- Description: This study explores the use of Information and Communications Technology (ICT) and Educational Technology (ET) as an educational resource in the school Arts classroom. Many teachers lack the qualifications to teach the Performing Arts (PA) of the Curriculum and Policy Statement (CAPS). Therefore, teachers rely on curriculum documentation and textbooks to help guide planning of lessons and the execution thereof. Technology as a resource tool can assist teachers as they incorporate an overwhelming amount of content/concepts in lessons. In this way they could improve classroom practice in the PA disciplines. With the emergence of Operation Phakisa: ICT in Education (Department of Education [DoE] 2015), the researcher acknowledges that the integration of ET is unavoidable. Moreover, the research highlights the importance of engaging with the rising hegemony of ICT as the defining characteristic of the information society. Literature supporting the inclusivity of media and media-related resources in education are discussed. In addition, the literature review focuses on a wide variety of ET and concludes with the implementation of ET in a South African context. Teachers from the Foundation Phase (FP), Intermediate Phase (IP) and Senior Phase (SP), namely grade R – 7, were invited to participate in the study where they were observed during contact time drawing on technology to aid teaching pedagogy. The research design involved a qualitative inquiry with aspects of crystallization where the data was collected through observations, interviews and teacher’s self-assessment. The findings suggest that teachers received little or no training in one or more PA disciplines. The integration of technology in the teaching pedagogy led to an enhanced learning environment where the teacher could actively engage learners in meaningful activities. The findings furthermore revealed that the use of technology was not uniform and did not lead to neat conclusion. Instead the researcher found that a great deal of divergence in the use of technology. This divergence was found across art disciplines and the use of technology also differed among teachers. Finally, individual teachers also differed in their use of technology across the art disciplines that they taught. The learners benefited from the use of technology insofar as they displayed a better understanding of the concepts in subsequent lessons. Furthermore, by the end of the study, teachers had begun to implement the new teaching style in learning areas other than the PA.

The diagonal principles by Kent and Taylor (1998) used as a strategic framework to facilitate relationship building with the public and the organisations, were also explored. The results indicated that the majority of the departments are active on Facebook, however not at a satisfactory level. The majority of the departments failed to use all the six dialogic principles to leverage two-way communication, in particular creation of the dialogue loop which facilitates the building of ongoing relationships and feedback. Some of the departments have not fully taken the opportunity to increase the engagement and dialogue through posting photos on Facebook walls. The numbers of videos posted were extremely low. The majority of the departments utilised the social media platform, Facebook, as a one-way communication, such as publishing of media statements, announcements, media conferences and interviews among others. Most of the departments use Facebook for information dissemination especially on events and campaigns. The poor use of Facebook can be attributed to the challenges such as a lack of resources, especially a budget, lack of skills on effective use of social media, the continuous use of one-way communication by the government and a lack of budget among others. The findings correlate to the previous studies that found a lack of proper engagement, dialogue and interactivity on government’s Facebook pages.

Media and agriculture in Africa : a case study of agriculture radio programming in Malawi

The study used mostly qualitative methodology, with focus group discussions, key informant interviews, and a semi-structured questionnaire to gather verbal and statistical from the primary beneficiaries in order data to understand why three mass media interventions in Malawi had similar effects when only one of them was strictly participatory. It found, inter alia, that in two sites food security was the overriding factor that influenced the community members to adopt radio messages while in the third the participants were mostly driven by the desire to earn money, essentially because the area is food-secure. Thus, participation in radio production was found not to have any significant role in the acceptance and adoption of radio-mediated innovations by the farming communities. Based on the above findings, the study recommends a) an integrated communication for development (IC4D) model that combines top-down information dissemination techniques and participatory communication approaches since the two reinforce more than they oppose each other, and b) the formation of a Communication for Development (C4D) pool fund in Malawi to finance C4D activities. The C4D pool fund is theorised to be resourced by the Malawi government departments, local farmers ‘organisations, international NGOs, and UN bodies such as UNICEF, WHO, and the FAO.

Public participation is the process by which public concerns, needs, and values are integrated into governmental and corporate decision making. The Integrated Development Plan is an example of local government instruments which seek public participation in order to address community needs through service delivery. Consequently, this study was to explore the role of public participation in the Integrated Development Planning process of the Chris Hani District Municipality. The main objectives of this study were to understand the IDP making process, establish the importance of public participation, understand the role played by the municipality to encourage public participation in the IDP processes, understand the influence of IDP in service delivery and to make recommendations based on the findings presented. To conduct this study, qualitative research methodology was employed. The population sample comprised of councillors and municipal officials. Structured interviews were conducted with the councillors, while semi-structured interviews were held with municipal officials. The findings of the study revealed that the Chris Hani District Municipality views public participation as an integral part of the IDP making process. Measures and strategies are taken by the municipality to enhance public involvement in all matters of the municipality, including the IDP process. To achieve this the municipality partners with a number of stakeholders such as the local municipalities, government departments and organised groups. However, this is not enough hence recommendations are presented to improve this situation. Recommendations proposed include introducing capacity building programmes for councillors, establishment of a public participation unit, availing budget for public participation and educating members of the public about public participation and the IDP process.

The IDP looks at the economic and social development. It aims to coordinate the work of the local government in a coherent plan to improve the quality of life of all the people living in an area. Many municipalities in South Africa are faced with the challenge of service delivery and Mnquma is one of those municipalities. There are still backlogs in service delivery in Mnquma. This study was triggered by the high level of poverty, high unemployment rate and the non service delivery in Mnquma municipality. It sought to understand whether the IDP is serving its purposes in the Mnquma Municipality. Questionnaires were used as a method of collecting data. The respondents were asked to give their opinions on the impact of IDP in Mnquma, the IDP implementation for effective service delivery, and highlight the challenges that they think hinder the IDP from realizing its intended goals. The results of this study show that there is lack of communication between the municipality and the community. The study uncovered that the communities do not understand the purpose and existence of the IDP document. IDP is a tool to fast track service delivery. The study argues that without its proper implementation, service cannot be rendered effectively and efficiently.The research findings also point out the need for sensitizing the community about the need to participate in the affairs of their development so that the IDP can be a true reflection of their needs. The mantra of this research is effective service delivery through the implementation of the IDP.

For example, business communication includes business reports, documents (booklets, leaflets, and official communiqués), notices, agreements, web copy and advertisements that are produced continually to address a variety of business communication needs for a variety of audiences. Although written business communication has a significant impact on customer satisfaction and consumer attitude which, in turn, affects consumer behaviour positively or negatively, there is a lack of research investigating the knowledge and application of plain language in business communication. Many studies were found to be related to communication and language, however, studies about plain language use were less prevalent. Therefore, this study aimed to investigate the awareness of the plain language regulations stipulated in the South African Consumer Protection Act (CPA) 68 of 2008 (2009). The application of these plain language principles within businesses in the Port Elizabeth Metropole, with specific reference to its use in written business communication was also investigated. The study also aimed to identify plain language best practices and constraints resulting from plain language application or non-application within the selected organisations. The research focused attention on the impact of business communication on customer satisfaction, consumer attitude and, ultimately, consumer behaviour as well as the need for plain language use in written business communication practices to ensure effective and fair (ethical) communication. A comprehensive literature review was conducted on communication, communication theory and consumer behaviour, as well as on plain language principles which might add to the effectiveness of organisations’ written business communication, to provide a theoretical foundation for the study. The study’s research methodology was approached from a phenomenological (descriptive and interpretive), and somewhat positivistic perspective, utilising qualitative and limited quantitative measures to obtain data. For this reason, three managers from three respective organisations within the Port Elizabeth Metropole were interviewed and asked to complete a rating-scale survey to obtain insight on the written business communication practices of these organisations. A content analysis of documents supplied by the participating organisations were also reviewed to provide commentary on the plain language application in each organisation. Furthermore, Section 2 of the South African CPA 68 of 2008 (2009) was also reviewed to measure and comment on the application of plain language in these organisations. Based on the data analysis, it was evident that organisations in the Port Elizabeth Metropole were aware of plain language and the plain language regulations stipulated in the South African CPA 68 of 2008 (2009), but that they were not certain what the regulations entailed exactly. Furthermore, plain language principles were applied in the participating organisations, however, complications and areas for possible improvement were identified in the data. From the study’s findings, various recommendations were made that could assist the organisations to improve their organisations’ plain language application. These recommendations included, for example, appointing plain language champions to monitor plain language application in the organisation, as well as assessing language competence of staff and training them to improve their language competencies. Recommendations for future research suggested that future studies needed to include a larger research sample, a more diverse sample population to include consumers and a broader industrial demographic. In addition, future studies could attempt to investigate communication barriers that inhibit or challenge comprehension in consumer communication.

A content analysis of documents supplied by the participating organisations were also reviewed to provide commentary on the plain language application in each organisation. Furthermore, Section 2 of the South African CPA 68 of 2008 (2009) was also reviewed to measure and comment on the application of plain language in these organisations. Based on the data analysis, it was evident that organisations in the Port Elizabeth Metropole were aware of plain language and the plain language regulations stipulated in the South African CPA 68 of 2008 (2009), but that they were not certain what the regulations entailed exactly. Furthermore, plain language principles were applied in the participating organisations, however, complications and areas for possible improvement were identified in the data. From the study’s findings, various recommendations were made that could assist the organisations to improve their organisations’ plain language application. These recommendations included, for example, appointing plain language champions to monitor plain language application in the organisation, as well as assessing language competence of staff and training them to improve their language competencies. Recommendations for future research suggested that future studies needed to include a larger research sample, a more diverse sample population to include consumers and a broader industrial demographic. In addition, future studies could attempt to investigate communication barriers that inhibit or challenge comprehension in consumer communication.

Yet ten years into the new dispensation nothing significant has been done to alter a situation in which the majority of children are obliged to access their basic education largely through the medium of a second or even a third language — English. In contravention of both the intentions and the specific provisions of numerous legislative measures and policy statements, Government has made no serious or effective attempt to promote the use of any language other than English in South African schools nor to encourage language practices most conducive to the cognitive development and academic success of millions of non-English speaking pupils. To make matters worse, most of the children who enter the school system with very little knowledge of English and are expected to make an abrupt transition to that language as a medium of instruction after a totally inadequate three years are from impoverished households and communities still suffering the gravest effects of the discrimination and oppression of apartheid. They are often underprepared and seriously disadvantaged by their background circumstances when they enter the culturally strange and intimidating western-style education system. To heap on top of these disadvantages the burden of language practices in the classroom that hinder rather than facilitate their access to education is indefensible. When Macdonald asks, “ Are our children still swimming up the waterfall?” (Macdonald 2002: 111) she is not exaggerating. In these circumstances and if ineffective language teaching and inadequate use of the mother tongue as a medium of instruction can be shown to bar effective access to basic education of an acceptable standard, there are far more serious and far-reaching implications in terms of human rights than just the right to choice of language medium. Linguistic research into medium of instruction has tended to be isolated from evaluative legal approaches to minority language rights, children’s rights, education rights or other fundamental human rights. Insufficient attention has been given to the interrelationship between the various rights and the importance of local conditions and circumstances in any assessment of their relative weight and enforceability. Human rights cannot be seen out of context, and theory from various disciplines, such as politics, economics and linguistics may be invaluable in forming a fresh perspective on the right to mother tongue education and, indeed, to basic education in general. The principle of non-discrimination in education is generally recognised, to be sure, as is the importance of ensuring access to and quality of education (Strydom 1992/93:139), but the dependence of these factors on the most appropriate medium of instruction within the education system does not merit much attention in the literature. The right to basic education tends to be seen as separate from any possible right to choice of medium of instruction and the latter often merely as a question of convenience or preference, at best a qualified right (Oosthuizen and Rossouw 2001: 666), dependent on feasibility, numbers and available finance (Motata and Lemmer 2002: 111). In fact, the case for regarding the right to mother tongue education as a strong positive right in many contexts and countries does not appear yet to have been made. This study is theoretical in nature and constitutes an attempt to fill this gap by examining the findings and views of experts from various disciplines within the framework of current thinking on human rights issues. The development of a coherent framework within which to view the right to mother tongue education and government obligations in connection therewith might be of some value to policy makers in their efforts to plan improvements within the education system. The synthesis and possibly, to a limited extent, the development of theory from the relevant disciplines will be undertaken by means of a survey of the relevant literature, an analysis of not only local but also international legislation and policy documents and the weighing and balancing of conflicting evidence and contrasting viewpoints. Sources and contributions in each area will be discussed under the headings outlined in Chapter 3. First, however, I should like to provide an overview of the educational, political and economic context in which mother tongue education must be considered.

Drawing on Collins’ (2004) theory of emotional energy and interaction rituals, and Márquez’s (2013; 2017) application of said theory as an explanation of the personality cult phenomenon, the model seeks to identify, with regard to affectiveemotional constructions, what is required from leader-based foci to initiate this process. To achieve this, artefacts (visual representations) of Kim Jongil, Ayatollah Khomeini, King Mswati III, and Saparmurat Niyazov and Gurbanguly Berdimuhamedow were collated from within North Korea, Iran, Swaziland and Turkmenistan respectively. Analyses of both the design and semiotic components of the artefacts were conducted and the findings used to develop the model. The model was tested through four unique case studies of personality cults not affiliated with its construction.

The challenges facing street traders were also investigated and analysed in order to formulate recommendations for solving challenges facing street trading in Mnquma Local Municipality. In order to fulfil the objective of the study and to address the research problem faceto-face interviews were conducted with the street traders, municipal officials and Hawkers’ Association. The literature review and the interviews enabled the recommendation of possible answers to the problem. These recommendations would be valuable and, one hopes, will also be of assistance to the Mnquma Local Municipality. Findings of this study indicate that challenges faced by street traders in Butterworth include lack of financial support to start their businesses. Also, the fact that there is no water taps that can be used by the members of the public in the Central Business District (CBD) in Butterworth as well as street lights at night is one of the challenges. Recommendations were made with regard to support and assistance for street traders, environmental management and also a recommendation on business registration and licensing. The study concludes that if the Mnquma local municipality can implement all the proposed recommendations, all the factors raised by street traders as disturbing the functionality of their businesses particularly in Butterworth will be rectified.

The greatest distinction between the two publications is that Drum is aimed at a specifically black readership while YOU caters for a general, cosmopolitan South African readership. With various commonalities in the production of Drum and YOU, what do the differing commodities, discourses and cultural repertoires presented in Drum in comparison to YOU communicate about the conceived black audience/s by the magazines'producers? In contrast to the dominant body of research on Drum magazine, which has been dedicated to pre-1994 editions, the investigation undertaken in this research focuses on post-apartheid editions of Drum under the commercial ownership of Media24. This also provides a unique opportunity to compare and contrast Drum and YOU which has not been extensively explored in the past. A theoretical study on some of the credible, plausible discourses circulating in Drum drew from Laden's (1997; 2003) research on black South African middle-class magazines and Steyn's (2001) studies on narratives of whiteness including colonial and apartheid policy discourses. Other theory considered to identify types of discourses included those on self-stylisation, excorporation and the historic, cultural influence of Drum in black South African identity formation. Critical discourse analysis is employed to discern the distinction and boundaries between the conceived black middle-class readerships of Drum and YOU. A multifarious content is present in Drum magazine for the diverse post-apartheid black middle-class of South Africa. Discourses of the African traditional and conservative feature side-by-side with contemporary, liberal and Western discourses; while the cultural repertoires of the bourgeois middle-class are presented beside the more modest commodities of the lower-income working class. This communicates an increasingly integrated South African consumer culture and a willing bourgeois solidarity amongst middle-class groups, creating a larger consumer class for advertisers and marketers in South Africa. In comparison to YOU, the discourses of the conservative-African-traditional provide a distinctive feature of Drum. However, this discourse is limited to realms which do not threaten the prevailing magazine culture of consumerism and the dominant global culture of Western science and reason. The other great distinction from YOU is Drum’s prominent educating and didactic function, offering an aspirant lifestyle by marketing a range of Western technologies and commodities. This is in addition to suggesting options for desirable social conduct and socially-responsible behavior.

- Description: The primary aim of this study is to investigate the role of school governing bodies in their oversight role of the implementation of education departmental policies by school principals in selected schools in the Upper Xolobe Administrative Area. According to Clarke (2009: 14), there is no doubt that a school improves when a school’s governors exert their governance oversight authority in a way that promotes the effective use of resources and establishes a climate which encourages teaching and learning. South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. In the area, there are seven General Education and Training (GET) band schools and one Further Education and Training (FET) band school or senior secondary school which offers tuition for grades 10 to 12. There are, therefore eight (8) governing bodies for the eight institutions. The majority of SGB members are not adequately educated. According to Clarke (2009: 1), schools are effective when there is an institutional environment that is conducive to teaching and learning. There is significant research identifying the characteristics of schools where good teaching and learning are evident, where there is a good work ethic and where children are provided with opportunities to develop to their full potential (Clarke, 2009: 1). The challenge for school governors is to see that they perform their governance functions in a way that will create a school environment where these characteristics are evident. The perceptible indications are that against the background of the challenge of the level of education of the majority of the parent members of SGBs, their mandatory term of office which is only three years and a myriad of other environmental challenges, the eight SGBs of the eight institutions in the Upper Xolobe Administrative Area are to grapple with, creating a school environment where the characteristics mentioned might be challenging. Inclusivity means the participation of parents, educators, non-teaching staff, learners, and other people who are willing and able to make contribution to the school. According to Clarke (2009: 14), there is no doubt that a school improves when a school’s governors exert their governance oversight authority in a way that promotes the effective use of resources and establishes a climate which encourages teaching and learning. South African schools, especially in rural areas, are still grappling with the challenges of electing effective people into school governing bodies (National Guidelines for School Governing Body Elections, 2012: 6). The Upper Xolobe Administrative Area is a rural traditional authority area under the traditional leadership of a headman who is appointed in line with traditional chieftainship under the supervision of a chief. There is also a democratically elected ward councillor as a political leader. The inadequate funding of the Department of Health appears to be directly related to adequate service delivery problems. The study adopted a qualitative research methodology which incorporated an extensive desktop analysis and literature review approach. No human participants were involved. Health legislation is an important enabler and a necessary component of health policy. Research has shown that since 1995 when the first edition of the review appeared, South Africa has been engaged in a constant process of public health law reform and despite significant gains, some legislative processes have stalled. Examples include the certificate of need provided for in the National Health Act, the introduction of compulsory continuing professional development for pharmacists, the recognition of specialist nurses as prescribers, and the introduction of international benchmarking for medicinal processes. The process of introducing NHI remains contested with the legislative component, still under developed. Although NHI will in due course be a game changer and there has been some strengthening of the health service in the NHI pilot district to date, in general, implementation has been slower than anticipated in the NHI green paper released in August 2011. The NHI white paper indicated that public health care spending was likely to increase substantially over the next 15years from 4% to 6% of the GDP. Several mechanisms for raising revenue have been proposed, including some combination of an increase of VAT or payroll tax, or an increase of personal income tax. NHI also has the potential to improve efficiencies in the overall health system through improved pooling, strategic purchasing, medicine price reduction through central procurement, redistribution, improved quality in the public sector and providing greater access to general practitioners. Development of, and amendment to the relevant health technology assessment policy and legislative frameworks are needed in order to inform appropriate universal health coverage and to align with the 2015 NHI white paper Addressing social determinants is the cornerstone of the National Department of Health’s primary health care system. A engineering strategy, and an approach that is embedded in the country’s national development plan is needed. However the translation of this policy commitment to programmatic action at different levels in the health system and in partnership with other sectors remains elusive Evidence indicate that South African patients face challenges in accessing heath care particularly those from rural areas. The main challenge is the lack of a coordinated strategy to ensure continuous access to treatment, cure and support for chronic conditions. This study has shown that the private for profit hospital sector is well resourced and caters to a population that is wealthier, urban and more likely to be formerly employed. The public hospital sector catering to the majority of South Africans, faces lower human resourcing ratios, financial constraints and ageing infrastructure. The ideal clinic realisation and maintenance programme was assigned in response to the current deficiencies in the quality of primary health care services and to lay a strong foundation for the implementation of national health insurance. There is an urgent need to develop cohesive, sustainable systems to support evidence based decisions on appropriate regime choices, while minimizing risks associated with medication. This study has shown the importance of a robust national PV system in order to reduce the significant burden of drug induced diseases, to inform treatment policies with real world evidence, to improve outcomes of common diseases, such as HIV, TB, hypertension, and diabetes through optimal therapeutic management, and to ensure the safety of large scale therapeutic interventions such as vaccines, especially when newly introduced. Results from the study suggest that there is a failure by policy-makers to adequately address the challenges faced by PHC institutions. There also appears to be a backlog in terms of the promulgation of enabling legislation to address certain of the challenges. The Department of Health has a number of draft policies which are negatively affecting the level of service delivery. The study revealed that the challenges include, inter alia, inadequate budgeting, staff shortages, aging infrastructure, the non-availability of certain medicines in hospitals, a poor referral system with limited measures in place to address HIV, TB and STI’s as well as non-communicable treatments.

Vulcanus and Fynbos portfolio orchestral ballet and a chamber work for SSATBarB and two guitars

- Description: This DMus composition degree is a portfolio (c. 93 minutes) that focuses on creative work with an extensive text in music notation, which embodies the composer’s creative research. The portfolio comprises two large-scale tonal and extended tonal works inspired by nature and informed by a narrative aesthetic. The two scores include an orchestral ballet in two acts and four scenes, Vulcanus (c. 54 minutes), which was created from a scenario by the composer, and which includes the occasional use of guitar and soprano, and a chamber work for SSATBarB and two guitars in nine movements entitled the Fynbos Suite (c. 39 minutes), inspired by the eco-system fynbos oil paintings of Steven Felmore. Both works can be seen as contributing respectively to the discipline of mainstream orchestral works, and guitar and choral writing. The accompanying commentary on the portfolio provides a rationale for the compositions, and outlines some of the creative processes and inspirational influences behind the works. An overview of the musical forms contextualizes the works within their narrative and visual frameworks. The ballet notes discuss the rationale for choosing ballet and include cultural, musical and extra-musical influences. A detailed scenario of the story with a description of the ballet’s characters and corps de ballet follows, while a table lists the dances and narrative mimetic episodes with tempos and time codes suitable for a choreographer to work from. The Fynbos Suite commentary gives some insight into fynbos within nature, and within the context of the paintings and the musical style. Included in the notes are the composer’s lyrics to four songs, and with the kind permission of the artist, the reproduction of the nine inspirational paintings. The recordings of Vulcanus and the Fynbos Suite were realised from the sound files of the Sibelius notation program. The guitar and the orchestral sounds, as well as the voice in Vulcanus are sampled from the Yamaha DGX 620 library, while the four vocal works of the Fynbos Suite were recorded with the Cape Soloists at the Fismer Hall, Stellenbosch University. The guitar in ‘Light on the Edge of Hope’ and the ‘Glory of Nature’ were performed by the composer. In conclusion to the background notes the creative journey, planned and unplanned, is reflected on, highlighting musical imagination with creative serendipity, and what the experiences of the process and outcome mean to the composer.

- Description: The modern visitor centre evolved rapidly with the world wide growth in tourism and its significant contribution to local economies. This new building type has provided many new opportunities for architects to work on small to medium size building with a greater meaning attached to them. However, architects would now have to deal with the problems that tourists bring! How must architects incorporate local history, culture and memory? The visitor centre is the combination of the local tourism office and museum. This new type of building is a combination of those formerly distinct building types which had two separate and different functions. “gateway building” The contemporary visitor centre combines the distribution of tourist/visitor information with the interpretation of particular regions. This interpretation of cultural and natural history links the visitor centre to the local history museum, however whereas local history museums often struggle with expanding collections, limited resources and low visitation levels, visitor centres have been able to attract greater government funding. The media of interpretation also differs dramatically, with visitor’s centres often using multimedia technology to enliven cultural history or educational displays. However they can also suffer from static displays which having been viewed once, discourage repeat visits. What is a contemporary visitor centre? Figure 1: Guggenheim Museum, Bilbao. Showing centre as “icon” building. This interpretation role of visitor centres has resulted in them becoming a major focus for visitation. The must-see status of these buildings is often pursued through dramatic form. Briefs for visitor centres often demand an “icon” envisaging that the building will itself, become a marketable destination. Buildings that try and become destinations in themself often run the risk of not promoting the area or location but rather them self. Visitor centres can therefor contribute to the transformation of destinations in both positive and negative ways. They can either help with economic, environmental and cultural revival of regions or they can be involved in changing places and overshadowing the very features they are meant to enhance.

- Description: The Northern Areas of Port Elizabeth are mostly comprised of the so called “Coloured” community and is vibrant in tradition and musical activities. Community music in the form of marching bands, brigade bands, wind bands and brass bands form a central part of the music activities in this area. The non-availability of music education in schools combined with the multitude of social challenges creates a cultural and moral vacuum. Children are not exposed to the finer arts and music in particular and without these bands and groups probably never will. This study will explore five community bands/groups and the role they play in the lives of people and especially the children and the youth. The impact and influence music has on the social upliftment of under-privileged children in this area has never been studied. The study shows the big impact these bands/groups have on the children and the communities they serve and highlights the dedication and good work of those band managers working with these groups. The study concludes with a proposal that an art/music centre be established in the Northern Areas of Port Elizabeth.

The non-availability of music education in schools combined with the multitude of social challenges creates a cultural and moral vacuum. Children are not exposed to the finer arts and music in particular and without these bands and groups probably never will. This study will explore five community bands/groups and the role they play in the lives of people and especially the children and the youth. The impact and influence music has on the social upliftment of under-privileged children in this area has never been studied. The study shows the big impact these bands/groups have on the children and the communities they serve and highlights the dedication and good work of those band managers working with these groups. The study concludes with a proposal that an art/music centre be established in the Northern Areas of Port Elizabeth.

Factors influencing rentention of academic staff at South African higher education institutions

- Description: The study investigated the factors influencing retention of academic staff at South African Higher Education Institutions (HEIs). The Job Embeddedness theory and Herzberg’s theory on retention were used to explore the retention of employees with special focus on the challenges and strategies of enhancing retention. The study adopted desktop research to explore the retention of academic staff in HEIs. This study discussed the challenges and factors influencing staff retention in universities and Technical and Vocational Education and Training colleges (TVETs) in South Africa. The findings of the study revealed that the challenges that impede staff retention include a lack of capacity; massification of tertiary education; transformation of higher education; redressing historical imbalances; staff turnover; a lack of mentoring and coaching; and the impossibility to satisfy everyone’s needs. The study identified strategies that can be adopted to enhance staff retention that focus on remuneration and compensation; professional development; workplace climate; appointments and promotions; institutional governance; institutional infrastructure and adaptation to change. Factors that contribute to effective staff retention were also identified as organisational culture; the rewards system; mentoring and development programmes; retention tracking, recruitment; selection; the life cycle of an employee; onboarding; performance management systems, career management, bureaucratic organisational structures; and effective support from Deans and Vice-Chancellors. Lastly, the study recommended the following on how HEIs can retain their academic staff: career advancement opportunities to boost morale and loyalty of the staff; mentoring and coaching provided to the junior staff by the senior staff; job satisfaction through the provision of remuneration and rewarding performance; and implementing sound performance management and appraisal systems. , Thesis (MA) -- Faculty of Humanities, School of Governmental and Social Sciences, 2020
