The nature and potential of industrial development within the Southern African Development Community (SADC) and the facilitating role of trade liberalisation and foreign direct investment in selected countries

- Description: To date the SADC region has managed to develop a manufacturing base but this base is still small as evidenced by its low contribution to GDP. For example, only three out of the fourteen SADC countries, viz. Mauritius, South Africa and Swaziland, had over 20 percent of their GDP originating from the manufacturing sector throughout the 1990s. Also to note is that while the manufacturing sector is quite diversified, the sector is dominated by industrial processes which are more of resource and labour-intensive in nature than those processes of scale-intensive, differentiated and science based in nature. TIle trade performance of the manufacturing sector supports these observations and as such the region is heavily dependent on imports for scale-intensive, differentiated and science based commodities. However, despite the fact that the region tends to focus more on resource- and labour-intensive manufacturing activities, products from these manufacturing activities are still significant components of manufactured goods imports into the region. Also to note is that since resource- and labour-intensive industries dominate manufacturing activities; these are the areas in which investment opportunities abound. For example, agro-based manufacturing presents most of the investment opportunities, with food processing presenting the majority of the investment opportunities followed by garments and textiles production. Mineral processing also presents significant investment opportunities. The analyses of the nature of the manufacturing sector also show that in a few SADC countries, viz. Mauritius, South Africa and Zimbabwe; scale-intensive, differentiated and science based industries also form a significant component of the industrial base implying more technologically complex manufacturing sectors. Since high technology and technologically complex manufacturing activities are limited, investment opportunities in these manufacturing sub-sectors are also limited to just a few countries However, with the SADC ITA in place, opportunities could arise for these limited technology-related manufacturing facilities to expand or engage in import substitution production so as to meet the demands of the growing regional market. It is also important to note that, while the region may not have as competitive advantage in these industries as in the resource- and labour-intensive industries, there is a need for the region to selectively identify and target such industries for priority development, a lesson SADC could learn from the East Asian NIC's took in their industrialisation strategy. The study also shows that the manufacturing sector has been a priority sector for both domestic and foreign investors. This has implications for industrial development because a strong and dynamic manufacturing sector would be developed, forming a sound basis for industrialisation as well as being able to effectively link and support all the other sectors of the economy. FDI could help the region to fully utilise the labour-intensive industries and use them as a stepping-stone to higher levels of industrial development. This is a lesson to SADC from the experiences of the East Asian NICs where while industrialisation was initiated by labour-intensive manufacturing, the countries were able to move into capital-intensive manufacturing due to FDI as it enabled the establishment of the industrial bases, thus leading to a rise in the share of manufactured exports. FDI could also help to develop the resource-intensive industries further by promoting further processing of raw materials into products of more value, thus propelling industrialisation through a resource-led industrial development programme as the current resource-intensive industries become fully utilised. The raw materials which occur in great abundance in the region's primary sector would have a ready market in the manufacturing sector where they would serve as inputs to the production of high value products. The currently smaller industrial base for scale-intensive products, differentiated and science-based manufactured products would benefit from the improved technological capabilities and managerial skills that result from FDI. Therefore, by impacting positively on manufacturing activities of both low and high MVA, FDI would thus have a facilitating role in establishing a more solid industrial base, broadening the current manufacturing base, and improving installed capacity utilisation. The study also shows that investment in productive capacity in the form of machinery and equipment is of great importance in the sampled SADC countries. Investment towards the acquisition of this capital is very important as this is directly relevant towards improving productive capacity. FDI could thus play a facilitating role by augmenting the current domestic investment in machinery and equipment. While the manufacturing sector within the region is still small and the current utilisation of installed industrial capacity is low, there is potential for further industrial growth. The current process to usher in the SADC Free Trade Area would have a facilitating role through various ways: viz. increasing the market size and enabling easier access through the reduction of tariff and non-tariff barriers, promoting regional competitiveness, improved utilisation of regional corridors, increasing opportunities for utilising identified intra-industry trade potentials, and providing opportunities for increased regional cross-border investment. Apart from the SADC FTA, the USA African Growth and Opportunity Act (AGOA) and the Cotonou Agreement will also motivate the identification and utilisation of existing and new potentials within the manufacturing sector in SADC. In order to improve the current nature of industries in the region, there is also a need to design and implement appropriate industrial policies and strategies. Such policies should consider the region's trade policies and the recently launched Regional Indicative Strategic Development Plan (RISDP) so as to complement them. The industrial policies should also address issues relating to industrial investment, technology and local technological capabilities development, human resources development, the structure and nature of industry, the competitiveness of industries, as well as facilitating the complementarities between the agricultural and manufacturing sectors. To this end therefore, instead of relying solely on individual national industrial policies, SADC is in the process of formulating a regional industrial policy and strategies which seek to promote and support sustainable industrial growth across the region, thus facilitating industrial development.

This article examines the nature and quality of the mathematical connections that the teachers' representations of those connections enabled or constrained. The researchers made video recordings of four Grade 11 teachers as they taught a series of five lessons on algebra-related topics. The results showed that the teachers' representations of mathematical connections were either faulty or superficial in most cases. It compromised the learners' opportunities for making meaningful mathematical connections. The researchers concluded by suggesting that helping teachers to build their representation repertoires could increase the effectiveness of their instructional practices.

- Description: Parental conflict profoundly affects many children globally and in South Africa. In recent times, both the undeveloped and developed countries have witnessed high levels of divorce cases with a resultant negative effect on the children. Poor communication escalates conflict, thereby affecting the decision making of the parents. The ongoing parental conflict commences before the divorce and it is likely to intensify after divorce if not properly managed or resolved. Private family mediators help the parents to regain trust to enable communication regarding contact and care of their children. Therefore, it is imperative to understand how conflict intensifies in order to manage it effectively as conflict introduces change. Despite, the importance of this type of research, there is still an existence of a gap in the literature concerning the need to inform social workers to consider family mediation as an area of specialisation. This will assist in resolving parental disputes during divorce and ensuring the welfare of the children. This study is going to fill the existing knowledge gap by exploring how family mediators influence divorcing parents to renegotiate on the new roles. In this qualitative study, private family mediators in Port Elizabeth were interviewed, on how they assist divorcing parents to communicate on the care and contact of their children. Purposive sampling and snowball sampling were used to select the participants. Face-to-face unstructured interviews were used to gather thick and rich data which was then thematically analysed. The findings revealed that family mediators helped parents improve parent-child relationships and reduce their parental conflicts. In addition, during orientation the mediators informed divorcing parents about litigation, so that the parents are aware of what to expect in the event of failure to reach a settlement in mediation. Most of the people are unaware of family mediation, opting for litigation which escalates emotions and family members become frustrated affecting the adaption of children. The findings show that the participants were concerned on the way mediation is conducted in Port Elizabeth, as some law professionals referred divorce cases to unauthentic mediators. The lawyers tend to intensify the emotional state of the divorcing parties which escalate conflict resulting in re-litigation. The family mediators reiterated that there is “professional jealous” from the lawyers.

The background of the study is that Sino-African relations can be grouped into two phases thus: past relations and contemporary relations. The study notes that past relations are different from contemporary relations because while the former are mainly characterised by solidarity, the latter are mainly categorized by economic relations. The study is a historical narrative of China’s economic involvement and the impact in Africa over the past decade. The study draws its arguments from the myths which label Chinese resurgence into Africa as neo-colonialism and that China’s reinvigorated interest in Africa is entirely based upon its own economic pursuits since it has developed into an economic powerhouse over the past decade. Additionally, it has been reported that China disregard good governance in Africa by engaging African governments which are corrupt and which possess poor track human rights. In order to determine if China is pushed into Africa by its economic pursuits and whether China disregards good governance, the study uses two case studies thus: Zimbabwe and Zambia. Zimbabwe one the one hand represents a pariah state, which is viewed as corrupt and a nation which has a poor record of human rights while Zambia, on the other hand represents illiberal regimes and democratic regimes with commodity based economies. The research discovered that China’s economic involvement in Africa presents both opportunities and challenges for African countries. In some instances, China has aided GDP growth in some African countries while in some instances, it has increased unemployment. In conclusion, the study also discovered that China does not involve itself in African domestic affairs hence it has been criticised for encouraging corruption and abusing of human rights.However, the study notes that these issues are mainly domestic hence Africans are entirely to be blamed for such practices, not China.

- Description: Competition and access to financial services are lauded as key ingredients in the fight against poverty. While competition enhances markets, fosters innovation, productivity and growth, financial inclusion allows the poor to save, access credit and insurance thereby allowing them to meaningfully contribute to economic growth and also smooth their consumption. Moreover, competition reduces the cost of finance, thereby further expanding the availability of financial services. This suggests an important relationship between competition in the banking sector and financial inclusion. Research in this area is still in its infancy and little consensus exists on both whether the relationship is a robust one or not. There is no unanimity on the direction of causality or whether competition in the financial sector is good or bad for markets. This study examines the nexus between banking competition and financial inclusion in Upper-middle income countries. It employed a panel data set over the period 2011-2017 and Generalized Methods of Moments technique was employed to answer this enquiry. The findings of this study suggest that market power is not bad for financial inclusion in upper-middle income countries. Moreover, the study found that bank competition does not matter in banking the unbanked population in Upper-middle income countries. The implication of the findings of this study is that the focus of the policy makers should not be on policies that reduces concentration and market power in the banking sector, but be on measures that encourages contestability. - Description: The transformation of SADCC into the Southern African Development Community (SADC) has paved the way towards closer regional economic integration in southern Africa. The regional grouping no longer only focuses on sectoral cooperation, but is steadily moving towards increased cooperation in trade development and promotion, industrial development and the diversification of national economies, with the aim of increasing regional economic integration. A free trade area ranks second lowest in the steps towards the highest levels of economic integration. Thus, the signing of the SADC Trade Protocol, which serves to pave way for a SADC Free Trade Area, has initiated steps to facilitate and promote the formal economic integration of all countries in the southern African region. It has been noted that at various periods, the region has adopted a variety of approaches to integration. As such, the present study reviews the different approaches to integration, namely the market integration model, the neo-functional integration model, the development integration model and the theory of common markets. Since the essential question with which this thesis is concerned is whether, and to what extent, the benefits expected from SADC and SACU in terms of their aims and objectives have accrued to member states, an insight into the expected benefits arising from the application of each theoretical framework can help to facilitate an evaluation of the benefits which the countries have enjoyed from these two regional groupings. The thesis highlights that throughout the ten years during which the original SADCC was in place, it based its approach to regional integration on the neo-functional and development integration models, although the former tended to be more dominant. With the regional grouping transforming into SADC, the market integration model was adopted, even though the grouping still had features of the aforementioned approaches. The relevance of the three approaches can be seen in: (i) the continued importance of SADC's sectoral projects, particularly in the field of transport and communication: (ii) continued attempts to put in place a suitable regional) industrial development strategy and implement policies to attract foreign investment; and (iii) the signing of the SADCC Trade Protocol to facilitate the implementation of a free trade area. The thesis argues that member states have enjoyed considerable economic benefits from the SADC sectoral projects. However, in some cases, members have lost out on potential benefits as a result of projects failing to be implemented or completed, mainly due to inadequate funding. Further, delays and inefficiencies at some border posts constitute significant non-tariff barriers which could be a hindrance to intra-regional trade. Progress towards diversification of exports has been limited as the region still relies mostly on the export of the traditional agricultural and mineral raw materials. While all countries have made efforts to diversify their industrial bases, attempts at implementing a meaningful regional industrial development strategy have met with limited success. Intra-regional trade has been increasing over the years. Since the SADC Trade Protocol only came into effect in September 2000, the increased levels of trade integration in the region appear to have been a result of the bilateral trade agreements between countries, and the customs union between South Africa and Botswana, Lesotho, Namibia and Swaziland (BLNS), as well as the structural adjustment programmes and the significant growth experienced in some countries. Outstanding intra-regional trade volumes have been experienced within SACU. In trade terms, benefits have varied between member states, with the more powerful countries like South Africa, Zimbabwe and Mauritius experiencing substantial trade surpluses vis-a.-vis their trade, partners. Countries with bilateral preferential trade agreements have also benefited more due to increased access into each other's markets compared to those without or with bilateral trade agreements of an MFN nature. However, it is important to note that, despite the increase in trade integration in the region, southern Africa is still heavily dependent on the rest of the world for its export markets and as its source of imports. The study finds that intra-industry trade (IIT) exists within the region and, in a number of sectors, high IIT indices are recorded;--although some such sectors do not display significant trade - voIumes. The opening of the region through the implementation of the SADC FTA could promote the expansion of IIT .as-the free trade area )'Till create an enlarged regional market. As such, SADC could benefit from dynamic effects such as scale economies in production and marketing, with member states working on having complementary production structures so as to facilitate specialisation. The thesis argues that the potential for intra-regional trade expansion in the SADC FT A also exists bearing in mind trade complementarity between countries as well as revealed comparative advantages in different sectors. One of the benefits which have accrued to the region as a result of facilitating and promoting greater cooperation and deepening the integration process has been an expansion in cross border investment. The study finds that the 1990s witnessed a gradual increase in cross border investment to take advantage of investment opportunities in member states. South Africa has become the primary source of foreign direct investment flows to a number of SADC countries, with mergers and acquisitions being the dominant mode of its foreign direct investment. Cross border investment helps in supplementing low domestic savings, thus providing substantial parts of the shortfall in capital needed to finance economic growth and development. It can thus promote development in the industrial sector, transfer of capital, skills and technology, and development of infrastructure. Many SADC countries are unable to compete effectively due to lack of export supply capacity. The thesis suggests that capitalising on investment by South African firms could enhance local supply capabilities and raise export competitiveness. The study concludes that for market integration to succeed in the SADC region, the neofunctional and development integration approaches need to be actively pursued simultaneously, particularly with respect to infrastructural and industrial development.

The sample comprised three mathematics teachers from Nigeria and three mathematics teachers from South Africa, all of whom were selected using purposive sampling techniques. Instructional activities in six geometry classrooms were recorded on videotape. The van Hiele learning phases provided the framework for data analysis. The findings of this study indicate that observed teaching methods in geometry classrooms in the participating schools offer learners scant opportunity to learn geometry.

In this context, how careers are enacted has become increasingly varied, requiring new conceptual tools to study the transitions of learners and workers. This paper uses theoretical constructs from the literature on boundaryless career discourse as well as learning and on work transitioning in order to explore the learning pathways of environmental engineers. It thus contributes to empirical work that articulates ongoing transitions (beyond the first job) within ‘occupational and organisational life’, as well as to the understanding of learning pathways as educational and occupational progression. The career stories help us to understand how non-linear transitions emerge, the complexity of these transitions, and the need to attend to broader institutional arrangements within and across education and training, the labour market and the workplace. Through its focus on the environmental engineer, it helps us to understand the processes and outcomes of transitions in an important occupation in contemporary professional work in South Africa. Finally, in a field dominated by research on entry into a first job, the paper also provides much-needed insights into occupational transitions into specialised work.

- Description: Boreholes NG1 and NG2 were drilled on the farm Nooitgedacht 406 KQ to intersect the lower Critical and lower Zones of the western Bushveld Complex. The aim of this study is to describe the textural features and chemical characteristics of the olivine-bearing rocks in the intersections, as determined by petrographic studies, XRF analysis and microprobe analysis. The olivine-bearing rocks are dunites, harzburgites and olivine pyroxenites. They comprise olivine and orthopyroxene, with minor chromite, clinopyroxene and plagioclase, and their textures vary between adcumulate, mesocumulate and poikilitic. The sequence intersected can be broadly correlated with that in the eastern Bushveld Complex. Of the whole-rock inter-element ratios, the MMF (MgO)/[MgO+FeO])ratio is the clearest indicator of cyclicity. The olivine-rich rocks are more primitive than the associated rocks, and seem to become more primitive with height in most intervals. The plagioclase in the olivine-bearing rocks is unusually sodic in corrposition, having a maximum Na₂0 content of 8.12%. A comparison of olivine and plagioclase compositions with those in other intrusions has revealed that the only other major intrusion with sodic plagioclase is the Kiglapait intrusion of Canada. In the Kiglapait intrusion the sodic plagioclase occurs in conjunction with fayalitic olivine as opposed to the forsteritic variety of this study. Chemical variations in the rocks sampled indicate that periodic replenishment of the magma from which the rocks crystallised must have occurred. In some of the olivine-bearing intervals where little fractionation is evident, replenishment seems to have been continuous. In other intervals fractionation appears to have continued uninterrupted for significant periods, prior to rejuvenation by fresh influxes of magma.

The nature of postgraduate student-supervisor relationship in the completion of doctoral studies in education: an exploration in two African universities

- Description: Postgraduate supervision and particularly the student-supervisor relationship in doctoral studies has recently become a topic of great discussion in the academic arena. The relationship between the student and the supervisor is central to the successful completion of doctoral studies. Production of more PhDs in Africa is of great significance, seeing that there is a growing need for highly trained researchers to support the national social, economic and environmental goals of African countries. However, statistics show that the completion rate of doctoral studies in Africa is still very low. As such, the focus of this study was to explore the nature of the student-supervisor relationship in the completion of educational doctoral studies in two African universities, namely, Nelson Mandela University in South Africa and Moi University in Kenya. In order to answer the main research question: “What is the nature of the student-supervisor relationship as experienced by graduates who recently completed their educational doctoral studies in two African universities?” a qualitative approach was used, located within an interpretivist paradigm and positioned as an intrinsic interpretive case study. Convenient and purposive sampling was utilised to select participants who had recently completed their doctoral studies in education within the last five years. An individual semi-structured interview and drawings were used to generate the data with ten participants, five from each of the two Universities. The data was analysed thematically and the model for interpersonal supervisor behaviour of Mainhard, Roeland, Tarkwijk and Wubbels (2009), was used to make meaning of the findings. The findings were discussed under four areas, namely, expectations of the student-supervisor relationship, experiences of the student-supervisor relationship, negotiating the student-supervisor relationship and perceptions of the student-supervisor relationship in the successful completion of doctoral studies. These findings revealed that there were moments of cooperation or opposition, as well as instances of dominance or submission in the student-supervisor relationship. However, it appeared that negotiation was at the centre of the relationship, as it was evident that it strengthened the affiliation between the student and the supervisor and thus created a harmonious working relationship, while the lack of proper negotiation created discontent and opposition between the student and the supervisor. The conclusions from the findings were used to generate implications which could be helpful to university management in improving postgraduate supervision and in so doing, promote the success rate of doctoral studies in African universities.

The barrier to downstream movement by ‘Lake Malawi’ species is largely ecological and has two components, the fluviatile nature of the Upper and Middle Shire and especially the torrential nature of the cataracts, which are unsuitable for lacustrine species, and competition with the ‘Lower Zambezi’ fauna of the Lower Shire by the few species which succeed in negotiating the cataracts. , Part 2: An annotated checklist of the fish fauna of the River Shire south of Kapachira Falls, Malawi: The Shire River drains Lake Malawi and is a major tributary of the Lower Zambezi River. Sixty-one species of fish have been recorded in the lower reaches which are separated from the lower Shire basin by the Kapachira Falls and from the ‘East Coast River’ fauna present in the Upper Ruo River by the Zoa Falls. - Description: The high levels of violence that plague South Africa’s universities are symptomatic of an education system that is under attack, with institutions of higher learning not reflecting the peacefulness and safety which are oftentimes associated with the pursuit of learning. While violence in societies and educational institutions globally continues to intensify in viciousness and frequency, this is especially worrisome for South Africa, a country regarded as one of the most violent in the world. South African education institutions are admittedly extremely violent, yet there are relatively few mechanisms to enable the verification of trends in violence, or to cross-reference and compare incidents, thus making the reduction of violence problematic. The contention is that the general outlook of violence at educational institutions appears to echo the relentless violence which haunts South African communities in general. Against this background, the current study sought to explore the nature of violence in South African universities. To achieve this, the study was guided by an exploration of student and staff experiences of violence in universities, the causes of violence in such sites, and the recording thereof. Underpinned by a pragmatist paradigm, this study utilised a mixed-methods approach to ‘get under the skin’ of the problem of violence in universities. Within the mixed-methods approach, the study employed a single-phase convergent design, which enabled the researcher to reach comprehensive conclusions on violence in universities, by merging and comparing qualitative and quantitative datasets. In the quantitative phase of the study, a simple random sampling technique was used to select a total of 1 776 students and 250 staff, while 32 students and four staff were conveniently sampled during the qualitative phase. The data for this study were collected using an online survey in the quantitative phase, and semi-structured interviews and document reviews in the qualitative phase. The findings of this investigation revealed that violence happened in six main configurations, namely student-on-student violence, staff-on-student violence, staff-on-staff violence, student-on-staff violence, self-directed violence, and protest-related violence. In addition, the findings revealed diverse causes of violence in universities, chief of which were alcohol and drug abuse, poor security, the abuse of power or authority, impunity, and psychosocial factors, among others. Factors that impeded the recording of violence in universities included the normalisation of violence, a lack of consequences for the perpetrators, a lack of procedural awareness, cronyism and brotherhoods, and a lack of protection from reprisal for reporting perpetrators. The production of violence in South African universities was also found to be significantly shaped by wider structures that included sexuality, gender, age, socioeconomic status, and race and ethnicity. These structures were found to be prominent in increasing the likelihood of violence being perpetrated. Based on the reported findings, the study moved to recommend that, in order to reduce experiences of violence in South African universities, institutions adopt multidimensional approaches to combatting this scourge. The fact that violence was noted to occur in multiple configurations, means multiple viewpoints are required to reduce and ultimately combat it. This calls for a multi-stakeholder approach that transcends a reliance on the traditional university policymakers, and a concerted consultative process to formulate and renew policies that can help to address university violence. The study further recommended that reporting structures be decentralised at universities, in a bid to improve the smoothness of related processes. In this respect, it will be essential for universities to consider setting up anonymous reporting platforms online, to move with the times and ensure more urgent responses, as opposed to a continued reliance on present systems that are replete with red tape. Additionally, universities may consider outsourcing divisions that deal with violence reporting, to minimise conflicts of interest when dealing with such cases. The researcher concluded that violence in universities threatens the very purpose of tertiary education – members of the university community must be able to freely pursue their aspirations in peaceful environments. As such, for as long as campuses experience violence in any of its varied forms, a proverbial dark cloud will forever frustrate the quest for quality and transformative education that has the potential to reverse-engineer inequality, poverty, and underdevelopment in South Africa, as contemplated in various development plans. , Thesis (PhD) -- Faculty of Education, 2021

- Description: Mathematics is a language that is rich in visual representations (Mudaly & Rampersad, 2010). Visual Representations assist us in developing our reasoning skills when solving a problem and our understanding of the relationships between concepts (Ozkan et al., 2018). This thesis focuses on the different visual representations (VR) in South African Foundation Phase mathematics textbooks and workbooks. Textbooks and workbooks play an important role in developing an understanding of mathematical concepts for both teachers and learners (Harries & Spooner, 2000). While teachers generally rely heavily on textbooks, they were a key resource while schools were closed due to COVID-19 lockdown regulations. The theory of Constructivism forms part of the theoretical framework for this study. Constructivism advocates that learners actively construct knowledge through experiences rather than passively receiving knowledge from the outside (Von Glaserfeld, 2001). Vygotsky believed that social interactions create experiences that facilitate the learning and meaning-making process (Vygotsky, 1978). This case study is underpinned by an interpretivist paradigm as it sought to examine the nature of VRs in three Grades 1 - 3 textbooks/workbooks. My research approach is primarily qualitative with descriptive statistics to assist in developing a more comprehensive understanding of the research questions. The study was guided by the analytic tool designed by Fotakopoulou and Spiliotopoulou (2008) which I adapted for Foundation Phase mathematics use. The framework provides insight on the type of VR, VRs relation to content, VRs relation to reality, the function of the VR and dimensionality of a VR. While the workbooks had many more VRs than textbooks, the dominant type of VR in textbooks and workbooks are images. However, in South Africa, a multicultural country with its large Black majority, such an approach has not been given the necessary attention. Laridon (1990) has criticised the way in which curriculum development in mathematics is conducted in South Africa. He describes it as a "top-down" approach and based on input from non-representative samples of teachers and not taking into account the needs of all cultural groups in South Africa. He criticises the manner in which topics are added to or removed from the syllabus and calls this "syllabus tinkering". With a number of, mostly English medium, schools opening their doors to all races, it is possible that certain cultural groups are at a disadvantage when compared with others if modifications to the syllabus, to accommodate their needs, are not made. This study is a small scale case-study, conducted at Woolhope Secondary, a predominantly Indian school, but with a significant number of Black pupils (approximately 25%). The study focusses on the need for a multicultural approach to mathematics curriculum design. This study is aimed at providing a detailed account of the implications of introducing inclusive education into the South African school system, with particular focus being placed on learners who present with barriers to learning as well as the essential curriculum, classroom and teaching adjustments required in order for these learners to reach their full potential within a mainstream classroom environment. The sample for this study firstly comprised of educators’ perceptions regarding their capabilities in coping with the demands of inclusive education. The viewpoints of 122 educators, within the Nelson Mandela Metropolitan area of the Eastern Cape, were recorded through the completion of individual questionnaires and interviews. Secondly, the files of 111 learners, from a remedial practice, who presented with barriers to learning were analysed to determine the effectiveness of appropriate remedial intervention in overcoming the respective barriers. The major findings of the present study were as follows: Many classroom modifications, changes in teaching styles and curriculum adaptations would have to be implemented to adjust to the demands of inclusive education; Educators would have to be trained regarding the different categories of learners with barriers to learning and their special educational needs; The majority of Eastern Cape educators do not feel suitably qualified to cope with the demands of inclusive education; Educators in positions of authority (principals, deputy principals and heads of department) indicated their inadequacies regarding coping and assisting parents and fellow educators with the demands of inclusive education; A large percentage of the responding educators indicated that they would be better suited to cope with the demands of inclusive education with a remedial qualification and were prepared to register at a tertiary institution to obtain such a qualification depending on certain incentives offered by the Education Department. In view of the findings of this study, recommendations have been made to enhance the current qualification levels of educators, to specifically include a remedial qualification, of which guidelines have been provided. This approach should vastly assist educators in coping with the demands of inclusive education and will ensure that they are suitably empowered to meet the needs of learners with barriers, who have been thrust into this system. Guidelines are also offered for a proposed remedial course that could be offered to education students as well as to those educators who are presently in the employ of the Education Department.
