Media reach and reception in development communication: the case of the Rural Industries Innovation Centre in Botswana

- Description: The study was conducted in Phitshane-Molopo in Botswana. Phitshane-Molopo is located about 115 kilometers south of the main village of Kanye in which the Rural Industries Innovation Centre operates. The study constitutes the first attempt at evaluating audience reach and reception of the RIIC media messages. In this study, a sample of 50 representatives of households (the rationale is covered in chapter 1) was taken, for which a questionnaire was administered, including conducting in-depth interviews with key informants. The study found that RIlC media are not reaching the audience in keeping with the corporate goals and assumptions on the basis of which the communication strategy was established. The audience has claimed that the print media relayed to them through the extension officer channel do not reach them. The study also found that the audience possessed adequate literacy skills and the majority of them could read materials produced in Setswana. Only a few individuals preferred media text produced in the English language. The study therefore deplores RIIC's proclivity towards producing its media texts only in the English language. This has tended to marginalise members of the audience who cannot read in English. It is thus hoped that this study would provide a learning experience for RIIC to consider producing its communication media in relation to the needs of the audience. The study also found that the impact of the RIIC radio programme is very poor, with only a low of 2% of the sample population having listened to this programme. The problem stems from the poor Radio Botswana transmission system. The audience said that for the larger part of the day, they can't get Radio Botswana on air. As a result, they have shifted their interest to the South African radio stations such as Radio Tswana and Radio Mmabatho, which are constantly on air. The study concludes that the RIIC communication strategy is failing in the study area because the paradigm in which it is located is somewhat flawed, as a result of which it does not effectively impact upon reach and reception. At the core of this failure rate are implementation problems and the lack of evaluation that would have picked up the - problems earlier, for which solutions would have been found. Consequently, th~$tudy recommends the need to explore the suitability and effectiveness of the indigenous media for possible syncretization with conventional media as recommended in the need based integrative model (Nwosu and Megwa: 1993). Indigenous media are ideally suited to rural communication needs because they are consistent with the socio-cultural expectations of the audience. RIIC therefore stands to benefit from these media because the bulk of its audience resides in rural areas.

Following Christians et al (2009), the thesis sets out a normative framework of media performance in a democracy, including a detailed and critical normative theory of the ‘facilitative role’ proposed and developed by Haas (2007), one of the public journalism movement’s key advocate-theorists. It also draws on a variety of theoretical frameworks and perspectives in the fields of Political Studies and Media Studies to provide an analytical overview of the complex matrix of political and media contexts – at the macro (global), meso (national) and micro (local) levels – that have helped give impetus to the Community Dialogues and also shaped their ongoing operation as a public journalism strategy in the South African context. Following a critical realist case study design, the thesis goes on to provide a narrative account of the Dialogues based on in-depth interviews exploring the motivations, self-understandings and perceptions of those journalists who originated, directed and participated in this project, as well as observation of a Community Dialogue, and an examination of some of the journalistic texts related to the Dialogues. This primary data is then critically evaluated against normative theories of press performance, especially Haas’s ‘public philosophy’ of public journalism. The thesis found that apart from their undoubted success in generating a more comprehensive and representative news agenda for the newspaper, the Dialogues often fell short of Habermas’s (1989) proceduralist-discursive notion of the ‘deliberating public’, which sees citizens share a commitment to engage in common deliberation and public problem solving. This can be attributed to a number of problems, including some important theoretical/conceptual weaknesses in the Community Dialogues’ project design, the relative immaturity of the project, the domination of civil society by political society in the South African political context, and a number of organisational constraints at the Daily Dispatch. On the other hand, the newspaper’s editorial leadership has shown clear commitment to the idea of expanding the project in the future, establishing a more a more structured programme of community engagement, and nurturing a more sustainable public sphere, including the building of a more dialectical relationship between the Dialogues and civil society.

- Description: Normative professional journalism and the need to re-evaluate the structural social context of journalism practice and its role in emerging democracies has led to the increased scrutiny of journalists and their relationship to news sources. This study conceptualises the relationship between journalists and news sources as a dual process of consensus and conflict of interests in the newsgathering practice in Zambia, an emerging democracy. The study suggests that journalists actively pursue powerful individuals in society such as those in government, pressure groups and business as news sources who have been available and suitable in the past. Journalists’ view of society as bureaucratically organised and the short turn-around time of news production are among the organisational factors attributed to this tendency. This study adopts a sociological approach to investigate the journalist-news source relationship at The Post, in Zambia, by factoring in the perspectives of social organisation of newswork and political economy. Whereas the social organisation perspective focuses on the organisational and occupational demands of journalists, political economy reinforces the larger context of journalist-news source interaction in a society. Additionally, the social constructivist theory, which is premised around the idea that the agenda and content of journalism production, is in part a product of non-journalistic social factors is useful in understanding the various influences on the relationship. The study investigates the nature of the journalist-news source relationship using two diametrically opposed views – the dominant (exchange) and competitive (adversarial) paradigms. This is aimed at establishing whether the relationship is an exchange or adversarial. While the latter relationship is common in liberal democracies where the media are seen as part of elite structures with considerable power on their own, the thinking is that inequalities in resource distribution and political power generate social tensions in developing countries that require media to be carefully managed. Using qualitative semi-structured interviews and observation methods, this study establishes that while the adversarial role has an attraction for the journalists investigated, the exchange model comes closest to describing the nature of relationship they share with their news sources.

Using public broadcasting theory, policy theory and qualitative research methods, the study examines the genesis of these editorial policies in 2003/2004 and how they provide the SABC with a means of balancing the tensions of editorial independence and public accountability. In analysing the SABC’s editorial policies, the study deals only with those policies whose principles are directly related to editorial independence and public accountability. Although some of these policies are found to be in line with public broadcasting service trends, others are found lacking. Various recommendations are made. The case study demonstrates the importance of an integrated and elaborated policy perspective in setting out how a public service broadcaster can manage editorial independence and public accountability. It also highlights the importance of using international ‘role models’ in ways that are appropriately adapted for the specific country concerned.

"Too tired to speak?": investigating the reception of Radio Grahamstown's Lunchtime Live show as a means of linking local communities to power

- Description: This study sets out to investigate Lunchtime Live, a twice-weekly, one-hour long current affairs show broadcast on a small community radio station, Radio Grahamstown, to understand its role in the local public sphere, and its value in helping civil society’s understanding of and involvement in the power structures and political activities in Grahamstown. Lunchtime Live seeks to cultivate a collective identity and promote public participation in the public affairs of Grahamstown. As a key avenue of investigation, this study seeks to test theory against practice, by evaluating Lunchtime Live’s aspirations against the audiences’ perception of it. This investigation uses qualitative content analysis of selected episodes of recorded transcripts of the shows that aired between August 2010 and March 2011, together with the audiences’ verbalised experiences of this programme through focus group discussions. The study principally uses qualitative research informed by reception theory. The research reveals three key findings. First, that resonance rather than resistance is the more dominant ‘stance’ or ‘attitude’ towards the content of Lunchtime Live. Residents interviewed agreed that the programme is able to give a “realistic” representation of their worldview, and thus is able to articulate issues that affect their lives. Second, that whilst the programme is helping establish links between members of the civil society as well as between civil society and their political representatives, residents feel that local democracy is failing to bring qualitative improvements to their everyday lives and that more ‘participation’ is unlikely to change this. Most respondents blame this on a lack of political will, incompetence, corruption and populist rhetoric by politicians who fail to deliver on the mantra of ‘a better life for all’ in the socioeconomic sphere. The study finds a scepticism and even cynicism that participatory media seems to be able to do little to dilute. Thirdly, in spite of the largely positive view about Lunchtime Live’s capacity to be a platform for public engagement, its participatory potential is structurally constrained by the material privations of most of its listeners. Given that in order to participate in talk shows and discussions audience members have to phone in, economic deprivation often precludes this. It is clear from this research that despite shows such as Lunchtime Live that are exploring new techniques of popular involvement, the voice of the ordinary people still struggles to be heard.

- Description: This study sets out to examine democratic participation in South Africa and the role that ‘political listening’ could play in making participation more equitable. It considers protest action on a South African university campus, which at times not only resulted in significant and swift concessions from the university leadership but also sparked national political action which got an equally swift response from the South African government. It considers the social movement, the RhodesMustFall movement (RMF), as one way in which students can organise themselves to get a better hearing from the University of Cape Town (UCT) management in their attempt to make a meaningful contribution to the university’s micro democracy. This study examines whether the interaction between the UCT management and RMF could be considered ‘political listening’, and the possible role of the Cape Times newspaper within this context of participation. Using data gathered through interviews, written communications, observation and newspaper articles, the study shows that in all of the interactions between RMF and the UCT management, both groups were seldom willing to forego their power to engage in genuine listening. Instead, the two parties guessed at what power the other party might have and acted to reduce that power. It is in this context of guessing at and figuring what power the other party has that listening occurs. Furthermore, the study shows that during the RMF protest, the UCT management viewed their responsibility for the institution mainly through the lens of Private Property Law which framed protest as something to be dealt with by restoring law and order. The study also details the role of the Cape Times newspaper in the interactions between RMF and the UCT management and considers if this role could be political listening. - Description: This study sets out to examine democratic participation in South Africa and the role that ‘political listening’ could play in making participation more equitable. It considers protest action on a South African university campus, which at times not only resulted in significant and swift concessions from the university leadership but also sparked national political action which got an equally swift response from the South African government. It considers the social movement, the RhodesMustFall movement (RMF), as one way in which students can organise themselves to get a better hearing from the University of Cape Town (UCT) management in their attempt to make a meaningful contribution to the university’s micro democracy. This study examines whether the interaction between the UCT management and RMF could be considered ‘political listening’, and the possible role of the Cape Times newspaper within this context of participation. Using data gathered through interviews, written communications, observation and newspaper articles, the study shows that in all of the interactions between RMF and the UCT management, both groups were seldom willing to forego their power to engage in genuine listening. Instead, the two parties guessed at what power the other party might have and acted to reduce that power. It is in this context of guessing at and figuring what power the other party has that listening occurs. Furthermore, the study shows that during the RMF protest, the UCT management viewed their responsibility for the institution mainly through the lens of Private Property Law which framed protest as something to be dealt with by restoring law and order. The study also details the role of the Cape Times newspaper in the interactions between RMF and the UCT management and considers if this role could be political listening. - Description: This research is premised on the understanding that alternative forms of media emerge to deal with specific ideological projects and, as such, must be seen as satisfying a specific need at a specific point in time. Using the case of a weekly newspaper, The Southern Star which was in circulation from January 2012 to June 2012, this study sought to understand the factors that led to the establishment of the newspaper, what it sought to achieve, how it went about putting that into practice, its message in relation to debates emanating from the ‘Matabeleland Question’ and also the factors that led to the its collapse. In order to address my research questions, I adopted a two stage research design qualitative content analysis and semi structured in depth interviews. In locating the study within the qualitative epistemic understanding of research, it was clear from the qualitative content analysis of 13 editions of the publication and in depth interviews held with 15 respondents that the newspaper was set up with the aim of serving a marginalised section of the population (in this instance the Ndebele) by providing them with a platform to articulate issues affecting them. It also sought to ‘speak’ the ‘unspoken’ within the mainstream media by focusing on Matabeleland identity politics. It achieved this by creating content around the Gukurahundi genocide, Matabeleland development, Matabeleland history and Matabeleland heroes. The newspaper also sought to emancipate the people from the South by advocated for social, cultural, economic and political justice as a resolution to the ‘Matabeleland Question’. However, the newspaper failed to sustain operations due to lack of advertising revenue. As a result of the constraining political environment in which the newspaper operated, potential advertisers were afraid of placing advertisements in the newspaper because of the nature of the content produced, which in view of Zimbabwe’s rival ethnic history, could easily be labelled ethnically divisive. Also, being a new player in the market worked to their disadvantage as prospective advertisers opted to place their adverts in “tried and tested” publications (Zimpapers and Alpha Media Holdings). Additionally, because of poor management, roles were not clearly defined and hence the newspaper failed to operate as a business enterprise. As noted during interviews with junior reporters, there was little or no experience at management level. The paper lacked a coordinated circulation strategy and from inception, was never officially launched, which resulted in the failure to reach significant audiences.

It was predicated on the notion that South African media in general does not cover the natural sciences adequately. In order to test this assumption I decided to investigate the production and publication of science content at the Daily Dispatch as a test case. This study‘s theoretical framework draws on the normative roles of the media in a democracy developed by Christians et al. (2009) and the models of science journalism described by Secko et al. (2012) to demonstrate how two parallel conceptions of democracy set diverse journalistic objectives and engender different types of science content. Having applied an essentially political framework, this thesis uses the Hierarchy of Influences Model devised by Reese and Shoemaker‘s (2014) to explore how an array of forces acting inside and outside the news organisation can shape the publication of science articles. A quantitative content analysis is used to ascertain the number of science articles published in the first six months of 2014. It investigates which science fields received the most coverage, and how prominently the articles are positioned. As the Daily Dispatch does not have any staff dedicated to the science beat, the analysis finds out who produces the science articles that are published. The second phase of this research is a series of interviews with senior editorial staff members aimed at probing the editorial thought processes that determine when and whether specific science stories should be covered. The personal views and biases of the editorial leadership are pivotal to this research because although the newspaper commissioned surveys to determine readership preferences, there were no questions about the sciences. Senior reporters were adamant that they worked for a political newspaper and that as a significant proportion of their readership lived in socio-economically deprived circumstances, they were bound to give priority to articles aimed at improving the lot of their readers. The third phase is a qualitative content analysis of selected articles designed to reveal how science articles are constructed. The final element of this thesis, which ultimately provides an answer to the research question, draws together conclusions from the previous phases to demonstrate the linkage between editorial values and the production of science content.

- Description: Women's magazines are popular cultural forms which offer readers representations intended to advise women on how to work towards and achieve idealised femininities. They perform such a function within the wider socio-historical context of gender relations. In a country such as South Africa, where patriarchal gender relations have historically been structured to favour men over women and masculinity over femininity, the representation of femininity in contemporary women's magazines may serve to reinforce or challenge these existent unequal gender relations. Informed by a feminist poststructuralist understanding of the gendered positioning of subjects through discourse, this study is a textual analysis that investigates the subject positions or possible identities offered to readers of Destiny, a South African business and lifestyle women's magazine. Black women, who make up the majority of Destiny's readership, have historically been excluded from the formal economy. In light of such a background, Destiny offers black women readers, through its representations of well-known business women, possible identities to take up within the white male dominated field of business practice. The magazine also offers 'lifestyle content', which suggests to readers possible ways of being in other areas of social life. Through a method of critical discourse analysis, this study critically analyses the subject positions offered to readers of Destiny, in order to determine to what extent the magazine's representations of business women endorse or confront unequal gender relations. The findings of this study are that Destiny offers women complex subject positions which simultaneously challenge and reassert patriarchy. While offering readers positions from which to challenge race based gender discrimination – a legacy of the apartheid past – the texts analysed tend to neglect non-racially motivated gender prejudice. It is concluded that although not comprehensively challenging unequal gender relations, the magazine whittles away some tenets of patriarchy.

As a demographic group, we are heralded as the future of Africa and a vital resource, but not much is known about us, what we think, and how we make sense of things. As an African youth myself, I know that we are a diverse group with different backgrounds, perspectives and beliefs. I am interested in exploring our identities, how we express ourselves and how we make sense of ourselves, each other, the continent and the world. I want to learn more about how we see the world, and what we think of how media narratives and messages represent us. This research project is an extension of this personal curiosity. It focuses on Black Panther, a film that received particularly strong responses from young black Africans. I want to explore why this film in particular prompted such a strong reaction, and what the imagining of an uncolonised, technologically advanced African nation that Black Panther offers means for the young black Africans born after the official end of apartheid and colonisation.

- Description: The field of media assistance has grown ever more complex with the inclusion of ‘new media’ networks, channels, tools and practices (such as the Internet, satellite television, mobile devices, social media and citizen journalism) to the media development mix. Adding to the ferment is the increasing convergence between the formerly discrete terrains of ICT for development, media for development and (mass) media development. Much of the discussion regarding the utility and objectives of media development in general and ‘new media’ in particular has been viewed through a modernist and techno-determinist prism which offers a limited ideological view of media development and its objects and consequently, a limited set of communication approaches and strategies. This study contextualises the assumptions of media development historically and critically, with particular focus on new media’s roles and relationships with the media environment, and its objectives democratisation and development. Through the application of literature, theory and various research studies, this thesis establishes a broader view of new media’s role and diverse consequences for media development, democracy and development. The study recommends greater collaboration, contextual research and theorisation of media development and new media as part of mixed media systems and cognisant of the multi-dimensional natures of its objects of democracy and development. One implication is the need for professionalisation of the media development and media assistance sector. In relation to the influences of new media on media use and the media as an institution, it motivates the need to address digital divides and emphasise the sustainability of the practice of journalism.

- Description: This study explores how small-scale farmers in Nyanga, Zimbabwe engage with the media as a knowledge resource for achieving agricultural productivity, particularly in context of climate change. The study is contextualised by means of a literature review that maps out the history of agricultural productivity in Zimbabwe. It is argued that this history has been shaped by changes in both socio-economic context and climatic conditions. Both kinds of change impact on the degree to which small-scale farmers have access to knowledge that is of relevance to agricultural productivity. The study then examines the Zimbabwean media landscape, focusing on how history has shaped the way in which different media define their social purpose. This examination draws on Hallin and Mancini‟s „models‟ of media systems as well as Christian et al‟s traditions of media practice. It is concluded that, due to the high level of conflict that has characterised Zimbabwean history, aspects of both the polarised pluralist and democratic corporatist models are present in its media landscape. The collaborative, monitorial and radical approaches to media also exist in contestation with each other. Indeed, the media is characterised by profound contestation around the conceptualisation of social purpose. Furthermore, international media is of particular significance as a resource of knowledge within the local media landscape. The empirical component of the study explores the implications for the extent to which media are likely to serve as valuable knowledge resources for small-scale farmers. This exploration is pursued by means of a case study of the experiences of three farmers in Nyanga who were granted farms as part of the government‟s land-reform programme. In context of episodic biographical interviews, the participants share their experience of becoming farmers and of managing their farms. Attention is paid to the challenges they face with regards to producing successful crops, both in context of socio-economic and climatic conditions. The study looks at the way in which participants draw on the media as a knowledge resource to help them overcome these challenges. The participants understand international media to be a more credible knowledge resource, but also refer to the need for local media which can provides them with knowledge of local relevance. In this context they identify an absence of collaborative, developmental media that engages with the unique challenges that they face in producing crops. It is concluded that the value of media for the farmers of Nyanga as a knowledge resource for making sense of climate change would only be achieved through the establishment of locally produced, participatory media that foregrounds the use of indigenous language.

The collaborative, monitorial and radical approaches to media also exist in contestation with each other. Indeed, the media is characterised by profound contestation around the conceptualisation of social purpose. Furthermore, international media is of particular significance as a resource of knowledge within the local media landscape. The empirical component of the study explores the implications for the extent to which media are likely to serve as valuable knowledge resources for small-scale farmers. This exploration is pursued by means of a case study of the experiences of three farmers in Nyanga who were granted farms as part of the government‟s land-reform programme. In context of episodic biographical interviews, the participants share their experience of becoming farmers and of managing their farms. Attention is paid to the challenges they face with regards to producing successful crops, both in context of socio-economic and climatic conditions. The study looks at the way in which participants draw on the media as a knowledge resource to help them overcome these challenges. The participants understand international media to be a more credible knowledge resource, but also refer to the need for local media which can provides them with knowledge of local relevance. In this context they identify an absence of collaborative, developmental media that engages with the unique challenges that they face in producing crops. It is concluded that the value of media for the farmers of Nyanga as a knowledge resource for making sense of climate change would only be achieved through the establishment of locally produced, participatory media that foregrounds the use of indigenous language.

However, there is not one universal hegemonic masculinity, for it can vary across three discrete political contexts: the local, which is constructed in the immediate face‐to‐face interactions of families, organisations and social structures; the regional, which is constructed at the level of culture or the nation state; and the global, which is constructed in supra‐national locations. In the advertisements of FHM and Men’s Health there is interplay between the latter two as global and regional brands both advertise in these magazines. To investigate the portrayal of masculinities in these publications, this study first undertakes a content analysis to survey the “general landscape” of representation in the advertisements and then performs a critical discourse analysis to uncover “thick description” of the production of masculinity. The content analysis, finds that the advertisements in the sample validate both white and heterosexual forms of masculinity. The sample is comprised mostly of white males, white females and black males, generally proposing forms of hegemonic masculinity, emphasised femininity and complicit masculinity respectively. The representation of white males and black males is different both in terms of the frequency of representations and in the types of representations. I argued that a certain tension inhabits the resulting representations, which try to be inclusive of a multi‐racial South Africa, yet do so within a clearly hierarchical structure. An in‐depth analysis of eight texts, informed by Fairclough’s model of critical discourse analysis and Kress & van Leeuwen’s framework for visual analysis, finds similar results to the content analysis while providing insight into how various discourses produced the representations, particularly within non‐narrative advertisements.

This study combined social constructivist theory with the socio-organisational and cultural approaches to news production in order to critically investigate how journalists at The Post newspaper in Zambia relate to, and make use of, the Internet as a newsgathering resource, in the context of Third World conditions. The study critiqued technological detelminism perspectives on journalists' use of the new information technology. The technological determinism theory, which has largely been advanced by some scholars from the developed world, takes a celebratory approach to journalists' use of the Internet in the newsroom. Using qualitative semi-structured interviews and observations, the study established that while journalists at The Post acknowledged the lnternet's potential in news gathering, factors such as unreliable telecommunications infrastructure, poor Internet skills, lack of local content on the World Wide Web, and organisational and occupational demands inhibited the use of the Internet as a journalistic newsgathering resource. The study established further that online reporting is only a tool within the broader news gathering and production process; and in the case of The Post, it does not replace the traditional news gathering techniques used by journalists, particularly direct contacts with human sources. The respondents cited face-to-face interviews, a traditional means of newsgathering, as the main driving force in news gathering routines at the newspaper. The MobiSAM project introduces a mobile polling application, designed for citizens to provide real-time, user-generated data on crucial municipal service delivery such as clean water in Grahamstown, Eastern Cape, South Africa. The project has partnered with the local community newspaper, Grocott's Mail, to broadcast this data, with the aim to facilitate citizen participation in public problem solving and support local government accountability in service delivery. Despite pervasive poverty in areas such as the Eastern Cape, mobile penetration in South Africa is near universal. The MobiSAM partnership is an ongoing effort to forge new links between social accountability monitors, new media, traditional media, citizens and local government around public issues in Grahamstown, in line with the development objectives of the post-apartheid South African state. The overall theoretical framework for this thesis is taken from Christians, Glasser, McQuail, Nordenstreng and White's Normative Theories of the Media, which provides an analysis of four roles of the media in a democratic society, that is: the monitorial, the facilitative, the radical and the collaborative roles. Within each of these roles, the stated journalistic approach is explored, that is investigative journalism, public journalism, radical journalism and development journalism. Public journalism is focused on as having the most resonance with the goals of the MobiSAM partnership. The chosen research design is a critical realist case study with the selected methods of thematic document analysis and, primarily, in-depth interviews with key project participants. The research goals were to analyse this primary data against the normative theory on the role of the media in a democratic society, and the 'real world' constraints posed by the project’s specific political and socioeconomic context. The findings conclude by offering certain recommendations and areas for further research, such as the central importance of a dedicated municipal reporter for covering complex public issues. This critical realist case study, drawing on qualitative interviews with both the accountability monitors and the media practitioners, interrogates the philosophical understandings on the role of the media in this new project, towards an empirical model for advancing substantive socio-economic change through media in South Africa.

- Description: This study set out to investigate Grocott’s Mail journalists’ appropriation of information and communication technologies in news-gathering and processing using the social shaping of technology as a theoretical lens. It mainly focuses on digital ICTs that journalists use in news-gathering and processing including the Internet, electronic mail, and mobile telephony. Grocott’s Mail is a small-scale newspaper based in Grahamstown, South Africa. Using qualitative research method and the case study as its sub-method, the research reveals that Grocott’s Mail journalists’ appropriation of ICTs involves various opportunities and challenges in news-gathering and processing. In terms of the state of the existing technological infrastructure, the study reveals that since it embraced the digital ICTs in 2003, Grocott’s Mail boasts an adequate ICT infrastructure for a small-scale African newspaper with 30 PCs and one laptop, and professional software for 28 permanent employees. On the other hand, the research reveals serious constraints with the existing ICTs: a huge need for staff training and capacity building to fully utilise the ICTs, and the need to look for ways of raising funds to either upgrade or replace the existing ICTs. Grocott’s Mail journalists use the Internet to do background research on news stories, to verify the accuracy of information, and to check competition across other media. These are the merits of the Internet in news-gathering and processing. On the other hand, there are specific unintended consequences of the Internet such as wasting the company’s working time, and its use leading to lazy/press release journalism. Informants unanimously indicate that the main problems of the Internet are heavy dependence on other online news-sources and wasting time on online entertainment. In terms of using email in news-gathering, the research finds email technology as having advantages such as being a tool of flexibility and speed, a tool for email interviews, and as a technology that promotes participatory journalism. On the other hand, challenges related to email include its limitations because of what interviewees view as its supplementary and small-scale use because of its low contextual richness as opposed to face to face interviews. In terms of cellular telephony, the study finds that regardless of the ubiquity of cell phones and cell phone networks, they have not yet been deployed in news-gathering and processing due to various constraints. These are cell phones not being a big factor in reporting, lack of a proper funding and refunding scheme, prevalence of negative attitudes towards cell phones, and lack of a business model. Thus, cellular phones seem to have little or no relevance in news-gathering and processing at Grocott’s Mail presently.

- Description: A particular youth identity in the South African Indian diaspora is being forged in a nexus o flocal and global forces . The globalisation of Bollywood and its popularity as a global media and the international commodification of the Indian exotic have occurred at the same time as the valorisation of 'difference' in the local political landscape. Indian youth, as young members of the South African Indian diaspora, are inheritors both of a conservative - yet adaptable - home culture and the marginalised identities of apartheid. However, the tensions between their desire to be recognised as both 'modern' South Africans and as ' traditional ' Indians create a space in which they are able to (re)create for themselves an identity that can encompass both their home cultures and the desires of a Westernised modernity through the tropes of Bollywood. Bollywood speaks to its diasporic audiences through representations of an idealised 'traditional yet modern' India. Although India is not a place of return for this young generation, Bollywood representations of successful diasporic Indian culture and participation in the globalised Bollywood industry through concerts and international award ceremonies has provided an opportunity for young Indians in South Africa to re-examine their local Indian identities and feel invited to re-identify with the global diasporas of India.

- Description: A particular youth identity in the South African Indian diaspora is being forged in a nexus o flocal and global forces . The globalisation of Bollywood and its popularity as a global media and the international commodification of the Indian exotic have occurred at the same time as the valorisation of 'difference' in the local political landscape. Indian youth, as young members of the South African Indian diaspora, are inheritors both of a conservative - yet adaptable - home culture and the marginalised identities of apartheid. However, the tensions between their desire to be recognised as both 'modern' South Africans and as ' traditional ' Indians create a space in which they are able to (re)create for themselves an identity that can encompass both their home cultures and the desires of a Westernised modernity through the tropes of Bollywood. Bollywood speaks to its diasporic audiences through representations of an idealised 'traditional yet modern' India. Although India is not a place of return for this young generation, Bollywood representations of successful diasporic Indian culture and participation in the globalised Bollywood industry through concerts and international award ceremonies has provided an opportunity for young Indians in South Africa to re-examine their local Indian identities and feel invited to re-identify with the global diasporas of India.

- Description: During the Angolan War of 1975-6, whilst South African troops were actively engaged on the side of the Unita/FNLA alliance, news media in South Africa were prohibited from disclosing information about the country's role in the war. Under Section 118 of the Defence Amendment Act of 1967, no information about SA troop movements or plans could be published without the permission of the Minister of Defence or his nominees. This case study shows how the Government used the Defence Act to censor certain news while releasing other news which suited its political outlook and objectives. The study documents the history of the Defence Act and of the military-press liaison machinery which grew out of it. The introduction defines propaganda as a technique of ideological control designed to supplement the control of society by means of repression. The study sets in context the Government's propaganda strategy before, during and after the Angolan War, arguing that the structures of white domination, including the newspaper industry, are being drawn into the Government's scheme of total co-ordination to fight a total war.

- Description: This study was conducted to identify and analyse Mail and Guardian Online moderation outputs which contradicted the platform‟s own stated policy on hate speech and other forms of problematic speech. The moderation outputs considered were a battery of readers‟ comments that were posted in response to Thought Leader blogs on xenophobia published between May and June, 2008. This was the same period a series of xenophobic attacks was taking place in some parts of South Africa, leaving an estimated 62 people dead, more than 30,000 displaced, and countless victims injured and robbed of their property. The attacks were a catalytic moment that enabled a whole range of discursive positions to be articulated, defended, contested and given form in the media. They also made visible the potential tensions between free speech on the one hand, and hate and other problematic speech on the other. Using qualitative methods of thematic content analysis, document review, individual interviews, and an eclectic approach of framing analysis and rhetorical argumentation, this study found instances of divergence between the M&G policy and practice on User Generated Content. It found that some moderator-approved content advocated hate, hatred, hostility, incitement to violence and/or harm, and unfair discrimination against foreign residents, contrary to the M&G policy which is informed by the constitutional provisions in both section 16 of the Bill of Rights and section 10 of the Equality Act. Based on examples in the readers‟ comments of how „the foreigner‟ was made to signify unemployment, poverty, disease, unfair competition, and all manner of deprivation, and bearing in mind how such individuals have also become a site for the violent convergence of different unresolved tensions in the country, the study‟s findings argue that the M&G – a progressive paper dealing with a potentially xenophobic readership (at least a portion of it) – should have implemented its policy on acceptable speech more effectively. The study also argues that the unjustifiable reference to foreigners as makwerekwere, illegals, illegal aliens, parasites, invaders and border jumpers, among other terms, assigned them a diminished place – that of unwanted foreigner – thereby reproducing the order of discourse that utilises nationality as a space for the expurgation of the „other‟. The study argues that the use of bogus (inflated) immigration statistics and repeated reference to the foreigners‟ supposedly parasitic relationship to the country‟s resources also unfairly constructed them as the „threatening other‟ and potentially justified action against them.
