- Description: The purpose of this study is to explore the role of NGOs in land reform and post-settlement support in the Albany district of the Eastern Cape using a qualitative case study of Masifunde. To discover this role, civil society, land beneficiaries, Department of Agriculture and Department of Rural Development and Land Reform were proved to have interwoven relationships. The interactions and relationships between these entities underpinned their perceptions of each other. This study is set against the backdrop of a weakening land reform program due to frequent policy changes. Evidence presented showed how out of sync land reform is with its original mandate whilst civil society organisations have remained firmly rooted by theirs. The inability to have twin perspectives on this matter diverges the direction civil society and institutions involved in land reform take on. This separation in direction demonstrates the need for engagement between government and civil society in an attempt to assist in areas government is unable to reach or address. This thesis contends that there is definitely a role that NGOs do play and need to take on when it is evident that relevant actors are unable to deliver. Themes emerging from interviews necessitate civil society and government departments to combine their resources so as to maximise the impact for desired outcomes. These are views of both civil society and government, demonstrating that NGOs indeed do play a role in land reform and post-settlement support and need to continuously do so in an attempt to cushion the blows of uneven implementation of land reform policies.

Whereas the ward committee system is a positive idea, the findings suggest that the government is not supporting these structures by failing to equip the ward committee members with necessary capacities and skills. Therefore, if municipalities are committed to bridging the gap between local government and the community, and are keen to enhance participatory democracy, then capacity building of the ward committees and respect for their role during the decision-making process need to be taken seriously. At present, ward committee members are not influential and active in the decision-making process. In addition, the youth as prospective future ward committee members seemed disillusioned with the notion of participatory democracy, and instead have adopted the mentality that nepotism and corruption, as displayed by those in power, is the only way of governance. This research suggests that the ward committee system, intended to bring government closer to the people, may in fact not only alienate government from the people, but also the people from each other.

The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

The transition of Rhodes University graduates into the South African labour market : a case study of the 2010 cohort

- Description: Recent studies have shown that graduates from historically White universities (HWUs) experience better labour market outcomes than graduates from historically Black universities (HBUs). This is a result of the legacy of apartheid which promoted racial inequality in all spheres of South African society, more especially in higher education and the labour market. Post-1994, government dedicated large amounts for the restructuring of the higher education sector of South Africa in order to level out the playing field. However, graduates from HWUs still experience better labour market success than graduates from HBUs. That said, there is limited information about the labour market outcomes and experiences of graduates from a former White university (especially graduates from Rhodes University). Therefore, the central aim of this dissertation is to show that graduates from a historically White university (Rhodes University) experience varying and unequal outcomes in the South African labour market on account of (among other factors) their chosen fields of study, race and sex. This study is informed by the heterodox labour market approach, which is partly inspired by the critical realist account of the labour market. As a result, this theoretical framework allowed the researcher to use the Labour Market Segmentation (LMS) theory as a tool to inform this analysis. The study has adopted a quantitative survey design and has incorporated some of the key methodological lessons learned from the collection of international graduate tracer studies. The findings from this study indicated that ‘field of study’ is a strong determiner of the outcomes of Rhodes graduates in the labour market. This was visible in the persistence of a skills bias towards commerce and science graduates. Evidently, even when we controlled for race and sex, graduates from the commerce and science faculties experience better labour market outcomes than humanities graduates. This is a result of a skills biased South African economy, which has a higher demand for certain skills over others. However, the findings from this study also show evidence of pre-labour market discrimination and inequality (based on race and sex) in the supply-side institutions such as the family, schooling and university. The findings also show continuities and discontinuities of labour market discrimination (based on race and sex) in the outcomes of Rhodes graduates in the South African labour market. More importantly, this dissertation indicates that Rhodes graduates experience varying outcomes in the labour market as a result of (among other factors) their chosen fields of study, race and sex.

- Description: The primary purpose of this study is to examine the experiences of students with learning disabilities in accessing assistive technology at South African universities. The field of learning disabilities is relatively emerging in South Africa. Critical scholarly literature demonstrates that universal access, democratic participation and inclusion remains a challenge for students with learning disabilities in higher education. This research is informed by the Social Model of Disability (SMD) and the Universal Design for Learning (UDL), which are considered vital elements of disability inclusion and transformation in higher education. The social model of disability provides valuable insights into social barriers that continue to marginalise, discriminate and exclude those living with disabilities. This research is primarily qualitative using in-depth semi-structured interviews. Quantitative surveys were utilised to further complement the research. The unit of analysis in this study were students with learning disabilities, academic, library, disability unit, Student Affairs Services and ICT staff members. Two universities were chosen for this purpose: one with a dedicated disability unit and another one still in its infancy in establishing a disability unit. The findings indicate that the disability services offered to the students at the two institutions are qualitatively different. This study reveals glaring gaps at institutional level in the nature and extent of support services available to students with learning disabilities: lack of adequate resources including funding, inaccessible assistive technology, lack of training and expertise and staff attitudes in dealing with students with learning disabilities. The study found that after the students with learning disabilities disclose, they are neglected, and experience negative attitudes and stigma. The study showed that sometimes it is hard and expensive to get accommodations as a student with learning disabilities. The findings suggest that having a dedicated disability unit increases inclusion and awareness about available services compared to universities that do not have them. A concern was raised by the staff members that students with disabilities do not make use of the available assistive technology. This study calls for integrating the universal design for learning with assistive technology to enhance the inclusion of students with learning disabilities in South African universities. This will assist students with learning disabilities to achieve better academic outcomes and complete their tasks more efficiently and independently. This aim introduced the need to ascertain whether a) the organisations in any town were connected with organisations in other towns or to a central administrative office either in the area of investigation or outside it; or b) the organisations of any town were simply ad hoc units unrelated to any other organisation or similar organisations elsewhere. If the latter were the case then the difficulty of co-ordination and representation on the Board could probably be no better arranged than an ad hoc system as at present. If, however, the former was the predominant pattern, then it would suggest other and more convenient means to the end in view. Fourthly, it was hoped to gain some knowledge of the fund raising methods of welfare organisations, the nature of the people controlling them, the attitudes of managing committees to social work, and what they thought a case work agency should do; and, lastly, some indication of the history of social work as practised by the voluntary agencies in the area of investigation. It is one of the poorest regions of the country and is a direct product of South Africa’s history of colonisation and geopolitical nature of apartheid in which people were forcibly located onto former tribal lands, called Bantustans. Tourism is one of the few business opportunities providing employment along the former Transkei coast. The tourism industry has been identified by many worldwide as a key strategy that can lead to economic upliftment, community development and poverty relief in the developing world. The predicament however, lies in the challenge of accepting or managing the negative consequences of tourism for the potential long term benefits offered by tourism-led development. Tourism development theory reflects development theory from traditional, top-down economic-growth based models to a more wide based approach with an emphasis on bottom-up planning, meeting of basic human need and a focus on sustainable development. Consequentially new and alternative forms of tourism have emerged and can be viewed as a response to some of the negative consequences of the mass tourism-led model of economic development. This thesis is presented as a case study of Mdumbi Backpackers on the former Transkei coast. Mdumbi Backpackers is a unique example of a model of tourism that is providing meaningful benefits to the people who live in this community. By going one step further with the creation of the non-profit organisation Transcape, their involvement in the community has grown significantly, encouraging positive and sustainable development in the areas of social development, education and health. Mdumbi Backpackers goes beyond the notions of locally owned and sustainable approaches and actively encourages development by setting up community organisations and initiatives in a sustainable and equitable way. This approach to tourism-led development is well suited for the needs and objectives of the community as well preserving the natural environment. It is argued that, although Global Feminism began as a critique of WID approaches, it is in fact similar in many respects to the contemporary "empowerment" focus within the WID tradition. Although useful, these approaches are not sufficiently explicit in their theorizing of gender relations in the context of development. - Description: South African trade unions affiliated to Congress of South African Trade Unions (COSATU) have taken advantage of the arrival of democracy and newly found opportunities available through Black Economic Empowerment to venture into the world of business by setting up their own investment companies. The declared desire behind these ventures was to break the stranglehold of white capital on the economy and to extend participation in the economic activities of the country to previously disadvantaged communities. Using the National Union of Mineworkers and the Mineworkers’ Investment Company as case studies, this dissertation seeks to determine whether unions affiliated to the Congress of South African Trade Unions (COSATU) are advancing the struggle for socialism through their investment schemes. Secondly, the dissertation determines whether, in the activities of the schemes, internal democracy is preserved and strengthened. The theoretical framework of this dissertation emerges from arguments advanced by Lenin and Gramsci on the limitations of trade unions in terms of their role in the struggle against capitalism. In addition, the argument draws on the assertions by Michels regarding the proneness of trade union leadership to adopt oligarchic tendencies in their approach to leadership. Of interest is how, according to Gramsci, trade unions are prone to accepting concessions from the capitalist system that renders them ameliorative rather than transformative. Drawing from Michels’ ‘iron law of oligarchy’, the thesis examines whether there is space for ordinary members of the unions to express views on the working of the union investment companies. By looking at the extent to which the investment initiatives of the companies mirror the preferences of the ordinary members of the unions, one can determine the level of disjuncture between the two. The study relies on data collected through interviews and documentary material. Interviews provide first-hand knowledge of how respondents experience the impact of the investment schemes. This provides a balanced analysis given that documents reflect policy stances whereas interviews provide data on whether these have the stated impact. What the study shows is a clear absence of space for ordinary members to directly influence the workings of union investment companies. It is also established that, in their current form, the schemes operate more as a perpetuation of the capitalist logic than offering an alternative system.

This has been a matter of concern for the unions for numerous reasons: some nonstandard workers are subjected to sub-standard working conditions, irregular working hours and little or no benefits; casual work is arranged in such a way that it is virtually impossible for these workers to join a union – a predicament which bears a high possibility of a decline in the typically standard worker–based membership of trade unions; and non-standard workers are often faced with the representation gap predicament which entails that they are not adequately protected by labour legislation. The thesis explores the responses of trade unions to these challenges, and the proposals that they have made in this regard, by focusing on the sectoral dynamics of non-standard labour in the province. It further discusses the regulation of non-standard labour, as poor representation of some non-standard workers bears consequences for the regulation of the practice of non-standard work. The research adopted qualitative research techniques in the form of semi-structured interviews, and used purposive and snowball sampling in accessing relevant data for analysis purposes.

It analyses the extent to which integration is holistic at institutions of Higher Learning. Particular interest is given to the institutional culture of Rhodes University, namely whether it values and embraces diversity and is committed to inclusivity, centering the presence and voice of students with disabilities. It explores institutional responses to students with disabilities and their capacity to flourish beyond notions of access, therefore, delivering on the demand for institutional transformation. The thesis draws on the Critical Disability Studies Approach (CDSA), the social justice reform agenda with reference to the feminist analysis of disability, and the concept of inclusive education. The study uses a qualitative research methodology. The sample size used in the study was sufficient to highlight the challenges students with disabilities at Rhodes University face and their coping mechanisms while investigating the extent of support and active participation in the transformation discourse. The study found that the majority of the participants’ academic capabilities were influenced by their disability and impacted on their academic success. The study further revealed that there is a disjuncture between policy and practice in terms of awareness, and as such, effectiveness. While there is a supportive institutional framework, as indicated by more than 50% of the participants in the study, the recommendations ensuing from this research indicate that there are areas in which the university can improve its support mechanisms. Improving support structures is possible through establishing platforms which can be used for students to share their lived experiences and making disability a visible part of the institutional discourse on transformation. The study concludes by arguing for the application of principles of Ubuntu which demonstrate the commitment of Rhodes University in inculcating an inclusive institutional culture and understanding that disability is intersectional with social registers such as race and gender. It emphasises the recognition of the institution as a transforming one if the body that matters is the body whose presence, voice and lived experience is acknowledged and recognised.

- Description: The purpose of this study is to investigate long-term trends in the union membership of South Africa and Germany, and to highlight trends in unionisation in both of these countries over a period of time. The long-term aspect of this study differentiates it from more detailed specific studies concerned with the individual fortunes of confederations or unions. The changing fortunes of trade unions have been associated with changes in work organisation, the influence of institutional pressures, or long term changes in the economic cycle. All these factors may, of course, shape and be shaped by each other. From a comparative perspective this dissertation determines whether the fortunes of unions are ultimately a product of the long waves of an economic cycle, or if other factors, such as variations in union/state relations, changes in the forms of work organisation and shifts in the employment market, impact upon union membership and mobilisation. It is hoped that the comparison of a transitional and an advanced economy may shed new light on the causes of union growth and decline, and the impact of specific social, legal and cultural variables thereon. The theoretical frame of reference for this study emerged from literature pertaining to union growth and decline. This literature discusses the historical, economic and sectoral challenges that confront the identity of unions and their ability to mobilise membership within contemporary labour markets. The entire study relies heavily on primary data collected from a wide range of sources in both countries. This method facilitates the comparison and cross-checking of information, which ensures a full and balanced study. A synthesis of the facts obtained led to certain suggestions relating to the areas in which both South African and German labour organisations could adapt their agenda and interests to the changing nature of the employment market in order to avert membership decline. The methodology of this research draws from Skopol’s work which argues that social studies ought to be grounded in historical experience in order to make sense out of specific social events that occur today. The research design utilises an initial comparative historical-political analysis of the emergence of unionism in South Africa and Germany, so as to establish those factors which have, in the past, affected union growth and decline in both countries. Thereafter, the impact of contemporary economic and sectoral trends that reoccur in the South African and German labour markets are examined and compared, in order to establish their influence on the growth or decline of union membership in both countries in the future. This study consists of four sections. The first section comprises a historical dimension that uses Valenzuela’s work relating to the political nature of labour movements to establish those factors which, in the past, have affected union growth and decline. This is done to determine whether the type of insertion of labour movements into historical national political processes, and the links formed between trade unions and political parties influences membership growth or decline. The following three sections deal with the present challenges that may affect the unions in the future. Section Two deals with factors of economic recession (namely, poverty and unemployment) which confront trade unions in the 1990s. Hyman’s Theory of Disaggregation is applied to determine if recessive socio-economic factors can account for the strength of decline of unions, as opposed to union mobilisation being purely linked to transitions between long waves of the economy as Kelly suggests. The relevance of these theories to the rise and decline of unionism in South Africa and Germany is compared and contrasted. The third section determines whether changes to more flexible forms of work organisation and shifts in the employment market can account for the contrasting strength of the South African labour movement and the decline of the German labour movement today. The way in which these issues impact negatively upon union strength in South Africa and Germany in the 1990s is compared and contrasted, again using Hyman’s Theory of Disaggregation. The final section establishes whether or not the roles adopted by the South African and German labour movements during their confrontation with labour repressive regimes impacts upon their ability to attract union membership today, despite the constraints imposed upon unions by prevailing economic and structural uncertainties. Therefore the historicity of the South African and German labour movements, (based upon the findings of the first part of this study), is referred back to. At the same time, the reactions of the South African and German labour movements to prevailing economic and structural realities, (as examined in the second part of this research) are re-examined. Three conclusions are reached. Firstly, regardless of their strengths or weaknesses, all labour organisations are capable of adjusting to the adverse changes taking place in contemporary employment markets if they prove willing to advance and defend the interests of all who work, including those in the informal sector. If unions continue to neglect the informal labour market, they run the risk of being transposed by social movements that are antagonistic to trade unions or new expressions of the workforce’s latent collectivism. Secondly, in successfully playing a social movement role that led to the downfall of Apartheid in 1994, the South African labour movement has evolved as an energetic body with a dimension of recumbent militancy that attempts to adapt its identity to the changing nature of the employment market. This enables the South African labour movement to continue to attract membership despite the prevailing economic uncertainties. In contrast, forced co-operation and consensus within the German industrial relations arena since World War Two has resulted in a less dynamic union movement that lacks initiative in adapting to the changing nature of the employment market. The result is a decline in unionism. Finally, the fortunes of unions are not, as Kelly suggests, purely a product of economic cycles. Political climates can also influence mobilisation, as has occurred in both South Africa and Germany. This implies that mobilisation is not only activated by the economic dissatisfaction of a union movement.

- Description: The purpose of this study is to investigate long-term trends in the union membership of South Africa and Germany, and to highlight trends in unionisation in both of these countries over a period of time. The long-term aspect of this study differentiates it from more detailed specific studies concerned with the individual fortunes of confederations or unions. The changing fortunes of trade unions have been associated with changes in work organisation, the influence of institutional pressures, or long term changes in the economic cycle. All these factors may, of course, shape and be shaped by each other. From a comparative perspective this dissertation determines whether the fortunes of unions are ultimately a product of the long waves of an economic cycle, or if other factors, such as variations in union/state relations, changes in the forms of work organisation and shifts in the employment market, impact upon union membership and mobilisation. It is hoped that the comparison of a transitional and an advanced economy may shed new light on the causes of union growth and decline, and the impact of specific social, legal and cultural variables thereon. The theoretical frame of reference for this study emerged from literature pertaining to union growth and decline. This literature discusses the historical, economic and sectoral challenges that confront the identity of unions and their ability to mobilise membership within contemporary labour markets. The entire study relies heavily on primary data collected from a wide range of sources in both countries. This method facilitates the comparison and cross-checking of information, which ensures a full and balanced study. A synthesis of the facts obtained led to certain suggestions relating to the areas in which both South African and German labour organisations could adapt their agenda and interests to the changing nature of the employment market in order to avert membership decline. The methodology of this research draws from Skopol’s work which argues that social studies ought to be grounded in historical experience in order to make sense out of specific social events that occur today. The research design utilises an initial comparative historical-political analysis of the emergence of unionism in South Africa and Germany, so as to establish those factors which have, in the past, affected union growth and decline in both countries. Thereafter, the impact of contemporary economic and sectoral trends that reoccur in the South African and German labour markets are examined and compared, in order to establish their influence on the growth or decline of union membership in both countries in the future. This study consists of four sections. The first section comprises a historical dimension that uses Valenzuela’s work relating to the political nature of labour movements to establish those factors which, in the past, have affected union growth and decline. This is done to determine whether the type of insertion of labour movements into historical national political processes, and the links formed between trade unions and political parties influences membership growth or decline. The following three sections deal with the present challenges that may affect the unions in the future. We judge others but there is no saint without a past or a sinner without a future. Mabuza reconciled with the main liberation movements and moved from a maligned position on the political fringes to a respectable one within the emerging black economic elite. History, like reference systems and values is not calcified or static. It is prone to interpretation, adaptation, modification, invention, manipulation, decomposition and re-composition. Bourdieu's habitus-field analysis, theory or logic of practice, notions of capital (symbolic, political, social, cultural and economic) is used together with Latour's actor-network theory as the basis of analysis of the social contracts and trust bonds that Mabuza was able to create and which enabled him to navigate South Africa's socio-political and economic milieus during apartheid and the transition in the early 1990s. As people or actors, we believe in the mantra, nothing ventured, nothing gained. We exercise agency and take risks every day. We make choices and those choices have consequences. Mabuza's choices in the fields of education, politics and business had implications for how he is perceived or has been written into history. His choices put notions of identity, citizenship, power, legitimacy, ambition, elite accommodation, class, personal and professional networks, popular struggles, agency and structure under the spotlight. Mabuza's involvement in Bantustan politics, for instance, is contextualised in terms of a historical overview of the unpopular role played by traditional authorities in South Africa before and during colonialism and apartheid. His later foray into the world of business, however, was facilitated in part, by the personal and professional contacts that he made whilst he was in politics and the opportunities which opened up during the country's political transition. Mabuza adapted to changing circumstances and demonstrated a level of versatility which other Bantustan functionaries did not or could not exercise.

- Description: Climate change and variability is a global phenomenon which has deeply localised patterns, dynamics and effects. Amongst those people who are particularly vulnerable to climate change effects are small-scale farmers who are dependent in large part on rain-fed agriculture in pursuing their livelihoods. This is true of small-scale farmers in contemporary Zimbabwe and, more specifically, farmers in communal areas. At the same time, at international and national levels, there are attempts currently to minimise the effects of, and to adapt to, climate change. However, adaptation measures also exist at local levels amongst small-scale farmers, such as communal farmers in Zimbabwe. In this context, as its main objective, this thesis examines climate change and small-scale farmer livelihood adaptation to climate change with specific reference to communal farmers in Chivi District in Zimbabwe and, in particular, in Ward 25 which is popularly known as Ngundu. In pursuing this main objective, a number of subsidiary objectives are addressed, including a focus on the established livelihoods of Ngundu farmers, the perceptions and concerns of Ngundu farmers about climate change, the coping and adaptation measures of Ngundu farmers, and the enablements and constraints which affect attempts by Ngundu farmers to adopt such measures. The fieldwork for the thesis involved a diverse array of research methods, such as a questionnaire survey, life-history interviews, key informant interviews, focus group discussions and transect walks. In terms of theoretical framing, the thesis makes use of both middle-level theory (the Sustainable Livelihoods Framework) and macro-theory in the form of the sociological work of Margaret Archer. Combined, these two theories allow for a focus on both structure and agency when seeking to understand livelihood adaptations to climate change by communal farmers in Ngundu. The thesis concludes that there are massive constraints inhibiting adaptation measures by Ngundu farmers, but that this should not distract from the deep, often historically-embedded, concerns of Ngundu farmers about climate change and the multiple ways in which they express agency in and through adaptation and coping activities. It also highlights the need for more specifically sociological investigations of climate change and small-scale farmer adaptation, as well as the need for localised studies which are able to identify and analyse the specificities of adaptation.

Yet, current adaptation theories and inquiries have failed to sufficiently account for and analyse the capacity of these farmers to adequately respond to changing climatic conditions. In this respect, a number of studies have been heavily embedded in deterministic concepts that regard rural farmers as passive victims who play only a minor part in decisions and actions that affect their own livelihoods and well-being. Similarly, although some studies have acknowledged farmers’ capacity to adapt and build elements of resilience, they have not adequately shown how farmers interpret changes in climate and the structures, processes and conditions underpinning adaptation. Following that, my study uses a case study of a rural community in a semi-arid region of Mutoko district in eastern Zimbabwe and Margaret Archer’s sociological theory to understand and analyse how farmers problematise climate variability and respond to it. The study utilises a qualitative approach to divulge the subtleties on how rural people interpret processes of change and adapt to such changes. The thesis found that farmers are encountering increasingly unpredictable and unreliable rainfall patterns as well as shifting temperature conditions which are inducing labyrinthian livelihoods conundrums. However, these climatic shifts are not being experienced in a discrete manner hence farmers are also discontented with the obtaining socio-economic circumstances in the country. Simultaneously, whilst farmers in large part conceived changes in rainfall and temperature to be caused by natural shifts in climate, they also ascribed them to cultural and religious facets. Importantly, the thesis reveals considerable resourcefulness by farmers in the face of nascent changes in climate variability. Farmers have therefore constructed versatile coping and adaptive strategies. What is crucial to mention here is that climatic and non-climatic challenges are negotiated concurrently. Therein, farmers are adapting to climate variability and at the same time navigating difficult socio-economic landscapes. All the same, the process of adaptation is ostensibly not straightforward but complex. As it evolves, farmers find themselves facing numerous constraining structures and processes. Nonetheless, farmers in this study are able to circumvent the constraints presented to them and at the same time activate the corresponding enabling structures, processes and conditions.

- Description: Over the years, western and local media have mediated a narrative of a thoroughly homophobic Zimbabwe, not the least emanating from the former president Robert Mugabe’s ongoing homocritical utterances which recurrently generated global news stories. The country does indeed have a protracted history characterised by various forms of attacks on Gays and Lesbians of Zimbabwe, its membership, and the general lesbian, gay, bisexual, and transgender (LGBT) community. A dominant discourse has framed homosexual identities as on or beyond the border of what is acceptable, giving the clear message that they should not be tolerated. However, the narrative needs a more nuanced analysis than what has been popularised. That homophobia has played a significant role in Zimbabwe is of great import, but it is not and cannot be all there is to say about LGBT lives in the country. And, while scholarship on Zimbabwean homosexualities has engaged with debates about its indigeneity, morality and acceptability, it has as of yet not significantly explored the lived realities of non-heterosexual individuals from their own point of view. This thesis aims to begin doing exactly that, addressing the experiences of same-sex loving and attracted individuals in Harare. Drawing on ethnographic sociology, the thesis focuses on understanding how gay and lesbian identities are constructed, negotiated and experienced within an environment that is in many ways overtly homophobic, where, for example, the risk for social exclusion is considerable. It explores what characterises and shapes gay and lesbian identities in Harare in an attempt to interrogate how they reinforce, modify and challenge dominant social categories and relate to globally circulating queer identity categories. The thesis demonstrates that the construction of identities among same sex loving people in Harare variously draws on both locally and globally circulating ideas and insights. The thesis reveals that beyond the considerable attacks on homosexual identities in Zimbabwe, the intersection of local and international discourses on gay and lesbian identities produces identities that are to varying degrees emergent, fluid and perhaps fragmented. Despite attempts to expunge non-heterosexuals from Zimbabwean citizenry by drawing borders on the basis of sexual orientation, same sex loving individuals in Harare have defiantly expressed, negotiated and managed their sexual identities. The thesis describes and analyses things like dating patterns, decision making in same sex relations as well as family and religious experiences. Invoking Goffman’s concept of self-presentation enables one to understand how participants expressed themselves in the midst of like-minded or homo-tolerant individuals and how they deployed themselves in ‘spaces’ considered homocritical or where resentment was likely to be provoked by them openly expressing their sexual orientation. Crucially, same-sex loving and attracted individuals are agentic individuals who have variously stretched the traditional meanings associated with gender and sexuality in a context characterised by heteronormativity. This thesis usefully deploys Giddens’ (1991, 1992) theorisation of late modernity as characterised by conditions allowing a profusion of competing and sometimes contradictory identity discourses which offers the opportunity for self-reflexivity and identity negotiation. This helps us to understand the defiant identities. Whereas western circulating identity politics tout ‘coming out of the closet’, for most of the participants overt indiscriminate disclosure was to be avoided with participants therein deploying strategies that would help them to remain closeted to some family members as well as in religious circles. The consequences of ‘outing’ or disclosure are ostensibly not straightforward but complex, thus requiring a nuanced analysis that goes beyond the binary categories framed as either negative or positive. The thesis shows that experiences of same sex loving people in their families are complex rather than simply situated on the polar ends of either rejection or acceptance. Whilst dominant discourse has depicted religion as fuelling homophobia as it depicts a Christian identity and queer identities as incompatible, the thesis also explores how some participants challenge the borders drawn in religious circles and maintain a relatively active religious life but not always without conflict.

- Description: Post-colonial states in Africa continue to pursue nation-building and socio-economic development. This process is taking place with the sustained support of global agencies in terms of development cooperation, assistance and aid. Insofar as an endogenous development path which speaks to national priorities can be formulated and implemented by post-colonial states, their relationship with these agencies raises serious questions about such a path if the relationship entails dependence and indeed subordination of post-colonial states. This raises important questions about state autonomy under post-colonial conditions and the possibility of autonomy being compromised. In this light, the thesis examines European Union budget support to Mozambique and, in particular, the relationship between EU budget support and Mozambique state autonomy in pursuing national development. This is particularly pertinent given the massive dependence of the Mozambican state on foreign funding (notably EU funding) with specific regard to the national budget. Despite the broad claims existing in the prevailing literature that nation-state autonomy is seriously undermined in and through the international development system, the thesis argues against reductionist arguments that simply posit post-colonial states as mere instruments of global forces. This system, including European Union budget support, does indeed set the conditions of existence for post-colonial states such as Mozambique. But autonomy is necessarily relative and is subject to different forms and degrees. Ultimately, it is through empirical investigation that the specific form and degree of autonomy can be pinpointed and understood. The thesis contributes to this endeavour and suggests that the relationship between European budget support and Mozambican state autonomy is more complex and tension-riddled than the prevailing literature would seem to suggest.

The crisis has involved a down-sizing of the Zimbabwean economy and a massive rise in the rate of unemployment in the formal economy. Consequently urban life became increasingly unbearable for poor blacks and informal economic activities blossomed and started to make a significant contribution to household income and livelihoods. The role of women in the informal economy was particularly pronounced. Theoretically, the thesis is underpinned by the sustainable livelihoods framework. In examining the vulnerability context of the Magaba women traders and the institutional interventions which complicate the lives and livelihoods of these traders, I identify and unpack their diverse livelihood activities and strategies and the resources (or assets) they deploy in constructing urban livelihoods. Though their livelihood portfolios complement any earnings from formal employment by household members and though they contribute to their household’s sustenance, there are a number of daily challenges which they face in their trading activities and which they seek to counteract through a range of often ingenious coping mechanisms. The thesis is important for a number of reasons. It fills an important empirical gap in the study of Magaba market specifically, it brings to the fore the gendered character of the informal trading activities in urban Zimbabwe, and it deploys the livelihoods framework in a manner which is sensitive to both structure and agency.

Since 1994, the ANC has in the main pursued a neo-liberal project with a limited focus on redistribution. Because of this, most blacks living in urban areas continue to live under conditions of extreme poverty. The abject material conditions of people living in Mlungisi does not provide a strong basis for why they would vote almost unreservedly for the ANC. In seeking to offer an explanation, the thesis turns to theories of the post-colony, including the work of Frantz Fanon and Partha Chatterjee, as these theories provide an analysis of the character of the post-colonial state and the ways in which the government engages with its citizens. These macro-level theories are complemented by middle-level theories about voting and voting patterns in seeking to understand why Mlungisi residents vote for the ANC, raising questions of identity, loyalty and clientelism in the process.
