the white narrator, and to John’s unreal experience of racialized South African and Zulu cultural place.

The purpose for investigating contaminants in this study for fish provides the public with information on the potential human health risks from the contaminated fish we consume. This study also investigated contaminants in estuarine fish and sediment, and is important to monitor as these components of ecosystems can indicate contamination in estuaries. Effective methods to determine contaminants in fish and sediment included the Direct Mercury Analyser 80 for mercury, Gas Chromatography for fatty acids and polychlorinated biphenyls and Inductively Coupled Plasma for aluminium, arsenic, cadmium, chromium, cobalt, copper, iron, lead, manganese, mercury, nickel, vanadium and zinc. Basic statistical tools, geochemical techniques, a bioaccumulation model and human health risk assessment tools provided by the United States Environmental Protection Agency were used to interpret the data. Ultimately consumption advice was developed from the risk assessment results and showed predatory fish such as swordfish and bluenose species are recommended to be avoided while yellow tail, red roman, mackerel, fish fingers and canned tuna are some of the fish that can be eaten 10-14 times per month that would not cause potential health risks. It was found that estuarine ambassid fish investigated in this study were not suitable for contaminant monitoring. There were no clear spatial and seasonal trends observed in the estuaries suggesting that ambassid fish efficiently assimilate contaminants. There was little evidence that contaminants were transferred from sediment to ambassid fish in the eThekwini estuaries. Therefore, their use is limited as a cost-effective estuarine contaminant monitoring tool. Each estuary investigated is unique and requires its own management plan.

- Description: The study investigated issues concerning procurement and administration in the Department of Health (DoH) in the Eastern Cape and has further investigated the role of the implementation of the Public Finance Management Act (PFMA), Act 1 of 1999 in the department. That included issues associated with the administration and procurement in relation to service providers from the private sector. The DoH in the Eastern Cape Province delivers:“ … a quality health service to the people of the Eastern Cape Province promoting a better life for all and ensures accessible, comprehensive, and integrated services in the province, emphasising the primary health care approach, as well as utilising and developing all resources to enable present and future generations to enjoy good health and quality of life” (Department of Health [DoH], Eastern Cape, Departmental Annual Performance Plan, 2013:3). Various researchers have investigated the implementation of the PFM Act 1 of 1999 and have identified gaps and made recommendations regarding the identified gaps. The study is based on the following reports from various authors: According to Pillay (2013), since 1994 every public sector department has lost approximately R385 billion to fraud, corruption and maladministration. Government employees have accepted kickbacks in exchange for rigging tenders, including focusing on high levels of corruption (Albert, 2011:1). The fraud and corruption in the Eastern Cape DoH, which involves nepotism, corruption and fraud amounting to a million rand in the audit report of 2013, have prompted calls by the opposition for interventions (PricewaterhouseCoopers [PWC], 2013:9). - Description: The study investigated issues concerning procurement and administration in the Department of Health (DoH) in the Eastern Cape and has further investigated the role of the implementation of the Public Finance Management Act (PFMA), Act 1 of 1999 in the department. That included issues associated with the administration and procurement in relation to service providers from the private sector. The DoH in the Eastern Cape Province delivers:“ … a quality health service to the people of the Eastern Cape Province promoting a better life for all and ensures accessible, comprehensive, and integrated services in the province, emphasising the primary health care approach, as well as utilising and developing all resources to enable present and future generations to enjoy good health and quality of life” (Department of Health [DoH], Eastern Cape, Departmental Annual Performance Plan, 2013:3). Various researchers have investigated the implementation of the PFM Act 1 of 1999 and have identified gaps and made recommendations regarding the identified gaps. The study is based on the following reports from various authors: According to Pillay (2013), since 1994 every public sector department has lost approximately R385 billion to fraud, corruption and maladministration. Government employees have accepted kickbacks in exchange for rigging tenders, including focusing on high levels of corruption (Albert, 2011:1). The fraud and corruption in the Eastern Cape DoH, which involves nepotism, corruption and fraud amounting to a million rand in the audit report of 2013, have prompted calls by the opposition for interventions (PricewaterhouseCoopers [PWC], 2013:9). A study on certain factors that may affect the economic viability of backgrounding beef weaner calves on pastures in the Southern Cape area of South Africa

- Description: The backgrounding of beef weaner calves from pastures has the potential to be developed as an intensive beef enterprise that can increase the income of smaller farms, given that these farms have the ability to produce good quality pastures. This study was conducted to verify the inputs that impact on the viability of pasture backgrounding systems in an attempt to provide beef producers with better information for decision making. The scientific research was conducted with the registered Kromme Rhee Bonsmara herd at the Kromme Rhee research farm of the Western Cape Department of Agriculture. The farm is situated at 18º50’E and 33º51’S in the Stellenbosch area and has an altitude of 177 m above sea level. The area is situated in the winter rainfall region of the Western Cape with an annual rainfall of 670 mm. The average summer temperature ranges between 15-35 ºC and winter temperature between 10-17 ºC. The aim of this study was to develop growth curves representing the growth of Bonsmara animals for use by beef producers in predicting future live weight of animals in a pasture backgrounding system. Dry matter (DM) intake was measured at various live weight stages in order to determine whether a prediction model could be established to represent the DM intake of growing Bonsmara cattle on pastures. Results were used as inputs to determine whether backgrounding on pastures was economically viable. Animals were weighed at monthly intervals. Weighings commenced from birth and continued for a period of 797 days, repeated with two production year groups. One group consisted of 18 heifers and 12 bulls that were weighed from birth till an average age of 759 days. The other group consisted of four heifers and seven bulls and was weighed from birth untill an average age of 892 days. Roughage supplementation was done with lucerne hay in periods of pasture shortfalls, while a protein and energy lick were supplied continuously. A feeding trial with 10 weaned heifers and 10 bull calves of the same year group was conducted to determine the average feed intake per individual animal over a thirteen-month period that commenced after weaning. Two groups of five Bonsmara bull calves and two groups of five Bonsmara heifers were grouped according to age and gender. The feed intake of the growing calves was recorded for different live weight categories. The animals received lucerne (Medicago sativa) hay on an ad lib basis, while a concentrate supplement was supplied at 2 kg per animal per day up until live weights of 350 kg for heifers and 380 kg for bulls was achieved. The lucerne based diet was formulated to simulate a diet for growing animals on pasture with additional supplementation. Group feed intake values of the four groups of animals were measured at about 20-day intervals over the trial period of 369 days. The feed waste was dried and weighed back to calculate a waste percentage to be used as a correction factor. The Gompertz growth function was used to develop growth curves for male and female Bonsmara animals. Results indicated a significant difference between the mature weight of males and females (P <0.05). In both year groups the nonlinear Gompertz growth model predicted heavier mature weight for males compared to females. Mature weights of bulls were respectively 44.4% and 68.5% higher than that of heifers over the two year period. Days at maximum growth occurred later for males than for females (P <0.05) and the maturing rate of males and females did not differ significantly. Individual average feed intakes were calculated from the group fed animals over the duration of the rearing period. The data revealed that feed intake for bulls can be predicted by the linear model, DMI= 0.16531 + 0.0235306 x live weight (P ≤0.001; R 2 = 78.25). The feed intake of heifers can be predicted by the linear model, DMI= -1.41991 + 0.0283891 x live weight (P ≤0.001; R 2= 76.25). Analysis of variance detected no difference between the percentage feed intake of heifers (2.46%) and bulls (2.40%), over the experimental period. Prices of different live weight groupings were analysed over seven years to establish whether cyclical price trends can be observed across years and seasonal price trends within years. Within years prices were found to differ between months. For all calf weight groups, the lowest prices occurred in the months of March, April, May, June and July which showed price indices significantly different (P <0.05) from indices of the months of October, November and December when highest prices occurred, confirming seasonality in weaner calf prices. Price indices were developed for use as an input in the economic viability assessment. A brief literature review on the production and quality of four common pastures in the Southern Cape was done to gather information for compiling pasture budgets for use in determining the economic viability of pasture backgrounding. The economic viability of backgrounding on pastures was evaluated on a gross margin level and illustrated for three pasture systems namely irrigated oats as a winter pasture, irrigated lucerne as a spring pasture and dryland P. clandestinum /E. plana /mixed grass also as a low-cost spring pasture. All three pasture systems showed a positive economic viability for the decision parameters used in the illustration. The gross margin of backgrounding on the oats pasture system was more sensitive to a small decrease in the predicted price or the predicted live weight and therefore a riskier option than backgrounding on the other two systems. Outputs from the gross margin analyses were used in partial budgeting to illustrate a robust decision support framework that beef farmers can use for making decisions whether to sell weaners straight after weaning as opposed to selling after a period of backgrounding on pastures. Overall results indicate that backgrounding of calves on pastures has the potential to be a viable beef enterprise on smaller farms in the region. - Description: The Post-Provisioning Model (PPM) is a Resource Allocation Model (RAM) used by the Department of Education to optimize the distribution of available educator resources to public schools. The Department of Education adopted the PPM to distribute the total available posts to all public schools in an “equitable, transparent and resource-efficient manner. The PPM is a formula-driven model that primarily allocates educators, as human capital, to public schools based on learner enrolment numbers. In addition to allocating teaching staff, the PPM allocates the School Management Team (SMT) to each school. The outcome of the PPM formula is called the Post-Provisioning Norm (PPN). The implementation of the PPM has presented various challenges in the management of public schools. The primary aims of this study were to investigate any possible weaknesses of the PPM and to critically evaluate and explore school managers’ views of the PPM in the management of public schools. For the purposes of this study a probability sampling procedure was used. The participants were chosen from the principals within the Department of Education in Amathole East District. The literature review undertaken and the field research findings in the fourth chapter revealed that there is a gap between the ideals of the PPM and its implementation. It was found that there was a poor understanding of the technical aspects of the PPM formula among senior managers of public schools. There is evidence of equitable quantitative distribution of posts through the PPM. However, it was discovered that the PPM does not take into account the distribution of qualified educators. Hence, some of the allocated posts in public schools were often filled by under-qualified or non-qualified staff. The appointment of qualified educators was skewed. Further findings of this study revealed, amongst others, the inability of the PPM to provide for and promote the needs of a diverse curriculum in rural areas, and the inability to factor in and balance the variable that some public schools raise more money in school fees, which enables the advantaged schools to employ additional educators. The primary recommendations of this study are that principals be trained, on an annual basis, on the workings of the PPM and that the South African Schools Act No.84 of 1996 should be amended to grant authority to the Head of Department of the province to appoint and deploy qualified educators to public schools. , Thesis (MPA) -- Faculty of Humanities, School of Governmental and Social Sciences, 2020

South Africa has one of the highest stunting rates in the world at 27%, causing devastating effects on economic productivity as well as on an individual’s nutritional status. The presence of stunted growth in children is a strong indicator of chronic undernutrition and highlights injustices experienced within communities. Aims and Objectives: The aim of this study is to develop a stunning profile of children under the age of five, visiting BhishoHospital’s gateway clinic in the Eastern Cape, South Africa. The objectives were to determine the prevalence of stunting of the children visiting Bhisho Hospital’s clinic and to identify the drivers of stunting in the area. Methodology: A quantitative study with a descriptive, cross-sectional design was used. The study population included all children under the age of five visiting Bhisho Hospital’s clinic. Data was collected by means of an interview-administered questionnaire. Results: The prevalence of stunting in the area was 47.5%. A significant association was found between the participants' main form of sanitation and stunting category in the group of infants younger than six months (p = 0.007) and the group older than six months(p = 0.040). Discussion: The prevalence of stunting in the area was far higher than the national average of 27%, although the majority of the sample had a normal weight. The use of non-flush toilets was found to be a risk factor for childhood stunting. Recommendation: Financial and political investment in child health needs to be placed as a top priority in South Africa to reduce stunting rates.

Methodology: A quantitative study with a descriptive, cross-sectional design was used. The study population included all children under the age of five visiting Bhisho Hospital’s clinic. Data was collected by means of an interview-administered questionnaire. Results: The prevalence of stunting in the area was 47.5%. A significant association was found between the participants' main form of sanitation and stunting category in the group of infants younger than six months (p = 0.007) and the group older than six months(p = 0.040). Discussion: The prevalence of stunting in the area was far higher than the national average of 27%, although the majority of the sample had a normal weight. The use of non-flush toilets was found to be a risk factor for childhood stunting. Recommendation: Financial and political investment in child health needs to be placed as a top priority in South Africa to reduce stunting rates.

A CGIS is a suitable management system for implementation at a municipality, given that the municipality is ready. Internationally the implementation of CGIS at municipalities has been done successfully. In South Africa, however, the implementation of said software has been slow and at times unsuccessful. The purpose of this research study was to evaluate the current GIS knowledge and infrastructure of the KSD Local Municipality for the municipality to be a suitable candidate for the implementation of a CGIS. The evaluation was done by the collection of data through three questionnaires, two interviews and observations. The findings of this research study are discussed according to the qualitative data collected from the KSD Local Municipality and recommendations based on the results of the data collection have been made for the municipality to be implementation ready. The qualitative instruments such as pre-training, post-training/pre-implementation and postimplementation questionnaires, observations and interviews with the IT Technician and the CGIS Specialist were processed by the researcher to obtain insight to the perceptions of the employees and the current state of GIS in the KSD Local Municipality. The results from this research study were in-line with the benefits and barriers of implementation of a CGIS in municipalities in international literature.

Microbial levels of each food handler hand, aprons, as well as the microbial contamination levels of direct food contact surfaces, and ready-to-eat chicken at each facility were evaluated using standard methods. Several risky non-conforming personal and general hygiene practices were detected during the study. The study further investigated how community members participate and involve themselves in sustainable rural development processes and at the same time, it identified approaches used to encourage community participation and sustainability of rural development. A qualitative research methodology was adopted where semi-structured telephone interviews were conducted with community members and project managers from two NGOs in Malamule village. A thematic analysis was adopted in this study as it drew on a few thoughts introduced from the hypothetical framework supporting this investigation. There were four main findings of the study: 1) that community members of Malamule consider participation as a tool of emancipation and that they are not just development beneficiaries but influencers; 2) that the existence of NGOs brings about significant relief to the community of Malamule, while too much dependency on them could cause long term problems if the community does not learn to be self-sufficient; 3) that only a small amount of resources, or support, is needed to set up something sustainable; and 4) that the community of Malamule is undergoing many challenges, which results in class disputes that eventually translate into lack of unity. The following is recommended: that NGOs prioritise full involvement of the target communities to promote participation; that NGOs must continue to create awareness in Malamule through consistently training and equipping community members; and that there is a need for the community members and NGOs to continue working together so that sustainable development can be achieved. , Thesis (MA) -- Faculty of Business and Economic Sciences, 2022

- Description: South African role players recognise that when truly exploited and well-managed, the South African ocean economy can constitute a source of wealth and significantly increase South Africa’s fortunes and, by doing so, contribute towards the increased economic growth, employment growth and ultimately the development of South Africa. However, as a result of the multi-dimensional and complex nature of ocean economic systems, role players in South Africa faced the problem of identifying the factors that influence the success of sustainable industrialisation of the ocean economy of South Africa. The aim of this research was to contribute to the promotion and sustainable development of the ocean economy of South Africa, in an effort to address the challenge mentioned above. In order to achieve this aim, the objective was to develop and test a conceptual theoretical model which will assist industrialists and other role players in South Africa to increase their economic activities sustainably in the ocean economy. Evidence from this research indicated that if the factors influencing the industrialisation of the ocean economy could be identified, assessed and recommendations could be made which may contribute to the promotion and sustainable development of the ocean economy of South Africa. The focus of the literature study was firstly on the global perspective of the marine industry, particularly how nations around the world are involved in the various components of the ocean economy and the challenges, as well as issues, the world confronts in respect of the marine industry and secondly, to give consideration to global solutions that are relevant for South Africa. The research effort, furthermore, explored South Africa’s legislative, policy and other consideration that has a direct impact on the ocean economy. The literature study on both global and South African perspectives of ocean economies found ten major variables that influence the sustainability of the industrialisation of the ocean economy of South Africa. These variables include one intervening variable, infrastructure development as well as nine independent variables namely demand planning, strategic partnering, knowledge management, access to finance, institutional environment, value-chain integration, resource management, regulatory environment, and innovation. All variables were hypothesised as they were perceived to positively influence the dependent variable namely: the perceived success of sustainable industrialisation of the ocean economy of South Africa The influencing factors, defined and operationalised, were then structured in a questionnaire which was sent randomly to specialists in the ocean economies around the world. Data was collected from 246 respondents and subjected to various statistical analysis techniques. Firstly, Exploratory Factor Analysis (EFA) was conducted to assess the discriminant validity of the research instrument. Secondly, Cronbach’s alpha coefficients were calculated for each of the identified factors to confirm the reliability of the research instrument. The significance of the hypothesised relationships in the revised model was then tested by using the statistical technique known as Structural Equation Modelling (SEM). The key contribution of this research to the South Africa’s ocean economy body of knowledge is as follows: The research into the contributing factors which influence the success of sustainable industrialisation of the ocean economy of South Africa, The development of a theoretical model for the industrialisation of the ocean economy of South Africa that can be used by role players in South Africa to promote economic activities sustainably in the ocean economy, The research investigated the ocean economy ecosystem, the global economic exploitation of the ocean and issues and challenges surrounding such exploitation, Consider South Africa’s own efforts at economic exploitation of the ocean and the issues and challenges surrounding such exploitation. Findings and recommendations on empirically accessed factors which significantly affect the likelihood of the sustainable development of the ocean economy of South Africa. In conclusion, the theoretical model and operational recommendations that are offered in this research do serve as a useful guideline as to what the key success factors are that will influence the sustainable industrialisation of the ocean economy of South Africa.
