The challenges facing the implementation of local economic development programmes: a case study of the Great Kei Local Municipality

- Description: In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building the capacity of local areas for sustainable economic development. The study intended to investigate the challenges faced by Eastern Cape municipalities in implementing the LED programme. A sample of ten participants was drawn from two LED projects. The sample was distributed evenly with five beneficiaries per LED project. Data was collected using qualitative research methods through questionnaires. The sampling technique used was purposive to enable the researcher to select specific beneficiaries from each project and to allow the LED official responsible for each project to participate in the study. Budgetary constraints and staff shortages were identified as the main challenges facing the Great Kei Local Municipality. These two challenges have made it difficult for the municipality to implement proficiently LED programmes that are meant to effectively eradicate poverty and create employment. It is therefore recommended that the municipality should form partnerships with the private sector to boost the local economy by way of cooperative delivery of services, funding of projects and the supplementing of the municipal budget. The private enterprise/sector in an economy includes all large, medium, small and micro-enterprises (SMMEs). For example, large mining companies and factories as well the smallest spaza shop or stall at a taxi rank are part of private enterprise in a local economy. Whilst regulating such companies by way of licenses and taxes to raise national revenue, the government has limited control in the determination of how these enterprises are run. The result of such partnerships between the municipality and private sector will hopefully be the realisation of “a better life for all” as local people will be employed through investment promotion.

This might explain why most articles and academic papers on 'the role of the international community' are suffixed - in the 'new South Africa' or 'post-apartheid South Africa' - few focus on the actual transition and then mostly from a systemic perspective, broadly outlining the constraints imposed by the 'new world order'. Perhaps the first serious attempt to address this gap in the debate over South Africa's future was D. Kempton and L. Mosia's 'The International Community in South Africa's Transition to non-racial Democracy' (1992). Before multiparty negotiations collapsed in June 1992, Kempton and Mosia examined the attitudes toward international intervention of most of the CODESA participants, as well as the major actors that had remained outside CODESA. This paper takes up the issue where Kempton and Mosia left off. It tries to explain transitional politics since the IC introduced an on-the-ground presence after the UN Security Council debates on South Africa in July 1992. It asks why, eight months after multiparty talks were suspended, the IC has been unable to revive multiparty negotiations, has apparently had little or no impact on the violence, and despite events like Boipatong and Bisho, still plays a minor peacekeeping role, confined to observer status. The research describes internal and external components of international intervention, examines the rationale behind the agreed forms of international participation, and assesses the viability of the internationally-supported conflict-resolution and transition-management structures that were formed to facilitate the transition. The evidence uncovered by the research leads the author to the conclusion that more of an international role is necessary, and sooner rather than later, but he concedes that this is not feasible, or likely, under the status quo.

Lizalise Idinga Lakho [Honour Thy Promise]: The Methodist Church Women’s Manyano, the Bifurcated Public Sphere, Divine Strength, Ubufazi and Motherhood in Post-Apartheid South Africa

- Description: This study examines the socio-political role of the Christian church based women’s Manyano organisations in post-apartheid South Africa. Specifically, the study examines the ways in which the women’s Manyano organisations offer black women a site for the performance of citizenship. The study is based on life history interviews conducted with seventeen members of the Methodist Church Women’s Manyano of the Lamontville Circuit in Kwa-Zulu Natal. The study shows that dominant literature on Manyano women is primarily located in the historiography of the formation of Manyano groups within the historical development of the black church from the moment of missionary contact in South Africa. This literature shows that the missionaries used the coming together of black women in the church to promote ideas of devout domesticity that are based on Anglophone Victorian womanhood. This literature also shows that the structural constraints of colonisation and apartheid transformed the black church into a counterpublic space which focused largely on the liberation of the black majority from political, economic, and social exclusion from the colonial and apartheid public sphere. These constraints also transformed the role of women’s Manyano organisations to become an important space from which black women came to resist and defeat apartheid. This study shows that this historical framing of women’s Manyano groups has shaped their role in post-apartheid South Africa. Located in the African feminist theory, the study argues that Manyano women’s publicness is not limited to gendered expressions of the public and private sphere. Instead, Manyano women demonstrate that their publicness in post-apartheid South Africa ought to be understood through a combination of the varied identities that they straddle, such as those of a politically and culturally defined womanhood and communally based motherhood, which express their understanding and performance of citizenship. The thesis, therefore, argues that the contemporary role and functioning of Manyanos is located within both the hegemonic public sphere that is granted by the civil liberties of the new South Africa, and the historical black bifurcated counterpublic -which combined offer black women the ability to devise strategies to confront present-day socioeconomic challenges such as structural poverty that shapes the lives of the majority of black women in post-apartheid South Africa. The study contributes, therefore, to the reconstruction of the concept of the public sphere through the use of Manyano women’s dynamic position in post-apartheid South Africa. It shows that the dualist nature of Manyano women’s position and identity allows for a multifaceted approach in the understanding of citizenship for Manyano women today. Furthermore, and importantly, the study shows that the complex roles that Manyano women navigate within the different spheres complicate the interpretations of womanhood and motherhood as understood in dominant (white western) feminist theory in ways that often lead to the delegitimisation and erasure of Manyano women’s contributions to ideas about post-apartheid feminisms.

- Description: In this half thesis the use of the garden as a metaphor for paradise has been explored. The English word “ paradise“ was derived from the Greek word “ paradeisos” which in turn was derived from the Old Avestana “ pairi-daeza,” meaning an enclosure. In Ancient Persia the concept applied to an enclosed garden in the modern sense of the word. For this reason the thesis begins with an examination of the development of the garden in this desert region. A more-or-less continuous chain of development in both the physical and allegorical nature of the garden is traced through history from these Ancient Persian beginnings to the height of Mughal architecture (epitomised by the Taj Mahal), by way of the Muslim expansion through Central Asia and Europe. While the core elements of garden design were set in Ancient Persian times, and recur throughout the period studied, the impact of Islam on the local Persian culture brought about a new development of allegorical meaning associated with the garden. This allegorical development reached its apex, too, in the Taj Mahal in which, it is argued, the metaphorical representation of paradise in the garden tomb was made astonishingly explicit. The research for this mini thesis was gathered from secondary sources, including many published books and academic papers, photographic and diagrammatic evidence of extant ancient gardens, and reproductions of carpet designs.

- Description: South Africa as a country is known for its high crime rate which produces an ongoing traumatising environment for its multicultural nation. Posttraumatic stress disorder in the general South African population is thought to be more prevalent than most international norms which make this topic both relevant and important. Cultural diversity is seen to play a role in the experience of PTSD which means that it has become important to gain an understanding of the potential effect of the individual’s cultural background on the processing of a traumatic experience and the symptoms related to the experience. The proposed research focused on appraisals of the traumatic event and symptoms (in schematic and cultural terms). An interpretive (with current cognitive conceptions of the disorder as guiding theory) phenomenological approach was used. The sample consisted of eight isiXhosa-speaking adults that qualified for a diagnosis of PTSD with no prior psychiatric diagnosis. Data was gathered using a semi-structured interview and analysed using the Interpretive Phenomenological Analysis. Results indicated that participants understood their PTSD symptoms in a functional manner but struggled to make sense of their traumatic event. Not understanding their traumatic event was the variable that maintained their PTSD diagnosis. Most of the interpretations made by these participants were fairly universal and there were very few links to content that can directly be attributed to a traditional African worldview. Practitioners may not need to completely reinvent the wheel as far as treatment strategies for PTSD for isiXhosa-speaking individuals in an urban setting go.

- Description: Unemployment is an urgent socio- economic issue facing not just Sub-Saharan Africa but also the global world at large (Yu, 2013). Globally, the International Labour Organisation (ILO) estimates that 201 million people were unemployed in 2014. Almost 74 million of those unemployed were young people (aged 15-24) in 2014. The ILO report further states that the number of people seeking employment was over 30 million more than in 2008, because several people lost their jobs due to the world economic recession. One of the results recorded from the ILO’s World Employment and Social Outlook 2016, show that youth unemployment is still three times that of the adult unemployment rate at 13.1% (ILO, 2016). Unemployed youths are estimated to be 73.3 million, a 3.3% decline from the global crisis in 2008 (ILO,2016:6). Crisp and Powell, (2016) indicate youth are vulnerable due to the economic fragility of the labour market and uneven recovery over the past years.

In Limpopo Province and in particular, Disteneng (Polokwane Extension 44) Township, Capricorn District, there is still massive shortage of Reconstruction and Development Programme (RDP) housing for the poor, despite funding being made to address this need. Millions of poor families are suffering and are still living in shacks in informal settlements. There is a backlog in the provisioning of RDP housing delivery. Low cost housing projects have been identified in Limpopo Province to address the RDP housing delivery backlog. It takes time to complete RDP houses and the communities become impatient and frustrated. The quality of completed houses is often perceived to be of unacceptable standards. This study investigates the level of RDP housing delivery in Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province. This study also identifies the challenges of RDP housing delivery experienced by Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province. Recommendations with the view of resolving problems pertaining to Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province are made. The findings from this research work identified significant challenges of RDP housing delivery experienced by Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province which needs to be addressed. In its contribution, this study made recommendations with the view of resolving problems pertaining to Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province. This study in conclusion, emphasizes the need to address RDP housing backlogs and ensure that RDP houses are of good quality and that the government and all South Africans have to join hands and collectively address the problems of RDP housing delivery in South Africa.

It takes time to complete RDP houses and the communities become impatient and frustrated. The quality of completed houses is often perceived to be of unacceptable standards. This study investigates the level of RDP housing delivery in Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province. This study also identifies the challenges of RDP housing delivery experienced by Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province. Recommendations with the view of resolving problems pertaining to Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province are made. The findings from this research work identified significant challenges of RDP housing delivery experienced by Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province which needs to be addressed. In its contribution, this study made recommendations with the view of resolving problems pertaining to Disteneng (Polokwane Extension 44) Township, Capricorn District: Limpopo Province. This study in conclusion, emphasizes the need to address RDP housing backlogs and ensure that RDP houses are of good quality and that the government and all South Africans have to join hands and collectively address the problems of RDP housing delivery in South Africa.

Exploring this relationship this thesis investigates whether the actions of grassroots movements can bring local government in line with their developmental role as accorded to them by the Constitution. The assumption embedded in this question is that the current balance of power at the local level exists outside of the service of the historically disadvantaged. Following on from that, the thesis explores, through different modes of analysis, theoretical and historical, the policy and constitutional framework for local government, and then it unravels the context set by the political economy of South Africa. The aim is to make a significant attempt at understanding the possible implications of the interventions grassroots movements make in the public space. The thesis does this also by looking at the strengths and weaknesses of the strategies of the UDF to makes an assessment of the possible endurance of post-apartheid grassroots movements. Since civil society ‘suffers’ from nationalist politics, with its own corporatist institutions, the thesis searches deep within or arguably 'outside of civil society', subjecting AbM and UPM to academic critique, to see how movements embedded among the poor and carrying the political instrument of anger and marginalisation, can dislodge the power of capital. More importantly, the thesis situates the post-apartheid moment within postcolonial politics; navigating through the legacy of Colonialism of a Special Type (CSP), the thesis explores the limits and opportunities at the disposal of grassroots movements. From a different perspective, the thesis is an examination of the organisation and movement of power and the spaces within which power and ideas are contested. Drawing on the political and economic engagements, dubbed the Dar Es Salaam debates, in the 1970’s and 1980’s spurred on by Issa Shivji, the late Prof Dani Wadada Nabudere and Mahmood Mandani, the conclusions of this thesis develops these engagements, essentially making a case for the continued centrality of the post-apartheid state. However, the thesis also asserts the indubitable role that both grassroots movements and civil society need to play, not necessarily in the democratisation of the state, though that goes without saying, but in taking the post-colonial state on its own terms. Consequently, the thesis puts forward the idea that issue-based mobilisation does exactly this, and in the manner that acknowledges the state’s centrality and makes paramount the self-organisation (popular assemblies) of ordinary people in public affairs. The thesis categorically concludes that the centrality of the post-apartheid state and its progressive outlook (constitutional values) is contingent on organs of popular assemblies which need to take the state on its (progressive) terms.

Each of the above three groups was made up of pupils and students, (i. e. there were six separate sample groups). The major purpose of this study was to ascertain whether or not the Coloureds could be said to differ meaningfully from their White counterparts with regard to their general level of self-esteem. A secondary objective was to investigate the possibility of the Afrikaans and English groups differing in self-esteem. No significant differences were found to exist between any of the three student sample groups. The ranking of the mean self-esteem scores of these groups was: Afrikaans (highest), Coloured, English (lowest). The only groups that differed significantly from one another at the pupil level were the Afrikaans and the Coloureds. Their ranking was: Afrikaans (highest), English, Coloured (lowest). The prediction arising from the hypothesis of this study was that the Coloureds do not necessarily differ from Whites in their general level of self-esteem. This view is held because factors similar to those which are believed to have facilitated the rise in the self-esteem of the American Negroes are now operating in South Africa. It was concluded that this prediction was upheld.

The way in which couples use the internet can have a significant impact on their relationship satisfaction, which is often a predictor of the length and success of their relationship. Although the internet is valued for many features, the nature of the internet creates the risk for some individuals to become addicted to the medium which is associated with psychological and relational difficulties. The present study aimed to explore the impact of problematic internet use on individuals’ satisfaction with their offline intimate relationships. A quantitative, non-experimental, cross-sectional, research design was utilised, where participants from Nelson Mandela University completed an online survey (N=388). A non-probability, purposive sampling method was employed with an inclusion criteria which required participants to have daily internet access and to be in a committed romantic relationship. The study analysed four primary variables, namely, online preoccupation, adverse effects of online behaviour, social interactions and general relationship satisfaction. The results of the study were discussed through the lens of the Couple and Family Technology (CFT) framework to explain the processes that underlie the relationship between these variables and indicated that problematic internet use and relationship satisfaction is negatively related. The present study contributes to the body of literature and offers indications for future, in-depth research studies within the field of cyberpsychology.

Instead of seeking explanations in these isolated areas, this thesis has argued that irrigation development needs to be understood through relationships within and between politics, economics, social structure and culture. In order to uncover those interactions with regard to the Tyefu Irrigation Scheme in the southern African homeland of Ciskei, reference has been made, firstly, to the mechanisms underlying contemporary state expansion and secondly, to the interaction between external forces, structures and surface forms through time. Anthropological fieldwork techniques have been used to provide detailed descriptions of everyday communications within and between groups associated with the development. Ethnography allows implementation to be conceptualized in terms of the interaction between local level structures and structures associated with the planning and construction of irrigation development itself. When the effect of external forces on the interaction between structures and forms is then taken into account principles emerge that reflect local and historical transformations. These in turn suggest the form of contemporary state expansion in southern Africa, as well as its bearing on daily life on the rural periphery.

One of the key objectives of this study was to comprehensively illustrate Vinay and Darbelnet‘s strategies of translation when translating the novel. The theoretical framework of this study is an analysis of Vinay and Darbelnet‘s translation strategies. The study also aims to give insight into what is meant by translation, translation theory, literary theory and literary translation. - Description: This study is a psychobiographical study aiming to explore and describe the life of Theodore Robert Bundy, a serial killer who confessed to approximately 30 homicides committed in various states of America between 1974 and 1978. The study used Erik Erikson’s theory of psychosocial development to examine Bundy’s life and to understand his unique character and personality development. The subject was chosen based on interest value through purposive sampling and the study utilises a qualitative single case study approach. Archival data were collected from primary and secondary sources in order to enhance the trustworthiness and credibility of the study. All materials collected and analysed, were published and publically available. Data were analysed by first organising and reducing the information obtained, and then displaying it for a discussion of Bundy’s life. Themes of discussion centred around Bundy’s lack of resolution of psychosocial crises and the development of malignancies and maladaptations which impacted negatively on his later development and identity formation. The study emphasises the importance of psychobiographical research studies and the value of Erikson’s theory of psychosocial development in understanding personality development. Recommendations for future research in this field were made in the hope of further uncovering and understanding personality and its development.

- Description: This study is a psychobiographical study aiming to explore and describe the life of Theodore Robert Bundy, a serial killer who confessed to approximately 30 homicides committed in various states of America between 1974 and 1978. The study used Erik Erikson’s theory of psychosocial development to examine Bundy’s life and to understand his unique character and personality development. The subject was chosen based on interest value through purposive sampling and the study utilises a qualitative single case study approach. Archival data were collected from primary and secondary sources in order to enhance the trustworthiness and credibility of the study. All materials collected and analysed, were published and publically available. Data were analysed by first organising and reducing the information obtained, and then displaying it for a discussion of Bundy’s life. Themes of discussion centred around Bundy’s lack of resolution of psychosocial crises and the development of malignancies and maladaptations which impacted negatively on his later development and identity formation. The study emphasises the importance of psychobiographical research studies and the value of Erikson’s theory of psychosocial development in understanding personality development. Recommendations for future research in this field were made in the hope of further uncovering and understanding personality and its development.

- Description: A number of organisations are continuously searching for methods which can be used to improve performance. One such method entails implementing a performance management programme. However, despite a growing body of research that supports the positive impact that effective performance management can have on an organisation’s performance, evidence suggests that organisations in South Africa and elsewhere are not implementing the practices that are recommended by the theory of best practice in Human Resources and performance management (Kock, Roodt & Veldsman, 2002:83). The institutionalisation of performance management in the South African public service after 1994 came as a result of the need to change the legacy of poor performance of the public service (Malefane, 2010:1). This study seeks to examine the effectiveness of the implementation of performance management in the Provincial Treasury, Province of the Eastern Cape (Provincial Treasury). Literature reveals that there is consensus on the view that performance management is a tool that contributes to the effective management of employees in order to yield high organisational performance. Armstrong and Baron (2005 :vii) contend that if performance levels of individuals are raised, better organisational performance levels will follow. According to Dessler, (1997:372) performance management is a systematic approach to managing people, goals, measurement, feedback, and recognition as a way of motivating employees to achieve their full potential in line with the organisation’s objectives. In the South African context, performance management is described in terms of its role and outcome with regard to employee development; hence it is widely referred to by public sector employees as a Performance Management and Development System (PMDS) (Malefane, 2010:7). The Annual Performance Plan (APP) of the Office of the Premier (OTP APP, 2010/11:5) insists that the Eastern Cape Provincial Administration is still plagued with inter alia, a work ethic that is less desirable, weak human capital management culture, poor compliance with policies, lack of accountability and discipline as well as capacity challenges in critical areas which include planning, financial management, monitoring and reporting as well as systematic performance and an inability to respond to identified service delivery challenges. Public sector reforms have been adopted in this province in an attempt to improve performance in order to meet service delivery initiatives. A purposive sampling technique was used to select 30 participants of the Provincial Treasury (employees between salary levels 6 and 8 as well as managers from salary levels 9-13). A qualitative approach was preferred in this study to enhance objectivity which would have vanished if quantitative or experimental strategies were employed. The empirical findings revealed that the employees and the management of this Department perceive that there is no clearly defined purpose of performance management. There is also a feeling that performance management is not useful in identifying under-performers and ineffective in raising the performance of employees. Consequently, it is unable to assist the subordinates to grow. Others felt that performance management is not a developmental tool. It also emerged from the empirical findings of this study that the current rating system does not serve its intended purpose and therefore it should be replaced. Recommendations and suggestions are adopted in this study to address these perceptions.

- Description: This study begins with a statistical survey setting out the parameters of Zambia's socio-economic decline in the 1980s. In order to unravel the complex reasons for the crisis, the study develops and employs an historical structural framework which emphasises the interconnectedness of historical, political, economic and social processes . Thereafter, an explanation of Zambia's political and economic development is presented as a background for understanding how and why the IMF came to play an increasingly decisive role in the management of the economic crisis in the 1980s. It is argued that patron-client politics in conjunction with a 'coincidence of interests' between local elite and international capital, entrenched the distorted mono-export dependent economy which, in turn, accelerated the economic decline and debt crisis of the 1980s. After presenting an overview of the Fund's philosophy and objectives, close attention is paid to the impact of SAPs on Zambia, especially in terms of how such policies as subsidy withdrawal, de-regulation and devaluation affected the economy, debt-reduction, health and education. While there is no incontrovertible evidence that adjustment policies caused the crisis, they have been largely ineffective in reversing Zambia's economic decline. In fact, due to the IMF's ahistorical and apolitical approach, any gains have been ephemeral and, in many instances, served to exacerbate the suffering of the population. Finally, Zambia's political structures have proved unable and unwilling to implement IMF reforms consistently and this underlies the central point that SAPs, as a strategy, cannot ensure long-term sustainable development.
