- Description: Real exchange rate volatility have important effects on production, employment and trade, so it is crucial to understand its impact on unemployment especially on a country like South Africa.This study analyses the impact of the real exchange rate volatility on unemployment and the dynamic adjustment of unemployment rate following shocks to its determinants using quarterly South African data covering the period 2000 to 2010. In contrast to previous analyses, this study augments the cointegration and vector autoregression (VAR) and the GARCH model including analysis with impulse response and variance decomposition analyses to provide robust long run effects and short run dynamic effects on the unemployment rate. The empirical analysis using a variety of specifications,estimation techniques, and robustness tests suggests that exchange rate volatility has a statistically and economically significant impact on employment. The variables that have been found to have a long run relationship with unemployment rate include the real exchange rate, exports ,real interest rate and the gross domestic product.The impulse response functions broadly corroborate the theoretical predictions, but only real interest rate and exports have a significant impact on unemployment in the short run. Results from the variance decompositions are largely similar to those from the impulse response analysis. The real exchange rate and exports are the only variables found to significantly explain the variation in the unemployment. The most interesting result that emerged from this analysis and is supported by previous research is that among other determinants, the real exchange rate explain the largest proportion of the variation in unemployment rate. The Generalised method of Moments (GMM) results reveal that a unit increase in exchange rate (implying appreciation), causes employment to go down by about 9 percent in South Africa. The same relationship is depicted from the Pooled Mean Group (PMG) estimations in both the short run and long run. Random coefficients (betas) show that the real exchange rate negatively affects the primary and secondary sector with a positive but insignificant effect on the tertiary sector. The sub-sectors negatively hit hard by real exchange rates are communication, mining and transport. The results also show that trade liberalisation is linked to both job destruction and job creation. The static models reveal that trade openness has a statistically positive and significant impact on employment in the short run while the PMG estimator results show that the effect is negative and only significant in the short run. The dynamic models (GMM and PMG) showed trade liberalisation (as proxied by trade openness and import propensity) has a statistical and significantly positive short run impact on employment. This implies that selective trade liberalisation strategies are needed in order for South Africa to maximise the gains from trade.

The solution is set to help the policy makers, women in the creative industry and non-governmental organizations that work with women in the sculpting industry. The study’s main thrust was to create a gender responsive entrepreneurship development model for Zimbabwe’s creative industry. The entire study was anchored on determining the conceptual and contextual basis for a gender responsive approach to entrepreneurial development interventions, interrogating current government entrepreneurship approaches in Zimbabwe, determining important antecedents for entrepreneurship development that respond to gender dynamics within the creative industry in Zimbabwe and designing a GRED model for Zimbabwe’s creative industry basing on the findings of the research. The research employed qualitative research, through which focus group discussions, individual interviews, observations and document analysis were exploited for data collection. Armed with permission from UREC and the Ministries responsible for the creative industry, this study established that women in the creative industry were marginalized, poorly resourced and that government approaches and strategies were not being well implemented to benefit them. The study also revealed that most of the entrepreneurial activities were marred by corruption. The following tenets were recommended to foster viable women sculptors’ entrepreneurship: 50:50 representation, robust use of opportunities, business registration, forming of associations, funding, support, training, exhibitions, records keeping, monitoring and evaluation. - Description: A clear vision and understanding of the leadership roles by the leaders of the municipality under study are questionable, the low rate of the public service delivery and the lack of accountability by municipality officials also rises some concerns. The aim of this research is therefore to establish a level of understanding of the transformational leadership style in enhancing public service delivery. The study used a qualitative research design that involves a desktop research. Data was collected through the review of available published or existing documents. Data analysis included using documents analysis which consist of the existing information reviewed from literature or document containing information about various municipalities issues, journals and books as well as reviewed of various data analysis done in relation to an exploration of the use of transformational leadership style in enhancing public service delivery with the aim of analysing the organisation structure of the municipality. The findings from previous literature revealed that there are constraints faced in delivering services. The study confirmed some of the municipal leaders’ lack skills, competencies and a lack of clear understand of transformational leadership style as well as training. The findings also identified the search for solutions to the hurdles or challenges faced by the municipal leadership both political and administrative in Buffalo City Metropolitan Municipality by providing an insight for further research regarding the institutional weakness and policy issues in this part of the world. The implications of the findings are that unless the challenges are resolved, municipalities will continue to experience poor service delivery, poor economic growth and development. Recommendations to overcome these are suggested.

Water resources, therefore, require efficient and strategic management by those entities tasked with such a responsibility. Municipalities manage the water distribution to local citizens, but experience challenges due to the numerous tasks involved in water management. A major challenge that municipalities face is inefficiencies in water management business processes due to immature information system capabilities. Many studies focus on the infrastructure-related challenges such as ageing pipes, but little emphasis is placed on the information system-based challenges in water management and their relationship to the local water consumer. Therefore, the focus of this research investigation was on the water billing process activities and the information systems involved in these activities. The study collected primary data by conducting a focus group comprising seven respondents working in water billing-related processes and then conducted semi-structured interviews with two managers at the Buffalo City Metropolitan Municipality (BCMM). The Nvivo software tool was used to organise the collected data. Finally, the collected data was analysed using the principles of thematic analysis. Firstly, the primary evidence indicates that the water billing information systems that are used at BCMM are unintegrated. Secondly, that there are numerous manual processes in the water billing-related processes, which lead to mistakes in the capturing of consumer data. Thirdly, the analysis confirms that BCMM is faced with water management challenges. Fourthly, the analysis revealed that there is inadequate communication between various water billing information systems that are used, which results in delays in data capturing, errors and outdated information. The findings conclude that BCMM has immature water billing information system capabilities and that there are problems related to water processes. The research investigation derived several critical success factors (CSFs) for BCMM to action to ensure that their water billing information systems are enhanced. The CSFs were reviewed by the two managers used for the study in order to ascertain their relevance to the context and were considered relevant by the managers. Therefore, the recommendation is that BCMM, and other municipalities with similar contexts, should action the proposed CSFs to enhance their water billing-related information systems capabilities.

- Description: The public service which is the delivery arm of government, has to rise constantly to the massive challenge of service delivery to ensure that government achieves its ideal of creating a better life for all in accordance with the people’s contract. The research analyzed the question: To what extent can monitoring and evaluation of performance provide sustainable public service delivery by the public sector? Against this milieu, the study examined the monitoring and evaluation approaches adopted by the governments of Mexico and Spain (international) and South Africa (local). Further, an analogous of both the international and local experiences was conducted in the study. The state of service delivery was examined by studying the South African Police Service. It was evidenced in the study that sustainable service delivery in the SAPS is influenced by various factors, such as performance monitoring and evaluation. Although the SAPS reported the successful achievement of certain performance targets relating to its planned activities and financial performance, it became clear that the performance monitoring and evaluation framework is not adequate to effectively address the service delivery expectations in the South African context. This thesis presents an inclusive and comprehensive approach towards performance monitoring and evaluation, which seeks to shape the South African Police Service’s current framework positively towards promoting sustainable service delivery. The features of this new proposed approach include the involvement and/ or meaningful consultation with the broad South African community, effective communication; promotion of accountability; professional and ethical standards; and expansion and development of the current and future leadership at all levels in the organization. Further, a call for greater regional and international cohesion is made, to benchmark best practices relating to performance monitoring and evaluation; this was found necessary, as a global effort is required to successfully prevent and realize a significant reduction in crime levels. The study finally presents an alternative In year Monitoring Model (IYMM) to manage the budget performance against the predetermined plan. It links the key performance areas, as contained in the cost centre’s business plan to the allocated budget; produces unique projected spending patterns (PSP) for each cost centre; thereby propelling departments from old paradigms of monitoring financial performance. The IYMM provides management with an excellent tool to monitor and evaluate performance during the year. The performance monitoring and evaluation approach and the IYMM developed in this study are flexible and adaptable, as it can be applied successfully in other government departments locally, regionally and internationally. The National e-Health Strategy and Protection of Personal Information Bill were discussed and compared to international standards in order to ascertain South Africa’s current standing on mobile healthcare privacy. However, there are no specific privacy and security controls in place to protect patients that access personal electronic health records through mobile devices. Therefore, the aim of this study is the development of a privacy management framework (PMF) to mitigate these privacy concerns. The proposed PMF consists of 3 tiers, beginning with the top tier. Determinants of household debt in South Africa

- Description: This study undertook an extensive evaluation of state assisted Human Settlement development, with specific vigor on the case study of Reeston Human Settlement project in Buffalo City Metropolitan Municipality in the Eastern Cape. This was motivated by a number of factors such as satisfaction issues in the area of Human settlements and the issues that continue to hinder the effective delivery of houses such as availability of land, the willingness of the beneficial to relocate to the allocated houses. South Africa is in its 24 years of democratic dispensation, the human settlements continue to be the thorn in a flesh in the government effectiveness. The existing legislation on the housing development serves as the cornerstone of development, housing theories also continue to be the guiding principles under which the development can flourish if followed to the latter. It is evident that, the democratic government in the country has delivered millions of houses to the beneficiaries, thus restoring dignity to many. However, there has been significant backlog of over 2.1 million houses. This is based on the housing waiting list available with the various Local Municipalities and the respective provinces department is Human Settlements. The objectives of the study was taken into consideration in ensuring congruence with the study aim. The objectives are stated below is to evaluate the application of Human settlement programmes, policy imperatives, implementation and practice in South Africa by means of the case study of the Reeston project in the Eastern Cape. The following objectives are set for the study: To analyse the policy and institutional framework guiding the establishment of state-assisted human settlement projects in the country. To analyse the level of execution in the selected human settlement projects in the Buffalo City Metropolitan area reflected the policy and institutional framework for the establishment of state-assisted human settlements. v To ascertain the beneficiaries’ narratives about the projects (and the overarching policy/institutional framework), and what socio-cultural and/or economic factors, if any, mediate those narratives. To detail the socio-economic conditions and livelihood strategies of Reeston Human settlements residents. The study took the combined method of research, being the qualitative and quantitative research method. The choice of a research approach is guided among others by three main aspects: the research problem, the researcher’s experience and the audience at whom the research is directed. A mixed approach method has been employed for this study, because as several authors confirm, this is how to get the best out of both the qualitative and quantitative approaches. The evaluation took the analysis of the Duncan Village, looking at the transition from the informal settlements to the Reeston Housing development in the Eastern Cape Province. Respondents were visited in their places of comfort where they were able to express themselves so that the researcher can be able to retrieve more information in this regard. The findings of the research revealed the level of satisfaction, dwelling attributes, neighborhood issues, environmental issues for consideration in the housing development as a form of dwelling. The study contributes significantly to the body of knowledge as it provides solution to the provision of housing development in South Africa, especially the Duncan Village as a prime site for development for Buffalo City Metropolitan Municipality. The study presents a new model for developing houses in the informal settlements without relocating the beneficiaries from their area of comfort. A sustainable housing development to the need of the people will be the one that is re4sponsive to the findings of this study, these are: satisfaction with the government services rendered in the area, the surroundings in the dwellings and most importantly the environmental considerations

This study addresses the question of which critical environmental and management success factors are necessary for the successful acceptance of such a technology and what is necessary for such a technology to be used continually. This study examines Information Systems literature, users‘ environmental and management factors, and perceptions in the context of an institution of higher learning to suggest Critical Success Factors for such a project. The impact of human capital investment on economic growth : the case of South Africa

- Description: A country which prioritises in investing in human capital is believed to be a wealthy nation, meaning that the amount devoted to education and health sectors cannot be considered too much. The purpose of the study is to investigate the impact of human capital investment on economic growth, the case of South Africa. The study used time series data covering the period 1984-2014 to assess the impact of human capital investment on the economic growth of South Africa. The autoregressive distributed lag (ARDL) model and the error correction model (ECM) were employed in estimating the long run and short run relationship among variables of the study. The results of the study concluded that there is a positive long run relationship between total human capital investment (THCI) and South African economic growth. The results were in line with the hypothesis of the study and some empirical literature used. However, in the short run the results proved that there is no relationship between total human capital investment and economic growth in South Africa. Moreover, FDI and gross fixed capital formation proved to have a long run relationship with economic growth except exchange rate. The study recommends that the government should continue to devote most of its budget to human capital investment as it positively accelerates the economic growth of the country.

From onset, it highlights that numerous attempts to implement small town revitalisation have failed because of lack of institutional capacity. In addressing this problem, the study outlined the following objectives. To assess role played by municipal structures and systems on implementation of small town revitalisation. To identify institutional challenges experienced during implementation of small town revitalisation strategy. To propose alternative institutional measures that can lead to effective implementation of small town revitalisation. In achieving the study’s objectives; literature from both developed and developing countries was reviewed and it was learnt that institutional capacity is important for efficient implementation of the strategy. Systems theory was also reviewed so as to provide conceptual basis that underpins this study. Data was collected through primary methods and secondary sources. Research participants were chosen by random sampling from councillors, managers, business and traditional leaders. Research findings revealed that there were institutional problems which hinder implementation of the strategy such as lack of competent human resources, insufficient budget and shortages of machinery. Through analysis of findings, the research proposed that small town revitalisation strategy should be reformulated and role of municipal structures be clearly defined. Both councillors and officials should be capacitated. The study further recommended that local people and stakeholders should be involved in the conception and implementation of small town revitalisation strategy. Areas for further research were proposed at the end.

In achieving the study’s objectives; literature from both developed and developing countries was reviewed and it was learnt that institutional capacity is important for efficient implementation of the strategy. Systems theory was also reviewed so as to provide conceptual basis that underpins this study. Data was collected through primary methods and secondary sources. Research participants were chosen by random sampling from councillors, managers, business and traditional leaders. Research findings revealed that there were institutional problems which hinder implementation of the strategy such as lack of competent human resources, insufficient budget and shortages of machinery. Through analysis of findings, the research proposed that small town revitalisation strategy should be reformulated and role of municipal structures be clearly defined. Both councillors and officials should be capacitated. The study further recommended that local people and stakeholders should be involved in the conception and implementation of small town revitalisation strategy. Areas for further research were proposed at the end.

The researcher’s study is an attempt to pursue and record the foot-prints left by Municipal Support and Intervention Programme (MSIP) in these study sites in order to determine the potential extended implementation of the programme in other municipalities with similar challenges of political instability, poor governance, poor audit opinions, unsound financial management systems leading to poor and unsustainable municipal service delivery. The Department of Co-operative Governance and Traditional Affairs (COGTA) conducted a diagnosis on the performance of the then 45municipalities (2007/08 Financial Year) and identified challenges of similar nature but different degrees in fifteen municipalities from the erstwhile Transkei Administration. The municipalities comprised: 2 Metropolitans, 37 Locals and 6 Districts. The diagnostic results compelled COGTA and National Treasury to develop a Municipal Support and Intervention Framework (MSIF) which was piloted in those 15 municipalities then and later adopted as a fully-fledged programme, referred to above as MSIP by the Member of Executive Committee (MEC) for COGTA and Mayors in September, 2014 at Komani (Queenstown). x The concern of the researcher is, in spite of numerous efforts by National and Provincial Departments and Treasuries, it has been observed that some municipalities are still faced with challenges of political instability, poor governance and unsound financial management/financial variability which result to poor municipal service delivery. The latter challenges manifest themselves in protests by the citizenry, poor external audit results due to ineffective political oversight coupled with the lack of scarce and critical professional technical skills. A review of existing literature assists the researcher to identify the key concepts of relevance to the study and assists the investigator to become knowledgeable to the limits, challenges and the language of the type of the research they plan to conduct. The aim of this broadband adoption is to provide high quality public sector services via digital channels to improve cost-efficiency and generate benefits to municipality employees and citizen. A major challenge that municipalities face is the lack of public participation which restricts levels of communication between governments and municipalities and the citizen where public misses out on information and services available online, which results in further inequality. This has a devastating impact on service delivery because participatory democracy would be non-existent. Limited IT infrastructure, resistance to change, cultural barriers and exposure of malpractice are main themes related to IT usage or facilitating IT access for the wider public. Furthermore, lack of meaningful participation and freedom of association emerged as themes related to governance effectiveness. A mixed approach within a case study was considered, and data was collected through an online questionnaire and review of current literature. The study collected primary data by conducting web based questionnaires comprising sixty respondent’s citizens and fifteen municipal employees, including Information and Communication Technology (ICT) employees and broadband task team members. Statistical Package for the Social Science (SPSS) to analyse data from questionnaires. The selected BCMM employees of the population were known to have the relevant knowledge, time and experience to participate. Responses to each question developed the framework further based on the findings. Respondents were selected based on their appropriate knowledge and experience of the problem domain. Six experts were selected for final evaluation of the research findings. Firstly, the findings provided on barriers impact on the adoption of e-government. Secondly, on the techniques available to ensure access to e-government within BCMM. Thirdly, on the availability of technologies currently in the Buffalo City Metropolitan Municipality. Finally, on the elements of a Buffalo City Metropolitan Municipality broadband adoption strategy. This study evaluates barriers of e-government adoption, assessing strategies and techniques for accessing e-government services, examines current technologies to support e-government service within municipalities and analyses elements of Buffalo City Metropolitan Municipality broadband adoption strategy. A broadband adoption model was proposed based on empirical findings. Key adoption factors include adoption benefits and drivers, concerns and barriers and adoption interventions. These factors provide an essential foundation for the development of the proposed broadband adoption framework. The contribution of this study is a framework based on the Unified Theory of Acceptance and Use of Technology (UTAUT) and Technology Organisation Environment (TOE) framework to determine factors that influence or restrict a citizen’s intention to use and adopt technology, specifically broadband, in e-government services as a tool for citizen engagement. This study is premised upon the assumption that the concepts of the developmental state and socioeconomic development are inextricably interrelated. The concept of a developmental state has gained a significant amount of traction in both academic and non-academic circles in recent times. This study took the form of a case study of Rwanda and its developmental trajectory since the country gained independence in 1962. By adopting a historical approach, this study determined that the factors which continue to retard socioeconomic development in post-colonial and post-genocide Rwanda are rooted in a lingering colonial legacy. Although Rwanda has achieved a significant degree of socioeconomic development since 1994, the sustainability of the nascent developmental state which appears to be emerging could still be undermined by ethnic divisions. Accordingly, it was recommended on the basis of the findings of this study that the Rwandan state and its development partners should pursue transformative socioeconomic policies which ensure an equitable distribution of socioeconomic resources, in order to facilitate the creation of an enabling environment for local entrepreneurs and a reduction of dependence upon foreign aid through the effective mobilisation of domestic resources.

The role of the church in social development : the case of selected churches in Nairobi, Kenya

Primary to the core responsibilities of the church, according to Scripture, is to reconcile creation to the Creator by transforming society to regain its lost nature. The Christian Church in Kenya was established by missionaries from different parts of the world about three centuries ago. It has since grown and spread to almost all the parts of the country, but all the major denominations have vibrant congregations in Nairobi. A quick categorisation of the church in Kenya would be into the Mainline and the Pentecostal churches. This study set out to investigate the perception the church in Nairobi holds on in its involvement in social action, whether the church thinks social action is part of its ministry, and what kind of engagements in social action the church in Nairobi is currently having. The study employed a qualitative approach and an exploratory design. Using the questionnaire and interview methods, data was collected from thirty two (32) church leaders (including pastors) sampled to be representative of the Mainline and the Pentecostal groups of churches. The data was transcribed, coded, categorised and interpreted following the themes which emerged in relation to the study objectives and the nature of the responses. The results of the study show that the church holds different perceptions on its responsibility and involvement with regard to social action. The findings show two extremes: those who see social action as core to the mission of the church and those who think social action is the responsibility of the government or of non-governmental agencies. Generally most churches do not plan or budget for social actions. The few that are engaged in in it the budgets are far too low compared to the other church activities and the plans are unstructured and sporadic Active engagement in social action by the church in Nairobi is therefore, by and large, unplanned and episodic. However, the few who are already engaged in social action have witnessed great success in community transformation. The study concludes that the church has not fully understood its ministry and this could be the reason why social action is not part of its agenda. This further explains the sporadic and truncated nature of social action in the church in Nairobi. The study recommends a review of the curriculum in seminaries and the retraining of practising pastors to embrace holistic ministry. This will address the current misconceptions, address the current dichotomy of sacred-secular in church ministry, and hence increase organised participation of the church in social action.

- Description: This dissertation investigates whether budget deficits crowd out or crowd in private investment in South Africa, using quarterly South African data covering the period 1994 to 2009. South Africa has been experiencing unprecedented budget deficits since the 1960s and the study investigates how this has impacted on the country’s private investment demand. An empirical model linking private investment to its theoretical variables is specified and used to assess the quantitative effects of budget deficits on private investment. This study augments the co-integration and vector auto-regression (VAR) analysis with impulse response and variance decomposition analyses to provide robust long run and short run dynamic effects on private investment. The variables have been found to have a long run relationship with private investment. Results suggest that budget deficits significantly crowds out private investment.
