A critical analysis of decentralisation as a means of enhancing rural development in Malawi : a case study of Salima District Council

It sought the views from the local communities themselves and government officials at district level on decentralisation in relation to rural development. Although the study used both qualitative and quantitative approaches, it was predominantly qualitative. As such, it used mixed methods of data collection, which included in-depth interviews, direct observations, questionnaires, focus group discussions (FGDs) and documentary search. Qualitative data was developed into themes and concepts and was subsequently interpreted in a trustworthy manner so as to reflect the true meaning of the data. In other words, explanations were attached to each theme or concept in an attempt to give the meaning of the data. The study found out that decentralisation is effective in terms of rural development such that local people are able to demand for services of their choice from local governments but the main challenge or constraint is availability of financial resources to cater for all the demanded public services. Other major barriers to rural development include capacity deficiencies at district and grassroots level and tensions among key stakeholders competing to maximize their role in local governments. Basing on these findings, and financial resources being the major barrier to rural development, the study recommends that Government should make sure that enough financial resources are released and channelled to district councils to cater for the needs of the communities. The study also recommends that councils should strive to generate more local revenues to cope up with the demand from the communities. And finally, the study recommends that Government should recognize local governments as entities on which is bestowed a huge responsibility of improving socio-economic conditions of the rural areas where 87 percent of the population lives, therefore provision of resources and enabling legislation to enhance rural development should be the primary focus. Of course, these recommendations should be understood within the context of the studied district. Otherwise there is potential for different and expanded recommendations if one replicated the study to cover the entire country.

People often turn to media—such as television, newspapers, magazines, radio, and Internet—to help them make sense of the many complexities relating to environmental science and governance that (un)consciously shape our lives. Global warming, as a subject, demands both political and personal responses in all parts of the world, and effective decision making at both scales depends on timely, accurate information, according to Shanahan (2009:145). The quality and quantity of journalism about climate change will therefore be key in the coming years. National Geographic comprises a variety of themes, such as environment, science, wildlife, travel and photography. This study is an analysis of the writing and photography related to one theme - global warming. It provides a critical analysis of the coverage of the global warming discourse in one magazine, examined over an eleven-year period from 2000 to 2010. This theme is powerful in that it represents ethical responsibility and concern for nature and our world and the analysis attempts to define the objects of discourse within the coverage, thus, evaluating if the format of the coverage informs and educates the audience about global warming.

From the review, one can conclude that in order for an organization to function properly communication is needed to co-ordinate all the activities towards an organization’s goals. The empirical research was carried out using mainly qualitative methods of data collection. Focus group interviews were used as a method of gathering information. The sample was drawn from employees who are working for SAPO, the sample was drawn from various levels of authority within the company. The findings have revealed that there are various flows of communication at SAPO, but there needs to be improvement particularly with upward, horizontal and diagonal communication. The research also revealed that downward communication has more formal channels.

With the advent of the new South Africa in 1994, the government initiated poverty alleviation projects for youth development. These projects offered black youth an opportunity to participate in their own development. The current study aimed at critically analyzing the contribution of a „Poverty Alleviation‟ programme for youth development. The study was conducted at Cala in the Sakhisizwe local municipality in the Chris Hani District of the Eastern Cape. The study utilized qualitative and quantitative research methods and took the form of exploratory research. The study revealed factors that appear to contribute to the ineffectiveness of youth development projects. The identified factors include the lack of participation of project members, lack of a sense of ownership and commitment, insufficient skills and non-use of policy and guiding documents by project members during the implementation stage. Stakeholder participation and sharing of expertise was identified as another important factor in determining the contribution of poverty alleviation projects to youth development. Lastly, the study shows that monitoring and evaluation of the project functions are necessary to ensure that a project like this achieves the desired outcome. A key recommendation made is that project members must be involved and participate fully in all project phases to enhance a sense of ownership and commitment to fellow project members.

- Description: The International Affective Picture System (IAPS) was developed in an attempt to provide a standardised tool to elicit and measure emotions for research purposes. The IAPS is unique, in that it is completely pictorially based. An emotional response is stimulated by the pictures, which are then used to measure the emotional response. This has obvious benefits in South Africa. The overall aim of this study was to conduct a cross-cultural exploration of the IAPS, with a sample of South African university students, in order to come to an initial understanding of the measure’s performance within the South African context. A quantitative methodology was used, in order to reach the research aim and objectives. The overall research approach was exploratory and descriptive in nature and the actual data gathering consisted of a single measurement instance. The procedure for this study was based on that used by the developers of the IAPS to norm the instrument. Convenience sampling was used, resulting in a total sample of 169 participants, 31 male, and 136 female. For analysis purposes, participants were grouped according to a race and language combination, thus operationalising ethnicity. This resulted in four primary ethnic groupings. In summary, it was found that a large number of items seem to travel well in terms of equivalence. The correlations achieved and affective space plot are consistent with that outlined in the IAPS instruction manual, and are similar to international studies using the same procedure. However, when items were examined in greater detail, statistically significant differences raised concerns about the level of equivalence and suggested that not all items travel equally well. Similarly, although many items were statistically similar between the South African ethnic groups, differences were also found on specific items.

- Description: This study aimed to examine the construction of the identity of the participants within the reality TV programmes (Style Her Famous, My Celebrity Home and How Do I Look) as well as examined the representation of that identity as reflected in the change in participants from the beginning to the end of the program. Drawing on literature from fields such as postmodernism and its influence on culture, identity constructions and ordinary people as celebrities, an analysis of the three American reality TV shows Style Her Famous, My Celebrity Home and How Do I Look was conducted. An indepth content analysis with specific reference to comparative analysis further aided this study. A total of 18 episodes (six episodes for each programme) were collected and thoroughly analyzed where the ‘cut and paste identity’ of ordinary people as ‘celebrities’ constituted the hermeneutical key of the study. The episodes and programs have been scrutinized and have been systematically classified to enable an analysis of the observations. This study attempted to not only describe, but also to foster change in the representation of the identity of the participants of the above mentioned reality TV programmes. The study found that reality television plays a role in shaping the postmodern identity of ordinary people as celebrities. The study also found that the participants involved in the above mentioned programmes found it easy to make someone else’s identity their own. It appeared that the postmodern mind is easily influenced and willing to adopt an identity especially that of a celebrity. The participants involved in these programs claimed this identity as their own and then believed that the new identity was in fact who they ‘really are’ but in actual fact it is a beginning of a new sameness with somebody else. Hence the participants possessed a ‘cut and paste identity.’

It appeared that the postmodern mind is easily influenced and willing to adopt an identity especially that of a celebrity. The participants involved in these programs claimed this identity as their own and then believed that the new identity was in fact who they ‘really are’ but in actual fact it is a beginning of a new sameness with somebody else. Hence the participants possessed a ‘cut and paste identity.’

These factors support the five scales presented by Savickas (2008). Confirmatory factor analyses were subsequently performed in order to test both the original CAI factor model as well as the factor model that emerged through exploratory factor analysis. After using several goodness-of-fit indices, it can be concluded that the inventory items adequately represent the five CAI scales based on the value obtained using the Root Mean Square Error of Approximation index. The factor model derived through EFA demonstrated a slightly better fit when compared to the original CAI factor model using other fit indices. In terms of the qualitative findings of this current study, participants indicated that the meaning of several items were unclear to them causing comprehension difficulty. Items 8 and 50 were marked by participants several times and can be viewed as the items causing most difficulty with regard to comprehension, with participants pointing out the words „keeping upbeat‟ (item 8) and „conscientious‟ (item 50). Participants were also asked to provide additional comments with regard to the readability, comprehension and applicability of the CAI. On investigation of these comments, three main themes were generated relating to: the comprehension and clarity of the CAI; the CAI enhancing participants‟ understanding of themselves; and the structure, length and general layout of the CAI. In essence, the current study provided useful information regarding the psychometric properties of the CAI using a sample of South African first-year university students. Factor analyses provided some support for the validity of the CAI while the qualitative results provided aspects for consideration in making the CAI more applicable for South African usage. Moreover, a foundation has been laid for further research to be conducted in South Africa regarding the validity and applicability of the CAI for South African populations.

- Description: Information Communication Technology (ICT) practitioners and Enterprise Resource Planning (ERP) specialists are highly sought after globally and in South Africa. In order to address this need for ERP specialists, several studies propose that ERP systems should be adopted in the Information Systems (IS) curricula in higher education institutions (HEIs) for instructional purposes. Whilst many HEIs in the United States, Australia and Europe have successfully adopted ERP systems into their curricula, less than 30% of South African HEIs have followed this trend. The adoption of ERP systems is a challenging process as such systems are resource-intensive, costly, complex, and have a steep learning curve. Educators are faced with resource problems and a dearth of options relating to the adoption process. In addition it is critical that the skills and knowledge competencies attained in these courses are industry-relevant. Several education frameworks have been recommended to assist educators with the process of adopting an ERP system in the curriculum, but these frameworks are not comprehensive since they do not consider all the factors relating to the adoption of an ERP system. In addition existing frameworks are not based on industry-relevant competencies but rather on educational objectives. This has resulted in a difference between the competencies required by organisations and those produced by higher education. Whilst there are several research studies on ERP education, empirical studies on frameworks supporting the adoption of ERP systems in HEIs for instructional purposes are limited, particularly on the impact of these frameworks on educational outcomes. The impact of the usability of the ERP system on educational outcomes has also not been fully explored. A survey of ERP consulting organisations in South Africa confirmed that these organisations struggle to obtain ERP specialists with the appropriate competencies. The survey results also contributed to a standardised, comprehensive, set of industry-relevant ERP competencies. The competency set forms part of a comprehensive Competency Framework for ERP System Adoption in IS Higher Education (ERPEd), which can assist educators with the decisions relating to the adoption of an ERP system into the IS curriculum. It includes all the categories of competencies relevant to industry and maps these onto a recommended ERP system adoption approach, an ERP learning tool, as well as the appropriate level of adoption. The application of the ERPEd framework to a case study, the Management Information Systems (MIS) course at the Nelson Mandela Metropolitan University (NMMU), resulted in the adoption of the SYSPRO medium-sized ERP system into the MIS course with the hands-on approach. The empirical results of the evaluation of the case study revealed that the hands-on use of a medium-sized ERP system, SYSPRO, can successfully contribute to the attainment of educational outcomes. These outcomes were mapped to the three core competencies addressed by the MIS course, which were ERP Theory and Concepts, ERP Transactions and Business Process Management (BPM). The educational outcomes evaluated were the measures of performance, self-efficacy and usability. Self-efficacy included satisfaction with the adoption approach. The results were positive in terms of all the metrics of performance, and all three competency categories had positive post-intervention self-efficacy ratings. In terms of growth in self-efficacy from pre-intervention to post-intervention, BPM was the only competency category that did not show a significant growth, however the satisfaction data indicated that students found that the use of SYSPRO improved their competencies in business process understanding. Usability was evaluated in terms of navigation, presentation and learnability. Learnability was the only usability measure in the neutral range, with the other measures falling in the positive range. This confirms related studies reporting that ERP systems are not designed for learning. Overall the students enjoyed the practical application of the theory by using SYSPRO. Several positive and negative features of the user interface were provided which can be used in the design of improved ERP systems for instructional purposes. The results of this investigation can assist in narrowing the gap between industry requirements and IS education programmes. The ERP competency set provides a standardised list of skills and knowledge which is the starting point for any skills improvement program. The ERPEd framework can improve the quality of ERP courses and the competencies of IS graduates. This in turn, can benefit the business community since it will improve the chances of ERP project success. This research is a major contribution to both government and academic initiatives in South Africa to address both the ICT skills problem as well as the need for ERP specialists.

They were not only faced with discrimination and segregation, both in organised labour markets and in informal sector employment, but they also had different legal rights regarding inheritance, land and credit. They got less education if any at all, lower pay, although they worked longer hours and had less access to professional training then men (Moser, 1993). For many years, development projects have been technical projects or construction projects focussing on construction work. Since the 1970s, possibilities for women participating in the planning, management and maintenance of development projects were broadened. In many of the projects, the project managers/planners would say that they have worked with the villages, leaders and committees, yet the majority of the time, they work with males living in the village. Women are usually targeted only for health education. More gender sensitive approach was shown in the 1980s, when women had several roles to play in matters of development (Syme, 1992: 6). In the past couple of years, South Africa has had a growing acceptance of a gender-focused approach to development. In accepting the gender-focused approach to development, the country went as far as creating a department of women, children and disabled to fight for the rights of women, children and the disabled. The country also signed a protocol of the SADC on gender and development. This protocol encompasses commitments made in all regional, global and continental instruments for achieving gender equality. It enhances these instruments by addressing gaps and setting specific, measurable targets where these do not already exist. The protocol advances gender equality by ensuring accountability by all SADC member states, as well as providing a forum for the sharing of best practices, peer support and review (SADC, 2008).

- Description: A household survey of Helenvale Township in Port Elizabeth was conducted in order to gain an understanding of the strategies and activities that people in this poor community employ to sustain their livelihoods. The household profile, which entailed a survey of the household size, education levels and employment status was conducted. Dwelling units in terms of ownership, type, size, quality and building materials were also assessed. The income and expenditure of the Helenvale residents and community assets, as well as access to basic services were also assessed. The study found that the household size varied between 5 and 7 members. A more or less even distribution of the gender of household heads was noted, with 48 percent and 50 percent female male respectively. Among the HHs surveyed, no member had a higher qualification than Matric and quite a number were illiterate. Unemployment which stands at 54 percent was identified as the most serious problem plaguing Helenvale. A high level of home ownership (84 percent) was noted; of which 79 percent are formal dwellings and typically two-room structures of poor quality. Helenvale residents are largely dependent on child support grants as the major source of income. Casual jobs and disability grants are the other important sources of income identified. Human assets in the form of labour power are the most important assets that the community possesses. Physical assets are negligible, while financial ones are non-existent among all the respondents. Television and electric kettles are the most commonly owned appliances in the households. Basic services are readily accessible to the community, particularly water, health, refuse removal and sewage. Among the threats that the respondents identified, unemployment came to the fore as the biggest and major threat to households. Crime, teenage pregnancy and overcrowding are also considered as major threats, as are gangsterism and gambling violence. The study recommends the development of a long term plan for poverty alleviation. The creation of employment opportunities in the form of financing of small community projects which empower women and the youth is also recommended. All this should be underpinned by the expeditious delivery of housing.

The study recommends the development of a long term plan for poverty alleviation. The creation of employment opportunities in the form of financing of small community projects which empower women and the youth is also recommended. All this should be underpinned by the expeditious delivery of housing.

- Description: The extensive amount of research conducted in the field of family violence internationally indicates that child abuse has a detrimental effect on both the physical and emotional development of children as well as having a profound effect on an individual’s psychological development and functioning in adult life. The aim of this research study was to describe the therapeutic process that unfolded with a seven year old allegedly abused female client within the framework of non-directive play therapy. The case was further contextualised utilising Erik Erikson’s theory of psychosocial development. This study served to broaden the body of psychotherapeutic knowledge by means of meaningful qualitative enquiry. The client was referred for therapy because of severe emotional and behavioural problems following the alleged sexual abuse. The client was seen over a period of eight months and this included 11 sessions of non-directive play therapy, three parent interviews and psychometric assessments conducted by a colleague. The case study method was utilised in this study. To achieve the aim of the research, the methodology of choice was the descriptive dialogic case study. A purposive sampling technique was used in the selection of the research subject for this study. The data collection and analysis were conducted according to Yin’s (1994) analytical generalisation, which consists of two main strategies: (a) using a theoretical framework as a guide to determine what data is relevant; and (b) developing a matrix as a descriptive framework for organising and integrating the data. Furthermore, the process of data analysis was aided by the use of guidelines proposed by Irving Alexander (1988) with Axline’s non-directive play therapy and Erikson’s theory of psychosocial development as the theoretical frameworks. The findings of this study suggest that plotting the play therapy sessions according to the framework of the four stages of play therapy was a particularly useful tool to monitor Michelle’s progression through the therapeutic process. This can be seen as a valuable application of a tool which can be used within the non-directive play therapy approach. Contextualising Michelle’s development according to the stages of Erikson’s theory of psychosocial development was also found to be a valuable endeavour. According to her chronological age, Michelle should have been in the fourth stage of industry versus inferiority, but in reality Michelle was still struggling to strike a healthy balance between the terms of conflict of trust versus mistrust issues of the first stage. From a therapeutic point, this was an important exercise as it helped to inform the therapist and consequently, the therapeutic process. This research undertaking can be recognised as a positive demonstration of the value of non-directive play therapy (Virginia Axline) and Erik Erikson’s theory of psychosocial development in the therapeutic process. In addition, this study has served to facilitate a more holistic understanding of the case study approach to research. Recommendations regarding future research undertakings that utilise the case study approach and methodology have been made. It is difficult to test the objectivity of journalists because it is the credibility of facts gathered by a journalist that lies at the heart of objectivity. It is worth noting, however, that being biased for a journalist in such a war situation could be circumstantial in the sense that an American journalist covering a story in Iraqi’s capital, Baghdad, would be regarded as a spy by Iraqi’s troops. Likewise, an Iraqi journalist chasing stories in the coalition force’s camps in Iraqi’s capital would be treated as a traitor by the Iraqi people (Fred and Wellman, 2003:21). There is no doubt that in the situations described above objectivity in journalism can be affected. - Description: While career development is viewed as a lifelong process, there are numerous limitations regarding existing career theories and research pertaining to the adolescent population. Further, insufficient longitudinal research represents one of the major obstacles for a more holistic understanding of career development across the lifespan. Thus, the present longitudinal project of which the current study forms a part was initiated to address the lack of research and theory concerning adolescent career development. The larger longitudinal project intended to make information available regarding the occupational aspirations and perceptions of a sample of South African children and adolescents, from early childhood into their adolescent years. The current study investigates the occupational aspiration development of 15 to 16 year old South African adolescents. It is argued that the South African knowledge base on career development behaviour still requires extensive development, especially with regards to adolescent career development. The current longitudinal study aimed to explore and describe possible developments and changes over a two year period in the interest typology, occupational status level and occupational gender stereotypes of the 43 adolescents. Additionally, the study aimed to explore and describe the adolescents' reflections on their own occupational aspiration development. The findings of this study will provide necessary baseline information on the development of South African adolescents' occupational aspirations and will offer valuable recommendations for the future development of adolescent career education programmes. Adolescent and career development theories were used to provide a context for the current study. Semi-structured interviews and biographical questionnaires were utilized to record verbal data which was transposed into nominal data for analysis. Thus, the current study was quantitative in nature. The semi-structured interview comprised four general aspects that included: the adolescents' occupational aspirations, the number of occupations they knew about, how much they knew about the expressed occupations, and the extent to which they held gender stereotypes concerning fourteen different occupations. The data gained was coded according to Holland's (1985) classification system of interest typologies. Also, the adolescents' occupational aspirations were coded according to their status levels. The coded data was subsequently analysed using both descriptive statistics in the form of frequency counts and percentages as well as inferential statistics in the form of chi-square analysis. Content analysis was also conducted on the adolescents' reflections on their own career development as a means to extract themes. The results indicated that adolescence was an important phase of career development and the findings supported adolescent and career development theories. The results of the study also indicated that the majority of adolescents aspired to Investigative type occupations across both years of the study and most adolescents consistently aspired to high status occupations. In addition, adolescents do not appear to gender stereotype in terms of occupations. Lastly, it was found that most adolescents could reflect on their career development, predominantly attributing changes in their occupational aspirations to changes in their interests. This study, initiated in 1998, attempts to explore the occupational aspirations and gender stereotypes of a group of 39 children in the Nelson Mandela Metropole. The results from this study will provide much needed baseline information on how South African children become aware of careers, as well as provide useful suggestions on how to develop career education syllabi, particularly within the Life Orientation curriculum. The present study aims to explore and describe the changes that may occur in the participants’ occupational aspiration interest typology, status levels, and gender stereotypes over a five year period. Both developmental and career developmental theories were used to provide a theoretical context from which the participants’ career development could be explored. The study is quantitative in nature as it made use of semi-structured interviews and a biographical questionnaire in order to quantitatively transcribe the data. The questionnaire consisted of four broad questions which asked for information regarding the participants’ occupational aspirations, how much information the participants had about the chosen occupation, the number of occupations the participants knew about, and the extent to which the participants held gender stereotypes regarding fourteen different occupations. Descriptive statistics were used to describe the findings of the data which had been coded according to Holland’s typology of occupations. In addition, content analysis was performed to elicit themes regarding the participants’ own reflections on their career development. Results from the data analysis revealed that the majority of participants aspired to Social type occupations throughout the five years under study. Furthermore, most participants consistently aspired to high status occupations throughout the five years. Similar results were found for girls and boys. The results also demonstrated that the participants’ gender stereotypes tended to decrease over time, particularly as their occupational information increased. Lastly, most children were able to reflect on their career development and attributed changes in their occupational aspirations to changes in their interests. The results from this study offer insight into the development of occupational aspirations and perceptions of South African children which can be used as a foundation for future research and which should be valuable in the development of relevant career education programmes for South African schools.

Participants responded to questions within a semi-structured interview that focused on four broad areas of questioning. These questions explored participants’ occupational aspirations, how many occupations they knew about, how much they knew about the identified occupation, and the extent to which they held gender-role stereotypes about certain occupations. The occupational aspirations expressed by the participants were also coded in terms of their status levels. The coded data was then further analysed using descriptive statistics in the form of frequency counts and percentages. Results from the study support both child and career development theory which view childhood as a time of rapid growth with critical development in various competency areas (including occupational aspirations and perceptions). Although the current study found that most children aspired to Social occupations, the popularity of this typology decreased with increasing age as more children aspired to Investigative, Artistic, and to a lesser extent, Realistic typologies at age twelve. Furthermore, it appears that children, like adults, are aware of status differentials among occupations and that this awareness subsequently influences occupational aspirations. Lastly, the findings broadly provide support for both national and international research in that it was established that an increase in age reflects a decrease in gender-stereotypical perceptions of occupations. The present study gained valuable insight into how the process of career development occurs in preadolescent children. It is clear that there exists a need for the implementation of credible and sustainable career education programs in schools across South Africa in order to encourage and facilitate career exploration during the developmental stage of childhood.

Both developmental and career developmental theories were used to provide a context for exploring this process of preadolescent career development. It was decided that quantitative research methods would provide the necessary structure needed to conduct the research. Although semistructured interviews and biographical questionnaires were used to record the verbal data, the data obtained was transposed into nominal data for analysis. Participants responded to questions within a semi-structured interview that focused on four broad areas of questioning. These questions explored participants’ occupational aspirations, how many occupations they knew about, how much they knew about the identified occupation, and the extent to which they held gender-role stereotypes about certain occupations. The occupational aspirations expressed by the participants were also coded in terms of their status levels. The coded data was then further analysed using descriptive statistics in the form of frequency counts and percentages. Results from the study support both child and career development theory which view childhood as a time of rapid growth with critical development in various competency areas (including occupational aspirations and perceptions). Although the current study found that most children aspired to Social occupations, the popularity of this typology decreased with increasing age as more children aspired to Investigative, Artistic, and to a lesser extent, Realistic typologies at age twelve. Furthermore, it appears that children, like adults, are aware of status differentials among occupations and that this awareness subsequently influences occupational aspirations. Lastly, the findings broadly provide support for both national and international research in that it was established that an increase in age reflects a decrease in gender-stereotypical perceptions of occupations. The present study gained valuable insight into how the process of career development occurs in preadolescent children. It is clear that there exists a need for the implementation of credible and sustainable career education programs in schools across South Africa in order to encourage and facilitate career exploration during the developmental stage of childhood.

In addition, there has been a lack of longitudinal research into career development despite consistent calls for research of this nature. The lack of research and theory pertaining to childhood career development prompted the initiation of the current longitudinal project of which the present study forms a part. The longitudinal project was designed to provide information about the occupational aspirations and perceptions of a cohort of South African children from six years of age onwards, with the present studying examining the occupational aspiration development of 12 to 14 year old South African children. South African career research to date has focused primarily on adolescent and adult career development. The present longitudinal study aimed to explore and describe possible changes over a three year period in the interest typology, occupational status level and occupational gender stereotypes of the 44 participants. In addition, the study aimed to explore and describe the sample’s reflections on their own occupational aspiration development. The results of this study will provide much needed baseline information on the development of South African children’s occupational aspirations and will provide useful recommendations for the development of career education programmes. The present study was contextualised within both child and career development theories. Lastly, it was found that most children were able to reflect on their career development with the majority attributing changes in their occupational aspirations to changes in their interests. The present study has provided valuable insight into the occupational aspiration development of a group of South African children, which can be used as a foundation on which to base further research and on which to develop career education programmes.
